The green issue

Climate change is a global problem. A lot of the solutions, at least in the United States, are going to be local.

And a lot of them are going to start and end with the way we use land.

That’s a critical theme for this year’s Earth Day: cities like San Francisco, which claims to be (and really ought to be) a world leader in environmental sustainability, have to rethink everything from housing and consumption to open space and energy use — and particularly transportation.

Cars — private-use automobiles, the center of so much of American life and public policy for the past 100 years — are also one of the greatest threats to the future of the planet. The byproducts of tens of millions of internal combustion engines on the roads every day are a major component of greenhouse gases (not to mention other environmental pollutants). And the oil that fuels them drives a foreign policy that leads, as we’ve seen, to tyranny, instability, and millions of deaths.

It’s not enough to raise gas taxes or promote hybrids or increase fuel-efficiency standards (although all of those should be on the national agenda). Cities and states have to profoundly change the way people get around and the way they use public and private space.

Some of this is just so simple you can’t believe it’s not already happening. As Steve Jones reports ("The Silver Bullet Train"), a high-speed rail connection from San Francisco to Los Angeles would get almost two millions cars off the road and cut down immensely on the use of airline fuel. It would also pay for itself in a few years. It’s a form of public transit that would work right away: nobody likes to drive to LA. If you could take a train, get there in less time than it takes to fly, and pay less than $50 for the trip, why would you travel any other way?

Some of it requires more political vision (and political guts). If San Francisco wants to fight sprawl and encourage less car use, it has to be willing to build housing for people who work here — and that means, by city estimates, ensuring that two-thirds of all new housing be affordable.

And if San Franciscans want to reconnect to urban land and encourage bikes and walking, we have to think seriously about open space — even if it means that roads and private developments have to be sacrificed. That’s what Deborah Giattina describes ("Open Water,").

Cities and states also have to think about energy policy, and that means reclaiming energy as a public good, not a private commodity. San Francisco’s private utility, Pacific Gas and Electric Co., is spending millions trying to tell us how green it is; as Amanda Witherell notes ("Green Isn’t PG&E,"), that’s a big lie.

On this Earth Day 2007, the time to mess around and debate has run out. Think globally, act locally — and push for a city and state environmental agenda that is more than hot air. *

Open water

For the casual stroller, a walk under the 101 interchange at César Chávez is none too inviting. Trucks and cars zoom off the freeway and onto the street all day long, bringing noise and exhaust with them. An atmosphere of abandonment and neglect allows crime to fester.

And if you dare to walk far enough under the highway, you might notice that water often floods the lowest point of the underpass.

That’s not rain collecting; it’s water seeping into the streets from the paved-over Islais Creek, which runs through Glen Park to the eastern neighborhoods and ultimately channels into the bay.

It’s just one of a network of creeks that flow through San Francisco, invisible urban treasures that have long since been filled in or paved over. The city has been burying the creeks since the 1906 earthquake. Back then the Board of Supervisors voted to fill the marshy lands near Islais with debris from the fires.

Standing under the overpass, Bonnie Ora Sherk, artist and founder of the urban planning nonprofit Life Frames, reaches for some leaves poking through a chain-link fence that separates the path from mostly empty islands of space. I can barely hear her through the ongoing traffic din when she says, "I haven’t been here in so long…. See those roses? We planted those."

Sherk dreams of allowing some of the water in the area to emerge from its underground culvert and fill a pond surrounded by beautiful riparian plantings such as willow trees.

With the Planning Department putting the finishing touches on its eastern neighborhoods plan and the Mayor’s Office launching its Better Streets program — which will put $20 million toward improving streets, sidewalks, and unused spaces — it’s a good time to talk about daylighting Islais Creek.

Sherk wants only a small piece of the underground stream brought back to life, but in theory San Francisco could open up much bigger stretches, allowing water to flow through neighborhoods and parks between its source in Glen Canyon Park and its outflow.

Sherk has been turning forsaken lots and concrete jungles into thriving natural areas that provide educational opportunities for children since she started the Crossroads Community art collective, also known as the Farm, under the freeway in 1974. With a colony of artists, she turned the void into a crossroad for the Bayview, Bernal Heights, and Mission District communities. During her six years at the collective, she led children from the neighborhoods in planting and gardening, built a barn for chickens and goats, and curated art shows.

Check out the photos on a Living Library Web site (www.alivinglibrary.org), and you’ll see how that area flourished during Sherk’s days as the collective’s executive director. Back then a landscape of native plants grew under the overpass. Now fences enclose these scraps of dead space to keep homeless people from setting up encampments in them.

When Sherk learned from old maps that the area was built over a watershed of intersecting creeks that feed into Islais, she tried to convince the city to uncover some of the creek water that flows under an open space next to the Farm, what is now Potrero del Sol Park.

The city built the park as she suggested but separated it from the artist community by a fence. Her idea to expose the creek wasn’t adapted either. A concrete-bottom pond fed by Hetch Hetchy water was installed instead. Soon it will be transformed into a skateboarding area, which Sherk thinks is better than constantly piping in precious reservoir water.

But she hasn’t given up on the idea of daylighting Islais at the interchange. She envisions diverting the off-ramps a bit to make way for the pond at the center of the underpass. From there César Chávez would be resculpted into a curving road, forcing traffic to slow down. Poplars could line the street, and educational artwork could be added to the mix. The fences would come down under the freeway, and the area once again would be replanted. It would be a nice place to drive and walk. Perhaps the crime and litter would disappear.

According to Sherk, the idea of an urban environment needs a paradigm shift from the days of factory-school settings. To her, it’s not just a matter of beautification or convenience. "Why do one thing when you can do 10 things simultaneously?" she asks — meaning a pond isn’t just a pool of water, it’s part of a place where nature intersects with industry, technology, and our everyday culture and where we can look at all of those elements, as she often says, "through the lens of time." *

Green city, part one: cut back cars

EDITORIAL San Francisco needs a real green city agenda — not something that comes out of Pacific Gas and Electric Co.’s corrupt propaganda operation or from the timid folks in the Mayor’s Office but a comprehensive environmental plan for the next 10 years that aims at making San Francisco the nation’s number one city for green policy.

There’s no point in thinking small: this is the year for dramatic talk about real environmental action. And it doesn’t have to be overwhelmed by global problems; there’s so much to be done right here at home.

We will be laying out a much longer, more detailed platform over the next few months, but here’s one way to start:

San Francisco ought to commit to cutting car use in the city by at least 50 percent in the next five years.

How do you do that? By making cars unnecessary and slightly more expensive.

The nation’s addiction to oil didn’t come by accident. As Thomas Friedman wrote in the April 15 New York Times, then-president Dwight Eisenhower responded to the cold war in part by building the Interstate Highway System, which allowed the military to move people and weapons quickly — but also set the nation on a path to the car-driven development and land use that are now poisoning the environment and global politics. Turning that around requires tremendous dedication and political leadership, but San Francisco shouldn’t have to wait for the rest of the country.

A citywide auto-reduction plan would involve sweeping land-use changes. Some streets, such as Market, should be closed to cars entirely. Much downtown parking should be eliminated. More bike lanes and transit-only roads, more pedestrian-friendly shopping areas, and other measures of that sort would not only help discourage car use but also make the city a more livable place.

But there’s more: a city that discourages car use has to build housing for local workers — that means affordable housing for the city’s service-industry and public-sector workforce. All new housing needs to be evaluated on that basis: will people who work in San Francisco be able to live here — and avoid long commutes? Most housing currently in the planning pipeline utterly fails that test.

To make cars irrelevant, public transportation has to be vastly improved. As Sups. Chris Daly and Aaron Peskin point out in the Opinion on page 7, that means better management. But more than anything, it means money — big money. Muni fares ought to be reduced dramatically (or eliminated altogether) — but in exchange, Muni needs a dedicated funding source. A special fee on downtown businesses makes sense. A citywide transit assessment on property owners might be necessary.

