ROBERT PORTERFIELD


Bob Porterfield is a shit-disturber, an old-fashioned investigative reporter who has no favorites, no sacred cows, and no fear of offending anyone. Since his first story — a profile of a YMCA social program published in Eugene, Ore.’s The Register-Guard in 1959, when he was 15 — Porterfield has had ink in his veins. He’s shared two Pulitzer Prizes (first for an Anchorage Daily News report on the Teamsters Union in 1975 and then for a series on the Massachusetts Bay Transportation Authority for The Boston Globe), won more than two dozen other prizes and worked on a long list of major investigative projects.

He has become something of an expert in computer-assisted reporting and information systems — but is still a down-to-earth guy who never forgot the value of traditional, hands-on digging. Back in 1986, he was on a team at Newsday looking into the federal Synfuels Corp., a scandal-plagued agency that was shut down in the wake of his stories.

"I remember once we were looking for property records on a Synfuels Corp. project linked to [former CIA Director) Bill Casey," he told me. "I wound up going down to Plymouth, N.C., (population 4,000), and I found this musty old office with two older women sitting there, knitting. There was no index book, nothing computerized. But when I explained what I was looking for, one of the women remembered the parcel of land I was talking about and pulled out the exact documents for me."

Porterfield has devoted a tremendous amount of time to teaching and mentoring, showing young reporters how to use public records to find stories. "I’m glad to see [President Obama’s] new directive on openness, but I hope it trickles down to the independent agencies," he said. "Because there’s been way, way too much secrecy." (Tim Redmond)

Beverly Kees Educator Award

ALAN GIBSON


Alan Gibson is reclaiming the Founding Fathers from conservatives with

his recent book Understanding the Founding: The Crucial Questions (University Press of Kansas, 2007). It examines the progressive ideals that guided early American political thought.

"The Founding Fathers are often captured by conservatives," Gibson told the Guardian. "But there is no clear line of legacy. It is much more complex than that. Conservative restoration politics are dangerous and not historically accurate."

As an undergraduate, Gibson cultivated an interest in issues of separation of church and state, which led to doctoral studies on James Madison, the namesake of the Society of Professional Journalists’ annual Freedom of Information awards. "Madison was the most progressive of all [the Founding Fathers] when it comes to freedom of the press," Gibson said. "He helped develop the idea that American government should be responsive to public opinion, and the role of newspapers was to make sure that an authentic public opinion was set forth." Gibson, a political science professor at California State University-Chico, lectures at various colleges across the country. Understanding the Founding will be published in paperback later this year. Journalists often get alarming tips about practices within Child Protective Services (CPS) agencies, but it has always been a nearly impossible task to overcome privacy protections and get even basic information about how CPS handles reports of child abuse or neglect.

"It’s a difficult agency to write about, for some good reasons," Sacramento Bee reporter Marjie Lundstrom, who set out in 2007 to investigate complaints about Sacramento’s CPS, told the Guardian. "They operate in such a vacuum with very little public scrutiny."

She had started to piece together some information from coroner’s records and other public documents when Senate Bill 39 went into effect in January 2008, "and it was just amazing what it opened up."

The bill reveals CPS files in cases where the child has died, allowing Lundstrom to expose the negligence of CPS workers in responding to abuse reports, even those from doctors. "I do feel like what we were able to show, because of the law, where workers made flagrant mistakes that costs kids their lives," she said.

But many CPS records are still secret. Next, after writing several stories about CPS that sparked a grand jury investigation, Lundstrom intends to expose problems within the internal accountability procedures at CPS. (Steven T. Jones)

HILARY COSTA AND JOHN SIMERMAN


When the news broke last September that 15-year-old Jazzmin Davis had been murdered by her aunt after suffering months of abuse and neglect in her Antioch home, Bay Area News Group reporters Hilary Costa and John Simerman submitted a public records request about the girl’s case history with the San Francisco Human Services Agency.

The city denied the request for nearly two months, using a privacy claim. Undeterred, the journalists took the step of testing out Senate Bill 39, a relatively new piece of legislation that mandates public disclosure of findings and information about children who have died of abuse or neglect. A judge eventually ordered that the records be released.

Although highly redacted, the nearly 700-page paper trail told the girl’s story in the form of hand-written notes, report cards, medical records, caseworker visits, and other detailed documents. The records led to a package of stories that exposed a series of failures and violations of state regulations by an HSA social worker, raising questions about agency practices and spurring a review of hundreds of other foster care cases.

"This story’s been so important to me," Costa told the Guardian. "It felt like somebody owed it to Jazzmin to find out what happened to her." (Rebecca Bowe)

AUTUMN CRUZ AND MITCHELL BROOKS


Sacramento Bee photographer Autumn Cruz had been covering the trial of three-year-old K.C. Balbuena’s murder for several months when she came up with the concept of creating an interactive online courtroom. With the help of Bee graphic journalist Mitchell Brooks, Cruz made public the essential pieces of evidence and information to those outside the courtroom doors.

Viewers can take a virtual tour of the exhibits and documents, along with video and audio statements and interrogations. "As a journalist, you’re fighting every day for your right to information," Cruz told the Guardian.

Although Balbuena’s mother and roommate were found guilty of the murder in early 2008, Cruz laments her inability to bring back the child she grew to know so intimately only after his life was cut short. "I think my bringing his plight to the public will hopefully prevent similar things from happening to other children." (Joe Sciareillo)

Citizen

BERT ROBINSON


Journalist Bert Robinson is a longtime journalist who now serves as assistant managing editor for the San Jose Mercury News. But he’s being honored for his work as a citizen serving on San Jose’s Sunshine Reform Task Force.

"We set out on our sunshine ordinance adventure a few years ago. We found we were faring worse in court, and we couldn’t afford increased court costs," Robinson, a member of the California First Amendment Coalition, told the Guardian.

The project received political endorsements across the spectrum, but the initiative has had problems with the city council’s Rules Committee, controlled by San Jose Mayor Chuck Reed, who has supported sunshine in the past.

"We achieved progress with public meeting requirements, but when you get into public records, city staff argue that rules are ‘too cumbersome’ … They say all sorts of things might happen if they become public, [which is] entirely hypothetical," Robinson said.

Task Force work that was slated to last six months has now dragged on for two years. "The city process grinds you down," Robinson said. But he says he’s committed to seeing it through. (Ben Terrall)

Legal Counsel

JAMES EWERT


James Ewert, an attorney with the California Newspaper Publishers Association, has long battled what he calls widespread secrecy in government. So in 2004, he played an instrumental role in providing greater public access to government meetings and records, resulting in the passage that November of Proposition 59, the Sunshine Amendment of California’s constitution.

Most recently Ewert helped Sen. Leland Yee (D-San Francisco) with legislation protecting teachers from retribution from administrators when they defend the First Amendment rights of journalism students. Next Ewert hopes to allow greater scrutiny of public/press partnerships and how tax dollars are used in labor negotiations by the public university systems.

Ewert says the public’s right to know is still severely hampered by public safety concerns, including restrictions on journalists’ rights to interview prisoners and obtain information about police officers. But luckily for the public, Ewert is still on the job. (Andrew Shaw)

Student Journalists — High School

REDWOOD BARK


Before April 2008, Drew Ross had never had to defend the existence of the Eureka High School Redwood Bark, where he was the editor. But after arriving on campus one Monday morning to find that former principal Robert Steffen had removed 450 copies of a 20-page color edition of the paper, Ross and his staff fought back.

Steffen claimed that the nude, dream-like drawing by artist Natalie Gonzalez had ushered in a handful of complaints from students and parents. Steffen justified the action by saying he was "stomping out the flames before they became a forest fire."

"We told him we wanted to hold onto the paper but he recycled them," Ross told the Guardian. "We don’t make the paper for it to be thrown away. And we lost a lot of advertising on this."

Ross complained about censorship and got help from the Student Press Law Center and the American Civil Liberties Union. By the next day, the censorship story went front page at newspapers and Internet sites all over the country. Eventually Steffen not only sent out a public apology, he paid for the next 20-page color edition.

"We are now armed with knowledge of our rights," Ross said. "And the community knows the Redwood Bark has rights." (Deia de Brito)

SHASTA HIGH SCHOOL’S THE VOLCANO


Shasta High School student Amanda Cope speaks passionately about freedom of speech after her brush with censorship, telling the Guardian, "We are preserving the validity of the Constitution. Free speech is a protection, a safety, that lets us function normally without fear."

Cope was editor-in-chief of the Shasta High School student paper, The Volcano, when a controversy flared over the paper’s end-of-year issue, which featured a front-page image of a student burning an American flag. Shasta High principal Milan Woollard was already considering shutting down The Volcano when the issue came out and publicly stated: "This cements that decision."

But following a maelstrom of objection from Cope and the rest of The Volcano staff in what looked like a form of censorship in schools, the school district reversed its decision. "I think a lot of students feel they are marginalized in society. They’re teenagers. They don’t have many rights and they feel like they’re squished by adults and people in general," Cope said. "The student paper becomes an outlet for those feelings, and a way for students to explore their world." (Juliette Tang)

THE SCOTS EXPRESS


Last November, the principal of Carlmont High School in Belmont shut down the student paper, The Scots Express. School officials claimed that the paper lacked adequate faculty oversight after it published a satirical article about the writer’s sex appeal.

Editor-in-chief Alex Zhang fought back against what he saw as censorship and rejected school officials’ justifications. "I just wanted my paper back," he told the Guardian.

In response to the uproar over what many saw as a muzzling of the press, the Sequoia Union High School District began training Carlmont staff on First Amendment rights and mandated an overhaul of the school’s freedom of speech policy. The district is planning an expansion of its journalism programs in the school curriculum and a partnership with the San Francisco Peninsula Press Club.

Zhang is working on relaunching the publication in late March under the faculty oversight of English teacher Raphael Kauffmann. "You can’t have a democracy without freedom of information," Zhang said. "And I’m proud to be one of those young journalists who care about the freedom of information." (Joe Sciarrillo)

KATHI AUSTIN


As the Guardian chronicled in a cover story last year ("Hunting the lord of war," June 23, 2008), San Francisco-based human rights investigator Kathi Austin has spent almost two decades tracking down and exposing those who have made a business out of human rights violations.

Most recently, Austin helped bring the notorious Viktor Bout, a Russian entrepreneur accused of illegally trafficking weapons to brutal regimes from Colombia to the Congo.

