GREEN CITY If you’re thinking of greening your home, you might imagine that your that only option is to install expensive energy-efficient appliances — which many renters can’t do and many homeowners can’t afford. But don’t despair. There are ways to reduce your carbon footprint without significantly reducing your bank account, with or without a landlord’s help. Below are several tips from San Francisco’s premier green architect and eco-remodel guru Eric Corey Freed, principal at organicArchitect. His advice should make your home better for the environment and your utility bills.

Fridge Fundamentals The refrigerator is the single largest user of electricity in a household. Why make it work harder, pushing up your energy costs, by keeping it next to the oven? "Having a fridge and oven side by side is the stupidest thing I can think of that people do in kitchens," Freed laments. "An oven makes things hot, and a refrigerator is supposed to keep things cold — the two don’t belong together." Using the same rationale, it’s also a good idea to keep your fridge out of direct sunlight.

Also, if your fridge is more than a decade old, get over your attachment to the dated design and trade it in for a newer, energy efficient model. Pacific Gas and Electric Co. offers free pickups and a $35 rebate.

Think Thermal Heating your home is another major energy sucker. With more winter cold snaps on the way, investing one afternoon and less than $100 to heat smart will produce almost immediate results in lowering heating costs. The first place to look is your windows. While we love the light windows give, they are weak spots for heating. Freed suggests picking up a package of disposable window coverings ($20 for six windows). You may also be able to caulk around windows and vents to keep heat from escaping. Tubes cost less than $5 a pop.

Once you have your windows all snugged up, turn on the heat only when you need it. Freed recommends a programmable thermostat, which costs about $40. Once installed, you can set the heating to go down when you go to bed at night, kick on just before you get up in the morning, and shut off again when you leave for work. "It’s great, you just set it and forget it," Freed says. No more thumping your forehead at lunchtime realizing you left the heater cranking at home, using precious resources to warm empty rooms.

Shower Saver Most showers pour out 2.5 gallons of water per minute, but for $40 you can pick up an easy to install, water-conserving, lowflow showerhead that still gets you squeaky clean. Since many San Francisco buildings are old and hot water is slow to arrive, consider a model with a pause cord or stop switch. This holds the water in the pipes until it is warm and saves gallons of perfectly good water from being dumped down the drain while the heater warms up. Plus, renters can take the showerheads with them when they move to different digs.

Friendly Flushing Another way to conserve water — one that’s free and easy — is to add a full, two-liter water bottle to the toilet tank. This only takes a minute and eliminates a significant amount of water from being wasted every time you flush. Bottles are better than bricks, which also displace water but can damage your tank. If you’re feeling a little handier, grab a screwdriver and lower the float an inch or so. And if you’re feeling innovative, consider installing a toilet-top sink, which gives waste water a chance to be used more efficiently. This graywater system collects the tap water you use to wash your hands, then uses it to flush the toilet rather than sending it straight down the drain. (You’re washing with tap water, not toilet water, so there’s nothing dirty about it.) Sinkpositive.com sells toilet-top sinks for about $100. It’s also an appliance you can take from home to home.

Street fight

On a drizzly Feb. 17 evening in First Baptist Church, near the intersection of Market and Octavia streets that has become notorious for bicycle versus car collisions, more than 200 members of the San Francisco Bicycle Coalition came together to plot a major offensive.

"We honestly weren’t sure how many people would come out tonight, so this is very impressive," SFBC executive director Leah Shahum told the young, engaged crowd. "We are embarking tonight on the biggest, most ambitious project that the Bike Coalition has ever taken on."

For almost three years, the bicycle advocates have been waiting. Since the city’s bicycle plan was struck down by the courts in 2006 for lack of adequate environmental studies, there’s been a legal injunction against any bike-related projects, leaving an incomplete network of bike lanes even as the number of cyclists in the city soared and SFBC’s membership reached 10,000.

Now, with city officials expecting to have a new plan approved and the injunction lifted by this summer, SFBC has set the ambitious goal of getting all 56 near-term projects mentioned in the plan approved by Bike to Work Day, May 14.

"We’re in a fine position to get the whole enchilada, all 56 projects," Shahum said, a goal that would boost the current 45 miles of bikes lanes to 79 miles and the 23 miles of streets with the "sharrow" bike markings up to 98 miles.

While some knowledgeable sources in the bicycle community say a three-month timeline isn’t realistic for this whole package, the energy and coordination displayed at that meeting shows that this will be a formidable campaign with the potential to rapidly change the streets of San Francisco.

"There’s nothing more to stop this city from going forward with these projects," Andy Thornley told the crowd, sounding more like a military strategist than the SFBC program director that he is. He flipped through slides and stopped at one showing members of the Municipal Transportation Agency Board, which will consider the projects.

"Your mission is to convince these seven people," Thornley told the crowd. "They are the people who say yes to traffic changes or no to traffic changes."

The crowd was divided into nine groups representing different neighborhoods in the city. On the tables at the center of each group were maps, timelines, and other documents, along with sign-up sheets that would be used to organize everyone into online discussion groups to plot strategy and discuss progress and obstacles. Large pieces of butcher paper headlined "Key Stakeholders" and "Issues and Opportunities" were laid out for group brainstorming.

But Thornley made clear that each group would work toward a common goal. "We’ve got to have a whole network," he said. "I don’t want people to lose sight of the fact that the network is the thing."

SFBC community planner Neal Patel defined the expectations: "Every week or every other week, we’ll be asking you to do something."

The groups plan to reach out to supporters and potential opponents in the neighborhoods to make decisions on preferred options within each project, rally the support of political leaders and other influential people, generate media coverage, develop persuasive arguments, and generally create a grassroots political blitzkrieg.

"It’s very easy for the city to say no," Amandeep Jawa, an SFBC board member, told the Mission District group. "The best thing we can do is give them a pile of reasons to say yes."

This wasn’t just the old veterans and familiar faces, but also fresh, young activists like Jennifer Toth, 26, who moved to San Francisco a year ago and has already become invested in this fight.

"The injunction has really held back new biking infrastructure, just at the time when cyclists are increasing exponentially, as people turn to bikes as an alternative to cars. I myself sold my car as soon as I moved here, and really enjoy biking across town," she told the Guardian.

Toth, who has been a part of antiwar and anti-globalization movements, said she was impressed by the SFBC’s approach: "It was really well coordinated, and I love how they made great strides to link neighbors up together."

The next day, at the downtown office of the San Francisco Planning and Urban Research Association, Oliver Gajda, SFMTA’s bike program manager and the point person on the bike plan, led a smaller and more subdued forum on the bike plan.

Gajda noted that the city’s transit-first policy prioritizes safer bicycling over automobiles, which he said is appropriate given that San Francisco is the second most dense city in the country. The most recent SFMTA traffic survey found that 6 percent of all vehicle trips in San Francisco were by bicycle last year, and the number of cyclists increased by 25 percent from the previous year.

The 56 near-term projects identified in the bicycle plan, Gajda said, are designed to quickly make the system safer by improving dangerous sections and addressing the question, "How do we fill those gaps and really complete the bike network?"

He placed the price tag for those first 56 projects at about $20 million, about $4 million of which is covered by existing grants, while longer term projects in the five-year plan would come to about $36 million.

Yet in response to questions from the audience, Gajda admitted that the approval process for some of the more significant near-term projects — such as the bike lanes proposed for Second, Fifth, and 17th streets, which would involve the loss of traffic lanes or parking spaces — could be complicated and controversial.

SFMTA spokesperson Judson True said the agency was still figuring out how to handle the bike projects. "We’re looking at what we can do, how fast, but we share the goals of getting the EIR completed and paint on the street as soon as possible," he said.

True said he welcomes the SFBC campaign. "We’re happy they’re pushing because we want to head in the same direction. We’re definitely stretched, but the commitment to the Bike Plan is enormous at the agency."

That commitment really rankles Rob Anderson, who filed the lawsuit that resulted in the injunction and pledges to oppose SFBC’s campaign. He characterizes bicyclists as a vocal fringe group and said the city shouldn’t take space from Muni or cars to promote bicycling.

"It’s a zero sum game on the streets of San Francisco," Anderson told the Guardian. "They’re going to have to decide how much we want to screw up the streets for this small minority."

While Anderson concedes that the studies now supporting the Bike Plan are "pretty thorough," he notes that many projects will have what the EIR called "significant unavoidable impacts." And he thinks it’s crazy to give over more street space to bicyclists, particularly on crowded corridors like Masonic Avenue.

Anderson’s group, Coalition for Adequate Review (CAR), has never been large — it’s mostly just Anderson and attorney Mary Miles — but he’s likely to find allies among businesses and residents who fear lost parking spaces and other roadway changes as the projects move forward.