It’s not fair to place a burdensome tax on cars that makes it possible only for the rich to drive — but simply restoring in San Francisco the vehicle fee Gov. Arnold Schwarzenegger wiped out would cover Muni’s deficit. Assemblymember Mark Leno is working on this, and it should be a top civic priority. So should pushing high-speed rail (see page 19), which would eliminate tens of thousands of car trips between San Francisco and Los Angeles.

There are lots of ways to approach this goal; the supervisors and the mayor just need to set it and enforce it. *

Tempest in an urban teapot

OPINION Our local road-culture war has erupted again, this time thanks to some unsavory gossip columnists at the monopoly paper in town. Wildly distorted accounts of two confrontations at Critical Mass in March have been presented as evidence that bicyclists are antisocial, out of control, and generally immature scofflaws. Such accounts serve to frame a narrative that is in sharp contrast with the actual experience of tens of thousands of bicyclists, pedestrians, and motorists on the last Friday of every month, not just in San Francisco but in hundreds of cities worldwide where Critical Mass rides take place regularly.

Suddenly, normal life is suspended as thousands of bicyclists — talking, singing, playing instruments and boom boxes, smiling and laughing — take to the streets. Bells tinkle, people wave, traffic stops, encouragement is shouted, and uncounted conversations of unknowable depth and breadth happen by serendipity and choice. This is much more characteristic of the Critical Mass experience than the relatively rare confrontation between an overheated, impatient motorist and a self-righteous, antagonistic cyclist.

Cheap journalism of the type practiced by the San Francisco Chronicle‘s Matier and Ross just obscures the truth that our transportation system is designed to promote mayhem, anger, and alienation. Every day motorists crash and die, confront one another angrily, and are left cowering in isolation. The fact that such events can also happen during Critical Mass should come as no surprise.

The sheer exuberant pleasure of a rolling mass occupation of city streets month after month is hard to understand unless you’ve been a part of it. For the dozens of online flamers who have ferociously denounced Critical Mass, it’s inconceivable that an event that doesn’t behave according to the staid norms of a placid democratic society can have any justification: "Critical Mass doesn’t make demands! No one is in charge! The participants don’t all behave like obedient schoolchildren! They are destroying the cause of bicycling for the law-abiding cyclists!" And so on.

In February and March, Critical Mass bicyclists rode for two to three hours through San Francisco streets, enjoying the city in ways unplanned by traffic engineers, police, and city bureaucrats. It’s a remarkable reinvention of urban life in an organized coincidence that is mostly spontaneous in spite of its predictability — surprising every time and inspiring most of the time.

Critical Massers are engaged in that most rare of activities: an act of collective imagination and invention that is considerably greater than the sum of its parts.

For those motorists or bicyclists who think Critical Mass is about a fight between cars and bikes, think again! We are all in this together, and a monthly demonstration of how much better life could be is an invitation to everyone to try something different. There is a well-defined etiquette among Critical Mass riders that encourages riders to thank stuck drivers for their patience, promotes an atmosphere of friendly camaraderie on all sides, and invites the curious to join us next month at the foot of Market Street (April 27, 6 p.m.) on a bicycle for an experience that just might change your life. *

Stop the McGoldrick recall

EDITORIAL Jake McGoldrick isn’t perfect, but he’s been a pretty good supervisor most of the time, and the recall effort launched against him by a Geary Boulevard merchant is baseless and inappropriate.

The recall is a potent weapon, part of the Progressive Era reforms that gave California the initiative and the referendum. But it can also be easily abused to threaten an incumbent who has done nothing wrong except show political courage on tough issues.

And that’s exactly what’s happening here: McGoldrick, who represents a relatively moderate district, is taking the lead on two key attempts to challenge the city’s car-driven transportation culture. He’s the author of a measure that would close Golden Gate Park to cars on Saturdays, at least for a six-month trial — something the trustees of the de Young Museum have been fighting bitterly. And he’s the chief backer of a plan to add bus-only lanes to Geary Boulevard, which would create a relatively cheap, efficient rapid transit system along one of the city’s main commute arteries.

Those positions have angered a small group of people, led by David Heller, who owns a beauty supply store on Geary and is adamantly opposed to anything that would reduce car traffic or parking on the street. Heller — who ran unsuccessfully against McGoldrick in 2004 — now wants to recall the supervisor, who has less than two years left in office anyway. Heller insists that McGoldrick is defying the will of the voters, because a majority of District 1 voted against Saturday road closures in 2000 and because McGoldrick hasn’t adequately addressed the concerns of some merchants who fear the loss of parking spaces under the transit plan.

Let’s get a couple things straight: the 2000 ballot had a pair of competing road-closure measures that left a lot of voters confused — and the museum people ran a misleading campaign that helped muddy the waters even more. The vote that year was hardly an accurate reflection of how San Franciscans or people in the Richmond view weekend road closures.

In fact, the car-free Sunday in the park is one of the city’s most popular regular events — and a study commissioned by Mayor Gavin Newsom, who is not a fan of road closures, showed that the traffic and parking impacts on the neighborhoods are almost nonexistent. McGoldrick has been willing to stand up to the mayor and the powerful museum board on this, and that’s a good thing.

The Geary transit corridor is tough: any solution that improves transit on the road — and that’s a priority for the city — will leave less room for cars. But that’s the direction the city has to go in. Public transit will only be effective in this city if it can operate quickly and reliably on routes such as Geary — and that can’t happen without some disruption to car travel. The proposal McGoldrick supports would close one lane to cars (possibly by eliminating street parking) and dedicate it to buses only; the buses would have the ability to control traffic lights and would thus in theory be able to operate almost like underground or elevated trains, avoiding the delays caused by car traffic. Digging a subway below Geary would cost several billion dollars and take years; giving buses one exclusive lane in each direction is cheaper and can be done fairly quickly.

No, it won’t be painless, and it’s not perfect — ideally, there probably ought to be a light-rail line on Geary — but in an era of global warming, with all the costs associated with the use of private cars, it’s imperative that San Francisco move aggressively toward improving transit. McGoldrick is absolutely right to be looking for ways to encourage people to get out of their cars — and punishing him for it by forcing a recall campaign is a serious mistake.

Heller needs about 3,000 signatures to move forward. Don’t sign the petition. *

Compromising position

With the Healthy Saturdays measure headed for an April 9 hearing by the Board of Supervisors’ Land Use and Economic Development Committee, Mayor Gavin Newsom has decided to step in and try to broker a compromise. Mediating between the two sides will be his chief of staff and former labor negotiator Phil Ginsburg, who has asked Sup. Jake McGoldrick to delay the committee vote by a week to accommodate his planned vacation. McGoldrick agreed. Newsom had signaled his plans to veto the measure, which would close some Golden Gate Park roads to cars on Saturdays as well as Sundays, but swing vote Sup. Bevan Dufty might be willing to override the veto this year. Advocates on both sides had called for Newsom to get involved to avoid another fight at the ballot box — where whoever loses was likely to try to take it. Some fear this is just a last minute stall tactic by a mayor who expects consensus on an inherently polarizing proposal. But press secretary Nathan Ballard said that’s not the case, telling the Guardian: “The Mayor has asked Phil Ginsburg to try to broker a compromise in this matter. He has already had productive meetings with both sides. We’ve asked
Supervisor McGoldrick to delay the final committee vote until the negotiations are complete. The Mayor is cautiously optimistic that the parties will be able to reach a good result.”

The latest count of homeless people in San Francisco is in, and already the bureaucrats and the news media are misquoting it to make their political points.