"A human rights violation is considered a violation that is carried out by a state actor," Austin told the Guardian. "We were trying to change the whole field of human rights to philosophically say we should be going after these private perpetrators as well."

Thanks largely to Austin’s work, Bout was arrested in Thailand in March 2008 and will likely face criminal charges in the United States. Despite working in treacherous places like Angola and Rwanda, doing meticulous and time-consuming research, Austin said her approach is simple: "What’s wrong and who’s doing it?"

Her patience and persistent pursuit of international justice have led Austin to positions at the U.N., the World Bank, the Center for Human Rights, and the Council on Foreign Relations, to name a few. A Paramount picture featuring Angelina Jolie as Austin is reportedly in production — a fittingly karmic return of celebrity for someone who has worked so long under the public radar. (Breena Kerr)

Once upon a time, before 2005, the only way to connect the dots between the dollars contributed to politicians and the special access and favorable laws they subsequently granted to contributors was to wade through reams of campaign finance filings. While everyone knew that money talked, few knew just how much campaign cash was dictating public policy.

But now, thanks to MAPlight.org, a Berkeley nonprofit that uses sophisticated analytical tools to produce visually pleasing, easy-to-use charts, there is now a fun, simple way to follow the money.

MAPlight began by putting up data connected to the pro-consumer bill informally known as the Car Buyer’s Bill of Rights. "The data showed that car dealers gave twice as much to Sacramento legislators who voted to kill the bill than to those who voted to pass it," executive director David Newman recalled.

Next, MAPlight pioneered the combination of campaign dollars and politicians’ votes when it launched its U.S. Congress site in May 2007. Most recently its research showed that House members who voted for the $700 billion financial bailout bill received 50 percent more money from the financial services industry than those who voted against it.

Newman plans to expand to all 50 states. "Wherever there is journalism to be done, MAPlight can provide support and help promote openness and transparency in government." (Sarah Phelan)

Alvin Ailey American Dance Theater: following 50 years of footwork

Alvin Ailey American Dance Theater celebrated its 50th anniversary at Zellerbach Hall in Berkeley from March 3 to March 8. The performance consisted of a succession of snippets from 50 years of work, and the company took the audience through Ailey’s work and the important mark he left on the.history of modern dance.

I was impressed by the dancers themselves: their toes appeared to almost touch the ceiling and their fluid, precise movements flowed like honey across the stage. I have had the chance to see Alvin Ailey several times in the past, but I still cried like a baby and clapped my hands in time with the music till they hurt because there’s no other dance company in the world like Alvin Ailey. The company can draw you so far into the dance that you forget everything around you and just become one with movement, the emotion, and those amazing twirls.

Pickles opens in FiDi serving gourmet burgers under a retractable roof

The closing last year of Myth, one of our better upscale restaurants, was a sad one. But Myth alum chef Matthew Kerley has resurfaced in an unexpected place: the former Pickles (the new owners kept the name) which, prior to that, was Clown Alley. I personally am happy to see creepy clown motifs and circus colors gone. The place has gone upscale, or as upscale as a burger joint can, with brown tones and wood, a fireplace and a retractable roof in the shadow of the Transamerica Building. The menu entices with bacon burgers, mini corn dogs, beer-battered onion rings, sundaes and favorites from the also-shuttered Cafe Myth menu, like deviled eggs and Brussels sprouts. I’ve heard about long lines and service issues still to be worked out, but give ’em time… gourmet burgers are the right idea for the Financial District set by day or North Beach crowd at night (Pickles will soon be open till 3am; it’s lunch only until April 1st).

North Beach’s 15 Romolo re-invents itself with premium cocktails and crispy hot dogs

15 Romolo is back. The North Beach fave re-opened a few days ago, reinvented by bartenders from Coco500 and Rye. It’s in an alley, and there’s a still that speakeasy air about it, but the aqua-colored interior is gone, with a more understated look and neutral tones. $8 cocktails, like the Yellow Bicycle (St. Germain, Yellow Chartreuse) or a classic Corpse Reviver #2, are made with premium liqueurs, while there’s also a wealth of top shelf pours and gourmet beers, like local Speakeasy’s Hunters Point Porter. A kitchen is the biggest addition, with two deep fryers frying up tortilla-wrapped Crispy (hot) Dogs, Pork Sliders and Savory Funnel Cakes. Now that’s what I call the ultimate bar food.

The Chronicle death watch

Is San Francisco really the frontrunner in the race to become the first major U.S. city to go without a major daily? Or is it a victim of disaster capitalism, in which powerful corporations exploit economic meltdowns to exact otherwise unacceptable concessions from employees and/or antitrust legislators?

Media critics chewed on those questions last week, following Hearst Corporation’s abrupt Feb. 24 announcement that it is undertaking "critical cost-saving measures including a significant reduction in the number of its unionized and non-unionized employees" at the San Francisco Chronicle, and will close or sell the paper, which has 1,500 employees, 275 in the newsroom, unless these changes occur within weeks.

Noting that the Chronicle lost more than $50 million in 2008 — the worst in a string of nonstop losses the paper has suffered since Hearst bought it in 2000 — Hearst vice chairman and chief executive officer Frank A. Bennack Jr. and Hearst Newspapers president Steven R. Swartz warned that "without the specific changes we are seeking across the entire Chronicle organization, we will have no choice but to quickly seek a buyer for the Chronicle or, should a buyer not be found, to shut the newspaper down."

Two days later, the California Media Workers Guild, which represents workers at the Chronicle, reported that Hearst is seeking "a combination of wide-ranging contractual concessions in addition to layoffs, the exact number of which the company said it did not yet have."

"For Guild-covered positions, the company did say the job cuts would at least number 50," read a Guild statement. "Other proposals include removal of some advertising sales people from Guild coverage and protection, the right to outsource — specifically mentioning ad production — voluntary buyouts, layoffs and wage freezes."

Guild representative Carl Hall said he doesn’t see any reason to think Hearst’s threats are a bluff.

"The Rocky Mountain News just closed in Denver," Hall told the Guardian. "The Seattle Post-Intelligencer, which is also owned by Hearst, is slated to close in March, if a buyer isn’t found. We’ve seen bankruptcies and disaster scenarios all around the country, and the Chronicle has experienced some of the deepest operating losses in the nation."

Reached for comment March 2, Chronicle publisher Frank Vega told the Guardian, "We’re still in the process," while Guild treasurer George Powell said that "proposals have been exchanged and each side is evaluating them."

WHERE’S THE MONEY?


Evaluating Hearst claims is hardly an easy task. A privately held corporation, Hearst doesn’t open its books to the public. But one thing is clear, just from reading postings on the corporation’s Web site: Hearst is midway through a squeeze in which it’s trying to turn a profit on the 15 newspapers it owns throughout the country.

And that means more syndicated stories — and possibly the end of free newspaper Web sites.

As Swartz outlined in a recent press release, all Hearst newspapers will be required to allow for "efficient production or common content sharing," use "outbound telemarketing and self-service ad platforms more effectively," increase their subscription rates, outsource printing, and charge for digital content.

"Exactly how much paid content to hold back from our free sites will be a judgment call made daily by our management," Swartz stated. "Our goal is a business model that seeks, by 2011, to get more than 50 percent of our revenue from circulation revenue and digital advertising sales."

And the same day that Chronicle workers learned that their newspaper might be facing the axe, Hearst cut 75 out of 135 newsroom positions at the San Antonio Express-News in Texas.

As San Antonio Express-News editor Robert Rivard told his staff, "Incremental staff and budget cuts, we are sorry to say, have proven inadequate amid changing social and market forces now compounded by this deepening recession."

"It’s like death in here today," a source, who asked to remain anonymous, said. "Everyone who was laid off is still here, working ’til March 20."

And like the growing pool of newsroom refugees nationwide, the survivors of this San Antonio massacre have since met to brainstorm about other newsgathering business models.

"We all have kids, so we need salaries and insurance," our source confided, "but we’re going to start researching some options, see what’s working and not in other places. The time is ripe."

THE SINGLETON SCENARIO


Meanwhile, sources within the Chronicle — who asked to remain anonymous given the ongoing negotiations — claim that there isn’t much hope that Hearst will come up with innovative solutions, but that there is a chance the paper could be sold to Dean Singleton, the only other major Bay Area newspaper publisher.

Singleton’s MediaNews Group owns the San Jose Mercury News and the Contra Costa Times, and has lost several antitrust cases in recent years. Any deal with the Chronicle would require Department of Justice approval — and would give one owner control of nearly every daily newspaper in the Bay Area.

The media baron refuses to comment on whether he is considering buying the Chronicle.

"We’ll just watch it play out," Singleton told Editor and Publisher’s senior editor, Joe Strupp, last week. "I am not going to speculate on what could happen."

But, as Strupp noted, "MediaNews remains highly leveraged."

Hearst Corporation currently holds a substantial amount of MediaNews debt, owns 31 percent of MediaNews Group newspapers outside of the San Francisco Bay Area, and recently took control of four Connecticut papers that MediaNews was managing for Hearst.

Former Chronicle city editor Alan Mutter believes Singleton could still be in the running.

Observing on his Reflections of a Newsosaur blog that "To wipe out a $50 million loss, let alone make a profit, the [Chronicle] would have to eliminate 47 percent of its entire staff," Mutter later clarified that he believes it’s "extremely unlikely" that the Chronicle will reduce its staff to that extent.

"But, it will try to do some serious cost cutting, and it could be sold, potentially, to MediaNews, because Singleton would not necessarily be expected to put up any money," wrote Mutter, noting that hundreds of people involved in the Chronicle‘s advertising operations could be eliminated if Singleton took over, since ads for MediaNews’ papers are already assembled in India. Another motivation for Hearst to find someone to take over the Chronicle lies in the multimillion dollar printing plant that Hearst just built.

"But no one expects the business to break even now," Mutter said. "If you want to make $20–<\d>$30 million profit over the long term, that’s not a good outcome for a business that has lost $1 billion in recent years."

Michael Stoll, director of the Public Press project, which seeks to launch a nonprofit daily paper, told us he thinks it would be "a real tragedy" if Hearst followed through on any of its Chronicle threats.

"Most San Francisco journalism is generated by reporters at the Chronicle, and its few competitors would be ill-prepared to step in and immediately fill the void," Stoll said.

