TECHSPLOITATION When I edit Wikipedia, I am fighting for the future. There are certain things and people whose memories I want preserved for generations to come so that curious searchers a century from now will know the full story. Via Wikipedia, they will get more than stories of great politicians and giant corporations from glossy histories. I want this user-edited, online encyclopedia to tell tales of the brave and the marginal as well as the notorious and the powerful. That’s why I’ve become a Wikipedia activist.

For years I was a passive reader of Wikipedia, particularly entries on obscure technology and pop culture. I think of Wikipedia as the first place to go when I’m researching something off the beaten track, like early episodes of Doctor Who or technical specs for the outputs on DVR players.

Last week, however, I finally shed my Wikipedia passivity and started editing entries myself. I hit a personal tipping point.

I was writing a profile about a novelist for an online magazine and discovered that this author’s Wikipedia biography page had been summarily deleted the week before on the grounds that it wasn’t notable enough. I had previously visited his entry early in my research because it contained a fairly complete list of everything he’d written. To make matters worse, when I read the history of the deletion, it turned out to have been done by a guy who knew absolutely nothing about this novelist’s areas of expertise. The deleter was a big contributor to Wikipedia, it’s true — but only on the topic of religion, particularly Lutheranism. How could that background possibly grant him the authority to determine whether a postmodern novelist and video game designer was notable or not?

So I signed up for a Wikipedia account and re-created this novelist’s entry from the Google cache and sources I’d gathered while writing the profile. I also wrote an explanation to the deleter, requesting that he not do it again.

And then, while I was at it, I re-created another entry recently deleted for not being notable enough — that of Sonia Greene, a pulp fiction writer and publisher of the 1920s who was briefly married to H.P. Lovecraft. Of all the insulting things to have happen, her entry had been erased, and people searching for her were redirected to an entry on Lovecraft. How’s that for you, future scholars? Looking for information about a minor pulp fiction writer? Too bad she’s not notable — but we can redirect you to an entry on a guy she was married to for two years. (A guy, I might add, who pissed her off so much that she burned all his letters when they divorced.) Yuck.

My experiences have made me strongly question the idea of "notableness" on Wikipedia. I am genuinely offended by the notion that obscure authors, technologies, ideas, and events should be deleted from what’s supposed to be a vast compendium of knowledge. It’s not as if Wikipedia is running out of disk space and needs to delete stuff to keep going. And it’s not as if an entry on an obscure writer will somehow undermine somebody’s ability to search for less obscure ones.

Besides, who is to say what is notable or not? Lutheran ministers? Bisexual Marxists? Hopefully both. For me, the utopianism of Wikipedia comes from its status as a truly democratic people’s encyclopedia — nothing is too minor to be in it. Everything should be noteworthy, as long as it is true and primary sources are listed. If we take this position, we avoid the mistakes of 19th-century chroniclers, who kept little information about women and people of color in archives because of course those groups were hardly notable. Yet now historians and curious people bang their heads against walls because so much history was lost to those deletions.

If the goal is to preserve knowledge, we shouldn’t be wasting our time determining what’s notable enough to stay in Wikipedia. Instead, we should be preserving in a searchable form everything we can that’s truthful, so the culture and history of the minor and the obscure can be remembered just as easily as those of the famous and the mighty. *

FEAST: 9 reasons to eat your way through the East Bay

The East Bay’s feisty radicals, Neurosis fans, hyphy heads, agro hippies, torrid potters, gimlet-eyed gardeners, 924 Gilman suburbo gutter punks, Oakland First–ers, Black Panther vets, passionate nesters, and working-class heroes understand: there’s plenty there to lure SF-oodies over the bridge — construction shutdowns and late-night lane narrowing be damned. Many culinary establishments fall in line with the gospel according to Alice Waters, but still others, such as those overseen by burgeoning eatery empire–builders Haig and Cindy Krikorian (owners of Sea Salt, Lalime’s, Fonda, and T-Rex), are charting new paths in regional cooking and making good food that comforts one’s soul and boosts one’s morale, using sustainable ingredients. But food is so much more than sustenance — why stop there? Farther off the path of nutritional wisdom are other, less-posh grub spots that are no less beloved, for the homier glories of butterfat and chicken gizzards — they make the journey east that much more mouthwatering. Don’t be deterred by the deliberate misspelling and the forbiddingly windowless ’50s- and ’60s-era exterior: Art knows his crab, man. On Sunday afternoons Baptists in all their bright-hued finery pile into this classic, cork-walled and Naugahyde booth–lined joint to don plastic bibs and chaw massive buckets of Dungeness crab swimming in butter and button mushrooms, along with platters of fried okra, hush puppies, and garlic noodles. Reilly’s right to sue

EDITORIAL One of the more effective ways the courts have kept activists out in the legal cold over the years is to deny them what’s known as "standing" — the right to sue. You want to fight the government in court over the destruction of a wilderness area? First you have to prove that you’ll be damaged by the logging or mining or development — and until relatively recently, unless you personally owned land or a business in the immediate vicinity, you were out of luck. You want to sue to force San Francisco to abide by federal law and create a public power system? No can do: individual citizens have no standing to sue over violations of the Raker Act. Only the secretary of the interior or the city attorney can do that — and neither one has been willing to do so in half a century.

Some of the most important advances in public-interest law have been expansions of the right of standing — the right of individuals to sue over major political issues when the government agencies that are supposed to be watchdogs have failed to do their jobs. But now the two big newspaper chains that dominate the Bay Area want to deny that right to real estate investor Clint Reilly.

In filings March 16, the Hearst Corp. and MediaNews Group sought to get Reilly’s suit against the monopolization of the local newspaper market thrown out of court. The grounds? Reilly is, well, just a citizen. Just a reader of the papers and someone who buys ads in them. Just someone who will suffer the untold damage of losing diversity in media voices in the community. Someone who, the monopolist lawyers say, has no standing to sue.

The problem, of course, is that the government agencies that clearly have standing to try to block two publishing barons from conspiring to end newspaper competition in the Bay Area — the attorneys general of the United States and California — have refused to do anything except smile and look the other way while Hearst and MediaNews go about their diabolical business. So if an individual like Reilly has no right to go to court, then there will be no legal obstacle to the barons’ plans.

The obvious legal answer, of course, is that the judge in the case, Susan Illston, must toss out this specious argument, allow the suit to continue, and get to the serious legal issues at stake.

The case is obvious: the people who will be injured most by the elimination of newspaper competition are the readers, the citizens, the political activists … the public. And if a member of the public can’t sue to stop it, there’s not a lot of hope for justice.

In fact, as Joe Alioto, the attorney for Reilly, points out, the Sherman and Clayton antitrust laws were specifically written to allow individuals to sue over monopolistic practices, "because the authors of those laws didn’t trust the government to control monopolies."

But the real message here is that the new California AG, Jerry Brown, can’t simply follow in his predecessor’s lead and ignore the clear antitrust implications of the MediaNews and Hearst deals. Is Reilly the only one who will stand up against the publishing barons? Where are you, Jerry? *


PS Where is the US attorney’s office, which was so quick to put Josh Wolf in jail, when the real lawbreakers in the publishing business are making millions by eliminating competition?

PPS The San Francisco Chronicle‘s story on the filing, by Bob Egelko, didn’t quote Reilly or Alioto in response. And Reilly’s legal response is under court seal — thanks to Hearst and MediaNews, which have demanded that all documents remain secret. If the media barons don’t justify that secrecy to the court by March 28, the records will be opened. If not, we will continue our so-far-successful court battle to open the records.

Bertolt Brecht wanted theater to be for the people, not the power. In order for that to happen, tickets need to be cheap. Luckily, many local venues are committed to fulfilling Brecht’s directive, at least in terms of money, by ensuring that their shows are accessible to people of all income levels. With these shows costing less than the latest soulless CGI flick you just saw, what’s stopping you from spending the night at the theater?

Even though they call the new and soon to be solar-powered Ashby Stage (1901 Ashby, Berk. 510-841-6500, www.shotgunplayers.org) home, the Shotgun Players haven’t forgotten their humble roots in the basement of a pizza parlor. They make their innovatively staged plays accessible to folks on a pizza budget by holding a pay-what-you-can first week for every production.

Theater company Central Works stages all of its collaboratively written, developed, and produced plays in a dining room of the Berkeley City Club (2315 Durant, Berk. 510-558-1381, www.centralworks.org). You’ve never seen drama this close, and rarely so inexpensive: tickets are on a sliding scale and start at $9.

All shows are pay what you can at CounterPULSE (1310 Mission, SF. 415-626-2060, www.counterpulse.org), which presents theater, dance, music, and interdisciplinary performances — all with a political and cultural edge.

The African-American Shakespeare Company (African American Art and Culture Complex, Buriel Clay Memorial Theater, 762 Fulton, SF. 415-762-2071, ext. 1) brings an African American perspective to classical works by such playwrights as William Shakespeare, Anton Chekhov, and Aristophanes. All preview performances cost $5.

