This is the third year of the Guardian’s photography issue, and fittingly, three themes or commonalities are at the forefront.

First, there is an emphasis on urban landscape or place — while we’ve always only showcased work by Bay Area artists, this year a number of photographs overtly consider specific settings in SF and surrounding areas as part of their subject matter. Or, in the case of John Chiara and Aaron Rosenstreich, their chief subject.

Second, this issue often — though not always — looks like trans or queer spirit. Molly Decoudreaux, Jack Fulton, Katy Grannan and Josh Kirschenbaum all capture moments in the neverending gender play that is San Francisco life. The vast breadth and wildly different shadings of their collective vision is itself quite different from the East Coast trans visions of Diane Arbus and, later, the "Boston School" (David Armstrong, Nan Goldin, and the under-known Mark Morrisroe).

Third, there is a tension between now and then, thanks to a 1968 photo by Fulton, a contribution from archivist Robert Flynn Johnson, and the issue’s more contemporary looks at local faces and places.

To borrow a phrase from SF Camerawork curator Chuck Mobley — who remodeled it from documentary filmmaker Thom Andersen, who in turn took it from porn director Fred Halsted — in the images that follow, San Francisco plays itself. It’s a great performance. (Johnny Ray Huston)

TITLE Waiting for Olafur Eliasson (from "Drivers"), 2009

BACKGROUND The idea is to photograph a series of limousine service drivers at different international airports. In front of the camera, a driver patiently waits with a sign in hand for an artist that will never arrive. The artists include Gabriel Orozco, Olafur Eliasson, and Francis Alÿs, among others. The artists’ names are selected based on their international presence within contemporary art spaces including museums, galleries, publications, and art events over the last nine years.

The process involves hiring a limousine driver to go to the airport and pick up a given artist. Drivers are expected to arrive five minutes before the arrival and wait for 10 minutes. These photos are not staged. The driver is real and he believes the artist he is waiting for will likely arrive, like in Waiting for Godot where two tramps wait by a sickly-looking tree for the arrival of M. Godot. The tramps quarrel, make up, contemplate suicide, try to sleep, eat a carrot, and gnaw on some chicken bones. Between the first and second day, the tree has sprouted a few leaves.

BACKGROUND The prelude to this is Martin Luther King’s death in April, and Mario Savio’s defiance at University of California Berkeley in 1964. It is ALL about freedom of being who you are and being appreciated for that. In 1968, when these photographers were made, the only night a man could "legally" dress as a woman in public places was on Halloween. In the then-Tenderloin, the baths were open and fun was everywhere with the police supporting the whole thing.

The algae solution

The San Francisco Bay may soon host a dramatic new environmental project that backers say could solve three problems at once: clean wastewater, remove carbon from the atmosphere, and produce biodiesel fuel. Yet it’s gotten remarkably little attention.

"For the most part, people are just ignoring me," says Jonathan Trent, a researcher at NASA Ames Research Center at Moffett Field, who is one of the driving forces behind the project.

The new technology Trent and his colleagues have created is called OMEGA (Off-shore Membrane Enclosures for Growing Algae). The idea is to grow large colonies of freshwater algae in what amounts to large plastic bags floating in the bay.

Wastewater from local sewage plants and carbon sequestered from power plants would provide food for the algae, which then produce oxygen and freshwater along with an oil that can be refined into fuel.

The OMEGAs are giant semi-permeable membranes; the design allows freshwater in but keeps saltwater out.

Using algae for biofuel isn’t new — there are a number of algae farms on land. But they require large amounts of real estate and fresh water and enough electricity to keep the water moving.

In this case, light from the sun provides the energy, and the motion of the waves stirs the algae around.

Trent is looking at ways to collect the freshwater that gets released by the OMEGAs — potentially another major breakthrough for a state desperately short of water.

Trent has shopped his project all over the world and many countries have showed interest, but he believes San Francisco is the perfect fit. "The people of San Francisco really have an enlightened attitude and are aware that something needs to be done to fix the problems we’ve created," he told us. "It’s a great place to demonstrate to the world that this is a feasible technology."

The OMEGA project still faces political hurdles. Trent recently survived an internal audit. And U.S. Rep. Bart Gordon (D-Tenn.) has been critical of federal spending for biofuel projects.

But the scientist isn’t discouraged. "Actually I’m glad we have been audited," he said. "I’ve been able to get attention and show that not only does our system not use water, it actually produces clean water."

On July 29 the project received approval for an $800,000 grant from the California Energy Commission. According to Trent, the approval for the grant was ready for approval months earlier, but Gov. Arnold Schwarzenegger wanted to put it on hold because of the budget crisis.

The CEC grant is coming just in time. A previous grant, from Google, was due to run out at the end of September. "We’re optimistic that if people see that the CEC has invested, maybe others will want to invest," Trent said. "But we need more than just financial resources — we need brain power as well. The next step is to find engineers to really make this a workable option."

Trent would like to get a working model up and running within the next 18 months and hopes to see a full-scale operation in place in five years.

San Francisco may be the first city to host OMEGA. San Francisco Public Utilities Commission staffers have met with Trent and are cautiously optimistic. "Although it is just at the preliminary stages of discussion, it doesn’t dampen our excitement about the project," said Tyrone Jue, spokesperson for the SFPUC. "We have to know what good we will get out of it and if it is feasible in this area."

Environmentalists caution that it’s far from a perfect solution to the planet’s problems. Sierra Club staffer John Rizzo notes that "biofuels themselves are not a good solution. It’s a good bridge, but they are still burned and create carbons that are bad for the planet." In the short term, however, it sure beats drilling for oil off the California coast.

Noel Birbeck makes signs. In a low, nondescript building tucked into a south of Market side street, a printing machine spits out personal greetings and corporate messages in all colors, shapes, and sizes.

Until the power goes out.

"We print things that are up to 50 feet long," said Birbeck, the business manager of Budget Signs. "If the power goes out at foot 35, we have to start the printing process all over and throw out all that time and money that went into the initial printing."

And that, unfortunately, has been happening far too often. In fact, a Guardian review of available data shows that customers of Pacific Gas and Electric Co. lose power much more frequently than customers of municipally-owned and operated utilities.

That costs money and harms the local business climate.

"[Any disruption] is a huge deal," Birbeck said. "If we’re in the middle of a deadline and a customer expects something at a certain time, that can cost Budget Signs a huge amount of money. No one is going to pay you for something that is only kinda done."

The last major outage cost Budget Signs more than $300 in employee and company time as Birbeck and her workers waited for the power to return. It’s a manageable amount, but she insists she can’t put a price on the inconvenience, the uncertainty, and the potential loss of business.

Reliable power is a basic requirement of most businesses. Restaurants and markets need refrigeration, factories need to power production lines, office buildings run large computing systems, retailers need to run cash registers, lights, and credit card machines. An unexpected power outage can cost San Francisco businesses thousands of dollars.

A 2001 study by the Electric Power Research Institute estimates the cost of power disruptions to California businesses is between $11.5 million and $17.8 million annually.

No utility can guarantee year-round power without disruptions, surges, brownouts, or severe weather-related outages. But reliability varies widely among California utilities.

PG&E breaks its service area into districts, and, according to reports it submits annually to the California Public Utilities Commission, San Francisco customers experienced an average of two hours of non-weather-related outages per year over the last six years. (Weather-related incidents are not reported at the district level.)

That’s better than the three-hour average across PG&E’s entire California service area. Still, PG&E customers in San Francisco lose power, on average, 2.5 times as often as customers of other Bay Area utilities.

The Palo Alto Utilities Department, Silicon Valley Power in Santa Clara, Alameda Municipal Power, and the Sacramento Municipal Utility District have dramatically better records, ranging from 82 minutes a year of outage time in Sacramento to only 16 minutes in Santa Clara — and these numbers include all weather-related events.

In other words, the municipal utilities deliver power more consistently and at considerably lower rates — even before factoring in PG&E’s impending rate hike of 3.3 percent to 5.4 percent.

"We consider any widespread blackout a major event," said Larry Owens, division manager at Silicon Valley Power. "Systems can be managed to minimize storm related events — we do [that]."

MONEY FOR MAINTENANCE


There are a number of reasons why these public power sources are more reliable than PG&E: size of the service area, age of the infrastructure, administration of the organization.

"The general concept is that the more complex the topography is and the older the urban areas are … the more unreliable the system is going to be," said Mark Loy, a ratepayer advocate at the CPUC.