Concerned that Singleton’s MediaNews could try to make the case that there is a crisis and that the Department of Justice should therefore waive antitrust prohibitions against monopoly ownership, Stoll warned that "the expansion of MediaNews ownership to nearly every other paper in the Bay Area in the last two years has proven to be an unmitigated disaster in terms of a less independent voice from Santa Cruz to Santa Rosa, and from San Mateo to Contra Costa."

The Society of Professional Journalists is calling for a public discussion of Hearst’s threats.

Worried that additional cuts to the Chronicle "will only exacerbate what SPJ perceives as an already growing vacuum of credible reporting and will further limit scrutiny of our public institutions," Northern California SPJ board president Ricardo Sandoval observed that closing the Chronicle "would mean losing the largest source of news for hundreds of thousands of readers in the San Francisco Bay Area."

Asking Hearst to participate in "a high-profile conversation with its community based on the imperative of reinvention," Sandoval said, "We urge journalists, foundations, corporations, the public, and public officials to join us in finding solutions to this increasingly urgent civic challenge."

As University of California at Berkeley journalism professor Bill Drummond warns, "this is not just the decline of the industry. If the mainstream media, which is supposed to be balanced and fair, goes away, if that scrutiny is no longer there, everything will be more partisan and narrower.

"And in this atmosphere where everyone is begging the government to fund their industry, what about the fourth estate?" Drummond said. "Maybe we need the newspaper equivalent of public broadcasting, with pledge drives and bake sales."

PREVIEW If success breeds success, why has Alvin Ailey American Dance Theater not had any imitators? The company celebrated its 50th anniversary in December, and Revelations will be half a century old next year. Yet Ailey and Revelations continue to be as unique as they were on Jan. 31, 1960, when the company thought the work had failed because the audience greeted it with a stunned silence. Then, of course, the roof came down, and Revelations continues to move audiences around the globe. So would the Ailey company be such a hit wherever they go without Revelations? It’s on every single program of this year’s Berkeley run, and my suspicion is that it wouldn’t.

Still, the company has more going for itself than one masterpiece. For one thing, there are the dancers. They all are virtuosic, generous, and committed to each other. A sense of inclusivity was also key to Ailey and continues to be vital for artistic director Judith Jamison. Ailey never wanted this to be an Ailey-only, American-only ensemble. Today the company still takes chances — with younger choreographers such as Hope Boykin, whose 2008 work Go in Grace will be on Program A. Dutch choreographer Hans van Manen’s 1997 Solo, also seen at San Francisco Ballet, will be on Program D, as will Festa Barocca, a 2008 commission from the Italian Mauro Bigonzetti. One definite highlight should be the West Coast premiere of Ailey’s 1969 piece Masekela Language on Program C. It makes you wonder, what took them so long?

Pickles opens in FiDi serving gourmet burgers under a retractable roof

The closing last year of Myth, one of our better upscale restaurants, was a sad one. But Myth alum chef Matthew Kerley has resurfaced in an unexpected place: the former Pickles (the new owners kept the name) which, prior to that, was Clown Alley. I personally am happy to see creepy clown motifs and circus colors gone. The place has gone upscale, or as upscale as a burger joint can, with brown tones and wood, a fireplace and a retractable roof in the shadow of the Transamerica Building. The menu entices with bacon burgers, mini corn dogs, beer-battered onion rings, sundaes and favorites from the also-shuttered Cafe Myth menu, like deviled eggs and Brussels sprouts. I’ve heard about long lines and service issues still to be worked out, but give ’em time… gourmet burgers are the right idea for the Financial District set by day or North Beach crowd at night (Pickles will soon be open till 3am; it’s lunch only until April 1st).

North Beach’s 15 Romolo re-invents itself with premium cocktails and crispy hot dogs

15 Romolo is back. The North Beach fave re-opened a few days ago, reinvented by bartenders from Coco500 and Rye. It’s in an alley, and there’s a still that speakeasy air about it, but the aqua-colored interior is gone, with a more understated look and neutral tones. $8 cocktails, like the Yellow Bicycle (St. Germain, Yellow Chartreuse) or a classic Corpse Reviver #2, are made with premium liqueurs, while there’s also a wealth of top shelf pours and gourmet beers, like local Speakeasy’s Hunters Point Porter. A kitchen is the biggest addition, with two deep fryers frying up tortilla-wrapped Crispy (hot) Dogs, Pork Sliders and Savory Funnel Cakes. Now that’s what I call the ultimate bar food.

BERKELEY – Of all the strange things that have happened this winter, perhaps the strangest has been the emergence of large-scale Republican Party opposition to the Obama administration’s effort to keep American unemployment from jumping to 10% or higher. There is no doubt that had John McCain won the presidential election last November, a very similar deficit-spending stimulus package to the Obama plan – perhaps with more tax cuts and fewer spending increases – would have moved through Congress with unanimous Republican support.

As N. Gregory Mankiw said of a stimulus package back in 2003, when he was President George W. Bush’s chief economic advisor, this is not rocket science. Deficit spending in a recession, he said, “help[s] maintain the aggregate demand for goods and services. There is nothing novel about this. It is very conventional short-run stabilization policy: you can find it in all of the leading textbooks…”

Former Bottom of the Hill and DNA Lounge doorperson Greg Slugocki wakes up every morning at 4 a.m. to feed and care for 75 rescued dogs at Milo Sanctuary, one of the largest dog and cat rescue sanctuaries in the country. It’s one-third the size of Golden Gate Park and tucked in the mountains of Mendocino County, north of Ukiah.

Slugocki has worked like a dog since he was hired last November, part of a crew of two who cover 283 acres of mountainous terrain. But it’s something else that has recently made his head spin.

"The rate of animals we’ve had to take because of foreclosures is astronomical," Slugocki said. "I’ve taken more dogs in the last three months than in the last two years."

Milo Sanctuary holds adoptions in Berkeley, Oakland, and San Rafael, and he communicates daily with Bay Area shelters and rescues, which also have reported unprecedented increases in animals reluctantly turned over by their desperate owners.

Slugocki may be in the backwoods of Mendocino County, but he’s not alone in this dilemma. Shelters all over the country are reporting rising numbers of dogs, cats, horses, and all kinds of family pets made homeless by the home foreclosure crisis.

In January, San Francisco Animal Care and Control — the municipal shelter and adoption department obligated to take all animals — documented, for the first time, an unprecedented increase in owner-surrendered animals. The report found that since August 2008, there’s been steady monthly increase in such animals, amounting to a 13 percent average rise since last year. Last month saw the highest number of owner-surrendered animals, with an increase of 35 percent.

Though there may not be a clear, quantifiable way of determining whether those owner-surrendered animals are in fact casualties of the foreclosure crisis, animal rescue folks say there is overwhelming anecdotal evidence that this is the case. "Our rescue partners are stretched," SFACC director Rebecca Katz told the Guardian. "We’re stretched."

Indeed, almost every kennel contains a dog with a tag reading "owner- surrender." Animal Care and Control runs a "no kill" shelter — which means animals are euthanized only if they are too sick to be treated or too aggressive to qualify for adoption — has had to spill some of its new arrivals over into its adoption kennels rather than give all the new arrivals a chance for the owners to reclaim them.

"I’ve been dealing with this shelter for 15 years," said Paley Boucher, founder of volunteer-run Rocket Dog rescue, which saves almost 200 dogs from lethal injection each year. "It used to stand out when you saw a dog that was owner-surrendered. But now almost all of them are." Linda Pope with Nike Animal Rescue Foundation says dogs adopted and returned due to foreclosures is an entirely new phenomenon to the center.

Cat Brown, deputy director of the San Francisco SPCA, reported a rise in owner-surrendered animals. "We feel it’s directly related to the economy," she added. "It’s about people losing their jobs and thinking about what they can give up."

Gary Tiscornia, executive director of Monterey County’s SPCA, says there have been a high number of foreclosure animals and a lack of communication between the shelters and the banks, real estate agents, property inspectors, and other entities that find abandoned animals in vacated homes.

Tiscornia said that Realtors in California have found animals in all kinds of conditions in vacated homes, including rottweillers abandoned with a few bags of food and a tub of water, and a dog left for dead in an empty house. It hasn’t always been the case that such incidents were reported to animal shelters.

The disconnect between corporate entities and shelters has been exacerbated by California laws requiring that inspected property, including animals, be left untouched. A new law that went into effect last month addresses the problem. Assembly Bill 2949 requires anyone who encounters an abandoned animal in a property that has been vacated through lease termination or foreclosure to immediately contact a local animal control agency.

The American Society for the Prevention of Cruelty to Animals (ASPCA) issued a statement on foreclosure animals Jan. 29, offering the following advice to those facing foreclosure or eviction: Check with friends, family and neighbors to see if someone can provide temporary foster care for your pet until you get back on your feet. Make sure pets are allowed — and get permission in writing — if you are moving into a rental property. Contact your local shelter, humane society, or rescue group in advance of moving, and provide your animal’s records to help it get placed in an appropriate home.

To love and lose a home is a hard thing, but to love and lose a home and a furry family member is worse, especially when people don’t know where their pet will end up. "People don’t know what to do," said Boucher, citing an example of a Bay Area woman who kept her dog in the backyard of her foreclosed home long after she had moved, and another of a family that asked the subsequent owners of their foreclosed home to care for their dog.

"We’re perceived as a no-kill city, but that’s just not true," said Boucher, who rescues pit pulls, the most frequently euthanized of all dogs. Like many rescue agents, Boucher disagrees with the standards set by the temperament tests that determine whether a dog is suitable for adoption, arguing that many perfect dogs would not pass the test.

Slugocki also takes issue with temperament tests. "Let’s say I’m a dog that hasn’t eaten for weeks and I get picked up and taken to a shelter and they put down a bowl of food as part of the temperament test. Take it away and see what I’ll do."

"This is a huge disaster, a quiet emergency," Boucher said. "I hope people can open their minds to fostering an animal."

Despite the spike in economy-related homeless animals, Katz says SFACC is still under control, at least for the time being. "We have not seen an increase in euthanasia and we hope not to." About 84 percent of animals that end up at the SF shelter are saved, compared to the depressing national average of 30 percent.

"We do everything we can to save animals’ lives. We reach out to every rescue we know of," Katz said.

But with shelters, rescues, and sanctuaries swamped with a growing wave of owner-surrendered pets, caring for the displaced animals is bound to get tougher, particularly if foreclosure crisis gets worse, as many economists predict. And with budget cuts in the offing in the city, SFACC staff fear cutbacks could drive up euthanasia rates.

