Looking back at the Bay Area art scene in 2007 affirms our perennial difficulty in holding on to ambitious players. It’s an oft-repeated story. Given San Francisco’s commitment to nonprofit and alternative models over commercial ones and the high cost of living, artists find it easier to start off than to build their careers here. Since the art world in general has been buoyed by brisk sales, art fairs, and biennials, the Bay Area’s condition applies as much to high-profile curators, dealers, and administrators as to artists.

Curatorial flux is particularly apparent. Madeleine Grynsztejn, the San Francisco Museum of Modern Art’s Elise S. Haas Senior Curator of Painting and Sculpture since 2000, recently announced her new position as director of the Museum of Contemporary Art, Chicago. René de Guzman left his post as director of visual arts at the Yerba Buena Center for the Arts to become senior curator at the Oakland Museum of California. Daniell Cornell, currently the director of contemporary art projects and curator of American art at the Fine Arts Museums of San Francisco, will become the deputy director for art and senior curator at the Palm Springs Art Museum, while the Berkeley Art Museum — which is embarking on a capital campaign for a new building — saw senior curator Constance Lewallen and director Kevin Consey leave for various reasons. This means there are a number of key positions that, when filled, will change the directions of these important venues. Or will they? Such turnovers have happened before, and frankly, institutions rarely undergo radical makeovers.

In 2007 new curators began or continued their programs. In May, Liz Thomas, the Matrix curator at BAM, began her first slate of shows with Allison Smith’s participatory, craftsperson-based Notion Nanny project, Rosalind Nashashibi’s film installation, and Tomás Saraceno’s current "suspended environment" (through Feb. 17), revealing a solid and diverse range of emerging international practices. This curator’s strategy is to build slowly rather than open with a bang.

The program moves at a faster and flashier clip at California College of the Arts’ Wattis Institute, where in fall 2007 curator Jens Hoffman began his first season of programming with a sporty graphic identity and high-concept group shows. These include "Pioneers," a nod to Bay Area mavericks from gold rush groundbreakers to conceptualists; "Passengers," a long-term, rotating round-robin show; and "Apocalypse Now" (through Jan. 26), a political "attack" he curated with international biennial-favorite artist duo Allora and Calzadilla. The pair’s works were also highlighted as the main fall exhibition at the San Francisco Art Institute’s Walter and McBean Galleries, which are programmed by curator Hou Hanru. Hou’s exhibits started in fall 2006, and in 2007 they included "World Factory," a two-part group show that boisterously explored conditions of global capitalism in various media while serving as a test ground for the 2007 Istanbul Biennial, which he also organized. Hoffman and Hou are key figures in an international circuit of curators that also includes SFAI dean Okwui Enwezor, and the three simultaneously work on projects here and abroad. (Full disclosure: I teach at both of the aforementioned schools.)

It’s been difficult, though, to gauge these projects’ impact on the doggedly localized Bay Area art scene — or how their curators will take to the regional climate. Such curatorial presence has provided an opportunity for a larger number of artists and other curators to pass through the region, and it’s offered platforms for provocative group shows that are rarely staged in museums around here. The bottom line, though, is that in the present model of international art, change is driven by the marketplace, and these institutional spaces exist outside the commercial gallery arena that makes certain cities more visible art hubs than others.

There was, however, movement in the local commercial realm. Catherine Clark broke from 49 Geary to open a Chelsea-style space in the shadow of SFMOMA. Ratio 3 unveiled a surprisingly large and cannily designed new space near 14th and Valencia streets, not far from Jack Hanley Gallery’s two spots on Valencia (another recently debuted in New York) and Southern Exposure’s just-opened second temporary site. Combined with other galleries nearby — Intersection for the Arts, Needles and Pens, Adobe Books, etc. — the neighborhood could be turning into a destination alternative to the exhibition spaces on the first block of Geary. The Dogpatch neighborhood shows promise of becoming another art zone with the ambitious Silverman, Ping Pong, and Ampersand galleries, which have all been staging interesting shows, though the area is still a bit under the radar.

All said, we’re at a transitional moment, and forward thinking seems in order. The year ahead offers huge potential for new faces, directions, and already scheduled programs at many of the aforementioned venues. I’m anticipating the Gilbert and George show at the de Young Museum, Lee Friedlander at SFMOMA, and a Paul McCarthy project at the Wattis, as well as the 2008 openings of the California Academy of Sciences and the Contemporary Jewish Museum. All provide plenty reason to stick around. *

OPINION A major difference between Rep. Nancy Pelosi’s values and my values surfaced last month.

On Friday, Dec. 14, I learned that since 2002, Pelosi has been a silent partner in the George W. Bush regime’s torture policy. As a Bay Area resident for the past 15 years, I can say with confidence that the use of torture is not a San Francisco value.

According to a Dec. 9 Washington Post article, Pelosi was one of four members of Congress to witness a "virtual tour" of secret CIA detention sites. Officials have described the briefings as "detailed and graphic." The article, by Joby Warrick and Jan Eggen, revealed that the House Intelligence Committee received 30 briefings on the CIA’s torture chambers and the "harsh techniques interrogators had devised to try to make their prisoners talk."

In 2003, Congressperson Jane Harman (D-Calif.), who was also present during the briefings, filed a letter of protest over the interrogation program. After the Democrats won control of the House in 2006, Pelosi passed over Harman, who was in line for chair of the Intelligence Committee, instead naming Silvestre Reyes (D-Texas) to the position. Harman, who publicly voiced her discontent at her demotion, was punished for speaking out when Pelosi would not.

Pelosi and I both know that the use of torture is outlawed under both the US Army Field Manual and the Geneva Conventions. I have chosen to speak out against the Bush administration’s use of torture. Pelosi has chosen to remain silent.

Through her complicity and her actions, Pelosi continues to support an illegal policy that harms our soldiers in the field and is counterproductive to winning the hearts and minds of the Arab and Muslim world. Even committed warmonger Sen. John McCain (R-Ariz.) realizes that the use of torture as a tool to garner information is a flawed and inhumane strategy.

Pelosi has used her position as Speaker of the House to protect the criminal Bush regime, and although she has pledged to hold the president accountable for the Iraq war, she continues to give him the money, and therefore the means, to wage it.

San Franciscan values are good values. We want every person to be guaranteed the very same basic human rights that Pelosi and her wealthy cronies enjoy: peace, shelter, nutritious and plentiful food, health care, education, and the right to live free from torture. I would add the right to marry whomever one loves regardless of gender or orientation.

The neocon hatemongers have tried to make the word liberal an obscenity. Fox News jester Bill O’Reilly has publicly stated that al Qaeda can "go ahead" and "blow up" San Francisco. We cannot allow our values to be marginalized and ridiculed any longer. Our values must spread across this nation because we care about people and we care about true freedom and real representative democracy.

Pelosi abdicated her role as defender of our values and needs years ago, but especially so when she countenanced torture and refused to impeach the Bush regime when San Franciscans voted overwhelmingly in a referendum for impeachment.

The choice is simple and clear in California’s District 8. If you want San Francisco values represented in Congress, vote for me in November. If you support torture and war crimes, then vote for Pelosi. *

When retired entomologist Jerry Powell caught two tiny light brown apple moths in a blacklight trap in his Berkeley backyard last winter, he had no idea of the furor his find would unleash — especially in the communities that were subsequently sprayed with female moth pheromones, a process that could come to San Francisco this spring.

Native to Australia and now found widely in New Zealand and the United Kingdom, the LBAM (or Epiphyas postvittana, as it’s known in bug circles) is classified as a plant pest, but it had never before been reported on the United States mainland, though it was found in Hawaii in the late 1880s.

So its discovery, first in Powell’s trap in February and then throughout the Bay Area and the Central Coast in March 2007, drove the US Department of Agriculture to declare a statewide emergency and issue quarantine and extermination directives.

The USDA’s problem, as Powell explained, is that unlike many moths, which only lay eggs on oak trees or eat holes in sweaters, the LBAM can lay eggs on and eat many, many plants.

"From each batch a hundred tiny caterpillars hatch and feed on a wide variety of shrubs and trees, using silk to tie the leaves up into bundles," Powell told the Guardian.

According to the USDA’s Web site, this pest could infest up to 80 percent of the continental US and attack 2,000 types of plants, causing huge economic and environmental damage.

Officials with the California Department of Food and Agriculture estimate the LBAM could cause up to $640 million annually in crop damage and control costs in California alone.

So starting last summer the CDFA required nurseries to either destroy infested plants or treat them with chlorpyrifos, an organophosphate pesticide derived from World War II nerve gas.

The agency also made ground applications of Bacillus thuringiensis (a genetically engineered bacteria) and hand-applied female moth pheromones in other infested areas, including Napa, Vallejo, and Mare Island.

But the agency’s most controversial act was the spraying of entire communities, including Santa Cruz, with Checkmate, a synthetic female moth pheromone made by the Oregon company Suterra. Since male moths use the real pheromone to detect females, flooding an area with similar-smelling stuff is supposed to confuse them and prevent mating.