Strange things happen on the tiny stage of the Dark Room (2263 Mission, SF. 415-675-9963, www.darkroomsf.com) and at a very reasonable price. Pay $5 to watch performers compete for the honor of being named the worst act in the city (and claiming the title of Miss American Fido) on the last Thursday of the month or heckle the screen during Monday’s Bad Movie Night — which is sort of like Mystery Science Theater 3000, only live.

Established in 1965 specifically to find creative ways of addressing the Vietnam War, Intersection for the Arts (446 Valencia, SF. 415-626-2787, www.theintersection.org) is the oldest nonprofit arts space in San Francisco. Its resident theater company, Campo Santo, performs and helps create challenging plays by local playwrights and nationally known authors such as Denis Johnson. Every Thursday is pay what you can at this community theater and gallery.

The Julia Morgan Center for the Arts (2640 College, Berk. 510-845-8542, www.juliamorgan.org) is the latest Bay Area venue to provide a stage for storytellers and solo performers. Its “Tell it on Tuesdays” series (the last Tuesday of every month) costs as little as $8, and it has seen performers such as Jeff Greenwald and Ron Jones spin a good yarn.

The clever people at Last Planet Theatre (351 Turk, SF. 415-440-3505, www.lastplanettheatre.com) have devised the best way to bring the cost of your theatergoing experience below silver-screen prices: pay two for one on Thursdays. Bring a date and check out the avant-garde experience this nine-year-old company — which has staged works by Harold Pinter, Caryl Churchill, and Rainer Werner Fassbinder — has to offer.

Impact Theatre picks up where Shotgun left off, at La Val’s Subterranean (1834 Euclid, Berk. www.impacttheatre.com), the basement of a pizza parlor. It’s nothing to be ashamed of. Impact produces some of the hippest, edgiest new plays around and lets you watch them for whatever you want, so long as seats are still available a half hour before the show starts.

Over at Sam Shepard’s old stomping ground, the Magic Theatre (Fort Mason Center, bldg. D, third floor, Marina at Laguna, SF. 415-441-8822, www.magictheatre.org) continues to bring fresh work and plenty of world premieres to audiences. The 40-year-old space has a sliding-scale ticket price on Wednesdays that dips down to $5, and it also holds a minimum of 10 last-minute tickets for $10, available 30 minutes before curtain.

You never know what’s going to sprout up at Monday Night Marsh, held at the Marsh (1062 Valencia, SF. 415-826-5750, www.themarsh.org) for just $7. The curated almost-weekly event puts performers, improv artists, storytellers, musicians, clowns, and any combination thereof in its black box. The only rule is no fire in the house.

Home to Footloose, which incubates primarily women’s work, Shotwell Studios (Shotwell Studios, 3252A 19th St., SF. 415-920-2223, www.ftloose.org) is the place to see contemporary dance and the occasional comedy night, and every show is pay what you can.

Keep your fingers crossed that shows at Z Space Studio (131 10th St., third floor, SF. 415-626-0453, www.zspace.org) don’t sell out. The venue, which also helps performing artists and playwrights bring their ideas to fruition and then sends them off on tour, offers pay-what-you-can rush tickets on Wednesday, Thursday, and Friday nights. Kids get Addicted to War

It’s a lucid time line of 230 years of American wars and conflicts. It’s a well-researched text, footnoted from sources as varied as international newspapers, Department of Defense documents, and transcripts of speeches from scores of world leaders. It’s been endorsed by such antiwar stalwarts as Susan Sarandon, Noam Chomsky, Helen Caldicott, Cindy Sheehan, and Howard Zinn, who called it "a witty and devastating portrait of US military history."

And it’s a comic book that’s going to be available for 10th-through-12th-grade students in San Francisco’s public schools. Four thousand copies of Addicted to War: Why the U.S. Can’t Kick Militarism, by Joel Andreas, have been purchased and donated to the San Francisco Unified School District using contributions gathered by local peace activist Pat Gerber.

Gerber came across the book at a rally about a year and a half ago and, inspired by the compelling display of such heavy content, presented it to the Board of Education’s Curriculum and Program Committee, where its use as a supplemental text was unanimously approved last fall. The book will be distributed to all high school social studies teachers for review, and those who opt in will be given copies to use as supplemental texts to their already approved curriculum.

Many peaceniks may be familiar with the 77-page comic book that was originally conceived in 1991 to highlight the real story behind the Gulf War. With spare wit and imagery, Andreas plainly outlines how combat is the very expensive fuel that feeds the economic and political fire of the United States.

In outlining this history, Andreas doesn’t gloss over the lesser-known and oft misunderstood conflicts in Haiti, the Philippines, Lebanon, and Grenada. He draws on multiple sources to portray America’s purported need to overthrow foreign governments and establish convenient dictators, including Saddam Hussein, in order to fill the pockets of the most powerful people and corporations in American history. Andreas also includes the blinded eyes of the mainstream media, whose spin and shortcomings keep this business rolling.

The current publisher, Frank Dorrel, came across the book in 1999. "This is the best thing I’ve ever read," the Air Force veteran told the Guardian. "I’ve got a whole library of US foreign policy, but this puts it all together in such an easy format. Howard Zinn, Noam Chomsky, Michael Parenti — they’re all [authors of] great books, but they aren’t easy reads." When Dorrel first discovered the book, he contacted the original publisher to order 100 copies to give to all his friends.

"They didn’t even have 10," he said. "It was out of print."

Dorrel was disappointed with the news and thought an updated text was overdue. With the use of a private investigator, he tracked down Andreas, who happened to live in the Los Angeles area just a few miles from Dorrel.

Andreas agreed it was time for a new edition. Addicted to War now includes Kosovo, Sept. 11, Afghanistan, and the current quagmire in Iraq. Over the years, 300,000 copies have been distributed in English, Spanish, and Japanese. Many of those copies have been distributed to teachers and students through the Books for Schools program, but San Francisco Unified is the first entire district to approve use of the book. Dorrel encourages others to follow suit by deeply discounting the $10 price for school districts to as little as $2.50 a book plus shipping. He seems unconcerned with making a profit and said, "It’s all done to get out the information."

For San Francisco, he discounted the price even further, and the costs were met by donations from local peace activists. No taxpayer or school district funds were involved in the purchase, and Gerber and Dorrel are still accepting donations to defray some costs. The district teachers’ union, United Educators of San Francisco, expressed unanimous approval of the book, and it sailed through the board’s bureaucracy. But it is not without its critics.

Sean Hannity of Fox News slammed the book for, among other things, illustrations of President George W. Bush wearing a gas mask and a baby holding a machine gun. Hannity invited Sup. Gerardo Sandoval to his Jan. 12 show, introducing him as "the man who doesn’t think we need a military" in a distorted reference to something Sandoval said in a previous appearance.

This time Hannity asked Sandoval, "Do you support this as propaganda in our schools?"

To which Sandoval responded, "It’s not propaganda. But I do support having alternative viewpoints, especially for young people about to become of military age…. I think it provides a balanced approach to history. Some of the actions that the US has taken abroad in our 200-year history have been less than honorable."

To which an aghast Hannity countered, "It encourages high schoolers to kick the war habit. It is so unbalanced and one-sided…. You’re entitled to your left-wing ‘we don’t need a military’ views … but leave our children in school alone."

Strangely, images of the book shown during the Fox segment bear little resemblance to those in the actual text. The news channel flashed to a picture of a thick, hardbound book with a dust jacket of the cover illustration, though as far as Dorrel and Gerber know, it has never been published in hardcover and never with a dust jacket. Gerber thinks the cover image and some internal cartoons were printed from the Web site www.addictedtowar.com and faked into a book that the news channel didn’t have a copy of and had not actually read.

The SFUSD was invited by Fox News to speak on behalf of the book but declined. "We decided we didn’t want to debate in that forum," district spokesperson Gentle Blythe told the Guardian.

Blythe said the district has been contacted mostly by people in support of the work and the only criticism has come from its coverage in the conservative media. She stressed that the use of the book is optional, at the discretion of each teacher, and the Office of Teaching and Learning is researching other texts that offer another perspective but has not settled on anything yet.

"If a teacher agrees with the content, they love the book," Dorrel said. "This is really the history. We’ve been going around in the name of liberty, and it’s not that. It’s a business. It’s really bad when war is your business."

Dorrel said that since he’s been distributing the book, which has all his contact information on the first page, he’s only received a couple of nasty phone calls. "The phone rings every day. Every day there are e-mails, and mostly I just get praise because they’ve never seen anything like this. *

Left Behind: Eternal Forces

GAMER It’s no secret. We’re in the end times, and at the clarion’s call when all of God’s children are raptured into heaven, we’ll be left to deal with the Antichrist — who, by the way, has a job at the United Nations and is working like the devil to see that people get college educations to further support the dark lord and his satanic machinations (which, of course, include sexual equality). Hail, Satan!