"I’m looking forward to this process," Anderson said. "This is crunch time."

SONIC REDUCER A much-floggied, foggy notion worth repeating: if the natural creative energy coming off John Dwyer of Thee Oh Sees could be harnessed, we’d all be muttering, "What global warming? When’s the next Oh Sees show? Mama needs to warm her digits with some superheated, Grade-A crudo rock ‘n’ roll."

Yep, dude has been in a grillion bands including the Coachwhips, Pink and Brown, OCS, the Hospitals, and now Thee Oh Sees and the Drums. His artwork pops up in the legit exhibits like last year’s "Bay Area Now" installment at Queen’s Nails, and hell, he’s even talking about writing a feature film centered on his folk-garage-noise amalgamation Thee Oh Sees. Entire scenes are forged from this kind of go-go gumption — and yessiree an argument could be made that the San Francisco underground music and art whirls would be the sadder, sorrier, and definitely less shit-stirring if Dwyer never moved here a decade ago. If Noise Pop aims to home in on independent culture, it need look no further than this man, who I checked in with as he prepped the perfect chilly-weather meal, chili, on the brink of his Noise Pop shows.

Notes from the Politics blog

If you’ve been reading the Guardian‘s Politics blog, you know that battles between and within some major California labor unions — including Service Employees International Union, SEIU’s United Healthcare Workers, the newly formed National Union of Healthcare Workers, and the California Nurses Association — are dividing the movement at a crucial time for progressive politics.

From important federal legislation such as the landmark Employee Free Choice Act to state legislation like the single-payer healthcare bill that Sen. Mark Leno plans to reintroduce in the coming months, philosophical and turf battles between unions have hurt labor’s ability to successfully counter corporate power.

"The fight inside SEIU [involving all four unions mentioned above] is one that is going to hurt our ability to pursue and pass legislation important not just to health care workers but workers in general," labor writer David Bacon told the Guardian. "There’s lots of energy going into jurisdictional battles and I think employers will use this fight against us … Sometimes it feels like we’re going backward."

But the battles continue. On Feb. 18, NUHW plans to picket outside UHW’s Oakland offices, protesting SEIU’s efforts to hinder NUHW organizing efforts (which we discuss more online). Philosophical differences between SEIU (which has close relationships with national corporate and political leaders) and unions like NUHW and CNA (which take more adversarial roles with employers and push for fundamental reforms such as single-payer health care) animate the debate.

Meanwhile, even more radicalized unions such as the International Longshore Workers Union have increasingly taken strong stances on immigrant rights and social justice issues like the BART police shooting of passenger Oscar Grant, which they discussed at a Feb. 14 rally that featured UC Santa Cruz professor and activist Angela Davis.

Compostmodern

GREEN CITY The easier a compost bucket is to use, the more people will use it. But Compostmodern ’09 isn’t about compost at all — it’s about design. This annual event is a collaboration between the American Institute for Graphic Artists (AIGA) and the Academy of Art University that examines the intersection of design and environmental sustainability.

This weekend’s conference, held at various locations around San Francisco, features talks and slide shows by local designers, art installations, workshops, and demonstration projects proving that brown is the new green.

"I’m interested in helping people get a good grounding in what designing for sustainability means. The reality is that this industry is still so new," Nathan Shedroff wrote on the Compostmodern blog (compostmodern.wordpress.com). Shedroff chairs the Design Strategy MBA program at California College of the Arts, and will discuss sustainability frameworks at the conference.

Local graphic designer Amy Franceschini (futurefarmers.com) presented some of her work at Compostmodern in 2006. Inspired by all things green, she posed a question that only a designer would ask: if earth-bound plants lean toward light naturally, might design liberate plants to move about freely? There were mixed results to her experiment, but the question alone gets at the spirit of the conference: bridging the gap between the possible and the possibly possible by challenging designers to be environmentalists.

Autodesk brings sustainable design into the world of software by incorporating powerful new analytical tools into 3-D modeling programs used in architectural and other design. "Full-on energy analysis used to be really challenging and expensive," said program manager Dawn Danby, a featured speaker at Compostmodern this year. "We’re making software that empowers designers to make a case for sustainability, to make better decisions, decisions that have huge impacts on things like water or energy use. We need to make design a solution, not just a bonus when times are good."

Michael Gelobter, another of this year’s Compostmodern presenters, told the Guardian that the Bay Area’s unique combination of companies, researchers, and activists all living together is what makes it the epicenter of the clean-tech revolution. Even though he’s a climate strategist, Gelobter is optimistic about the future: "We have to own this change, and in the process solve a lot of other problems like wars and financial waste.

"A lot of our relationship with climate change and fossil fuels has to do with the built environment, the designed environment — our cities, buildings, schools. and the way we design our day-to-day interactions with products," Gelobter continued. "All of those include assumptions about energy use, where we get the energy, and the form that energy comes in. And designers are really the front line in redrawing that. They’re the cutting edge of how we make the world different, so they have to be informed about policy and economics, but also [about] people’s day-to-day lives, their lived experience of how change might happen. They have to be able to design to those kind of criteria."

That’s why Gelobter founded Climate Cooler, shifting his work from policy to shopping and "changing the choices consumers have so that they can take action." He insists that cleaning up the economy is good business. "You stop smoking crack, and you suddenly have all this money to spend on things that are a whole lot healthier. That’s true with fossil fuel use and the other things that cause global warming as well."

Gelobter’s latest project will equip Intuit’s popular QuickBooks accounting software with a carbon-calculator. It’s a partial redesign to help small businesses know the impact of their purchasing patterns on global warming, and to "start using that information to make better choices, to save money, save energy, and reduce their [carbon] footprint."

Taking on Herculean problems is not for everyone. But Compostmodern seeks to engage top designers with the task of making the seemingly impossible a little more likely. It’s a goal that is essential to achieving sustainability on a grand scale and using this economic meltdown as an opportunity to redesign our world.

The economy’s a mess, and the housing crisis, financial meltdown, and skyrocketing unemployment rates have left a lot of San Franciscans short of cash. But the flow of big downtown money into political campaigns hasn’t slowed a bit.

In fact, a tally of all 2008 monetary and in-kind political contributions logged in the SF Ethics Commission Campaign Finance Database shows that even in the face of the worst financial crisis since the Great Depression, money spent on local political campaigns in the city swelled to a whopping $20.6 million. That grand total, which does not include loans or so-called "soft money" like independent expenditures, is higher than that of any previous year recorded in the Ethics database, which tracks campaign spending back to 1998.

A review of the entire database paints of picture of how influence money flows in San Francisco: Six of the top 10 donors over the past 10 years are big businesses and downtown organizations that promote the same conservative political agenda. The campaign cash often wound up in the same few political pots — a handful of supervisorial campaigns and some coordinated political action committees.

And despite spending ungodly sums of money, downtown lost more races than it won.

More than half the total money spent in 2008 came from one source: Pacific Gas and Electric Co., which plunked down $10.2 million last fall for the No on Proposition H campaign against the San Francisco Clean Energy Act. That November ballot measure, which lost under PG&E’s barrage, would have paved the way for public power, initiating a process to make the city the primary provider of electric power in San Francisco with a goal of 50 percent clean-energy generation by 2017.

The powerful utility wasn’t only the biggest spender last year — it claims the No. 1 slot on a list of all campaign contributions spanning from 1998 to 2008, which the Guardian compiled using Ethics data. PG&E dropped a juicy $14.7 million into local political campaigns over that period, beating out runner-up Clint Reilly by more than $10 million.

Below are brief introductions to the 10 biggest spenders, 1998-2008.

They’ve got the power. The colossal sums PG&E has forked over to influence ballot measures over the years puts the utility in a category all its own. SF isn’t the only municipality where the company has poured millions into defeating a public power proposal. In 2006, when Yolo County put measures on the ballot to expand the Sacramento Municipal Utility District (SMUD), which would have edged PG&E out of the service area, the utility spent $11.3 million to try and keep it from happening.

Pay to the order of Clint Reilly. Reilly, the former political consultant, now runs a successful real estate company. While his name routinely comes up on the roster of campaign contributors, he owes his status as No. 2 to his 1999 campaign for SF mayor, into which he poured some $3.5 million of his own money. "Most of the money we give is for Democratic candidates or progressive politicians, or neighborhood-oriented issues," said Reilly, who also served as president of the board of Catholic Charities.