The controversy, according to four lawsuits filed in Monterey and Santa Cruz counties, in which 73 percent of the moths have been found, began when the CDFA acted with minimal notice, without fully disclosing Checkmate’s contents until after the spraying occurred, and without adequately demonstrating that the moths were enough of an emergency to exempt the spraying from the California Environmental Quality Act.

Not to mention the sentiment, expressed by numerous members of the sprayed-on communities, that they felt as if they had been airlifted into Vietnam. For three nights in a row crop dusters, flying at 500 to 800 feet, traversed the skies, coating homes and gardens, parks and playgrounds with scentless, invisible, and largely untested female moth pheromones while freaked-out citizens were advised to remain indoors to avoid unwanted exposure.

Numerous health complaints were recorded after the spraying, along with questions about the scientific efficacy of the plan and the worry that the CDFA had paved the way to do an end run around due process — and next time could use heavy-duty pesticides.

Gina Solomon, senior scientist with the Natural Resources Defense Council, told the Guardian the spray’s contents are everyday chemicals, often labeled natural or organic, that degrade pretty rapidly into nontoxic by-products.

"But we did have a concern about tricaprylyl methyl ammonium chloride, a mild respiratory irritant, which could be of concern in a high dose to sensitive asthmatics," Solomon said.

Solomon gave the CDFA credit "for not picking a pesticide off the shelf," adding, "But it’s funny to see them trying to do the right thing, then tripping up over the public process. People don’t like planes going overhead spraying stuff and feeling like this is happening without their consent. I feel that if [the CDFA] is going to be inflicting this stuff on us, they need to let people know exactly why."

And with some scientists claiming that pheromones aren’t powerful enough to attract every single moth, Solomon is concerned the CDFA could decide to spray more toxic stuff.

"They could technically spray an insecticide, but I guarantee they’ll face a major protest, and it wouldn’t make any sense," Solomon said. "For all its nastiness, the moth is not a human health threat. It’s a threat to agriculture, nurseries, and gardens. We’re not talking about malaria."

Retired entomologist Powell suspects the LBAM was well established in California when he found it, given that it was trapped in a dozen counties within the next month.

"They had probably been here a few years before they happened to bumble into my light trap," he said. "And whenever you have anything that feeds on all kinds of plants, it doesn’t become a general defoliator but gets scattered around and causes minor damage. The problem is for nurseries that were forced to shut down and fumigate, but it’s not likely to become a noticeable pest in the garden. It’s likely to attract parasites and predators of similar species in the area."

James Carey, a professor of entomology at the University of California at Davis, is not a specialist in the LBAM. But he does know about invasive biology, having worked on the Mediterranean fruit fly. And in Carey’s opinion, the moth can’t be eradicated. It’s already widespread, he said — and disruptive mating pheromones have never been able to eradicate anything.

"It’s not numbers that matters, but numbers of locations," Carey told the Guardian. "It’s like metastatic cancer, where it’s not a matter of a tumor but of tens of thousands of tumors. So any [pockets of moths] that are not 100 percent eradicated can repopulate entire areas."

He acknowledges the USDA’s valid pest-related concerns. "But their entomologists should be able to argue that eradication is feasible, or face the facts that without effective tools not only to eradicate but to detect the moth it’s not possible," he said. "Pheromones are weak tools; not all moths come or respond to them. Even in an orchard they don’t work that well."

Casey warned that the CDFA will try to say that if we can’t eradicate the moth with pheromones, we’ll have to spray more pesticides. "But what if you can’t eradicate it because it’s too far gone?" he asked.

As for the unlikely scenario in which fixed-winged aircraft fly sideways between high-rises and the Transamerica Pyramid as they spray clouds of pheromones across the Castro, Chinatown, and beyond, Carey observed, "These moths can live in little pockets, so San Francisco will become a reservoir for them."

The CDFA’s Steve Lyle told the Guardian that at this point the agency has completed treatment for 2007 and is evaluating what it will do in 2008 and where it will do it.

"It’s fair to say that the entire program is being assessed, but we have made no definitive decisions and made no announcements," Lyle said.

With the Office of Environmental Health Hazard Assessment reassessing whether Checkmate causes harm to people, plants, and pets, Lyle added, "The moth is of serious concern to the feds. Unfortunately, this invasive pest is established in an urban area."

USDA public affairs specialist Larry Hawkins was a little less vague. "Since LBAM has been found in San Francisco proper and in the East Bay, these areas are likely to be treated in 2008," he said. "But we’re considering whether to treat them through ground applications or aerial application."

Hawkins said any control action "will be preceded by informational meetings with the public, so any actions will be fully disclosed."

David Dillworth, executive director of the nonprofit Helping Our Peninsula Environment, which is suing the CDFA over the Monterey spraying, advised San Francisco to get proactive and lean on its elected leaders.

"San Francisco still has time to get Nancy Pelosi and Dianne Feinstein, whose backyards will be sprayed, to put pressure on USDA to stop the eradication, since at this point all they can really do is control the moth," Dillworth said.

Pelosi’s press secretary, Drew Hammill, told the Guardian that Pelosi is "checking with state and city officials regarding the spread of this species.

"While the Speaker understands the consequences this moth can have on our precious ecosystem," Hammill said, "she is also concerned about the prospect of spraying any substance into the air in our city and its possible effects on public health and organic farming in our state."

A hard line on 55 Laguna

EDITORIAL In spring 2007, Assemblymember Mark Leno talked to Ruthy Bennett, the point person on the A.F. Evans proposal to build a major housing development on the old University of California at Berkeley Extension campus in San Francisco. Bennett was running into some problems: the site’s neighbors didn’t think the project included enough community mitigations. And Evans was looking for ways to fund a much larger community center and possibly some affordable housing.

Leno was interested in the project in part because it included plans for 80 units of housing for queer seniors. Open House, a local nonprofit, had been trying to find a site for an LGBT retirement complex for some time, and Evans had agreed to make that part of its project. The assembly member had a friendly relationship with the chancellor of the UC, which owned the land, and he told Bennett he might be able to intercede and help reduce the lease amount the UC wanted to charge the developer. Leno brought Sup. Bevan Dufty, whose district includes part of the site, to the meeting.

Leno told us he made some progress: the UC had wanted $20 million, but he talked the chancellor down to $18 million. "With that $2 million, we were able to substantially increase the size of the community center," he said.

But at the same time, UC representatives apparently walked away from the table thinking they had a final, done deal — that representatives of the city and the state had signed off on a price, which was now set in stone. "Unfortunately, UC’s position is predicated on a deal that doesn’t work well for moving this project forward," Sup. Ross Mirkarimi told us. Now that Mirkarimi is demanding greater affordability in the housing — which is largely high-end rentals — Evans is saying it needs a break from the UC, and the UC won’t budge an inch.

And somebody needs to budge, or this deal needs to be scrapped altogether — because it’s not good for the city.

Remember: this is public land that’s been used for public educational purposes for a century. Now the UC and Evans want to turn it into a private, for-profit housing complex. And only a minimal amount of that new housing will be available at a price that’s affordable to the vast majority of San Franciscans.

Of the 420 units, only 16 percent (roughly the legal minimum) will be affordable. None of the 80 LGBT units will be rented at anything but market rates unless Open House can raise the money to subsidize them. That’s not acceptable: building high-end apartments for the rich does nothing to help the city’s housing crisis, and while we agree there’s a need for supportive community housing for LGBT seniors, middle-class and poor queers need a place to retire too — and this will do nothing for them.

The project was on the fast track until state senator Carole Migden squeezed the UC and forced a delay until late January. The city has plenty of leverage here: not only does the site require rezoning, but the supervisors would also have to sign off on a plan to hand over a piece of Waller Street to the developer.

At this point city officials need to take a hard line: either Evans and the UC up the affordability level to, say, 40 or 50 percent and guarantee that some of the senior units will be subsidized, or the project dies. Period.

We agree with the neighbors of 55 Laguna who say the site has been empty for too long, is an eyesore, and attracts crime. It’s 5.8 acres of land in a central part of the city, and it shouldn’t remain a crumbling ghost of a former college. But the UC and a private developer can’t set all the terms here either — and the city can do a whole lot better than the deal on the table right now.

Amending the solar plan

EDITORIAL San Francisco assessor Phil Ting wants to encourage more city residents and businesses to put solar panels on their roofs. It’s a noble idea, but the legislation he and Mayor Gavin Newsom have proposed needs work.

Ting told us he’s concerned that buying and installing solar panels is too expensive and that the cost is discouraging people from taking these steps toward putting the city on a path to greater reliance on renewable energy. So he’s put forward a two-pronged plan to lower the price: Using funds generated by the sale of Hetch Hetchy power, the city would offer cash payments of between $3,000 and $10,000 to residents and businesses that go solar. Then city bond money would be used to finance the remaining installation costs, and customers could pay back the city over 20 years.

