Dear Readers:

WebMD sent out this slightly goofy "10 Amazing Health Benefits of Sex.", an article virtually identical to dozens of others I’ve dutifully read, but you, perhaps, have been spared. Among the benefits of "healthy loving in a relationship," according to the article (summaries mine) are:

1. Less stress: Volunteers kept sex diaries and were then subjected to stressful situations. "Those who had intercourse had better responses to stress than those who engaged in other sexual behaviors or abstained."

Neat. I’m interested to note that it’s intercourse, rather than other sex acts. Added to the older study that found that feel-good hormone levels spike after intercourse but not masturbation, it’s starting to look like penis-vagina intercourse produces a unique hormonal response and possibly provides unique payoffs in the health-and-well-being department. It would be nice if someone thought to check whether intercourses available to the non-p/v-sex-having population produce similar effects, but I’m not holding my breath.

2. Immunity: "People who have sex once or twice a week produce more immunoglobulin A (IgA). Subjects who reported having less or a whole lot more sex have lower IgA."

Huh. Moderation in all things, right? I guess we shouldn’t be surprised to find it applies to sex. But does it; or were there other factors here? Maybe the high-IgA moderates were in committed relationships, while the nevers were lonely and the horn-dogs were sleeping around? Who knows?

3. Calories: "Thirty minutes of sex burns 85 calories or more," claims WebMD. "It may not sound like much, but it adds up: 42 half-hour sessions will burn 3,570 calories, more than enough to lose a pound. Doubling up, you could drop that pound in 21 hour-long sessions."

I’ve seen umpteen versions of the ridiculous sex/calories breakdown and this might be the silliest yet. Forty-two half-hour sessions (of apparently extremely energetic pumping; if you want foreplay or a kissing break, you’ll have to budget extra time) will take most couples months to achieve, and few people rack up anything like 21 hour-long sessions in a lifetime. You’d be better off on a treadmill. Or you could do try one of the following (supplied for your amusement by my exercise-geeking husband), all of which you’re more likely to fit into your daily schedule than a solid half-hour of “vigorous thrusting,” as they used to say:

2 minutes of wrestling
8.5 minutes of running
17 minutes of gardening
60 minutes of sitting and reading
135 minutes of sleeping

I’ll take 60 minutes of sitting and reading, please.

4. Cardiovascular: Researchers found that neither having nor not-having sex was correlated with strokes. More impressive, they "also found that having sex twice or more a week reduced the risk of fatal heart attack by half for the men, compared with those who had sex less than once a month."

Again, there may be other factors here, since the heart-healthy guys presumably had partners, and both loneliness and the death of a spouse are highly correlated with dropping dead. Broken hearts cause broken hearts. Still, nice news for older men who do have partners. Have at it, dudes. As for the ladies?

5. Self-esteem: "Boosting self-esteem was one of 237 reasons people have sex."

Hahaha! 237 is a mighty big number. You could fit anything in there. Reason # 6: Getting partner to leave you alone so you can go to sleep. Reason # 33: bored. Reason #235: free rent.

6. Intimacy: "Sex and orgasms raise levels of oxytocin, the famous bonding, trust, and generosity hormone." The article goes on to cite a study showing that women’s levels of oxytocin rise after "warm contact" and hugs with their husbands, but you don’t need sex to get that.

7. Pain: "In a study published in the Bulletin of Experimental Biology and Medicine, 48 volunteers who inhaled oxytocin vapor and then had their fingers pricked lowered their pain threshold by more than half."

Coolness.

8. Prostate cancer: "Men who had five or more ejaculations weekly while in their 20s reduced their risk of getting prostate cancer later by a third."

There are a lot of similar studies supporting this. And finally, a clear benefit not dependent on male/female intercourse! Any old ejaculation will do it.

9. Sleep: Oxytocin and exercise promote sleep, and lack of same is correlated with every bad thing from divorce to weight gain.

That’s … nine. I lost one somewhere.

Of course, few of us need a specific reason to have sex, nor are we likely to be sufficiently motivated by any of the above to go get some, if not already inclined. As for the slightly worrisome implication that emerges from these articles that there is one true (straight, vanilla, monogamous) sex-style that is good for us, well. If we want research into the cardiovascular effects of polyamory or immune responses to S&M, we’re just going to have to do it ourselves.

Corporations co-opt “local”

HSBC, one of the biggest banks on the planet, has taken to calling itself "the world’s local bank." Winn-Dixie, a 500-outlet supermarket chain, recently launched a new ad campaign under the tagline "Local flavor since 1956." The International Council of Shopping Centers, a global consortium of mall owners and developers, is pouring millions of dollars into television ads urging people to "Shop Local" — at their nearest mall. Even Wal-Mart is getting in on the act, hanging bright green banners over its produce aisles that simply say "Local."

Hoping to capitalize on growing public enthusiasm for all things local, some of the world’s biggest corporations are brashly laying claim to the evocative word.

This new variation on corporate greenwashing — local-washing — is, like the buy-local movement itself, most advanced in the context of food. Hellmann’s, the mayonnaise brand owned by the processed-food giant Unilever, is test-driving a new "Eat Real, Eat Local" initiative in Canada. The ad campaign seems aimed partly at enhancing the brand by simply associating Hellmann’s with local food. But it also makes the claim that Hellmann’s is local, because most of its ingredients come from North America.

It’s not the only industrial food company muscling in on local. Frito-Lay’s new television commercials use farmers to pitch the company’s potato chips as local food, while Foster Farms, one of the largest producers of poultry products in the country, is labeling packages of chicken and turkey "locally grown."

Corporate local-washing is now spreading well beyond food. Barnes & Noble, the world’s top seller of books, has launched a video blog under the banner "All bookselling is local." The site, which features "local book news" and recommendations from employees of stores in such evocative-sounding locales as Surprise, Ariz., and Wauwatosa, Wis., seems designed to disguise what Barnes & Noble is — a highly centralized corporation in which decisions about what books to stock and feature are made by a handful of buyers — and to present the chain instead as a collection of independent-minded booksellers.

Across the country, scores of shopping malls, chambers of commerce, and economic development agencies are also appropriating the phrase "buy local" to urge consumers to patronize nearby malls and big-box stores. In March, leaders of a buy-local campaign in Fresno assembled in front of the Fashion Fair Mall for a kickoff press conference. Flanked by storefronts bearing brand names such as Anthropologie and the Cheesecake Factory, officials from the Economic Development Corporation of Fresno County explained that choosing to buy local helps the region’s economy. For anyone confused by this display, the campaign and its media partners, including Comcast and the McClatchy-owned Fresno Bee, followed the press conference with more than $250,000 worth of radio, TV, and print ads that spelled it out: "Just so you know, buying local means any store in your community: mom-and-pop stores, national chains, big-box stores — you name it."


THE REAL BUY-LOCAL MOVEMENT


In one way, all of this corporate local-washing is good news for local economy advocates: it represents the best empirical evidence yet that the grassroots movement for locally produced goods and independently owned businesses now sweeping the country is having a measurable impact on the choices people make.

"Think of the millions of dollars these big companies spend on research and focus groups. They wouldn’t be doing this on a hunch," observed Dan Cullen of the American Booksellers Association, a trade group which represents about 1,700 independent bookstores and last year launched IndieBound, an initiative that helps locally owned businesses communicate their independence and community roots.

Signs that consumer preferences are trending local abound. Locally grown food has soared in popularity. The United States is now home to 4,385 active farmers markets, a third of which were started since 2000. Food co-ops and neighborhood greengrocers are on the rise. Driving is down, while data from several metropolitan regions show that houses located within walking distance of small neighborhood stores have held value better than those isolated in the suburbs where the nearest gallon of milk is a five-mile drive to Target.

In city after city, independent businesses are organizing and creating the beginnings of what could become a powerful counterweight to the big business lobbies that have long dominated public policy. Local business alliances — such as San Francisco Locally Owned Merchants Alliance, Stay Local! New Orleans, and Phoenix’s Local First Arizona — have now formed in more than 130 cities and collectively count about 30,000 businesses as members.

In San Francisco, the buy-local movement is strong. Voters and elected officials have erected bureaucratic barriers to new chain stores, and citizens have used those tools to fend off even respectable chains such as American Apparel, which earlier this year tried unsuccessfully to open a store on über-local Valencia Street. The San Francisco Small Business Commission runs a buy-local campaign that was created in December by such unlikely partners as the Guardian, Mayor Gavin Newsom, and the San Francisco Chamber of Commerce (see "Shop local, City Hall," 5/6/09).

Through grassroots buy-local and local-first campaigns, these alliances are calling on people to choose independent businesses and local products more often. They also are making the case that doing so is critical to rebuilding middle-class prosperity, averting environmental collapse, keeping more money in the local economy, and ensuring that our daily lives are not smothered by corporate uniformity.

Surveys and anecdotal reports from business owners suggest that these initiatives are changing spending patterns. While the federal Department of Commerce reported that overall retail sales plunged almost 10 percent over the holidays, a survey in January by the Institute for Local Self-Reliance (where I work) found that independent retailers in cities with buy-local campaigns saw sales drop an average of just 3 percent from the previous year. Many respondents attributed this relative good fortune to the fact that more people are deliberately seeking out locally owned businesses.

CORPORATIONS TAKE NOTE


None of this has slipped the notice of corporate executives and the consumer research firms that advise them. Several of these firms have begun to track the localization trend. In its annual consumer survey, the New York–based branding firm BBMG found that the number of people reporting that it was "very important" to them whether a product was grown or produced locally jumped from 26 to 32 percent in the last year alone. "It’s not just a small cadre of consumers anymore," said founding partner Mitch Baranowski.

Corporate-oriented buy-local campaigns that define "local" as the nearest Lowe’s or Gap store are now being rolled out in cities nationwide. Some represent desperate bids by shopping malls to survive the recession and fend off online competition. Others are the work of chambers of commerce trying to remain relevant. Still others are the half-baked plans of municipal officials casting about for some way to stop the steep drop in sales tax revenue.

Many of these Astroturf campaigns are modeled directly on grassroots initiatives. "They copy our language and tactics," said Michelle Long, board president of the San Francisco–based Business Alliance for Local Living Economies and executive director of Sustainable Connections, a seven-year-old coalition of 600 independent businesses in northwest Washington state that runs a very visible and — according to market research — very successful local-first program. "I get calls from chambers and other groups who say, ‘We want to do what you are doing.’ It took me a while to realize that what they had in mind was not what we do. Once I realized, I started asking them, ‘What do you mean by local?’ "

Examples abound. In Northern California, the Arcata Chamber of Commerce is producing "Shop Local" ads that look similar to the Humboldt County Independent Business Alliance’s "Go Local" ads, except they feature both independents and chains. Spokane’s "Buy Local" program, started by the chamber, is open to any business in town, including big-box stores. Log on to the "Buy Local" Web site created by the chamber in Chapel Hill, N.C., and you will find Wal-Mart among the listings.

But there’s a huge difference — even on strictly economic grounds — between shopping at a local chain store and a locally owned store. Studies have shown that $45 of every $100 spent at locally owned stores stays in the community, helping other local businesses and supporting government services, whereas only about $13 of every $100 spent in chain stores remains local.