"For PG&E there are negative powers of scale," he continued. "They are so large and spread out that being bigger actually makes things more difficult for them to fix. In San Francisco, the circuitry PG&E uses hasn’t even been mapped out in some places, so it is all haphazard and harder to keep on top of."

Public power agencies also have more incentive to invest in maintaining their infrastructure.

Patrick Valath, manager of electric engineering at the Palo Alto Utilities Department, attributes his city’s annual average of only 65 minutes of power disruption to an "aggressive and sustained infrastructure replacement program that is spread over many years."

Alameda Municipal Power’s Alan Hangar said the annual average of only 25 minutes of outage in that city is due to years of building stability and redundancy into the system.

Santa Clara is by far the most reliable utility company in the area, Owens said, and is often ranked second in the nation. "Our current operating philosophy is to load the system with only half of what it is capable of carrying," he said. "That allows us to switch a customer to another circuit quickly, so we restore their power and make repairs on our time, not their time."

He also noted that the vast majority of Santa Clara’s power lines are underground, making them far less susceptible to damage from storms, accidents, and other interference.

Municipal utilities have more freedom than investor-owned companies like PG&E to shift the focus away from profits, revenue, and shareholder returns toward quality and customer satisfaction.

"We are customer-driven," Owens said. "They repeatedly tell us that reliability is the No. 1 priority. The cost of power is second. We have some customers who say they lose $1 million a minute in an outage, and that by far trumps the cost they pay for energy."

THE RIPPLE EFFECT


Business owners don’t need studies to tell them they are losing money because of PG&E.

Arienne Landry, owner of Just for You Café in San Francisco’s Dogpatch neighborhood, faced a blackout during lunch service at her café several months ago.

"The power was out for four or five hours," she said. "During that time I’m paying people to work, but I can’t serve customers without power. I probably lost a couple of grand in sales. It’s not a severe loss, but it takes a little while to catch up."

Birbeck of Budget Signs remembers a power disruption that occurred when she was in the middle of two large printing jobs. She and an employee returned to the shop at 10:30 p.m. after a neighbor alerted her that the power had returned. She said they worked through the night to complete the jobs on deadline.

"They were our two largest jobs for our two largest companies at the time," she said. "Both jobs were over $10,000. Potential loss of either or both of these companies would have been disastrous to a small company. I really couldn’t even put a price on it."

And the cost of an outage doesn’t stop at that initial business. If the power goes out at Birbeck’s sign shop and a sign doesn’t get finished and a deadline isn’t met, Birbeck might lose money or even a client. But that client might have needed that sign for a business event, and that business event may have needed that client … and the losses can go on and on.

Those ripples are larger and go farther in many high tech industries. Larry Owens of Silicon Valley Power said that consistent, reliable power is especially important for the high tech firms located in Santa Clara, including Applied Technologies, Inc., McAfee, Inc., and Intel Corp.

"There are some processes that require a 21-day burn in," he said. "If there is a power outage, they have to start all over again. An outage can cause a company to lose market share or dominance or preferred vendor status. It ripples out a long way."

Some companies have such sensitive systems that a drop in voltage for a mere fraction of a second can shut them down and require rebooting.

"Our customers have become power-quality sensitive," Larry Owens said. "It doesn’t take an outage to harm a business. A fault on a transmission line causes the whole system to dip, a voltage dip. If you have a heavy load, it knocks the voltage down for milliseconds. If it drops enough, companies’ systems drop out."

State Sen. Mark Leno is intimately familiar with the problem — he owns Budget Signs. And he has called on the California Public Utilities Commission to investigate the problem.

"As a San Francisco small business owner, I am personally aware of the lost business I experience as a result of PG&E’s performance failures," Leno said in a press release. A June 18 letter Leno sent to the CPUC noted: "As the commission considers PG&E’s request to upgrade its grid, I would ask you to include both an investigation of these problems and PG&E’s proposed solutions to them."

Almost a month later Michael R. Peevey, president of the CPUC, responded, arguing that PG&E’s reliability rate in 2008 was better in the previous few years. He also pointed out that the utility has a formal process for filing claims and that the commission has no authority over system reliability.

That, Leno said, is unacceptable. "From reading that letter, one would never know that the mission of the California PUC is to be the protector of the ratepayer," he told us. "The ratepayers are being badly served by PG&E and the CPUC."

FILING A CLAIM


In theory, state law requires PG&E to reimburse businesses for losses caused by blackouts. A business owner or manager can find the claim form on PG&E’s Web site or can call the claims office. Each case is assigned to one of the 21 claims investigators who cover the utility’s service area. With the help of supporting documents, investigators look into the occurrence, determine PG&E’s liability and the degree of monetary loss, and compensate the business accordingly. All, according the Web site, within an average of 30 days.

Emily Mitra, owner of Dosa, which operates Indian restaurants in the Mission District and the Fillmore District followed this process — and it wasn’t that simple.

On Dec. 18, 2008, a PG&E transformer blew and both locations of Dosa lost power. Mitra had to contend with food spoilage, staff costs, down equipment, lost business, all of which added up to about $12,000.

"We filed claims, but it was a long process," she said. "A check came for the Valencia Street location immediately but for the Fillmore location, PG&E didn’t even have record of an outage."

After three months of badgering PG&E to no avail, Mitra said she contacted Sup. Ross Mirkarimi’s office and the Small Business Commission.

"I was ready to sue them," she said. "I had dozens of witnesses, but that didn’t seem to faze them. It could have been a coincidence that they found the data right after we talked to the Small Business Commission. But it was a pretty quick turnaround after that."

A check arrived for the full amount of the claim. But Mitra couldn’t claim compensation for the time, energy, and frustration the claims process cost her over its three-month duration.

Birbeck told us PG&E never informed her that there was a formal claims process. "No one ever mentioned a claim to me — that has never been offered at all," she said. That’s a common complaint — although the forms are on PG&E’s Web site, the utility doesn’t widely promote or advertise that fact.

PG&E also asks business owners to provide a slew of paperwork ranging from tax records and bank statements to payroll records, revenue and expense statements, and sales receipts.

"We had to give them a lot of data," Mitra said. Because Dosa’s records are mostly digital and automated, supplying them to PG&E was the least of her problems. But, she conceded, "if you don’t run your business in a way that keeps all that data, it would be a pain in the ass."

Of course, the claims process does nothing to address issues of reliability. Neither does it guarantee that Mitra’s refrigerators won’t fail without notice, leaving her without food to serve.

It is, however, another reminder that San Francisco is not being well-served by its private utility monopoly.

The Moss Room

The basement restaurant is an odd duck — odder still if the basement is in a museum in a relatively remote park. Yes, my 16-ton hints do pertain to the Moss Room, the venture orchestrated by Loretta Keller and Charles Phan that opened last fall in a subterranean sector of the new Academy of Sciences building in Golden Gate Park.

A word, if I may, about that building, which faces its nemesis, the DeYoung Museum, across the concourse the way Minas Tirith faced Minas Morgul in The Lord of the Rings: one fair, the other sordid. The Academy of Sciences building is, for me, the far superior design because it subtly but unmistakably refers to its predecessor and because, with its expanses of glass and filaments of steel, it sits in its sylvan setting far more lightly. It does not imperially impose itself on its surroundings. Also, it has the Moss Room.

Strange to say, but the restaurants the Moss Room most resembles are both downtown, where the Academy should have been moved. One is Shanghai 1930, a similarly elegant basement, like a lavish bunker. The other is Bix, above ground but with underwaterish light and a bold staircase. At Bix, the staircase rises to a mezzanine; at the Moss Room, it descends from a cafeteria to the subterranean sanctum and adjoins a channel-like aquarium and a wall garden.

These design details suggest the restaurant’s commitment to sustainability, and as weary as sometimes one grows in using that word, it’s probably worth repeating with respect to a place that is inside a science museum in the middle of a large urban park. If any restaurant should be attentive to food’s ecological dimension, it should be the Moss Room. And it is, with the passion extending all the way to the wine list, which is organized under the rubrics "organic," "biodynamic," and "sustainable."

The Moss Room’s look doesn’t suggest its kinship to Keller’s other restaurants, Bizou and Coco500. The former was like the best restaurant in a quaint Provençal town, while the latter offers a slightly deracinated spareness meant to appeal to urban youth. The food, though, is another matter. Keller has long been a leading exponent of a cooking style I associate closely with Zuni Café: the cuisine of Italy and the south of France, fluffed and freshened. We could call this style "rustic" or "lusty," to use two clichés much favored in a certain cliché-choked competing venue — but let’s not. How about "lustic"? Or perhaps "lustique"?