Unfortunately, in the recently released Left Behind: Eternal Forces — based on the best-selling series by Tim LaHaye and Jerry Jenkins, in which a handful of heroes is left to save humanity after the rapture — you only get to play as the "good guys," the Tribulation Force, whose mission is to foil the nefarious Global Community peacekeeper forces. Actually, you can play for Satan, but first you’ll need to convince a couple of your friends to load this crappy game onto their computers to play with you. Go ahead. Ask them. See what they say once you explain what the game is about. Unless they are 70-year-old evangelists or the parents of babbling blond, banal gospel or country music stars, your friends will laugh at you. I’m no expert, but I think former UN ambassador John Bolton might like this game’s premise.

As for me, I found it childish and ridiculous. And as a video game, it was like playing Pong in a dark swamp. In the time it took me to maneuver my character up the street in order to convert a couple people for "Trib force," I could have easily hijacked a truck or a BMX bike, robbed a police station, and beaten a shopkeeper senseless — all while dressed as Dennis Rodman — while playing Grand Theft Auto: San Andreas. The point the developers of this game are trying to make is that immoral video games like GTA and other shoot-’em-ups, such as SOCOM and Halo, offer no positive messages. That said, I’m not quite sure what moral messages there are in this game. It was so hard to play that I never really got a good feel for the potential it might have. At certain points of the game, secret clues appear, except they’re not actually clues but scriptural passages about the end times or some half-assed tirade calling evolution a satanic plot. Whenever your character is activated, he or she will say "Praise the Lord" or "Laying straight paths" before going off to save humanity. When the players run low on spiritual energy, their comments are more like "What now?" or "I could really use a sandwich."

Inside the package was a short video by its makers and the authors of the book series the game is based on. There’s also commentary from other influential evangelical leaders, including Dr. Jack Hayford, the president of the Foursquare Church, who comments that this game is "every bit as much fun as kids perceive other stuff."

Really? Whose kids?

When I was a kid, my evangelical grandparents gave me music they hoped would counter my newfound love of heavy metal. But Stryper and metal missionaries Bloodgood can’t touch Iron Maiden and Metallica, and if parents think their kids will find this game more fun than others on the market, they really should get out more often. Given the choice of playing as a Navy SEAL (as in SOCOM) or some sweater-vested geek trying to convert New York City, I would much rather be the former.

In the promotional video, a gamer named Grant says the game is so unique he "just can’t stop playing it. My eyes are getting so tired, ’cause I’m having so much fun that I might fall asleep on my computer."

Here’s a suggestion if you want to keep Grant from falling asleep and drooling in his keyboard: you have to make it easier to play. I had to keep rebooting my computer in order to get the game to move at all. When I finally did get to play, my character was killed by an evil, college-educated, rock music gang — which poisoned me. That’s right. Gangs in New York have college educations and spend their time poisoning people. I know the developers are trying to keep the level of violence down, but the soldiers get to shoot each other. Are they trying to teach their children that gangs don’t use guns? Has there been an upsurge in gang-related poisonings lately?

I found trying to convert people (which is the main point of the game) to be a soul-crushingly boring waste of time. There is no way teens will flock to this game (unless they feel an obligation to play the gift grandma got them so nobody’s feelings get hurt).

If you see this title at your local store, do not buy it, even if you think it’s funny. I promise you it is not. It must be left behind. (James Woodard)

In what some experts are hailing as a first for sustainability movements in the United States, a coalition of policy organizations has unveiled a comprehensive campaign to reduce the Bay Area’s reliance on global markets in favor of a more locally based economy.

If the plan is embraced by local government agencies and brought to fruition, it could be the first significant reversal of the decades-long march toward globalization, which encourages powerful multinational corporations to exploit cheap labor and transport goods long distances.

The Bay Area is rife with testaments to globalization, from the rusty shells of once prosperous manufacturing plants to the gleaming big-box chain stores filled with cheap Chinese-made clothing and gadgets, from the customer service call answered in India to the foreign parts in our "American made" cars and computers.

Yet at the same time, there are the countervailing forces of localism. For every grocery store stocked with out-of-season produce grown across the world with petrochemicals by big agricultural corporations, there is a community farmers market selling locally grown organic fruit.

Most of globalism’s many faces have a local equivalent. Consumers can buy a burrito at Taco Bell or El Toro, a hammer at Home Depot or Cole Hardware, a new shirt from the Gap or a recycled garment from Held Over, and a bicycle assembled at a factory in China or Freewheel Cyclery.

Or on a grander scale, utilities can import kilowatts of energy from a coal-fired plant in Utah or buy wind and solar power generated in the Bay Area, city governments can contract with out-of-state corporations or locals, and financial institutions can push the status quo or value a more diversified (if less profitable) economic system.

The idea of the localization movement is to analyze the impacts of those choices and start a discussion of how local governments can facilitate the creation of an economy that is more sustainable and less exploitive, one that is unique to the Bay Area.

BEGINNING THE PROCESS


The coalition, which formed in spring 2006, recently released a 30-page report that details the purpose of its campaign and the group’s initial strategy for achieving its goals. The report, titled "Building a Resilient and Equitable Bay Area," and a two-page summary are available online at www.regionalprogress.org. More than two dozen organizations have already endorsed the report, including Oakland’s and Berkeley’s respective sustainability offices.

The coalition’s members include Redefining Progress, Bay Localize, the Business Alliance for Local Living Economies (BALLE), the International Forum on Globalization, and the Center for Sustainable Economy. With the exception of the last, which is in Santa Fe, NM, all of the groups are located in either San Francisco or Oakland.

A key feature of the campaign — and the reason some experts describe the initiative as unique in the United States — is its scope. Efforts to localize individual sectors of regional economies have been under way for years. Berkeley, for instance, is considered a leader in the growing movement to shift from a food system dominated by a handful of giant agribusinesses propped up by federal crop subsidies to a system that relies more on local production and procurement of food. Similarly, many areas are considering ways of creating and encouraging the use of alternative — and local — energy sources to limit dependence on imported oil.

What sets the new Bay Area campaign apart from other localization initiatives is that it seeks to effect change across several sectors of the region’s economy simultaneously. It hopes to do so, in part, by achieving the cooperation and coordination of businesses, government officials, and community leaders at the federal, state, and local levels.

The report defines economic localization as "the process by which a region … frees itself from an overdependence on the global economy and invests in its own resources to produce a significant portion of the goods, services, food, and energy it consumes."

In an interview with the Guardian, John Talberth, one of the report’s primary authors and a PhD economist at Redefining Progress, stressed that economic "isolationism is not the goal of the campaign."

Instead, he said the goal is "reestablishing an efficient balance between imports and products made locally for local consumption." In other words, even if the Bay Area localizes its economy according to the strategy proposed by the coalition, many products would still be imported. The economy would, therefore, remain dependent on global markets — but much less so than it is now.

And that could have significant ramifications for the region, humans, and the planet.

THE PRICE OF PROGRESS


The report acknowledges the benefits of globalization, which has kept consumer prices low and forced corporations to become more efficient. But, the authors note, "it has come at a steep price."

That price includes "a loss of economic diversity, declining real wages and working conditions, increasing inequality, offshoring of environmental degradation, and a concentration of financial capital and economic decision-making in global corporations." The changes have left people "vulnerable to inevitable supply and price shocks in the post peak oil era."

In other words, perhaps global capitalism is reaching the point of diminishing returns. The coalition posits that the antidote is localization, which has great potential "for creating a wider range of local jobs and institutions, shielding our economy from global shifts, increasing the diversity and quality of goods and services we consume, distributing economic benefits in a more equitable manner, and protecting our environment."

The Bay Area is the focus of the coalition’s campaign because its member organizations are located here and because those members believe there is already a great deal of public support in the region for such a project.

Kirsten Schwind, programs coordinator at Bay Localize, told the Guardian there was an "overwhelmingly positive response" to a recent project targeted at supporting local food producers. Both Schwind and Don Shaffer, executive director of BALLE, cited Oakland’s Kaiser Permanente as an example of the increasing number of businesses that are altering their buying habits to favor local sellers. Shaffer also said the Oakland and San Francisco school boards are buying locally produced food and the Oakland City Council is setting targets for local energy production.

But even if much of the Bay Area is receptive to the idea of economic localization, other groups are not. There remains a powerful current of support in government, business, and academia for a predominantly global economy.

Traditional economists, for instance, are reflexively hostile to localization initiatives because such projects do not conform to the concepts embodied in so-called free-trade and free-market theories.

NAYSAYERS


The Guardian interviewed three UC Berkeley professors who do not agree with the report’s view of globalism. None of the professors had read the report — despite the fact that the Guardian forwarded it to them before the interviews — but all said they were familiar with the basic ideas behind localization.

