THE QUEER ISSUE It’s best to begin at the edge. Gay urban photography has a fleeting yet reliably revelatory home at those places where water laps up against land. On the East Coast, from 1975 through 1986, Alvin Baltrop explored the Hudson River side of Manhattan, capturing black-and-white visions of sex, murder, and architecture by cruising the piers as a peer rather than as an exploitative outsider. On the West Coast, during the ’50s and ’60s, Denny Denfield used Baker Beach and its nearby wooded areas to invent an Adam-only Eden best glimpsed solo through 3-D. And around the same time in Montreal, Alan B. Stone was hiding in a shed, looking through a shutter at the dock-working men and sunbathing boys who populated the city’s port. In the zone known as the city’s historical heart, his camera cautiously hinted at desires that could lead to prison time.

Curated by David Deitcher, the SF Camerawork exhibition "Alan B. Stone and the Senses of Place" proves Stone’s photographic versatility ranged from a low-key form of William Klein–like typographic artistry to extremely subversive pastoral romanticism — in commissioned Boy Scout photos — to the candid portraiture of the beefcake genre. Such a showcase isn’t Deitcher’s intent, though — he’s structured the show (and written about it, in an autobiographical essay) to foreground a specifically gay vision and experience of Montreal from a time when men were arrested and publicly vilified in newsprint for being homosexual. Stone provides the nuanced vision; Deitcher identifies its facets and identifies with it. His analysis of Montreal through Stone’s camera takes on special resonance when placed next to Douglas Crimp’s look at post-Stonewall New York through Baltrop’s camera in a February 2008 Artforum piece.

The difference between the liberated time of Baltrop and the closeted era of Stone is evident in their views of waterfront lazy sunbathers. Perhaps the brightest — in tone and in quality of light — of the Baltrop photos showcased in Artforum (also on view at www.baltrop.org) gazes from a few hundred feet away at a half-dozen naked men as they soak up the sun, converse, and dangle their feet off the edge of a pier. The gay-lib visibility inherent to the men’s affectionate nudity is doubly emphasized by Baltrop’s distanced yet full-frontal perspective. In contrast, Stone’s 1954 photo Untitled (Lachine Canal) glimpses the back of a boy in a swimsuit seated at the Port of Montreal’s shoreline — the identity of his solitary subject remains poignantly invisible to the photographer, who, as Deitcher notes, was stricken with arthritis at an early age.

There’s a similar echo to a pair of photos — one by Stone, one by Baltrop — that depict men standing at the sunlit thresholds of waterfront warehouses. Stone’s 1954 Untitled (Dock Workers, Port of Montreal) is a furtive from-behind vision of a shirtless, assumedly heterosexual dockworker. One image from Baltrop’s "Pier Photographs, 1975-1986" glances at a shirtless man, also from behind, but from a much nearer vantage point. Attired in tight jeans and black boots, he’s the painter Alva, at work on a large piece of sexually explicit graffiti. The picture’s dominant darkness and the roughness of its lit threshold — a window-size hole in a warehouse wall — suggest an edge of menace that Baltrop’s photos of body bags make plain. An unauthorized space for gay sexuality in a bombed-out urban zone, the piers were rife with dangers unknown.

Stone’s and Baltrop’s photographs could form chapters within an imagined monograph about the changing relationship between gay sex and the city. Such a book could venture into the garishly colorful Times Square seen in Gary Lee Boas’ 2003 book New York Sex, 1979-85 (Gallerie Kamel Mennour) — the title alone prompts comparisons to Baltrop’s equally unsentimental vision of a different space within pre-Giuliani, pre-Disney Manhattan. It could draw from David L. Chapman’s and Thomas Waugh’s recent San Francisco–set monograph Comin’ At Ya!: The Homoerotic 3-D Photographs of Denny Denfield (Arsenal Pulp), to show the California-dreaming answer to New York grime, and to further reveal — through the inherent solitude of the 3-D stereoview process — the inner recesses of a pre-gay lib experience far from Baltrop’s and Boas’ sights and sites of group sexuality.

Such a book could open into film as well, since movies such as João Pedro Rodrigues’ O Fantasma (2000), Jacques Nolot’s Porn Theatre (2002), Tsai Ming-liang’s The River (1997) and Goodbye Dragon Inn (2003), and William E. Jones’ V.O. (2007) foreground age-old connections between the edges of urban society and sexuality. The portrait of Montreal that emerges from "Alan B. Stone and the Senses of Place" hints at the possibilities of such a project — and leaves one wondering about the worlds of desire that can exist outside computer screens today.

Towards Carfree Cities: Everybody into the streets!

Clear the streets of cars and they will fill with happy people riding their bikes, playing games or music, strolling with their families, communing with friends and strangers, teaching children to bike or skate, and generally building community across class, racial and regional lines.

That’s a lesson pioneered during the Sunday road closures known as Ciclovias in Bogota, Columbia and other foreign cities, events that made their U.S. debut yesterday in Portland, Oregon, drawing huge crowds and rave reviews. The city’s six-mile Sunday Parkways loop connected several North Portland parks and created a healthy, fun, communal atmosphere.

Next up are New York City, Baltimore, and San Francisco, which are all working on Ciclovias planned for later this year. SF’s version, dubbed Sunday Healthways, proposes to open up more than four miles of roadways from the Bayview Opera House to Portsmouth Square in Chinatown along the waterfront for three weekends starting in August (officials tell me more details are due for release after July 4 once current permitting discussions wrap up).

There’s bound to be a backlash among the cars-first set in San Francisco once the event is publicized and underway. But as Gil Peñalosa, who developed the concept as parks director in Bogota and now promotes it internationally, said at last week’s Towards Carfree Cities conference in Portland, “The educational benefits are huge.”