Because the Moss Room, despite being below the water line, is a more elegant venue than either Bizou or Coco500 — a carpeted hush, dim lighting, high ceilings, the zen spectacle of drifting aquarium fish and herbs growing from the wall above them — there is a certain tension about the food. Should it be elegant or lustic? Can it be both? When you try to be both, you risk being neither.

The small plates reflect a certain restlessness. They range from a humble plate of hummus and pita bread ($10) — glistening like naan — embellished with roasted red-pepper and manouri cheese, to the more elaborate batter-fried squash blossoms ($9) zipped up with goat cheese, mint, and roasted-garlic aioli.

A bowl of corn chowder ($8) did strike me as quite Kelleresque. The corn came from Brentwood, and the chowder was made with chicken and shrimp stocks, along with bits of bacon for deeper flavor. Summer corn is famously sweet, of course, and shrimp stock can intensify this effect. So can under-salting. Luckily, fate provided us a small bowl of sea salt.

Equally Kelleresque was a bowl of squid-ink spaghetti ($12) tossed with a meaty mix of squid and sun-dried tomatoes sharpened with chili flakes and what the menu called "herbs." This dish was visually striking, with the zinfandel-colored strings of pasta looking like a clump of kelp, and its flavors glowed with a steady dark heat.

I caught a milder wave of the same effect with the local albacore ($26), a pair of seared chunks looking like roulades embedded on a textured carpet of roasted eggplant shreds and tomato quarters, with a pale green purée of summer squash piped around the perimeter. Albacore is wildly underrated and is worth searching out.

As for salmon: I like it but don’t love it, and when our server explained that the wild Alaskan version ($23) consisted not of a filet but of flaked flesh tossed with English-pea cavatelli and a north African blend of radish, mint, and preserved lemon, I silently cheered. Salmon can be overbearing and rich, but here the kitchen induced it to cooperate with its platemates.

Speaking of platemates: Greg’s cookie plate ($9) offers a petit-fours-like array of tiny treats. It’s ideal for sharing, and you get lots of bites with not much heft. For the heft-minded: a roasted-peach tart ($9), accompanied by a lump of crème fraîche custard and grainy peach sorbet. Close your eyes and think of the Stairmaster.

Fixing PG&E’s blackout problem

EDITORIAL The electricity that San Franciscans buy from Pacific Gas and Electric Co. isn’t just expensive — it’s unreliable. That’s what figures from the California Public Utilities Commission show (see "The blackout factor, page 8). In fact, PG&E has more blackouts than any of the public power agencies in the Bay Area.

That has a significant impact on local businesses — but neither City Hall nor the small business community is paying much attention to a multimillion dollar problem.

During the worst days of the California energy crisis, rolling blackouts were a regular event, and the press and public talked constantly about the impact of power outages on businesses and the economy. Now that the worst of that crisis is over, many blackouts get no news media attention at all. But the problem is still serious: reliable power is critical to most business in the Bay Area, and even short-term outages can hit the bottom line.

That’s why public power agencies like Silicon Valley Power in Santa Clara and Palo Alto’s municipal utility put substantial resources into infrastructure upgrades and repairs. PG&E, which as a private company seeks to keep costs down to fatten profits and reward highly paid executives, has fallen far behind on its system upgrades. That’s why, for example, underground explosions keep happening in San Francisco, shorting out power systems and plunging neighborhoods like the Tenderloin into blackouts.

State law requires PG&E to pay claims for economic damage caused by system failures. Restaurants that lose frozen food, for example, can fill out a form, go through a cumbersome process of proving the extent of the losses, and get reimbursed. But PG&E rarely advertises or promotes that program, and lots of small businesses know nothing about it or never manage to file claims.

And even the claim process doesn’t cover lost business, lost customers, and the loss of reputation.

State Sen. Mark Leno, who owns a small sign shop (and has suffered from blackouts) has asked the California Public Utilities Commission to investigate PG&E’s reliability and mandate that the company meet basic standards for keeping the lights on. But so far, that agency is ducking. Leno has promised legislation if he gets no results from the CPUC, and he should proceed with a bill that would set minimum reliability standards for private utilities and provide significant penalties for failing to meet those targets.

San Francisco needs to take action on the local level, too. The supervisors should hold hearings on electricity reliability and demand that PG&E executives explain the reason system failures are so much higher here than in other Bay Area communities with public power systems. The Small Business Commission should set up (and publicize) a process for filing complaints about PG&E and include information about filing claims in its outreach material.

And as the city continues to wallow in budgetary disaster, city officials (and small business groups) should take note of the lesson here. Public power is not only cheaper — it’s more reliable. And that means it’s good for business and the San Francisco economy. *

California: Fragmented, or what?

Calitics is awash with talk about the new Field Poll on California demographics And although the SF Chron has ignored it, ol’ Dan Walters at the Sacto Bee is all over it, lamenting that the poll shows “the division of a once-cohesive society into its many component parts.”

Robert Cruikshank takes issue with Walters:

California’s society has never, ever been cohesive. Not in the 20th century, not in the 19th century, not even during the dozens of millennia of Native American settlement. Certainly our electorate hasn’t been cohesive. Until the 1950s state politics were defined by an urban-rural split with a crosscutting cleavage (apologies for the poli sci jargon) of intensive racial division. Even after the legal barriers of racial exclusion came down at mid-century segregation and discrimination persisted.

All of which is certainly true. He continues:

Some fragmentation is likely to continue. Californians are continuing to self-segregate according to political preference, leaving only the newer and affordable exurbs as the few places in the state up-for-grabs.

And blames the political structure:

What I see as the main problem facing California is obsolescence. Our government and our politics are still stuck in 1978. We’ve had fragmentation and a well-governed state, and fragmentation and a badly-governed state. That suggests to me we need to look at a system of governance that has remained almost unchanged since 1978 despite all the demographic changes reported in the Field Poll.

Again, true — and getting rid of the two-thirds majority for budget approval would make a big difference. It wouldn’t, however, undo all of the other awful things about state politics, including Prop. 218, which makes it almost impossible for local government to raise taxes, and Prop. 13, which is in many ways the root cause of the state’s total economic meltdown.

Paul Hogarth at Beyond Chron imagines

a California where the state legislature passes a budget by majority rule, and you can register to vote on Election Day. Three Strikes has been reformed to require the third “strike” to be a violent felony, and we have single-payer health care. The wealthy pay a higher income tax rate, and – just like in Alaska and Texas – oil companies must pay a modest tax for the privilege of extracting oil.

And Hogart argues that the progressives need to take back the initiative process to make that happen.

For once, I’m going to be the downer here: I don’t see progressives winning a whole lot of major statewide initiatives that make structural reforms in California government. We can win one or two — we can certainly overturn Prop. 8, and maybe repeal the two-thirds tax rule.

Will SF sue PG&E?

The San Francisco Local Agency Formation Commission met last week in a rare closed session, and the Board of Supervisors Goverment Audit and Oversight Committee will meet next week in closed session to discuss the possibility of litigiation against Pacific Gas and Electric Company over it’s anti-public=power ballot initiative.

I don’t know the legal strategy and Sup. Ross Mirkarimi, who chairs both LAFCO and GAO, can’t comment on it. But I do know that the state law authorizing the creation of Community Choice Aggregation programs in California cities bars PG&E from interfering with local governments and trying to undermine CCAs. So it’s at least arguable that the utility is breaking the law by trying to make it nearly impossible to enact CCAs or any other public-power projects in the state.

I assume, and hope, that the City Attorney’s Office is looking at every possible strategy here. Because if this gets on the ballot, with PG&E’s unlimited cash resources, it’s going to be a huge, expensive campaign.

Prison report: The laws are wrong

Today Brett Pedroia, the brother of Boston Red Sox all-star Dustin Pedroia, received one year in jail and eight years probation for the molestation of a nine-year-old boy.

Last month, Dante Stallworth received 30 days in jail, community service, and probation for killing a man inFlorida while driving while intoxicated.

And here I sit, among many others, serving multiple years in prison for possession of a controlled substance — which is a victimless crime. Yes, I know that friends and family get hurt by our behavior if we’re addicts, but let’s face it – the emotional pain an addict causes to friends and family is not too different that caused by a verbally abusive spouse, parent or boss. Yet those people aren’t generally considered criminals.

