Move(men)t: A Men’s Dance Festival

PREVIEW In the history of dance, the male of the species occupies a curious position. In some cultures only men were allowed to dance in public. In Western aristocratic education, dancing was a requirement for a future courtier. But until fairly recently, ballet choreographers consistently undervalued male dancers, and it was women who pioneered modern dance. In the 1930s, however, Ted Shawn’s all-male ensemble did much to break down the prejudice against men in dance. In the Bay Area, every decade or so brings about a refocusing on masculine performances. There is an energy — both virile and tender — to these presentations that, in the past at least, made them very special experiences for men and women alike. Some of that, unquestionably, had to do with the testosterone that just bounced off the walls. Even so, to see so many guys cooperating with each other is still not something we are accustomed to seeing on stage. The latest incarnation of all-male dancing, "Move(men)t: A Men’s Dance Festival," now in its second year, includes Mark Foehringer, who has long choreographed for men; Folawole Oyinlola, of Nigerian descent, who excels in improvisation; Kegan Marling, perhaps best known in his partnership with Jane Schnorrenberg; and Joe Landini’s new San Francisco Moving Men. Ten choreographers in all will show their chops in the tiny but hopping Garage performance space.

So, finally, the Mayor’s Office has launched a website to track stimpack dollars that are coming to San Francisco based on census data (formula funding), or that can be competed for locally.

So far the newly launched website breaks down the dollars by the following categories: public safety, environment, education, housing, health and human services and transportation. It’s a good start.

What the site does not do is break down the dollars according to whether they are going to create green collar jobs. Such jobs been defined by Van Jones, Obama”s new Green Collar czar, as, ” a family-supporting, career-track job that directly contributes to preserving or enhancing environmental quality.”

I realize it’s early days and the city may truly not have a handle on this crucial date yet, and I’m trying to practice what Jones, who likes metaphors involving ships, (the Amistad, the Titanic, and Noah’s Ark all get invoked in Jones The Green Collar Economy,) calls “the Noah principles.

These five principles can be summed up thus: “fewer issues, more solutions; fewer demands, more goals; fewer targets, more partners; less accusation, more confession; and less cheap patriotism, more deep patriotism.”

Recently I was talking to a friend who lost her job. She was lamenting about her feelings of uselessness and loafing round the house looking for something to do. “Maybe I could pick up knitting… or crocheting… something, anything to keep my hands busy.” A few minutes later came the shift in conversation to clothes, and how she is bored with everything in her closet.

It was this combination of topics – unemployment, the need for a hobby, and the desire for an updated wardrobe – that led us to the idea of reconstructing our own clothes. Cheap? Check. (The clothes are already in your closet.) Keeps the hands busy? Check. Revamps the wardrobe? Double check.

Problem is, we didn’t know how. So we asked fabulous local clothing reconstructionist Miranda Caroligne, who we profiled in January’s Careers and Education section , where to start. She showed us how to turn a boring button-down into an exciting frilled-top worthy of Louis XIV (should his highness become a modern Mission-dweller). With her directions, some basic sewing materials, a shirt out of your closet, and a little time (which, if you are stuck in the same situation as my friend, you may have plenty of), you can reinvigorate your style without spending a dime.

Lat night, I attended the annual gala for the International Gay and Lesbian Human Rights Campaign (or IGLHRC) — last year’s gala feted Archbishop Desmond Tutu, and this one, while considerably smaller, was also mega-inspiring. It was held mostly to honor Helem, an incredible and youthful gay rights organization based in Lebanon, but it also served as an introduction to IGLHRC’s new Executive Director, Cary Alan Johnson. The intensely charismatic Johnson spoke of how he had just visited nine starving gay prisoners in Senegal, convicted of “engaging in acts against the order of nature” and ordered to serve eight years — the men in fact had simply gathered at an apartment to discuss AIDS education (and were therefore also convicted of conspiracy.)

He also spoke about how IGLHRC’s small ground team in Uganda was desperate to combat a huge new wave of creepy American religious right extremists (totally creepy — one horrid group of them is called “Extreme Prophetic Ministry!”), who were openly and vocally attacking Ugandan LGBTs and insisting they could be “cured.” Johnson also described IGLHRC’s role in assisting all the people who had been beaten senseless in the backlash against South Africa’s recent adoption of same-sex marriage laws.

The speech was pretty rousing and I was soon wiping my eyes on the bf’s sleeve as the emotions poured out for my persecuted peeps around the globe. Would there ever be any bright spots in the seemingly eternal struggle to get other people to fucking mind their own goshdarned business?