"Most of San Francisco’s Homeless from Other Areas," the headline on KCBS.com read. "City Attracts Homeless for More Than One Reason," the San Francisco Chronicle concluded. "Homeless folks tend to migrate to San Francisco," Trent Rhorer, the head of the city’s Human Services Agency, told the Chron. "In a sense, we’re swimming upstream here."

Well, what the survey actually showed is that the number of homeless people increased slightly this year, to 6,377. That’s a pretty bogus number, since it’s hard to count the city’s entire homeless population in one night with a bunch of volunteers who don’t even interview most of the people they count. They also don’t count people who are living in cars (it’s often hard to find them), and they don’t count people who are crashing on somebody’s floor or couch, or multiple families crammed into single rooms, or a lot of others who technically don’t have a home in San Francisco.

But it’s a number that scares the mayor a bit, because it suggests that his much-vaunted program to deal with homeless people, Care Not Cash, isn’t making huge inroads. So it’s easy (even though the city hardly gives out any cash anymore, and services are stretched thin, and compassion is harder and harder to find) for Gavin Newsom’s staff to say that it’s impossible to really solve the problem because so many new homeless people keep flocking to this city.

In fact, that’s what a follow-up survey of some of the homeless people suggested: about 31 percent of them said they had come here from somewhere else.

A bit of reality here: more than 31 percent of the people who work at the Guardian came here from somewhere else. This is a city of immigrants. It’s a place where people come to reinvent themselves, where people who are down on their luck and can’t handle the stress of being different in a white-bread community arrive in search of a better life. It’s hardly surprising that a lot of the homeless people are also relatively new arrivals.

But what’s far more staggering to me is that 69 percent of the people who are homeless aren’t recent arrivals. These are folks who have either lived on the streets of San Francisco for quite some time — or lived here in some sort of tolerable condition and recently become homeless.

Rhorer’s got it backward: the trouble isn’t that some people who lost their homes in another part of the country decided they’d have a better shot in San Francisco. It’s that so many San Franciscans have become homeless.

And I think I can hazard a guess as to why.

Let’s face it: housing costs in this city drive people onto the streets. The tenant activists like to say that eviction is the number one preventable cause of homelessness, and I agree. We can complain about San Francisco being a homeless magnet (which will probably never change), or we can recognize that public policy (too easy evictions, too little affordable housing) is the root cause of a lot of the homelessness that begins right here at home. *

FEAST: 6 green bars and bistros

The road to hell is paved with recycled soda cans. I know you mean well, turning off the water while you brush your teeth and sorting your trash, but don’t you know it takes more than that now? We’re saving the world, yo, and boy, does it need saving. So what else can you do besides buy your toilet paper at Trader Joe’s? How about support green businesses — and green restaurants in particular? Because with all the day-to-day hard work and heartache it takes to run such a place, it ain’t easy being … well, you know. Luckily, the world has people like Ritu Primlani, founder and executive director of Thimmakka’s Resources for Environmental Education. Thimmakka’s mission is to help restaurants conserve water and energy, prevent pollution, and minimize solid waste — and then reward them for their efforts by publicizing them as certified green businesses. And though some of the classic do-gooders are on the list — Chez Panisse and Café Gratitude among them — Thimmakka also makes a special effort to work with lesser-known, ethnic, and lower-brow venues. Wonder what Nepalese food is like? It’s a lot like Indian food but lighter, fluffier, and, in the case of this Marina eatery, greener. Though stark and a bit lonely during the day, this is the kind of place that could be cozy and festive when packed on a weekend night. And there’s every reason for it to be — the greens are surprisingly spicy, the garbanzo bean stew both sweet and savory, the naan so airy it’s positively gravity defying, and the service as friendly as friendly could be. Plus, it’s Thimmakka approved.

This Berkeley bistro stays true to the French tradition of well-portioned, perfectly seasoned, richly flavored delights. But it shucks the age-old restaurant convention of waste, waste, waste. The shabby exterior and faded sign aren’t doing San Miguel any favors, but inside this Mission eatery is a kitschy, cozy, Disneyland-does-Guatemala affair with maps under glass on the tables, rows of Latin American tchotchkes hanging from the corrugated tin ceiling, and a soundtrack of music that can only be described as south of the border polka. And in addition to doing good for your taste buds (try the sour and savory salpicon), this place is doing good for the planet. It uses potpourri and a special degreaser instead of Pine-Sol and aerosols, it’s outfitted its bathrooms with special aerated taps, and it’s learned how to identify and repair leaks. So go ahead: have your camarones asados with a side of environmentalism.

BLONDIE’S BAR AND NO GRILL


"Really? Blondie’s?" That’s the response I get when I tell people this Mission dance club is one of Thimmakka’s darlings — not because the walls are papered with Styrofoam and baby seal eyes or anything, but because the scene is so far from the hemp and hacky-sack culture usually associated with envirofriendliness. But it’s true. This bastion of Yelp.com ambivalence serves organic vodka, reduces paper waste by posting bulletins on a board rather than handing out individual letters or memos, conserves water with special dishwasher systems, and reduces chemical pollution by using a diluted pesticide that’s 200 times less toxic than Raid. Best of all, though, Blondie’s encourages people to get out of their cars by having parking for bikes — no big surprise if you know owner Nicole Dewald’s mother was a major player in getting bike lanes and one-lane streets in the city. "It’s their claim to fame," Primlani said.

Healthy Saturdays gaining ground

Environmentalists and alternative transportation activists are winning some key endorsements in the run up to next month’s second annual Healthy Saturdays showdown. Mayor Gavin Newsom vetoed the Golden Gate Park road closure to cars last year and doesn’t seem interested is pushing for a compromise on a measure he criticizes as too polarizing (ironically, his detachment from the issue is precisely what’s feeding the polarization). But last year’s swing vote on overrriding the veto, Sup. Bevan Dufty, has indicated an openness to supporting it this year. And that became all the more likely last night when the San Francisco Democratic Party County Central Committee (DCCC) endorsed the measure. They join other key Dufty allies in endorsing the measure, including the Harvey Milk Democratic Club and Alice B. Toklas Democratic Club, as well as the Young Democrats club and both Senate contenders: Mark Leno and Carole Migden. The first committee hearing on the measure is April 9.

Ending the road-closure stalemate

EDITORIAL There’s really only one way to look at Mayor Gavin Newsom’s response to Saturday road closures in Golden Gate Park: the fix has been in from the start. The mayor is willing to discard his own evidence, break his word, ignore the obvious facts, and damage his environmental credentials — but he won’t risk offending the rich society swells who run the de Young museum.

It’s been 40 years since the city began shutting down a stretch of JFK Drive to cars on Sundays, and by any account it’s one of the most popular regular programs in the city. On nice days the park is packed with bikers, joggers, skaters, walkers, families. There are free swing dance lessons. It’s one of the few opportunities for young kids to learn to ride bikes in a safe environment.

But the trustees of the museum, such as socialite Dede Wilsey, are adamantly opposed to expanding the road closures to Saturday. Their arguments make little sense: since there’s now an underground parking garage, there really isn’t any problem finding a place to park or getting access to the museum.

Yet under pressure from the de Young folks, the mayor vetoed legislation last year to expand the road-closure program to Saturdays, saying he didn’t have enough information on how the program would impact traffic and parking in surrounding neighborhoods. He asked for a study; the study was done. As Steven T. Jones reported ("Unhealthy Politics," 3/7/07), the evidence clearly shows that road closures have minimal negative impacts on anyone.

Newsom’s response: nothing has changed. He’s still opposed to Saturday closures.