Committee on really high-paying jobs? Third in line is the Committee on Jobs, a political action committee that aims to influence local legislation affecting business interests. The PAC is bankrolled in part by the Charles Schwab Corporation, Gap, Inc., and Gap founder Don Fisher — all of whom surface on their own in our Top 30 list. With a grand total just shy of $3 million, the committee coughed up about $100,000 in campaign-related spending in 2008. Much of that funding went to similar political entities, including the SF Coalition for Responsible Growth, the SF Chamber of Commerce 21st Century Committee, and the SF Taxpayers Union PAC (see "Downtown’s Slate," 10/15/2008). This past November, the COJ also backed the Community Justice Court Coalition, formed to pass Proposition L, which would have guaranteed first-year funding for Mayor Gavin Newsom’s small-crimes court in the Tenderloin. Prop. L failed by 57 percent.

Bluegrass billionaire. San Francisco investment banker and billionaire Warren Hellman has dropped nearly $1.2 million over the years into local political campaigns, our results show. Dubbed "the Warren Buffet of the West Coast" by Business Week for his sharp financial prowess, Hellman co-founded Hellman and Friedman, an investment firm, in 1984. Hellman is known for putting on Hardly Strictly Bluegrass, an annual SF music festival. While he tends to contribute to downtown business entities such as the Committee on Jobs and the Golden Gate Restaurant Association, in 2008 he devoted $100,000 to supporting a June ballot measure, Proposition A, that increased teacher salaries and classroom support by instating a parcel tax to amp up funding for public schools.

Fisher king. Don Fisher, founder and former CEO of Gap, Inc., is another one of SF’s resident billionaires. While Gap, Inc. turns up in 17th place in our results, Fisher himself has poured more than $1.1 million into entities such as the Committee on Jobs, SFSOS, the San Franciscans for Sensible Government Political Action Committee, and other conservative business groups. Fisher’s total includes money from the "DDF Y2K family trust," a Fisher family fund that shows up in Ethics records in 2000. In that year, $100,000 from that trust went to support the Committee on Jobs’ candidate advocacy fund, and another $40,000 went to a pro-development group called San Franciscans for Responsible Planning.

Not a very affordable campaign, either. Sixth up is Lennar Homes, the developer behind the massive home-building project at Hunters Point Shipyard, which the Guardian has covered extensively. The vast majority of its $1 million reported spending was directed to No on Prop. F, a campaign sponsored by Lennar to defeat a June ballot measure that would have created a 50 percent affordable-housing requirement for the Candlestick Point and Hunters Point Shipyard development project. The measure failed, with 63 percent voting it down.

Chuck’s bucks. Charles Schwab Corp., which set up shop in San Francisco in the mid-1970s, is an investment banking firm that reports having $1.1 trillion in total client assets. The corporation ranks seventh in our Top 30 list, with some $973,000 in donations. In 27th place is Charles R. Schwab himself, the company’s founder and chairman of the board (and the guy they’re referring to in those "Talk to Chuck" billboards posted all over SF). If Schwab’s individual and corporate donations were combined, the total would be enough to bump Warren Hellman out of fourth place. Schwab’s dollars are infused into the Committee on Jobs, the San Francisco Association of Realtors, the Golden Gate Restaurant Association, SF SOS, and other downtown-business interest organizations. "We’re a major company here in the Bay Area and a major employer," company spokesperson Greg Gable told the Guardian. "We’re interested in political matters across the board — it’s not limited to any one party." But it’s limited to one pro-downtown point of view.

The brass. The San Francisco Police Officer’s Association is another major player, spending some $913,000 since 1998 on political campaigns. The organization backed candidates Carmen Chu, Myrna Lim, Joseph Alioto, Denise McCarthy, and Sue Lee for supervisors in 2008, contributions show. All but Chu lost.

At your service. SEIU Local 1021 and SEIU 790 crop up frequently in Ethics data, with a grand total of about $860,000 in spending over the years. SEIU representatives recently turned out en masse at a Board of Supervisors meeting to urge the supervisors to support a June 2 special election to raise taxes in order to boost city revenues and save critical services from the hefty budget cuts that are coming down the pipe.

Friends in high places. No real surprises here: the Friends and Foundation of the San Francisco Public Library contributed its money to, well, ballot measures that would have affected the library. In 2000, for example, the F and F plunked $265 thousand into an effort called the "Committee to Save Branch Libraries — Yes on Prop. A."

NEW YORK – Hillary Clinton is off to China. The US Secretary of State’s decision to make her first overseas trip to Asia, particularly China, was a smart one and, if done with aplomb, could yield enormous returns for the Obama administration as it attempts to re-establish world leadership.

The fact that Clinton chose to go to Asia now, when the State Department remains unsettled – with no ambassador in Beijing, many old officials having departed or leaving, and many new appointees still unseated – attests to her determination to stake out Asia as her own area.

CHEAP EATS Red. Green. Yellow. Dark green. Orange. Light green to the point of being almost yellow. Earl Butter was showing me his peppers, which is not a euphemism. If it were, I wouldn’t know what it meant. So lucky for all of us, this was literal Truth. There they were, true peppers, in all their shapely and colorful glory, on Earl’s kitchen table. Some of them were in bags.

"Weren’t you born in Texas?" I said.

"No no," he assured me. "I lived there when I was little."

I said I hoped he didn’t intend to ever go back, because they might not let him in if they knew the way he made chili. As many kinds of peppers as possible, no meat.

For my part, forgiveness was automatic, not only because I love my buddy Earl, but because I wasn’t staying for dinner anyway. What a guy! When he cooks, he cooks for the whole floor, and some of the people on his floor are vegetarian.

Sure, I would do things differently. Either cook for myself, or move to a different floor. But I’m not Earl Butter, and this is an important point: I don’t know who I am.

Not the chicken farmer, that’s for sure. I gave my girls away and moved to a fancy-pants neighborhood in Oakland, arguably Oakland’s fancy-pantsiest: Rockridge. I’m mobile (new car), I’m upward (new car); if only I were young, I would be a yuppie.

And, to the extent that yuppies are kind of antithetical to, say, hippie new-age energy healer/poet types, I would embrace my new identity so hard its ribs would crack. I love where I live, and I love the people around me. On the other hand, I’m still as poor as pickle juice. I can afford to live in Rockridge because my apartment is free, in exchange for taking care of the kids sometimes, like picking them up at school, playing music with them, kicking a ping-pong ball in the park, and other things I love to do anyway, like helping with dinner.

Which reminds me: Earl Butter was making chili. But you can’t make chili on an empty stomach. I needed me a bath. But you can’t exactly bathe on an empty stomach either, if you’re me. So I tugged on his shirt sleeve until I’d tugged him out of the kitchen, clear out of his apartment, down the stairs to the Mission District, and into my car.

And we drove off in aimless search of cheap eats.

Found ’em! On Ocean Avenue, of all the crazy places, riding off into the Sunset. Eat First. What are you gonna do, name like that? We ordered hot and sour seafood soup, spicy chicken wings, kung pao chicken, and sliced pork with preserved mustard green.

But they wouldn’t let us have that last one. "It’s Chinese food," our waitressperson kept saying, shaking her head.

I countered with the unassailable argument, "And …?" But it wasn’t until I’d persuaded her that I’d had the dish before, many times, and loved it, that she agreed to include it in our order.

Reluctantly. Mutteringly.

Earl Butter pointed out that we were the only whities in the place, that everything else we’d ordered was classic whitey fare, and that no matter how badass I felt on the inside, I looked "irretrievably dainty" — even all sweaty and disheveled from back-to-back soccer games.

Waitressperson came back and said they were out of the pork with preserved mustard greens. Earl thinks she was lying. I believe her.

New favorite restaurant.

As for my new-age trucker mother … maybe you guessed already: he turned out to be more energy healer than truck driver, damn him. On our first date we walked and danced on the sidewalk, looked over a railing into a stream, then sat on a bench and kissed like crazy.

What a wonderful woman I was, he whispered in between things. Deep, oniony, complex, cute …

I had to say what else, and that was, more or less, it. He showed his true colors. I don’t know what shade of pale would describe them. Maybe new-age gray. He was not the color of peppers.

Biodiesel’s leaps

GREEN CITY Biofuels, which decrease reliance on polluting and planet-cooking fossil fuels, made a couple of big advances in San Francisco in recent weeks.

Michele Swingers and Robin Gold seized the key market by opening Dogpatch Biofuels Station on Pennsylvania and 22nd streets. The youthful partners say it’s the only station in San Francisco selling B100, or fuel made from 100 percent organic matter. San Francisco Petroleum finishes a distant second by selling B20, which is 20 percent biodiesel blended with 80 percent petroleum diesel.