Each expressed a knee-jerk hostility to the concept, but once they began discussing the details of localization, they agreed with the coalition on many points. And the professors’ initial objections to localization — including the notion that it would return economies to a more primitive state and that it is isolationist in principle — were mostly rhetorical and unrelated to the coalition’s specific recommendations.

Two of the professors — Daniel M. Kammen, who teaches in the Energy Resources Group as well as the Goldman School of Public Policy and the Department of Nuclear Engineering, and David Vogel, who teaches in the Haas School of Business, the Political Science Department, and the Goldman School — were immediately opposed to the idea of a comprehensive localization strategy.

Vogel, in particular, seemed at first to make light of economic localization, calling it a "romantic notion that periodically resurfaces," and more than once asked laughingly whether the coalition "expects Bay Area residents to watch only movies made in the Bay Area."

Another professor, Lee Friedman, a PhD economist who teaches at the Goldman School, said, "Globalization is a lot like the problem of gays in the military: mend it, don’t end it."

But Friedman likes the idea — a central one in the report — of including all costs in the price of goods. That’s particularly true of environmental costs. This might raise the price of electronics to pay for their disposal or of gas-guzzling vehicles to pay for their global-warming impacts — both ideas being explored by the European Union.

All three professors also had some very positive things to say about economic localization. Kammen, like Friedman, strongly believes that communities should pursue local — and low-carbon — energy production because the environmental impact associated with producing in a foreign country and shipping to the United States is far greater than that of local production.

"Localization advocates are making some excellent points that people ought to pay attention to," Friedman said. He agreed the Bay Area imports too much of its food. Vogel expressed a similar sentiment, saying that buying locally is a "great idea." He also said localization could help to address urban sprawl. By the end of the interview, Vogel softened his initially dismissive attitude toward localization, deeming "aspects of it interesting and attractive."

Talberth and other coalition members say challenging the economic concepts supporting globalization — like those taught by Friedman and most other economics scholars — is a central task of their campaign.

Critics of traditional economic theory have for a long time been saying that too many economists base their research and resulting recommendations on economic models that bear little resemblance to the way the real world operates.

Although economists often bristle at that criticism, Friedman has acknowledged to his students the flaws in prevailing economic models but said, "Until someone comes up with better models, people shouldn’t complain about the existing ones."

Yet Hazel Henderson, a coalition member and the author of Beyond Globalization, and Talberth say alternatives to the current models are well established and have been around for years. They criticize the fact that economic growth is measured by the gross domestic product (GDP), a simplistic calculus that doesn’t take into account economic activity that is harmful to people or the planet.

They prefer new indicators, like the genuine progress indicator (GPI), that account for costs and benefits the traditional indicators do not factor in. The report calculates the GPI for each of the Bay Area’s nine counties. The European Union has already adopted this kind of alternative measure of an economy’s well-being.

WHAT’S NEXT?


Engaging the public is the coalition’s next big goal. Despite the overall support that Schwind and others say already exists in the Bay Area for localization, they admit there are challenges to mobilizing citizens.

"It’s well documented that people tend not to act unless there is a crisis," Shaffer said. But he also said that "giving people Armageddon scenarios" will not work because such stories are depressing and, more importantly, "people are too busy to think comprehensively about that sort of thing."

Instead, Shaffer and Schwind said the coalition plans on putting out a "positive, hopeful" message focusing on the benefits that will accrue to individuals and communities if they adopt localization.

Beyond getting the public involved, the coalition is encouraging local, state, and federal government organizations to conduct studies assessing the challenges and true costs of relying so heavily on global markets. Talberth acknowledged that:

"Getting [those] assessments done is a big challenge."

Ultimately, the coalition would like the Bay Area to serve as a model of localization for other areas in the United States. Shaffer said the group is "not looking to put a formulaic stamp on other regions" but hopes instead that such places will be influenced to adopt localization measures in light of the Bay Area’s success.

Shaffer said the food and energy sectors, along with retail, are already understood well by consumers, at least intuitively. So he predicts the coalition could achieve significant results in those sectors within five years. Spreading those advances to other parts of the economy could take another 10 years after that.

Shaffer, Talberth, and Schwind all said that change is coming whether people want it or not, mostly due to global warming. So they argue for the Bay Area to embrace change now and begin to make the needed changes gradually, before they are painfully thrust upon us. We can localize our world or simply accept whatever the global economy dishes out. *

Toward a sustainable San Francisco

EDITORIAL When you decide to buy your vegetables at a local grocery store, not at Safeway, or when you buy your books at the neighborhood bookstore instead of Barnes and Noble, or when you buy hardware from a store down the street, not from Home Depot, you’re actually doing something profoundly radical. You’re challenging the predominant paradigm of economic theory — and you’re helping make the San Francisco economy a whole lot healthier for a whole lot of people.

That’s what a detailed new report by a group of small business leaders and advocates for a sustainable economy argues. The coalition, led by the Business Alliance for Local Living Economies, makes a powerful argument — and the San Francisco supervisors ought to make it official city policy to follow the report’s proposals.

As Jeff Goodman reports in "Localize It" on page 11, in some ways the report is a critique of globalization: it argues that an economic system that encourages Bay Area consumers to buy cheap goods made by near-slave labor thousands of miles away and shipped here to be sold in giant chain stores whose workers can’t even afford health insurance and where all the buyers arrive in individual automobiles isn’t good for anyone. The economic displacement, the environmental impact, and the human cost are all unacceptable. And yet globalization (and so-called free trade) is the accepted principal of almost all national and even statewide policy.

But cities like San Francisco don’t have to go along with that. Jane Jacobs, the urban economist and planner, noted more than 30 years ago that cities are the true engines of national economies — and that the healthiest and most successful cities are the ones that have diverse, locally controlled economies and that, as much as possible, replace imports with local products. That’s what the new report calls for — and on a policy level it’s not terribly complicated.

For example, a citywide policy calling for a sustainable local economy would strongly discourage any new chain stores in the city (such as a Home Depot on Bayshore Boulevard) on the grounds that they violate all the basic principles of what the coalition calls localization. Economic development decisions would have to pass a strict test: Does this encourage locally owned businesses? Does it help replace imports? Does it keep money in the economy? Land-use decisions would have to be evaluated in part on their economic merits (but under a new sort of standard); a high-end housing development that displaced local industry wouldn’t make the cut. Purchasing decisions would have to take into account localization issues: Does the food come from the region? Is it possible to buy the goods locally?

It’s impossible in the modern economy to completely avoid globalization — and it’s not necessarily a good idea either. The new report hardly calls for economic isolation. But it does offer a very different policy vision. The supervisors should hold hearings, bring in the authors of the report, and move to create a formal policy that sets sustainable local economics as a standard for all city business. *

You’re just too scared to try.
It’s very possible that the unfortunate Mr. “Not That Big” from your first try ran into your hymen, which may or may not still be there four years on. Or he may simply have run into resistance, conscious or not, which had you tighten muscles that are actually under your control — however far out of control they may have felt at the time. To get over this you will need a mirror, a finger, a small and unscary dildo, some lube, some determination, and to believe me when I tell you that no gynecologist is going to be shocked either by the fact that you have a vagina or that you may need some coaching to learn how to use it.
If you see or feel a membrane close to the opening, kinda of like the one under your tongue but more, you know, vagina-y, that’s a hymen. It can either be worn away through use (here’s where the fingers or toys come in) or, if it refuses to budge, removed by the doctor. If there is no membrane but you can feel the muscle tension when you try to push your way in, stop pushing and go online for instructions on how to overcome vaginismus, which is the extreme version of this sort of involuntary muscle spasming. While it may not necessarily be the most accurate diagnosis, some of the exercises will help.
Finally, it depresses me to hear that you are scared to have a boyfriend, since a boyfriend is or at least ought to be so much more than a thing that does or does not fit comfortably into your vagina.

Everything I read about sex when I was an inexperienced teenager led me to believe that multiple orgasms were my birthright as a female, something that would make up for all the bleeding and cramps and pregnancy scares and bra-shopping and all the other indignities that came along with my sex.
This has not proved to be the case. I orgasm once and then I’m done. It’s unusual for me to achieve a second orgasm in a 24-hour period, and if I do, it’s an inferior one. I find it really hard to go on with sex afterward when I’m not getting a single thing out of it and I’ve no prospect of doing so.
Am I doing something wrong? Are my partners doing something wrong? Or am I just doomed to be a lousy lay for all eternity?