When the city of Santa Fe, N.M., decided to launch a campaign to encourage people to shop locally, the Santa Fe Alliance, a coalition of more than 500 locally owned businesses that has been running a buy-local initiative for several years, signed on. At the kickoff in March, the alliance’s director, Vicki Pozzebon, emphasized the economic impact of shopping at a locally owned business versus a chain.

"After that, the city asked me not to push the $45 versus $13, but just say ‘local.’ " Pozzebon said.

The city’s message, according to Kate Noble, a city staffer who runs the program, is that shopping at Wal-Mart is fine, as long as it’s not Walmart.com. But Pozzebon said, "It has only diluted our message and confused people."

These sales tax–driven campaigns may well be doing more harm to local economies than good, according to Jeff Milchen, co-founder of the American Independent Business Alliance. "If you encourage people to shop at a big-box store that takes sales away from an independent business, you’re just funneling more dollars out of town."

The irony of trying to solve declining city revenue by trying to get people to shop at the local mall is that the mall itself may be the problem. While many California cities are facing budget cuts and even bankruptcy, Berkeley has managed to post a small increase in revenue. Part of the reason, according to city officials, is that Berkeley has more or less said no to chains and is instead a city of locally owned businesses that primarily serve local residents. That creates a much more stable revenue base. Berkeley hasn’t benefited from the temporary boom that a new regional mall might create, but neither has it gone bust.

FIVE FREE THINGS TO DISCOVER IN SF

Urban adventures don’t have to cost money

Although wasting a day in Dolores Park or purposefully misdirecting tourists might be great way to have some free fun, anything can get redundant after a while. That’s why I put together this list of amazing free things to discover in San Francisco. Whether you’ve been here your whole life or just landed today, you’re bound to find something entertaining on this list.

The Wave Organ at the end of the jetty extending past the Golden Gate Yacht club in the Marina. It’s not bellowing quite like it used to, but the Wave Organ is a perfect particle of San Francisco’s quirkiness. Built by the Exploratorium, the Wave Organ consists of 25 PVC pipes of various lengths jutting through concrete into the bay below. The sounds it makes depend on the height of the tide.

The Seward Street Slides at Seward and Douglass streets in the Castro District. Cardboard: free. Concrete slides: free. Getting bloody scrapes from combo of cardboard and concrete slides: priceless. The two concrete chutes are constructed so that when you get to the top and sit on a piece of cardboard, you slide down. Bring wax paper for even greater velocity.

The Xanadu Gallery at 140 Maiden Lane. If you’re excited about free stuff, chances are you can’t afford anything in this gallery. But looking around is free — and awesome! Designed by Frank Lloyd Wright at the same time that he was doodling the Guggenheim, Xanadu Gallery (built as the VC Morris Gift Shop), has a remarkably similar interior to its New York City cousin — seemingly devoid of right angles and full of curving ramps. I’d pay so much money to see Tony Hawk go to town in here.

The Tiled Steps and Grand View Park, 16th Avenue at Moraga. Bring your sweetie and climb the lovely 163 tiled steps. Stop at the top and breathe a bunch. Then climb the next set of stairs to the right, and the ones after that. Now you’re in Grand View Park. Breathe a bunch more while checking out the staggering view. Smooching at the top is optional (but excellent).

The Jejune Institute, 580 California, Suite 1607,. Imagine if Lost took place in San Francisco. But instead of wandering the jungle dodging weird smoke monsters and "the others," you could explore the city in ways you never imagined. The JeJune Institute is kinda like that, only better. I don’t want to ruin anything for you, so all I’m gonna say is go there with a couple free hours, a cell phone, and $1.10 (not technically free but seriously the best $1.10 you’ll ever spend). The Jejune Institute blew my mind so hard that the top of my skull still flaps in the wind.

Let the students practice on your head

Has anyone ever said you have a great face for hair modeling? Volunteering as a hair model gives salon trainees a chance to fulfill all their requirements for becoming full-time stylists. True, salons have become more guarded about their freebies, sometimes nixing the programs altogether. But a few freebies are still out there.

A few caveats: you’ll need an open, available schedule. Some salons have casting calls or will screen you for certain characteristics online or over the phone. Decide if you want a cut or color, and exactly what type of styling you have in mind. Why are you still paying for Internet access?

Information may want to be free, but Internet service providers want to charge you too see it. That doesn’t have to crimp your style; there’s plenty of free Wi-Fi — and ways to get free movies and phone service.

Let’s start with a little disclaimer: When you’re talking about getting things like free Wi-Fi, or free phone service, even "free" comes with a price. You’re going to have to invest in some equipment to get free stuff later. You might also need some training — but that’s available free.

For free classes where you can learn more about how to build some of the technologies I’ll be talking about below, check out the Noisebridge hacker space near 16th and Mission streets (www.noisebridge.net/wiki/Noisebridge).

Now, here’s the dirt on how you can stop paying for phone service, cable, Internet, and online media.

FREE INTERNET SERVICE

Novice level: If you have a laptop with a Wi-Fi card, you should never have to pay for an Internet connection while you live in the San Francisco Bay Area. There are countless cafes that provide free Wi-Fi to their customers. Yelp offers a good, up-to-date list of free Wi-Fi cafes in San Francisco at www.yelp.com/list/free-wireless-cafes-in-sf-san-francisco.

In San Francisco, check for free Wi-Fi provided by commercial vendor Meraki using this map: sf.meraki.com/map. Every branch library in San Francisco, Berkeley, and Oakland offers free Wi-Fi.

Techie level: If you’d like to get free Internet service at home and not have to visit your local cafe all the time, you can build a cheap antenna so that you can see countless networks all around your house. If you are going to be borrowing your neighbors’ Wi-Fi service, please observe this cardinal rule: You are a guest, so use their service sparingly. Checking e-mail is fine, surfing the Web is fine, but downloading giant movie files is extremely uncool.

FREE MOBILE PHONE SERVICE

Novice level: Make all of your phone calls over the Internet using an IP phone. You can either invest in an IP phone and make phone calls using free Wi-Fi cafes and free city networks, or you can get the headset and microphone to plug into your laptop so that you can use Skype or another free Internet voice service.

Techie level: Turn your home phone into an IP phone.

Here are other ideas that some people have tried (and we, of course, don’t recommend that anyone does anything against the law). One of the open secrets about cordless phones is that it is extremely easy to steal phone service using them. Many cordless phones use the DECT chipset, and special laptop cards are available that that allow the users to trick cordless phones system into thinking that the laptop user is one of the cordless phones associated with it. www.dedected.org/trac

FREE MEDIA

Novice level: There are plenty of services online that offer free media, from Hulu.com, which offers a lot of free television and movies, to Archive.org, which has a vast collection of public domain films. Neither Hulu nor Archive.org requires you to download any special software. Or if you’d like something classier, you can download free, public domain classical music at MusOpen! www.musopen.com

Techie level: Use a BitTorrent client to download public domain music and movies that you can save on your computer. CreativeCommons.org lists many artists who offer their music for free. Public Domain Movies offers torrents of movies available to you for free. www.publicdomaintorrents.com

Other options people have tried: Some use a BitTorrent client to download any movie, television, music, software, or books that they like, using a popular Torrent search engine like Isohunt. There are a lot of what you might call grey area legal media at the Pirate Bay. That oufit is located in Sweden, a country that recenty elected representatives of the Pirate Party to serve in the European Parliament.

You may be broke, but you can still smoke

It’s not well advertised, but if you’re short on money and need your organic herbal medicine, many of the city’s pot clubs will give it to you, free. Some places ask for proof of income or require membership while some are more loose about it. You won’t get big bags, either — typically the freebie is a gram. But while the American Medical Association and the insurance companies argue in Washington, D.C., about how to keep their fingers on the cash, local medical marijuana dispensaries are actually trying to serve needy patients.

The Green Door offers free marijuana every Thursday from 12 noon to 2 p.m. for those who can’t afford it. No proof is required.

And there’s more: every Sunday from 2 p.m. to 6 p.m., the center offers members free how-to-grow classes taught by David Gold, author of The Complete Cannabis. Members also get a free lending library for cannabis-related materials as well as free holistic health services such as hypnotherapy, chiropractic, naturopathy, yoga, reiki, traditional Chinese medicine, Western herbalist consultations, and Alexander Technique classes.

Go ahead, give it away — that’s the way the next economy may work

The 2003 documentary film The Corporation established that corporations were psychopathic entities, prone to irresponsibility, manipulation, and remorselessness. Now writer Douglas Rushkoff contends that we — the human beings — have started to act like corporations. His new thought-provoking book — Life Inc.: How the World Became a Corporation and How to Take it Back (Random House) — retraces how society has internalized the corporate values that disconnect us from one another. The current economic meltdown, he argues, is our chance to overthrow this dysfunctional model. We talked to him about a very different economy — one based on things that are free.

SFBG Your outlook is bleak, but you are still optimistic enough to see a way out. What’s your plan?

Douglas Rushkoff This crisis is an opportunity to start doing things for each other. First we have to be daring enough to enter gift economies, where we exchange favors freely and openly without even keeping track, just assuming that it’s all going to work out. So if someone needs tutoring or help mowing his lawn, you should do it. Eventually we’ll realize how much less money we need to earn to get what we need.

SFBG You acknowledge that accepting favors in exchange for other ones feels messy and confusing to us. Why is that?

DR We’re afraid of being indebted to somebody else. In order to accept something from another person, you also accept your indebtedness and acknowledge your gratitude. Money feels cleaner to us. People prefer hiring a person to babysit for their child rather than accepting a favor from the old lady down the street — because if you accept, what social obligation have you incurred? What if she wants to join you at your next barbecue? What if she now wants to be your friend? So now we all have to work more to get money to buy things that we used to just exchange freely with each other.

SFBG You blame the corporations for convincing us that we are self-interested beings. How did they achieve that?

DR They thought that the mathematician John Nash’s bad game theory applied to real life. A number of experiments tried to show that human beings made decisions like poker players for personal short-term gain and assuming the worst about other people. None of the experiments actually worked: the secretaries they did the experiment on behaved collaboratively and compassionately.

The better scientists, like Dr. Glynn Isaac, an Africanist from Harvard, demonstrated beyond the shadow of a doubt that food-sharing and collaboration are what allowed homo sapiens to survive. Nevertheless, we intentionally built an economy and a scarcity-based currency to promote the self-interest.

People look at the economy we’re living in as a fact of nature. They don’t see it as a set of rules that was put in place by a particular people at a particular time. They look at money the way a doctor looks at the bloodstream. They don’t understand that it’s a social construction and that we can rewrite it.

July 4 is Mime Troupe day in San Francisco, by tradition. Dolores Park, the place. There the venerable San Francisco company launches its annual free summer show — this year, the excellently timed and executed Too Big to Fail — surrounded by a varied throng of activists fanning out with ironing boards and literature among an audience of many hundreds basking in July rays, subversive laughter, and their own cheerful numbers.

Call it a day of independence from the usual bullshit, the jingo-jingle of national unity played for the masses from on high. This year Mime Troupe day got a city government imprimatur (making it actually "Mime Troupe Day" on official parchment somewhere) in a nod to the rabble-rousing satirical political theater troupe’s 50th year raising hell and inciting revolution. Generally speaking, when the government pats you on the back for that kind of thing, you want to check it didn’t leave behind a sticky with a bull’s eye. But the gesture seemed genuine enough. After all, the San Francisco Mime Troupe has in no small way contributed to the cultural clout the city enjoys as one-time font of the now revered (or at least hotly marketable) ’60s counterculture.