Now that the governor has signed the budget, and part of the budget cuts more than $1 billion from corrections, it’s likely that a lot of us will be released. Remember thought, we are only released from prison, not from the custody of the California Department of Corrections and Rehabilitation. We will be on parole, which is change in custody status.

Let me ask you, would you rather have Brett Pedroia living next to you (a convicted child molester) or me, a recovering addict clean and sober for two years and eight months?

And what about Stallworth? Sure, he isn’t likely to rob you or molest your child, but will he drive drunk and kill your kid or someone else?

The Newsom campaign’s in trouble

Lots of interesting opinions about what the loss of Eric Jaye means to the Newsom campaign. Paul Hogarth at Beyond Chron Thinks that Garry South, who is now in charge, could lead to Newsom’s downfall. Brian Leubitz at Calitics thinks that

Eric Jaye was an enormous asset to Newsom’s campaign. It is hard to see how a departure of somebody with that kind of relationship and with that kind of intricate knowledge of the candidate is good for the campaign.

And Jerry Roberts, who has been covering politics in this state even longer than I have, thinks this is exactly what the Newsom campaign needs:

The last political consultant to elect a Democrat governor of the state, the Duke of Darkness is a bare-knuckles, in-your-face, shoe-leather, hand-to-hand combat veteran who has two main tasks: 1) Get his candidate to raise a ship load of money and 2) Needle, badger and tweak primary rival Jerry Brown at every turn.

A few thoughts:

1. Everyone agrees that South is, in political terms, an asshole, someone who loves negative campaigning and sees the key to victory as raising tons of money and trashing your opponent. He has had both success (Gary Davis, at first) and failure (Gray Davis, later; Joe Lieberman, Steve Westly) with that approach.

But the thing to keep in mind is that, whatever you think of Newsom’s politics, this isn’t his style. Newsom’s not a brawler; he wouldn’t even show up at supervisors meetings to argue with Chris Daly. He’s much more of a stand-in-the-well-scripted-public-meeting-with-a-cordless-mike kinda guy. In fact, if this becomes a bloodbath, Newsom loses; he can’t take a punch. Real conflict makes his nervous. And I don’t think Jerry Brown will come out of the gate with a negative campaign, but if Newsom starts it, Brown will respond.

2. Newsom ought to be the clear front-runner in this race. It’s almost a textbook campaign — the new, fresh face, the young, tech-savvy charmer with the grand ideas against the been-there-done-that crabby old pol who has changed his political stripes so many times it’s hard to know what he actually believes in any more. That’s what Eric Jaye was trying to do. Sure, the fundraising was slow, and Jaye mistakenly thought that Newsom could pull an Obama (I’ve seen Barack Obama, and Mr. Mayor, you’re no Barack Obama). But if they could raise enough to be competitive, they had the right strategy.

3. It’s hard to win a Democratic primary without the progressives in California. And South has done everything possible in his career to anger and alienate progressives.

4. Eric Jaye is no fool — he had hitched his own star to Newsom long ago, was looking not just at Sacramento but beyond — and if he thought South’s approach was the correct one, that it would lead to victory, he wouldn’t have been so quick to bail.

I dunno — Jerry Brown ought to be terribly vulnerable at this point, but I think Newsom’s campaign is in trouble.

ANGELA CHAN

As staff attorney at the Asian Law Caucus, Angela Chan has been at the forefront of a yearlong effort to ensure that all undocumented juveniles have the right to due process in San Francisco.

That effort began last summer, shortly after Mayor Gavin Newsom, who had just decided to run for governor, announced that undocumented juveniles henceforth would be reported to federal authorities the minute they are booked on suspicion of having committed a felony — and before they can access an immigrant-rights lawyer.

These changes primarily affect Latino youth, but Chan, whose Cantonese-speaking parents ran a restaurant in Portland, Ore., sees the broader connections to other immigrant communities.

"I grew up in an immigrant community in a white working-class neighborhood," Chan explained. "I saw the barriers — language, culture, racism, xenophobia — and I realized that there was not a lot of power and awareness. I learned to appreciate civil rights."

As a teenager, Chan was determined to become an attorney. The temporary passage of California Prop. 187 — prohibiting undocumented immigrants from using social services, health care, and public education — intensified her determination. Chan graduated cum laude from Harvard Law School, and has been able to focus on this particular juvenile justice battle thanks to a Soros Justice Fellowship and the ALC’s "innovative, fluid, creative, and client-centered vision."

"I’ve tried different ways of challenging inequality — direct confrontation, anger — but I’ve found the best way is through policy, and being very educated and strategic," Chan said.

She said she’s hopeful that Sup. David Campos has the votes this summer to pass veto-proof amendments to the city’s undocumented-youth protection policy. As she put it: "People are starting to understand the difference between the juvenile and adult justice system and the issues around due process." (Sarah Phelan)

JULIAN DAVIS

Take a look at just a few of the things Julian Davis has done: He ran the 2008 public-power campaign. He’s on the board of San Francisco Tomorrow. He’s president of the Booker T. Washington Community Service Center. He’s a founder of the MoMagic Collaborative, which fights youth violence in the Western Addition. He’s on the board of the San Francisco Housing Development Corporation. He’s been appointed by the Board of Supervisors to serve on the Market-Octavia Citizens Advisory Committee. He’s a founder of the Osiris Coalition, which is working to ensure that public-housing tenants have the right to return to their homes after renovations. He’s hosted countless events for charities and political campaigns.

Then think about this: he’s only 30.

Davis grew up in Palo Alto, and moved to the corner of Haight and Fillmore after getting bachelor’s and master’s degrees in philosophy from Brown University. Philosophers weren’t exactly in demand at the time, so he wound up "playing my guitar on the streets for burrito money" while starting a PhD program at Stanford.

He also saw three people shot to death on his corner. "And I realized," he explained, "that the academic life wasn’t going to be for me."

Davis started organizing against community violence, and, inspired by Matt Gonzalez’s mayoral campaign, ran for supervisor in 2004. That got him started in local politics. He’s headed to law school at Hastings this fall, and it’s a safe bet that he’ll be a leader in the progressive political community for years to come. (Tim Redmond)

DAVID SCHOOLEY

"He’s a visionary. He’s very determined. He never gives up."

That’s how Ken McIntire, executive director of San Bruno Mountain Watch, describes David Schooley, who founded the Mountain Watch nonprofit four decades ago.

"For many years, David led every Sierra Club hike, organized every restoration party, and even took the bus to community fairs up and down the Peninsula so he could set up a table and distribute fliers about San Bruno Mountain," McIntire recalls.

Now snowy-haired and allegedly semiretired, Schooley, 65, remains as nimble as a goat when it comes to hiking across his beloved mountain, which rises and cuts across the Peninsula just south of San Francisco in San Mateo County — and whose ecosystem has been identified as one of 18 global biodiversity hotspots in need of protection

Schooley’s love for the mountain — which is covered with low-growing grasses, coastal sage, and scrub year-round and is dotted with wildflowers each spring — led him to found SBMW in 1969 and fight the expansion of the Guadalupe Valley Quarry and the growth of nearby Brisbane. Both were threatening to destroy the biggest urban open space in the United States and the habitat of rare butterflies, including the San Bruno elfin.

As Schooley explains, while the mountain is often hit with strong gusty winds and enveloped in thick fog, it is a great butterfly habitat and the last fragment of an entire ecosystem — the Franciscan region — the rest of which has been buried beneath San Francisco’s concrete footprints.

Two years ago, Schooley had the pleasure of once again finding the tiny raspberry-colored elfin caterpillars on some sedum (its host plant) on the north-facing upper benches of the quarry.

"It’s a miracle," Schooley told me at the time, delighted by this living example of nature’s ability to overcome human-made damage on the mountain.

At the time, Schooley was hoping the state park system would annex the property where the elfins were found. That hasn’t happened yet. But as McIntire says of Schooley (who dreams of a wildlife corridor that runs from the bay to the ocean), "David is always pushing for more open space around the mountain, for more nature and less development, and trying to reach a bigger audience." After it sings (and preaches) to the progressive choir of San Francisco, the troupe hits the road, visiting such less-than-enlightened outposts as the Central Valley and rural Northern California, delivering important messages to audiences that need to hear them most. "First of all, it’s humorous, so that breaks down a lot of barriers from the get-go," SFMT general manager Jenee Gill tells us.