The JROTC horror show

OPINION I wish that the adults who want to keep the JROTC program in San Francisco public schools would stop throwing the JROTC students under the bus and blaming the bus driver.

In particular, I’m referring to the March 24 Board of Education meeting, where a resolution about JROTC by commissioners Jill Wynns and Rachel Norton was presented as a first-reading agenda item, which, under our rules, denotes that it should be referred to committee for further discussion. There usually isn’t any public commentary on first-reading items because that can occur at the committee meeting, then at the full board meeting when the item is returned for its second reading.

This is the first time that any discussion of JROTC has been on the agenda this year. But adults and kids in support of the program have been turning out to board meetings regularly. And while I’ve been president, the board has offered deference to the JROTC students, moving public comment earlier in the meeting nearly every time the students have shown up.

Before the March 24 meeting, supporters and opponents of the program were warned that it was only a first reading, that public comment would not be taken out of order, and that each side would have five minutes to make its case. Every elected official who planned on attending was informed of those rules. The ridiculousness that ensued as the board’s business and meeting carried on late into the evening came from, and was promoted by, selfish adults interested only in media attention and not concerned about whether this program can be sustained, in its current format, in San Francisco’s public schools.

The yelling and grandstanding by the adults for nearly three of the students’ allotted five minutes was an embarrassment to everyone. And those adults who stepped in front of the children — uninvited — then had the nerve to blame the Board of Education for not bending to their will.

The issues with this program are real — the teacher credentialing, the cost of the program to the district, the accessibility for all students desiring to become potential first responders for their neighborhoods and school sites in case of a municipal emergency, and, of course, the military aspect. The Board of Education, I believe, has to look beyond the glitz of a program that have been with us for eons and beyond the TV sound bites that grossly distort the facts. I’ve been moved to the middle on this issue because of the inflammatory behavior from people associated with both ends — the extreme ends.

I am hopeful that many of you will join me in looking carefully at the alternatives at hand, alternatives that would allow all students to participate. Come to the committee meetings, be informed, ask your questions, and be open to hearing something new.

But put aside the angry accusations and condemnations toward those who want to do the right thing for our children just because they don’t jump when you say they should. *

Green and stimulated

At a March 30 event hosted by Change SF, representatives from Green for All, the Ella Baker Center for Human Rights and other grassroots organizations opened up a dialogue about green jobs and federal stimulus spending with District 10 Supervisor Sophie Maxwell and Mayor Gavin Newsom’s director of climate protection initiatives, Wade Crowfoot.

Participants spoke about projects they’re engaged in that are aimed at promoting environmental justice, green-jobs training and environmental education, and voiced support for programs that can boost prospects for disadvantaged workers by preparing them for jobs in the green sector. Supervisor Maxwell, a panelist, praised the audience for their work, saying, “It makes me feel like I’m not out of my mind when I’m asking, who are we stimulating with the stimulus package?”

At this stage of the game, Maxwell’s question has yet to be answered with any real clarity. Crowfoot noted that as part of the economic-recovery package, San Francisco is slated to receive some $7.7 million from a U.S. Department of Energy community block grant for energy efficiency and conservation purposes. Additionally, the city will receive some $1.5 million as part of a federal weatherization assistance program, he said, which seeks to curb the energy consumption of low-income residences. Crowfoot threw out some thoughts on how the funding might be used — including energy retrofits on city buildings, initiating a program to replace inefficient boilers, and working alongside existing community-based programs — but on the whole the outlook was vague, as he characterized these suggestions as still being “in the universe of interesting ideas.” Applications for specific project funding are due in late April, he noted. We tried calling a few times today to get more details, but haven’t heard back yet.

Norman Yee and JROTC

Well, this is pretty fucked. I can’t reach school board member Norman Yee, but the Examiner says he supports bringing back JROTC.

That’s absolutely NOT what he told us when we endorsed him last fall.

Yee was the swing vote to end JROTC. The issue was phys ed credit, but the politics were clear: Voting to stop allowing kids to fulfill their gym requirement with JROTC would spell the end of the program. He did the right thing.

He later told us that if the issue were simply up or down on JROTC, he might have voted to save it, but it’s clear that the JROTC program fails to meet state standards for physical education.

But here’s the rub: Yee told us — told me, personally — that he wasn’t going to bring this issue back up again, that as far as he was concerned it was done. Technically, he hasn’t brought it up again — Jill Wynns and Rachel Norton did. (BTW, lots of people criticized us for not endorsing Norton. I hope you now see why we didn’t.) But if Yee votes to save the program, it will be a slap in the face to all the progressives who supported him.