Simply having a community discussion about carfree concepts – even if it means arguing about the details and scale of Ciclovias — helps people understand the environmental and social imperatives behind reallocating urban spaces, he said. In many U.S. cities, more than half of all land goes to circulating automobiles, but as Peñalosa said, “The roads are big enough for people to do many things.”

Mayor uses Shipyard to announce budget, Monday

It’s 4 PM on a Friday afternoon, that hour when most employees are counting the seconds to the weekend—and wishing that Monday morning wasn’t only 65 hours away.

But does the Mayor’s Office know what time it is?

And if so, why have we only just found out that Mayor Gavin Newsom is planning to make his Monday morning budget announcement, at 10: 30 am, June 2, at the Hunters Point Shipyard?

The location happens to be the San Francisco Police Department’s Tactical Operations center. Press are being asked to present press credentials for entry.

Could it be that this announcement is being made at the very last minute because the choice of location gives Newsom the appearance of impropriety? Newsom backing Prop.G on the June 3 ballot, the measure that developer Lennar has spent over $3.5 million in an effort to grab even more of San Francisco’s waterfront real estate, adding highly desirable land at Candlestick Point to the shipyard’s wastelands, so it can develop even more luxury condos?

Or could it be because he didn’t want to tip of supporters of Prop. F, the competing measure on the June 3 ballot that requires that 50 percent of development in the Bayview is affordable to people who actually live there—households that tend to make $68,000 and under and can’t afford to buy $500,000 condos and million-dollar townhouses?

Whatever the reasons, the running dogs of the press weren’t the only ones left in the dark about the budget locale.

No one on the Board of Supervisors was informed until 4PM, Friday afternoon, either. That’s when a mayoral aide came by the office of Sup. Ross Mirkarimi, who sits on the Board’s Budget and Finance Committee, to deliver the news of this hitherto top secret location.

Normally, Board members get an invitation at least 10-14 days beforehand.

Mirkarimi calls the move “highly unorthodox and outrageous.”

“What’s really unforgivable is that we are facing the worst budget deficit in San Francisco’s history,” Mirkarimi said. “The Mayor needs to be fostering collaboration, and enlisting the support of everyone he can, especially those who have influence on the budget process. It’s unfortunate that the casualty in all this is our desire to work together.”

DEMF: Moby’s Go-go, Hawtin clogs, DBX shocks ’em, and too high to skate

Detroit native gadabout Marke B. hits Movement ’08: Detroit’s Electronic Music Festival with a handbag full of what-what. Read part one here. The Techno Gods surely had a little laugh on the first (graciously sunny) day of the DEMF. Even though downtown’s sprawling, reinvigorated Hart Plaza on the waterfront – nestled in the shadows of the new casinos pumping serious cash into bigshot pockets and directly opposite the infamous “fist” statue that socks across-the-river Windsor, CA, in the kisser – was brimming with suburban kids and roaming tribes of fun-furred and mohawked candy ravers (love those kids!), and even though Moby (!) headlined, and started his closing DJ set by playing one of his own songs (albeit a remix of his classic “Go”), the old soul of the Detroit underground shone through in quite a few places. (Clarification: Oops my E must have kicked in then. See comment below.) demfdbxa.jpg Waiting for Moby Underground, quite literally. This year, promoter Paxahau Events has reopened the huge concrete-walled basement of the plaza, and has installed the soulful house DJs there, rather than the traditional hardcore noise experimentalists. By two o’clock, heavily muscled dance crews had stripped off their shirts and were throwing down – headspins included – to the sounds of Detroit classicists like Reggie “Hotmix” Harrell and Minx. (That night, freaky Terrence “The Phone Man” Parker and tribal-soulist Stacey Pullen would turn the underground area into a sweaty mass of writhing gay and straight bodies.) upsydaisy.jpg Upside-down to the morning beat demfsteven2a.jpg Terrence Parker hits So much for the house – and notably missing so far this year have been the little independent DJ setups sprouting about the plaza like tiny laptop-vinyl mushrooms – what about the four other stages? What about the techno? The main, video-projected-upon VitaminWater stage, where Moby would later thrash about like a puggle to his electroclash-tinged pop-techno throwbacks, got a slowish start with way-cerebral live sub-dub fractal burbles from local DJ-band hybrid trio nospectacle, which included Jennifer A. Paull, one of the few female knob-twiddlers at the fest. (I went with my fabulous mom, who seemed to be briefly into it.) The stage didn’t really seem to catch fire, though, until Canadian techno purist DBX aka Dan Bell hit the stage in the penultimate slot at 9pm. What Detroit techno used to look like: DBX’s “Electric Shock” from a TV dance show (I think “The Scene” in the late ’80s)

Wait, wasn’t the primary election back in February? Yes, it was — in a way. The California Legislature, in an effort to make the state more relevant (that turned out well, didn’t it?) moved the presidential primary several months earlier this year but left the rest of the primary races, and some key initiatives, for the June 3 ballot. There’s a lot at stake here: three contested Legislative races, two judicial races, a measure that could end rent control in California … vote early and often. Our endorsements follow.

National races

Congress, District 6

LYNN WOOLSEY


It’s an irony that the congressional representative from Marin and Sonoma counties is far to the left of the representative from San Francisco, but Lynn Woolsey’s politics put Nancy Pelosi to shame. Woolsey was against the Iraq war from the start and the first member of Congress to demand that the troops come home, and she continues to speak out on the issue. At the same time, she’s also a strong advocate for injured veterans.

Woolsey, who once upon a time (many years ago) was on welfare herself, hasn’t forgotten what it’s like to have trouble making ends meet. She’s a leading voice against cuts in social service spending and is now pushing a bill to increase food stamp benefits. She richly deserves reelection.

Congress, District 7

GEORGE MILLER


George Miller, who has represented this East Bay district since 1974, is an effective legislator and strong environmentalist. Sometimes he’s too willing to compromise — he worked with the George W. Bush administration on No Child Left Behind, a disaster of an education bill — but he’s a solid opponent of the war and we’ll endorse him for another term.