The bond money Ting is eyeing comes from a measure passed more than 15 years ago, after the Loma Prieta earthquake, that makes money available for seismic upgrades to commercial property. For various reasons, including the complexity of the requirements, almost none of the $350 million in that bond fund has been spent, so with the approval of the voters it could be redirected to solar programs.

There are several problems with this approach.

We’re always a little leery of spending public money to benefit private property owners (and let’s remember that almost everyone who owns a home in San Francisco has seen its value increase dramatically in the past few years, despite the market slowdown). And while Ting and Newsom are right that the Hetch Hetchy money doesn’t come directly out of the General Fund, it’s still public money that could be spent on other programs — and the mayor is fighting against a plan to spend more city money on affordable housing.

But global warming and energy independence are important enough that we could live with the cash incentives — if the program were tailored to support community choice aggregation and public power. Instead, in its current draft, the plan would amount to a large incentive for electricity customers to snub the upcoming city program and stick with Pacific Gas and Electric Co. The language of the measure requires that applicants for the incentive program be eligible for a similar state program — but that state program is administered by PG&E and two other private utilities and is available only to their customers.

Starting sometime this year, if all goes well, San Francisco will be in the retail electricity business, competing directly with PG&E. Ting told us he’ll make sure the language is fixed to make the program available to all, but we’d go further: a city incentive program should help the city’s efforts. The first benefits should go to city customers, and they should be tailored as incentives for residents and businesses to stick with municipal CCA power and reject PG&E.

The bond money is problematic too. As it stands, landlords could pass along half of the costs of that money to tenants, many of whom don’t pay their own electric bills anyway and thus would get no benefits. That’s got to go: if the city is going to offer cheap loans to let landlords upgrade their buildings (and thus increase the value of their property), the supervisors shouldn’t pass any measure that sticks tenants with any of the costs.

The city of Berkeley is working on a similar program that seems much more simple: property owners can borrow money for solar panels and pay it back through increased property taxes. Sup. Gerardo Sandoval has suggested San Francisco pursue a similar plan, and Ting and the mayor should take that into consideration.

There’s the kernel of a good idea here — but the supervisors need to make some significant changes to what the mayor and the assessor are proposing before this plan moves forward.

Unhealthy San Francisco

San Francisco city lawyers head back to court in the morning, trying to persuade the 9th Circuit Court of Appeals to set aside last week’s court ruling that the city can’t require employers to help pay for Healthy San Francisco. It’s disgraceful that the Golden Gate Restaurant Association challenged the employer mandate on this innovative plan to provide universal access to health care, the product of a compromise between Sup. Tom Ammiano and Mayor Gavin Newsom (a former GGRA member and the later beneficiary of the group’s political support).
But then again, there’s plenty of disgrace to go around here, and plenty of chances for San Francisco political leaders to fix the situation. You see, the judge ruled that the city plan violated the federal Employee Retirement Income Security Act, which prohibits cities and states from demanding more of employers than the federal government has been willing to do. It’s similar to a federal law that prohibits California from enacting tougher fuel efficiency standards than the feds require. In both cases, the laws favor corporate profits and convenience over reasonable labor and environmental standards.
It’s probably not likely that the 9th Circuit will tomorrow rule that the city can make employers pay their fair share for Healthy San Francisco pending appeal. But the last time I checked, wasn’t the Speaker of the House from San Francisco? If the courts rule that good city and state policies keep running afoul of bad federal laws, maybe it time to do something about those bad federal laws. What do you say, Madame Speaker?

After Tom Lantos: The scramble

Lantos, Speier, Yee: The mad rush is on

I’m sorry to hear that Rep. Tom Lantos has cancer, and I wish him well. But I’m very glad he’s leaving Congress; he was bad on the war and has been a foreigh-policy hawk for many years.

And now comes the scramble.

This is the first time since 1986 that a house seat has opened up in San Francisco. It’s a chance that comes along once in a lifetime for many politicians, and since it’s a safe Democratic district, whoever wins the primary in June will be almost guaranteed a seat in Congress for life.

Jackie Speier has already announced, and was prepared to take on Lantos. She instantly becomes the front runner. But I would be shocked if state Sen. Leland Yee didn’t jump in to the race, and I suspect there will be a few others joining the mad scramble.

There’s no obvious prominent progressive in the district, but let’s not write this one off yet.

Year in Film: Johnny Ray Huston’s Top 12

1. En la Ciudad de Sylvia (José Luis Guerín, Spain). Pure cinema, and perhaps even lovelier than the women it watches and to whom it pays tribute.

2. You and I, Horizontal (Anthony McCall, UK) and Relaxation One and Relaxation Two (Sarah Enid, US). McCall’s installation at the San Francisco Museum of Modern Art was once-in-a-lifetime-visionary; Yayoi Kusama would be wowed. The 3-D new age relaxation videos that Enid made using equipment from a day job at Zeum are similarly brilliant, on one-hundredth of the budget.

3. Agua (Verónica Chen, Argentina). Chen’s poem to male athleticism and study of masculine interiority is breathtakingly immersive, with the best retreating long take of the year. A female answer to Zidane: A 21st Century Portrait on a puny (by comparison) budget — detect a similarity with a number two pick? — it shows instead of tells. But there is a story there, one that’s as shallow as doping in sports and as deep as the pain carried in a body.

4. SpaceDisco One (Damon Packard, US). Heddy Honigmann went to Père-Lachaise, John Gianvito went to dozens of US monuments, and Damon Packard went to Universal City — to surreptitiously film a gorgeously genius, prismatic roller-skating-and-ranting sequel to Logan’s Run.

5. Useless (Jia Zhangke, China). Jia moves out of his comfort zone in this doc study of the lives and lies behind clothing and fashion, making a lovely but self-critical movie that is my favorite of his efforts to date.

6. Song Kang-ho in Secret Sunshine (Lee Chang-dong, South Korea). Best actor in the world today? In Bong Joon-ho’s Memories of Murder and The Host and now Lee’s brutal melodrama, Song has played the fool — in three entirely different ways.

7. Forever (Heddy Honigmann, Netherlands) and Profit Motive and the Whispering Wind (John Gianvito, US)

8. No Country for Old Men (Ethan Coen and Joel Coen, US) and There Will Be Blood (Paul Thomas Anderson, US). Todd Haynes on a top 10 list? Nope, he’s not there.

9. Foster Child (Brillante Mendoza, Philippines) and It’s Only Talk (Ryuichi Hiroki, Japan). It would be great if the Philippines’ Khavn de la Cruz, Lav Diaz, and Raya Martin’s inventive new wave found a place on US screens, but Mendoza’s more mainstream films this year are powerful. Cherry Pie Picache’s awe-inspiring performance in Foster Child (compared to the work of Rainer Werner Fassbinder by Tony Rayns, who would know) is matched by Shinobu Terashima’s in a movie that reunites her with Vibrator director Hiroki, who continues to reinvent the women’s film.

10. Glue (Alexis Dos Santos, Argentina). Best teen movie in a long time, and most authentic — in tone and mood — sex scenes. Dos Santos’s movie flirts with the edges of a new generation’s bisexual freedom.

11. Honour of the Knights, a.k.a Quixotic (Albert Serra, Spain). Further proof that Spain’s best movies of the moment are all about more than Pedro Almodóvar.

12. Nightmare USA: The Untold Story of the Exploitation Independents (Stephen Thrower, Fab Press). The road to our cemeteries is lined with gore. Where else are you going to find out about The Deadly Spawn? *

Year in Film: Cinema 2007

COVER STAR RICHARD WONG’S VIEW OF 2007


I feel like I’ve only seen about 10 films this year, so my list would basically be No Country For Old Men, I’m Not There, and Beowulf (two of those movies were painful, they were so aesthetically pleasing — guess which ones). But I’m going to say Paranoid Park was a huge influence on me this year. The risks it took and its loose narrative and utter disregard for convention were extremely inspiring. I saw it in Toronto at a press screening, among all the jabbering sales agents and distribution reps, and it still managed to drop my jaw — despite the guy next to me answering his phone midway through, telling the guy on the other line how "half baked" the movie was. Afterward I talked to a fellow aspiring filmmaker about the film, and he told me how much he disliked it because he thought it was a "mess." Exactly. It feels like a rough cut, only not — a work in progress, but that’s the point. Perhaps that’s why I identified with it so much. Besides, maybe a little messiness is not such a bad thing to embrace right now.

JEM COHEN’S FAVORITE MOVIE MOMENT


James Benning’s Ten Skies at New York’s invaluable Anthology Film Archives: with a description like a parody of avant-garde impenetrability ("Ten shots of the sky — feature length"), it sounds daunting. Instead, it was an experience of mysterious joy that brought me back to why movies are entertaining and why seeing them can be so communal. After a few restless, fidgety minutes, both audience and film hit a groove so sublime that I kept laughing with pleasure. Each sky has its revelations and dramas, each viewer "makes" their own film, but in a shared hallucination that filmmakers and venues rarely allow, much less encourage. Sure, we’ve all seen the sky before, but when’s the last time you fell in so deeply and for so long, undistracted yet free to drift, stunned by both the thing itself and the amazing mirror of moving pictures? And I love that Benning says it’s a political film, "the opposite of war."