But even here in the early ’60s, the San Francisco Recreation and Park Commission tried to use obscenity laws to ban the SFMT from performing in public parks. The troupe successfully fought the commission in court, setting an important free speech precedent. Modern San Francisco has grown up with the SFMT showing us the way forward with its uniquely high-stepping, knee-slapping, consciousness-raising style, and we’re a better city for it. (Steven T. BEST "HOLY SH*T!"

Although it has only been a mere season and a half since Barry Bonds went loudly into a toxic sunset, the San Francisco Giants have already refocused with a formidable team of unlikely upstarts that boasts one of the best records in the National League. Built around a colorful but humble lineup of players with nicknames like the Freak, Big Unit, and Kung Fu Panda, the current Giants roster is everything that Bonds was not — egoless, team-oriented, and free of baggage. And just as the Tim Lincecum-<\d>led pitching staff was shaping up as the team’s best asset for a successful playoff bid, along comes 26-year-old left-hander Jonathan Sanchez, from a demotion in the bullpen, to throw a masterpiece of a pitching performance. The Sanchez no-hitter against the Padres on July 10 was the team’s first since 1976. It provided an up-from-the-ashes victory that invoked tremendous optimism for the future, to the point where you can already hear it, clear with conviction and confidence: "Beat L.A.! Beat L.A.!"

BEST KID-FRIENDLY SUICIDE RUN

Never underestimate the urge — especially in somber, grizzle-haired grown-ups and perfectly sensible adults — to jam shiny, decal-stickered helmets on one’s head before shrieking downhill in plastic toy vehicles, playfully jockeying with others all the way to the bottom. Having just completed its triumphant ninth annual run this past Easter, the annual Bring Your Own Big Wheel race is spastic, daredevil fun. Any form of transport is legal, as long as it’s human-powered and about a third your size. Past races have seen some imaginative entries: office chairs figured in one racer’s wobbly run, while others constructed iffy rides from wood planks, masking tape, and a few ingeniously placed nails. Outlandish costumes never hurt, either: Big Bird, bunnies, and aliens run rampant. Once held on Lombard Street, the event now careens down Potrero Hill’s twistier Vermont Street. The only thing you can’t bring is alcohol. Shucks.

BEST WORKOUT WITH A TWIST

Is it wrong to be kind of turned on by the Victorian-bondage-looking machines at San Francisco Gyrotonic? Even the word "Gyrotonic" makes us gyrate suggestively in our minds. (Pervs!) Intimately connected to the dance community, the Gyrotonic exercise program is an intriguing new approach to working out. The Gyrotonic Expansion System was invented in the 1950s by ballet dancer Juliu Horvath after an Achilles injury left him unable to dance. The workout uses a contraption with raised pulleys, similar to a Pilates machine, but moves your joints in a circular rather than linear motion, training the body to be more flexible. Classes are taught by former ballerinas who’ve danced in companies such as the San Francisco Ballet, New York’s School of American Ballet, the Metropolitan Opera’s American Ballet Theatre, and San Francisco’s Alonzo King’s LINES. In terms of dance workouts, nothing could be further from Billy Blanks’ Tae Bo. The studio attracts a fleet of nimble, limber dance-types, but beginners should not be intimidated, nor overexcited.

BEST YO-YO WHAT’S UP

If we’ve learned anything from the most recent technological revolution, it’s that nerds are way cooler than we thought they were. "I’m a music nerd," people will proudly say, or "I’m an art nerd." Identifying as a nerd grants substantial cultural capital — and not just in a lame hipster sense, like when people wear glasses without lenses or pretend to appreciate B-movies. Skateboarders, cyclists, and gamers are good examples of this phenomenon, but none of these subcultures has a more nonconformist, fuck-you attitude than that of the gonzo yo-yo enthusiast. Locals are quickly jumping into the game with the San Francisco Underwater Hockey club. If you like swimming, dip your toes in new water and give it a shot. Sean Avent of the San Francisco Sea Lions club team explains its appeal: "Holding your breath, wearing a Speedo, and swimming after a lead puck on the bottom of a swimming pool is no more obtuse than trying to pummel a guy who is carrying a pigskin ball and armored in high-tech plastic. People, in general, are just more familiar with the latter of the two obtuse sports. And the first is just way more fun." Chevron has always been one of the Bay Area’s more vile corporations, whether it’s lobbying aggressively against global warming legislation or polluting communities from Richmond to Ecuador, all the while greenwashing its image with warm and fuzzy (and highly deceptive) advertising campaigns. That’s why we love to see groups such as the rainforest-protecting Amazon Watch and its anti-Chevron allies giving a little something back. Before this year’s Chevron shareholders meeting in San Francisco, activists plastered fake Chevron ads ("I will not complain about my asthma" and "I will give my baby contaminated water") all over the city and staged creative protests outside the event. Ditto when Chevron CEO David O’Reilly spoke at the Commonwealth Club in May, sending Chevron goons into a paranoid frenzy. Amazon Watch and other groups are winning some key battles — voters recently approved steep tax increases on Chevron’s Richmond refinery, and a judge rejected plans to expand the facility. To which we can only say, "Hit ’em again!"

BEST PUBLIC ACOUSTIC COCOON

Ear-piercing squeals, gut-rumbling skronks, the occasional wet fart sound — these are the unfortunate hallmarks of beginning brass instrumentalists. Those living in a city as dense and sensitive as our own have it rough when they want to work out their kinks: neighbors who sleep during the day or get up early yell at them, passersby take none too kindly to the squawking on busy sidewalks, and soundproofed studio space is economically out of reach. For all who need a place to practice, there’s the blessing of the Conservatory Drive tunnel, which passes under John F. Kennedy Drive in Golden Gate Park. An array of practicing jazz combos and amateur tooters take up residence at the tunnel’s entrance during the day, providing entertainment to nearby Conservatory of Flowers visitors. The tunnel actually seems to crave music pouring into and echoing through its abyss — it forms a protective acoustic cocoon around performers that amplifies mellifluous passages and somehow blurs out less felicitous ones. Spontaneous jam sessions are common, so don’t sit on the grass — pick up your brass.

BEST MOUSETRAP FOR MINOTAURS

Little-known and charmingly miniscule, the Eagle Point Labyrinth is a jumble of twisty turns perched on the lip of a cliff near an offshoot of Lands End Trail. To reach it, you must set out with a compass in hand, hope in your heart, and fingers crossed. The labyrinth, one of three outdoor mazes known to exist in San Francisco, is a mysterious wonder that has so far avoided being marked on any map (although it can be glimpsed via a Google satellite image for those too faint to blindly wander in search of it). The superlative views it affords of the Golden Gate certainly justify hiking, sometimes panicked, through yards of unpruned foliage. The stone-heaped maze is handmade, and while we speculate about its mysterious origins — a mousetrap for Minotaurs, perhaps? — we can’t help but appreciate the karmic offerings of those who have reached the center before us, leaving a small pile of baubles. Mythic etiquette mandates you scoop up one of these and leave something of your own behind.

Yearning to try yoga but needing to stretch your dollar? BEST PLACE TO HIDE A JET

To be precise, the best place to hide a jet is behind Door 14 on the Alameda Naval Air Station. While many of the buildings on the former military base have been converted to civilian uses, such as sports clubs and distilleries, some continue to serve military functions, like storing the jet that used to be on display at the base’s portside entrance (until high winds blew it off its pedestal two winters ago). The naval station is also the perfect place to hide domesticated bunnies. A herd of them live in and around a tumbledown shed opposite the Port of Oakland. Then there are the jackrabbits, which flash across the base’s open spaces at night, hind legs glinting in the moonlight. It’s easy to miss the flock of black-crowned night herons, which pose one-legged every winter on the lawns of "The Great Whites"-<\d>houses where the naval officers once lived. But who could forget the hawk that roosts atop the Hangar One distillery and periodically swoops to grab a tasty, unsuspecting victim off the otherwise empty runways where The Matrix Reloaded was shot?