Congress, District 8

NO ENDORSEMENT


Cindy Sheehan, the antiwar activist, is moving forward with her campaign to challenge Nancy Pelosi as an independent candidate in November, and we wish her luck. For now, Pelosi, the Speaker of the House and one of the most powerful people in Washington, will easily win the Democratic primary.

But Pelosi long ago stopped representing her San Francisco district. She continues to support full funding for Bush’s war, refused to even consider impeachment (back when it might have made sense), refused to interact with war critics who camped out in front of her house … and still won’t acknowledge it was a mistake to privatize the Presidio. We can’t endorse her.

Congress, District 13

PETE STARK


You have to love Pete Stark. The older he gets, the more radical he sounds — and after 32 years representing this East Bay district, he shows no signs of slowing down. Stark is unwilling to be polite or accommodating about the Iraq war. In 2007 he announced on the floor of the House that the Republicans "don’t have money to fund the war or children. But you’re going to spend it to blow up innocent people if we can get enough kids to grow old enough for you to send to Iraq to get their heads blown off for the president’s amusement." He happily signed on to a measure to impeach Vice President Dick Cheney. He is the only member of Congress who proudly admits being an atheist. It’s hard to imagine how someone like Stark could get elected today. But we’re glad he’s around.

Superior Court, Seat 12

GERARDO SANDOVAL


There aren’t many former public defenders on the bench in California. For years, governors — both Democratic and Republican — have leaned toward prosecutors and civil lawyers from big downtown firms when they’ve made judicial appointments. So the San Francisco judiciary isn’t, generally speaking, as progressive or diverse as the city.

Sup. Gerardo Sandoval, who will be termed out this year, is looking to become a judge — and there’s no way this governor would ever appoint him. So he’s doing something that’s fairly rare, even in this town: he’s running for election against an incumbent.

We’re happy to see that. It’s heartening to see an actual judicial election. Judges are technically elected officials, but most incumbents retire in the middle of their terms, allowing the governor to appoint their replacements, and unless someone files to run against a sitting judge, his or her name doesn’t even appear on the ballot.

Sandoval is challenging Judge Thomas Mellon, a Republican who was appointed by Gov. Pete Wilson in 1994. He’s not known as a star on the bench: according to California Courts and Judges, a legal journal that profiles judges and includes interviews with lawyers who have appeared before them, Mellon has a reputation for being unreasonable and cantankerous. In 2000, the San Francisco Public Defenders Office sought to have him removed from all criminal cases because of what the defense lawyers saw as a bias against them and their clients.

Sandoval hasn’t been a perfect supervisor, and we’ve disagreed with him on a number of key issues. But he’s promised us to work for more openness in the courts (including open meetings on court administration), and we’ll give him our endorsement.

State races and propositions

State Senate, District 3

MARK LENO


It doesn’t get any tougher than this — two strong candidates, each with tremendous appeal and a few serious weaknesses. Two San Francisco progressives with distinguished records fighting for a powerful seat that could possibly be lost to a third candidate, a moderate from Marin County who would be terrible in the job. Two people we genuinely like, for very different reasons. It’s fair to say that this is one of the hardest decisions we’ve had to make in the 42-year history of the Guardian.

In the end, we’ve decided — with much enthusiasm and some reservations — to endorse Assemblymember Mark Leno.

We will start with the obvious: this race is the result of term limits. Leno, who has served in the state Assembly for six years, argues, convincingly, that he is challenging incumbent state Sen. Carole Migden because he feels she hasn’t been doing the job. But Leno also loves politics, has no desire to return to life outside the spotlight, and if he could have stayed in the Assembly, the odds that he would have taken on this ugly and difficult race are slim. And if Leno hadn’t opened the door and exposed Migden’s vulnerability, there’s no way former Assemblymember Joe Nation of Marin would have thrown his hat into the ring. We’ve always opposed term limits; we still do.

That said, we’ll hold a few truths to be self-evident: In a one-party town, the only way any incumbent is ever held accountable is through a primary challenge. Those challenges can be unpleasant, and some — including Migden and many of her allies — argue that they’re a waste of precious resources. If Migden wasn’t scrambling to hold onto her seat, she’d be spending her money and political capital trying to elect more Democrats to the state Legislature. But Leno had every right to take on Migden. And win or lose, he has done a laudable public service: it’s been years since we’ve seen Migden around town, talking to constituents, returning phone calls and pushing local issues the way she has in the past few months. And while there will be some anger and bitterness when this is over — and some friends and political allies have been at each other’s throats and will have to figure out how to put that behind them — on balance this has been good for San Francisco. Migden has done much good, much to be proud of, but she had also become somewhat imperious and arrogant, a politician who hadn’t faced a serious election in more than a decade. If this election serves as a reminder to every powerful Democratic legislator that no seat is truly safe (are you listening, Nancy Pelosi?), then the result of what now seems like a political bloodbath can be only positive.

The Third Senate District, a large geographic area that stretches from San Francisco north into Sonoma County, needs an effective, progressive legislator who can promote issues and programs in a body that is not known as a bastion of liberal thought.

Both Migden and Leno can make a strong case on that front. Leno, for example, managed to get passed and signed into law a bill that amends the notorious pro-landlord Ellis Act to protect seniors and disabled people from evictions. He got both houses of the Legislature to approve a marriage-equality bill — twice. During his tenure in the unpleasant job of chairing the Public Safety Committee, he managed to kill a long list of horrible right-wing bills and was one of the few legislators to take a stand against the foolish measure that barred registered sex offenders from living near a park or school. Migden helped pass the landmark community-aggregation bill that allows cities to take a big step toward public power. She’s also passed several key bills to regulate or ban toxic substances in consumer products.