Founded in 1959 by RG Davis as a definitely not silent but highly physical instrument of radical aesthetic and political convictions, the Mime Troupe didn’t just mirror the counterculture; it was a driving force for it. And the free plays in the park — which began in 1962 and took the form of irreverent, politically charged reworkings of 16th-century commedia dell’arte scenarios and characters — were central to its aggressively popular, anti-bourgeois orientation.

From those early, gleefully spectacular free speech fights in Golden Gate Park — days when it was actually pitted in "obscenity" battles against the city government, in the form of the Parks Commission and the police — to clashes with cops and courts in Colorado and Canada over its still-provocative takes on American racism and civil rights in the guise of an old-fashioned minstrel show; to its midwifery of radical activist theaters like Teatro Campesino or anarchist rebels like the Diggers and their everything-free movement, it’s fair to say the Mime Troupe was more than a twinkling reflection of the zeitgeist.

Through the following four decades, the Mime Troupe, which became a collective in 1970, evolved and notably diversified with the times and their audiences, riding the vicissitudes of avid but also chaotic years, much of them spent touring extensively. Over what you might call three general and overlapping waves of collective leadership, it has endured. But has its mission?

"Absolutely," affirms Ed Holmes, a couple of days before the July 4 premiere. With the currently 10-member collective since 1986, Holmes is one of four members who came on in the mid- to late 1980s, and a powerful comedic performer revered for, among much else, his exquisite imitation of Dick Cheney. He fires off a definition: "To take a political analysis — radical, progressive, leftist, political analysis — make it entertaining, and take it out to the people in the parks, and give it away for free."

"The story’s the message," adds Pat Moran, a member since 2005 and the principal composer-lyricist of the Troupe since longtime member Bruce Barthol retired a few years ago. "But also the message is the going and setting up the show. The people working together, the people doing it, the fact that it’s produced every year on a slim budget with little time. That commitment is just as much a part of the show as the written piece."

Michael Gene Sullivan adds: "The audience should always leave any play, not just a Mime Troupe show, different people than they were when they entered. If they leave the same and are just entertained, the show is an abysmal failure." And how should they leave a Mime Troupe show exactly? "I want them to rush right out and overthrow capitalism," says Sullivan, the collective’s head writer since 2000, when he took the baton from longtime head writer Joan Holden. "That would be a good day."

At the same time, the challenges facing the company in 2009 are very real, most of them economic. Sullivan, with other members, points to the recent drastic yet financially necessary scaling-back of tours as a serious frustration. Bay Area living costs have also impinged on the day-to-day business of the organization, according to Ellen Callas. "People have had to take more and more outside work to fill in the gaps. It’s harder and harder to have a critical mass, even at meetings where important decisions are made," explains Callas, a member of the collective since 1986, "[But] none of us are willing to give up the dream of the Mime Troupe."

With their own building in the Mission District (purchased in the 1970s), unusual dedication, and commitments that include a teaching program for at-risk teens and workshop internships, the Mime Troupe does seem happily determined to press forward. Arthur Holden, veteran Trouper from the early 1960s until the 1990s, suggests it’s the collective structure of the Troupe itself that is key to its longevity — and no doubt part of its larger appeal too. "It’s what distinguishes the Mime Troupe from most other theaters: a sense of the collective members that they are really controlling their existence. That’s very important and it isn’t too easily found, in the theater or generally in the world."

Prison report: The Machine rolls on ….

It’s a travesty that California is willing to remove so much money from the state university system that CSU is not going to accept any new applications for the Spring, 2010 semester. And the governor has ordered that state workers not go to work the first three Fridays of every month and all state court houses will be closed one day a month.

Is it just me, or are the Legislature, the governor and the media all insane? What happened to early releases of nonviolent/nonserious offenders and illegal immigrants being deported? Wasn’t this supposed to be save more than $1 billion? All I have heard is that they are taking away our Friday visits and plan on feeding us only one hot meal a day and two sack lunches. I’m sure that cutting us down to two days of visiting a week is a sure sign of the rehabilitation experts represented by the California Department of Corrections and Rehabilitation.

On a positive note I read yesterday that 89 technical parole violators with less than 60 days remaining on their sentences were released in an effort to help with the budget. Wahoo! Eighty-nine people. What a dent I’m sure that makes. Maybe they can use the money they just saved to send a few people to college next spring.

I keep saying it over and over – all the people that California is talking about releasing are going to get out anyway. So what difference does it really make if they get out six months early? I’m sure the kids who wanted to go to school this spring (and their parents) won’t mind if some inmates who were going to get out this year go home a little earlier.

So, who is it that really cares? The California Correctional Peace Officers Association, CDCR and the politicians who see it as political suicide to release prisoners. But the real murder is of your children’s educational opportunities.

Board approves sale of CTs – but there’s a twist

On Tuesday, the Board of Supervisors voted unanimously to approve the sale of four city-owned combustion turbines, with a final vote on the matter still pending. But an amendment to the ordinance built in some wiggle room for the San Francisco Public Utilities Commission to reconsider as strategies advance to shut down the Potrero power plant.

The CTs — which can be used to produce electricity during periods of peak demand — were nearly used to develop in-city electric generating facilities last year that would have replaced the existing Potrero power plant. Those plans were ultimately abandoned, the units have been sitting in storage in Texas ever since, and the Potrero plant has continued running 24/7. When Mayor Gavin Newsom introduced his interim budget in June, he included the sale of the turbines for $10 million — much lower than market value, but the maximum amount the city is entitled to under the terms of a settlement agreement that turned them over to San Francisco in 2003.

During last year’s debate over the construction of the city-owned power plants, it seemed like the city had no choice but to live with either the Potrero plant or the city-owned peaker plants in order to satisfy the requirements of the California Independent System Operator, a quasi-governmental agency that oversees the electricity grid and determines the amount of power needed to ensure reliability during worst-case scenarios. But in May, Newsom, SFPUC General Manager Ed Harrington and several others sent a letter to the Cal-ISO outlining a plan to have it both ways: They proposed closing down the entire Potrero plant and employing upgraded transmission lines, instead of in-city generation, to bridge the electricity gap.

If that plan is accepted by the Cal-ISO, all four CTs can be sold off, and the Potrero plant could finally be shut down. But whether or not the Cal-ISO is open to that idea remains up in the air.

Paving the way for privatization

City officials are considering shutting down the municipal asphalt plant — the source of material for repaving roads and fixing potholes — in order to facilitate construction of a private plant on the waterfront that the city would agree to help finance and support over the long term.

While the privatization plan is being billed by project proponents as a way to save money during tough financial times, it raises questions about whether relying on the private sector for this essential material could hurt the city’s ability to make emergency repairs and ultimately end up costing taxpayers even more.

For the cash-strapped Port of San Francisco, which will make millions of dollars leasing land for the new facility, this is unquestionably a good deal. But for the rest of the city, which is losing a potentially valuable public resource it has operated since 1909 when the first municipal plant opened, the answer is a bit less clear.

Douglas Legg, manager of finance and budget at the Department of Public Works (DPW), argues that the municipal plant is not cost-effective and that the city would pay less if it contracts with an outside vendor. In a 2006 study, Legg found that the city’s cost to produce a ton of asphalt was $75 while private plants offered it for $67.

"It’s true that E.B.I. Aggregates and Graniterock are a little cheaper because they have a market advantage: they own their own gravel quarries," admits Ben Santana, who has managed the municipal plant in the Bayview for the last 21 years. But he still thinks his facility plays an important role. "Otherwise they would have gotten rid of us long ago. We can mobilize in a few hours and city trucks don’t have to wait in line with other clients."

In the aftermath of the 1989 Loma Prieta earthquake, the municipal plant proved to be a valuable asset. "The plant wasn’t damaged. We sent our crews to take care of cracks and voids that had suddenly opened up," Santana recalls. "So the city didn’t have to go south to get material, or pay to get the private plants to open."

Indeed, in 2006, DPW held off the proposed shutdown in order to maintain its access to asphalt in emergencies. Officials worried about being dependant on plants outside city limits, especially since E.B.I. in Brisbane was slated to cease operations in the upcoming years, which would have left Graniterock potentially enjoying a monopoly that could result in price increases.

Although the agency recognizes that it has to have an asphalt plant inside city limits to function well, it is losing the political will to maintain its own. So when port officials approached DPW with their plan to attract a private asphalt operator, the threat to close down the municipal plant resurfaced.

The port has issued a request for proposal (RFP) for an asphalt-batching plant to be built on Pier 94. The selected bidder would be bound to negotiate a long-term contract with the city guaranteeing it would supply asphalt at a price tied to the Northern California asphalt price index.

The port and DPW assume the potential market for asphalt in the city will be large enough to draw private operators. But that belief seems to contradict the rationale behind the decision to close the municipal plant in the first place, which was that it couldn’t produce volumes large enough to bring the price per ton down.

"The demand from the street resurfacing program was nowhere near as high as we thought it would be," Legg says. In 2004, DPW installed two silos on the site to store hot asphalt and increase production. DPW was hoping to generate additional revenue for the department by selling asphalt to private contractors and other agencies. But two years later, Legg concluded in his report that the plant not only failed to turn a profit, it was facing a $100,000 shortfall to repay its investment.

Demand might be picking up, though: city officials expressed their intention to make up for years of neglect in the upkeep of San Francisco streets by introducing a $368 million safe street and road repair bond measure for the November ballot. The plan would boost the number of blocks to be resurfaced from 100 to 400 for the next 10 years, something that might make the city-owned plant more cost-effective. But Legg skeptically points out that the plant still requires replacement of some key components.

"Last year we had a $60 million capital budget for all capital improvement needs in the city from the general fund sources. This year, we’ve got $22 million," Legg says. "They’re scarce dollars. I can’t speak for what the Board [of Supervisors] will chose to do, but it’s challenging to get capital money."

Legg also noted the city plant’s "frequent breakdowns" and limited capacity to store raw materials, criticism countered by Santana. "The plant was modernized in 1993. Sure, some equipment does date to 1953, and I’ve been pushing to replace them for years. But it’s nothing the city can’t afford. Yes, it does sometimes go down. That’s part of operating a plant. But we’ve never run out of material because I always make sure to have some on ground or en route."

Brad Benson, project manager at the Port of San Francisco, discounts the recent limited asphalt consumption in the city, noting major development proposals in the city’s future. "Think about shipyard development, Treasure Island development, Caltrain, parking lots," Benson says. "If there’s not the demand, there won’t be bids. No one is going to invest $3 [million] to $10 million, whatever it costs to build an asphalt plant, if they don’t perceive a market."

But what might also hook prospective bidders is the provision, stated in the RFP, that the "risk capital to construct the facility (may be offset by city financing)." Benson explains that "this concept was introduced here in the midst of the financial crisis when people were having trouble finding sources of capital. The city may have access to some lower cost sources of debt."

Benson said he doesn’t know if city financing would be needed. "Obviously, the port prefers bidders that come in with their own sources of financing. That has been the model to build the neighboring concrete plants. The only reason to consider it is if the city combines lower-cost financing and could get lower cost asphalt in return. Then it might be worth doing."

It’s an interesting paradox: the city wouldn’t have funds to upgrade its plant, but would be ready to chip in to outsource?