So either he was lying last year when he said he wanted more data or he’s ducking today when he says the study hasn’t changed his mind — or he’s just afraid that going against the will of the almighty de Young board will tarnish his political star with the movers and shakers in town. In the end, it doesn’t matter: the mayor apparently can’t be moved on this, and the only way Saturday road closures will happen is if eight supervisors — enough to override a mayoral veto — support Sup. Jake McGoldrick’s road-closure bill, which has been reintroduced and will be heard in committee soon.

The measure got seven votes last time, and since it’s highly unlikely Sups. Sean Elsbernd, Michela Alioto-Pier, or Ed Jew will defy the mayor, the swing vote is Sup. Bevan Dufty.

Last time around he voted to uphold Newsom’s veto, but now he says he’s keeping an open mind. Dufty has a strong tendency to support neighborhood programs and services, and it’s clear that most of the neighborhood people are behind road closures — and now that the city’s own study shows there are no associated parking or traffic problems, this ought to be an obvious one for him. Dufty should announce that he’ll support McGoldrick’s bill — and end this stalemate for good. *

A downtown tax for free buses

EDITORIAL Free Muni is a great idea. It’s an even better — and more realistic — idea if the mayor is willing to support a tax on downtown office buildings to pay for it.

That’s what Mayor Gavin Newsom needs to be talking about — and if he doesn’t, the supervisors need to push the idea.

We’ve been calling for free Muni since at least 1993, when we ran a cover story explaining how the idea would work. It’s always made sense for San Francisco: eliminating bus fares would encourage more people to get out of their cars, which would eliminate traffic congestion, pollution, and safety problems and set a standard for fighting global warming. Without having to worry about fare collection, drivers could move the buses along faster (and pay more attention to driving). And the city would save a lot of money that’s currently spent collecting and counting fares and monitoring fare cheats.

Besides, as we pointed out back then, it’s a great economic boost for the city: if all the people who currently pay $45 a month for a fast pass could hold on to that money, millions of dollars in consumer spending would likely be pumped into local business.

But here’s the rub: Muni collects about $138 million in fares every year — and the system needs more money, not less. Free Muni will inevitably spur more ridership — that, after all, is the whole point — so the cost of operating the system will rise even further. The city doesn’t exactly have $138 million in extra General Fund cash to throw around. So there has to be a new source of revenue to fund this plan.

So far Newsom hasn’t said a word about that — which is all too typical. The mayor loves to advance all sorts of ideas without explaining how the city’s going to pay for them. And then, not surprisingly, a lot of his plans never go anywhere.

But in this case there’s an excellent way to make the numbers add up. For more than 30 years, San Francisco activists have been promoting the idea of a special tax district downtown, with revenue going directly to Muni. It’s got political and economic logic: a significant amount of Muni’s operational budget goes to ferrying workers to office buildings in the Financial District, and since those buildings tend to be vastly undertaxed (thanks to Proposition 13), the city ought to levy a special fee every year to help underwrite transportation.

San Francisco has about 80 million square feet of commercial office space in the central downtown core. An annual tax of as little as $2 per square foot would provide more than enough money to cover the cost of free bus service citywide. The money would come from those most able to pay — building owners and the (typically) large, wealthy businesses that rent downtown. The benefits would go to the (typically) less-wealthy people who ride the buses every day.

It’s green, it’s fair, it’s creative, it’s economically sound — all the things Mayor Newsom likes to talk about. All he has to do is announce a proposal to pay for free Muni with a downtown tax district, and his plan might actually have a chance of working. Since that’s unlikely, we urge the supervisors to take up the initiative: yes, let’s have free Muni — and let’s make downtown pay for it. *

NOISE: Burned out in Oakland

Guardian intern Sam Devine weighs in on this weekend’s Dustfish Burning Man camp benefit:

The Oakland Police Department busted the Dustfish Burning Man camp benefit party Sunday, March 11, early in the morning. It was a massive party of 3,000 in a warehouse on Mandela Parkway. The building was so huge that a charter bus company, seemingly indifferent to the bash, was coming and going from another part of the warehouse.

Thelony on Rye opened, playing strange, noisy bebop. Then came Dr. Abacus, playing a similar but grooving jazz that had the room jitterbugging and hopping around. In a side area, DJs spun drum and bass and industrial garage while people banged on a steel statue of a stick figure with large metal bolts.

Fuzzy hats were all around. A boat, converted to a hot tub, was filled with naked partygoers. Spiky, steel columns were licked with fire on one side of the main floor. Colossal metal statues of men and women decorated the space. There was a small wine bar inside a miners shack. Strange. It was Burning Man-ed out.

Shortly after Dr. Abacus finished, the police moved in for the first time. The East Bay Rats, security for the night, supposedly couldn’t do much to stop them. There were reports of 10 police cars. The music stopped, and the lights came on. But the party continued.

I smoked a spliff and drank a Tecate while talking with a man named Mathew T. Whatley, esq. He claimed to operate a legal establishment, having attended Golden Gate University and a handful of other schools, one in Hong Kong. He said, while in China, he would regularly go about with a foreign ambassador, abusing diplomatic privilege to score free lunches. Fantastic.

The police finally came in at about 4 a.m. (or really 3 a.m. because of daylight savings time). They walked around, taking pictures. Seemingly cool with everything, they talked with a few people.

The room cleared out. The party was over.

New mutants

A-ha. Baltimora. Missing Persons. Those bands probably have an emblematic significance to any Brat Pack–emuutf8g, spring break–starved teenager affiliated with the MTV generation of the 1980s. But as the ’90s beckoned, feathered hair and talking cars gave way to the Urkel and Mentos commercials, and all the while, another compulsion began to render our motor skills useless. Only this one came in the form of a heather gray plastic box, and its mascot was a mustachioed plumber with a Brooklyn accent. To this day, the Nintendo Entertainment System and its notable features — the ingrained Contra password, the Power Glove — have a special place in our hearts. The bleeps, chimes, and peals that ebb and flow tirelessly on Eats Tapes’ sophomore full-length, Dos Mutantes (Tigerbeat6), make it sound like San Francisco couple Gregory Zifcak and Marijke Jorritsma still spend plenty of hours wrangling the rectangular-shaped joystick around too.

"What’s great about the Nintendo is that you get this choppy, 8-bit sort of thin sound," Jorritsma says over dinner in the Mission District. She laughs as she flails her arms. "So basically you hear it, and your knees get weak, and you’re like, ‘Ahhh!’ "

"Don’t say 8-bit. It’s too much of a buzzword," Zifcak says.

"There’s something rewarding about the thing that you herald as the ultimate fun machine and then being able to hack into that pot of yummy memory gold and smear it onto your own composition," Jorritsma continues.

Fitted with an arsenal of analog synthesizers, hardware sequencers, drum machines, and cassette players, Eats Tapes have been inducing all-night sweat-a-thons with their head-panging techno and acid-fried hooks since late 2002. The duo met at a pizza restaurant they worked at in Zifcak’s hometown of Portland, Ore., in 2000 and soon discovered that they shared a partiality for bands such as New Order and Kraftwerk. At that time, Zifcak was mixing jungle tracks on what he describes as "a bunch of junk from a pawnshop being sequenced by an ancient computer with no hard drive." Claiming she was his biggest fan, Jorritsma suggested they start making music together. The twosome relocated to the Bay Area six months later.

Developed initially as a live project, the pair bumped into Miguel Depedro, a.k.a. Kid606, and in 2005 his Tigerbeat6 label dropped their debut, Sticky Buttons. Since then, Eats Tapes have packed tiny clubs, warehouses, and living rooms on both sides of the Atlantic and have also remixed tracks and been remixed by artists such as the Blow, Lucky Dragons, and the Soft Pink Truth.

While Dos Mutantes pretty much picks up where its predecessor left off, Jorritsma and Zifcak have emerged more focused, and its caffeinated tempos and psych-noise assaults sound much more polished.