Migden’s record isn’t all positive, though. For a time, she was the chair of the powerful Appropriations Committee — although she gave up that post in 2006, abandoning a job that was important to her district and constituents, to devote more time to campaigning for Steve Westly, a moderate candidate for governor. When we challenged her on that move, she showed her legendary temper, attacking at least one Guardian editor personally and refusing to address the issue at hand. Unfortunately, that isn’t unusual behavior.

Then there’s the matter of ethics and campaign finance laws. The Fair Political Practices Commission has fined Migden $350,000 — the largest penalty ever assessed against a state lawmaker — for 89 violations of campaign finance laws. We take that seriously; the Guardian has always strongly supported ethics and campaign-finance laws, and this level of disregard for the rules raises serious doubts for us about Migden’s credibility.

Sup. Chris Daly posted an open letter to us on his blog last week, and he made a strong pitch for Migden: "While there are only a few differences between Carole and Mark Leno on the issues," he wrote, "when it comes to San Francisco politics, the two are in warring political factions. Carole has used her position in Sacramento consistently to help progressive candidates and causes in San Francisco, while Leno is a kinder, gentler Gavin Newsom."

He’s absolutely right. On the local issues we care about, Migden has been with us far more than Leno. When the public power movement needed money and support in 2002, Migden was there for us. When the University of California and a private developer were trying to turn the old UC Extension campus into luxury housing, Migden was the one who helped Sup. Ross Mirkarimi demand more affordable units. Migden was the one who helped prevent a bad development plan on the Port. Migden stood with the progressives in denouncing Newsom’s budget — and Leno stood with the mayor.

The district supervisorial battles this fall will be crucial to the city’s future, and Migden has already endorsed Eric Mar, the best progressive candidate for District 1, and will almost certainly be with John Avalos, the leading progressive in District 11. Leno may well back a Newsom moderate. In fact, he’s made himself a part of what labor activist Robert Haaland aptly calls the "squishy center" in San Francisco, the realm of the weak, the fearful, and the downtown sycophants who refuse to promote progressive taxes, regulations, and budgets at City Hall. His allegiance to Newsom is truly disturbing.

There’s a war for the soul of San Francisco today, as there has been for many years, and Leno has often tried to straddle the battle lines, sometimes leaning a bit to the wrong camp — and never showing the courage to fight at home for the issues he talks about in Sacramento. We’ll stipulate to that — and the only reason we can put it aside for the purposes of this endorsement is that Leno has never really had much in the way of coattails. He supports the wrong candidates, but he doesn’t do much for them — and we sincerely hope it stays that way.

While Leno is too close to Newsom, we will note that Migden is far too close to Gap founder and Republican leader Don Fisher, one of the most evil players in local politics. She proudly pushed to put Fisher — who supports privatizing public schools — on the state Board of Education.

A prominent local progressive, who we won’t identify by name, called us several months ago to ask how were going to come down in this race, and when we confessed indecision, he said: "You know, I really want to support Carole. But she makes it so hard."

We find ourselves in a similar position. We really wanted to support Migden in this race. We’d prefer to see the state senator from San Francisco using her fundraising ability and influence to promote the candidates and causes we care about.

But Migden has serious political problems right now, baggage we can’t ignore — and it’s all of her own making. Migden says her problems with the Fair Political Practices Commission are little more than technical mistakes — but that’s nonsense. She’s played fast and loose with campaign money for years. When it comes to campaign finance laws, Migden has always acted as if she rules don’t apply to her. She’s treated FPPC fines as little more than a cost of doing business. This latest scandal isn’t an exception; it’s the rule.

Unfortunately, it’s left her in a position where she’s going to have a hard time winning. Today, the election looks like a two-person race between Leno and Nation. And the threat of Joe Nation winning this primary is too great for us to mess around.

Despite our criticism of both candidates, we would be happy with either in the state Senate. We’re taking a chance with Leno; he’s shown some movement toward the progressive camp, and he needs to continue that. If he wins, he will have a huge job to do bringing a fractured queer and progressive community back together — and the way to do that is not by simply going along with everything Newsom wants. Leno has to show some of the same courage at home he’s shown in Sacramento.

But right now, today, we’ve endorsing Mark Leno for state Senate.

State Senate, District 9

LONI HANCOCK


This is another of several tough calls, another creature of term limits that pit two accomplished and experienced termed-out progressive assembly members against each other for the senate seat of termed-out Don Perata. We’ve supported both Loni Hancock and Wilma Chan in the past, and we like both of them. In this one, on balance, we’re going with Hancock.

Hancock has a lifetime of experience in progressive politics. She was elected to the Berkeley City Council in 1971, served two terms as Berkeley mayor, worked as the US Department of Education’s western regional director under Bill Clinton, and has been in the State Assembly the past six years. On just about every progressive issue in the state, she’s been an activist and a leader. And at a time when the state is facing a devastating, crippling budget crisis that makes every other issue seem unimportant, Hancock seems to have a clear grasp of the problem and how to address it. She’s thought through the budget calculus and offers a range of new revenue measures and a program to change the rules for budget passage (two-thirds vote in the legislature is needed to pass any budget bill, which gives Republicans, all but one who has taken a Grover Norquist–inspired pledge never to raise taxes, an effective veto).

Chan, who represented Oakland in the assembly for six years, is a fighter: she’s taken on the insurance industry (by cosponsoring a major single-payer health insurance bill), the chemical industry (by pushing to ban toxic materials in furniture, toys, and plumbing fixtures), and the alcoholic-beverages lobby (by seeking taxes to pay for treatment for young alcoholics). She’s an advocate of sunshine, not just in government, where she’s calling for an earlier and more open budget process, but also in the private sector: a Chan bill sought to force health insurance companies to make public the figures on how often they decline claims.

But she seems to us to have less of a grasp of the budget crisis and the level of political organizing it will take to solve it. Right now, at a time of financial crisis, we’re going with Hancock’s experience and broader vision.