JROTC, whatever its supporters say, is a military recruitment program. After our school board endorsements last fall, I got comments like this one:

No one’s forcing your kids to join the JROTC. But not having a JROTC forces other kids not to join. That’s wrong.

That’s what all the supposedly liberal people who say they support JROTC talk about: choice. Why not let the students who want to be recruited by the Army on a public high school campus have the right to do that?

And here’s what I — the parent of two public-school kids — have to say:

If I asked my kids if they’d rather have Pepsi or milk with their lunch, they’d say Pepsi in a second. My kids are still in elementary school, but most high school kids would say the same thing. The reason you take soda machines out of high schools is precisely so that kids DON’T have that choice. The reason you don’t let 15-year-olds buy alcohol is that society has decided they aren’t old enough to make that choice. Sometimes, you have to tell impressionable young people that certain things just aren’t good for them.

You can’t join the military until you’re 18. That’s because even the Pentagon has to accept that minors aren’t ready to make those sorts of life decisions. (If it were up to me, I’d raise the age to 25.) If military recruiters want to solicit young people and rope them into that culture before they have enough sense to think twice about what they’re signing on to, I sure as hell don’t want to make it easy. And I don’t want to let them do it in public schools.

Norman — This is madness. Don’t do it.

Follow the (green) federal stimpack money

During yesterday’s Board committee hearing, which Sup. Eric Mar called, ” to obtain community input on the creation of jobs– particularly green collar jobs, in San Francisco, as the city is positioning itself for federal investment dollars”—Board President David Chiu made two requests of the city: a) please publish information about the status of all the city’s efforts in going after the stimpack dollars on the city’s website and b) let’s have a public hearing on the impact of these stimpack dollars on communities of color.

“Who is going to get jobs and be stimulated by these federal funds?” Chiu asked.

That’s when representatives from the city’s Department of Technology announced that the city iis constructing a website to track all the money coming from the $787 billion federal stimulus package and being sunk into San Francisco’s “shovel ready” projects.

So far, all the website shows is a photo of Gavin Newsom, assumedly saying, “Today we face extraordinary challenges,” and a pie chart that indicates that 70 percent of the funds are allocated to a category that is vaguely defined as “green”, with the remaining 30 percent split between “technology” and “education.”

The website is a good start in helping the public with what is usually an extraordinary challenge: trying to follow taxpayer dollars once they get into government coffers.

And as folks who attended yesterday’s hearing discovered, the first wave of federal funding–the formula funding that was calculated on the basis of census tract data–has already been allocated, mostly to shovel ready projects such as the Doyle Drive rebuild, Treasure Island and the Hunter’s Point Shipyard, with a second wave expected if the state uses some additional state formula funding, and a third wave of discretionary funding accessible, if San Francisco is successful at competing for it.

Folks at the hearing made some great suggestions as to how they’d like to see the money tracked: track it by district, by zip code, by jobs available, by training programs created, by energy efficiency block grants.

Let’s see how that plays out in the weeks and months to come.

Livin’ La Dolce Vita at Pizzanostra
Jocelyn Bulow of the Chez Papa and Chez Maman restaurant group and Italian chef, Giovanni Aginolfi (who was cooking pizzas in Nice, France, prior to coming to SF), join forces for a new pizzeria/osteria on Potrero Hill called Pizzanostra. Aginolfi placed sixth in the World Pizza Championship and now we can get ’em right here. There are two themes to this restaurant: a pizzeria serving Aginolfi’s famed pies, and an osteria with a menu of antipasti, foccacias, salumi, pastas, gelatos and Italian wines. The outdoor sidewalk terrace will be a huge hit on sunny days for filling up on bruschetta topped with eggplant, prosciutto, mozerella and tomato, a salad of celery hearts and fennel, or pizzas covered in lamb sausage and egg or clams and prawns. This is la dolce vita realized.

Masa’s makes fine dining affordable
Masa’s is one of SF’s most revered fine dining destinations for more than 25 years, but set menus run $105 for six courses or $155 for nine courses per person. Yeah… definitely a special occasion splurge at best. But Masa’s is feeling the economic times, too, responding with something they’ve never done before: offer a three course menu for $55 on Tuesdays, Wednesdays and Thursdays for early bird diners. Exec chef, Gregory Short, serves dishes like roasted beets en terrine or potato agnolotti with fava beans and black trumpet mushrooms. Pastry chef, John McKee, won’t leave you hanging on dessert either, with delectables like a fleur de sel caramel bon bon or Winter citrus tart. SONIC REDUCER Pop monoliths come and go, but these days they mostly seem to be going: tumblin’ down quietly, as with the soon-to-be-shuttered Virgin Megastore on Market Street, or crumbling — and grumbling — noisily, as with the war of words accompanying Radiohead’s reputed snub of Miley Cyrus and Kanye West at this year’s Grammys. So it’s heartening to see that we can all agree on one thing: we want to glimpse an ever-morphing, perkily pageboy-ed pop maestro in the pasty, ghostly flesh.