But there are other issues driving the proposal. Karen Pierce, a Bayview- Hunters Point community activist who sits on the port’s Southern Waterfront Advisory Committee, told us she would "like to see the municipal plant move away from where people live. There needs to be a buffer area. A newer plant on port property would be further away, and we would have the opportunity to make sure it uses technologies that reduce the amount of pollution."

The municipal asphalt plant, which has never received complaints for pollution, currently incorporates 15 percent of recycled asphalt in its production. The RFP requests its potential tenant raise this amount up to 45 percent.

The proposed lot is also three times bigger than the existing one on Jerrold Avenue and has the advantage of being located near a maritime terminal where sand and gravel, the aggregates mixed with tar to produce asphalt, are imported. Also, there are two concrete batching plants and a construction material recycling center in the vicinity.

"Co-locating businesses that share each other’s products and reducing long-haul truck trips are the kernels of a broader idea for an ecoindustrial park that the port is developing in this area of the waterfront," Benson says.

If the asphalt plant project falls through, the port does have a backup plan: it is considering leasing the site to yet another concrete plant. Bids on both proposals are due in September, after which the Board of Supervisors will consider whether to close the city’s plant.

What’s wrong with San Francisco?

The San Francisco supervisors made some significant changes to the budget and saved some $40 million worth of programs that the mayor wanted to cut or privatize, but the Newsom for governor ads will still be able to proclaim that the mayor solved his city’s budget problem without raising taxes or cutting police and firefighters.

Instead, this fall some 1,500 city employees are slated to be laid off, 400 of them in the Department of Public Health. Many recreation directors will get pink slips. Human services will lose at least 100 people. Nonprofit service providers will see much of their city funding disappear. The money to pay for public financing of the upcoming supervisorial and mayoral races is gone. Newsom’s pet (and expensive) 311 service will still be open 24 hours a day (with a lot of the money coming from Muni).

Not one of the city’s hugely redundant fire stations will close, even for a few days at a time. The bloated police budget will see no significant cuts, and the cops and firefighters will still get raises. The mayor will continue to employ five people in his press office.

And the only new revenue in the budget comes from fee increases on Muni, public parks, after-school programs, street fairs, restaurants, and the like.

Sup. John Avalos, chair of the Budget and Finance Committee, told us this was the best deal the supervisors could get, and it’s true that the board forced Newsom to add back a lot of money he wanted to cut. But the committee stopped far short of doing what it should have done — fundamentally changing the priorities of the Newsom budget.

Campos told us that he had "mixed feelings" about the deal and expressed concern about the board’s ability to shape midyear cuts and the lack of commitment from Newsom to support support placing revenue measures on the November ballot. Mirkarimi said he was happy with the dollar amounts of the add-backs but proposed holding in reserve some funding for the mayor’s pet projects — a tool for ensuring that Newsom consults with supervisors on the midyear cuts as promised — but Avalos opposed the idea.

Avalos said he’s relying on Newsom’s commitment to him: "The mayor has given me the assurance that he will not make unilateral decisions." But Newsom has a history of breaking such promises.

And the supervisors have not included any new tax revenue in the budget projections. Which puts San Francisco far behind Oakland.

The Oakland City Council has plenty of problems, and the mayor of Oakland, Ron Dellums, has been missing in action on a lot of the city’s problems lately. But when the mayor and the council had to address the budget problems, they came up with a solution that includes at least $6 million in new taxes. While that sounds like a small number, it’s almost 10 percent of Oakland’s budget shortfall. And the new taxes, which will need voter approval in a special July 21 election, are included as part of the budget plan for fiscal 2009-10.

Two of the new taxes — a levy on pot clubs (which the clubs themselves strongly support) and a loophole-closing measure that forces big businesses to pay their fair share of real estate transfer taxes — require only a simple majority vote to take effect. The reason: the council voted unanimously to declare a fiscal emergency and put the measures on the ballot. That allowed the city to avoid the state law that requires a two-thirds vote on most new taxes.

Measures C, D, F, and H make up a generally progressive package that has the support of Council Members Rebecca Kaplan and Jean Quan and Rep. Barbara Lee. We’re happy to endorse all four.

Measure C is a 3 percent increase in the city’s hotel tax, which would rise from 11 percent to 14 percent. Half the new money would go to the Oakland Convention and Visitors Bureau while the other half would be split between the Oakland Zoo, the Chabot Space and Science Center, and cultural arts programs and festivals in the city. We could argue with the distribution (arts festivals should probably get more money and the Visitors Bureau less) but overall, it raises the hotel tax to the level of most other cities in the area and would raise money for the sorts of programs hotel taxes typically fund.

Measure D is a technical amendment to the Oakland Kids First law that mandates spending on programs for children and youth. It changes the spending requirement from 1.5 percent of total city revenues to 3 percent of the general fund. That’s slightly less money than the program currently gets, but a lot more than it has had over the past decade. The coalition that put Kids First on the ballot in 1996 (and modified it in 2008) supports this modest change.

Measure F is a creative new tax. It would impose a 1.8 percent gross receipts tax ($18 per $1,000 in sales) on medical marijuana businesses. Most efforts to hike business taxes face bitter opposition from business owners, but in this case, the pot clubs are happy to pay. In fact, the four dispensaries in Oakland are among the measure’s strongest supporters. Paying taxes tends to legitimize the clubs — and while it’s going to be tricky to track sales in what is still largely a cash business where records have in the past been kept vague to avoid the threat of federal prosecution, this is a strong step in the right direction.

Measure H would prevent big corporations from cheating Oakland out of real estate transfer taxes. Under current law, a business that owns property in Oakland and is bought by another business (or becomes part of a merger) doesn’t have to pay transfer taxes on the property it owns. Closing that loophole could bring in as much as $4.4 million a year.

There’s a lesson here for the much larger city across the Bay.

San Francisco desperately needs new revenue. And while the mayor has talked, in vague terms, about maybe supporting some sort of tax measures in November, he hasn’t committed to anything. There are several proposals floating around the board, the latest of which is a Labor Council-supported tax on alcohol consumption, but no coherent package. The progressives on the board — both those who support the compromise Newsom budget and those who don’t — need to set aside those differences, now, and get to work on finding ways to bring in enough new money to deal with the impacts of further state cuts and stave off some of the layoffs slated for the fall.

The main obstacles are Sups. Sean Elsbernd and Michela Alioto-Pier. Everyone who cares about saving services in this city needs to pressure them to back away from their GOP-style no-new-taxes stands. If those two would at least agree to let the voters decide on new revenue measures, the city would likely get a unanimous board — and the ability to raise taxes with a simple majority vote.

Oakland’s pot club tax and real estate transfer tax are great ideas that can be directly imported to San Francisco. The city’s business tax could be made more progressive (and bring in new revenue) with a simple change in the tax rates (higher on the big outfits, lower on the small ones). We’re dubious about a sales tax increase — even a half-percent hike would bring the local tax rate to 10 percent. And, even though the alcohol tax isn’t exactly progressive, those ideas could be acceptable as part of a package.

The main thing is that the city will need, at minimum, another $100 million this fall, and probably ought to be looking at raising twice that much. Oakland — a city with far fewer resources, a much smaller business base, and radically less wealth — is managing to fight its deficit with progressive taxes. What’s wrong with San Francisco?

P.S.: Sup. Chris Daly was outspoken in his criticism of the budget deal, blasting Newsom and even taking on his former aide and longtime ally, Avalos. But for all his bluster about the mayor, Daly couldn’t bring himself to oppose Anson Moran, Newsom’s nominee for the Public Utilities Commission. Moran was a staunch ally of Pacific Gas and Electric Co. when he was the PUC’s general manager, and the full board should reject him. *

There was plenty in the long New York Times Magazine cover story profile of Gavin Newsom to induce the Technicolor yawn. But the sentence I found most offensive was buried after the jump, down at the bottom of a page of type: "While generally considered a liberal by people outside of San Francisco, Newsom has not shied from confronting the left with tough love."

Say, what?

Whenever you read something in the Almighty Times that uses terms like "generally considered," you need to stop and think. Considered by whom? And what the hell does the Times mean by "liberal?"

You can define that word any way you want — Wikipedia has a long history, and outlines the difference between the classical liberalism of John Locke, Adam Smith, and David Ricardo (much of which we would now call libertarianism) and the social liberalism of the postwar era. I think any honest definition, though, rests in significant part on the notion that unregulated free markets are not always the best way to allocate resources, that government has a role in helping the needy, and, perhaps most important, that one of the primary functions of government is to reallocate income and resources to increase equality — that is, to tax the rich to feed the poor.

Liberalism got a bad name in the 1960s, particularly when it was used to apply to politicians like Lyndon Johnson and Hubert Humphrey, who had the right ideas about using exceptionally high taxes on the very rich (the marginal rate in that era was more than 70 percent) to fund programs like the Great Society, but were utterly wrong about the Vietnam War and the use of U.S. military force abroad. And in the 1970s and 1980s, liberal politicians like Phil and John Burton in San Francisco became way too close to the real estate developers.

But words have to mean something, or the whole gig is over. And, as far as I’m concerned, a mayor who refuses to raise taxes to cover a huge budget deficit, and instead cuts wholesale from programs that help the poor, is not by any definition a "liberal."

He’s not terribly good at "tough love," either.

The Times uses his implementation of Care Not Cash as an example — the program, the magazine says, "essentially ended direct payments to homeless people and put the money into service agencies instead." Not exactly true — Newsom ended direct payments to homeless people, but the "care" part of the package was never really there. And it’s all gone in this latest budget. That’s not tough love — it’s just tough.

The idea that Mayor Newsom of San Francisco is a good liberal who is still willing to challenge the left every now and then is just mythology. Newsom (generally, to use the Times’ favorite word here) has no relations whatsoever with the left. That fact might help him in the campaign — Californians as a whole are not as progressive as San Franciscans. But let’s at least be honest about it.

And of course, the lavish story is another sign that the Newsom campaign is rolling ahead very nicely. "The fact that a national newspaper of the stature of the Times decides that Gavin Newsom is the story in the governor’s race is certainly a plus," Eric Jaye, Newsom’s chief political advisor, told me. I’d say that’s a bit of an understatement. *

On the gubernatorial campaign trail, Mayor Gavin Newsom has been touting the claim that he balanced city’s budget without any tax increases – not usually something liberals (which Newsom sometimes claims to be) generally boast about, particularly when it causes mass layoffs and service reductions – but there’s a plethora of fee increases.

Just look at tomorrow’s Board of Supervisors agenda, which includes 17 different increases in various fees and permit costs proposed by Newsom. So you’ll pay more if you need medical care, throw a street fair, use a city field, smoke cigarettes, sell art on the street, have a kid in an after-school program, or a number of other activities. The mayor’s proposed budget hiked fees by 41 percent.

But if you’re a rich out-of-town corporation, or wealthy property owner, or some other constituency that Newsom wants to protect from the dreaded T-word, don’t worry. He’s got your back.

Progressives aren’t feeling much joy over the city budget deal that was cut yesterday between Mayor Gavin Newsom and Sups. David Chiu and John Avalos (respectively the board president and chair of the Budget Committee), and that’s not just because it gave the gubernatorial candidate the chance to shamelessly crow, “The contrast is stark, isn’t it? In Sacramento, it’s a state of emergency. In San Francisco, a budget deal.”