State Assembly, District 12

FIONA MA


We were dubious about Ma. She was a pretty bad supervisor, and when she first ran for Assembly two years ago, we endorsed her opponent. But Ma’s done some good things in Sacramento — she’s become one of the leading supporters of high-speed rail, and she’s working against state Sen. Leland Yee’s attempt to give away 60 acres of public land around the Cow Palace to a private developer. She has no primary opponent, and we’ll endorse her for another term.

State Assembly, District 13

TOM AMMIANO


This one’s easy. Ammiano, who has been a progressive stalwart on the Board of Supervisors for more than 15 years, is running with no opposition in the Democratic primary for state Assembly, and we’re proud to endorse his bid.

Although he’s certain to win, it’s worth taking a moment to recall the extent of Ammiano’s service to San Francisco and the progressive movement. He authored the city’s domestic partners law. He authored the living wage law. He created the universal health care program that Mayor Newsom is trying to take credit for. He sponsored the 2002 public-power measure that would have won if the election hadn’t been stolen. He created the Children’s Fund. He authored the Rainy Day Fund law that is now saving the public schools in San Francisco. And the list goes on and on.

Beyond his legislative accomplishments, Ammiano has been a leader — at times, the leader — of the city’s progressive movement and is at least in part responsible for the progressive majority now on the Board of Supervisors. In the bleak days before district elections, he was often the only supervisor who would carry progressive bills. His 1999 mayoral challenge to incumbent Willie Brown marked a tectonic shift in local politics, galvanizing the left and leading the way to the district-election victories that brought Aaron Peskin, Matt Gonzalez, Jake McGoldrick, Chris Daly, and Gerardo Sandoval to office in 2000.

It’s hard to imagine the San Francisco left without him.

Ammiano will do a fine job in Sacramento, and will continue to use his influence to push the progressive agenda back home.

State Assembly, District 14

KRISS WORTHINGTON


This is another tough one. The race to replace Loni Hancock, one of the most progressive and effective legislators in the state, has drawn two solid, experienced, and well-qualified candidates: Berkeley City Council member Kriss Worthington and former council member Nancy Skinner. We like Skinner, and she would make an excellent assemblymember. But all things considered, we’re going with Worthington.

Skinner was on the Berkeley council from 1984 to 1992 and was part of a progressive majority in the 1980s that redefined how the left could run a city. That council promoted some of the best tenant protection and rent control laws in history, created some of the best local environmental initiatives, and fought to build affordable housing and fund human services. Skinner was responsible for the first local law in the United States to ban Styrofoam containers — a measure that caused McDonald’s to change its food-packaging policies nationwide. She went on to found a nonprofit that helps cities establish sustainable environmental policies.

Skinner told us that California has "gutted our commitment to education," and she vowed to look for creative new ways to raise revenue to pay for better schools. She’s in touch with the best economic thinkers in Sacramento, has the endorsement of Hancock (and much of the rest of the East Bay Democratic Party establishment), and would hit the ground running in the legislature.

Worthington, Berkeley’s only openly gay council member, has been the voice and conscience of the city’s progressive community for the past decade. He’s also been one of the hardest-working politicians in the city — a recent study by a group of UC Berkeley students found that he had written more city council measures than anyone else currently on the council and had won approval for 98 percent of them.

Worthington has been the driving force for a more effective sunshine law in Berkeley, and has been unafraid to challenge the liberal mayor, Tom Bates, and other leading Democrats. His campaign slogan — "a Democrat with a backbone" — has infuriated some of the party hierarchy with its clear (and intended) implication that a lot of other Democrats lack a spine.

"All of the Democrats in the assembly voted for 50,000 more prison beds," he told us. "We needed a Barbara Lee [who cast Congress’ lone vote against George W. Bush’s first war resolution] to stand up and say, ‘this is wrong and I won’t go along.’"

That’s one of the things we like best about Worthington: on just about every issue and front, he’s willing to push the envelope and demand that other Democrats, even other progressive Democrats, stand up and be counted. Which is exactly what we expect from someone who represents one of the most progressive districts in the state.

It’s a close call, but on this one, we’re supporting Kriss Worthington.

There’s a little rhyme to help you remember which way to vote on this critical pair of ballot measures:

"We hate 98, but 99 is fine."

The issue here is eminent domain, which is making its perennial ballot appearance. Californians don’t like the idea of the government seizing their property and handing it over to private developers, and the most conservative right-wing forces in the state are trying to take advantage of that.

Think about this: if Prop. 98 passes, there will be no more rent control in California. That means thousands of San Francisco tenants will lose their homes. Many could become homeless. Others will have to leave town. All the unlawful-evictions laws will be tossed out. So will virtually any land-use regulations, which is why all the environmental groups also oppose Prop. 98.

In fact, everyone except the Howard Jarvis anti-tax group hates this measure, including seniors, farmers, water districts, unions, and — believe it or not — the California Chamber of Commerce.

Prop. 99, on the other hand, is an unapologetic poison-pill measure that’s been put on the ballot for two reasons: to fix the eminent domain law once and for all, and kill Prop. 98 if it passes. It’s simply worded and goes to the heart of the problem by preventing government agencies from seizing residential property to turn over to private developers. If it passes, the state will finally get beyond the bad guys using the cloak of eminent domain to destroy all the provisions protecting people and the environment.

If anyone has any doubts about the motivation here, take a look at the money: the $3 million to support Prop. 98 came almost entirely from landlords.

This is the single most important issue on the ballot. Remember: no on 98, yes on 99.

San Francisco measures

Proposition A

School parcel tax

YES, YES, YES


Every year, hundreds of excellent teachers leave the San Francisco Unified School District. Some retire after a career in the classroom, but too many others — young teachers with three to five years of experience — bail because they decide they can’t make enough money. San Francisco pays less than public school districts in San Mateo and Marin counties and far less than private and charter schools. And given the high cost of living in the city, a lot of qualified people never even consider teaching as a profession. That harms the public school system and the 58,000 students who rely on it.