"We were a bit more adventurous, while using the same beats per minute all throughout, and it’s still pounding your face off," Zifcak says.

So what is it about the music that really gets these lovebirds going?

"With electronic music, you spend so much time on a set, and then people whip themselves into a frenzy, strip themselves down to their underwear, start dry-humping the ground, MySpacing 50 times, and then you’re, like, ‘Yes, this is it,’" Jorritsma explains.

Let’s hope Dos Mutantes has the same effect. *

It’s funny: the transcontinental railroad was born in San Francisco, and it transformed California. But the West Coast has pretty much lost the train thing. You want to go from here to Los Angeles, there are pretty much two choices: you can fly or you can drive. In theory, you can ride Amtrak, and I’ve done it, but it doesn’t run very often and takes about 12 hours. Fun, if you like that sort of thing, but not at all practical.

But on an early Sunday morning last week, I was traveling from Washington, DC, to Philadelphia, and between 8 a.m. and noon there were about half a dozen trains running on that route. The high-speed Acela got me to Philly in 90 minutes, downtown to downtown, way faster than I could drive. Another hour or so, and I could have been in Manhattan.

There are flights from Washington, DC, to New York, but these days it seems kind of silly to fly: by the time you arrive at the airport, get through security, go up, go down, deplane, and get from the airport to the city, you’re well beyond three hours. The train’s way cheaper too.

Yeah, I love trains (actual legroom, no seat belt signs, scenery, bar cars), so I’m biased, but it seems silly that California is spending billions of dollars on highway projects (including a new bore for the Caldecott Tunnel, a colossal waste if there ever were one), and we still aren’t talking seriously about high-speed rail to Los Angeles, which would probably bring more environmental and economic benefits than all of the other transportation projects in the state put together.

There are plenty of reasons to wring your hands over Assemblymember Mark Leno’s decision to challenge incumbent state senator Carole Migden in 2008. The race will almost certainly be bitter and ugly; both sides have an incentive to go negative. It could split the queer community, leave progressives wondering whom to support, and turn political allies into enemies.

Or maybe it won’t: I wonder if San Francisco’s progressive community is mature enough today to handle this without any bad long-term impacts. Some of the city’s left leaders will back Leno, and some will back Migden, but in the end, neither one of these candidates is the enemy, and if everyone keeps a sense of perspective (the way we were able to do in the District 5 race in 2004), it doesn’t have to be a bloodbath.

I realize that Leno is running in part because of term limits, which might not be the most noble of motivations. And I’m against term limits. But there’s actually a reason to be happy about this race: it’s a demonstration that old-style machine politics is dead in San Francisco.

Ten years ago this race would never have happened. Willie Brown was in charge — really in charge — and no local Democrat would have dared to defy his will. Brown didn’t like contested races between Democrats, and he would have told one of the two candidates to back off, and that would have been that.

We live in a different political world now. Mayor Gavin Newsom will probably support Leno, but he has way too much on his mind right now to be involved in any kind of backroom deal. Neither Migden nor Leno has the kind of clout to scare the other away, and nobody else in this town does either.

Democracy isn’t always pretty, but after living under the machine for a couple of decades, I find this almost refreshing. *

Chorophobics, beware

For the last decade four baseball players have been staring at me as I sit at my computer. They never say anything, but their presence is uncanny. I first encountered them in a downtown office building where I was working. Every time I walked into that sterile lobby, they looked at me. There was something about those burning eyes, open smiles, and striped uniforms that made these players look more like skeletons than athletes. I couldn’t ignore them, so I took them home.

A couple years ago choreographer Kim Epifano became similarly hooked on Fears of Your Life, a book about the dreads and anxieties that haunt our days and invade our nights. It was written by Michael Bernard Loggins, who — just like baseball-player painter Vernon Streeter — is an artist at Creativity Explored, a nonprofit that helps adults with developmental disabilities make, show, and sell their art.

Epifano proceeded to create a dance theater piece inspired by Loggins’s little red book. At the time, she had gone back to grad school and was full of her own anxieties. She asked the mixed-ability AXIS Dance Company to collaborate with her, figuring that "Michael has one kind of disability, and some AXIS dancers have [others]." She also realized that "many of Michael’s fears are also my fears — everyone’s fears. The overlap is astonishing." Fears of Your Life became Epifano’s MA dissertation at UC Davis in 2006; the piece "was just such a lovely way to bring my academic and my professional life together."

At the first stage rehearsal in the Yerba Buena Center for the Arts Forum, site of the piece’s three performances Feb.23–25, large puppets (by sculptor Mike Stasiuk) sat at the edge of the stage waiting to join the show, as did clunky white shoes covered in writing, including a letter to Epifano.

Performers executed wheelies or spread on the floor like puddles; technicians hooked up cables for the boom box; dancer Katie Faulkner tuned her guitar; and Stephanie Bastos worked on her beatbox moves while coaching narrator C. Derrick Jones on his Portuguese. The atmosphere was one of relaxed attentiveness as the performers acclimated to the new environment. But then the fears begin to splatter in words and movements: fear of hospitals and needles, black cats, schools and dentists, spiders and monsters, cars at intersections, and strangers. And then there is "the fear of taking your own life away from yourself," demonstrated by Jones making a protective tent out of his raincoat.

The most moving sections of Loggins’s litany offer insights into what it means to be different in this society. He talks of his fear of the bus going too fast, being exposed to ridicule from strangers, and "people being just mean to him," Epifano says. "He gets pulled over by the police all the time because they think he is some kind of weirdo." Has Loggins come to any rehearsals? "He sure has, all the time," Epifano says. "He made us change one thing. He won’t let us say ‘shit,’ so now we say ‘aw shucks.’ " (Rita Felciano)

When last we looked in on Aqua, the prospect seemed rather marbly and banklike, and the menu included paella. Paella is not a dish you should order even at most Spanish restaurants, let alone at a high-end seafood house, but a member of my party went ahead and ordered it anyway — in the heedlessness of youth — and was afterwards disappointed. "What did you expect?" I asked, from the unassailable position of someone who’d opted for Pacific swordfish grilled in a sheath of prosciutto, the sort of dish you’d expect to find, and enjoy, at a place like Aqua. "I don’t know," was the glum rejoinder.

Years passed, youth faded, and we did not return. The meteoric George Morrone, who’d been in the kitchen when Aqua opened in 1991 and was the chef during our visit — which is what tells me it was in ’91 or ’92 — gave way after a few years to Michael Mina, who ran the show for more than a decade until he left to open his eponymous Union Square restaurant in 2004. His successor was Laurent Manrique, he of the recent foie gras kerfuffle. Manrique does offer foie gras on his Aqua menu, but the offer is a muted one: there is no foie gras cart plying the dining room (whose look, incidentally, seems to have been softened to tones of a summer twilight). There had been such a cart at Campton Place, Manrique’s previous gig. When the foie gras cart and the cheese cart were simultaneously at large in that rather snug dining room, one had a brief vision of dandified bumper cars.

You (which is to say, I) would not necessarily expect a chef renowned for his treatments of foie gras to be the ideal head of a kitchen largely devoted to the cooking of seafood. And yet if this is a paradox, it is a spectacularly successful one; for much (and maybe most) seafood needs a certain amount of dressing up to show well, and at Aqua, Manrique’s instinct for meatiness results in plates of fish neatly balanced between elegance and muscularity.