It’s true that the deal to restore $43.7 million in Newsom-proposed cuts – more so-called “add-backs” than a Board of Supervisors has ever made to a mayor’s budget — was a real compromise, not coincidentally about half of what the board’s progressive majority was looking for, and it averted bloody budget standoff that neither side wanted.

But the cuts to progressive priorities are still deep and Newsom’s wasteful pet projects and taxpayer-funded political operation remain intact (Paul Hogarth has a good analysis of the numbers here). And the whole episode just feels a little like it was scripted by Team Newsom, starting on June 1 when the mayor unveiled his budget and said, “I count on you to add back a lot of the things I don’t want to see cut.”

Of course, that was followed by an aggressive butting of heads: the police and fire unions slammed the rookie supervisorial leaders hard, even running a sound truck through Avalos’ neighborhood calling for his recall, which progressive activists and union leaders responded to with increasingly confrontational tactics, even blocking Newsom’s Pride Parade vehicle with a “die-in.”

Ultimately, the clashes led to a compromise that Avalos described to us as: “It’s as good as we could possibly get.”

San Francisco has been a "transit-first" city since 1973, when the Board of Supervisors first adopted the policy of officially promoting public transit, pedestrians, and bicycles over the automobile. But the label has really been in name only — until this year.

Through an unusual confluence of policy initiatives that have been moving forward for several years, San Francisco is finally about to have a serious discussion about the automobile and its impacts. And parking policies are being used as the main tool to reduce traffic congestion, better set development impact fees, increase city revenue, and promote alternatives to the automobile.

"Our parking requirements need to be revised to support this [transit-first] policy by limiting parking supply — the single greatest incentive to drive — where transit and other modes are viable alternatives," reads the city’s Better Neighborhoods Plan.

While the very notion of deliberately limiting parking will likely be met with howls of protest by many drivers — indeed, urban planners already acknowledge that it’s probably not politically feasible to make drivers pay for their full impacts — they also say it’s the only way to decrease the over-dependence on the automobile.

"Without limiting parking, people will choose an auto-oriented lifestyle and continue to drive. Traffic will continue to worsen, and we will never shift the balance in favor of ways of getting around that are more effective in moving people," the plan continues.

Yet the push isn’t as dire for drivers as its stark language suggests, thanks to some innovative initiatives that could ironically make it even easier to park in some areas than it is now, in the process easing traffic congestion by eliminating the number of cars circling the block looking for parking spaces, which studies show can often account for up to one-third of the cars on the road.

DEMAND-BASED PARKING PRICES


The SF Park program is scheduled to begin later this summer in eight pilot areas, providing real-time parking data to give drivers better information on where to find spots and controlling demand with a market-based pricing system that raises rates when spots are scarce, encouraging turnover and freeing up spaces.

It is just one of many current initiatives. The city is looking at extending meter hours to nights and Sundays and adding parking meters in Golden Gate Park (those are simply revenue measures aimed at city budget deficits). Another study is examining the nexus between parking and developer impacts that could be used to charge new fees for construction. There’s also a comprehensive study of on-street parking policies that will be going before the Board of Supervisors (sitting as the San Francisco County Transportation Authority) next month after nearly five years in the works.

Yet creating more progressive parking policies requires political will, which will surely be tested in the coming months. Indeed, this year’s battle over the Municipal Transportation Authority budget — whose $128 million deficit was closed by Muni fare increases and services cuts rather than parking increases by a ratio of about 4-1, thanks to pressure from drivers and Mayor Gavin Newsom — was an early indicator of the pitfalls that exist within the politics of parking.

Using a $20 million federal traffic congestion management grant, SFMTA has spent years developing the SF Park program, approving most of the details last fall and planning to roll it out by summer’s end.

"Under-regulated on-street parking results in limited parking availability, inefficient utilization of spaces, and excess vehicular circulation," begins the San Francisco On-Street Parking Management and Pricing Study Final Report, which is headed to the Board of Supervisors next month. "This program will assess the effectiveness of using pricing and complementary strategies as a way to manage demand for parking."

The program will be rolled out in eight areas, coordinating parking information in more than 6,000 street spaces and 20 city-owned parking garages, and using that information to adjust parking rates — charging more when spots are scarce and for additional hours — to try to achieve a parking occupancy rate of about 85 percent.

"An on-street parking occupancy of 85 percent has been demonstrated by parking experts … as the benchmark for the practical capacity of on-street parking. At 85 percent occupancy, approximately one available space is expected per block, thus limiting the cruising phenomenon and generally assuring the availability of a space," the study reads.

SFMTA spokesperson Judson True called SF Park "the future of parking management, adding that "we are taking a big bite of the parking management pie with SF Park, which is the most advanced parking management system of any U.S. city."

THE TRUE COST OF CARS


It’s just the latest work product from transportation planners that have spent years behind-the-scenes developing programs to deal with the city’s over-reliance on the automobiles. "It’s all part of a strategy of using parking as a demand management strategy," said Zabe Bent, a planner with the San Francisco County Transportation Authority.

She is working on the parking policies, as well as a proposal to charge motorists a congestion fee for driving into the downtown, which comes before the Board of Supervisors this fall (although implementation is probably at least three years away).

Bent said city officials are working on a number of fronts to shore up San Francisco’s "transit-first" status and prepare for growth in what is already one of the country’s most congested cities. So some of the decisions coming up are bound to be tough.

"It’s a tradeoff we need to make to achieve our goals," she said, noting that the central question transportation planners are wrestling with is, "How do we achieve a more sustainable growth pattern?"

Such noble intentions can always get hung up on politics, and the ever-present question of how to pay for it during an era of fiscal crisis. So it appears the city may have to get creative with funding its new approach to parking.

Alica John-Baptiste, the assistant planning director overseeing the parking impact fee study, said that while it does appear to be a big year for new parking policies, "this conversation has been underway for a number of years. A lot of the discussions we’ve had are now being studied."

Most recently it was the citizens committee that developed the Market-Octavia Plan — one of the first to cap how much parking developers may build along with the projects — that sought guidance about what the city could legally do to recover the full costs associated with automobiles.

"There were a bunch of questions that came up about parking as an issue," she said of the Market-Octavia process. So the Planning Department and other city agencies began to explore the cost of parking as part of the city’s update of the Transit Impact Fee that is charged to new development, with the idea of expanding that to include impacts to all modes of transportation.

"We are looking at parking as a land use and its impact to the [transportation] system," she continued. "This is a city that really wants to support other modes than just transit."

The contract for that parking nexus study was awarded to Cambridge Systematics earlier this month with initial recommendations expected by the end of the year. That study is expected to show that developers and drivers don’t come anywhere near paying for the full cost of the automobile to San Francisco. "These nexus studies usually suggest a much higher fee rate than is feasible to provide," she said.

In other words, drivers and developers would freak out if asked to pay for their full impacts, arguing that that doing so would stifle development, hurt the economy, punish those who need cars, etc. So the fees will likely be set lower than needed to cover the city’s costs.

Even in the short-term, simply extending meter hours into the evenings — as SFMTA is now studying to help the city deal with its budget deficit — is likely to trigger a pitched battle between progressive supervisors and politicians who side with some merchant groups that consider parking sacrosanct.
David Heller, president of the Greater Geary Merchants Association, will be one of those leading the charge. By way of argument, he criticized San Francisco as "a very business-unfriendly city" compared to competitors like Colma and Burlingame and laid out this scenario: "After 6 p.m., there are no power lunches going on. People want to relax. Imagine you sit down to a nice dinner. You’ve got your wine and are enjoying your appetizer and in the middle of your meal, you have to get up and feed the meter. When you return, the ambiance has been lost. What are the chances you’ll return to that restaurant?"
And so it goes with the politics of parking, where pressing realities clash with visceral reactions, driver prerogatives (such as the "right" to feed the meter, which actually isn’t legal), and other distracting entitlement issues.

"In 1989 the freeway went all the way to Turk Street," said Henderson, an assistant professor of geography at San Francisco State University, describing how the raised concrete roadbed, built in the 1950s, cut across this neighborhood and blocked the sky — until the Loma Prieta earthquake hit and damaged the final section so badly it had to be torn down.

That natural disaster triggered a public discussion about the use of the surrounding space, and a 15-year fight that culminated in 2005 in the dedication of the Green, which is part of the Octavia Boulevard Project. Neighbors and business owners pushed the city to convert a damaged freeway into a landscaped park.

That sort of change fascinates Henderson. "I am interested in how people move around cities, and how urban space is configured for movement," he said.

The young professor was raised in New Orleans and wrote his dissertation on transportation and land use debates in Atlanta — which, as Henderson notes, is "the poster child for sprawl but became a hotbed in the ’90s of a national discourse about how we should grow, which became this very interesting debate about reurbanizing."

Henderson’s research focuses on the politics of mobility. He decided to move to San Francisco in 2003 because he saw it as an opportunity to live in a city where a car is not necessary and to study the history of the city’s freeway revolt, which began in the 1960s.

And while he is proud of this park, which was dedicated as Hayes Green then renamed for the late Patricia Walkup, a Hayes Valley resident who tirelessly advocated for the park until her death in 2006, Henderson thinks the local politics of parking have reached "a spatial stalemate."

"During the freeway revolt of the 1960s, San Francisco rejected the freeway but not the automobile," Henderson explained. "But even as San Francisco residents decided that they did not want big gashes of freeway through their waterfront, the Marina, and Golden Gate Park, the city continued to have laws that said every housing unit was to have one parking space.

"So the city adopted a transit-first policy on paper, but didn’t take space away from cars. And if you don’t do anything, you’re not solving the problem."

The problem in San Francisco is what he called the "essentializing of cars."

"A core idea within the parking debate is that there is a universal love affair with the automobile," Henderson explained. "But Obama is downsizing GM and Chrysler, and for the first time since 1960, vehicle miles traveled have started to go down. Until last year, the mantra was that Americans are going to drive. But then we found out that at $4 a gallon, this country freaks out and changes."

Earlier this year, Henderson published a paper that analyzes the city’s politics of parking through the lens of two ballot initiatives from the November 2007 San Francisco election.

"San Francisco’s parking debate is not just about parking. It is a contest over how the city should be configured and organized, and for whom," Henderson wrote in his paper, titled "The Spaces of Parking: Mapping the Politics of Mobility in San Francisco."

His research led him to conclude that progressives, who want to make the city more bike- and public-transportion friendly, are pitted against the more conservative elements (he calls them neoconservatives), who want to increase space for parking and cars at all costs, with the moderate (or in his words, "neoliberal") factions tangled in between.

Part of Henderson’s critique involves estimating the hidden costs of parking — and as it turns out, that can be done using Google and Craiglist. According to a San Francisco Municipal Transportation Agency 2008 fact sheet, there are an estimated 320,000 on-street parking spaces in San Francisco, including metered spaces, each consuming, on average, about 160 square feet.

According to a 2002 presentation by Jeffery Tumlin, a national transportation consultant, if the city rented these spaces for the lowball rate of $1,000 a year, San Francisco would rake in $320 million annually.

There would be no shortage of demand — market prices are way higher. Henderson’s review of Craiglist unearthed folks who looking to rent parking spaces in San Francisco and willing to pay from $100 to $500 a month.