The independent owners of Dogpatch Biofuels take the extra green step by trying to tap production sources that are as local as possible. "We should always be striving for a comprehensive picture of the resources that go into the production and transport of fuel," Swingers said. "We believe that locally sourced biodiesel from recycled oil is a far cry from corn-based ethanol. Further, we believe it’s a sustainable diesel alternative utilizing a waste product."

Dogpatch gets its biodiesel from as far away as Bently Fuels in Reno, Nevada, which blends fuel from recycled components, such as used vegetable oil from restaurants. Many biofuel manufacturers here on the West Coast buy virgin oil from the Midwest because it’s pretty cheap. But buying virgin oil for biofuel can increase the demand for its edible sources, like soybean and rapeseed crops, and drive up the cost of food. Now think about transporting millions of barrels of biofuel by fossil fuel–powered truck across the country. It seems wasteful, defeating the benefits of sustainable fuel.

San Francisco’s municipal fleet is a prime culprit of unsustainable sustainability practices: it buys soybean oil from the Midwest to power its trucks and Muni buses. Karri Ving, Biofuel Program Coordinator for the San Francisco Public Utilities Commission, said that the city’s current system is better than using petroleum diesel from Iraq, but that it could be even more efficient.

Fortunately, Mayor Gavin Newsom just announced the launch of a new project that will take "brown grease" from sewers and turn it into a renewable biofuel for the city fleet. "Turning waste generated by local restaurants and other businesses into a sustainable fuel source is yet another major step in reaching our goals of carbon neutrality for city government by 2020," Newsom said.

He also touted the city’s progress toward other environmental goals, including zero-emission public transit by 2020, a 75 percent recycling rate by 2010, and zero waste by 2020.

"We are not going to be growing soybeans in San Francisco, so why not take this grease and make it into something usable and renewable, for that matter," Ving said.

The Environmental Protection Agency and the California Energy Commission awarded the city $1.2 million in grants for the project. The SFPUC will provide a solid model for other cities looking to adopt similar programs and even show them how to save a buck in the process. For example, by putting the biodiesel processor at the site of the Oceanside Wastewater Treatment Plant, the city repurposes property it already owns. Grease already gets stuck inside the plant’s "grease trap," racking up $3.5 million every year in cleanup costs. The new project will potentially save hundreds of thousands of dollars per year.

"The overall goal is for the wastewater division of the PUC to help the city gain fuel independence to import less diesel and export less grease to surrounding cities," Ving said. "Millions of pounds of rancid material is exported out of the city, making a case for environmental injustice." San Francisco’s brown grease is exported to East Bay landfills, which are often sited in areas with high minority populations. The Oceanside brown-grease project is supposed to be up and running by November.

"So if we can turn that tarlike bunker fuel into a clean-burning biofuel made from restaurant waste, it’s a win on a number of levels," Ving said. "The only downside is that we should have been doing this 50 years ago, but now we’re in a situation where we recognize the global and health issues, and we have a solution that we really want to get moving on."

The fight against local and global climate change is on. With small- and large-scale infrastructure falling into place, the biofuels movement in San Francisco is gathering momentum.

Ma’s JROTC bill needs to die

EDITORIAL With California in a cataclysmic budget crisis and a long list of problems on the agenda of the state Legislature, Assemblymember Fiona Ma has announced a bill that would force the San Francisco school district to bring back a military recruitment program. It’s an unusual tactic, and one with questionable legal grounds. It’s also inappropriate and bad public policy.

The school board has been debating the Junior Reserve Officers Training Program for years. Supporters promote the program, which costs the district $1 million a year, as a leadership training opportunity; for a lot of district kids, it was an alternative way to meet a physical education requirement. In reality, though, JROTC is, and always has been, part of the Pentagon’s effort to convince young people to join the military.

High school students, the target of the program, have always been vulnerable to recruiters. That’s why the military brass love anything that gets them into high schools. JROTC cadets are besieged with recruitment calls, and those efforts continue even after the kids have left the program.

The local queer community has been pushing hard to end JROTC in San Francisco, in part because of the Pentagon’s ridiculous don’t-ask, don’t-tell policy on gay service members. But even after that policy ends (and under President Barack Obama, it’s likely gay people will be serving openly in the military soon), JROTC is a terrible program for the San Francisco schools. If the best leadership training this progressive city can offer is through a model based on the values of the Army, something is very wrong.

And that’s what the school board ultimately decided. The board has voted to discontinue JROTC, as of this summer, and is moving to adopt an alternative leadership program.

But a few JROTC supporters, with the assistance of the local Republican Party, placed an advisory measure on the November 2008 ballot calling for the program’s continuation. With most activist energy going to support the Obama campaign and the efforts to elect progressive supervisors, the measure passed. But it contained no legal mandate, and the school board members, even those who support JROTC, have generally agreed that it would be a bad idea to revisit the issue. A clear majority of the board is prepared to let JROTC die and replace it with something better.

We can’t figure out why Ma has suddenly decided to make this a state issue. She told us that "the voters of San Francisco have spoken, and all I am doing is upholding the will of the voters." But the voters also elected school board members who think it’s best to eliminate JROTC.

More important, this simply isn’t Sacramento’s business. The Ma bill needs a two-thirds vote to pass, which means it depends on Republican support — and as Assemblymember Tom Ammiano says, "Do we really want the Republicans in the state Legislature to tell San Francisco what to do?" Even School Board member Hydra Mendoza, who supports JROTC, is opposing the bill: "It’s not appropriate," she told us, "for the state Legislature to overturn a decision of the San Francisco school board."

This would set a horrible precedent: every time the city schools took a progressive stand on some program, someone in Sacramento could come along and try to undo it.

Mayor Gavin Newsom should speak out against this bill, and Ma should withdraw it. If she doesn’t, the Legislature should reject it. *

CHEAP EATS I dreamed a bear was after me, and it chased me into a craggy and impossible landscape from which, if I survived the bear, I would never find my way back to exactly alive, either.

These kinds of things don’t bother me anymore. I’m too busy being bugged by spiritually advanced, old-soul new-age dinks who think me visually and verbally attractive, then find out that in spite of their evolved, complicated mysticism and unflappable belief in reincarnation, they simply can’t wrap their brains around a funny and beautiful woman who used to be a dude.

I say, "Well, so what about your arms then?"

They laugh, but I’m serious. Whatever happened to a sense of adventure? A kiss? A touch? A taste? Finding out via the body? You know: the here-and-now incarnation, the one with spinach in its teeth. To me, good old-fashioned sensory perceptions are a gazillion times more valuable than extra-sensory ones, or energy fields or even Ouija boards. Meditation … prayer … thought itself can’t do what teeth and fingers can. So don’t pay too much attention to your dreams, books, guides, and all that other dumbass brainy bullshit, OK?

And if you think it’s bad in Berkeley …

Where I live, in the woods … well, the woods were lovely, dark, and deep until I came to crave less chickeny company and, a year or so ago, started venturing away from hearth and shack. And was horrified to find that my neighbors were not farmers and lumberjacks, but hippies. All of them! Even the farmers and the lumberjacks!

Yesterday evening, for example, I was killing time, half-pints, and fishes and chips down at my local neighborhood cider pub, when I was hit on by a big ol’ truck driver. Yay! A truck driver! I thought. Oh, and he was very sweet and forward, and was wearing a cowboy hat. I almost certainly would have gone home with him, except that I had accidentally left my chicken door open, on purpose … so farmerly duty called, eventually, and I excused myself from his embrace.

This proves, if my math serves me, that a bird in the hand is not worth four birds in the coop. With the door open. By the way, please think of the bird in the hand as me, and the hand as his. Personally, I don’t care, one way or the other, but I don’t think truck drivers like to be thought of as birds.

My point is that he gave me his business card, and I fully intended to use it some time, say, if I needed a cargo container full of corrugated tin roofing material hauled from here to Fresno, or a date. But when I took a look in the sobering light of morning, there was his name, his address, cell phone and e-mail, sure, but where it should have said "truck driver" instead it said, get this: "energy healer/poet."

And the foxes and skunks and tit-mice and deer that inhabit these lovely, dark, deep woods with me are still trying to shake the haunting wail of utter despair and frustration which emanated then from the Shack of the Nutty Girl With All Them Chickens — or SONGWATCH, as they call it for short. Because while I have no doubt that a trucker is 100-percent capable of seeing that a chicken farmer is a chicken farmer is a chicken farmer, no matter what else in the world she usedta be … my experience has been that these energy-addled new-age seer dinks are about as sightful as buttons on a sock monkey. Seriously, it’s happened more than once or twice. It’s happened three or four times now. Maybe five.