VAGINAL DAVIS’S FLESH FOR LULU: A LETTER FROM TEUTONIA


So glad I live in Berlin as an expat, far away from icky, tired Los Ang, that sad, pathetic film industry towne. When I worked for the Sundance Film Festival in programming I watched what seemed like a zillion of the same kinds of films. This year I created (with the art kollective Cheap) the Cheap Gossip Studio installation as part of the Berlin Film Festival. It was housed in the atrium of the Kino Arsenal. Film historian Marc Siegel brought Callie Angel out to show some rare, seldom-screened Andy Warhol films, as well as Jerry Tartaglia, who restored Jack Smith’s noted oeuvre. I even got to meet my sexy feminist heroine, Jackie Reynal of the Zanzibar movement, and Phillip Garrel, who brought his delicious young thrombone of a son, the actor Louis Garrel.

During the year, I started a new monthly performative series at Kino Arsenal called "Rising Stars, Falling Stars." It featured experimental silent classics from filmmakers like Louis Delluc, Man Ray, and the grandmama of the avant-garde, Germaine Deluc.

A lot of filmmakers send me rough cuts of their new films hoping I will write something on my blog, which gets a million readers a day. I just saw Bruce La Bruce’s allegorical zombie flick Otto; or Up with Dead People, and it’s beyond brilliant, and I am not saying that just because I have starred in Bruce’s other films Super 8 1/2 and Hustler White or because he directed my latest performance piece, Cheap Blacky. I am harsh on my filmmaker friends. I told Bruce that he shouldn’t act in his own movies anymore, just like Woody Allen and Spike Lee shouldn’t act in theirs. I even scolded Todd Haynes that Far From Heaven was overrated, but I adored Velvet Goldmine and his latest, I’m Not There. (Though I can’t stand Cate Blanchett; after seeing her as Queen Elizabeth yet again all I could say was, "Glenda Jackson, Glenda Jackson.")

I watched Superbad twice with the 14-year-old twins of my Cheap Blacky costar Susanne Sachsee, and I even got off on the ‘roid rage of Gerard Butler in the epic 300. No one does brittle white lady like my Tales of the City costar Laura Linney in The Savages. Tony Leung is so elegant and sensuous in Lust, Caution that everyone will want a Chinese boyfriend as the hot new fashion accessory this year. And if Sweeney Todd doesn’t bring back the musical genre, nothing will.

1. 4 Months, 3 Weeks and 2 Days (Cristian Mungiu, Romania). This debut feature possesses a nonjudgmental flow reminiscent of a Dardenne brothers film as it follows two young women who negotiate for an illegal abortion during the final days of Nicolae Ceausescu’s Communist regime.

2. Eastern Promises (David Cronenberg, UK/Canada/US). Uncovering the layers of human identity has been a career-long, disturbing theme of Cronenberg’s. But with his most recent films he’s figured out how to deconstruct our psychotic and schizophrenic patriarchal society in a minimal, confrontational manner.

3. Cassandra’s Dream (Woody Allen, US/UK). This minimasterpiece follows the downward spiral of two nice, middle-class brothers (Ewan McGregor and Colin Farrell), both of whom loosen their moral codes just to better their lifestyles. Striking camera work (by Vilmos Zsigmond) encloses the characters in an unrelenting nightmare.

4. "Made in America," The Sopranos (David Chase, US). Forever you’ll be able to bust out the statement "What did you think of the end of The Sopranos?" and people will get all lit up.

5. Margot at the Wedding (Noah Baumbach, US). Thanks to audacious writing and powerful acting (especially by Jennifer Jason Leigh), the bittersweet sincerity is pitch-perfect.

6. Californication, season 1 (various directors, US). David Duchovny is alive and hilarious. Creator Tom Kapinos cuts right through our progressive relationship era, devilishly developing each character over 12 episodes. This is heavy-duty stuff mixed with dirty, dirty sex.

7. Year of the Dog (Mike White, US). White brings heartfelt storytelling to his directorial debut.

8. Manufactured Landscapes (Jennifer Baichwal, Canada)

9. The Hills Have Eyes 2 (Martin Weisz, US). This Wes Craven–produced Iraq war allegory deserves more attention than Brian De Palma’s patronizing Redacted.

10. Hostel 2 (Eli Roth, US). Baddie Roth again makes social commentary on America’s xenophobic world colonization by torturing the pathetic children of the apathetic parents who make our lovely world go round.

11. Silent Light (Carlos Reygadas, Mexico/France/Netherlands/Germany). Reygadas updates the transcendental religious overtones of Carl Theodor Dreyer by way of a Mennonite community.

12. At Long Last Love (Peter Bogdanovich, US). Never released on VHS or DVD, this throwback to the musicals of Ernst Lubitsch — featuring Burt Reynolds, Cybill Shepherd, Madeline Kahn, and Eileen Brennan — was dismissed and despised on its only theatrical release in 1975. All of the Cole Porter musical numbers were filmed live, with the actors using their own voices. Not only are these numbers brilliantly executed (inspiring realistic musicals like Lars von Trier’s Dancer in the Dark), but the film also attains the rapid-fire interaction and casual kookiness of late ’30s screwball comedies. Did critics really overlook the fact that this is clever cheekiness? It’s a true treasure that serves as a ’70s time capsule and should inspire future filmmakers to take their chances all the way. It may have taken 32 years, but your time has come, Mr. Bogdanovich. Thank you.

Go Go Tales was filmed at Cinecittà, so I had a location like I did in the ’60s. Cinecittà was thrilling. When the film premiered in Cannes, you would have thought I was the lead from the reviews. What’s her name in the New York Times gave it a wonderful review that got picked up by the International Herald Tribune.

Abel [Ferrara] got mad at Burt Young, who played my husband, and cut him out of the film. Be that as it may, we still managed to keep that story together The irony is that the rap that I do [at the end of the movie] was ad-libbed at 10 o’clock on the last night of filming. I give my all and know that something good will happen.

From what I hear, [Bernardo] Bertolucci is the one who chooses the film from Italy that gets into the New York Film Festival. Because they were renovating Alice Tully Hall, Go Go Tales had one of its screenings at the Jazz Center. It was exciting to look out my apartment window and see the lines of people outside [Frederick P.] Rose Hall waiting to see the movie. People even came to the 4 p.m. Sunday screening. At 4 p.m. on a Sunday they should have been out to tea instead of at that film!

2. Artist Statement (Daniel Barrow, Canada). Winnipeg artist Barrow uses an old-school overhead projector and layers of transparent drawings to create manual animations with music and live narration. His second US performance brought to life his imaginative, queer, literary, and delicate personal manifesto.

3. Syndromes and a Century (Apichatpong Weerasethakul, Thailand/France/Austria). Apichatpong’s latest radical narrative film focuses on a rural Thai hospital and its inhabitants. Among its meditative episodes is an unresolved love story between a female physician and an orchid farmer.

4. Real Housewives of Orange Country (various directors, US). Bravo’s reality television program about a contrived community of rich middle-aged women living in Coto de Caza is unexpectedly compelling. Because their lives are so boring, there’s nothing left to explore in this show except their complex emotions.

5. Zodiac (David Fincher, US). Crushworthy Jake Gyllenhaal, genius cinematography from legend-to-be Harris Savides, and incredible reconstructions of a beautiful and scary San Francisco in the 1970s.

The Ron Paul phenomenon

San Franciscans rarely get excited about Republican presidential candidates, and it’s rarer still to see GOP campaign signs in Mission District windows, beat-up old cars, or crowds of enthusiastic supporters flooding the city’s streets. But that’s what Ron Paul has been inspiring.

"I would give my entire net worth to see Ron Paul elected president," a man holding a "Ron Paul ’08" sign on the corner of Powell and Geary on Dec. 16 said. "I’ve never contributed to a candidate’s campaign in my life, but in the past months I’ve given about $600 or $700."

Paul’s frank assessment of the United States as an overreaching empire got his campaign rolling, and it has gathered serious momentum in the past couple of months, as evidenced by an increasing online presence and record-breaking fundraising for November and December. Paul’s essentially libertarian platform is attracting support from a surprisingly diverse range of people, from lifelong members of the National Rifle Association to medical marijuana activists to disenchanted college students.

Perhaps even more surprising, this Republican from Texas is generating significant support among Bay Area voters. "Ron Paul" signs are now visible at antiwar protests, on lawns, and in apartment windows. People who have never been politically active or have never felt excited by a candidate before are spending their free time tabling at weekend farmers markets and walking precincts after work in support of the candidate.