But SFMTA — which issues more than 89,000 residential parking permits annually and recently opted to cut Muni service and routes and increase fares on public transit rather than extend parking meter hours to balance its budget shortfall — decided to increase the cost of these parking permits, starting July 1, by only $2, from $72 to $74 — per year. That’s less than 10 percent of market value.

The resulting revenue will be dedicated to the cost of administrating the program — not to offset the hidden costs of parking, which include carbon dioxide emissions, air pollution, congestion, and occupying valuable space.

Henderson is intrigued by the relationship between parking policy and a complex set of factors that include public health, obesity, and the cost of affordable housing. He notes that if a city’s housing policy requires developers to provide a parking space for each housing unit, too often developers don’t build that housing, or build it smaller, or build it as part of a luxury complex.

"The progressive response to this dilemma is to try to get government to eliminate the one parking-space-per-unit goal and cap the total amount of parking built. Meanwhile, the neocons, who believe government should be active in creating more parking, rail against more bus lanes," Henderson said.

As he notes, common to both groups is the desire for government to help them achieve their vision.

"Much as we see San Francisco as a progressive place, it’s also peopled by neoliberals and very conservative folks — and progressive and neoliberals coalesce on the issue of ‘smart growth.’ And there are lot of progressives who have a car and say, ‘I don’t want to be car dependent; I’d like to do city share, but I’d feel stranded.’ And those who say ‘I always want to have my own car, but I only drive it once a month.’"

Conceding that "tweaking the system" will cost money, Henderson cites congestion pricing as an area where the various factions can find agreement.

"The important question is, what will the revenue be used for?" Henderson said, noting that some will argue that if you charge motorists to use roads, then the money should be used to improve the roads, which is what has happened with toll roads in Texas.

But in San Francisco, activist are pushing the opposite approach. "Whereas the sustainable transportation movement in San Francisco wants to use the revenue from congestion pricing to fix Muni and discourage driving," he continued.

In his paper on parking policy, Henderson details exactly how parking allocations push up the price of housing — and change the face of ongoing developments.

A typical off-road parking space takes up 350 square feet when room to move in and out is factored in — and that’s comparable to many offices and living spaces in San Francisco. The parking alone costs $50,000 to $100,000 to develop — a cost that’s passed on to the homebuyer.

But in most neighborhoods, developers can’t avoid parking, because of planning laws. "This means that neighborhoods like the iconic North Beach simply could not be built today," Henderson wrote, noting how mandatory parking provisions mean that the lower floors of new buildings are likely to contain parking garages, not storefronts and cafes, and garage entrances take away street parking and limit where street trees can be planted.

"But at least contesting car space is on the table in San Francisco" Henderson said. "That makes it an intriguing bellwether for other places."

The massage parlor mistake

OPINION Taking advantage of the recent turmoil over the huge city budget cuts, Mayor Gavin Newsom and Sup. Carmen Chu, have pushed though malicious legislation imposing criminal charges and restrictions on massage parlors. Many are outraged that this costly legislation was prioritized — we want to know why it was, and how much it will cost to implement. Lawyers are questioning its legality.

Under the guise of concern for women’s safety, Chu and Newsom falsely claimed that the law would stop sex trafficking. We’ve heard these lies before. Politicians who want to increase the criminalization of sex workers confuse prostitution, which is consensual sex for money, with trafficking, which is forced and coerced labor, sexual or otherwise. The reality is that most parlor employees work consensually and often collectively, without force or coercion. In Rhode Island, where indoor prostitution is legal, similar legislative maneuvers are in the works, also using the pretext of trafficking to make criminals of women working indoors.

Chu and Newsom claim they are targeting parlor owners, but by pushing the industry further underground, their legislation makes workers, many of whom are immigrant women, more vulnerable to violence and exploitation. Workers will suffer most from the increased raids, arrests, and criminalization. Fearing arrest and/or deportation will mean fewer women will report rape or other violence and exploitation when they occur.

What is the real political agenda here? Chu and Newsom have said that the proposals "could make it easier to close the 50 or so city-licensed parlors suspected of selling sex." If and where sex is being sold, parlor closures would force women onto the streets — where it is 10 times more dangerous to work. Those who are arrested are likely to end up in prison — to the devastation of their children — or deported. What good reason is there to endanger women’s safety and break up families this way, especially during hard economic times?

San Franciscans question why, when most trafficking cases occur in the agricultural, construction, clothing, and domestic industries, anti-trafficking measures target immigrant sex workers working of their own free will. We suspect racist gentrification policies are behind this legislation. Developers will be allowed to seize land in the Tenderloin and downtown areas if massage parlors are forced to close. This deceitful, profiteering law imposes huge fines, criminal charges, and has a punitive clause making the parlors pay for unspecified enforcement charges against them.

Considering that not long ago, police were exposed for taking thousands of dollars from massage parlor workers, involving them in the licensing process creates fertile ground for increased corruption.

What is wrong with selling or buying sex if both parties consent? After all, 42 percent of San Franciscans voted last November for Proposition K, which would have decriminalized sex work, despite a campaign of fear mongering and misinformation by the mayor and district attorney. New Zealand successfully decriminalized prostitution six years ago to "promote occupational health and safety" and "protect from exploitation." There has been no increase in prostitution, pimps, or traffickers, and women are more able to report violence and insist on their rights. It’s time for San Francisco to do the right thing and stop criminalizing sex workers.

Protest HIV program cuts

Today at 5 pm the LGBT labor group Pride at Work will hold a vigil on the steps of City Hall protesting the mayor’s deep budget cuts to programs that are vital to much of the queer community. The vigil runs until midnight, so you can stop by after work.

As Fog City Journal reports, this is the second major Pride at Work protest over the budget cuts — the group staged a die-in in front of Mayor Newsom’s car in the Pride Parade. As Newsom attempted to step around the protesters, they let him have an earful on the effects of his budget cuts that slashed funding for the Departments of Public Health and Human Services

“The die-in demonstrated reality. When you cut HIV programs, people will sero-convert. When you cut the drug programs, people will die,” Harvey Milk Club president Rafael Mandelman told the Guardian today. He said the protest indicates that the mayor “can’t ride same-sex marriage forever. We’re grateful for the mayor’s efforts in that area, but we need budgets that will protect vulnerable populations and queers. People’s lives are at stake.”

Despite the passage of Prop. 8, Newsom does indeed seem to still be riding the crest of same sex marriage. In a recent fundraising letter for his gubernatorial campaign, a supporter enthuses: “Mayor Newsom married S– and I in his office in 2004. He always held our relationship equal to his own… S– and I will always love him for standing with us and fighting for us.”

But some LGBT leaders are starting to feel that the choices of what departments to cut back are not equal in the least.

Robert Haaland is a labor activist and long time leader of the local chapter of Pride at Work. He told us the budget cuts “are no different from what Schwarzenegger is doing. No new revenue, deep cuts to health and human services. It’d be fine if he was running as a Republican governor.”

Haaland pointed out that when Newsom ran against Supervisor Matt Gonzales in 2003, Newsom was neutral on gay marriage, and Gonzales got the majority of votes in District 8, which includes the Castro.

“He changed his position on marriage, but that doesn’t give him license to use marriage as a shield for budget cuts affecting LGBT and poor people,” Haaland said.

And Mandelman sums up, “It’s great to celebrate marriage, but for a lot of people it’s a luxury.”

BART strikes looms

BART riders may need to come up with other modes of transportation next week.

A strike by BART employees threatens to shut the system down on Tuesday after weeks of heated labor contract negotiations have gotten nowhere.

At midnight on June 30, BART’s four-year labor contract with five different unions will expire. Workers threaten to strike, effectively shutting down BART and disrupting commutes for thousands as they fight to negotiate a 3 percent increase in pay to accommodate cost of living and better benefits.

But BART management isn’t budging. It wants to balance the $250 million budget deficit by reducing payroll, which its says accounts for 75 percent of the budget, and increasing fares in July and December. BART also wants to work out some outdated work procedures that they say cost time and money.

D.A. Kamala Harris gets back on track

Erica Terry Derryck, the deputy Public Information Officer at D.A. Kamala D. Harris’s office sent out the following statement last night.

“Back on Track is an innovative initiative that has achieved remarkable results. It has dramatically reduced recidivism — the re-offense rate –and saved money for taxpayers. This is exactly the type of innovation we need in order to tackle the chronic problem of recidivism in California during a time of chronic budget deficits. The flaw in the initiative was fixed when it came to my attention. No innovative initiative will ever be created without some unanticipated flaws to be fixed along the way, but this must not stop us from tackling tough problems with smart solutions.”

The statement followed the Guardian’s request for an interview, in the wake of a Chronicle article that was essentially a reprint of a story that the LA Times ran, attacking San Francisco’s D.A. for “letting illegal aliens go” from the Back on Track program.

The Chronicle story was written by crime reporter Jaxon Van Derbeken, who recently received money and an award from the Center for Immigration Studies, an anti-immigrant group, for his reporting related to the city’s sanctuary ordinance last year.

Immigrant rights advocates charge that with that series and this more recent attack on the D.A.’s Back on Track program, the Chronicle is milking racist stereotypes, under the guise of “legal status” stories.

To date, the Chronicle continues to defend its decision to let Van Derbeken accept the CIS award and money.Van Derbeken won’t say how much money he got, but records show that CIS has in the past coughed up $1,000 a pop to reporters who wrote immigrant-bashing stories.

The cops and the carpetbaggers: Part II

This week, we report on the political fireworks surrounding the city’s budget process, which got especially loud last week at the dueling rallies outside City Hall.

As the Chronicle noted, Police Officer’s Association President Gary Delagnes — who lives in Novato — made waves by calling the city’s progressive Supervisors “carpetbaggers” and “idiots” while speaking at a rally organized by the police and firefighters’ unions to protest the Board’s changes to the mayor’s proposed budget. (“What the fuck right does Delagnes, who doesn’t live in the city, doesn’t pay property taxes in the city, doesn’t even get to vote here, have to complain about [Sup. John] Avalos?” Guardian editor Tim Redmond wondered on our blog.)

Mayor Gavin Newsom was onstage shaming the Supes right alongside the police and fire union leaders, helpfully reminding everyone that seismologists have said it’s not if, but when the Big One will strike. (Speaking of earthquakes, do we really want our hospitals to be understaffed and cut to the bone if disaster hits?) Selling the park

GREEN CITY Considering that it exists just a short hop from the industrial grind of Third Street, Candlestick Point State Recreation Area is a surprisingly wild and peaceful 150-acre bayshore park.

On a recent afternoon, a man practiced his golf swings, a group fished off a pier, and a lizard darted across a trail and into a clump of wildflowers, all apparently unaware of the storm gathering around the future of this waterfront habitat.

State Sen. Mark Leno’s Senate Bill 792 would give the State Lands Commission and State Parks Department the authority to negotiate an exchange of 42 acres in the park for patches of land on the former Hunters Point Naval Shipyard, allowing Lennar Corp. to build condos in the state park and reducing Bayview’s only major open space by 25 percent.

Leno claims that SB 792 "will help realize one of the few remaining opportunities for large-scale affordable housing, parks, open space, and economic development in San Francisco by authorizing a key public-private land exchange necessary for the development of Hunters Point/Candlestick Park."

"A lot of this property is dirt, and much of it is used by the 49ers for parking. It’s not high quality park land," Leno told the Guardian.