Since 1998, Cyclecide has been enchanting — and sometimes scaring — audiences with its punk rock-<\d>inspired, pedal-powered mayhem. But after 11 years of taking its bicycle-themed carnival rides, rodeo games, and live band to places like Coachella, Tour de Fat, and Multnomah County Bike Fair, the bicycle club is putting down roots, or rather, fake grass. This year the crew famous for tall bikes, bicycle jousting, and denim jackets with a cackling clown on the back is building Funland, an 18-hole mini golf course in the Bayview. Though sure to be fun for the whole family, rest assured that Funland will retain all of Cyclecide’s boundary-pushing humor and lo-fi sensibility. If you’re looking to get on the water without getting wet, Ruby Sailing is an affordable option for you and your friends to get a taste of adventure. The Ruby sailboat has been taking guests around the bay for 25 years. Sure, you can buy anything you want on the Internet, but there’s still a certain charm in entering a store whose items have been carefully chosen to delight the eye in three dimensions. That’s the idea behind Perch, Zoel Fages’s homage to all things charming and cheeky, from gifts to home décor. Do you need a set of bird feet salt-and-pepper shakers? A rhinoceros-head shot glass? A ceramic skull-shaped candleholder that grows "hair" as the wax drips? Of course not. But do you want them? The minute you enter the sunny, sweet Glen Park shop, the obvious answer will be yes. Maybe we don’t have flying cars yet, but with video chatting, iPhones, and automated vacuum cleaners, we’re pretty close to living in the imaginary future The Jetsons made magical. Remember when we all joked that Whole Foods should be called Whole Paycheck? Little did we realize the joke would be on us when the only paper in our purses would be a Whole Pink Slip. In the new economy, some of us can’t afford the luxury of deciding between organic bananas or regular ones — we’re trying to figure out which flavor of ramen keeps us full the longest. Luckily, Duc Loi Supermarket opened in the Mission just in time. This neighborhood shop is big, bright, clean, well stocked, cheap, and diverse, with a focus on Asian and Latino foods. It seems you can get yoga pants or Lycra leotards just about anywhere these days (hello, American Apparel). But elastic waists and spaghetti straps alone do not make for good sportswear. And Culture Skate is just the store for those who lean more toward Bob Marley than Jello Biafra. The Rasta-colored Mission shop features bamboo skate boards, hemp clothing, glass pipes, a whole slew of products by companies such as Creation and Satori, and vinyl records spanning genres like ska, reggaeton, dub, and, of course, good old reggae. A gut-spewing zombie drag queen roller derby in honor of Evil Dead 2. An interview with The Exorcist‘s Linda Blair preceded by a rap number that includes the line, "I don’t care if they suck their mother’s cock, as long as they line up around the block!" A virtual wig-pulling catfight with Elvira, Mistress of the Dark. All this and more have graced the proscenium of the Bridge Theater as part of the jaw-dropping (literally) Midnight Mass summertime B-movie fun series, brought to us by the always perfectly horrific Peaches Christ. Her wigs alone are usually enough to scare the jellybean-bejeezus out of us, but Peaches combines live craziness with wince-worthy flicks to take everything over the top. After this, her 12th season of disembowelled joy, Peaches is moving on from Midnight Mass to become a director in her own right — she just wrapped up filming All About Evil with Natasha Lyonne and a cast of local fleshbots. Look for it in your googleplex soon, and know that Peaches still stumbles among us.

BEST FLAMIN’ FUN

Kids, really, don’t try this at home. Don’t hook up your two-player Dance Dance Revolution game to a row of flamethrowers. Don’t rig said game to blast your dance competitior with a faceful of fire in front of an adoring crowd if they miss a step. Don’t invest in enough propane to fuel a small jet, a flaming movie screen for projecting all those awkward dance moves onto, and a booming sound system to play all the Japanese bubblegum techno you could ever hope to hear. BEST PENGUIN PARTY, PLANETARIUM INCLUDED

Penguins are damn funny when you’re drunk. They’re pretty entertaining animals to begin with, but after a couple martinis those little bastards bring better slapstick than Will Ferrell or Jack Black. But tipsily peeping innocent flightless birds — plus bats, butterflies, sea turtles, and manta rays — is just one of many reasons to attend Nightlife, the stunningly rebuilt California Academy of Sciences’ weekly Thursday evening affair. This outrageously popular (get there early) and ingenious party pairs gonzo lineups of internationally renowned DJs and live bands with intellectual talks by some of the world’s best-known natural scientists. Cocktails are served, the floor is packed, intellects are high — and where else can you order cosmos before visiting the planetarium? Another perk: the cost of admission, which includes most of the academy’s exhibits, is less than half the regular price, although you must be 21 or older to attend. Retain a fond nostalgia for the 1990s swing revival scene? Swing Goth is the event you’ve been waiting for. Not quite swing and not even remotely goth, Swing Goth gives swing enthusiasts the go-ahead to boogie-woogie to modern tunes at El Rio. This isn’t your grandmother’s fox trot: rock, rap, ’80s, alternative, Madchester, Gypsy punk, and almost anything else gets swung. Held on the first and third Tuesday of each month and tailored for beginners, this event draws an eclectic crowd that includes dudes who call themselves "hep cats," Mission hipsters, and folks who rock unironic mom jeans and Reebok trainers. If you’re new to swing, arrive at 7:30 and take a one-hour group lesson with ringleader Brian Gardner, who orchestrates the event, to get a quick introduction to swing basics before the free dance. Who can take a sunburst of boomer rock inspirations — like The Notorious Byrd Brothers–<\d>era Byrds and Meddle-some Pink Floyd — sprinkle it with dew, and cover it with chocolaty nouveau-hippie-hipster blues-rock and a miracle or two? The fresh-eyed, positive-minded folks of Assemble Head in Sunburst Sound can, ’cause they mix it with love and make a world many believed had grown hack and stale taste good. Riding a wave of local ensembles with a hankering for classic rock, hard-edged Cali psych, Japanese noise, and wild-eyed film scores, the San Francisco band is the latest to make the city safe once more for musical adventurers with open minds and big ears. What’s more, the Assemble Head in Sunburst Sound’s inspired new third album, When Sweet Sleep Returned (Tee Pee) — recorded with help from Tim Green at Louder Studios — has fielded much press praise for space-traveling fuzzbox boogie blowouts like "Drunken Leaves" and blissed-out, sitar-touched jangle rambles such as "Kolob Canyon." Consider your mind burst.

BEST DANCE DYNAMO

You can’t miss him. He has legs like tree trunks and arm muscles that ripple like lava. When he leaps you think he’ll never come down, and his turns suggest the power of a hurricane. He is dancer Ramón Ramos Alayo, Six years ago he founded the CubaCaribe Festival that now packs in dance aficionados of all stripes, and he’s one of the shaping forces behind the wild San Francisco Carnaval celebration. He runs Alayo Dance Company, for which he choreographs contemporary works with Afro-Cuban roots, and he teaches all over the Bay Area — as many as 60 people show up for his Friday salsa classes at Dance Mission Theater. But Ramos is most strikingly unique as a performer. Ramos is as comfortable embodying Oshoshi, the forest hunter in the Yoruba mythology, as he is taking on "Grace Notes," a jazz improvisation with bassist Jeff Chambers. No wonder Bay Area choreographers as radically different as Joanna Haigood, Sara Shelton Mann, and Robert Moses have wanted to work with him.

BEST BLUEGRASS AMNESIAC

Toshio Hirano packs a mean sucker punch. At first glance he’s a wonderfully eccentric Bay Area novelty, a yodeling Japanese cowboy playing native songs of the American heartland. Yet upon further inspection, it becomes as clear as the skies of Kentucky that Toshio is the real deal when it comes to getting deep into the Mississippi muck of Jimmie Rodgers-<\d>style bluegrass. Enchanted by the sound of American folk music as a Japanese college student, Toshio soon ventured stateside to spend years traveling and playing from Georgia to Nashville to Austin before finally settling in the Bay Area. Today, Toshio plays once a month at Amnesia’s free Bluegrass Mondays to standing-room-only crowds. Stay awhile to hear him play Hank Williams’s "Ramblin’ Man" or Rodgers’s "Blue Yodel No. 1(T for Texas)." It’ll clear that Toshio’s novelty is merely a hook — his true appeal lies in his ability to show that there’s a cowboy lurking inside all of us.

BEST COMMUNITY CHOREOGRAPHERS

A collective howl went up in 1995 when it was announced that the annual festival Black Choreographers: Moving into the 21st Century at Theater Artaud was ending due in part to lack of funding. But two East Bay dancers, Laura Elaine Ellis and Kendra Kimbrough Barnes, actually did something about it, working to ensure that African-American dancers and dance-makers received attention for the range and spirit of their work. It took 10 years, but in 2005, Ellis and Kimbrough Barnes helped launch Black Choreographers Festival: Here and Now, which takes place every February in San Francisco and Oakland. The three-week event is a fabulous way for a community to celebrate itself and to invite everyone to the party. While the choreographers’ range of talent and imagination has been impressive — and getting better every year — the performances are merely the icing on the cake. Master classes, mentoring opportunites for emerging artists, and a technical theater-training program for local high school and college students are building a dance infrastructure the next generation can plug into.