The last monolith standing, Michael Jackson can continue to claim his King of Pop title with the speedy sell-out of his 50-show London residency, dramatically titled "This Is It!" Neverland does too exist, Mikey: in Londontown, with more than 1 million ticket-buyers gripped by the HIStory-making, get-it-now-or-never pop-consumer frenzy that accompanies reunions and comebacks undertaken by Led Zeppelin, My Bloody Valentine, and a certain half-century-old superstar — and pure brilliant and twisted product of the entertainment biz — who hasn’t tackled a major tour since 1997 or made a studio long-player since 2001. Is this deprivation anxiety, or a sign that pop can once again mean popular for a music industry nervously scanning the tea leaves of ticket sales for a brighter, sparkly-gloved future?

But we can’t all be monsters of pop. Witness that other little combo hitting its chart-topping stride around the same time as Jacko’s Off the Wall (Epic, 1979): the Bee Gees. Down-market lulls are an ace time to revisit past beauties like the group’s stunning two-LP Odessa (Polydor, 1969), later abbreviated to a single disc and leached of its pomped-out, once-toxic red-flocked packaging; and recently reissued, in all its completist glory, with stereo and mono mixes of the entire recording, a disc of previously unreleased demos, sketches, and alternate versions, a poster of lyric notes and reel labels, and a booklet breaking down each track. Sure to be a revelatory sunken treasure for fans of the Decemberists, Okkervil River, and other chamber/indie rock literati, the concept album marked an intense period of creativity for the bros Gibb, and nearly shipwrecked the band. Guitarist Vince Melouney departed for bluesier waters, while Robin bickered with Barry over the choice of a first single and left the group in 1968, only to return two years later (after mending his broken heart, no doubt). We’re left with an opulent, astonishingly deep concept album concerning a lost British ship, Veronica, at the turn of the 20th century. Odessa is marked by lovely flamenco guitar and Mellotron work by Maurice, a miniature symphony, moments of Bands-y rusticism, a forelock tug to Thomas Edison, and those Doppler vibrato vocals — all worth diving into, again and again.

The derring-do with which the Bee Gees once charted the risky seas of baroque pop excess should be a lesson to other music-makers. And strangely, Seattle’s Mt. St. Helens Vietnam Band brings to mind an adenoidal indie-rock incarnation of the sibs Gibbs. Could it be the buzz band’s over-the-top AOR and early ’00s new-rock interludes that spurred pals to describe a recent Noise Pop turn as "awful"? The press literature for its self-titled Dead Oceans debut draws a line of descent from Wolf Parade through Modest Mouse and the Pixies, but I sense that MSHVB’s breed of over-the-top, kitchen-sink rock is just the latest wrinkle in an increasingly orchestral Northwest sound, which is skipping from grunge to grrrls to baroque ‘n’ roll.

I’ll bust out my conductor’s tales after listening to Portland, Ore., songwriter Mirah’s delectable (a)spera (K). Björk, Beth Orton, and Julie Doiron would be dang proud of Mirah Yom Tov Zeitlyn’s successful forays into the wilderness of mutable forms, remixes on Joyride: Remixes (K, 2006), and meditations on the secret lives of insects with Spectratone International on Share This Place: Stories and Observations (K, 2007). Working with certified Mt. Eerie/Microphones genius Phil Elverum, Mirah defies her old lo-fi rep with this full-blown sleeper gem of a CD, gamboling from the string-dappled opening gut-punch of "Generosity" to the shimmering snare and delicate guitar coloration of "Education." (a)spera grabs for classic pop beauty standards and succeeds on its own terms — hurdy gurdy, bongos, kalimba, kora, and all.