Slugocki says his sanctuary has something other shelters don’t: space. He has 283 redwood-adorned majestic acres of it, and he’s willing to take every dog, no matter how many have failed the temperament tests that would guarantee a swift lethal injection at the pound.

"I can take dogs that don’t stand a chance. I can take them crippled, heart worm positive, deaf, blind, you name it," Slugocki said. Half of the 75 dogs at Milo are unadoptable and will live peacefully among the redwoods for the rest of their days. He says he can take up to 1,000 dogs but he’s missing one thing: sufficient staff to build enough dog pens and feed and care for a small city of dogs every day.

"I desperately need volunteers," Slugocki said. "I know there is a crowd of people, that 30 to 60 tattooed, pierced, old rock ‘n’rollers, new Buddhists, lifelong punks who are older and maybe have kids now." For now he’s taking as many dogs as he has pens for and is working 14-hour days to help save the discarded critters of the economic crisis.

"It’s the end of the goddamn family dog," Slugocki lamented. "Nobody who has a dog and has lost a home will ever think about having a dog again."

A couple of interesting candidates

A couple of interesting candidates looking at runs for those even-numbered supervisorial seats in 2010.

In district two, where the progressives have never had much of a chance (Gavin Newsom, then Michela Alioto-Pier), Janet Reilly, who ran a strong race against Fiona Ma for state Assembly, told me she’s looking at the race. She’d be well financed – her husband, Clint Reilly, is one of the top campaign donors in the city and she’s proven she can raise money on her own. She’s clearly not as far to the left as John Avalos or Eric Mar, but it’s a conservative district – and she’s a smart, articulate woman with strong policy ideas who would probably vote with the progressives some of the time and would be independent of the mayor.

Then there’s district 6. I’m starting to sense that Jane Kim isn’t pushing herself out there as a candidate right now — but another activist is, and his campaign raises some interesting questions.

Paul Hogarth, managing editor of BeyondChron, an online newspaper, is planning to file a statement of intent to run sometime this spring. “Yes, the rumor is true. I’m the candidate who can get things done for the District — having worked in the community for about 9 years,” he told me by email.

I like Paul, and I like BeyondChron, which by any standard is part of the progressive community. We’ve had some disagreements, but that’s pretty common in the San Francisco left.

And he’s certainly qualified – he’s a lawyer, a former Berkeley Rent Board commissioner, and has been a tenant organizer with the Tenderloin Housing Clinic. He’s also been pretty active in the Democratic Party and has shown some solid journalistic instincts and abilities.

So I just assumed that he would take a leave of absence from Beyond Chron when he launched his campaign. I mean, it’s a brave new world, and the line between journalists and activists has been getting pretty blurry, but I’m not sure how you can be the managing editor of a political newspaper, and actively report on and write about local politicians and campaigns, when you’re actually running for office yourself.

But no – when I asked Paul about that, he told me he saw no conflict at all. I tried to reach his boss, Randy Shaw, by phone but after we played tag a little, I went to email and asked:

“Hi, Randy, sorry we didn’t connect by phone today. I hear Paul is running for D6 supe; how you going to handle that at BeyondChron? Can he possibly cover local politics while he’s running for office? Strikes me as a problem.”

Shaw’s response:

“Why?

I pursued it: “Well, one reason is that people will think he’s promoting his own interests by the way he covers candidates and issues. For example, there might be a perception that he was writing more positive things about people who endorsed him. It’s pretty basic journalistic ethics. I have immense respect for Paul, and I don’t think he’d do anything unethical, but in the media. appearance matters. I know you aren’t a traditional news outlet, but people trust and respect you in part for your independence.”

Shaw: “This recalls a past discussion I’ve had with the Guardian, where it became clear we have different views of activists as journalists.”

I don’t recall that discussion, although I’m sure it happened, since I talk about this stuff all the time. I am an activist and a journalist, and the Guardian is a newspaper that cares about and promotes causes. I don’t think there’s anything wrong with BeyondChron, which is part of Randy Shaw’s Tenderloin Housing Clinic shop, covering the city from a pro-tenant, progressive perspective. I’m glad BeyondChron is around.

But there’s a difference between writing about and promoting causes that you care about and promoting something that gives you, personally, a direct financial or career benefit. How will we know that a piece Paul Hogarth writes about a local politician isn’t tainted by the fact that he wants that person to endorse him?

Paul seems to be aware of the problem; when he wrote about Mark Leno in the state Senate primary, he was careful to run disclosures like

And what if one of the other candidates argues that his paid promotional platform is in fact an in-kind campaign contribution? I’m not sure I’d buy that – there’s a First Amendment issue here – but the Ethics Commission might consider it worth investigation, which would be a huge distraction to both the candidate and his online newspaper.

It’s going to be tricky. That’s all I’m saying.

As if Wednesday night’s Ferry Plaza cocktail event wasn’t cool enough, Saturday brings author Scott Beattie and distiller Marko Karakasevic for a $25 interactive class on creating three citrus-based drinks (Meyer Beautiful, “Pelo del Perro or “Hair of the Dog” and Bleeding Orange) while learning about small-batch distilling. Beattie, the man behind the masterpiece cocktails at Healdsburg’s best restaurant (and, I think, one of the country’s best), Cyrus , has also written what has quickly become the industry standard on artisanal cocktails: “Artisanal Cocktails: Drinks Inspired by the Seasons from the Bar at Cyrus” (signed copies if you want ’em at the event). Another blue world

"Cinematic" is one the most overused adjectives in the music reviewer’s lexicon, practically guaranteed to appear at the first sign of a Morricone-like expanse of sound. And yet, how else to describe The Blue Depths (Jagjaguwar), the lush new album by Odawas steeped in the stormy synth scores of Vangelis (Blade Runner) and Joe Serra (The Big Blue)?

Meeting the duo for a beer in Berkeley, where they’ve recently relocated from Chicago, the talk was as likely to turn on a scene from Neil Jordan’s film Mona Lisa (1986) as the baroque night flights of Scott Walker. "There was actually a [keyboard] setting I used on the demos called ‘Movie Soundtrack,’" vocalist Michael Tapscott confesses, though his partner Isaac Edwards’ glacial arrangements plunge deeper than any prefab setting. "I’m not an engineer or programmer by any stretch of the imagination," Edwards tells me, "but that’s exactly what I was doing on this album. A lot of it was me doing things you’re not supposed to do with the synthesizer."

The duo’s first two records indulged concept album excess, but for The Blue Depths they made a conscious effort to have each of the songs stand on its own before embedding it into the swirling synth architecture that Edwards repeatedly describes as a "world." It worked: the hooks of "Harmless Lover’s Discourse" and "Swan Song for the Humpback Angler" lodge in your brain for days, but the actual listening experience is submerged in the narrative of the arrangements — the way a Neil Young–ish harmonica rises from the mists of "Moonlight/Twilight," for instance, or how a processed guitar lead punctures the drifting "Secrets of the Fall."

Tapscott and Edwards first met at Indiana University, bonding, appropriately enough, over film reviews: Tapscott was an editor of the school paper and took a shine to Edwards’ taste in movies. Neither had experience in other bands before Odawas, perhaps providing some of the innocence required to skip straight to crafting epic recordings.

The desire to set out over unknown terrain underlies the duo’s name, which has autobiographical resonance for Tapscott. "When I was little, my family would spend summers up in northern Michigan, and off in the distance of the lake there was an island named Beaver Island," he explains. "We’d take our little blow-up raft out, but it was 20 miles away, and we were never going to get there. And that’s where the Odawa [tribe] lives, on Beaver Island…. It’s a nod to the distortion of childhood memory."

When I talked to M83’s Anthony Gonzalez last spring about his John Hughes–inspired album Saturdays=Youth (Mute, 2008), he drew similar parallels between daydream memories and imaginary soundtracks. Who knows what dizzying heights Odawas might reach in their new home by the Bay, where movie love is nothing but a case of Vertigo.

Last year marked the 40th anniversary of the death of author Cornell Woolrich, darkest of the noir genre’s lost souls. Like so many of the milquetoast protagonists who populated his novels, Woolrich died an anonymous and ignoble death in a New York City hotel room. Years of alcohol abuse and a gangrenous leg amputation had left him an amorphous wad of a man. Though often credited with establishing the American roman noir ("black book") and indirectly developing its cinematic correlate, film noir, his literary legacy has largely been siphoned by hard-boiled mavericks like Raymond Chandler and Dashiell Hammett.

Inspired by Dostoyevsky and Victorian poets like F.W. Bourdillon, whose 1878 ode "Light" provided the title to one of Woolrich’s most popular novels (The night has a thousand eyes, / And the day but one). Woolrich’s occasionally hackneyed poetics of the dark became his literary obsession. Besides 1945’s The Night Has a Thousand Eyes, there was 1959’s Death Is My Dancing Partner, 1948’s I Married a Dead Man, and a 1939 short story, "Through a Dead Man’s Eye." Few American writers so accurately portrayed the crushing boredom and fantasies of violence that existed in the postwar American metropole during the very years when suburbanization and media-driven consumption lavished the middle-class with giddy excesses. Biographer Francis Nevins perspicaciously sums up Woolrich’s life and career with one of the late author’s most nihilistic offerings: "First you dream, then you die."

The Pacific Film Archive’s "One-Two Punch: Pulp Writers on Film" retrospective celebrates the onscreen contributions made by Woolrich and his brethren in pulp — Fredric Brown, Jim Thompson, and Charles Willeford — from the halcyon mysteries of the ’40s to the bloody climaxes of the ’80s and ’90s. While many noir authors established reputations primarily on the page and others failed to make the transition to Hollywood, these four writers have had a particularly enduring relationship with cinema, as their stylized and iconic prose lent itself to arch visual expression.

Along with the über-popular James M. Cain, Woolrich and Thompson were responsible for much of the genre’s early vogue and were able to cash in on the development of the mass paperback (the primary medium for roman noir) precisely because their onscreen popularity had made the format financially viable. Woolrich’s publications-turned-films like The Phantom Lady (1944) and The Black Angel (1946), along with Thompson’s The Kill-Off (1989), signified the breadth of noir’s settings and styles by effectively trading the former’s claustrophobic Gothams for the latter’s dusty, open roads and seaside towns.