BEST MADCAP POP MAIDENS

San Francisco can always use another all-female band — and Grass Widow satisfies that need beautifully, cackling with brisk, madcap rhythms and rolling out a happy, crazy quilt of dissonant wails. Drummer-vocalist Lillian Maring, guitarist-vocalist Raven Mahon, and bassist-vocalist Hannah Lew are punk as fuck, of course — in the classic, pre-pre-packaged noncodified mode — though many will instead compare the trio’s inspired, decentered pop to dyed-in-the-bluestockings lo-fi riot grrrl. Still, there’s a highly conscious intensity to Grass Widow’s questioning of the digital givens that dominate life in the late ’00s, as they sing wistfully then rage raggedly amid accelerating rhythms and a roughly tumbling guitar line on "Green Screen," from their self-titled debut on Make a Mess: "Flying low into trees. We exist on the screen. Computer can you hear me? Understand more than 1s and 0s?" Grass Widow may sweetly entreat the listener, "Don’t make a scene," but if we’re lucky, these ladies will kick off a new generation of estrogen-enhanced music-making.

Karaoke is one of those silly-but-fun nightlife activities that always has the potential to be awesome but usually isn’t. The song lists at most karaoke bars suck, the sound systems are underwhelming, and no matter where you go there’s always some asshole bumming everyone out with painful renditions of Neil Diamond tearjerkers. Well, not anymore! Steve Hays, a.k.a. DJ Purple, is a karaoke DJ — or KJ — who has single-handedly turned the Bay Area’s once tired sing-along scene into a mother funkin’ party y’all. DJ Purple’s Karaoke Dance Party happens every Thursday night at Jack’s Club. Forget the sloppy drunks half-assing their way through Aerosmith and Beyoncé songs. DJ Purple’s Karaoke Dance Party is all about Iron Maiden, Snoop Dogg, Led Zeppelin, and Riskay. No slow songs allowed. An actual experienced DJ, Hays keeps the beats running smooth, fading and blending as each person stumbles onstage, and even stepping in for saxophone solos and backup vocals when a song calls for it. In this age of continual retro, it comes as a surprise that listening to mainstream ’90s alternative rock can give you, under the right inebriated circumstances, the kind of pleasure not experienced since heroin went out of vogue. Debaser at the Knockout has become one of the best monthly parties in San Francisco, largely because it gives ’80s babies, who were stuck playing Oregon Trail in computer class while Courtney Love and Kat Bjelland were rocking it out in Portland, the chance to live out their Nirvana-era dreams. Debaser promoter Jamie Jams is the only DJ in San Francisco who will spin the Cranberries after a Pavement song, and his inspired mixology is empirically proven to induce moshing en masse until last call, an enticingly dangerous sport now that lead-footed Doc Martens are back in style. Sporting flannel gets you comped, so for those still hung up over Jordan Catalano and the way he leans, Debaser is rife with contemporary, albeit less angsty, equivalents.

The Slovenian Hall in Potrero Hill is available for all your partying needs — birthdays, anniversary bashes, coming-out fests, etc. The rooms inside the hall are spacious and clean, the kitchen and bar spaces are outfitted to serve an entire army, and there are plenty of tables and chairs. But it’s the decor that makes this place unique: Soviet-era and vintage tourism advertisements are sprinkled throughout the place and banners promoting Slovenian pride hang from the ceiling. The hall also hosts live music events — recently an Argentine tango troupe took up residence there, making things border-fuzzingly interesting, to say the least.

Odds are you’ve not yet heard of East Bay teen hip-hop talent Yung Nittlz — but one day soon you will. The ambitious, gifted Berkeley High student has already amassed five albums worth of smooth and funky material that he wrote, produced, and rapped and sang on. In August 2007, when he was just 13, the rapper born Nyles Roberson scored media attention when Showtime at the Apollo auditions came to town and he was spotted very first in line, having camped out the night before. And while Yung Nittlz wasn’t among the lucky final few to be picked, he did make a lasting impression on the judges with his strong performance of the song "Money in the Air" and choreography that included him strategically tossing custom-made promo dollars that he designed and made. The gifted artist also designed the professional-looking cover for his latest demo CD, which suggests fans should request the hit-sounding "Feelin’ U" on KMEL 106 FM. Stay tuned. Much like travel agents, beepers, and modesty, pinball machines are slowly becoming relics of the past. But it’s difficult to understand why these quarter-fed games would fall by the wayside, since they’re especially fun in a bar atmosphere. What else is there to do besides stare at your drink, hopelessly chat up the bartender, constantly check your phone, and try to catch that one cute patron’s eye. At the Castro’s Moby Dick, pinball saves you from such doldrums. Sure, the place has the requisite video screens blaring Snap! and Cathy Dennis chestnuts, and plenty of hunky drunkies to serve as distractions. But its quarter-action collection — unfortunately whittled down to three machines, ever since Theater of Magic was retired due to the difficulty of finding replacement parts — is a delightful retro rarity in this gay day and age. BEST BLAST OF JUSTICE

Founded in 2002, the many-membered Brass Liberation Orchestra has been blowing their horns for social justice all over the Bay Area — from the San Francisco May Day March and Oakland rallies for Oscar Grant, to protests against city budget cuts and jam sessions at the 16th Street BART station. Trombones out and bass drums at the ready, this tight-knit organization of funky folk recently returned from New Orleans, where they played to support community rebuilding projects in the Lower Ninth Ward. With a membership as diverse as they come, the BLO toots their horns specifically to "support political causes with particular emphasis on peace, and racial and social justice" — especially concerning immigrants’ rights and anti-gentrification issues. But the most joyful part of their practice is the spontaneous street parties they engender wherever they pop up, and their seemingly impromptu romps through neighborhoods and street festivals. The great myth about cab drivers is that they’re a bunch of underappreciated geniuses who write poetry and paint masterpieces when they’re not busy shuttling drunks around. Most cabbies, however, aren’t Picassos with pine-scent air fresheners. They clock in and out just like we all do, and then they go home and watch reality TV. There are, however, a few exceptions to the rule: true artists who have deliberately chosen the cabbie lifestyle because it allows them the freedom to pursue their passions on the side. MC Mars is such a cabbie. A 20-year veteran on the taxi scene, Mars is also a hip-hop performer, a published author, and an HIV activist. BEST FRESH POETICS

The Bay Area knows poetry. And people in the Bay Area who know poetry today realize that the San Francisco Renaissance, the Beats, the Language poets, and even the New Brutalists might inspire contemporary writers, but they don’t own them. You can encounter proof in places like Books and Bookshelves, and read it in publications like Try. As the Bay Area Poetics anthology edited by Stephanie Young made clear in 2006, Bay Area verse is enormous and ever-changing. One year earlier, David Larsen established a space for it in Oakland with his New Yipes Reading Series, which frequently paired poets with filmmakers. He’s since moved to the East Coast, but Ali Warren and Brandon Brown re-energized the concept, simplifying its name to The New Reading Series and refining its content to readings with musical interludes. It’s the best place around to hear Tan Lin and Ariana Reines and confront notions of the self through Heath Ledger. It’s also hosted a kissing booth, for all you wordsmiths who aren’t above romantic trappings.

BEST HOUSE OUTSIDE

For 15 years, the much-loved and lovable warm weather Sunset parties have shaken various hills, isles, parks, patios, and boats with funky, techy house sounds. Launched by underground hero DJ Galen in 1994, the outdoor Sunset gigs have amassed a huge following of excited party newbies and familiar old-school ravers — and now even their kids. Early on in the game, Galen was soon joined by fellow Bay favorite DJs Solar and J-Bird, and the three — collectively known as Pacific Sound — have kept the vibe strong ever since. This year saw a remarkable expansion on the Sunset fan base: attendance at the season opener at Stafford Lake reached almost 4,000, and Pacific Sound just launched an annual — and truly moving — party on Treasure Island that had multiple generations putting their hands in the air. The recent Sunset Campout in Belden drew hundreds for an all-weekend romp with some of the biggest names in electronic music — true fresh air freshness.