And speaking of Malian kora, one mustn’t neglect that country’s Amadou and Mariam — departing for the more futuristic, less folkloric reaches of pop with Welcome to Mali (Because Music/Nonesuch). The only ship the blind couple will be wrecking is that of pop purists expecting another Dimanche a Bamako (Because Music/Nonesuch, 2005). The subtly tweaked Afro-futurist soundscapes — littered with appearances by performers like K’Naan and Toumani Diabate — hew closer to a digitized, disco-ball-glittered, cosmopolitan Paris than a more rustic, impoverished Mali. Livin’ La Dolce Vita at Pizzanostra
Jocelyn Bulow of the Chez Papa and Chez Maman restaurant group and Italian chef, Giovanni Aginolfi (who was cooking pizzas in Nice, France, prior to coming to SF), join forces for a new pizzeria/osteria on Potrero Hill called Pizzanostra. Aginolfi placed sixth in the World Pizza Championship and now we can get ’em right here. There are two themes to this restaurant: a pizzeria serving Aginolfi’s famed pies, and an osteria with a menu of antipasti, foccacias, salumi, pastas, gelatos and Italian wines. The outdoor sidewalk terrace will be a huge hit on sunny days for filling up on bruschetta topped with eggplant, prosciutto, mozerella and tomato, a salad of celery hearts and fennel, or pizzas covered in lamb sausage and egg or clams and prawns. This is la dolce vita realized.

Amid a persistent backlash against feminism stateside — see: He’s Just Not That Into You — at least two SFIAAFF docs offer compelling reminders that women’s struggle for equality in education, work, property ownership, and their very lives continues to be very relevant: Patsy Mink: Ahead of the Majority and The Forgotten Woman (both 2008).

Now best known for her coauthorship of Title IX — the 1972 legislation prohibiting sex discrimination in schools that now bears the name the Patsy T. Mink Equal Opportunity in Education Act and is still being fought by athletic departments — the late Mink was a force of nature in national as well as Hawaiian politics. Growing up in Honolulu, I knew her as the fearsome liberal rabble-rouser who stormed the islands’ oft-complacent consciousness with such fire that she rated a daily newspaper comic strip. Kimberlee Bassford’s documentary reminded me of Mink’s achievements, her battles, and the incontrovertible fact that the Japanese American Maui native, once denied entrance into medical school because of her gender, became the first woman of color to serve in the U.S. Congress in 1965.

Dilip Mehta — a National Geographic photojournalist and the production designer of older sister Deepa’s Water (2005) — turns an equally empathetic lens toward the real-life subjects of his sibling’s feature: the tragically marginalized widows of India. In The Forgotten Woman, they gravitate to the holy city of Vrindavan to live on the streets after being abandoned by families who have claimed their land and property. Mehta doesn’t shy away from questioning the ashrams that dispense some charity but benefit financially from the donations; the men who claim that women are forbidden to remarry; and the upscale city dwellers — so far from the glam exotica purveyed by Slumdog Millionaire (2008) — who pay their alms and then banish the women from their minds. His images of the women themselves — surrendering their stories as monkeys scamper about, their glasses held together by string as he shoots them with the utmost grace, respect, and heartbreaking beauty — genuinely sing.

The Rainy Day Fund — a better way?

I get the concerns about Sup. Chris Daly’s proposal to amend the city’s Rainy Day Fund. But in the end, there’s probably a way to make it work that’s better than a lot of unpleasant alternatives.

The Rainy Day Fund was Tom Ammiano’s gift to San Francisco, a brilliant piece of legislation that has saved the public schools and will save hundreds of jobs and critical public services this year. The bill ensures that the city sets aside some of its money in good years, so there’s something to draw on in really bad times.

And these are really bad times.

Last year, money from the Rainy Day Fund saved the school district from laying off hundreds of teachers. In the wake of the governor’s assault on public education, the local schools will need another allocation to prevent this year’s disaster.

The way the bill works, the city can take up to half the money in the fund in dire times, and the schools can get up to 25%. That means there’s no temptation to raid all the money at one time.
If we hadn’t had the fund – and there were plenty of people who didn’t think it was a good idea when Ammiano introduced it – we’d be in way worse shape now.

What Daly wants to do – with the support of city employee unions – is amend the legislation to allow the supervisors, by majority vote, to take as much of the money as they need to preserve health and human services if the city’s deficit exceeds $250 million.

Ammiano is against that; he sees it as an attack on the idea of the fund, which is supposed to ease budget problems not just in one year but for the future as well. Sup. David Campos, who I respect and trust, is also against the Daly measure. “This year is bad, but next year is going to be bad, too,” he said.

And I get that, and I get that labor wants to preserve services (and jobs) right now, because once those jobs and services go away, it’s really hard to get them back.

So let’s recognize that both sides have a point, neither side is bad or evil, there are good progressives who disagree on this – and take a look at the numbers.