Belief in anything at all is kinda counteradventurous, innit? But as far as non-nonbelievers go, my funnest dates so far have been with fundamentalist Christians and Mennonites.

Of course I will give this guy and his cowboy hat a try. He doesn’t know yet the kind of girl I am. So it will be interesting to see if (as I can only hope), truck driver trumps energy healer.

Oh, and I do have a new favorite restaurant. Chinese joint goes by the wonderful name of Eat First, in case you want to look it up online. I’d a done it here but story trumps all, turns out. And anyway my Chinese New Year’s resolution is to renege on all my other ones, which were torturing me like a bear in a dream, so …

Maybe next time. Now I have to get going on a trucker song.

The Board of Supervisors heard more than four hours of public comment at its Jan. 27 meeting, as hundreds of labor representatives, public-health workers, homeless advocates, hospital staffers, and others crowded into the board chambers to sound off on the deep budget cuts that many charged would leave they city’s critical-services safety net in shreds.

The message was chilling.

On the ground, the budget cuts Mayor Gavin Newsom is proposing translate into staggering losses in services that segments of the city’s most disadvantaged populations rely on. Among those who will lose their jobs: some San Francisco General Hospital staffers who are trained to watch the cardiac monitors. "They are the first responders when someone goes into cardiac arrest," nurse Leslie Harrison told the board during public comment. "This is a life and death job — literally."

The Huckleberry House, which was established in 1967 and provides assistance to more than 7,000 homeless youth each year, may face closure.

Homeless shelters are already being forced to turn away two out of three clients seeking a bed due to lack of space, according to Coalition on Homelessness Executive Director Jennifer Friedenbach.

Demand for hot meals from the St. James Infirmary, a clinic for uninsured sex workers, has tripled since the onset of the recession, Executive Director Naomi Akres told the Guardian. As a result of the cuts, the clinic will lose its ability to continue either the food program or an outreach program that aims to get people off the streets.

Other areas that face funding reductions, according to a tally of midyear reductions issued by the mayor’s office, include some programs that administer STD testing and HIV prevention services, the Adult Day Health programs at Laguna Honda Hospital, aid for foster care, and the Single Room Occupancy Collaborative (which assists low-income tenants living in dilapidated hotel rooms across the city). San Francisco’s Human Services Agency will lay off 67 staffers.

Of the $118 million in midyear cuts rolled out by the mayor’s office last December, some $46 million will be shed from health, human welfare, and neighborhood-development services.

The midyear reductions, which will begin to take effect Feb. 20, are aimed at addressing a steep drop-off in revenue for the 2008–09 fiscal year. Now, health and human services providers and others across the board are anxiously looking ahead to the next round of blows, which will be dealt to address a projected $576 million deficit for the 2009–10 fiscal year, which begins in July. That figure could be reduced to $461 million after budget cuts, according to Deputy Controller Monique Zmuda.

Newsom has known about the gravity of the current budget problem since late October, when City Controller Ben Rosenfield issued a memo projecting fiscal disaster. "Since the adoption of the budget in July, the City’s economic outlook has significantly worsened, particularly since the onset of the global financial market upheavals that began in September," the memo states. It goes on to predict a worst-case scenario of $125 million in tax-revenue shortfalls for the 2008–09 fiscal year.

Cuts in frontline services don’t have to be the only answer. Supervisor Chris Daly has introduced an alternative budget proposal, which includes reductions in funding for management positions, cuts in the city’s subsidy to the symphony, and a reduction in the size of the mayor’s press office in an effort to free up funds that could then be diverted back to critical services. "I don’t think any of the choices are good. There’s really only the lesser of the evil," Daly noted at the meeting.

The choices the city faces were described in clear terms. "I’m sorry to say it, but you have some tough decisions in front of you," Friedenbach told supervisors when it was her turn at the podium during public comment. "You have to choose between abused children, or the symphony. You have to choose whether you want to decimate the mental-health treatment system — or do you want to get rid of the newly hired managers since the hiring freeze? You have to decide whether you want to cut half of the substance-abuse treatment system — or do you want to create a new community justice center that will have nowhere to refer its defendants?" Rather than choose, however, supervisors voted 6–5 to send Daly’s alternative package back to the Budget and Finance Committee for further consideration. The swing vote was Board President David Chiu, who was elected president with the support of the progressive bloc.

Had Chiu voted for Daly’s alternative, it wouldn’t have mattered much — the mayor would almost certainly have vetoed it.

Eight supervisors — enough to override a veto — did demonstrate a willingness to move forward with a June special election. With Supervisors Sean Elsbernd, Michela Alioto-Pier, and Carmen Chu dissenting, the board voted to waive deadlines that would have prevented new tax measures from being placed on a June 2 ballot.

Several different tax ideas are under discussion. According to a list of preliminary estimates calculated by the Office of the Controller, slight increases over the current rates of taxes levied on business registration, payroll, sales, hotel-room stays, commercial utility users, parking, property transfers, and Access Line fees together could bring the city an estimated $121.6 million per year.

Other proposals include creating parcel taxes for both residential and industrial property, gross-receipts taxes on rental income for commercial and residential properties, a local vehicle license fee, and a residential utility users tax. If all of those proposed new taxes were voted into effect, the city would have the potential to raise an additional $112.9 million.

The problem: under state law, unless the mayor and supervisors unanimously declare an emergency, any tax increase would require a two-thirds vote to pass.

Supervisor John Avalos voiced strong support for the special election. "I think that the people of this city are still grappling with the meaning of the crisis that we’re in," Avalos told his colleagues.

Avalos amended out the possible new parcel tax, increased parking tax, and utility-users taxes, and instead proposed two new revenue measures that could be added to the ballot: a vehicle-impact fee, and "a possible new tax to discourage the consumption of energy that produces a large carbon footprint."

It won’t be easy to pass any of these proposals. Business interests are mobilizing against the very idea of a special election. In an e-mail newsletter distributed by the San Francisco Chamber of Commerce, a "call to action" urged supporters to contact Supervisors and voice opposition to the emergency election.

The language in the Chamber of Commerce message closely resembled that of Small Business California, which put out a message to the small-business community warning that higher taxes "would be the straw that breaks the already strained back of our local businesses, resulting in more layoffs and acceleration of our downward spiral."

Labor organizer Robert Haaland asked supervisors why they would be afraid of allowing voters to decide on the tax-revenue measures. A poll commissioned by his union, SEIU Local 1021, demonstrated that a significant portion of voters would rather raise revenues than allow vital services to disintegrate.

Even if new revenue is raised, Haaland told us, no one is under the illusion that there won’t be painful cuts. "Everyone’s going to feel some pain," he said. "It’s a question of how much pain."

"In order to climb the ladder and go to the very top," he’ll explain, punctuating each word with a backhanded wave of his fingers, "you have to climb the steps one by one." The most important of these steps is taking a shot of ouzo, an anise-flavored liquor, which is the national drink of Greece and, according to Tsiknis, the world’s most potent love brew. Although Spanish fly has a 5,000-year-old history as an aphrodisiac, both for humans and farm animals, it can cause permanent damage to the kidneys and genitals if taken in excess. Valerie’s live end: Love’s Baby Soft breezes of imagined youth

Listening to College and Anoraak, two talented DJs involved with the French collective Valerie, is like driving back to the balmy summer of 1981 in a white Camaro convertible with the top down, a cold Tab in your hand, and a tiny silver disco ball hanging from your rearview mirror. Valerie, a group of musicians from Nantes whose dramatis personae includes acts like Russ Chimes, Minitel Rose, and The Outrunners, among others, uses retrofuturistic synthpop to evoke the magical ’80s teenage years they were too young to experience.

Valerie has a very specific fantasy of the ’80s, informed vaguely by John Hughes movies and V. C. Andrews novels, by images of roller rinks, drive-thru diners, Orange Juliuses, and Love’s Baby Soft perfume. But rest assured that their sound isn’t trying to enshrine those bygone days. Rather, by traveling back in time to the ’80s [Ed Note: Or rather, back to ’80s nostalgia for ’70s nostalgia for the ’50s], Valerie reinvents a future that was dreamed back then but which never happened, a past-modern interpretation of utopia that creates an alternative to the present — with dancing.

In conjunction with making me want to dance like a teenager, College and Anoraak made me want to drink Malibu and pineapple like a teenager, which was the only lamentable incident that occurred last Friday at Mezzanine, where Valerie ended their US tour. The show itself was exactly what I thought it would be: lively but controlled, suffused with an easy, dance-y energy that never quite reached the point of unbridled release.