A recent recruit of the San Francisco Ron Paul meetup.com group, which is attracting new members daily, captured the fervor of Paul supporters with this posting: "I can’t believe my new hero is a politician. Never in my life have I encountered any political leader who actually represented me. This country needs Ron Paul desperately."

Despite their demographic diversity, one unifying theme among all Paul supporters is their absolute belief in their candidate’s integrity. He is perceived as a man who says what he thinks and takes action according to what he says; he is seen as a rare breed among politicians, especially those who, like Paul, have served several terms in Washington DC. "My gut tells me Ron Paul is different," said John Harvan, one of about 60 radiant Paul supporters gathered amid Union Square holiday shoppers Dec. 16.

Bay Area supporters — organized through online meet-up groups — were congregated on the chilly Sunday in solidarity with a national Paul fundraising push, or what the campaign dubbed "a moneybomb." Staged to coincide with the anniversary of the 1773 Boston Tea Party, the Ron Paul Tea Party was, as one Web site put it, "a symbolic dumping of these tyrannical systems that thwart our true destiny of Freedom & Liberty!"

The Dec. 16 fundraising push was an unquestionable success, raising more than $6 million in a 24-hour period. Paul’s campaign had already received national attention when it received $4.2 million in donations Nov. 5, which precipitated his much-needed boost in the polls. But $6 million broke the record for funds raised in one day, a record previously held by the John Kerry campaign for raising $5.7 million in 2004.

Most of the donations to the Paul campaign are small contributions from committed individuals. Proving the grassroots nature of Paul’s support, the average size of each donation is consistently around $100.

Yet there is no political mystery to Paul; he has been articuutf8g the same message — one of limited constitutional government, low taxes (if any), and free markets — since he was first elected to the House of Representatives in 1976 from his home state of Texas. And his dependability is starting to gain traction with libertarians, Republicans, Democrats, and independents.

"A real mix of people are brought together by Ron Paul’s message because we sense the danger in the country," Gerald Cullen of San Francisco told the Guardian. "I think the [George W.] Bush administration has just about destroyed the country. Nothing in the Constitution provides for a president to attack another country that hasn’t attacked us."

Paul is a self-proclaimed noninterventionist and has opposed the war in Iraq from the start. He is by no means liberal or progressive; he’s more a classic conservative who opposes government regulation. "A lot of people are frustrated by the different regulations and infringements on our liberty day in and day out," said Ralph Crowder, who lives in Berkeley. "Ron Paul’s not trying to sell you on himself; he’s just selling you the message of freedom."

And while there are varying definitions of freedom, Paul’s fundamental noninterventionist belief translates into a variety of positions that appeal to voters on both ends of the political spectrum. He sees the USA PATRIOT Act as a breech of civil liberties; wants to stop US involvement in the World Trade Organization, the North American Free Trade Agreement, and other free trade agreements; and supports bringing American troops home from Iraq posthaste.

Appealing to the opposite end of the spectrum, he is also staunchly antichoice, introduced legislation in 2004 to repeal bans on assault weapons, and wants to beef up the US’s borders.

Adrian Bankhead, who also lives in Berkeley, wants Paul to be the Republican nominee but disagrees with his social policies too heartily to vote for him in the general election. "His social views against immigration, abortion, affirmative action, and women make me nervous," Bankhead told the Guardian. But Bankhead respects what he sees as Paul’s fundamental honesty: "He is the only Republican nominee who would not steal the election in November."

However, Bankhead’s position is a minority one among Paul supporters. Crowder and Cullen, for instance, agree with almost everything Paul says. "There’s not much difference between where he stands and where I stand," Crowder said. And Cullen, who worked for Paul during his 1988 bid for the presidency as a Libertarian candidate, sees the candidate’s principles as "very much in line with the old Republican Party principles … before the madness took over the country."

Stephanie Burns, one of the main organizers of online Bay Area meet-up groups, says she agrees with Paul "all the time."

There are more than 80,000 Ron Paul online meet-up members around the country — 452 in the San Francisco group as of the writing of this article — and most of them find themselves in complete agreement with Paul’s perspectives.

Scott Loughmiller sees the Paul campaign as being in a prime position to steal the nomination, with his polling numbers rising, his momentum building, and plenty of money in the coffers. "We’re right where Kerry was in 2004 going into the primaries, when [Howard] Dean had already been crowned winner by the media," Loughmiller said.

Switching sides

Following the waves of layoffs that have occurred over the past year at several newspapers in the Bay Area, former top editors and reporters are reinventing themselves as media spokespeople, also known as "flacks," after the jackets that deflect incoming rounds of ammunition. At least a half-dozen prominent journalists have succumbed so far.

Their job now is to stamp out unsettling questions from their former colleagues or put a positive spin on bad press, like calling a slight dip in San Francisco’s homicide rate last year a huge success for Mayor Gavin Newsom or characterizing his lurid affair with a subordinate as a chance for him to heal emotionally.

They’re perhaps most famous for the phrase "no comment," but flacks the world over would likely prefer a more honorable description, like the one promoted by the Public Relations Society of America: "Public relations helps our complex, pluralistic society to reach decisions and function more effectively by contributing to mutual understanding among groups and institutions."

Spoken like a true flack.

So who better to work as a media relations executive than a former reporter? Newspaper insiders know more than anyone else how to kill a story or at least blunt its impact by instilling doubt in the mind of the reporter. It’s not uncommon for journos to hear "That’s not a story" from the new flacks.

Another tactic, used by C.J. Cregg, the fictional flack in Aaron Sorkin’s television series The West Wing, is to invite uncooperative reporters out for coffee and off-the-record chatter until they’ve been befriended. District Attorney Kamala Harris’s press office is famous for coffee invites.

Among the newspaper expatriates:

Chris Lopez, an editor of the Contra Costa Times who was laid off by parent company MediaNews Group last year, took a job as a communications director for the Denver host committee of the Democratic Party’s 2008 convention.

Paul Feist, formerly the Sacramento bureau chief for the San Francisco Chronicle, was appointed by Gov. Arnold Schwarzenegger earlier this year to serve as a communications secretary for the California Labor and Workforce Development Agency.

Tom Honig, who recently departed as the longtime editor of the Santa Cruz Sentinel, accepted a job with Armanasco Public Relations, an affiliate of Hill and Knowlton, which represents such illustrious clients as McDonald’s, Pacific Gas and Electric Co., and Starbucks. Hill and Knowlton helped McDonald’s diminish fallout from the 2004 documentary Super Size Me, in which filmmaker Morgan Spurlock attempted to survive exclusively on the fast-food chain’s food for 30 days, with disastrous results (his health condition plummeted).

Honig, however, promised Sentinel staffers Nov. 30 that he wasn’t betraying the values of news reporting and proclaimed himself a martyr hoping to save the Sentinel from further staff cuts enacted by MediaNews CEO Dean Singleton.

"Just because you’re in public relations does not mean you’re a liar," the paper quoted Honig as saying. "What I do now is tell people’s stories. This is just another way to tell people’s stories."

He’ll make a praiseworthy spinner indeed.

Lopez and Honig could not be reached by deadline. Nor could we get hold of a spokesperson for the spokespeople at the Public Relations Society of America. Feist wouldn’t comment when we contacted him.

There are other defectors. A former Chronicle reporter from the paper’s Sacramento bureau, Lynda Gledhill, is now a spokesperson for State Senate leader Don Perata, and a San Jose Mercury News capitol reporter, Kate Folmar, is working for the press office of Secretary of State Debra Bowen. And former Chronicle City Hall reporter Charlie Goodyear is now working for the high-powered SF flack firm Singer Associates.

Newspaper giant MediaNews set the trend this year for pushing career journalists into public relations. The company laid off scores of people after it purchased several newspapers in the Bay Area, including the Sentinel, the CoCo Times, and the Mercury News. But other Bay Area newsrooms, including the Hearst Corp.–owned Chronicle, today have literally half the staff they had just a few short years ago.

Lopez previously worked for Singleton’s flagship paper, the Denver Post, which he helped earn a Pulitzer Prize for its coverage of the Columbine shootings. Columnist Charles Ashby of the Post‘s rival Pueblo Chieftain pointed out Dec. 10 that two more former Post staffers are now working as press secretaries for Colorado governor Bill Ritter and reporters from other large Colorado papers are today handling public relations for the Denver Metro Chamber of Commerce and the University of Colorado.

Gene Rose of the National Association of Government Communicators insists citizens are better served by bureaucracies that contain former reporters.

"With the shrinking news hole and with less reporters to cover news, agencies and governments are being forced to figure out ways to communicate more directly with people one-on-one," Rose, also a former reporter, said.

The interim dean of the University of California at Berkeley’s journalism school, Neil Henry, documented the phenomenal rise of public relations in this year’s book American Carnival: Journalism Under Siege in an Age of New Media (University of California Press). In particular, he notes, TV news organizations have grown increasingly reliant on polished video news releases produced by flacks, which sometimes air verbatim, as opposed to expending their own dwindling newsroom resources. The VNRs, as they’re called, give "coverage" of a product or idea the veneer of journalistic credibility, when in fact they’ve been created by professional manipulators.