Discovered in Europe in the ’60s and ’70s, Woolrich and Thompson were critically acclaimed by French nouvelle vague writers and directors like Jean-Luc Godard and François Truffaut. Alain Corneau’s Série noire (1979), written by Oulipo poet Georges Perec and based on the 1954 Thompson novel A Hell of a Woman, is a conscientiously Francophone retelling of a most American narrative.

Fredric Brown, an eccentric innovator of the noir/sci-fi short story, had as much influence on the works of Philip K. Dick as those of Elmore Leonard. His 1949 novel, Screaming Mimi (Gerd Oswald’s film version, 1958), remains his most infamous contribution to the screen. Starring newcomer Anita Ekberg — later of La Dolce Vita (1960) fame — Mimi‘s lewd, serial killer-meets-stripper plot is a thinly veiled exercise in dime novel titillation.

Willeford, the most contemporary of the quartet, comes closest to representing the silver age of the genre, often referred to as neo-noir. Similar in style to Thompson, Willeford forgoes the moribund poetics of Woolrich and the whimsical perversities of Brown for more straightforward prose replete with crisp plotlines, raunchy interludes, and sociopathic villains. Willeford’s most popular novel turned film, 1984’s Miami Blues (George Armitage’s film version, 1990), demonstrated the crossover potential of crime fiction onto the screen at the beginning of the ’90s, anticipating the mega-popularity of Leonard and Quentin Tarantino.

CHEAP EATS I dreamed a bear was after me, and it chased me into a craggy and impossible landscape from which, if I survived the bear, I would never find my way back to exactly alive, either.

These kinds of things don’t bother me anymore. I’m too busy being bugged by spiritually advanced, old-soul new-age dinks who think me visually and verbally attractive, then find out that in spite of their evolved, complicated mysticism and unflappable belief in reincarnation, they simply can’t wrap their brains around a funny and beautiful woman who used to be a dude.

I say, "Well, so what about your arms then?"

They laugh, but I’m serious. Whatever happened to a sense of adventure? A kiss? A touch? A taste? Finding out via the body? You know: the here-and-now incarnation, the one with spinach in its teeth. To me, good old-fashioned sensory perceptions are a gazillion times more valuable than extra-sensory ones, or energy fields or even Ouija boards. Meditation … prayer … thought itself can’t do what teeth and fingers can. So don’t pay too much attention to your dreams, books, guides, and all that other dumbass brainy bullshit, OK?

And if you think it’s bad in Berkeley …

Where I live, in the woods … well, the woods were lovely, dark, and deep until I came to crave less chickeny company and, a year or so ago, started venturing away from hearth and shack. And was horrified to find that my neighbors were not farmers and lumberjacks, but hippies. All of them! Even the farmers and the lumberjacks!

Yesterday evening, for example, I was killing time, half-pints, and fishes and chips down at my local neighborhood cider pub, when I was hit on by a big ol’ truck driver. Yay! A truck driver! I thought. Oh, and he was very sweet and forward, and was wearing a cowboy hat. I almost certainly would have gone home with him, except that I had accidentally left my chicken door open, on purpose … so farmerly duty called, eventually, and I excused myself from his embrace.

This proves, if my math serves me, that a bird in the hand is not worth four birds in the coop. With the door open. By the way, please think of the bird in the hand as me, and the hand as his. Personally, I don’t care, one way or the other, but I don’t think truck drivers like to be thought of as birds.

My point is that he gave me his business card, and I fully intended to use it some time, say, if I needed a cargo container full of corrugated tin roofing material hauled from here to Fresno, or a date. But when I took a look in the sobering light of morning, there was his name, his address, cell phone and e-mail, sure, but where it should have said "truck driver" instead it said, get this: "energy healer/poet."

And the foxes and skunks and tit-mice and deer that inhabit these lovely, dark, deep woods with me are still trying to shake the haunting wail of utter despair and frustration which emanated then from the Shack of the Nutty Girl With All Them Chickens — or SONGWATCH, as they call it for short. Because while I have no doubt that a trucker is 100-percent capable of seeing that a chicken farmer is a chicken farmer is a chicken farmer, no matter what else in the world she usedta be … my experience has been that these energy-addled new-age seer dinks are about as sightful as buttons on a sock monkey. Seriously, it’s happened more than once or twice. It’s happened three or four times now. Maybe five.

Belief in anything at all is kinda counteradventurous, innit? But as far as non-nonbelievers go, my funnest dates so far have been with fundamentalist Christians and Mennonites.

Of course I will give this guy and his cowboy hat a try. He doesn’t know yet the kind of girl I am. So it will be interesting to see if (as I can only hope), truck driver trumps energy healer.

Oh, and I do have a new favorite restaurant. Chinese joint goes by the wonderful name of Eat First, in case you want to look it up online. I’d a done it here but story trumps all, turns out. And anyway my Chinese New Year’s resolution is to renege on all my other ones, which were torturing me like a bear in a dream, so …

Maybe next time. Now I have to get going on a trucker song.

“Who Got the Chickens” and “Love Can Build a Bridge”

REVIEW/PREVIEW Although No. 43 has finally flown the coop back to Crawford, Texas, our country would do well to remember Faulkner’s famous words from 1951’s Requiem for a Nun: "The past is never dead. It’s not even past." The psychic damage from the Bush years runs deep, and will no doubt keep resurfacing. Maybe it’s the Texan atmospherics — the soundtrack of chirping crickets, the smell of sawdust, the strange manqués and photos of tumbleweeds — or the loose "one that got away" narrative that whistles through Stephan Pascher’s installation "Who Got the Chickens" that made me think of Bush.

The exhibit’s true empty center, though, is Donald Judd. Judd’s ghost is most present in Pascher’s sculptural centerpiece — an empty chicken coop, a few feathers the only trace left of its former occupant, that faces two gray wooden boxes in a Y-formation. The boxes nod to the concrete sculptures that dot Judd’s sprawling Marfa, Texas art ranch like unearthed giant sarcophagi, but Pascher’s mixed media assemblage is not as concerned with purity of form as Judd, the anti-minimalist minimalist who once opined that, "Art is free, but it is not a free-for-all." Pascher’s show practically calls Judd out on his prissiness — an accompanying short story finds Judd (here named James Dean) throwing hissy fits about bird shit on his sculptures — but it leaves the titular semi-question open and sidesteps anything as concrete as recrimination.

Kevin Killian and Karla Milosevich are perhaps less gracious toward Judd in their 2002 Poets’ Theater play Love Can Build a Bridge, which coincidentally is being restaged this weekend as part of BAM’s "Bending the Word/Matrix 226" exhibit. In Love, Judd (played brilliantly by the inimitable George Kuchar) is a Lear-like patriarch whose video will has left his extended clan — including country singers Naomi and Wynona, B-lister Ashley, and "illegitimate son" Judd Nelson — in disarray. I asked Killian over the phone if his characterization of Judd had any specific inspiration, and he recalled visiting curator David Whitney, whose Big Sur house had lots of furniture made by Judd. Looking at one such chair, Whitney said: "I can’t even stand to look at it or sit in it because he was the most hateful man I’d ever known." It looks like Bush isn’t the only wellspring of psychic damage deep in the heart of Texas.

Soledad Barrio and Noche Flamenco

PREVIEW Two years ago when Soledad Barrio and Noche Flamenco filled Zellerbach Hall to the rafters and awarded its performers with a standing ovation the likes of which Cal Performances probably had not experienced in a while, I felt very much like an outsider. I am crazy about flamenco, yet it was only when Barrio took to the stage that I got an inkling of why that southern Spanish form, which reaches deep in that country’s Arabic heritage and perhaps even further into its even more ancient gypsy roots, still manages to take my breath away in the 21st century.

Every pause, every rhythmic explosion, every serpentine turn spoke of something inside her that needed to come out. It was powerful, intimate, absolutely theatrical, and totally genuine. She was defiant, playful, and mysterious — frequently all at once. It was an unforgettable performance that probably would have been even better in a smaller venue — this tiny woman held 2,000 people in the raised palm of her hand.

The rest of the company is by no means simply backup for Barrio. These are superbly trained performers who manage to hang onto their individuality despite the constraints of this type of highly controlled, technically virtuosic performance. Company director Martin Santangelo, who got his start on the stage with El Teatro Campesino, knows how to put together sizzling shows. But the primary reason to welcome this company’s return is Barrio.

Welles well

Many years before the word got sullied on the campaign trail, Orson Welles took up the maverick badge during his acceptance speech for the 1975 AFI Lifetime Achievement Award. Welles used the platform to show clips from The Other Side of the Wind, his comic portrait of an old-time director (played by John Huston) making the rounds in the "New Hollywood" of the 1960s and ’70s. Auteur-worship, Hemingway machismo, and Pauline Kael all come under fire in Wind, a radical film deceptively clothed in shaky handheld camera. The project was in chronic need of funding, and Welles surely hoped that some dues-paying member of the American film society that had recouped Citizen Kane (1941) as a Hollywood classic might step forward to support his new work. They did not, and the film remains unreleased.

For all the fantastic myths that still circulate about Welles, his annotated filmography is the single most intriguing evocation of his career. To be sure, there has been progress since Charles Hingham’s willfully reductive 1985 biography, Orson Welles: The Rise and Fall of an American Genius. Touch of Evil (1958) and The Lady from Shanghai (1948) are widely admired today despite existing in compromised cuts, and the tragic story of RKO’s knee-jerk butchering of The Magnificent Ambersons (1942) has passed through generations of cinephiles.

And yet, a full appreciation of Welles’ career continues to be hampered by the notion that it ended with Touch of Evil. Criterion’s stellar edition of F for Fake (1974) helps correct this view, but with even a masterwork like Chimes at Midnight (1965) still unavailable in America, Welles’ late period remains mired in obscurity. Every time a critical appraisal trots out the tired tropes of Rosebuds and wunderkinds, we lose sight of the indefatigable productivity of Welles’ wilderness, etched in the fragmented traces of The Dreamers, Don Quixote, and The Deep, the forays into television and video, the unproduced scripts (The Big Brass Ring) and monologue performances (Moby Dick).

Munich Filmmuseum director Stefan Drössler’s traveling program "Unknown Orson Welles" offers a rare chance to glimpse this material, much of it locked up in legal contestation. It’s an especially invaluable assemblage for a new generation of Welles scholars, a group who will not feel obliged to reconcile Welles’ degraded performance of his personality (the wine commercials and bit parts that financed his work) with his tremendous record of creative freedom. Following the breadcrumb trails of his genius, we find a wellspring of possibility — and little use for regret.