You are not a lousy lay; you’re just a normal girl. Your pattern is far more common than those books would have had you believe, and I have to wonder about any supposedly prosex treatise that offers multiple orgasms as payback for the indignities inherent in possession of a female body.
Multiple orgasms, while far more common for women than for men, are by no means any sort of “birthright.” Nor, I would venture, is being female so bleedy and scary and full of onerous shopping trips that we’re actually due reparations in the form of more orgasms or anything else. I mean what, by that token, are men supposed to get for having fragile generative organs that swing in the breeze and are the perennial target of ball-busting jokes — and are supposed to hew to certain dimensions and jump to attention whenever called upon to do so, and yet so often fail to measure up? What do they get in return for pretty much never having multiple orgasms and for having a set of bio cues that doom them to sleepiness as soon as they come, thus earning the ire of partners who are still hanging around waiting for their multiple orgasms?
Life isn’t fair. If you’re not enjoying the sex that goes on after you’ve gotten yours, try rearranging the proceedings so you come last. Or try to cultivate some interest in the parts of the experience dedicated to your partner’s pleasure. Do something, anything, other than clinging to some empty promises made to you by the authors of some fairly silly sex manuals you may or may not be remembering correctly.

Repeating: So why won’t the New York Times cover Project Censored?

This is an important journalistic and public policy question. The Times claims to be the world’s pre-eminent newspaper, it publishes the International Herald Tribune, has a major news service, and owns a batch of media properties, including the Santa Rosa Press Democrat, the daily “of record” for the project, which is housed at nearby Sonoma State University.

Yet, in the project’s 30 year history, the Times has neither published nor written about the Censored Project and its list of serious stories the mainstream media censored or ignored. Peter Philips, the project director, told me that the awards ceremonies were held for a number of years in New York (l996-2000) and that Times reporters would often attend. Phillips remembered one reporter in particular who said, “Keep it up, we post your list in the newsroom every year.”

No representative from the PD ever came to any of the Project’s ceremonies or programs at Sonoma State, except for the reporter Paul Payne who came to a lecture on Nov. 3.
And he came, not to do a real story on Project Censored’s stories of the year or its history, but to do a hatchet job
on Censored Story No. l8, “Physicist challenges official 9/ll story.” (See previous blogs.)
Phillips and the project founder, Carl Jensen, retired and living in Cotati, and the Guardian, which has published the project as a major front page story for years and sent it out to the alternative press nationwide, all complained to the PD and asked for an explanation and an apology. The PD did run an op ed by Phillips but gave no explanation nor apology.

Obviously, the Times and the Post Democrat don’t like the project, but it is after all a local journalism/media criticism project at a local university done by local professors and local students that has gained national acclaim over a 30 year period. Don’t the Times and the PD cover local news any more?
So I put the question to Jensen.

“I am often asked, ” he said, “why hasn’t the New York Times ever written about Project Censored? My response is always the same: ‘You should ask the New York Times why it hasn’t written about Project Censored.’

“After all, Project Censored is the longest running national news media research project in the country. It is celebrating its 30th anniversary this year. Ih fact, Project Censored may well be the longest running academic research project in the country with the exception of health-oriented longitudinal studies.

“It expanded the definiton of news from the three original categories–religioius censorship, political censorship, and censorship of obscenities–to include the concept of news media self censorship which is now widely accepted. It also institutionalized the term ‘junk food news’ to describe the tabloid-type news thqat appears in the mainstream media. More than a hundred students, faculty, and other volunteers review up to a thousand news stories annually to locate the 25 most important stories that were overlooked, under-covered, or censored.

“Now why wouldn’t the New York Times want to report on that?”

Yes, why? I will query the New York Times public editor Byron Calame and editor Bill Keller, and other editors if necessary, to try to get an answer. Meanwhile, take a look at the link below and the website that has archived 30 years of Project Censored and see what an incredible array of 750 or so issues and stories they represent. Note the stories have synopses, sources, and updates by the authors. And note that the site includes Censored books, pamphlets, and indices from l976 through 2007. The Censored archives and web display were created by Gary Evans, of Sebastopol, who Jensen describes as “an extraordinary fan and honorary archivist of Project Censored.” The site makes clear that Project Censored is truly a unique and outstanding journalistic and academic achievement.