"For the concerned citizen and certainly for the dedicated American journalist, it is horrifying to see how significantly business and political advertising has compromised the mission of the news industry, at times with the industry’s full participation," Henry writes.

He adds that in 2004, New Mexico governor Bill Richardson lured more than 20 journalists, including some of the state’s best, into his administration with the promise of good pay.

So who else in the Bay Area plans to depart for the dark side? No comment.

PG&E contracts: an $80 million legacy

EDITORIAL The San Francisco Board of Supervisors approved a modest item the other week described on the agenda as "Agreement to Implement a Term Sheet … between the City and County of San Francisco … and the Modesto Irrigation District." There wasn’t much discussion, the action received no notice in the press, and few people outside the office of the Budget Analyst realize just how significant this scrap of legislation really is.

But the vote brought to a close (for now, anyway) one of the most rotten chapters in San Francisco history, a story of corruption, waste, and raw political power that makes many of today’s scandals look like cornflakes. Since 1988, when the city attorney, the mayor, and the supervisors bowed down to Pacific Gas and Electric Co. and signed one of the worst deals in the city’s history, San Francisco has lost more than $80 million.

And with public power back on the agenda and activists discussing the potential for a ballot measure in November 2008, it’s worth reviewing a bit of the history. There are plenty of lessons.

The story goes back to 1983, when city staffers began negotiating a series of long-term contracts with PG&E and the Modesto and Turlock irrigation districts. San Francisco had an obligation under federal law to sell some of the electric power from its Hetch Hetchy dam to the two districts; PG&E would carry that power over its lines and guarantee its supply if low water kept the dam from generating at full capacity.

The negotiations were immensely complex and generated tens of thousands of pieces of paper. The city wanted to raise the bargain-basement rates it had been charging the districts; PG&E wanted to raise the rates it charged for transmitting the power.

Then a Central Valley congressional representative named Tony Coelho got involved. Coelho (who was later forced out of office in a scandal) started talking about the Raker Act — the federal law that gave San Francisco the right to build the dam but also required the city to create a public power system — and suddenly, official San Francisco freaked. If Coelho were to make too much noise about the feds enforcing the Raker Act, the city, which had been in violation of the law for 70 years, could have lost the dam.

So then-mayor Dianne Feinstein cut a backroom deal with Coelho: the city would be allowed to raise rates but had to sell almost all of its power (aside from basic municipal needs) to the districts. That, of course, would ensure that the city had little power left for a full-scale public power system. Feinstein promised that her staff would work out the final details of a 30-year contract.

The negotiations on that contract dragged on, however, as PG&E and the districts kept demanding more. The talks were conducted in secret, at PG&E headquarters. By 1987 city staffers were writing memos calling PG&E’s demands "ridiculous" and "excessive" and stating that the proposed deals would "impose many risks on the city." The negotiations stalled — until Feinstein intervened, overruled her staff, and agreed hands down to the deal PG&E wanted. That was one of the last acts of her administration; Art Agnos was elected to replace her that November and took office in January 1988.

The contracts had to be approved by the Board of Supervisors, and (after the Guardian broke the story and denounced the deals) discussions were heated. Budget analyst Harvey Rose took a hard look at the proposed contracts and, using strong and decisive language, told the board the deals were terrible for the city, would cost taxpayers a fortune, and should be rejected.

Right before the final vote we obtained public records that outlined Feinstein’s sellout — but the documents from the key negotiating period had somehow mysteriously disappeared.

Then a team of seven PG&E lobbyists descended on City Hall, and Louise Renne, a PG&E ally who was then the city attorney, privately advised the supervisors that they would be in legal trouble if they didn’t do PG&E’s bidding. The contracts were approved, with only Sups. Harry Britt and Richard Hongisto voting no. Our front-page headline of Feb. 24, 1988, told the story: "PG&E 8, SF 2." Although Agnos had run as a public power candidate, he buckled too and signed the contracts — without ever so much as searching for the missing records.

The Dec. 5, 2007, budget analyst’s report notes that the city lost between $2.5 million and $3 million per year on the deals — and during the two years of the energy crisis, when the true downside of what Feinstein, Renne, Agnos, and the Board of Supervisors did became apparent, the tab was $27 million. That’s a total of as much as $87 million of city money thrown away on sweetheart deals with PG&E and the two districts.

After the energy crisis — and after Renne left office — the current city attorney, Dennis Herrera, went to court to renegotiate the deals. The new agreements are much better and will save San Francisco millions. That’s what the board quietly approved this month.

But much of San Francisco’s power is still tied up for another 10 years, and huge damage has been done.

Meanwhile, PG&E is suing the city to keep public power out of the Ferry Building, is trying to corner the market on wave and tidal power in the bay and along the coast, is trying to undermine community choice aggregation, and remains an entrenched, illegal monopoly with far too much clout at City Hall.

The good news is that there’s real talk of a new public power push in San Francisco, and it can’t come too soon. And the lessons from the fiasco of 1988 can and should guide any future efforts.

For starters, nobody — no city attorney, no department head, no mayor — should ever again be allowed to negotiate with PG&E in secret. Any talks with the utility should be recorded and all documents and memos made public before any city agency votes on any contract or deal.

PG&E loves to argue that public power is an expensive proposition and that taxpayers will be on the hook for a lot of money to buy out or create a municipal power grid. But advocates can accurately point to the history of private power in San Francisco: dealing with PG&E has cost the city (and the taxpayers and the ratepayers) far more than the price of creating a municipal grid. The 1988 contracts are a particularly visible example. And 20 years later, the overall lesson is clear: as long as a private company is running the city’s energy policy, the public is going to get screwed.

Kucinich no-shows, ditto media

Well, Dennis Kucinich had a good excuse for missing the kick-off of his “Peace Train” presidential campaign in San Francisco – the untimely death of his brother, Perry.

The media, however, didn’t have an excused absence. Despite the lack of Dennis, over 200 people turned up last Friday night to hear the Nation’s John Nichols, writer Michael Parenti, Code Pink’s Medea Benjamin, Bill Simpich from the Iraq Moratorium, and Kucinich scheduler, Amy Vossbrinck, laud the Ohio congressman and his bid for the White House.

While all of the speakers had interesting points to make, Parenti made the really obvious one that had to be in the backs of all the minds sitting in the audience – that no one’s paying attention to Kucinich’s campaign. “Candidates used to hide how much money they had. Now they brag,” said Parenti, and the more money they have, the more “serious” their candidacies. But, said Parenti, it’s the newscasters that really call the shots. “The media makes these designations. They say these are the leading candidates.”

Cooking styles have their seasons, just as nature does, and lately there has been a delicate springtime for restaurants serving Louisiana-style food. By this I mean Cajun and creole, a pair of slippery terms that are almost always mentioned together but, despite an implication of fungibility, don’t mean quite the same thing. Cajuns were French speakers who in the 18th century left northeastern Canada and drifted down the Mississippi Valley to the bayou country south and west of New Orleans, where they established a rural and isolated culture that persists to this day. Creoles, by contrast, were citified types who traced their origins directly to Europe; New Orleans was their capital and remains their symbol.

These distinctions, fiercely policed by the interested parties, carry a diminished and blurred charge here in our polyglot land of blurred distinctions. If you see crawfish étouffée (a classic Cajun dish) on a menu, you’re likely to see jambalaya and gumbo too, with beignets (the sophisticated little holeless doughnuts) for dessert. And where would you be looking at such menus? Possibly at such old-timers as Cajun Pacific or the Elite Café, or at such newcomers as Farmerbrown and Brenda’s, whose openings have helped fill the void left by the departures some years ago of Jessie’s (on Folsom Street) and Alcatraces (on 24th Street).

Amid all of these comings and goings and endurings, the question of convincingness has never quite dissipated. A friend with Cajun roots scoffs at the Bay Area’s Louisiana-style restaurants, but it’s likely he hasn’t yet been to Nickie’s, which serves a jambalaya (among other Cajun-tilting treats) that can fairly be described as incendiary, in not the likeliest setting: a remade pub with sports-bar overtones on one of the sketchier blocks of lower Haight Street.

Haight east of Divisadero these days bears some resemblance to the Valencia Street of 15 years ago. The sense of stratification is vertiginous; at the corner of Steiner stands RNM, a clubby restaurant of voluptuous urbanity, but take a few steps east and you are passing badly lit Laundromats, a "low cost" butcher shop, and the occasional pedestrian mumbling soliloquies to a shopping cart in the middle of the street. Then you see a large N glowing green in the night, and you step inside and order a Stella Artois on tap — Nickie’s offers 13 varieties of draft beer, plus pear cider, beer in bottles, and mixed drinks and wine — while scanning several flat-panel windows into the wide world of sports. And you are hungry.