Part of the Manrique magic has to do with bold spicing. Ahi tuna tartare, for instance, has become something of a commonplace in the past decade. The fish’s reddish purple flesh looks a lot like beef and has its own sort of intensity. But the dish becomes special at Aqua when the cubes are mixed with Moroccan spices (these weren’t specified but had a currylike aura) and a quail egg yolk as a binding agent. (Aqua’s à la carte menu is, like the paella, a thing of the past; today you choose three courses for $72 or a more elaborate tasting menu, with optional wine pairings, for $109.) Across the table, meanwhile, a plate of albacore carpaccio — tissue-thin bolts of flesh looking almost like ice shavings — arrived under a colorful bloom of Fresno chile rings, slivers of daikon radish, and bits of fried shallot: springtime on the tundra.

A whiff of curry subtly recurred in the buttery chardonnay jus our server poured around a grilled filet of walu, one of those marvelously meaty white fish from the deep waters around the Hawaiian Islands. The fish wore a straw hat of pommes alumettes (crispy filaments of potato), while a few quartered baby artichokes lurked at the bottom of the plate. Even meatier was sturgeon, cooked en papillote (in a paper bag) and presented as three cylinders — a kind of faux roulade hedged with braised baby spinach and finished with a rich duck jus, also poured by the server from a small pitcher.

Even if you confine yourself to the more modest prix fixe — and we found three courses to be just the right amount of food — you will be given a few extra treats. There are the warm breads — olive, sourdough, multigrain — in constant circulation through the dining room. There is the amuse-bouche, for us a tripartite presentation on a handsome rack: a lemon oil–slicked sliver of Monterey Bay sardine on celery coins, a profound wild-mushroom soup capped with gratinlike pine-nut pesto, and a smoked-ahi croquette with a perfect and crispy golden crust, despite its fingernail size. And there are the postprandial petits fours, tiny tarts, macaroons, and meringues (including a purplish gray one of taro root) that reach the table as a final bit of punctuation (not counting the bill, of course), at the end of dessert.

You could, if you wanted, dispense with dessert and just double-dip from the list of first courses. But if you do need a sweet fix beyond and before the petits fours, Aqua’s choices won’t disappoint. For the most part they don’t sound spectacular, nor do they have much to do with the restaurant’s aqueous theme. But they are exemplars of their kind, among them the chocolate tart, like a round of bittersweet fudge nested in a butter crust and ringed by a salad of blood orange and mandarin segments, and the Meyer lemon soufflé, lanced with a spoonful of pomegranate seeds and redolent of the citrus’s unmistakable orangey acidity.

I was saddened to find both Maine skate and Atlantic cod on the menu. The latter, in particular, is a decimated species, as the British journalist Charles Clover indicated recently in his book The End of the Line; surely there is something comparable to be had from the better-managed and far nearer Pacific fisheries. For all the hullabaloo about Manrique and his beloved foie gras, no one has suggested that duck and geese are in danger of extinction. But he and Aqua, given their international stature, have a special role to play in ensuring that today’s seafood houses will have seafood to serve tomorrow. *

Sup. Jake McGoldrick plans to reintroduce his Healthy Saturdays legislation this week and told the Guardian he’s confident that a new city study paves the way for its implementation by this summer.

Healthy Saturdays — which would create a six-month trial Saturday closure to cars on the same streets in the eastern portion of Golden Gate Park that are now closed Sundays — was approved by the Board of Supervisors last May but vetoed by Mayor Gavin Newsom, who ordered a study of the impacts of the Sunday closure.

That study by the Transportation Authority and Department of Parking and Traffic brought great news for Healthy Saturday supporters, concluding that road closure is extremely popular with park users and has no significant negative impact to attendance at the park’s museums, access by those with disabilities, availability of adequate parking, or traffic congestion at the intersections around the park.

"It spells out a very positive picture," McGoldrick told us. "Anecdotally, we knew all this, but now we have the empirical data laid out."

The study found that closing the roads encourages 40 percent more nonvehicular trips to the park. Almost 40 percent of those surveyed said the road closure makes them more likely to visit the park, while 10 percent said it made them less likely, and the rest said it had no impact.

"I see no good reason why this shouldn’t fly through the board and Mayor’s Office," Leah Shabum, executive director of the San Francisco Bicycle Coalition, told us. "The report shows without a doubt there are no negative impacts to creating car-free spaces in the park."

Yet the proposal last year drew strong visceral reactions from opponents in adjacent neighborhoods, some representatives for those with disabilities, and those affiliated with the de Young Museum and other cultural institutions in the park — some of whom say they still aren’t satisfied with the report’s conclusions.

A group called Park Access for All sent out a press release urging the city to reject closure. Member Ron Miguel of the Planning Association for the Richmond said the city shouldn’t do anything until the Academy of Sciences reopens late next year. And disabilities advocate Tim Hornbecker said he was concerned that the city still hasn’t put in place a tram and other improvements that were approved along with Healthy Saturdays last year.

Those improvements have stalled at the Recreation and Park Department, which answers to the Mayor’s Office. The Guardian asked Newsom about the report Feb. 15, and he said, "I haven’t seen that," and ignored further questions. Newsom spokesperson Peter Ragone told us, "We’re in the process of digesting it and deciding how to move forward."

But Healthy Saturdays advocates point to statements Newsom made after the veto, noting that the study seems to satisfy all the concerns he expressed. Tom Radulovich, executive director of Livable City, told us, "It should be a no-brainer. All the original objections cited by the mayor are addressed…. At this point, holding it up would be obstreperous." *

Mayor Gavin Newsom last summer vetoed the Healthy Saturdays six-month trial closure after a deceptive opposition campaign that was waged by De Young Museum directors and advocates of unfettered automobile access to the park. At the time, Newsom pledged to study the issue and support it if there was empirical evidence supporting closure, which there now seems to be. Asked about the report today by the Guardian, Newsom said “I haven’t seen that” and ignored further questions on that and other topics. Newsom communications director Peter Ragone told us, “We’re in the process of digesting it and deciding how to move forward.”
Sup. Jake McGoldrick, who sponsored the legislation last spring, said he will reintroduce it at the board meeting this Tuesday and was confident that we’ll see Golden Gate Park partially closed to cars this summer. “It spells out a very positive picture,” McGoldrick told us. “Anecdotally, we knew all this, but now we have the empirical data laid out.”

Underworld meets underground

A freeway is viewed from a distance in pitch-black night as oncoming white dots (the fronts of cars) and retreating red dots (their backs) hop like tiny Lite-Brites from one spot to another. It’s a cinematic atmosphere as potent as a dream; this first shot from William E. Jones’s Film Montages (for Peter Roehr) isn’t the kind of image one might associate with porn. In fact, highly poetic urban documentary was commonplace in ’70s and early ’80s gay porn. Directors such as Fred Halsted, Christopher Rage, and Peter Berlin used film to creatively explore and express sexual identity before urban gay life was attacked by AIDS and vampirized by mainstream consumerism. For Jones, the works of these underworld auteurs contain an endless array of sidelines to rediscover and uncover. Instead of excavating the era’s graphic, condom-free sex, he spotlights the erotically charged spaces around it.

With a feature doc about Latino Smiths fans (2004’s Is It Really So Strange?) on his résumé, Jones knows about hidden subcultural histories, his own included. He might be considered the unsung talent associated with the new queer cinema of the early ’90s. A few of the era’s bigger names (Todd Haynes, Gregg Araki) have since moved deeper into Hollywood, while others (Jennie Livingston, Tom Kalin) seem trapped in creative lockdown. Jones’s semiautobiographical 1991 feature, Massillon, was, along with Haynes’s Superstar, the most experimental and exciting formal work when the movement was cresting; since then his output has been infrequent and varied. Whereas Massillon (a huge influence on Jenni Olson’s recent San Francisco–set The Joy of Life) was shot, with oft-gorgeous results, on film, subsequent Jones works such as 1997’s unconventional biography Finished and the self-explanatory 1998 short The Fall of Communism as Seen in Gay Pornography (which would make for a perfect mini–double bill with Phil Collins’s 1999 How to Make a Refugee) primarily reframe preexistent video footage for new narrative purposes.