A lot has happened since Californians first rebelled against the canned food and Jell-O molds of the postwar industrialization era. The American food politics revolution is very much alive and well and thriving in the Bay Area, where the movement started. And California is still the food basket of the United States — it’s been the top grower in the country for more than half a century. The dialogue about sustainable growing practices and environmental impact is open, and the fight for more mindful production practices is still on.
We are home to around 100 farmers markets — including Alemany, which, at 63 years old, is the granddaddy of local markets. Alice Waters’s groundbreaking Chez Panisse restaurant celebrated 35 years of organic-minded Epicureanism this year. CSAs (Community Supported Agriculture farms) — started in the United States in the 1980s — are going strong. Local groups and organizations that continue to educate and activate the revolution around here include but certainly aren’t limited to San Francisco Food Systems, Food Not Bombs, Food First, and the Brentwood Agricultural Land Trust, which protects farmland against development. Blogs like the Eat Local Challenge, written by authors across the United States, and resource Web pages like those of the Center for Urban Education about Sustainable Agriculture, the organization that runs the Ferry Building farmers markets, offer a plethora of information about the local food politics movement.
And then there’s Larry Bain — restaurateur, activist, and founder and executive director of Nextcourse. He doesn’t just eat his politics, he feeds them to the Bay Area. Bain has a hand in a few of the finest and fanciest restaurants in town (Acme Chophouse, Jardinière), but his work through Nextcourse in San Francisco jails and schools and with the Golden Gate National Recreation Area narrows “the food divide” and shows how eating well doesn’t mean breaking the bank for artisanal olive oil. We talked to him about his organization and some of the major issues it’s taking on in the quest to bring mindful eating practices to the larger community.
SFBG What inspired you to found Nextcourse?
LARRY BAIN I’ve been a food activist since 1983, when I opened [Zola in San Francisco] with the intention of creating a new model for restaurants. Restaurants use more energy per square foot than any other retail operation, so the consumption of water, gas, electricity, and the generation of greenhouses gases tend to have a very deleterious impact on the environment. Then there’s the cleaning solutions used in restaurants. And the amount of garbage generated, the packing, and then of course the stuff we know and think first about restaurants, where food comes from, the fossil fuels used in the creation and transportation of food. Every year I owned a restaurant, I got more excited about the positive impact restaurants could have and about finding ways to influence other restaurateurs. Because nobody wakes up in the morning and says, “I want to be the cause of 17 trees being felled in the redwood forest.”
But I wasn’t big enough to take it all on. Every issue is far more complex than you’d think. Whether it’s a straightforward Atlantic salmon or a Chilean sea bass, there are layers of impact. Even eating local — what does that do to communities that depend on people in America buying their coffee beans or some other product? I wasn’t sure where to focus until I went to a seminar that was given at the UC Berkeley School of Journalism. All of my heroes were up on the stage: Vanda Nashiva, Orville Schell, Wendell Berry, Michael Pollan, Carlo Petrini. They were being eloquent and brilliant about the future of food and where we needed to be going, touching many things close to my heart.
As always happens at one of those gatherings, some smart-ass stood up and asked, “Excuse me, if we were going to make the transition from conventional to organic tomorrow, would we still be able to feed the world?” It’s the argument always thrown out by Archer Daniels Midland: “This is the only way to feed the world, through genetically modified crops and by conventional methods of distribution. All of this organic stuff is just pie in the sky.” And everybody, all of my heroes said, “Oh yes, organic farming is superproductive. You get a lot more nutrients out of every acre planted.”
Berry said, “We just don’t have enough farmers. If you went to the unemployment office and said, ‘OK, all you three guys over there, tomorrow you’ll be organic farmers’ — it requires tremendous wisdom and experience and we’ve lost that. Before we can talk about changing our food system, we have to be cognizant of the supply, and we don’t have the farmers and we don’t have farmland.” It was at this point that I thought, OK, this is going to be my passion, growing farmers.
I don’t know anything about agriculture. My area of expertise is the world of commerce, and I know what farmers need is a good path to sell their product. And because farmers cannot survive through Chez Panisse alone, they need a broader base of consumers that might be willing to buy things that aren’t as exotic as a $5 peach but greens or even fruit that is delicious but not beautiful.
SFBG Has cooking become some exoticized thing?
LB Elitist thing. People go to the Ferry Building not to buy their food but to accessorize their meals, and so what they’re going to eat is pretty standard stuff that they might get at Safeway or Whole Foods, and then they go to the Ferry Building to get this little bunch of herbs or this little piece of cheese that will make it a special dinner. And so how do you make shopping in farmers markets and cooking for your family more of a way of life rather than a lifestyle. When you’re living in a neighborhood filled with tension and stress and toxic materials, food becomes even more important to help you survive that, to help you keep a strong immune system. So Nextcourse started in the San Francisco county jail working with women who are moms, mostly, and who, once they get out, need to feed their family.
SFBG When did the cooking in jail program start?
LB I got a phone call from a teacher at a school in Emeryville to come and talk to students there about healthy eating. I took the chef and sous-chef from Acme Chophouse, and we cooked with the kids. A friend of mine said this would be a great program at juvie hall. And so I called juvie hall — it was a bureaucratic nightmare. The same friend said, “Well, I know someone who does work at the county jail. She’s a public defender.” So, I called her up and told her, “We want to do cooking classes in the jail. I’ve got these great chefs, and they know how to show people how to cook things that are delicious, nutritious, easy, cheap, fun. Can you help us out?” Within a week we met with the sheriff, who loved the idea.
In the classes, we talk about the importance of nutrition and the how-to. A lot of these women know that eating good food is important for their kids. They know this, and yet they think, “What can I do about this? I can’t afford to go to Whole Foods, and I can’t afford to eat at Chez Panisse.” So we show them where to shop, and every class has a menu. The teacher will shop the day before, both at Safeway or FoodCo or one of these cheap stores and at a farmers market — not at the Ferry Building but at Heart of the City or at Alemany or sometimes just at stores in the Tenderloin. And we line the ingredients up side-by-side and invariably the ingredients from the farmers market, aside from being more nutritious and delicious, are cheaper because we shop seasonally.
All of the cooking takes place with minimal equipment. In the jail we can’t use knives. Everything can be done — a salad, a main course, a vegetable — in 25 minutes, and for less than $5 a person. Cooking quickly is all about being organized. We teach them those skills as well.
SFBG How many women have gone through this program?
LB I think it’s about 750 now. One of the things that we’re moving forward with is finding a way to connect with the women after they leave. One of the new initiatives is working with a postrelease program where there’ll be a kitchen so we’ll be able to do the classes on an ongoing basis.
SFBG Something that a lot of people don’t know is that people who have a felony drug offense can’t get food stamps.
LB It was part of that whole clean up drugs thing. It’s changed slightly so that now if you have a minor drug offense, you can get food, but if you have a heavier felony offense, it’s still not possible. [Assemblymember] Mark Leno is working on fixing it.
SFBG Have you kept in touch with the women from the program?
LB Yeah. We have one woman who found us because we also offer the courses to women who provide day care. She told us, “When I was in jail, I was thinking this was all bullshit. I can’t do that. It’s going to be too expensive. It’s just you white people blowing smoke up our ass. But I got out and now I’m going to the market every week and my kids love it.”
SFBG You’re also coordinating food service for the Golden Gate National Recreation Area?
LB Yes, coordinating purchasing so the prices are better, but also coordinating so some people can get products that there hasn’t been enough demand for. The great thing about McDonald’s is that it represents this huge buying power, and if McDonald’s says, “We want an alternative to Styrofoam,” people say, “OK, we’ll do that.” So when 17 food services here say, “We really want cornstarch knives or sugar-based packaging material” … companies will see this opportunity and figure it out.
I started talking to the people in the national park for two reasons. One is that the park feeds a lot of people. Golden Gate Park is 75,000 acres, the largest urban park in the country, and feeds 17 million people a year, whether they’re dining at Greens, which is a park partner, or the Cliff House or some little café. The park also sits on a tremendous amount of good agricultural land, some of which is being used up at Point Reyes National Park. Cowgirl Creamery, Strauss Dairy, Hog Island Oyster, Sun Farm — all those are on park land. We want the park to become not only a purchaser of good sustainable, healthy food but also a producer.
SFBG One of the reasons why Nextcourse is interesting is that it addresses the “food divide,” actually doing outreach into the community that is not going to show up at the Ferry Plaza Farmers Market. What do you think needs to be done? It feels like the gap is getting wider rather than narrowing.
LB That just represents what’s happening in our society. Truly, you can’t change the food system without looking at every other aspect of the economic system. You’ve heard it before, but there’s all these wonderful catchphrases like “the high cost of cheap food.” People shouldn’t be asking why this beautiful piece of fruit is so expensive, they should be asking why this other piece of fruit is so cheap. And the reason it’s cheap is because of the way our economy is structured, with lobbies, subsidies, and oil companies having such a strong vested interest. The real problem with food costing “X amount” is that we can’t survive just on food. We need housing, we need education, we need health care. The government is no longer in the public service business: they’ve privatized all of those things, and they’re driven by profit. People can’t afford more expensive food because they’re spending so much on rent, health care, and more expensive schools.
We’ve created a society that’s increasingly divided the rich and the poor. Food is just symbolic. If we want a just society, this is just one aspect — don’t stop at food, but see food as the beginning, a way to engage in a better world.
SFBG What about the conceptual problem? It’s fine to repeat the mantra that cheap food is more expensive, but when it’s not immediately visible …
LB We’re encouraged to not see beyond our own noses. It’s not in the interest of economy for us to think of long-term effects, to see the net. We just see “cheap.” This is the money I have in my pocket at the moment. I’ll worry about the hospital when I have to go to a hospital, and in fact, it’s best not to think about that. So in order for things to change, food people need to see that while they need to collaborate among the food community, they also need to collaborate among the social justice community as a whole. The food community has to see that people struggling for immigration rights, workers’ rights, health care rights are their natural friends.
SFBG What are some organizations around the Bay Area that are doing good work?
LB On a really grassroots level, I think la Cocina is fantastic — an industrial kitchen facility that brings in mostly Latina women with the hope that they’ll be able to have their own kitchen or restaurant someday. The Columbia Foundation, particularly through their Roots of Change program. Something new to the Bay Area is the Community Alliance for Family Farmers that is trying to bridge the gap between farms and urban centers.
SFBG What are the top issues facing the Bay Area — in terms of food and our ecology — in the next decade?
LB The offshoring of our food production. It’s going to happen unless we start yelling and screaming, because it is so much cheaper to grow and produce food in developing nations. A lot of these agribusiness companies want to get out of the US. They want to be someplace where there are no labor laws, there are no environmental restrictions. That’s what keeps me up at night. I wake up in the middle of the night screaming, “They’re offshoring our food production.”
Environmentally, water is the biggest issue that we’re facing. What’s happening is that farmers are saying, ‘I could sell my water for much more money than I could ever make growing food.’ Because all of our communities, particularly those built in deserts, are so desperate for water that they will pay anything for it. So as water becomes more politically contentious and expensive, anybody doing agriculture will go someplace where there isn’t necessarily more water but they can get it for free or get it illegally. Shackling the tax man