There is no connection I know of between sports bars and Cajun-creole food, but a pub is a pub and should have at least some pub food, sports screens or no, and Nickie’s does. If fish-and-chips is the staple dish of English pubs, then the burger has to be the staple of ours. Nickie’s version ($11) is a triple threat: a troika of little burgers on little egg-washed buns, each with a different topping. The avocado and cheddar edition didn’t quite work for me (clash of creamy yet assertive personalities), but Swiss cheese went well enough with mushroom, and the blue cheese–and–bacon combination was intense.

As for the accompanying fries: they were good with ketchup but even better dipped into the spicy aioli left over from our rapid devouring of the shrimp cakes ($8), lightly crisped like any good fritter and insinuatingly lumpy with crustacean meat. You can get coleslaw instead of fries, but really, who has a burger — let alone three burgers — with slaw instead of fries? And what would you do then with your leftover aioli? Stick your finger in it? Who, me?

We’d ordered mac and cheese ($6.50) as a sort of shareable starter, and it might have held its own if it had appeared as the opening act, ahead of the jambalaya. Instead it turned up in the same armful of plates as that formidable dish and ended up being overwhelmed by it. (Service is attentive enough, if not exactly polished.) But there was no dishonor here, since the jambalaya ($10) left us gasping with pleasure. The dish was studded with peeled shrimp and knuckles of seriously spicy andouille sausage, and the low volcano of rice, cooked with tomatoes and green bell peppers, had been infused with enough cayenne to be spicy-hot in its own right.

In keeping with the complex, squabbling-siblings narrative of Cajun and creole, there are Cajun and creole interpretations of jambalaya. The latter (and perhaps the original) kind includes tomatoes and is accordingly reddish, while the former is tomatoless and acquires its brown color from the initial searing of meat in the pan. Either way, jambalaya is a New World descendant of paella and, like its close relation gumbo (a child of bouillabaisse), reflects the complex play of influences — French, Spanish, Caribbean, African — that produced the well-seasoned cultural stew of New Orleans and South Louisiana.

I would add Irish to that list if there were (but there isn’t) any historical warrant for doing so, since Nickie’s feels somehow Irish, and to be served excellent Cajun and creole food, along with a foamy glass of draft Guinness, by a server with an Irish accent in a pub on Haight Street in San Francisco is one of life’s delightful little paradoxes. Paradox is the spice of life — let’s get that into our book of quotations, truisms, aphorisms for all occasions, and words to live by. *

City College chancellor steps down; Christmas ruined for thousands

How can the people of San Francisco make it through the holiday season without crying uncontrollably over the just-announced departure of San Francisco City College Chancellor Phil Day? In a statement, Day apologized profusely for destroying your Christmas.

“I am truly sorry that I must deliver this message on the eve of our traditional holiday break but I did not want you to find out about this by reading the papers or having it via news reports.”

Thank you for being so kind, Chancellor. Clearly the media frenzy resulting from your official announcement to step down is making it difficult for San Franciscans to concentrate on their celebrations — including the public and private critics of your administration, many of whom worked hard to help us understand just how much of a mess the school’s costly bond projects are in.

Bike ballot measure shelved

The San Francisco Bicycle Coalition has abandoned plans for a June ballot measure that would approve some bicycle projects and bypass the court injunction that is blocking all bike system improvements until 2009 at the earliest. SFBC director Leah Shahum tells us the group had been working hard on the ballot measure, enjoying good political support and doing a poll that showed wide public support. “But it started to look uglier and uglier from a legal perspective,” she said. Lawyers working with the SFBC worried that the ballot measure would need to be extremely specific in identifying all aspects of every project it proposed — right down to which parking spots might be lost and exactly where a bike rack would be placed — and that specificity would create lots of opportunities for the measure to be challenged later. Ironically, the Muni-reform Prop. A that the SFBC helped win approval on also created other legal hurdles by transferring control over bike projects from the Board of Supervisors to the MTA. And with the SFBC needing to gather signatures in January, there just wasn’t enough time to make the measure bullet-proof.
But Shahum said the SFBC is still considering doing some kind of measure on the November ballot and pushing the city hard to expedite work on the Bike Plan as much as possible.

So the Coast Guard announced today that the Cosco Busan can leave San Francisco and head off to someplace where there will be no liens on it, no legal controls, and no way to assure that the city or people who have been harmed by the oil spill ever get any money.

See, I have been convinced from the start that the only way we would ever have any leverage over the twisted network of companies that owns or controls this ship is if we kept the goods — a boat worth hundreds of millions of dollars — in custody until the suits were settled and the owners, whoever they are, paid up.

And now, off goes the boat. Look forward to years and years of litigation before anyone sees any real money out of this outfit.

PS: Just as I was posting this blog item, I looked out my window from the Guardian office at 135 Mississippi and saw the boat sailing out of the Bay. Damn.

Has it really been two decades since intricately striking comedienneuse Sandra Bernhard, who snarkily uttered the words above, tickled homos pink and sent confounded heteros down the Stoney End with her "Without You I’m Nothing" tour? Lorf, my mints are dusty. Somebody hand me a tambourine! Come back, come back to the Five and Dime, Barbra Streisand, Barbra Streisand!

Wow. That was really gay, even for moi. Somebody hang me in Saudi Arabia.

Slutting it up with a crooked-toothed Madonna, slapping down Roseanne’s sloppy joes, grouching through Sesame Street Presents: Follow That Bird — this is all but winceworthy water under the bridge of the fierce-at-52 Ms. Sandra’s exquisite, seemingly unrestructured nose. And who could ever forget her immortal early ’90s safe-sex rap "Wanna touch my pussy, wanna taste my jam? / Gotta be usin’ a dental dam." Not me, that’s who.

Lucky for us all, Sandra’s planning a 20th anniversary tour of "Without You I’m Nothing" next year, but until then she’s wetting our whistles with a New Year’s Eve extravaganza at the Castro Theatre. She rang me up for a quick chat about the glory of her upcoming appearance.

SANDRA BERNHARD Darling! How are you?

SFBG Gurl, I’m hungover as usual — and George W. Bush is totally fucking up the global climate summit in Bali right now. I’m frantically fast-forwarding myself into 2009.

SB Don’t I know it, child. I watched the Democratic debate the other day, and I was weeping. I cannot wait for any one of them to win. Meanwhile I’m just keeping myself busy, spending time with my family [partner Sara and nine-year-old daughter Cicely], and basking in quiet limelight.

SFBG At the end of this month you’re doing two nights in Atlanta and then immediately flying to San Francisco on New Year’s Eve. I noticed on your holiday gift wish list you’ve asked for a lot of protein bars, cinnamon gum, and organic cosmetics. Is that how you stay so fresh?

SB I’ve also got a world music album and new film, See You in September, coming out next year. You know, it looks like I’m doing a lot, but really I do a show or two, take a day off to center myself, and get back out there, ready for more. I can’t wait to be in San Francisco — such a fun city, full of amazing people.

SFBG You were here in November to judge the Miss Trannyshack Pageant. I bet you got a lot of wig in your teeth that night.

SB It was a wild ride that seemed like it would never end.

SFBG So what can we expect at your New Year’s show? "Everything Bad Is Beautiful" with a balloon drop?

SB Are you kidding? People these days can barely sit still for 20 minutes, let alone watch a whole show on New Year’s Eve. I’m planning a kind of variety spectacular. Video clips, some stand-up, a bunch of songs.

SFBG Your art has always been about tearing down the whole idea of celebrity. It’s like you were foretelling our current moment when you said, "To be superfamous you need to act like a total freak."

SB It’s so true! I think in this country we’ve just given up. We’re burying our heads in whatever fucked-up, methed-up, Britney–Paris–Paula Abdul disasters are spoon-fed to us. I mean, I tear those girls apart in my shows, but even doing that is giving them more dimensions than they actually deserve.

SFBG Most of my readers are total fashion whores. You always look so together. Who are you wearing lately?

SB Zac Posen, Marc Jacobs, Juicy Couture, Stella McCartney, Alexander McQueen, and I love this Israeli designer named Nili Lotan. It’s a mix. But you’ve gotta watch out — there’s too much cheap knockoff shit out there.

SFBG You’ve been such an inspiration to most of the dykes I know.

SB I love young gay women — they’ve caused a revolution. They’re more free with their money. They’re jaunty. I have this story I tell where I went to lunch with this older friend. The waiter asked if she wanted more corn bread, and she was, like, "Sure!" Then she turned to me and whispered triumphantly, "It’s free." And I was, like, why don’t you just pay for the damn corn bread if you like it so much? Just pay for it and enjoy it. That’s my message to the world: enjoy your corn bread. *

The case for Kucinich

OPINION At a recent Potrero Hill Democratic Club presidential forum, when the representatives of Hilary Clinton, John Edwards, and Barack Obama spoke more about how the candidates made them feel than about their positions on the issues, it first struck me as strange. Eventually, though, their approach made sense — I realized these people weren’t necessarily all that hot about their candidates’ actual policies.