Last year, however, Jones experienced a renaissance in terms of output. Three of at least five works he completed during 2006 will be screened at the Pacific Film Archive this week; alas, Mansfield 1962, one of the best and a hot document of legally sanctioned homophobia, isn’t among them. Its title notwithstanding, Film Montages is the one that favors sensory pleasure over discursive pursuits. A tribute to the editing of the late German experimental filmmaker Roehr, it magnifies the visual and sonic textures of pre-AIDS gay porn through a series of short shots, initially presented in times-four repetitions. Wonderfully chunky bass lines and sinister-cold keyboard stabs, images of hands grazing against each other and over black leather, close-ups of tape recorders with Maxell C-90 tapes, campy Germanic voice-overs discussing men "who shyly moved about without ehhhvvver exchanging a word" — they all go through four-step paces, establishing a rhythmic musicality. Then Jones’s montage lands on an orgiastic still of four entwined male bodies, and he further emphasizes its languor — a quality now nonexistent, as Daniel Harris has noted, due to current porn’s bored god–playing–with–hairless dolls couplings — by increasing the repetition. From there the masculine noise of boots scuffling on a floor and snippets of threatening dirty talk about making "a real man’s man" lead to an ending that teases around the edges of climax with fetishistic fervor and skill.

In comparison, More British Sounds possesses an overtly argumentative politicism. There Jones matches images from the 1986 gay porn movie The British Are Coming with a soundtrack of uncannily current posh snob remarks from the Jean-Luc Godard–directed Dziga Vertov Group’s 1969 movie See You at Mao, a.k.a. British Sounds. Class warfare and sexual cannibalism are stripped bare, teased with a whip, tattooed, suckled, and showered in a mere eight minutes. To paraphrase Jones, More British Sounds counters the complete lack of homosexuality in Godard’s films, rephrasing the French auteur’s famous remark that all you need to make a film is a girl and a gun — in this case all you need are some boys and a locker room.

The contents of the 59-minute v.o. aren’t so clearly delineated, and the frisson they produce might not be as intense — though for some viewers, that might be due to a familiarity with the source material, whether it be Halsted’s 1972 L.A. Plays Itself or tape recordings of Jean Genet and Rosa von Prauheim spouting off presciently about homosexual fatalism and conservatism. Not so much a mashup as a metamaze odyssey through the subways, nighttime ghetto alleys, and other spaces of pre-AIDS and pre-Internet gay cruising, v.o. doesn’t take its title from voice-over — even if the abbreviation does suggest that facet, which is dominant in many Jones films — so much as version originale, a French term used for films presented in their original language with subtitles. Subtitles over a bare bottom doesn’t make art, but in this case it makes for ripe nostalgia. Moving from a record needle into the dark hole of a Victrola like some dirty, dude-loving cousin of Inland Empire, v.o. might not end up anywhere in particular, but it finds a hell of a lot — Colonel Sanders’s face, gay-power graffiti, Halsted’s red Ranchero, a Peter Berlin S-M romp in the underground recesses of the SF Art Institute — along the way. *

More than clean

Cleaner streets, crack-free sidewalks, an urban landscape unmarred by graffiti and made greener by leafy trees: that was the improved "quality of life" espoused by Mayor Gavin Newsom in his State of the City speech Oct. 26, 2006. And he’s put resources into delivering that pretty picture, with increases to the Department of Public Works (DPW) budget and funds allocated for sidewalk revitalization and the citywide Clean Corridors campaign.

But the city’s top-down approach to realizing the mayor’s goals — and the apparent lack of consideration for the implications of those priorities among ordinary people — has created a backlash from affluent District 7 (where Sup. Sean Elsbernd is upset over the fines being doled out to property owners for cracked sidewalks) to the working-class Mission District (where an aggressive new street cleaning regime has been proposed).

"This is something that just dropped out of the blue, and I think it’s unacceptable," Mission resident Peter Turner said at a Jan. 31 public hearing on the proposal to clean many streets in his neighborhood every weekday. "The city has shown a vast amount of disrespect to the Mission."

Others think there are more pressing problems.

"What is quality of life?" asked Vicki Rega, who lives at 21st and Bryant streets and spoke to the Guardian on her way out of the hearing. "Some trash on your street or a dead kid on your sidewalk?"

The signs started appearing a few weeks ago, posted on trees and lamp poles in the Mission. The type is a tiny 10-point font, often difficult to read through the plastic wrap that holds the paper to the pole. Even if you can make out the words, it’s still pretty unclear that they announce a proposal to ramp up mechanical street cleaning — from as little as one day a week to as many as five.

"The signs were very, very confusing," said Eric Noble, a Shotwell Street resident who was further insulted that postings weren’t made in Spanish and Chinese. "That’s really unconscionable in the Mission."

Beyond warning residents of the radical change to their daily lives, the signs invited them to two public hearings to discuss the issue, on Jan. 31 and Feb. 5. The first hearing drew about 150 residents and frustration that the only sign of officialdom present was DPW representative Chris McDaniels, who was sitting alone behind a vast empty desk, taking notes.

"Who is deciding this issue, and why aren’t they here to hear us?" Judith Berkowitz asked.

Attendees expressed anger at the process and annoyance that car-owning residents on dozens of city blocks east of Valencia Street and north of Cesar Chavez Street will face steep fines and be forced to scramble for new parking spots on a daily basis.

At the beginning of the meeting, the reasons for the change were introduced: illegal dumping in the area had doubled in one year, calls to the city’s trash hotline 28-CLEAN had increased 18 percent from 2005 to 2006, and the sweeper truck in the Mission had been collecting huge amounts of trash.

"It’s the sidewalks, not the streets," several speakers said. They pointed out that the trucks are more successful blowing trash around than sucking it up. Many offered numerous suggestions for how to better clean the streets: have more trash cans and volunteers, employ the homeless, coordinate with other city services, educate the merchants, bring back people with brooms and dustpans — but don’t just run trucks through the streets.

One Alabama Street resident said she’s committed to using public transportation to get to her job in Richmond, but like many others at the meeting, she pointed out that if cars need to be moved five days a week for street cleaning, why not move them all the way to work?

"It’s a disincentive for people to use public transit," she said.

And if they don’t get moved, does the city really mind?

"Is it really trash, or is it revenue?" Shotwell Street resident Eric Noble asked, citing the added opportunities for writing parking tickets. "If revenue enhancement is behind this project, you’re going to see it all over the city."

DPW spokesperson Christine Falvey denied money was the motive and said parking fine revenue goes to the Metropolitan Transit Authority, which has recently revealed an $11 million budget shortfall. Falvey also said changes in street cleaning schedules are usually prompted by complaints from residents, but in this case the proposal was sparked by recommendations from city staff who work in the area.

Street cleaning trucks have been in use since 1976 and currently clean about 90 percent of city streets, but according to Falvey, the DPW has never done an analysis of their efficiency and effectiveness. A consultant was recently hired to make that determination.

"Every time some city agency comes up with an improvement, it does more to inconvenience," David Jayne, a Potrero Avenue resident, told us. "I’m really worried this is another one-size-fits-all cure."

But Newsom has made clean streets a top priority for his reelection year.

"How do we dare to dream big — while not forgetting to fill potholes, clean our streets and parks, and address the small problems of urban life that make such a big difference to our quality of life?" Newsom asked in his State of the City speech.

And how do we do it without pissing off the neighbors?

"You’re not going to find anyone who says, ‘Yeah, I think the neighborhood should be dirtier,’ " Florida Street resident Scott Adams told us. "Things should be done to improve the hygiene of the streets."

But he and others who live on these streets and have watched them for years said they were prepared to push brooms and pick up trash if the city were willing to work on other qualities of life such as rising violence, slipping public schools, and the truly ill transportation system.