College played a wonderfully non-trancey, entirely instrumental synth set that left me wishing I was Sarah Jessica Parker in Girls Just Want To Have Fun.

IV to the floor

"We do rockcations," says Hank IV vocalist Bob McDonald, "which is trademarked, I believe, by Anthony." McDonald knows of what he speaks. The San Francisco underground dynasty of a band that he cultivates — alongside guitarist-vocalist Anthony Bedard, guitarist Andy Oglesby, bassist Chris Portfolio, and drummer Scott Jones — has been to Bologna, Italy, and back on the grand notion that, yes, you too can hold down steady, life-giving, lease-holding employment and still rock hard, hither and yon. Today’s revolutionary road, it seems, means playing outta town in, say, five-day spurts with a side of out-of-pocket relaxation, "because no one wants to go on an extended tour," McDonald continues over the phone from his day job. "Because we’re too old, or we have jobs we can’t leave."

The bonus is the word-of-mouth equivalent of an anniversary Rolex. During HIV’s sound check in Bologna, where the band was visiting friend and Fuck founder Kyle Statham, McDonald says, "this guy came up after we were done and said, ‘Everyone is so soft or so techno here. Finally, someone with some balls-ah!’"

Who knew this bastard offshoot of McDonald and Bedard’s Mr. and Mr. and Mr. and Mr. and Mr. Evil combo would take off like it has — HIV released its second long-player, Refuge in Genre, recorded in all its "high-fidelity bombastic rock" splendor by Tim Green (the Fucking Champs) and mastered by Bob Weston (Shellac), on the shitgaze-cool imprint Siltbreeze — and find its balls-ah in the process? This, after HIV’s furtive beginnings: its first show happened at the Dunes in Portland, Ore., a teensy bar owned by Valet’s Honey Owen. "We wanted to play somewhere where our friends weren’t going to see us," Bedard confesses by phone. Since then all the "good energy and crazy momentum" this proudly balls-ah-to-the-wall outfit has generated — inspiring comparisons to Country Teasers and the Saints, and garnering invites to perform live on WFMU — has surprised its music insider-y members. (McDonald is a veteran of Denver hardcore unit Bum Kon and a product manager at music distributor Revolver; Bedard, the Hemlock Tavern booker and ex-member of groups like the Resineators and Icky Boyfriends.)

HIV came about following the departure of Mr. Evil’s old drummer, amid a spate of drinking and brainstorming "dumb ideas," says McDonald. "We thought, ‘Hank IV — we’ll cut the lineage,’ and we wrote notes on a bar napkin. It was easy because we just told the guys [Portfolio and Oglesby] we were playing with that they were in this band. That’s the best way to do it, because if you ask them they might say no."

A few Hank fans, however, haven’t been able to take the tease. The group’s name is "definitely an idea that makes some people angry!" Bedard exclaims. "Like that Hank Williams III fan who called up Amoeba when we were doing an in-store: ‘They should change their name!’ It’s an absurd idea — thinking that our music has as much to do with Hank Williams as Hank III’s music has to do with Hank Williams, family lineage aside."

Rather, HIV takes its cues from the mind-blowing qualities of early Butthole Surfers, Volcano Suns, and other bands instrumental in forming the musical sensibilities of Bedard, McDonald, and Jones, who are in their late 30s and early 40s.

"We’re trying to make noisy, fun, abrasive, fucked-up rock ‘n’ roll," explains Bedard, clearly pumped to return to Portland for its Slabtown Bender festival on Feb. 7. "There’s so much medium rock out there. People settle for stuff that kind of rocks or maybe rocks. So they get taken aback a bit by the force of Bob’s vocals and how in-your-face and assaultive Hank IV’s music can be." Too bad for them, though not for HIV, because as Bedard puts it, "these are older guys who come from a generation of bands that want to see things get a lot more over-the-top."

Revved up on garage rock

SONIC REDUCER Grease monkeys gotta scratch their coconuts and wonder: why have the words garage rock become so dirty? Especially when a garage-rock explosion of sorts seems to be going off all around us.

Few want to be tagged as such — though their affection for three chords; adoration of the square-one pleasures of guitar, bass, and drums; and love of a classic pop hook are out there for all to see. Does retro spell lame-o in a year beset with cultural, economic, and political change?

Not if you recall the last late-’90s/early-’00s garage rock resurgence, which arrived on the heels of a boom in tech-sector/dot-com creativity and coincided with a burgeoning home-recording underground — a rough, eerie corollary of the ’60s-era moment when British Invasion bands sparked a zillion garage-rock combos. No coincidence, I believe, that as digital home recording and online musical dissemination made it possible for every guy’s and girl’s band to reach a wide audience, so too did a world open up for vinyl and analog lovers of the most hidden and once-unheard-of musical niches, who were suddenly able to find newbie listeners.

So perhaps change, of the most DIY variety, is the very reason why so many bands in the Bay Area — and out past our waters where Wavves, Vivian Girls, and Jay Reatard ripple — are tapping into the garage-rock vein that oldsters like Legendary Stardust Cowboy (who bunks down in the South Bay) would recognize as similar to their own. Do you have an affinity for the early blues-based rock ‘n’ roll that can be traced from Chuck Berry and Carl Perkins to the Rolling Stones and the Kinks to their alternately upbeat and haunted progeny the Troggs, the Seeds, the 13th Floor Elevators, and San Jose’s Chocolate Watchband, then onto ’80s revivalists like the Lyres, the Scientists, the Cynics, and the Fuzztones, and further on to late-’90s wavers like the White Stripes, the Dirtbombs, the Detroit Cobras, and the Von Bondies?

Noisy, psychy, punky, gay, straight, sweet or grating — however you twist it, the current nu–garage rock explosion in the Bay is nowhere near as easy to tag, bag, and classify. How do you reconcile the ear-burning blast of Mayyors with the sweetly contrarian kicks of the Nodzzz’s "I Don’t Wanna (Smoke Marijuana)"? The latter’s parentheses are crucial here because theirs is a cry against easy conformity, really, rather than drugs ("I don’t wanna smoke marijuana… I just wanna get high / On another drug!"). Subverting the white-straight-boy paradigm also seems to be part of the plan for outfits like Hunx and His Punx, and the LaTeenOs.

Eric Friedl — owner of esteemed Memphis garage rock label-shop Goner Records and ex-member of the Oblivions — has noticed the rock ‘n’ roll energy surge coming off of SF: Sic Alps and the Oh Sees played 2008’s Gonerfest, and Goner releases by Ty Segall and Nobunny are on the horizon. "For whatever reason we like the bands coming out of there," Friedl says of the Bay. "In the ’90s there seemed like a lot was going on, and then it kind of died out, but yeah, I think it goes in cycles. People got tired of the garage-rock bands in the late ’90s, and it took ’em another five or six years to get back to straight-ahead rock ‘n’ roll."

Geoffrey Ellis, who puts out the zine Sadkids and documented Bay Area bands’ excursions out to Gonerfest, agrees. "It seems like in the last few years [garage rock] has hit its stride where it hadn’t existed for a while and was pretty relegated to undergroundish types of scenes," says the graphic designer whose garage rock images will be exhibited as part of "Rock Show," a group photo exhibit. "But now it’s just taken off everywhere."

Still, for all the new activity and faces, one of the pleasures of garage rock remains the breaking out of musty ole vinyl and listening to the San Jose–born Count Five’s "Psychotic Reaction," the Standell’s "Try It," and the Human Beinz’s "Nobody But Me" — and wondering where my Music Machine LP is. The last so-called garage-rock revival gave you the impression that the bands weren’t so much listening to the, er, originals as much as each other — many of those groups’ general raw sound seemed to be the main reason why they were dubbed garage rock, apart from some true believers and record collectors in Detroit. Garage rock was a somewhat commercial brand last time around. But this current surge seems content to ride tides far from marketable shores, melding garage rock’s ruff ‘n’ tough joys with surf riffs, hardcore aggression, proto-metal heavitude, or psychedelic exploration.

These bands seem closer to the scenario that Don Waller wittily sketched out in the liner notes to a Nuggets ’80s reissue: "The typical punkadelic band came from some suburban Anywheresville and consisted of one kid who’d grown up copying Chet Atkins licks on his uncle’s hollow-body, another who’d had 10 years of classical piano lessons, a hyperactive woodshop dropout on drums, a lead singer with a range of three and a half notes, and a bass player brought in for his ability to attract girls."