Margaret Brodkin, former DCYF director, honored as ‘Community Builder’

A little more than a month after Mayor Gavin Newsom asked former Department of Children, Youth and their Families director Margaret Brodkin to step down from her post, community support for her work is still very much in place. At an annual fundraising event called Soul of the City, hosted by the San Francisco Organizing Project on Feb. 23, Brodkin was honored with a Community Builder Award.

Brodkin, who is currently serving as director of the New Day for Learning Initiative, a project aimed at galvanizing efforts for a more just and comprehensive educational system in the city, thanked the crowd who had gathered at a Mission District restaurant for the Soul of the City celebration. But she also expressed disappointment about being removed from her position at DCYF, which she was appointed to in 2004. “I lost a job that I was very devoted to and felt I’d lived a lifetime to do,” she said. On the day that she was asked to step down, the mayor’s office issued a press release to put a good face on it, but Coleman Advocates for Children & Youth worried that her dismissal set the stage for a “possible raid, erosion, or elimination of the children’s fund and other critical services for our kids and families.”

Meanwhile, members of SFOP and others working on education issues in the city are gearing up for tough work ahead on pending budget cuts that could affect schools and youth programs. The coalition has had success in the past: Last April, the organizing project spearheaded an effort to protect the jobs of 535 teachers from seven schools in the county whose employment was threatened by state budget cuts. Facing pressure from parents and teachers, city officials agreed to release $20 million from the city’s Rainy Day Reserve to reinstate the teachers’ salaries. But with the dismal financial landscape on the state and local levels, another battle looms ahead. “How can I tell my daughter to do the best she can when the education is not available?” asked Michelle Antone, a SFOP community leader, whose daughter attends school at Sanchez College Preparatory School.

If the U.S. really is entering a new period of transparency and team-playing, that might take a while to swallow for some nations that have known us best as an unreliable fair-weather ally. One of the Vietnam War’s lesser-heralded tragedies was what happened to neighboring Laos. Early in Ellen Kuras’ The Betrayal, we see JFK in 1961 saying of Laos, "All we want is peace, not war. A truly neutral government, not a Cold War pawn." Whatever earnestness that statement possessed, it was raped under Presidents Johnson and Nixon, despite all official denials.

The CIA drafted and trained Laotian military personnel as secret guerilla units gunning for North Vietnamese fighters along the Ho Chi Minh Trail. U.S. aircraft began dropping bombs on Laos — 3 million tons’ worth over nine years, more than in both World Wars combined. Vietcong were targeted, but civilians suffered plenty from the bombings as well as from a Yank-supported South Vietnamese invasion.

Nixon’s disgraced resignation drove one last nail in the coffin of this "unpopular" war. The 1975 "fall of Saigon" withdrawal was accompanied by abrupt pullouts of American interests and muscle in Laos. Though not quite as ghastly as what ensued in collaborating Cambodia under the Khmer Rouge, the fast overthrow of Laos’ "neutral" U.S.-backed monarchial government by Communist forces had similar consequences. Pathet Lao’s oppressive new regime closed itself to the world, arresting, executing, or otherwise persecuting anyone suspected of ties to the prior epoch.

The Betrayal fascinates like other rare, intimate documentaries shot over long periods — Michael Apted’s Seven Up series being the most famous example. This one began a quarter-century ago, when Kuras contacted 19-year-old Thavisouk Phrasavath (credited as co-director and co-writer, and the film’s sole editor) for lessons in speaking Lao for an unrelated project. His personal story — past, present, evolving — took up any time not occupied by Kuras’ cinematography career, which has encompassed features and docs by Spike Lee, Rebecca Miller, Harold Ramis, Jonathan Demme, Mary Harron, Jim Jarmusch, Michel Gondry, and Sam Mendes.

Phrasavath’s father was a Royal Army officer seduced by better pay and the promise that his own country’s best interests were being served — even when he plotted its bombing targets. After long service, the Americans’ abrupt pullout got him arrested, sent to re-education camp, and assumed executed by loved ones. Considered traitorous along with her 10 children, his wife Orady desperately bribed smugglers for their safe expatriation. When that happened, it was so sudden she had to leave two briefly absent daughters behind. She chose the United States as an asylum destination, believing that a government grateful for her husband’s sacrifices would "take care of us when we get to America." The clan got dumped in a decrepit mid-1980s Brooklyn apartment shared with other Southeast Asian refugees, next to a crack house and surrounded by gang violence.