Late last month, David Cay Johnston of the New York Times managed to get a story about IRS layoffs picked up by the San Francisco Chronicle and placed on page three. That’s no small challenge, even in one of the most politically charged cities in the nation. It was not a sexy story, neither to liberals nor to conservatives.
But the story’s timing was impeccable.
Johnston reported that the IRS was poised to lay off 157 of its 345 estate- and gift-tax attorneys working at agency offices throughout the country — a division of investigators that generates more revenue for the federal treasury by catching tax cheats than any other group of auditors, about $2,200 for every hour that they work.
Dismantling the estate tax has been among the most aggressive crusades taken up by the Republican Party and its friendliest contributors for at least the last decade. Leaked to the Times by IRS whistle-blowers, the story about the layoffs surfaced just days before Congress rejected for the fifth time since 2001 an attempt by fiscal conservatives to get rid of the estate tax. The legislation failed despite Republican control of both the House and Senate. Even tempting Democrats with the first federal minimum-wage hike in 10 years couldn’t do the trick.
So how could defending the estate tax and the right of the IRS to collect it survive two branches of the federal government dominated by a political party that holds most taxation in contempt? It’s because families awash in seemingly infinite wealth are the only ones who get hit by the tax — despite false claims made by the GOP that the estate tax kills small businesses.
California filed more estate-tax returns in 2001 than any other state in the country by a margin of thousands. The only state that came close was Florida, and California still filed around 6,000 more returns, according to the most recent IRS numbers.
In other words, the Golden State is filthy, stinking rich and more vulnerable to the estate tax than other states. GOP party leaders in Washington insist the issue will return in the form of a new bill, and the IRS is behaving as if the estate tax has already disappeared. If it does, the richest families in the United States — highly concentrated in California and the Bay Area — stand to collectively save billions of dollars.
The Bay Area contains within its sloping hills and mammoth upstart tech firms higher income levels and more general wealth than almost anywhere else in the country. In fact, the San Francisco metropolitan area is the fourth wealthiest in the nation, according to Merrill Lynch, and two tiny cities between here and Mountain View, where Google is based, have the highest per capita median income in the United States. Those two cities, Atherton and Hillsborough, have a combined population of about 17,000, and while many of these techie tycoons are young, the day will come when they die and pass millions of dollars on to their descendants. Will there be enough tax investigators available to audit those estates? Will there even be an estate tax?
Following Johnston’s revelations, a Times editorial suggested the layoffs were a politically motivated attempt by the Bush White House to circumvent the legislative process. What it can’t accomplish through Congress it can do by handcuffing the tax police.
“This is an election year issue,” said Jay Adkisson, a private sector tax lawyer from Laguna Niguel who documents egregious cases of fraud on his Web site, Quatloos! “They’re trying to appease Republican voters who were angry over the failure of Congress to do something about the estate tax.”
The story of the IRS layoffs didn’t just catch the attention of readers. Congress responded too. Twenty-three lawmakers — including, somewhat predictably, Democrat Tom Lantos of California’s 12th District — immediately fired off a letter to Bush-appointed IRS commissioner Mark Everson demanding to know if the agency could now effectively investigate estate-tax avoiders.
None but the most obscenely wealthy Americans pay even a dime in taxes when they earn an inheritance upon a death in the family. Estates aren’t hit with taxes until they reach a value of $2 million, or $4 million for a married couple. Only estates exceeding those amounts are assessed any tax, according to the Center on Budget and Policy Priorities (CBPP).
And if the family hires a savvy tax attorney or estate planner, those nontaxable values could easily rise to $10 million, according to Adkisson.
A research director at the Brookings Institution named Diane Lim Rogers opined in the Chronicle last May that because of current exemptions, about one half of one percent of dead people will actually be followed to the grave by the tax man. Besides, it’s the beneficiaries of an inheritance who pay. Despite grand claims made by Republicans that the beneficiaries of an estate will be paying half of what they’re handed in taxes, even the estates eligible for taxation see on average a 20 percent rate, according to the CBPP, which relied on the IRS for its statistics. For those who do pay estate taxes, deep discounts are available through charitable donations.
“The argument made about lots of people being ‘burdened’ by estate taxes is that they go through lots of convoluted tax-planning strategies in order to avoid the estate tax, so even if they don’t end up paying any estate tax, they are still adversely affected [burdened] by the existence of the tax,” Rogers wrote in an e-mail to the Guardian.
But even considering the cost of estate planning, Rogers said, no one would rationally spend more avoiding taxes than they would actually paying them.
Keith Schiller, a respected private sector tax attorney based in Orinda, earns princely sums teaching millionaires how to take advantage of loopholes in the federal tax code. He’s not opposed to the estate tax on principle; he just wants to simplify the way his clients pay their dues.
“I do believe the estate tax serves a social function of breaking down generational dynastic wealth,” he said in a phone interview.
Schiller said the IRS is conducting nowhere near the estate-tax audits it once did and that may be the only justification for laying off auditors. Still, the knowledge required by agency investigators to analyze and understand complex estate-tax avoidance schemes is immense. About 50 estate- and gift-tax attorneys based in Southern California and the Bay Area exclusively handle returns filed for the IRS from inside the state.
David Dean, president of the San Jose–based National Treasury Employees Union (NTEU) Local 238, said it’s not clear which offices will have layoffs. All 350 estate-tax auditors are being offered buyout deals that include their pensions plus up to $25,000, or $13,000 after taxes.
Dean and the NTEU, which represents the auditors and opposes the layoffs, insist the IRS isn’t entirely sure how much money is hidden from the agency each year through either elaborate trusts or simple refusals to file. It’s known as the “tax gap,” and three days after Johnston’s story appeared, the inspector general of the IRS, J. Russell George, told Congress that the agency’s estimated figures for delinquent estate taxes hadn’t been updated in years. His report described a self-fulfilling prophecy in which the IRS expressed no desire to update the figures because “consideration is being given to eliminating or reducing the number of people required to pay estate taxes.” The last estimate was about $8 billion, but that figure is for the most part unreliable, he testified.
But the law still exists, regardless of whether an anti–estate tax agenda eventually succeeds in Congress.
“If a law is on the books, you still have to close down on the cheaters,” said JJ MacNab, an estate planner who spent 18 years in the Bay Area working for tech clients. “If you don’t enforce a law on the books, no one’s going to have faith in the system.”
MacNab now lives in Washington and as a hobby assists people who buy into tax-avoidance schemes that turn out to be illegal. She said these days, it’s low-income earners who are likelier to be audited, a conclusion Johnston also came to in his 2003 best-seller, Perfectly Legal: The Covert Campaign to Rig Our Tax System to Benefit the Super Rich — and Cheat Everybody Else. The book shows how the recent layoffs are a small part of a larger movement to weaken the IRS’s investigative capabilities.
And that movement begins with those who can afford to fund it. Who are they? Well, they’re not your average farmer.
Consistently during the debate over estate taxes, the GOP has co-opted the populist language that once dominated America’s agrarian communities by claiming that the “death tax” bleeds poor farming families dry. It’s a spectacular rhetorical tool, but it’s an ugly distortion.
In fact, it’s the nation’s wealthiest families who have led the charge to dismantle the estate tax, not its small farmers, according to an April report put together by two groups, Public Citizen and United for a Fair Economy. The analysis identified a handful of enormously wealthy families that stand to save more than $70 billion if their lobbying efforts succeed. And that lobbying effort, the report notes, has amounted to around $490 million in direct and indirect lobbying expenditures since 1998.
The list includes Ernest Gallo of the E & J Gallo Winery, based in Modesto, and John A. Sobrato of Sobrato Development, listed by Forbes as one of the largest commercial landlords in Silicon Valley, with a familial net worth of approximately $2 billion. The Gallo family is reportedly worth about $1 billion.
The rest of the list is in part a who’s who of America’s billionaires: Wal-Mart’s Walton family; Charles and David Koch of the nation’s largest privately held company, the Kansas-based Koch Industries (also benefactors of libertarian think tank the Cato Institute, founded in San Francisco); and the Dorrance family of the Campbell Soup Co.
Ernest Gallo’s participation in antitax measures is particularly well documented. Elected officials he has supported with contributions in the past sponsored federal legislation in the ’70s and ’80s that allowed for millions of dollars in estate-tax exemptions for the Gallo family. One bill was even dubbed by estate-tax supporters the “Gallo amendment.”
The Public Citizen report links the Gallos to anti–estate tax lobbyist Patricia Soldano and her Orange County–based Policy and Taxation Group (PTG), which has spent $4 million lobbying solely against the estate tax since 1998. While the authors are unable to pinpoint exactly how much the Gallos had given to PTG directly, both the Sobratos and the Gallos are listed as clients of the group. The Gallos have reportedly spent hundreds of thousands of their own dollars supporting individual candidates.
It’s doubtful that very many people who actually paid estate taxes last year would know how to repair a grain harvester. In 2001, Johnston of the Times famously challenged the anti–estate tax American Farm Bureau Federation and the Bush administration to find just one example of a farm estate being sold to pay the taxes on it. Johnston reported they were unable to do so.
Estate planner Schiller likened opponents of the estate tax to medieval villagers who complained of gout to prove how well nourished they were.
“People want to believe they have an estate-tax problem,” he said, “so they can feel successful.” SFBG

Why people get mad at the media, part 3, The case of “grungy offices” and “grungy journalism”

Following up my attempts to my attempt to get a full correction from Business Week/McGraw Hill:

I finally got a call yesterday (Tuesday) from Jessi Hempel, one of the two authors of the front page piece on Kevin Rose. She apologized and said the error about mixing up the Guardian and the SF Weekly/VVM/New Times offices was “atrocious” and that Business Week/McGraw Hill would correct it in their next issue.

Fine, thanks, I replied, can you read me the correction? No, she said it is our ethical policy not to do that. Why, I questioned, I need to see the proposed correction, or at least know what is in it, so that the correction does not make “the atrocious error” even more “atrocious.” For example, I said, is Business Week going to correct the phrase that states our Guardian offices are “grungy,” which Webster’s dictionary defines as meaning “shabby or dirty in character or condition.” She said this phrase would not be corrected because it was a subjective evaluation. Well, I replied, did either of you visit the Guardian offices and if so when? And specifically what is “grungy” or “shabby” or “dirty” about the Guardian offices? (I stipulated that my desk is “grungy.”) She couldn’t convince me she had answers to those questions. She said she could do nothing more for me and suggested I write a letter or call her editor in New York, Elizabeth Weiner, and talk to her. Then she hung up. Click.

I then checked to see how the “correction” looked on the Business Week online version of the story. This made my point in 96 point tempo bold: The lead to the story, which of course goes out to a worldwide internet audience, now said that Digg’s offices were above the “grungy offices of the SF Bay Guardian in Potrero Hill.” This identification thus made the “atrocious mistake” even more “atrocious,” as I had feared. The Guardian is now, despite my attempts since last Friday to get a full retraction, as having “grungy” offices and the reporters on the story cannot back up or explain their use of this pejorative adjective.

I called Weiner in New York and tried to leave a message on her answering machine, but got cut off before I could complete my complaint. So I immediately called again and finished up on the second call.