FREE MUSIC AND MOVIES

For a little extra routine effort, I’ve managed to make San Francisco’s library system my Netflix/GreenCine, rotating CD turntable, and bookstore, all rolled into one. And it’s all free.

If you’re a books-music-film whore like me, you find your home maxed out with piles of the stuff … and not enough extra cash to feed your habits. So I’ve decided to only buy my favorites and to borrow the rest. We San Franciscans have quite a library system at our fingertips. You just have to learn how to use it.

Almost everyone thinks of a library as a place for books. And that’s not wrong: you can read the latest fiction and nonfiction bestsellers, and I’ve checked out a slew of great mixology/cocktail recipe books when I want to try new drinks at home. I’ve hit up bios on my favorite musicians, or brought home stacks of travel books before a trip (they usually have the current year’s edition of at least one travel series for a given place, whether it be Fodor’s, Lonely Planet, or Frommer’s).

But there’s much more. For DVDs, I regularly check Rotten Tomatoes’ New Releases page (www.rottentomatoes.com/dvd/new_releases.php) for new DVD releases. Anything I want to see, I keep on a list and search www.sfpl.org for those titles every week. About 90 percent of my list eventually comes to the library, and most within a few weeks of the release date.

And such a range! I recently checked out the Oscar-nominated animated foreign film, Persepolis, the entire first season of Mad Men, tons of documentaries, classics (like a Cyd Charisse musical or Katherine Hepburn and Spencer Tracy’s catalog), even Baby Mama (sure, it sucked, but I can’t resist Tina Fey).

A music fanatic can find virtually every style, and even dig into the history of a genre. I’ve found CDs of jazz and blues greats, including Jelly Roll Morton, John Lee Hooker, Bessie Smith, Muddy Waters, kitschy lounge like Martin Denny and singer Julie London, and have satiated rap cravings with the latest Talib Kwali, Lyrics Born, Missy Elliott, T.I. or Kanye (I won’t tell if you won’t).

Warning: there can be a long "holds" list for popular new releases (e.g., Iron Man just came out and has about 175). When this happens, Just get in the queue — you can request as many as 15 items simultaneously online (you do have a library card, right?) You’ll get an e-mail when your item comes in and you can check the status of your list any time you log in. Keep DVDs a full seven days (three weeks for books and CDs) and return ’em to any branch you like.

I’ve deepened my music knowledge, read a broader range of books, and canceled GreenCine. Instead, I enjoy a steady flow of free shit coming my way each week. And if I get bored or the novelty of Baby Mama wears off, I return it and free up space in my mind (and on my shelf) for more. (Virginia Miller)

STYLE FOR A SONG

Shhh. The first rule about thrifting, to paraphrase mobsters and hardcore thrift-store shoppers, is don’t talk about thrifting — and that means the sites of your finest thrift scores. Diehard thrifters guard their favorite shops with jealous zeal: they know exactly what it’s like to wade through scores of stained T-shirts, dress-for-success suits, and plastic purses and come up with zilcherooni. They also know what it’s like to ascend to thrifter nirvana, an increasingly rarified plane where vintage Chanel party shoes and cool dead-stock Western wear are sold for a song.

Friendships have been trashed and shopping carts upended in the revelation of these much-cherished thrift stores, where the quest for that ’50s lamb’s fur jacket or ’80s acid-washed zipper jeans — whatever floats your low-budg boat — has come to a rapturous conclusion. It’s a war zone, shopping on the cheap, out there — and though word has it that the thrifting is excellent in Vallejo and Fresno, our battle begins at home. When the sample sales, designer runoff outlets, resale dives, and consignment boutiques dry up, here’s where you’ll find just what you weren’t looking for — but love, love, love all the same.

Come for the writer’s own giveaways (you can bequeath the funds raised to any number of local nonprofits), and leave with the rattan couches, deco bureaus, records, books and magazines, and an eccentric assortment of clothing and housewares. I’m still amazed at the array of intriguing junk that zips through this spot, but act fast or you’ll miss snagging that Victorian armoire.

Goodwill As-Is Store, 86 11th St., SF. (415) 575-2197, www.sfgoodwill.org. This is the archetype and endgamer of grab-and-tumble thrifting. We’re talking bins, people — bins of dirt cheap and often downright dirty garb that the massive Goodwill around the corner has designated unsuitable, for whatever reason. Dive into said bins, rolled out by your, ahem, gracious Goodwill hosts throughout the day, along with your competition: professional pickers for vintage shops, grabby vintage people, and ironclad bargain hunters. They may not sell items by the pound anymore — now its $2.25 for a piece of adult clothing, 50 cents to $1 for babies’ and children’s garb, $4 for leather jackets, etc. — but the sense of triumph you’ll feel when you discover a tattered 1930s Atonement-style poison-ivy green gown, or a Dr. Pimp-enstein rabbit-fur patchwork coat, or cheery 1950s tablecloths with negligible stainage, is indescribable.

Goodwill Industries, 3801 Third St., SF. (415) 641-4470, www.sfgoodwill.org Alas, not all Goodwills are created equal: some eke out nothing but stale mom jeans and stretched-out polo shirts. But others, like this Hunter’s Point Goodwill, abound with on-trend goodies. At least until all of you thrift-hungry hordes grab my junk first. Tucked into the corner of a little strip mall, this Goodwill has all those extremely fashionable hipster goods that have been leached from more populated thrift pastures or plucked by your favorite street-savvy designer to "repurpose" as their latest collection: buffalo check shirts, wolf-embellished T-shirts, Gunne Sax fairy-princess gowns, basketball jerseys, and ’80s-era, multicolored zany-print tops that Paper Rad would give their beards for.

Salvation Army, 1500 Valencia, SF. (415) 643-8040, www.salvationarmyusa.org. The OG of Mission District thrifting, this Salv has been the site of many an awesome discovery. Find out when the Army puts out the new goods. The Salvation soldiers may have cordoned off the "vintage" — read: higher priced — items in the store within the store, but there are still plenty of old books, men’s clothing, and at times hep housewares and Formica kitchen tables to be had: I adore the rainbow Mork and Mindy parka vest I scored in the boys’ department, as well as my mid-century-mod mustard-colored rocker.

Savers, 875 Main, Redwood City. (650) 364-5545, www.savers.com When the ladies of Hillsborough, Burlingame, and the surrounding ‘burbs shed their oldest, most elegant offerings, the pickings can’t be beat at this Savers. You’ll find everything from I. Magnin cashmere toppers, vintage Gucci tweed, and high-camp ’80s feather-and-leather sweaters to collectible dishware, antique ribbons, and kitsch-cute Holly Hobbie plaques. Strangest, oddly covetable missed-score: a psychiatrist’s couch.

Thrift Town, 2101 Mission, SF. (415) 861-1132, www.thrifttown.com. When all else fails, fall back on this department store-sized megalith. Back in the day, thrift-oldsters tell me, they’d dig out collectible paintings and ’50s-era bikes. Now you’ll have to grind deeply to land those finds, though they’re here: cute, mismatched, mid-century chairs; the occasional designer handbag; and ’60s knit suits. Hint: venture into less picked-over departments like bedding. (Kimberly Chun)

Maybe you don’t qualify for food assistance programs or you just want to be a little thriftier — in which case the old adage that the early bird gets the metaphorical worm is apropos. When it comes to good food deals, timing can be everything. Here are a couple of handy tips for those of us who like to eat local, organic, and cheap. Go to Rainbow Grocery early and hit the farmers markets late. Rainbow has cheap and half-price bins in the bread and produce sections — but you wouldn’t know it if you’re a late-riser. Get there shortly after doors open at 9 a.m. for the best deals.

By the end of the day, many vendors at farmers markets are looking to unload produce rather than pack it up, so it’s possible to score great deals if you’re wandering around during the last half hour of the market. Then there’s the Grocery Outlet (2001 Fourth St., Berkeley and 2900 Broadway, Oakland, www.groceryoutlets.com), which puts Wal-Mart to shame. This is truly the home of low-cost living. Grocery Outlet began in 1946 in San Francisco when Jim Read purchased surplus government goods and started selling them. Now Grocery Outlets are the West Coast’s version of those dented-can stores that sell discounted food that wasn’t ready for prime-time, or perhaps spent a little too long in the limelight.

Be prepared to eat what you find — options range from name brands with trashed labels to foodstuffs you’ve never seen before — but there are often good deals on local breads and cheeses, and their wine section will deeply expand you Two-Buck Chuck cellar. Don’t be afraid of an occasional corked bottle that you can turn into salad dressing, and be sure to check the dates on anything perishable. The Grocery Outlet Web site (which has the pimpest intro music ever) lists locations and ways to sign up for coupons and download a brochure on how to feed your family for $3 a day. LIVE MUSIC FOR NOTHING — AND KICKS FOR FREE

Music should be free. Everyone who has downloaded music they haven’t been given or paid for obviously believes this, though we haven’t quite made it to that ideal world where all professional musicians are subsidized — and given health care — by the government or other entities. But live, Clive? Where do can you catch fresh, live sounds during a hard-hitting, heavy-hanging economic downturn? Intrepid, impecunious sonic seekers know that with a sharp eye and zero dough, great sounds can be found in the oddest crannies of the city. You just need to know where to look, then lend an ear. Here are a few reliables — occasional BART station busks and impromptu Ocean Beach shows aside.

Some of the best deals — read: free — on world-class performers happen seasonally: in addition to freebie fests like Hardly Strictly Bluegrass every October and the street fairs that accompanying in fair weather, there’s each summer’s Stern Grove Festival. Beat back the Sunset fog with a picnic of bread, cheese, and cheap vino, though you gotta move fast to claim primo viewing turf to eyeball acts like Bettye Lavette, Seun Kuti and Egypt 80, and Allen Toussaint. Look for the 2009 schedule to be posted at www.sterngrove.org May 1.