The garage may be gone, if altogether nonexistent, for many in the densely populated Bay Area. But considering that even the purportedly first garage-rock combo, Tacoma, Wash.’s fresh-faced Wailers (who made a big impression on the Kingsmen with their own "Louie Louie"), wryly made a big deal of recording in a "proper environment … namely a recording studio," in the liner notes of Out of Our Tree (Etiquette, 1966), the hands-on wherewithal of today’s bands isn’t so far from that of yesteryear’s ensembles.

"Pushin’ Too Hard"? For a while there "everyone was too self-conscious," opines Carlos Bermudez of Photobooth and Snakeflower 2, "but now there are a lot of bands that are doing well and playing sloppy again — all the garage stuff that people seemed to have grown out of. Schlocky fun party music is starting to happen again."

LAFCo to SFPUC: Hurry it up already!

Supervisor David Campos sent a clear message at the Local Agency Formation Commission (LAFCo) meeting on Jan. 23, emphasizing that he was eager to move beyond the delays that have hindered progress on Community Choice Aggregation. Commissioners Michael Bornstein and Ross Mirkarimi — who represents District 5 on the Board of Supervisors — echoed his concerns, along with an array of community members who turned out to speak during the public-comment session. Meanwhile, a few members of the public warned that further delays might amount to missing the boat on federal funding for alternative-energy programs, which the Obama administration is expected to make available in the near future.

Campos, who represents District 9 on the Board of Supervisors, is also the newest LAFCo commissioner. The city agency is charged with monitoring and advising the San Francisco Public Utility Commission’s efforts to develop and implement a Community Choice Aggregation program, which was mandated in 2004 by the Board of Supervisors to help ensure the “provision of clean, reasonably priced, and reliable electricity.” A CCA program would allow the city and county of San Francisco to become its own wholesale power purchaser for citizens. The plan includes targets for purchasing power generated from renewable resources such as wind and solar, with a goal of 100 percent clean energy by 2040. But the process of getting CCA off the ground has been moving along at a snail pace.

The truth about Community Choice Aggregation

It would be easy to just ignore last week’s SF Weekly story on
San Francisco’s energy policy.

The piece was exactly what we’ve come to expect from the Weekly – a direct attack on progressive San Francisco. It used all the buzzwords – “risky,” “radical,” “scheme.” It selectively chose facts and presented them without context.

But stuff like this sticks around, and people read it, so somebody has to set the record straight.

The running theme of the piece, by Peter Jamison, is that Community Choice Aggregation, an energy plan that would allow the city to be the wholesale buyer and provider of power to residents, comes with a high risk. In an effort to get greener power, the article charges, the city may wind up raising electric rates – “which could have a crippling impact on the city’s poorest residents.”

Of course, PG&E is going to raise electricity rates every year for the foreseeable future, and high PG&E rates are already having a crippling impact on poor people, small businesses and the local economy. But that’s not addressed in the story.

The truth is, CCA is only “risky” if you (a) assume that PG&E, which has been in and out of bankruptcy and continues to seek rate hikes, will somehow be a risk-free source of energy in the future and (b) assume that there’s no risk whatsoever to continuing to rely almost entirely on nuclear power and fossil fuels for our energy needs.

Night at the museum

REVIEW American Conservatory Theater leads off its new season with a revival of John Guare’s rollickingly self-referential 1974 comedy, a madcap musical so quirky and of the moment in conception and mood that it comes shrouded in a sometimes dazzling, more often distancing veil of nostalgia.

New York playwright Bing Ringling (Brooks Ashmanskas) has received his first commercial production — after only several hundred attempts — in a dreary downtown theater haunted by an insane producer (Mary Birdsong) with a failure wish and a strong resemblance to a tottering Kate Hepburn. Shadowed by the billboard superstardom of movie actor and old neighborhood pal Tybalt Dunleavy (Stephen Derosa), Bing recoils from the scathing reviews of Etruscan Conundrum, leading to a desperate search for meaning that winds through his past, his parents’ couch, the home of his maniacal death-devouring composer (played to the hilt by an irrepressible Derosa), and finally to the dizzy heights of celebrity, from which old pal Tybalt (Derosa again) is preparing to sail down in one big swan dive. The point is not that dreams do come true, you see, but that they exist at all — and get in the way of real life.

Although Guare reworked the material for ACT’s revival, adding even more autobiographical touches as well as some bright if unexceptional new songs, Rich and Famous remains a hit-and-miss affair, with some flat notes and fewer high ones shaking up its middle register. The often overly broad humor has dated — though it can still work well, as in the scene with Bing’s obsessive, half-senile parents, played by Derosa and Birdsong. Moreover, the main character, while sympathetic, never becomes more than mildly interesting, which contributes to the sense of the intermissionless performance dragging on. Overall, the feeling is not unlike walking around inside a museum piece — which is just what happens in one vignette. But the play’s whimsy is so rooted in a specific moment, despite a stab at more timeless themes, that maybe that’s inevitable.

Rich and Famous is, however, expertly performed by a versatile four-person cast — including ACT’s priceless Gregory Wallace in a couple of scene-stealing flights — and directed with appropriately zany energy by John Rando. It’s also lovingly gussied up by scenic designer Scott Bradley in jazzy, period-evoking slashes of color, including set pieces drenched in the garishly comic shades of nightmares. All of which ensures Guare and Ringling’s one-ring circus is nothing if not a frenetically romantic spree. (Robert Avila)

SONIC REDUCER The perfectly passive postmodern approach to pop nostalgia? Allow the milky waves of 1970s, ’80s, and ’90s retro navel-gazer rehash to simply wash over you — like so many warm, narcotic jets of synthetic baby formula. The opposite tact is the one that San Francisco trio Mi Ami takes: reject the rockist, retread trappings of the old and stale and make new and likely original sounds from a place of authenticity and openness. Breathe. Good. An excellent example might be Mi Ami’s recent spasm of songwriting after the completion of their debut, Watersports, out Feb. 17 on Quarterstick: the jams weren’t quite "up to snuff," as vocalist-guitarist Daniel Martin-McCormick puts it. But the essential flow was restored after drummer Damon Palermo spoke up in favor of letting the songs flow and allowing the changes to happen naturally rather than getting clogged with details.

"We started opening the songs up and started letting the changes happen naturally," explains the clear-eyed Martin-McCormick on this clear-skied, brilliant, balmy winter day in the Mission District. "I feel like when it works, it’s really great because it doesn’t seem like something locked in by something like repetitions of four. But at the same time, when it doesn’t work it can be kind of frustrating because it’s just like trying to have a conversation when you’re just not feeling it. It has to be like a lived experience. You can’t fake it."

You might not know it from glancing at the tall, lanky, check-shirted bandmates stalking down Alabama Street in search of coffee and nutrients at Atlas Cafe, but Martin-McCormick — a former member of Dischord punk outfit Black Eyes along with Mi Ami bassist Jacob Long — and the soft-spoken Palermo are pop philosophers of sorts: amiable, laid-back, yet ready to hold forth politely and passionately on their favorite disco singles and free jazz LPs, the multiple meanings one might glean from the title Watersports, or the role African funk guitar might play in, say, pulsing workouts like "The Man in Your House."

It’s easy to get lost in Martin-McCormick’s high-pitched, keening vocals, equal parts no wave nervousness and androgynous nerve; his bursts of scratched-out guitar skronk; Palermo’s primal-power beats; and Long’s reassuringly melodic bass lines. But Mi Ami never over-thinks its lengthy forays into that anxious and pleasure-strewn interzone between improv and noise, space-is-the-place dub and neverending party jams. Like groups such as !!! and the Rapture and locals à la Tussle and Jonas Reinhardt, which Palermo also drums for, Mi Ami sounds as if it was bred on hardcore’s aggression and reborn on a seething dance floor.

Martin-McCormick and Palermo met two years ago, after relocating from the East Coast and Vancouver respectively, while performing at an Adobe Book Shop art opening. The one thing they were sure of: they didn’t want to be a rock band. "Boring!" blurts Martin-McCormick.

"We are a rock band," says Palermo mildly in Atlas’ noisy back patio. "But you know what we’re talking about. There’s a lot of cool bands that are rock bands but a lot of it is a default setup, the structure of the songs and instrumentation."

"I think we came to be a guitar, bass, and drums trio very much on our terms," Martin-McCormick offers. "I didn’t want to play guitar when I started, but I realized that was what I’m best at and began to find ways to play it that suited what I was looking for." Their resistance to rock habit was helped by the fact that Palermo didn’t own a drum set: at first the duo had only two drums between them. They acquired bits as they progressed, while relying on a janky drum machine prone to crapping out at crucial moments — like their September 2007 opening date for No Age at Bottom of the Hill.