In addition to adding some amendments suggested by the Sierra Club, Leno said state and federal agencies must approve the deal, which would also require a full environmental impact report. "There will be no environmental shortcutting," Leno said.

But environmental advocates are outraged that Mayor Gavin Newsom and his chief economic advisor, Michael Cohen, are trying to get state legislators to facilitate an unpopular land swap that allows an out-of-state developer to build thousands of condos on state tidelands in exchange for strips and pockets of the toxic shipyard (see "Eliminating dissent," 6/17).

"When Michael Cohen asked us to endorse what they were calling a conceptual framework, he called it a rush to the starting line and promised us a full and robust discussion of the actual proposal," Kristine Enea, who works for the India Basin Neighborhood Association, said of last year’s Proposition G. "We’re not trying to stop the development, but we want a discussion. And we’re raising questions that otherwise won’t be raised until after the environmental impact report is completed."

In April, Newsom wrote to Sen. Fran Pavley, who chairs the state’s Senate Committee on Natural Resources and Water, claiming that plans for the shipyard and Candlestick Point had already been endorsed by the San Francisco Board of Supervisors and overwhelmingly approved by voters in June 2008.

"By utilizing a true public-private partnership, this [SB 792] will cause tens of millions of dollars of public open space investment to state park lands and public trust lands, at no cost to the state or the city’s general fund, providing a significant benefit to the state as well as to the citizens of San Francisco," Newsom wrote.

As part of the land swap, Lennar would pay fair market value for much of the parkland, with estimates of about $40 million that would go to the state for managing the remaining acreage. Lennar proposes to build 7,850 housing units on Candlestick Point, and it’s unclear how many of those will go into what is now a state park.

Critics say Newsom is trying to use Prop. G like a hammer to force through legislation that wouldn’t pass locally and would destroy the park’s current functions and wildlife habitat, forever changing life in Bayview Hunters Point, due to the scale and socioeconomic and environmental impacts of Lennar’s proposed redevelopment.

Created by the legislature in 1977, CPSRA is the state’s first urban park. It offers panoramic views of the wind-whipped bay, San Bruno Mountain, and Yosemite Slough, the only unbridged waterway in the city’s southeast sector. And while it’s not typically crowded, the park is well-used by residents, who like to hike and jog, walk their dogs, and windsurf adjacent to Monster Park stadium.

Saul Bloom — whose nonprofit group, Arc Ecology, angered Cohen and Newsom in February when it published "Alternatives for Study," a draft report that identified deficiencies in Lennar’s current proposal — admits that a section of the park is a weed-filled lot that 49ers fans use for parking on game days.

"But the leasing for parking contributes $800,000 toward park maintenance annually," Bloom told the Guardian, noting that this is a vital source of funding in tough times.

He also noted that the California State Parks Foundation recently raised $12 million to restore Yosemite Slough and the California Solid Waste Management Board (whose members include former Sen. Carole Migden, whom Leno defeated last year) recently completed a $1 million rehabilitation of a former construction debris field on the state park property.

But neither this nor the state Budget Conference Committee’s recent decision to institute a $15 surcharge on vehicle license fees of noncommercial vehicles as a dedicated funding source to keep California’s state parks open will save CPSRA from being hobbled if SB 792 is approved in its current state.

"Surely other land can be used for building condos. Affordable housing and condo residents need open space too," said Peter Barstow, founding director of Nature in the City, noting that the 42-acre parcel of contested land represents 25 percent of the park, but only 5 percent of the 770 acres the developer has at its disposal to build 10,500 units of proposed housing.

"Any loss in acreage would seriously diminish the ability of the park to serve the city’s needs, especially with 10,500 new units proposed for the Lennar development," Barstow said.

He said some "logical swapping" is possible. "But they are doing some numbers game, in which they are counting a huge amount of parkland that is already there."

"We should be thinking how to connect these ecologically isolated islands," Barstow said, who sees this debate as an opportunity to link CPSRA to wildlife corridors in McClaren Park and Bayview Hill. "The development should be in the interest of the people, critters, wildlife and plants in the Bayview, not in those of someone in an office thousands of miles away."

He also scoffed at proponents’ arguments that the density of the development means that it is smart urban growth. "Just because a development is dense is not an argument to build it on a park."

Cohen recently told the Guardian that the 77 acres of the 49ers stadium and all the paid parking inside its facility will be filled with "mainly retail and entertainment," while the 42 acres of state park would be used to build condos.

Meredith Thomas of the Neighborhood Parks Council noted that her group "fully supports the revitalization and redevelopment of the Candlestick Point/Shipyard area … But when folks voted for Prop. G in June 2008, nowhere did the measure say that by voting for it, you are agreeing to sell parkland."

"We are always concerned when municipal land that is being used as a park is put up for sale," Thomas said. "While it’s a state park, it really functions as a neighborhood park for those who use it. I think what happens when we plan for large developments is that we don’t do enough to plan for parks with the density increase that’s coming."

The Sierra Club has been leading the charge against the bill. "We lose 40 acres but gain a bathroom," Arthur Feinstein, the Sierra Club’s local representative jokingly told the Guardian. "Now that’s a good deal!"

Observing that the organization’s position is "no net loss of acreage, no loss of biodiversity, no loss of wildlife corridors," Feinstein said, "There are a ton of alternatives to this plan and no reason to destroy 25 percent of the park or build a bridge and a road over Yosemite Slough."

With Arc’s studies showing that the bridge, which will cost $100 million to construct, only shaves two minutes off travel time, Feinstein added: "This is a road to nowhere. It’ll cost $50 million a minute."

He also said that allowing a company to buy state parkland "sets a terrible precedent… Then every state park is at risk from developers as the state’s budget woes grow. I hope Sen. Mark Leno sees this."

"No one would ever think put housing on Crissy Field," Feinstein continued. "But in the Bayview, the attitude is, why not? That whole mentality has made the area into an environmental justice community. Even when it’s given something, it comes in a costly way to the community, but a cheap way for the developers."

Velvet goldmine

They came from outer space (via Haight Street) sometime in 1969, and first to prominence as the palpably 3-D entr’acte between late-night underground and vintage movie reels at the old Palace Theater in North Beach. There they mounted a sort of acid-fueled, glitter-bearded, hippie drag-queen free-for-all, causing immediate convivial mayhem among the rowdy stoners there assembled. This was only the beginning. The Cockettes were a streak of homegrown countercultural iridescence registering profound if indeterminate influence on the lives of us all — even if you’ve never heard of such musical revues as Tinsel Tarts in a Hot Coma.

Midnight movie sequel of sequels: after 40 years they’re back, as Thrillpeddlers presents a devilishly sharp and inspired revival of the Cockettes’ Pearls Over Shanghai. Perhaps their most polished gem — indeed, their first scripted production, penned by Cockette Link Martin — Pearls is a rousing mock-operetta of strikingly elaborate low-budget design (notoriously padded in its original incarnation with the contents of a costume trunk pinched from the visiting Peking Opera), catchy music, and highly questionable taste, loosely based on an unabashedly Orientalist 1926 Broadway play, The Shanghai Gesture. Wonderfully arch and exquisitely fashioned, this pungent bit of business is a triumph for director Russell Blackwood (who broods and bellows and taps beautifully in the role of Mother Fu) as well as his winning cast and crew — which in addition to special guests like Connie Champagne, includes original Cockettes Scrumbly Koldewyn (composer, musical director and accompanist), Rumi Missabu (unforgettably reprising his role as the evil Madame Gin Sling), and Tahara and Bill Bowers (collaborating with Kara Emry on the eye-popping costumes and makeup).

Pearls hasn’t just aged well — it may be even more offensive than when it premiered. But somewhere too, amid all the jade and jaded ladies, is a whiff of the innocence and insouciance, glamour and naughtiness of those earlier years. Not to mention the "complete sexual anarchy," which, as John Waters counsels sagely in The Cockettes, Bill Weber and David Weissman’s excellent 2002 documentary, "is always a wonderful thing."

No surrender, no retreat

The dueling budget rallies that preceded the June 16 Board of Supervisors hearing on the city’s spending priorities officially ended the conciliatory approach offered by Mayor Gavin Newsom — a rhetorical political gambit that the Mayor’s Office never really put into practice.

The emotionally charged police and fire workers’ rally — where Police Officers Association President Gary Delagnes riled up the crowd by ridiculing supervisors as "idiots" and "carpetbaggers" — featured Newsom as the guest of honor at an event overseen by Eric Jaye, the political consultant running both the firefighters’ union budget offensive and Newsom’s gubernatorial campaign.

On a stage lined with American flags and burly public safety workers, Newsom condemned the progressive supervisor’s proposal to amend his budget over a blaring sound system. "They’re asking us to retreat," Newsom said, in full battle cry mode, "and we’re not going to do that."

Across the street, city employees from the Department of Public Health held a competing rally, flying a banner that read "No Cuts to Vital Services!" It was painfully obvious that in a squabble between city employees, the mayor was positioning himself on the side of well-paid, powerful union members who got raises instead of layoffs, rather than the public health workers and advocates for the poor whom Newsom’s budget cut the deepest.

But before progressive supervisors challenged Newsom’s proposed budget — which ignored the supervisors’ stated priorities, despite Newsom’s December pledge to work closely with the board on it — the rhetoric was quite different. "We work through our differences and ultimately try to look at the budget as apolitically as possible," Newsom said during a June 1 event unveiling his budget. "It’ll only happen by working together."

Six months earlier, when the mayor made a rare appearance at a Board of Supervisors meeting to announce the unprecedented budget shortfall of more than $500 million, he adopted a similar tone. "We have the capacity, the ingenuity and the spirit to solve this," Newsom told the board in December. "It’s going to take all of us working together. It’s in that spirit that I am here."

The mayor’s proposed budget has spurred outrage from poor people and progressive supervisors, who charge that his decision to cut critical services while simultaneously bolstering funding to the police and fire departments is morally repugnant.

Sups. John Avalos, David Campos, and David Chiu responded by passing an amendment in committee to slash $82 million from the public-safety budget in order to restore some of the cuts to public health and social services. After that move, the spirit of "working together" quickly eroded, and seemed to be replaced by the bare knuckles politics of fear and division.

After the rallies, which even spilled indoors and devolved into shouting matches between the two camps, supervisors finally got to work on the budget. And they didn’t ask Newsom to retreat, they just asked him to listen and work with them.

The $82 million dent in the public-safety budget was described as a symbolic gesture to get the mayor to take progressive concerns seriously. "For many of us, it was the only way we felt we could have a seat at the table — a seat that was real, where the discussion was going to be meaningful," Campos said.

"I do not think that this budget is bilateral. It is a unilateral budget," Chiu noted at a Budget and Finance Committee meeting.

This year’s budget battle is especially intense because of the unprecedented size of the deficit, as well as the dire economic conditions facing many San Franciscans. California’s unemployment rate climbed to 11.5 percent in May, and stood at an only slightly less miserable 9.1 percent in San Francisco, according to the state’s Employment Development Department.

Meanwhile, anecdotal evidence suggests that the number of San Franciscans in need of emergency food assistance, homeless services, and help with other basic necessities has spiked. Everyone seems to be feeling the pinch, but for the least fortunate, falling on hard times can mean relying on city-funded services for survival.