Another great spot to catch particularly local luminaries is the Yerba Buena Gardens Festival, which runs from May to October. Rupa and the April Fishes, Brass Menazeri, Marcus Shelby Trio, Bayonics, and Omar Sosa’s Afreecanos Quintet all took their turn in the sun during the Thursday lunchtime concerts. All year around, shopkeeps support sounds further off the beaten path — music fans already know about the free, albeit usually shorter, shows, DJ sets, and acoustic performances at aural emporiums like Amoeba Music (www.amoeba.com) and Aquarius Records (www.aquariusrecords.org). Many a mind has been blown by a free blast of new sonics from MIA or Boris amid the stacks at Amoeba, the big daddy in this field, while Aquarius in-stores define coziness: witness last year’s intimate acoustic hootenanny by Deerhoof’s Satomi and Tenniscoats’ Saya as Oneone. Less regular but still an excellent time if you happen upon one: Adobe Books Backroom Gallery art openings (adobebooksbackroomgallery.blogspot.com), where you can get a nice, low-key dose of the Mission District’s art and music scenes converging. Recent exhibition unveilings have been topped off by performances by the Oh Sees, Boner Ha-chachacha, and the Quails.

Still further afield, check into the free-for-all, quality curatorial efforts at the Rite Spot (www.ritespotcafe.net), where most shows at this dimly lit, atmospheric slice of old-school cabaret bohemia are as free as the breeze and as fun as the collection of napkin art in back: Axton Kincaid, Brandy Shearer, Kitten on the Keys, Toshio Hirano, and Yard Sale have popped up in the past. Also worth a looky-loo are Thee Parkside‘s (www.theeparkside.com) free Twang Sunday and Happy Hour Shows: a rad time to check out bands you’ve never heard of but nonetheless pique your curiosity: Hukaholix, hell’s yeah! And don’t forget: every cover effort sounds better with a pint — all the better to check into the cover bands at Johnny Foley’s (www.johnnyfoleys.com), groove artists at Beckett’s Irish Pub in Berkeley (www.beckettsirishpub.com), and piano man Rod Dibble and his rousing sing-alongs at the Alley in Oakland (510-444-8505). THE CHEAPEST WAY TO GET AROUND TOWN

Our complex world often defies simple solutions. But there is one easy way to save money, get healthy, become more self-sufficient, free up public resources, and reduce your contribution to air pollution and global warming: get around town on a bicycle.

It’s no coincidence that the number of cyclists on San Francisco streets has increased dramatically over the last few years, a period of volatile gasoline prices, heightened awareness of climate change, poor Muni performance, and economic stagnation.

On Bike to Work Day last year, traffic counts during the morning commute tallied more bicycles than cars on Market Street for the first time. Surveys commissioned by the San Francisco Bicycle Coalition show that the number of regular bike commuters has more than doubled in recent years. And that increase came even as a court injunction barred new bike projects in the city (see "Stationary biking," 5/16/07), a ban that likely will be lifted later this year, triggering key improvements in the city’s bicycle network that will greatly improve safety.

Still not convinced? Then do the math.

Drive a car and you’ll probably spend a few hundred dollars every month on insurance, gas, tolls, parking, and fines, and that’s even if you already own your car outright. If you ride the bus, you’ll pay $45 per month for a Fast Pass while government will pay millions more to subsidize the difference. Riding a bike is basically free.

Free? Surely there are costs associated with bicycling, right? Yeah, sure, occasionally. But in a bike-friendly city like San Francisco, there are all kinds of opportunities to keep those costs very low, certainly lower than any other transportation alternative except walking (which is also a fine option for short trips).

There are lots of inexpensive used bicycles out there. I bought three of my four bicycles at the Bike Hut at Pier 40 (www.thebikehut.com) for an average of $100 each and they’ve worked great for several years (my fourth bike, a suspension mountain bike, I also bought used for a few hundred bucks).

Local shops that sell used bikes include Fresh Air Bicycles, (1943 Divisidero, www.fabsf.com) Refried Cycles (3804 17th St., www.refriedcycles,com/bicycles.htm), Karim Cycle (2800 Telegraph., Berkeley, www.teamkarim.com/bikes/used/) and Re-Cycles Bicycles (3120 Sacramento, Berkeley, www.recyclesbicycles.com). Blazing Saddles (1095 Columbus, www.blazingsaddles.com) sells used rental bikes for reasonable prices. Craigslist always has listings for dozens of used bikes of all styles and prices. And these days, you can even buy a new bike for a few hundred bucks. Sure, they’re often made in China with cheap parts, but they’ll work just fine.

Bikes are simple yet effective machines with a limited number of moving parts, so it’s easy to learn to fix them yourself and cut out even the minimal maintenance costs associated with cycling. I spent $100 for two four-hour classes at Freewheel Bike Shop (1920 Hayes and 914 Valencia, www.thefreewheel.com) that taught me everything I need to know about bike maintenance and includes a six-month membership that lets me use its facilities, tools, and the expertise of its mechanics. My bikes are all running smoother than ever on new ball bearings that cost me two bucks per wheel, but they were plenty functional even before.

There are also ways to get bike skills for free. Sports Basement (www.sportsbasement.com) offers free bicycle maintenance classes at both its San Francisco locations the first Tuesday of every month from 6:30-7:30 p.m. Or you can turn to the Internet, where YouTube has a variety of bike repair videos and Web sites such as www.howtofixbikes.com can lead you through repairs.

The nonprofit The Bike Kitchen (1256 Mission, www.thebikekitchen.org) on Mission Street offers great deals to people who spend $40 per year for a membership. Volunteer your time through the Earn-a-Bike program and they’ll give you the frame, parts, and skills to build your own bike for free.

But even in these hard economic times, there is one purchase I wouldn’t skimp on: spend the $30 — $45 for a good U-lock, preferably with a cable for securing the wheels. Then you’re all set, ready to sell your car, ditch the bus, and learn how easy, cheap, fast, efficient, and fun it is to bicycle in this 49-square-mile city. (Steven T. Jones)

LOW-COST HEALTH CARE

When money’s tight, healthcare tends to be one of the first costs we cut. But that can be a bad idea, because skimping on preventive care and treatment for minor issues can lead to much more expensive and serious (and painful) health issues later. Here is our guide to Bay Area institutions, programs, and clinics that serve the under- and uninsured.

One of our favorite places is the Women’s Community Clinic (2166 Hayes, 415-379-7800, www.womenscommunityclinic.org), a women-operated provider open to anyone female, female-identified, or female-bodied transgender. This awesome 10-year-old clinic offers sexual and reproductive health services — from Pap smears and PMS treatment to menopause and infertility support — to any SF, San Mateo, Alameda, or Marin County resident, and all on a generous sliding scale based on income and insurance (or lack thereof). Call for an appointment, or drop in on Friday mornings (but show up at 9:30 a.m. because spots fill up fast).

A broader option (in terms of both gender and service) is Mission Neighborhood Center (main clinic at 240 Shotwell. 415-552-3870, www.mnhc.org, see Web site for specialty clinics). This one-stop health shop provides primary, HIV/AIDS, preventive, podiatry, women’s, children’s, and homeless care to all, though its primary focus is on the Latino/Hispanic Spanish-speaking community. Insurance and patient payment is accepted, including a sliding scale for the uninsured (no one is denied based on inability to pay). This clinic is also a designated Medical Home (or primary care facility) for those involved in the Healthy San Francisco program.

Contrary to popular belief, Healthy San Francisco (www.healthysanfrancisco.org) is not insurance. Rather, it’s a network of hospitals and clinics that provide free or nearly free healthcare to uninsured SF residents who earn at or below 300 percent of the federal poverty level (which, at about $2,600 per month, includes many of us). Participants choose a Medical Home, which serves as a first point-of-contact. The good news? HSF is blind to immigration status, employment status, and preexisting medical conditions. The catch? The program’s so new and there are so many eligible residents that the application process is backlogged — you may have a long wait before you reap the rewards. Plus, HSF only applies within San Francisco.

Some might consider mental health less important than that of the corporeal body, but anyone who’s suffered from depression, addiction, or PTSD knows otherwise. Problem is, psychotherapy tends to be expensive — and therefore considered superfluous. Not so at Golden Gate Integral Counseling Center (507 Polk. 415-561-0230, www.goldengatecounseling.org), where individuals, couples, families, and groups can get long- and short-term counseling for issues from stress and relationships to gender identity, all billed on a sliding scale.

Other good options

American College of Traditional Chinese Medicine (450 Connecticut, 415-282-9603, actcm.edu). This well-regarded school provides a range of treatments, including acupuncture, cupping, tui ma/shiatsu massage, and herbal therapy, at its on-site clinics — all priced according to a sliding scale and with discounts for students and seniors. The college also sends interns to specialty clinics around the Bay, including the Women’s Community Clinic, Haight Ashbury Free Medical Clinic, and St. James Infirmary.

St. James Infirmary (1372 Mission. 415-554-8494, www.stjamesinfirmary.org). Created for sex-workers and their partners, this Mission District clinic offers a range of services from primary care to massage and self-defense classes, for free. Bad ass.

Free Print Shop (www.freeprintshop.org): This fantabulous Webs site has charts showing access to free healthcare across the city, as well as free food, shelter, and help with neighborhood problems. If we haven’t listed ’em, Free Print Shop has. Tell a friend.

Native American Health Center (160 Capp, 415-621-8051, www.nativehealth.org). Though geared towards Native Americans, this multifaceted clinic (dental! an Oakland locale, and an Alameda satellite!) turns no one away. Services are offered to the under-insured on a sliding scale as well as to those with insurance.

SF Free Clinic (4900 California, 415-750-9894, www.sffc.org). Those without any health insurance can get vaccinations, diabetes care, family planning assistance, STD diagnosis and treatment, well child care, and monitoring of acute and chronic medical problems.

Haight Ashbury Free Clinics (558 Clayton. 415-746-1950, www.hafci.org): Though available to all, these clinics are geared towards the uninsured, underinsured "working poor," the homeless, youth, and those with substance abuse and/or mental health issues. We love this organization not only for its day-to-day service, but for its low-income residential substance abuse recovery programs and its creation of RockMed, which provides free medical care at concerts and events. THE BEST HOMELESS SHELTERS

There’s no reason to be ashamed to stay in the city’s homeless shelters — but proceed with awareness. Although most shelters take safety precautions and men and women sleep in separate areas, they’re high-traffic places that house a true cross-section of the city’s population.

The city shelters won’t take you if you just show up — you have to make a reservation. In any case, a reservation center should be your first stop anyway because they’ll likely have other services available for you. If you’re a first-timer, they’ll want to enter you into the system and take your photograph. (You can turn down the photo-op.) Reservations can be made for up to seven days, after which you’ll need to connect with a case manager to reserve a more permanent 30- or 60-day bed.