In defending their health care programs, for instance, the Clinton and Obama reps tacitly acknowledged that a single-payer plan was superior to their candidates’ offerings, while the Edwards spokesperson cautioned the audience against seeking a candidate who believed everything they believed.

Maybe it’s the lack of distinct seasons in San Francisco or something, but these people seemed confused about the difference between voting in a primary and in a final election. November is the month when you vote for what you have to vote for; in February you can vote for what you believe in. In November the halfhearted health plan of one of these candidates, which would continue siphoning scarce public funds away from health services and into the coffers of the private health insurance industry, will likely be superior to whatever scheme the Republican nominee offers up. But in the February primary you can actually vote for Dennis Kucinich’s single-payer plan.

Logically, we might ask why any of these front-running candidates who won’t pledge to have all American troops out of Iraq by the end of their first term should expect much support in San Francisco, arguably the nation’s most antiwar city. Why would anyone who opposes this war not back a candidate like Kucinich, who calls for complete troop withdrawal within three months? Or why, for that matter, would voters who support gay marriage not also back Kucinich, a gay-marriage supporter himself?

Well, when I appear as a Kucinich representative at election forums, people answer those questions for me all the time in postmeeting conversations. They and their friends believe in what Kucinich says, they often tell me, but "he can’t win," so they’ll vote for someone who they think can.

Now let’s be honest here and admit that those of us who get worked up about peace and justice issues are prone to complain a lot. We are ever bemoaning the influence of money in politics and the poor job the news media do in covering the real issues. But when we get to the point where a candidate is raising the important issues and we know we agree with him and we still won’t vote for him, then the next time we start complaining, it may just be time to look in the mirror.

Casting a vote against the war in Iraq is a lot easier than marching against it or even writing a letter. But if antiwar voters won’t vote for antiwar candidates, you have to ask why those candidates should go to the trouble of running and why the big-money candidates should pay any attention to the supposed antiwar vote.

Whatever else happens in this election, one thing is certain: if you don’t vote in February for what you believe in, you won’t get to vote for it in November. And then there will be no one else to blame. *

Is New College dying?

After a turbulent year in which its accreditation was suspended and school president Martin Hamilton reluctantly resigned, New College of California is in dire financial straits. Some even fear that the innovative liberal arts institution — whose central campus at 777 Valencia Street once housed a mortuary before the school was founded there 40 years ago — could be in its death throes.

New College has experienced a 41 percent decrease in enrollment this year, seeing its population drop to fewer than 500 students. And the institution is losing about $80,000 each month, according to minutes from a faculty meeting that took place in late November. The school needs more than $2 million to cover operating expenses into January, and school trustees have considered filing for bankruptcy protection.

A Chapter 11 reorganization would allow New College time to improve its finances without shuttering completely. But acting school president Luis Molina says bankruptcy would also mean the school wouldn’t receive any federal financial aid for its students, a source of tuition revenue it desperately needs to survive. So he insists bankruptcy is off the table.

"I’m not going to deny that the school is in a financial crisis," Molina said. "But from my perspective, I don’t see bankruptcy as the solution."

New College is nonetheless struggling to make payments to vendors, and payroll checks have bounced or been withheld by the school. Molina also acknowledged that in the summer Pacific Gas and Electric Co. threatened to turn off the school’s power due to unpaid utility bills.

Dozens of financial aid applications for the just-ended fall semester still need to be processed, which means New College can’t yet receive the federal loans and grants it pays out to students, many of whom rely on the funds to cover basic expenses while attending classes.

"We can’t believe it’s happening," said Cheryl Fabio, a second-year law student at New College. "No one knows anything. We’re operating completely on a rumor mill, and the worst of the rumors keep on becoming [true]."

Fabio returned to school after working for several years as an Oakland city employee. Despite the uncertainty about New College’s future, she was studying for finals and continuing to attend classes. But she hasn’t received $10,000 worth of financial aid from New College this semester, and she’s four months behind in rent at the home in Pittsburg where she lives with her daughter.

The US Department of Education sent a letter to the school in August informing administrators that applications for federal funds submitted by New College’s Financial Aid Office would face heightened scrutiny due to the discovery by investigators earlier this year that the school may have illegally mishandled scholarships and other aid money.

New College must repair dozens of student files and submit a mountain of documentation for preapproval on each financial aid package before being reimbursed. Eighty such packets were submitted Dec. 12, Molina said, but as of now money from earlier applications is only trickling into the hands of students.

That’s a considerable setback for the school, since it relies heavily on student tuition to continue operating, so it’s considering a big fundraising drive and a halt in enrollment in some programs for the spring semester until its finances are stabilized.

The November minutes show proposals including an across-the-board 25 percent pay cut as an alternative to layoffs, but up to 20 full-time faculty members between January and spring of next year might need to be cut to keep the school from going under. Another option, Molina said, is for some faculty to work part-time and apply for limited unemployment benefits from the state to make up the difference.

Maria Bourn is a second-year law student who moved to San Francisco from Washington to attend New College. She’s received her financial aid for the fall semester, but her last $1,200 check for her work-study job as a legal clerk bounced. Bourn says that while she’s fortunate enough to receive help from a partner who works, one of her classmates was forced to return to Pennsylvania because he couldn’t continue paying rent without federal assistance.

"It has just been one disaster after another," Bourn said. "Last year I didn’t receive my financial aid for several months because of difficulty after difficulty with [New College’s] financial aid department."

Recently departed president Hamilton had vowed to stay on for up to a year during a transition period, but Ralph Woolf, the executive director for the Western Association of Schools and Colleges, insisted during a July meeting with the school that it would be "unacceptable" for Hamilton to stay, according to minutes.

WASC’s accreditation commission for senior colleges suspended New College in June after a rare special investigation revealed flawed financial controls, sloppy record keeping of student files, and ill-conceived academic curricula. A blistering report from the commission concluded, for instance, that the school couldn’t explain the course requirements and specific content of its Pilot Hybrid Leadership in Urban Transformed Environments program, which New College hoped would benefit adult African Americans who otherwise have trouble accessing higher education.

"The commission has repeatedly found that, in addition to longstanding and ongoing financial challenges, New College did not have systems and structures in place in very basic areas of operation, including governance, faculty oversight of academic matters, assessment of student learning, and financial management and accounting," the report stated.

WASC will decide in February whether to remove New College from probation or strip the school of its accreditation. Woolf refused to comment when we called his office.

Molina said the school may also have to liquidate some of the buildings it owns in San Francisco to maintain solvency. In the meantime, he said, a committee charged with finding a new president for the school has identified three candidates for the job.

"The students, the faculty, the staff — there’s a huge commitment to keep the college open," Molina said. "It’s part of the social fabric of San Francisco…. Nancy Pelosi is a strong supporter of the college. I know her office is concerned…. We’re doing everything we can to make sure this college can survive."

Money woes and accreditation problems were a common occurrence during Hamilton’s rocky tenure, which often divided the campus into factions of supporters and opponents of his administration.

New College bought one of San Francisco’s oldest and most beloved movie theaters in January 2006 in an effort to save it from closure. But employees at the Roxie Film Center on 16th Street are now unsure about its future. Sunny Angulo has worked there for two and a half years. A payroll check from early November bounced, and she hasn’t received checks for the two following pay periods.

"We have seen single-screen, small independent theaters all over the city — all over the country, really — close down," Angulo said. "They’re sitting around rotting. Without another source of revenue tying in a nonprofit, educational component, I think that it would be very difficult for the Roxie to survive. Almost impossible."

Peter Gabel, a board trustee of New College, admitted during a small Dec. 14 all-campus meeting that he’d recently loaned the school money to help cover payroll expenses. Shortly afterward, however, the attendees voted 10–9 to eject the Guardian from the room after discovering that a reporter was present.

New College’s federal tax forms show that in late 2005, Gabel loaned the school $95,000 to cover operating expenses, and other records show that he loaned the school more than $400,000 in August 2007. As of May 2006, the school owed creditors nearly $6 million, New College’s most recent federal tax forms show.

Despite WASC’s sweeping indictment of the school’s operation, New College’s leaders indignantly responded in a June letter that the school was "shocked and even traumatized by the sudden abruptness of the investigation," which it claimed "lacked due process."

The school also denied that its administrators were reluctant to cooperate with the investigation and implied that complainants who first contacted WASC conspired to damage the school.

New College did admit, however, that Hamilton was duped by an exchange student who promised the school a sizable donation in return for help in attending classes after entering the country from Nepal. The student claimed he was a wealthy bureaucrat there but turned out to be more or less a con artist without money even to cover tuition.

New College has long served as an academic training ground for social justice advocates and liberal activists. In 2002 it made national news when it launched a green business master’s degree that balances traditional marketing and management courses with sustainability concepts in an attempt to marry profit with ecological sensitivity.

Despite the challenges, Molina remains optimistic about the school’s future: "Once we get our record-keeping offices in order so that we don’t have delays processing the financial aid, things will start running smoothly." *