Kuras was there then, and later on when some startling changes occurred in the Phrasavath family saga. But The Betrayal is as soft on narrative detailing as its color palette, which finds rainforest green and Buddhist monk-robe saffron echoed even in the harshest New Yawk/Joisey landscapes. Her visual impressionism is a gift, especially in the abstract illustration of teenage Phrasavath’s solo escape across the Mekong. But such poetical shorthand also frustrates — we’d like to know far more than Kuras and Phrasavath allow about what happened to immediate blood beyond himself and his mom.

But that stuff could be forgivably relegated to DVD extras. OPINION As San Francisco’s health and human services face unprecedented loss of funding under Mayor Gavin Newsom’s glaringly disproportionate budget cuts, forcing layoffs of city and nonprofit health care workers who work on the frontlines of a strained system, now is the time when the moral implications of budget decisions mean the most.

The midyear cuts alone have eliminated HIV/AIDS services for an estimated 2,660 San Franciscans. Many core health service programs are wrestling with the reality of closing their doors entirely when the next round of cuts arrives in June. As the city scrambles to come up with any and all possible solutions, Supervisor Chris Daly has introduced an amendment to the Rainy Day Fund that would offer up a much-needed safety net for San Francisco’s vital services.

Currently, San Francisco’s Rainy Day Fund contains a provisional trigger focused on protecting the San Francisco Unified School District during tough times. When the Controller’s Office identifies the need and pulls the trigger, Rainy Day Funds can be appropriated at the discretion of the mayor and the Board of Supervisors to offset the costs of maintaining education during the upcoming budget year.

Daly’s clause, which would take effect in years when the city’s deficit exceeds $250 million, would provide a similar safeguard to public health and human services, services that are no less critical than education but tend to bear the brunt of budget cuts during challenging economic times.

Some have argued that we should save this money for the (perpetual) "next year," with the timeless hypothetical that it could get worse. Yet for those who may lose their lives this year because of colossal cuts to vital services, this argument offers little consolation, and in fact begs the question of how we define a rainy day to begin with. While city workers are being asked to cut salaries and business leaders are being asked to support new revenue, now is the time to reach into our reserves to protect the programs that protect lives.

San Francisco’s HIV/AIDS services have become, in many ways, models for the rest of the country, yet the years of battling for and finessing of these services seem to be taken for granted as we brace ourselves for the possibility of losing them overnight. Strained as our safety net may be, it still provides much of the best care available for those at risk of or living with HIV/AIDS, and in these complex budget discussions, we have yet to hear a consideration of what it would cost to reconstruct such a landscape of services.

Finding solutions to this year’s budget crisis will not be easy. It will require a complex solution, and even with givebacks by city workers and even with new revenue, there will be significant cuts to programs. We need to think about all of the possibilities and understand that it will take extraordinary measures to protect a model health care system. Now is the time when San Franciscans need access to their safety net. Today is a rainy day, and baby, it’s cold outside.

You’d think Gavin and Jennifer were the king and queen or something, or that the San Francisco Examiner had turned into People magazine, to see all the fuss about the First Baby. Seriously, the Ex devoted a full two-page spread to the kid, who isn’t even past the first trimester. Sample baby names, a composite photo of what His or Her Little Highness might look like, an entire story on the political implications of fatherhood (hint: family photos look great in campaign mailers) … it’s not as if it’s been a slow news week.

Does anybody really care that much if a married couple decides to procreate? Jesus, when Willie Brown was mayor and impregnated his fundraiser, who was about 30 years younger than he was, it was a collective civic "whatever."

The mayor doesn’t typically take my phone calls (imagine that) so I passed along my best wishes through his press secretary, Nathan Ballard, who doesn’t take my phone calls, either, but does occasionally deign to respond to my e-mail. I don’t know if he got that one, since he never wrote back, so perhaps I’ll just say it again, in public:

Congratulations, folks. It’s a wonderful and crazy world out there, being working parents with busy careers and raising a kid. I hope you never need all the family services you’re about to cut.

Cloth diapers are much more ecological, but that absorbent stuff they use to make the disposables is so incredibly cool that you just want to take them apart with a scissors and pour colored water on them just to see how they expand. (Trust me, things like this will become fascinating at 5 a.m. when you’ve been up all night.) A tiny little square of that stuff sucks up about 50 times its weight in liquid. It’s one of the great inventions of the 20th century.

When the kid’s a little older, you can ride the Muni trains. That’s what my son and I used to do every weekend. You come to appreciate Muni as performance art. It doesn’t really matter when the train shows up or how slowly it moves; you aren’t going anywhere anyway. And you’ll meet all kinds of people who will give you all kinds of tips about child-rearing, and maybe a few about how to run San Francisco. And it only cost $1.50; kids still ride free.

Then it’s time to send your kid to public schools.