The best time to show up is first thing in the morning when beds are opening up, or late at night when beds have opened up because of no-show reservations. First thing in the morning means break of dawn — people often start lining up between 4 a.m. and 6 a.m. for the few open beds. Many people are turned away throughout the day, although your chances are better if you’re a woman.

You can reserve a bed at one of several reservation stations: 150 Otis, Mission Neighborhood Resource Center (165 Capp St.), Tenderloin Resource Center (187 Golden Gate), Glide (330 Ellis), United Council (2111 Jennings), and the shelters at MSC South (525 Fifth St.) and Hospitality House (146 Leavenworth). If it’s late at night, they may have a van available to give you a ride to the shelter. Otherwise, bus tokens are sometimes available if you ask for one — especially if you’re staying at Providence shelter in the Bayview-Hunters Point District.

They’ll ask if you have a shelter preference — they’re all a little different and come with good and bad recommendations depending on whom you talk to. By all accounts, Hospitality House is one of the best — it’s small, clean, and well run. But it’s for men only, as are the Dolores Street Community Services shelters (1050 S. Van Ness and 1200 Florida), which primarily cater to Spanish-speaking clients.

Women can try Oshun (211 13th St.) and A Woman’s Place (1049 Howard) if they want a men-free space. If kids are in tow, Compass Family Services will set you up with shelter and put you on a waiting list for housing. (A recent crush of families means a waiting list for shelters also exists.) People between 18 and 24 can go to Lark Inn (869 Ellis). The Asian Woman’s Shelter specializes in services for Asian-speaking women and domestic violence victims (call the crisis line 877-751-0880). When it comes to free drinks I’m a liar, a whore, and a cheat, duh.

I’m a liar because of course I find your designer replica stink-cloud irresistible and your popped collar oh so intriguing — and no, you sexy lug, I’ve never tried one of those delicious-looking orange-juice-and-vodka concoctions you’re holding. Perhaps you could order me one so I could try it out while we spend some time?

I’m a whore because I’ll still do you anyway — after the fifth round, natch. That’s why they call me the liquor quicker picker-upper.

And I’m a cheat because here I am supposed to give you the scoop on where to score some highball on the lowdown, when in fact there’s a couple of awesome Web sites just aching to help you slurp down the freebies. FuncheapSF’s run by the loquacious Johnny Funcheap, and has the dirty deets on a fab array of free and cheap city events — with gallery openings, wine and spirits tastings, and excellent shindigs for the nightlife-inclined included. MyOpenBar.com is a national operation that’s geared toward the hard stuff, and its local branch offers way too much clarity about happy hours, concerts, drink specials, and service nights. Both have led me into inglorious perdition, with dignity, when my chips were down.

IMPRESS A DATE WITH DINNER UNDER $50

You’ve got a date this weekend, which you’re feeling pretty good about, but only $50 to spend, which feels … not so good. Where should you go?

You’ll appear in-the-know at the underrated Sheba Piano Lounge (1419 Fillmore, www.shebalounge.com) on lower Fillmore Street, right in the middle of the burgeoning jazz revival district. Sheba was around long before Yoshi’s, offering live jazz (usually piano, sometimes a vocalist) and some of the best Ethiopian food in the city in a refined, relaxed lounge setting. Sure, they’ve got Americanized dishes, but skip those for the traditional Ethiopian menu. Sample multiple items by ordering the vegetarian platter ($13) or ask for a mixed meat platter, which is not on the menu ($16 last time I ordered it). One platter is more than enough for two, and you can still afford a couple of cocktails, glasses of wine or beer, or even some Ethiopian honey wine (all well under $10). Like any authentic Ethiopian place I’ve eaten in, the staff operates on Africa time, so be prepared to linger and relax.

It’s a little hipster-ish with slick light fixtures, a narrow dining room/bar, and the increasingly common "communal table" up front, but the Mission District’s Bar Bambino (2931 16th St., www.barbambino.com) offers an Italian enoteca experience that says "I’ve got some sophistication, but I like to keep it casual." Reserve ahead for tables because there aren’t many, or come early and sit at the bar or in the enclosed back patio and enjoy an impressive selection of Italian wines by the glass ($8–$12.50). For added savings with a touch of glam, don’t forget their free sparkling water on tap. It’s another small plates/antipasti-style menu, so share a pasta ($10.50–$15.50), panini ($11.50–$12.50), and some of their great house-cured salumi or artisan cheese. Bar Bambino was just named one of the best wine bars in the country by Bon Apetit, but don’t let that deter you from one of the city’s real gems.

Nothing says romance (of the first date kind) like a classic French bistro, especially one with a charming (heated) back patio. Bistro Aix (3340 Steiner, www.bistroaix.com) is one of those rare places in the Marina District where you can skip the pretension and go for old school French comfort food (think duck confit, top sirloin steak and frites, and a goat cheese salad — although the menu does stray a little outside the French zone with some pasta and "cracker crust pizza." Bistro Aix has been around for years, offering one of the cheapest (and latest — most end by 6 or 7 p.m.) French prix fixe menus in town (Sunday through Thursday, 6–8 p.m.) at $18 for two courses. This pushes it to $40 for two, but still makes it possible to add a glass of wine, which is reasonably priced on the lower end of their Euro-focused wine list ($6.25–$15 a glass).

FREE YOGA

You may be broke, but you can still stay limber. San Francisco is home to scores of studios and karmically-blessed souls looking to do a good turn by making yoga affordable for everyone.

One of the more prolific teachers and donation-based yoga enthusiasts is Tony Eason, who trained in the Iyengar tradition. His classes, as well as links to other donation-based teachers, can be found at ynottony.com. Another great teacher in the Anusara tradition is Skeeter Barker, who teaches classes for all levels Mondays and Wednesdays from 7:45 to 9:15 p.m. at Yoga Kula, 3030a 16th St. (recommended $8–$10 donation).

HOW TO KEEP YOUR APARTMENT

So the building you live in was foreclosed. Or you missed a few rent payments. Suddenly there’s a three-day eviction notice in your mailbox. What now?

Don’t panic. That’s the advice from Ted Gullicksen, executive director of the San Francisco Tenants Union. Tenants have rights, and evictions can take a long time. And while you may have to deal with some complications and legal issues, you don’t need to pack your bags yet.

Instead, pick up the phone and call the Tenants Union (282-6622, www.sftu.org) or get some professional advice from a lawyer.

The three-day notice doesn’t mean you have to be out in three days. "But it does mean you will have to respond to and communicate with the landlord/lady within that time," Gullicksen told us.

It’s also important to keep paying your rent, Gullicksen warned, unless you can’t pay the full amount and have little hope of doing so any time soon.

"Nonpayment of rent is the easiest way for a landlord to evict a tenant," Gullicksen explained. "Don’t make life easier for the landlady who was perhaps trying to use the fact that your relatives have been staying with you for a month as grounds to evict you so she can convert your apartment into a pricey condominium."

There are, however, caveats to Gullicksen’s "always pay the rent" rule: if you don’t have the money or you don’t have all the money.

"Say you owe $1,000 but only have $750 when you get the eviction notice," Gullicksen explained. "In that case, you may want to not pay your landlord $750, in case he sits on it but still continues on with the eviction. Instead, you might want to put the money to finding another place or hiring an attorney."

A good lawyer can often delay an eviction — even if it’s over nonpayment or rent — and give you time to work out a deal. Many landlords, when faced with the prospect of a long legal fight, will come to the table. Gullicksen noted that the vast majority of eviction cases end in a settlement. "We encourage all tenants to fight evictions," he said. The Tenants Union can refer you to qualified tenant lawyers.

These days some tenants who live in buildings that have been foreclosed on are getting eviction notices. But in San Francisco, city officials are quick to point out, foreclosure is not a legal ground for eviction.

Another useful tip: if your landlord is cutting back on the services you get — whether it’s a loss of laundry facilities, parking, or storage space, or the owner has failed to do repairs or is preventing you from preventing you from "the quiet enjoyment of your apartment" — you may be able to get a rent reduction. With the passage of Proposition M in November 2008 tenants who have been subjected to harassment by their landlords are also eligible for rent reductions. That involves a petition to the San Francisco Rent Stabilization and Arbitration Board (www.sfgov.org/site/rentboard_index.asp).

Gullicksen also recommends that people who have lost their jobs check out the Eviction Defense Collaborative (www.evictiondefense.org).

"They are mostly limited to helping people who have temporary shortfalls," Gullicksen cautioned. But if you’ve lost your job and are about to start a new one and are a month short, they can help. (Sarah Phelan)

OUT OF WORK? HERE’S STEP ONE

How do you get your unemployment check?

"Just apply for it."

That’s the advice of California’s Employment Development Department spokesperson Patrick Joyce.

You may think you aren’t eligible because you may have been fired or were only working part-time, but it’s still worth a try. "Sometimes people are ineligible, but sometimes they’re not," Joyce said, explaining that a lot of factors come into play, including your work history and how much you were making during the year before you became unemployed.

"So, simply apply for it — if you don’t qualify we’ll tell you," he said. "And if you think you are eligible and we don’t, you can appeal to the Unemployment Insurance Appeals Board."

Don’t wait, either. "No one gets unemployment benefits insurance payments for the first week they are unemployed," Joyce explained, referring to the one-week waiting period the EDD imposes before qualified applicants can start collecting. "So you should apply immediately."

Folks can apply by filling out the unemployment insurance benefits form online or over the phone. But the phone number is frequently busy, so online is the best bet.

“Tantalus”

PREVIEW Last year’s audacious staged reading of the complete Tom Stoppard trilogy The Coast of Utopia saw the Shotgun Players expanding their already broad horizons to encompass a rarely performed heavyweight piece exploring the roots of Russian radicalism. This year, they’ve raised their own impossible bar even higher, with a staged reading of John Barton’s daunting 10-play cycle Tantalus.

Performed only once in its entirety — in Denver in 2000 — this marathon of myth was Barton’s attempt to fill in what he has termed the "gaps" in the Epic Cycle, which described the rise and fall of Troy in a series of epic poems, many of which have survived only in fragments. Sire of the doomed house of Atreus, Tantalus doesn’t actually appear in his own titular drama, having already been imprisoned by the gods for stealing their ambrosia — and offering up his son in a savory stew. But the rest of the squabbling pack — Agamemnon, Menelaus, Clytemnestra, et al. — play a role, along with a host of heroes, gods, and poets. Performing one-third of the great work on each of three successive Wednesdays, the Shotgun Players are poised, with this epic endeavor, to tantalize us.