BEST SECRET OF ETERNAL RAVE
According to murky local legend, sometime in the early ’90s a Finnish archaeologist named Mr. Floppy passed through Oakland on a quest to find an inverted pyramid rumored to hold the secret to eternal life. He didn’t find anything like that, of course, but he did discover a really cool apartment complex run by an obsessive builder named George Rowan. The sprawling place, which housed multiple dwelling units as well as an outdoor dance area and an out-of-use bordello and saloon famously frequented by Jack London in the 1800s, was an interconnected maze of rooms decorated with found objects and outsider art. It was a perfect spot to throw underground raves, which is exactly what Floppy and Rowan did until the day they got slapped with a fire-hazard citation. Nobody really knows what happened to the psychedelic archaeologist after that, although his spirit lives on: Mr. Floppy’s Flophouse has recently re-opened as a venue for noise shows, freaky circuses, and all-night moonlit orgies.

EDITORIAL David Dayen, a political blogger at Calitics, had the best line on the California budget crisis.

"Whoever cares the least about the outcome wins," he wrote July 20. "If you don’t care whether children get health care, whether the elderly, blind and disabled die in their homes, whether prisoners rot in modified Public Storage units, whether students get educated … you have a very good chance of getting a budget that reflects that."

In the end, the Republicans largely carried the day because they had all the power: they could block any budget deal, they refused to raise any taxes, and they don’t really care if the state goes bankrupt. In fact, Gov. Schwarzenegger was happy to draw the crisis out as long as necessary — it helped his poll rating.

San Francisco should have had a very different situation and a very different outcome. The progressives control the Board of Supervisors and the mayor is in a tight spot — he’s running for governor and wants to show that he can manage San Francisco better than anyone in Sacramento is managing the state. It’s part of his campaign theme. A prolonged budget standoff was not in his interest.

And while the city budget is far, far better than the state budget, and the progressives managed to get a few concessions, the bottom line remains: this is a no-new-taxes budget, balanced largely with cuts and regressive new fees. In fact, for all the mayor’s talk of working with the board on possible tax measures, it now appears likely that there will be no revenue proposals whatsoever on the November ballot.

And the mayor is going to make another deep round of cuts soon, when the figures on what San Francisco will lose in state funding (almost certainly more than $150 million) become available.

It took last-minute efforts by Sup. Ross Mirkarimi, supported by Sup. David Campos, to win back funding for the Public Defender’s Office and at least a shot at funding the public finance system for the next local elections.

The supervisors, frankly, should have pushed harder. The message to Newsom should have been: no budget without new revenue. And as the board approaches the next fiscal year — projections already call for a $300 million deficit — that absolutely has to be the bottom line. Critical services have been cut too deeply already.

The process needs to be better too. Allowing two supervisors — the budget committee chair and the board president — to negotiate a closed-door deal with the mayor without briefing their colleagues or letting the other stakeholders know what was going on was a big mistake that can’t be repeated.

The New York Times ran a front-page story July 21 describing in bleak terms how California has abandoned its safety net and given up the ambitious dreams that for so long defined the state. "At no point in modern history," reporter Jennifer Steinhauer wrote, "has the state dealt with its fiscal issues by retreating so deeply in its services, beginning this spring with a round of multibillion-dollar budget cuts and continuing with, in total, some $30 billion in cuts over two fiscal years to schools, colleges, health care, welfare, corrections, recreation and more.

That can’t be the model for San Francisco to follow. *

A lot of us have been worried about Arne Duncan, President Obama’s Education Secretary; he’s been way too close to the testing-is-all and charter schools camp. And now the impacts are starting to show. Robert Cruickshank has an interesting post at Calitics on this:

I am curious to hear how Arne Duncan and Barack Obama believe California test scores will rise when you have classes of 30-35 students. When instructional days are being cut. When school buses are being cut (meaning many students will have a harder time getting to school, or will have longer travel times, leaving less time to study and do homework).

So California schools, which just took a huge budget hit, will now have trouble getting federal money because teachers, through no fault of their own, have a harder time getting students to do well on tests that are of dubious value anyway.

Newsom loses Eric Jaye

While everyone’s fussing over Chris Daly’s residence, here’s some seriously big political news. Eric Jaye, who was Mayor Newsom’s campaign manager almost from Day One, who has been one of his closest advisors and who has had his fingers in much of what’s happened in the Mayor’s Office all these years, just quit the Newsom for Governor campaign.

Jaye told me only that there was “a difference of opinion about campaign direction.” There was also, I suspect, a difference of opinion in general — some might call it a power struggle — between Jaye and Garry South, Newsom’s high-priced Southern California-based strategist.

For starters, it takes much of the campaign focus out of San Francisco — Jaye helped Newsom create his political image through local programs and policies. It also shifts the campaign a big step toward the dark side — South is a conservative political triangulator who was close to former Gov. Gray Davis.

This could change not just the shape of the Newsom campaign but of policy here in San Francisco. Who’s going to tell the mayor what to do?

PG&E watch: The rate hike, the LNG pipeline and the $82 million corporate giveaway

Pacfic Gas & Electric Co. collected $82 million from the state last year as a reward for running energy-efficiency programs, even though an independent verification report conducted by the California Public Utilities Commission showed that the utility failed to reach target goals for curbing power usage.

In addition to the $82 million bonus, PG&E and other utilities received millions in ratepayer dollars to administer the energy-saving programs. But under utility management, large portions of these energy efficiency funds go to administrative costs, leaving less for actual energy-reducing measures. The funds are derived from fees on ratepayers’ utility bills. And despite its past failure to meet the goals, PG&E is asking for even more money on the next round.

Groups like The Utility Reform Network (TURN) and Women’s Energy Mattters (WEM) have long advocated for independent administration of energy-efficiency programs, citing evidence that nonprofits have had better performance at the helm, with lower administrative costs and greater success at curbing electricity consumption.

On Tuesday, members of the public — who foot the bill for these programs — will get a rare opportunity to weigh in on how their money is spent.

A “Public Participation Hearing” (PPH) will be held at the California Public Utilities Commission (CPUC) in San Francisco to discuss energy efficiency spending. The meeting is scheduled for 2 p.m. on July 28th at the California Public Utilities Commission, located at 505 Van Ness Ave. in the Auditorium.

Prison Report: The magical zip gun

Editors Note: Just A Guy is an imate in a California state prison. His blogs run twice a week, typically on Mondays and Thursdays, although it’s sometimes hard to communicate from behind bars. You can read his last post here.

I am going to write about the budget deal and cuts to education, corrections and program spending. But I have to talk first about what’s happening at California State Prison, Solano yet again: The magic roaming zip gun.

About ten days ago officers in Building 6 “discovered” a note saying that “the blacks have a zip gun and three shells.” The entire institution was put on modified program and a search was conducted of Building 6, but no sip gun was found. Imagine that!

This morning we learned that Building 22 on Facility 4 is going to be searched because there’s a zip gun there now. We don’t know all the details yet, but do know that all programs have been shut down — except, of course, the programs that make money for the California Department of Corrections and Rehabilitation, like the Prison Industry Authority and the Substance Abuse Program, which receives money from the federal government.

This is at least the fifth time since March, 2008 that the magical roaming zip gun has made its presence known. The fifth time that programs beneficial to the inmates have been shut down — and likely the fifth time that no zip gun will be found. You can’t find what doesn’t exist.

It’s rather like the state passing a budget cutting $9 billion from education and only $1.2 billion from corrections. Wait! The schools will get the money back when times are better. Of course, by the times things are better, a lot of these could-have-been educated people will be in prison as they resorted to crime to make a living without a degree.

Arc Ecology’s ballsy Save our Park video: 2

Ten days ago, I posted about how the folks at Arc Ecology have put together a video appeal, on behalf of Candlestick Point State Recreation Area, in which they ask the California State legislature and the San Francisco Board of Supervisors to help save the Bayview’s only major piece of open space from greedy developers.

Today, I discovered that the Youtube link has since broken, hence this repost, with a link that works when you push the play button below:

What hasn’t changed is the content of the video, which explains how the city and developer Lennar plan to take 42 acres of a state park, which happens to be the only major piece of open space in the Bayview, and build mostly luxury condos on it.

Arc’s executive director Saul Bloom (the guy with the pony tail on the far right of the screen above) says his group will “certainly catch hell for doing this,” and definitely the content of the video is not designed to kiss ass. But like they say, a picture is worth a thousand or so words,so click on the link above, and take a look.