It’s as if the Business Week/McGraw Hill policy on reader complaints and corrections comes down to this: complain and we’ll stick it to you, buddy. In short, we are witnessing, not some dreadful “grungy offices,” but some “grungy journalism” as practiced by Business Week/McGraw Hill. I now wonder if the reporters and editors on the story will ever be up for a Potrero Hill martini at the Connecticut Yankee. B3

P.S. l: Steve R. Hill, director of development for the College of Journalism and Mass Communications at the University of Nebraska Foundation, was in our office on Tuesday as I was wrestling around with this issue. I gave him a full tour of our two floors of offices and even took him up to our rooftop for a spectacular “alternative” view of the city from Potrero Hill. Ever since somebody figured out that movies were, indeed, an art form, directors have been viewed as lone authors, or at least queen bees imperially orchestrating the efforts of mostly faceless subordinate collaborators. This is a flattering view, and sometimes a fairly accurate one. But they don’t call it the film industry — as opposed to, say, the film canvas — for nothing. Most employable directors are worker drones who just get the job done. Any job. After all, it’s competency that’s needed, not vision, the goal being entertainment rather than art.
When Richard Fleischer died three months ago, a final door closed on one of the most versatile, undiscriminating, and thoroughly Hollywood careers ever. In fact, the 90-year-old director had long been retired — his last feature was 1987’s Million Dollar Mystery, a starless farcical flop that coproducer Glad Bags promoted via a product tie-in: a $1 million treasure hunt. (The movie, alas, earned less than its title.) But his never stopped being ubiquitous as the “directed by” name on many of the most frequently televised films ever made. Some had originally been major hits, some bombed, some just punched the clock. But all were created equal in the eyes of the tube — and most likely, it seems, in the purview of Fleischer himself.
Just try connecting the dots between the features Fleischer directed between 1966 and 1976, when he was at his peak as a critically derided but reliable veteran entrusted with millions in studio money. He bounced from the psychedelic sci-fi adventure of Fantastic Voyage — with body-suited Raquel Welch as its most special effect — to 1967’s elephantine family musical fantasy Doctor Dolittle, then wasted no time and probably less sleep before turning to 1968’s The Boston Strangler.
Next up was 1969’s notoriously stupid Che!, with Dr. Zhivago (a.k.a. Omar Sharif) as the romantic revolutionary and daft Jack Palance as Fidel. Then came straight-up WWII patriotism via 1970’s Tora! Tora! Tora!, followed by a western, a Godfather knockoff, Charles Bronson avenging as usual, blind Mia Farrow walking barefoot on broken glass to escape a murderer, 1973’s immortal Soylent Green, 1975’s bad-taste campsterpiece Mandingo, and — perhaps most incredibly in this context — Glenda Jackson as The Incredible Sarah in 1976. (Pauline Kael griped, “To think we were spared Ken Russell’s Sarah Bernhardt only to get Richard Fleischer’s,” dubbing him a “glorified mechanic [who] pleases movie executives because he has no particular interests and no discernable style.”)
Somehow amid all this middlebrow showmanship, Fleischer snuck in a small, low-key, fact-based British movie during 1971. 10 Rillington Place — part of Yerba Buena Center for the Arts’ “Too Scary for DVD: Neglected Horror on 35mm” series — is closer in spirit to the sharp, documentary-influenced B-grade noirs (1952’s The Narrow Margin, 1949’s Trapped) with which he started out his career, before Disney’s 1954 live-action smash 20,000 Leagues under the Sea promoted him to the A-list. Fleischer made several true crime films over the years, but arguably none truer than this chillingly poker-faced tale.
The Christie murders were infamous in Britain, not least because the execution of a probably innocent man played a significant role in that country’s abolition of the death penalty. Milquetoast landlord John Christie drugged, assaulted, and strangled numerous women, hiding their bodies in the Notting Hill house and backyard he shared with tenants and his oblivious wife. 10 Rillington Place focuses on those events of 1948, when a rather awful young couple (Judy Geeson, John Hurt) and their baby took the dingy upstairs flat. The Evanses were easy prey — the husband an illiterate compulsive liar with an IQ of 70, the pretty wife no exemplar either but understandably concerned that a second pregnancy would make their already marginal existence impossible. Christie (Richard Attenborough, future director of Gandhi) claimed knowledge of then-illegal abortion procedures, to Beryl Evans’s fatal misfortune.
Trading in British working-class miserabilism as if born to it (even Ken Loach would be impressed), the distressing yet nonhyperbolic Rillington delivers one credible version of the much-disputed case. Everything about it is astutely controlled, but two performances — Attenborough’s and Hurt’s — push that description into the realm of brilliance, indelibly etching the respective banalities of evil and of innocence.
One might call this sober replay of sordid reality an anomaly for Fleischer, but what film of his isn’t? Like several other major-league commercial directors of the ’60s (Robert Wise, Stanley Donen), he hung on through the ’70s but developed a serious case of irrelevance in the ’80s. Indeed, the embarrassments lined up like ducks: Neil Diamond in The Jazz Singer, Brigitte Nielsen in Red Sonja, Amityville 3-D. No doubt he enjoyed the retirement that by then was so richly deserved. It is reported that he liked playing tiddlywinks with his granddaughter, perhaps while seated near his Mickey Mouse head–shaped swimming pool. (This despite his own father being Betty Boop creator Max Fleischer, Walt Disney’s leading early rival.) The director of Boston Strangler and Mandingo must have been a very nice, normal man to accommodate so many contradictions with so little fuss. He may be in the grave now, but it’s we the living who are spinning. SFBG

Crisis on infinite Earths

TECHSPLOITATION This is really embarrassing. Last week I started crying while I was reading a comic book on the StairMaster at the gym. I got into this unenviable, geektastic situation because I’ve been reading everything I can find by Grant Morrison the British comic book writer who reinvented the X-Men in the late 1990s with his fantastic New X-Men series and it just so happened that I wasn’t prepared for the plot of Morrison’s "We3," a short series about three cybernetic animals. Frank Quitely’s anime-influenced art on the cover had me lulled into thinking "We3" would be a tale of animal heroism about a cute talking bunny, kitty, and doggy who escape the evil government that made them into cyber-weapons and find their way home.

But no. Instead, it was one of the most horrifying portraits of war I’ve ever seen. Fluffy creatures are mangled. Soldiers are sliced into bits. A senator pats himself on the back for getting animals to do his dirty human work. The animals, who’ve been given the power of speech and turned into highly efficient assassins via cybernetic implants, couldn’t be more tragic as they try to understand what’s happened to them. When the bunny got shot after innocently asking a human to help him fix his broken tail, I just couldn’t take it anymore. Hence, the tears.

The older I get, the more I’m obsessed with comic books. Ironically, this is partly a result of what many call the end of the comic book. These days publishing houses like Marvel and DC are making most of their money on quality paperbackstyle bound collections, rather than on classic, individual issues. This shift is perfect for someone like me, who started reading comics as books rather than as monthly-installment magazines. Plus, collections are really the only way for a late bloomer like myself to get caught up with the soap operas behind four-decade-old titles like The Hulk and X-Men.

Like video games today, comic books were once the objects of intense moral outrage. During the 1950s anticomic book crusader Frederic Wertham condemned the adventures of Batman, Green Lantern, and pals for promoting juvenile delinquency and homosexuality. Now, of course, his accusations sound positively quaint. How could any type of book promote anything among young people? These days it’s "common sense" that games like Grand Theft Auto and World of Warcraft are to blame for angry kids.

Maybe comic books are the bugaboos of yesteryear, but they still share with video games one subversive characteristic that makes them dangerous to anyone politician, moralist, or other who clings to the status quo. Comic books lend themselves well to fantasies about multiple, parallel universes. Because these are narratives that last over decades and spawn multiple spin-offs by hundreds of different authors and artists, comic books inevitably train readers to imagine how one scenario might lead to several different outcomes. And comics also invite readers to explore how one little change in the present can lead to whole new interpretations of history. There’s even a word retcon, for retroactive continuity that comic book geeks use to describe what happens when a new comic book author changes a character’s history to explain a new present. Like video games, where different characters and players take the game play in new directions, comic books remind us that there is no one perfect path to follow, and that the future can always be changed.

When the retconning and multiple story lines get too complicated, though, sometimes a crisis occurs. Thus the subject of my current obsession: the "crisis on infinite Earths" story lines from DC comics of the 1980s. This was a period when DC decided its authors had created too many parallel worlds containing multiple versions of each character. To solve the problem, DC wiped out all but one Earth and all but one version of every hero, in a plot tangle that spanned several dozen titles. In fact, I don’t claim to understand it all I haven’t read enough from that era. Honestly, it’s probably better in concept than execution.

But I love the concept: the idea that there are many Earths existing in parallel and all of them are having a crisis at the same time. It’s a perfect reminder that our lives are a tangle of possible futures, struggling to extricate themselves from a morass of multiple pasts. Choosing between them, and choosing justly, is what makes heroes out of ordinary people. SFBG