It’s a statewide problem, even a national one — but San Francisco, with a remarkable civic unity, is moving to do something about it. Proposition A would place an annual tax on every parcel of land in the city; the typical homeowner would pay less than $200 a year. The money would go directly to increasing pay — mostly starting pay — for teachers. The proposition, which has the support of almost everyone in town except the Republican Party, is properly targeted toward the newer teachers, with the goal of keeping the best teachers on the job past that critical three to five years.

Parcel taxes aren’t perfect; they force homeowners and small businesses to pay the same rate as huge commercial property owners. The way land is divided in the city most big downtown properties sit on at least five, and sometimes as many as 10 or 20 parcels, so the bill will be larger for them. But it’s still nowhere near proportionate.

Still, Prop. 13 has made it almost impossible to raise ad valorum property taxes (based on a property’s assessed value) in the state, and communities all around the Bay are using parcel taxes as a reasonable if imperfect substitute.

There’s a strong campaign for Prop. A and not much in the way of organized opposition, but the measure still needs a two-thirds vote. So for the sake of public education in San Francisco, it’s critical to vote yes.

Proposition B

City retiree benefits change

YES


San Francisco has always offered generous health and retirement benefits to its employees. That’s a good thing. But in this unfortunate era, when federal money is getting sucked into Iraq, state money is going down the giant deficit rat hole, and nobody is willing to raise taxes, the bill for San Francisco’s expensive employee benefit programs is now looking to create a fiscal crisis at City Hall. Officials estimate the payout for current and past employees could total $4 billion over the next 30 years.

So Sup. Sean Elsbernd and his colleagues on the Board of Supervisors have engineered this smart compromise measure in a way that saves the city money over the long run and has the support of labor unions (largely because it includes an increase in the pensions for longtime employees, partially offset by a one-year wage freeze starting in 2009) while still offering reasonable retirements benefits for new employees.

Previously, city employees who worked just five years could get taxpayer-paid health benefits for life. Under this measure, it will take 20 years to get fully paid health benefits, with partially paid benefits after 10 years.

It’s rare to find an issue that has the support of virtually everyone, from the supervisors and the mayor to labor. Prop. B makes sense. Vote yes.

Proposition C

Benefit denials for convicts

NO


On the surface, it’s hard to argue against Prop. C, a measure promoted as a way to keep crooks from collecting city retirement benefits. Sup. Sean Elsbernd’s ballot measure would update an ordinance that’s been on the books in San Francisco for years, one that strips public employees found guilty of "crimes of moral turpitude" against the city of their pensions. A recent court case involving a worker who stole from the city raised doubt about whether that law also applied to disability pay, and Prop. C would clear up that possible loophole.

But there are drawbacks this measure.

For starters, the problem isn’t that big: cases of rejected retirement benefits for city workers are rare. And the law still uses that questionable phrase "moral turpitude" — poorly defined in state law, never clearly defined in this measure, and as any older gay person can tell you, in the past applied to conduct that has nothing to do with honesty. The US State Department considers "bastardy," "lewdness," "mailing an obscene letter" and "desertion from the armed forces," among other things, to be crimes of moral turpitude.

Besides, Prop. C would apply not only to felonies but to misdemeanors. Cutting off disability pay for life over a misdemeanor offense seems awfully harsh.

The law that Elsbernd wants to expand ought to be rethought and reconfigured for the modern era. So vote no on C.

Proposition D

Appointments to city commissions

YES


Prop. D is a policy statement urging the mayor and the supervisors to appoint more women, minorities, and people with disabilities to city boards and commissions. It follows a study by the Commission on the Status of Women that such individuals are underrepresented on the policy bodies that run many city operations.

Despite the overblown concerns raised by local Republicans in the ballot arguments, this advisory measure would do nothing to interfere with qualified white males — or anyone else — getting slots on commissions.

Vote yes.

Proposition E

Board approval of San Francisco Public Utilities Commission appointees

YES


"The last thing we need is more politics at the San Francisco Public Utilities Commission," was the first line in Mayor Gavin Newsom’s ballot argument against Prop. E. That’s ironic: it was Newsom’s recent political power play — including the unexplained ousting of SFPUC General Manager Susan Leal and the partially successful effort to reappoint his political allies to this important body — that prompted this long overdue reform.

The SFPUC is arguably the most powerful and important of the city commissions, controlling all the vital resources city residents need: water, power, and waste disposal chief among them. Yet with the mayor controlling all appointments to the commission (it takes a two-thirds vote of the Board of Supervisors to challenge an appointment), that panel has long been stacked with worthless political hacks. As a result, the panel never pursued progressive approaches to conservation, environmental justice, public power, or aggressive development of renewable power sources.

Prop. E attempts to break that political stranglehold by requiring majority confirmation by the Board of Supervisors for all SFPUC appointments. It also mandates that appointees have some experience or expertise in matters important to the SFPUC.

If anything, this reform is too mild: we would have preferred that the board have the authority to name some of the commissioners. But that seemed unlikely to pass, so the board settled for a modest attempt to bring some oversight to the powerful panel.

Vote yes on Prop. E — because the last thing we need is more politics at the SFPUC.

Proposition F

Hunters Point-Bayview redevelopment

YES


Proposition G

NO


On the face of it, Proposition G sounds like a great way to restart the long-idle economic engine of the Bayview and clean up the heavily polluted Hunters Point Shipyard.

Who could be against a plan that promises up to 10,000 new homes, 300 acres of new parks, 8,000 permanent jobs, a green tech research park, a new 49ers stadium, a permanent home for shipyard artists, and a rebuild of Alice Griffith housing project?

The problem with Prop. G is that its promises are, for the most part, just that: promises — which could well shift at any time, driven by the bottom line of Lennar Corp., a financially stressed, out-of-state developer that has already broken trust with the Bayview’s low-income and predominantly African American community.