I get a lot of shit when I talk about this; my blog post complaining about the Obamas choosing a private school got all sorts of comments from all over the country, every single one of them negative. But I soldier on: elected officials should send their kids to public schools. If the San Francisco schools aren’t good enough for the mayor’s kid, then the mayor needs to be working harder to fix them. I know it’s none of my business, and that you have to do what you think is right for your own child and all that, but … if the mayor, or the president, or the school superintendent, or the school board members, or the supervisors choose private schools, then they’re saying that public education is good enough for the poor kids, but not for their own.

Hell of a statement, huh Gavin?

Feb. 21 – Hands-on artisanal cocktail class with Scott Beattie at the Ferry Plaza

As if Wednesday night’s Ferry Plaza cocktail event wasn’t cool enough, Saturday brings author Scott Beattie and distiller Marko Karakasevic for a $25 interactive class on creating three citrus-based drinks (Meyer Beautiful, “Pelo del Perro or “Hair of the Dog” and Bleeding Orange) while learning about small-batch distilling. Beattie, the man behind the masterpiece cocktails at Healdsburg’s best restaurant (and, I think, one of the country’s best), Cyrus , has also written what has quickly become the industry standard on artisanal cocktails: “Artisanal Cocktails: Drinks Inspired by the Seasons from the Bar at Cyrus” (signed copies if you want ’em at the event). Scott doesn’t just throw together a drink, he creates beauty, perfecting the art of the cocktail with cutting edge garnishes, foams and sugar/salt rims (using seasonal fruit and ingredients from the Ferry Plaza Farmers Market, of course). Karakasevic brings decades of experience as master distiller (and founder) of Domaine Charbay in Napa, well known for their flavored vodkas but also for whiskey, rum, grappa, ruby port, etc. … Sounds like an ideal Saturday afternoon to me.

The place wins further points by being open pretty much all day. The bar is stocked with plenty of beers on tap or by the bottle and a cocktail menu from none other than Absinthe’s master-mixologist, Johnny Raglin.

The budget deal taht came down early this morning is ugly. One Republican, Sen. Abel Maldonado, was able to hijack the process and make some crazy demands. He singlehandly forced the Democrats to get rid of a 12 cent increase in the gas tax, costing the state billions. Then he forced the Democrats to accept a statewide ballot measure for an open primary system, which the progressives hate. (Open primaries allow Republicans to vote for Democrats who are more moderate; Nancy Pelosi went to Congress in an open primary, beating then-Sup. Harry Britt. Britt won among the Democrats, but Pelosi got enough Republican votes to give her the job.) Assemblymember Tom Ammiano told me the budget package was bad enough but he simply couldn’t swallow the open primary measure. “A lot of us didn’t vote for it,” he said. But it passed anyway, with the simple majority it needed, and that (along with a long list of other awful stuff) bought Malonado’s vote.

Ammiano’s statement on the deal reflects what a lot of progessives think:

No one is happy about the service cuts, layoffs and tax increases that were a necessary part of this plan. In voting for this budget, I want to acknowledge that we have made painful cuts to vital human services that serve the poor and the elderly as well as deep reductions in education spending for our schools. We did so with great reluctance in the hope that some of these cuts will be restored through the recently passed federal stimulus bill.

The respite we have after closing this budget shortfall is short-lived and there is a long, difficult road ahead to restore our fiscal stability. The approved plan did take a step in that direction by including a rainy day fund that will help us offset budget cuts in future years

Brian at Calitics has a nice line here about Maldonado’s hypocrisy. And there’s a nice analysis here of what the package really looks like.

State Sen. Mark Leno told me that part of the problem was that the Republican caucus was a mess — the GOP leader, Dave Codgill of Modesto, was part of the budget negotiations, but when he agreed to accept tax increases, many of his colleagues refused to go along. Leno says Codgill was a “profile in courage” — he knew that voting for tax hikes would harm, and possibly doom, his career as a Republican in a conservative district, but he did what had to be done to keep the state solvent. And when the GOP lawmakers balked, Leno announced on the floor that the should either follow their leader or find a new one. A few hours later, that’s what happened — Codgill was removed as minority leader and replaced with an even-more-ardent anti-tax guy, Sen. Dennis Hollingsworth of Riverside County, who wanted to scrap the entire budget and start over with a “no-new-taxes” plan. That was just pure political posturing — it was never going to happen.

What a mess. I’m with Jean Ross of the California Budget Project, who says that , “If this year’s budget negotiations don’t increase public support for reducing the vote requirement for approval of a budget and tax increases, it is not clear what will.”