Against this dismal backdrop, big questions are emerging about the role of government. "The city’s budget," City Attorney Dennis Herrera noted at a recent hearing, "is correctly called the city’s most meaningful policy document. More than any other piece of legislation, it sets out the priorities that tangibly express the values of the City and County of San Francisco."

Sup. Ross Mirkarimi took this idea even farther at the budget hearing. "Aside from the politicking and any of the hyperbole, we [have to] do the best we possibly can for all the people of San Francisco," he said. "But in particular, the vulnerable classes, because what is also at stake is … the key question: Who’s this city for? And who gets to live here over the next 10 to 20 years, considering how cost-prohibitive it is to be in San Francisco?"

The budget battle is shaping up around some fundamental questions: is this budget going to protect the politically powerful while ignoring the thousands who are in danger of slipping through the cracks? Or will everyone be asked to make sacrifices to preserve the city’s safety net? And as these difficult decisions are hashed out, is the mayor going to sit down with the board to seek common ground?

A board hearing on the cuts to health services — which state law requires cities to hold when those cuts are deep — illustrated the divide with hours of testimony from the city’s most disadvantaged residents: those with mental health problems, seniors, SRO tenants, AIDS patients, and others.

"If we make the wrong decisions, it will mean that our homeless folks will be in ever-increasing numbers on the street. It means that folks with HIV will not receive the care they need. It will mean that kids will not have the after-school programs they need during their critical years. It will mean that our tenants will continue to live in substandard housing," Chiu summarized the testimony.

Avalos, the Budget Committee chair who has led the fight to alter Newsom’s budget priorities, has said repeatedly that cutting critical services does not work in San Francisco. And even as he proposed the amendment, he expressed a desire to reach a solution that everyone, not just progressives, would find palatable.

"We want to talk directly to the mayor, to have him meet us half-way, about how we can share the pain in this budget to ensure that we have a balance in equity on how we run the city government," Avalos noted as his committee began its detailed, tedious work on the budget. "We can do that across the hall here at City Hall, and we can do it across every district in San Francisco."

The Board approved the interim budget that more evenly shared the budget pain on a 7-3 vote, with Sups. Bevan Dufty, Carmen Chu, and Michela Alioto-Pier dissenting (Sup. Sean Elsbernd was absent because his wife was giving birth to their first child, but was also likely to dissent).

If Newsom chooses to veto the interim budget or the permanent one next month — which the board would need eight votes to override — San Francisco could be in for a protracted budget standoff, the least "apolitical" of all options. But for now, the political theater is yielding to the detailed, difficult work of the Budget and Finance Committee.

Progressive members of the committee have already signaled their intention to scrutinize city jobs with salaries of $100,000 or positions in each department that deal with public relations.

Among those highlighted in a budget analysts’ report is Newsom’s public relations team, a fleet of five helmed by a Director of Communications Nate Ballard, who pulls down $141,700 a year. Yet when the Guardian and others seek information from the office — for this story and many others — we are often stonewalled, ignored, or insulted.

During the budget hearings, the disproportionately high number of positions with six-figure salaries in the city’s police and fire departments also came under scrutiny. "What has worked in a lot of other agencies is you have employees who care deeply enough about the City and County of San Francisco that they are willing to give back in terms of salaries," Campos commented to Fire Chief Joanne Hayes-White during a budget hearing, referring to firefighters’ refusal to forgo raises.

Another looming question is whether new revenue measures will be included as part of the solution. While progressive supervisors continue to call for tax measures as a way to stave off the worst cuts to critical services, Newsom proudly proclaimed his budget’s lack of new taxes.

A press release posted on Newsom’s gubernatorial campaign Web site suggests that since raising revenues doesn’t fit with his bid for governor, it’s not likely to be entertained as a possibility. "Mayor Newsom crafted a balanced budget on time," a press release notes, "without any new general tax increases, without reducing public safety services."

It’s a stand that’s certain to yield more political clashes down the line.

"I don’t see how we can get out of this budget without bringing additional revenue into the system," Campos noted at the committee hearing. "Once people learn about the situation we are facing, they will understand the need for the city and county as a whole to contribute."

With a 2010 state proposition on gay marriage in the works and a national gay rally on the Washington Mall being planned for October 10-11 of that year, it’s obvious that more and more of the LGBT community’s resources are being funneled into the battle for marriage equality, while other causes go begging.

Already gay marriage has become a black hole that is sucking untold amounts of money, time, and energy out of our community. In the 2008 election alone, gay marriage supporters raised $43.3 million to defeat Proposition 8, the anti-gay marriage initiative that California voters passed by 52 percent. It may be the biggest chunk of change the community has ever spent for a single fight.

A QUESTION OF PRIORITIES


I’m not against gay marriage. If queer couples want to be as miserable as straight ones, that’s their choice. Marriage is a failed institution. With a 54.8 percent divorce rate nationally and a 60 percent rate here in California, there’s no doubt in my mind that heterosexual "wedded bliss" is more of an oxymoron than a reality.

What’s troubling to me as a queer activist of almost 40 years (much of that time spent on economic justice work) is that, with the tremendous amount of homelessness, poverty, and unemployment in our community, we are spending so much dough on the fight to give a minority of folks — those who opt for tying the knot — rights and privileges that straight married folks have.

Sure, it’s unfair that married straights get tax breaks, not to mention the status of next-of-kin for hospital visits and medical decisions when one partner is ill, and queers don’t. Altogether, married couples have 1,400 benefits, both state and federal, that domestic partners and single people don’t enjoy. It’s a matter of simple justice that the playing field be leveled. Only a right-wing idiot could disagree with that. Now, if only we could fight to give everyone (including singles) those 1,400 benefits.

For me it’s a question of priorities. We are living in scary times. Unemployment is sky-high; millions are without healthcare, including children; foreclosures are robbing homeowners and tenants alike of their housing; and business collapses are leaving a lot of people out in the cold and unable to pay the rent or the mortgage.

DINKS NO MORE


The queer community is no better off.

It’s a popular misconception that queers have a lot of disposable income. The "double income, no kids" (DINK) myth was promoted in the 1980s by gay publishers who wanted to expand their advertising base and their profits. These days, to read many gay publications, you’d think that all queers are going on fabulous vacations and buying expensive clothes, jewelry, and electronic gizmos.

That myth was easily dispelled by a recent study, "Poverty in the Lesbian, Gay and Bisexual Community," published this March by the Williams Institute at UCLA. Like "Income Inflation: the myth of affluence among gay, lesbian, and bisexual Americans," the groundbreaking 1998 study by M.V. Lee Badgett of the Department of Economics at the University of Massachusetts at Amherst, the Williams report found that many members of our community aren’t shopping ’til they drop. They can barely afford to put food on the table.

Nationally, 24 percent of lesbians and bisexual women are poor compared to 19 percent of heterosexual women; 15 percent of gay and bisexual men are poor compared to 13 percent of heterosexual men.

Queers aren’t just low on cash — we’re homeless, too. A 2006 report, "Lesbian, Gay, Bisexual and Transgender Youth: An Epidemic of Homelessness" from the National Lesbian and Gay Task Force and the National Coalition on Homelessness, showed that 20 percent to 40 percent of the 1.6 million homeless youth in America identify as LGBT. In San Francisco, the number of queers in the homeless youth population (estimated at 4,000 by the Mayor’s Office) is "roughly 44 percent," according to Dr. Mike Toohey of the Homeless Youth Alliance in the Haight.

Brian Basinger of the AIDS Housing Alliance says that 40 percent of people with HIV/AIDS, in the city once acclaimed for its care of those with the disease, are either "unstably housed or are homeless." In the Castro, Basinger said, there are only "12 dedicated HOPWA beds" for people with the disease. HOPWA (Housing Opportunities for People with AIDS) is a federal voucher program for low-income people with AIDS that is similar to federal housing assistance program Section 8.

Certain members of our community don’t fare much better in the area of employment. A 2006 survey by the Guardian and the Transgender Law Center reported that 75 percent of transgender people are not employed full-time, and 59 percent make less than $15,299 a year. A mere 4 percent of respondents earned more than $61,200, the then-median income average for San Francisco.

Fifty-seven percent of trangendered people said they suffered employment discrimination, demonstrating the need for the inclusion of "gender identity" in the federal Employment Non-discrimination Act. Human Rights Campaign, a national gay organization, and out Congress member Barney Frank (D-Mass.) cut transgenders out of that legislation the last time it was up before Congress.

It could all get a whole lot worse.

AXING THE FUTURE


Gov. Arnold Schwarzenegger wants to lop at least $81 million from California’s AIDS budget, including money for AIDS drugs, leaving low-income people stranded without their medication. Senior services are also on his cutting block, including $230.8 million from in-home services and $117 million from adult health-care programs. (As we go to press, the state Legislature is working to restore the AIDS money to the budget.)

Mayor Gavin Newsom, in his proposed city budget cuts, is axing $128.4 million from public health and $15.9 million from human services. There’s no doubt these cuts in health and human services will severely affect people with AIDS, seniors, youth, the homeless, and others in our community who can least afford to pay for the city’s budget shortfall.

The millions spent on gay marriage in the past few years could have gone a long way in these lean times. It could have helped make the proposed queer senior housing project, Open House, a reality. With 88 units in the works at 55 Laguna St., the site of the old UC extension, it will be the only such housing for LGBT seniors in San Francisco.

The money also could have funded housing in the Castro for homeless queer youth or people with AIDS. It could have been used as seed money for a much-needed war against poverty in the LGBT community.

A DIFFERENT KIND OF LIBERATION


The queer movement hasn’t always been this obsessed about getting hitched. Forty years ago this week, drag queens and others fought back against the cops who were raiding a gay bar called the Stonewall Inn in New York City’s West Village. Three days of protests led to the creation of the Gay Liberation Front (GLF), a revolutionary group dedicated to the sexual liberation of all people. GLFers weren’t looking to walk down the aisle or form binary couples. In a desire to "abolish existing social institutions," as the NYC branch of GLF said in its statement of purpose, some GLFers explored polyamory (more than one relationship at a time).

That’s why I edited Smash the Church, Smash the State! The Early Years of Gay Liberation, just published by City Lights Books, a collection of writings by former GLF members and other gay liberationists. I wanted to commemorate the 40th anniversary of Stonewall and the birth of GLF with a reminder of who we were and what we did. After all these years, I still don’t want to head to the chapel to get married.

When it really comes down to it, gay marriage is a conservative issue. It’s about wanting to fit in, to be like everyone else. Beyond the important issues of tax breaks and next-of-kin status — and the fact that if any institution exists, it shouldn’t discriminate against queers — marriage is ultimately a means of normalizing binary queer relationships, especially for gay men who have always enjoyed the freedom to be promiscuous. It’s a way to try and rein in our libidos, though the prevalence of extramarital sex among straight couples — 50 percent for women, 60 percent for men, according to a recent issue of Journal of Couple and Relationship Therapy — shows that marriage doesn’t come with a chastity belt.

It also doesn’t come with any guarantees, as researchers discovered in Sweden, where queers were able to contract for same-sex partnerships from 1995 until recently, when full same-sex marriage was instituted. According to a study by the Institute for Marriage and Public Policy, Swedish queers have been divorcing in high numbers, like their straight counterparts, who have a divorce rate that’s just a little higher than the United States.

For queers in Sweden, that’s the price of being normal.