Lennar has yet to settle with the Bay Area air quality district over failures to control asbestos dust at a 1,500-unit condo complex on the shipyard, where for months the developer kicked up clouds of unmonitored toxic asbestos dust next to a K-12 school.

So, the idea of giving this corporation more land — including control of the cleanup of a federal Superfund site — as part of a plan that also allows it to construct a bridge over a slough restoration project doesn’t sit well with community and environmental groups. And Prop. G’s promise to build "as many as 25 percent affordable" housing units doesn’t impress affordable housing activists.

What Prop. G really means is that Lennar, which has already reneged on promises to create much-needed rental units at the shipyard, now plans to build at least 75 percent of its housing on this 770-acre waterfront swathe as luxury condos.

And with the subprime mortgage crisis continuing to roil the nation, there is a real fear that Prop. G’s final "affordability" percentage will be set by Lennar’s profit margins and not the demographics of the Bayview, home to the city’s last major African American community and many low-income people of color.

There’s more: The nice green space that you see in the slick Lennar campaign fliers is toxic and may not be fully cleaned up. Under the plan, Lennar would put condo towers on what is now state parkland, and in exchange the city would get some open space with artificial turf on top that would be used for parking during football games. Assuming, that is, that a deal to build a new stadium for the 49ers — which is part of all of this — ever comes to pass.

In fact, the lion’s share of a recent $82 million federal funding allocation will be dedicated to cleaning up the 27-acre footprint proposed for a new stadium. In some places, the city is planning to cap contaminated areas, rather than excavate and remove toxins from the site.

If the environmental justice and gentrification questions swirling around Prop. G weren’t enough, there remains Prop. G’s claim that it will create 8,000 permanent jobs once the project is completed. There’s no doubt that the construction of 10,000 mostly luxury homes will create temporary construction jobs, but it’s not clear what kind of jobs the resulting gentrified neighborhood will provide and for whom.

But one thing is clear: the $1 million that Lennar has already plunked down to influence this election has overwhelmingly gone to line the pockets of the city’s already highly paid political elite, and not the people who grew up and still live in the Bayview.

But there’s an alternative.

Launched as a last-ditch effort to prevent wholesale gentrification of the Bayview, Proposition F requires that 50 percent of the housing in the BVHP/Candlestick Point project be affordable to those making less than the median area income ($68,000 for a family of four).

That’s a reasonable mandate, considering that the city’s own general plan calls for two-thirds of all new housing to be sold or rented at below-market rates.

And if the new housing is built along Lennar’s plans, it will be impossible to avoid large-scale gentrification and displacement in a neighborhood that has the highest percentage of African Americans in the city, the third highest population of children, and burgeoning Latino and Asian immigrant populations.

Lennar is balking at that level, saying a 50-percent affordability mandate would make the project financially unfeasible. But if Lennar can’t afford to develop this area at levels affordable to the community that lives in and around the area, the city should scrap this redevelopment plan, send this developer packing, and start over again.

San Francisco has an affordable housing crisis, and we continue to doubt whether the city needs any more million-dollar condos — and we certainly don’t need them in a redevelopment area in the southeast. Remember: this is 700 acres of prime waterfront property that Lennar will be getting for free. The deal on the table just isn’t good enough.

Vote yes on F and no on G.

Proposition H

Campaign committees

NO


This one sounds just fine. Promoted by Mayor Gavin Newsom, Proposition H is supposedly aimed at ensuring that elected officials don’t solicit money from city contractors for campaigns they are sponsoring. But it lacks a crucial legal definition — and that turns what ought to be a worthy measure into little more than an attack on Newsom’s foes on the Board of Supervisors.

The key element is something called a "controlled committee." It’s already illegal for city contractors to give directly to candidates who might later vote on their contracts. Prop. H would extend that ban to committees, typically run for or against ballot measures, that are under the control of an individual politician.

Take this one, for example. Since Newsom put this on the ballot, and will be campaigning for it, the Yes on H campaign is under his control — he would be barred from collecting cash from city contractors, right? Well, no.

See, the measure doesn’t define what "controlled committee" means. So a group of Newsom’s allies could set up a Yes on H fund, raise big money from city contractors, then simply say that Newsom wasn’t officially aware of it or involved in its operation.

When Newsom first ran for mayor, the committee supporting his signature initiative — Care Not Cash — raised a fortune, and the money directly helped his election. But that wasn’t legally a "controlled committee" — because Newsom never signed the documents saying he was in control.

Prop. H does nothing to change that rule, which means it would only affect campaign committees that a politician admits to controlling. And guess what? Newsom almost never admits that, while the supervisors, particularly board president Aaron Peskin, are a bit more honest.

When Newsom wants to clearly define "controlled committee" — in a way that would have brought the Care Not Cash effort under the law — we’ll go along with it. For now, though, vote no on H.

San Francisco Democratic County Central Committee

The DCCC is the policy-making and operating arm of the local Democratic Party, and it has a lot of influence: the party can endorse in nonpartisan elections — for San Francisco supervisor, for example — and its nod gives candidates credibility and money. There’s been a struggle between the progressives and the moderates for years — and this time around, there’s a serious, concerted effort for a progressive slate. The Hope Slate, which we endorse in its entirety, has the potential to turn the San Francisco Democratic Party into a leading voice for progressive values.

There are other good candidates running, but since this group will have consistent support and is running as a slate, we’re going with the full crew.

VICTORIA KOLAKOWSKI


There are two good candidates running for this open seat. Dennis Hayashi, a public-interest lawyer, would make a fine judge. Victoria Kolakowski would make history.