The turning point arrived when the twosome ditched the drum machine and put out a Craigslist ad for a bass player in ’07. "We got a few responses," says Martin-McCormick. "One was super confrontational. I wrote that we’re into disco, gamelan, and no wave — and no old people. We wanted someone who was kind of our age-ish. I just didn’t want an 48-year-old dude who was like, ‘I just need to jam!’ This guy wrote back and said, ‘How do you think gamelan musicians learn? They respect their elders, blah-blah-blah. You should go fuck off and die!’ Whoa!"

The second response: a hip-hop producer working with an "awful singer-songwriter." The third: Long, who happened to be roaming Craigslist during his day job.

"There was no going back after that," says Martin-McCormick. Listening to the forward-facing future-rock of Watersports, I’d say there’s little fear of that scenario. *

Round and round

David King and I are staring at a baseball, some screws, and some bolts. More specifically, King and I are looking at Satellite #2, a nine-inch pointy yet round sculpture he constructed from those ingredients for an upcoming show. "To me, this is one of the more successful pieces," King says, as we look around the warehouse art studio at SF Recycling and Disposal Inc. To our left, Christine Lee — who, like King, is an artist-in-residence at the Dump — is working with James Sellier on a wood-based project. To our right, there are many spheres, some suspended, others on pedestals.

A few of the spheres are made of green floral tubes, cassette tapes, lanyards, and balls. A couple brightly colored ones incorporate hair curler ends and board game pieces. "This piece made from curtain rod brackets is one of the first," King says, pointing to an 11-inch silver mass. "I thought I’d try to glue them to a ball, but then I began using string and fishing lines. It looks like a death star." He picks up a huge circular mass of Cliffords, teddy bears, and other stuffed animals that is akin to the work of Mike Kelley (or locally, Matt Furie). A Tickle Me Elmo laughs. "A guy drove up and dropped off two huge bags of stuffed animals. It’s so random. You wonder, ‘Did your daughter no longer want these? Or did someone die?’"

The sense of mortality and waste in those questions is present in King’s new work, particularly through titles that refer to allergens, viruses, and bacteria. But his latest pieces also possess a strong current of playfulness. It manifests via comic shapes and bright cartoon or sleekly attractive colors. King’s sculptures are a departure from his 2-D collages in a series such as last year’s "Beneath All We Know," but they’re also linked to such past projects through a recurrent use of circular shapes that have scientific or metaphysical connotations. With the cellular structures of "Beneath All We Know," King began to foreground floating energy masses that had previously taken the form of jeweled grapevines or crochet patterns. Now those patterns seem to have leapt off the paper of his collages into the three-dimensional world.

In fact, though, they’ve been gleaned from the Dump. "I wanted the challenge of doing something new, of finding a new way of being creative," King says, when asked what motivated him to seek out a residency at the site. "On a personal level, I wanted to put myself out there more and step outside my own studio. The first couple of weeks, it was pretty daunting to witness the sheer volume. I thought, ‘Oh, what have I gotten myself into?’ But over time, I realized you shouldn’t look for a particular thing. Whatever ideas you come in with, you have to let go of — the whole thing is about responding to the waste stream. It was very intuitive. I like to find a lot of one thing: plastic lemons or icicles, bits from chandeliers. When I saw a lot of one thing, I grabbed it."

The sheer volume of material at SF Recycling and Disposal is indeed daunting, if you’re looking for one very specific object. Micah Gibson from the site — who might have been referencing the trash compactor aesthetic of TV Carnage when he titled his 2008 Art at the Dump show "Casual Fridays" — leads me on a quick tour through a small portion of its 40 acres. We walk by enormous seagulls, around a hill covered with carousel horses and capped by a giant ice cream cone, through transfer and sorting stations, and past a pit as a big as football field and 15 feet deep, until we reach a sculpture garden designed by Susan Steinman.

We pause by Bench Curl, a recent piece made by Scott Oliver during his residency. The scent of trees is strong, yet Gibson says it isn’t from the surroundings, but rather a large number of trees in the IMRF (Integrated Materials Recovery Facility). Earlier in the day, when I first showed up, a different mega-pungent smell had been dominant. "It happens whenever food from cruise ships is boiled down," Gibson says, noting that kids on school trips enjoy coming up with descriptions for the occasional olfactory assault.

When Gibson and I return to SF Recycling & Disposal’s main building, I spot a sculpture by Henri Marie-Rose, who has exhibited at the de Young Museum, and who has a long-term artistic relationship with the site. Back at King’s show-in-progress, there are tetrahedrons- and icosahedrons-in-progress, made of cardboard, and a wreath comprised of Chinese food containers is mounted on a wall.

King has discovered a certain joy in multiplicity — he’s capable of cutting 1,000 diamonds out from a waist-high stack of Sotheby’s auction catalogs. Through dedication to repetition, he has used collage to transform the 1980s men’s exercise magazine pinup Scott Madsen into a Shiva figure. With its wide-open skies and mammoth hills — whether green or trash-strewn — his latest creative stomping ground makes for an interesting contrast from the gardens he tends when isn’t making art. It resembles a parody of the Arcadian vistas in his earliest collages. "Sometimes I feel like I want to be narrative, and sometimes I want to be looser," he says, discussing elders and contemporaries he admires, such as John O’Reilly and Fred Tomaselli. "I like the effect of a shift in perspective from a microscope to a telescope, between the tiny and the super large."

It’s been a depressing decade for progressives. In fact, it seems our inability to fight the Bush administration and its misadventures in Iraq and elsewhere left us with the symptoms of a kind of collective Chronic Fatigue Syndrome: disillusioned, disappointed, and tired. That is, until Barack Obama’s election woke us up with a little thing called Hope™.

Now that we have all this energy, though, where should we direct it? How, on an individual level, can we support the Obama administration in making real change? Michelle Obama started to answer this question when she announced the Call to Service, asking Americans to devote time to neighborhood organizations and causes on Jan. 19 and beyond, via www.usaservice.org.

We’d like to add to the discussion by highlighting some local groups, causes, and nonprofits who could use year-round help.

ADVOCACY

Perhaps the best way to use your renewed political energy is putting it toward a cause you care about. For example, if you’re worried about how this year’s massive budget deficit might devastate healthcare in San Francisco, you might want to get involved with Coalition to Save Public Health (415-848-3611 ext. 3628, home.comcast.net/~mylon01/publichealth). Also check out nonprofits and grassroots groups working towards marriage equality, energy reform, or whatever pet issue you’re passionate about.

CITY GOVERNMENT

An even more direct way to be involved in local government is to volunteer inside City Hall, particularly with the San Francisco Board of Supervisors (1 Carlton B. Goodlett, SF. 415-554-5184, www.sfgov.org). Every supervisor has two aides, who in turn rely on donated labor to maintain the busy officials’ schedules and duties. To get involved, visit the Web site and fill out an application specifying your skills, availability, and preferred supervisors. Keep in mind four current supervisors once worked as staff or interns in these same offices, so this is a great way to get into politics while helping our government run more efficiently. It’s win-win.

BIKES


Though SF might seem like a bicycle-friendly city, we’ve still got a lot of work to do, from promoting the bike as primary transportation to representing bicycle interests in local government and city planning. If you’re a fellow velo-fanatic, give your time to the Bicycle Coalition (995 Market, SF. 415-431-BIKE, www.sfbike.org). Check the Web site to volunteer in the office, at Volunteer Nights, with bike valet parking, or with outreach.

PARKS

It’s easy to forget how important beautiful, open spaces are to a community until you don’t have them. But just imagine how different the Mission would be without Dolores Park, or the Lower Haight without Duboce. Support the maintenance, beautification, and continued improvement of these and other green spaces by volunteering with the Neighborhood Parks Council (451 Hayes, F. 415-621-3260, www.sfnpc.org). The Council welcomes everything from one-time feedback or participation in a scheduled work day to longer-term internships for youth 16-23 years old, and everything in between.

One of our favorite recent-ish developments on the Interwebs is the proliferation of Web sites connecting philanthropic types to specific causes — especially two SF-based organizations who work specifically with volunteers. Check out Chinatown-based Volunteermatch.org for a list of specific opportunities and a chance to upload your volunteer résumé — great for medium- to long-term volunteering — or former Best of the Bay winner One Brick (www.onebrick.org), which hosts an event calendar of upcoming volunteer events — great for one-time, short-term, and short-notice involvement.

Most important, we’d like to point out that community service, though incredibly important, is only one way to address our society’s ills. "It can be a Band-Aid approach to systemic problems," said Sup. Chris Daly. What we really need, he said, is "to demand more from elected leaders, for people to put themselves forward and take control of political institutions. There’s no greater service than keeping elected leaders accountable to the people they serve."