The DPW’s stated mission is "improving the quality of life in San Francisco." And that’s been a popular pastime of recent mayors. Frank Jordan had One Neat City Week and the Litter Strike Force. Willie Brown promoted his Spring Cleanings and Great Sweeps. Gavin Newsom touts a goal to make this the "cleanest and greenest city in the country."

So his proposed 2006–7 budget for the DPW’s Street Environmental Services hovers around $33 million, an 11 percent boost over last year. That’s more than the 7 percent increase the patrol unit of the San Francisco Police Department received, the 4 percent Muni Services and Operations received, the 1 percent that went to Child Support Services, and almost two times more than the rise for the housing and homeless budget line in the Human Services Agency.

Street Environmental Services is a fancy-pants term for picking up trash, spraying off pee, and painting over graffiti. The mayor’s most recent plan to achieve this is called Clean Corridors and was unveiled in November 2006 with a $1.67 million allocation from Newsom for targeting the filthy faces of 100 specific blocks throughout the city. (Although this project focuses on the same areas in the Mission, the increased street cleaning is a separate proposal.)

The essence of Clean Corridors is to get residents and business owners to feel more responsible for their property, using both education and fines for things such as cracked sidewalks and dirty facades.

The program also pays for 20 neighborhood ambassadors who each patrol designated areas, picking up trash, reporting graffiti and areas needing repair, issuing litter citations, and educating the public. They’re essentially litter cops.

"He wanted specific people responsible for areas," Falvey said of the mayor’s ambassador program. "He wants that person to own their block."

Yet some residents bristle at Newsom placing such a high priority on litter as the murder rate is spiking, Muni is failing, housing is becoming less affordable, and city hall is mired in dysfunction.

"The war in Iraq. The violence in the streets — that’s probably my number one concern. Public schools. Transportation," Noble said when we asked about his quality-of-life concerns.

"Quality of life means being able to meet the basic necessities of your life," Myrna Lim said. The Excelsior resident is so frustrated with the parking situation in her neighborhood she organized a protest Feb. 24 against any new fine increases. "If you’re on a very tight budget, $40 for a ticket is a lot. When people talk about San Francisco being a very expensive city, that’s part of it. It makes day-to-day living very difficult. Over what? Parking?"

Yet the Mission parking proposal has prompted some community organizing. E-mail sign-up lists were passed around the hearing room, and a healthy chat about the issue now exists at a Yahoo! group. Several residents who aren’t currently members of neighborhood organizations told us they’re thinking about joining or starting one.

"I was quite amazed to see all the people," Noble said of the first hearing and the conversation it sparked. "Maybe one thing that will come out of this is more neighborhood discussions."

The DPW has also been chastened and scheduled an evening meeting in March. "We’ve heard overwhelming support that something needs to be done but overwhelming response that it’s not mechanical street cleaning," Falvey said.

"The city should really be a conduit for people to organize themselves," she added. "For any kind of long-term, sustained effort, it’s got to come from the neighbors." *

Too many big buildings

Housing is now being stuffed into downtown blocks, more than 7,000 units in the stretch running from Market Street to the Bay Bridge. This means less driving, less subdivision sprawl and fewer car-dependent office parks in the outer ‘burbs, all worries that older high-rise foes had.

EDITORIAL Actually, no.

There are indeed a lot of new housing towers under way in San Francisco, some of them soaring to heights that will block the sun and sky and wall off parts of the city from its waterfront. But there’s not a lot of evidence that they’re doing much to cut down driving and office parks.

In fact, when we went and visited a few of these spanking new buildings a year ago, we found that few of the residents actually worked in downtown San Francisco. They were mostly young Silicon Valley commuters who slept in their posh condos at night but got up in the morning and drove their cars (or in some cases, rode vanpools) to jobs at office parks or car-dependent corporate campuses 20 to 30 miles south.

There were a few former suburbanites around — but again, they weren’t San Francisco workers. They were retired people with plenty of cash who wanted to move back to town after the kids left home.

As Sue Hestor reports in "San Francisco’s Erupting Skyline" on page 7, the Planning Department is quietly but aggressively moving to raise the height limits around the edges of downtown, particularly in the South of Market area. There’s been little protest, in part because so many of the new towers are largely for housing, not offices.

Some of the giant new buildings are very much the same sort of projects we — and much of progressive San Francisco — have been fighting against for 30 years. The Transbay Terminal will be anchored by a 1,000-foot-high commercial building that will soar far above the Transamerica Pyramid. But somehow activists seem willing to accept high-rise housing in a way they would never tolerate offices — if it’s presented as a cure to sprawl.

But that requires a big leap of faith: you have to accept that San Franciscans who will walk or take transit to work are going to wind up living in those buildings. And since much of the housing is going to consist of very high-end condos — in the million-dollar range — that almost certainly won’t be true.

The new wave of development has tremendous problems and needs far more careful scrutiny than it’s getting. The Planning Commission ought to demand a demographic study to determine whether this housing actually meets the city’s needs — and put a halt to it if it doesn’t. *

Valentine’s Day date ideas

Putting together a good date can be like planning a bank robbery. You’re investing time, you’re fronting a bunch of money, and you’re coordinating complicated logistics — all in hopes of breaking the law. In this case, Murphy’s Law. I mean, let’s face it, half the time Valentine’s Day dates carry so much nervous tension and promptitude that we should all consider ourselves lucky if we wake up on February 15 with all our fingers — never mind whether we wake up alone!

There is no foolproof plan for a good date, but there is one factor that can be almost impossible for even the most lethargic lothario to mess up: the view. A nice view is always a nice view, even if you’re enjoying it with a person you think you just might hate.

So sure, you might leave the tickets at home, lock the keys in your cars, tear your inseam, spill wine on your date, or find out that she’s allergic to shellfish after you’ve made her try your seafood bisque. But at least your date might still gasp out, “The… moon… looks… pretty…” before the EMT places an oxygen mask over her mouth and wheels her out of your life forever.

These are the places where either the views or the reservations are guaranteed. The rest (ahem) is up to you.

Buena Vista Café
This place is a good bet. Get a classic Irish coffee at the place that invented it while looking out at romantic sailing ships on the Hyde street pier. They don’t take reservations, and Valentine’s is no different, so call to see how long the wait is. (Since it’ll be a Wednesday, the wait could be as good as 15 minutes.)

The view isn’t as breathtaking as some (about half of it is parking lot), but it does have the clearest views of ocean waves.

And they don’t take reservations, so you’ve got just as good a shot at a seat as anyone else.

FIXED-GEAR FIX Mr. July, bare chested, coyly toys with a Rubik’s Cube, the waistband of his Champion boxer-briefs just visible above his brown leather belt with a "Philadelphia Freedom" buckle. Mr. November, sandwiched between two Muni cars, has his T-shirt pulled up to just above his nipples, revealing washboard abs and a plethora of tattoos. Mr. February gazes longingly over the Mission rooftops, one slippered foot swinging like a come-on over the edge.

What do they have in common besides month-based nomenclature? They’re all local bike messengers who were lustily photographed by Svet, Laura Downey, Peter Taylor, and Kevin White for the 2007 "At Your Service" bike messenger calendar.

If you’re a big gay like me, you spent most of the post–Chili Peppers, pre–Warped Tour ’90s playing not fantasy football but fantasy bike squad, dreaming of scruffy, rough-and-tumble boys like the ones pictured in the calendar streaking over hill and dale on their FrankenTreks to deliver their special package to you (insert back-door delivery joke here). A few years and several actual messenger scores later (yep, that was me on Craigslist) brought the reality that fantasy is best savored virtually — but that doesn’t mean I had to quit looking.