Kolakowski, who works as an administrative law judge for the California Public Utilities Commission, would be the first transgender person on the Alameda bench and, quite possibly, in the entire country. That would be a major breakthrough and important for more than just symbolic reasons: transpeople have extensive interactions with the judicial system, starting with the work to legally change their names; and, all too often, members of this marginalized community wind up in the criminal justice system. Having a sitting TG judge would go a long way toward educating the legal world about the importance of trans sensitivity.

Kolakowski is eminently qualified for the job: as a private intellectual property lawyer and later an ALJ at the CPUC, she’s handled a range of complex legal issues. She currently oversees administrative hearings that are very similar to court proceedings, and she has a calm and fair judicial temperament.

That’s not to denigrate Hayashi, who also has an impressive résumé. He’s spend much of his life in public-interest law, working for many years with the Asian Law Caucus, and he was co-counsel in the historic case that challenged Fred Korematsu’s conviction for refusing to report to a Japanese internment camp during World War II. He’s run the state’s Department of Fair Employment and Housing and was a civil rights lawyer in the Clinton administration.

We’d be happy to see either on the bench, but we’re going to endorse Kolakowski.

Board of Supervisors, District 5

KEITH CARSON


Keith Carson, the leading progressive on the board, has no real opposition this time around. He’s been a voice for protecting the fragile social safety net of the county, and we’re happy to endorse him for another term.

Oakland races

City Attorney

JOHN RUSSO


John Russo, who has made no secrets of his political ambition, failed in a bid to win the State Assembly seat for District 16 in 2006, and now he’s running unopposed for reelection. Russo has voiced some pretty ridiculous sentiments: he told a magazine for landlords in May 2006 that he opposed all forms of rent control and was against laws requiring just cause for evictions. That’s a horrible stand for a city attorney to take in a city with a huge population of renters. But Russo is smart and capable, and he’s one of the few city attorneys who consistently supports sunshine laws. We’ll endorse him for another term.

City Council, District 1

JANE BRUNNER


An attorney and former teacher, Jane Brunner spends a lot of time pushing for more cops; crime is the top issue in the North Oakland district she represents. And while we’d rather see anticrime approaches that go beyond hiring more officers, we appreciate that Brunner takes on the police department over its hiring failures. We also find her far more preferable on the issue than her opponent, Patrick McCullough, a longtime neighborhood activist who has become something of a celebrity since he shot a teenager who was hassling him in front of his house in 2005.

Brunner is one of the council’s strongest affordable housing advocates and has worked tirelessly for an inclusionary housing law. She deserves reelection.

City Council, District 3

NANCY NADEL


Nadel is hardworking, effective, a leader on progressive economic and planning issues, and one of the best members of the Oakland City Council. She asked the hard questions and demanded improvements in the giant Oak to Ninth project (although she wound up voting for it). She’s pushing for better community policing and promoting community-based anticrime efforts, including a teen center in a part of her district where there have been several homicides. She was a principal architect of the West Oakland industrial zoning plan, which she hopes will attract new jobs to the community (although she also pissed off a few artists who fear they’ll be evicted from living spaces that aren’t up to code, and she needs to address the problem). We’re happy to endorse her for another term.

City Council, District 5

MARIO JUAREZ


Somebody has to try to oust Ignacio De La Fuente, and this time around, Juarez is the best bet. A small-businessperson (he runs a real-estate operation with around 60 employees), he has some surprisingly progressive positions: he not only supports inclusionary housing but told us that he wanted to see the percentage of affordable units increased from 15 to 25 percent. He wants to see community policing integrated fully into Oakland law enforcement. He suggested that Oakland look into putting a modest fee on all airport users to fund local education. And he’s in favor of stronger eviction controls and tenant protections.

De La Fuente, the City Council president, has been the developers’ best friend, has run meetings with a harsh hand, often cutting off debate and silencing community activists, and needs to be defeated. We know Juarez isn’t perfect, but his progressive grassroots-based campaign was strong enough to get him the nod of both the Democratic Party and the Alameda County Greens. We’ll endorse him, too.

City Council, District 7

CLIFFORD GILMORE


Neither of the candidates in this race are terribly impressive, but incumbent Larry Reid has been so terrible on so many issues (supporting big-box development, inviting the Marines to do war games in Oakland, supporting condo conversions, etc.) that it’s hard to imagine how Clifford Gilmore, director of the Oakland Coalition of Congregations, could be worse.

City Council, at large

REBECCA KAPLAN


Rebecca Kaplan is exactly what the Oakland City Council needs: an energetic progressive with the practical skills to get things done. As an AC Transit Board member, she pushed for free bus passes for low income youths — and defying all odds, managed to get all-night transit service from San Francisco to the East Bay. She did it by refusing to accept the conventional wisdom that transit agencies on the two sides of the bay would never cooperate. She put the key players together in a meeting, convinced the San Francisco supervisors to allow AC Transit buses to pick up passengers in the city late at night, and put through an effective program to get people across the bay after BART shuts down.

Kaplan is running for City Council on a progressive platform calling for affordable housing, rational development, and community policing. Her latest idea: since Oakland has so much trouble attracting quality candidates for vacancies in its police department, she suggests the city recruit gay and lesbian military veterans who were kicked out under the Pentagon’s homophobic policies. Her proposed slogan: "Uncle Sam doesn’t want you, but Oakland does."

Vote for Rebecca Kaplan.

School Board, District 1

JODY LONDON


The Oakland schools are still stuck under a state administrator; the district, which was driven by mismanagement into a financial crisis several years ago, paid the price of a state bailout by giving up its independence. The school board has only limited authority of district operations, though that’s slowly changing. The state allowed the board to hire an interim superintendent, meaning issues like curricula and programs will be back under local control. So it’s a time of transition for a district that has had horrible problems, and the board needs experienced, level-headed leadership.

We’re impressed with Jody London, a parent with children in the public schools who runs a small environmental consulting firm. She has been active in the district, co-chairing the 2006 bond campaign that raised $435 million and serving on the bond oversight committee. She has a grasp of fiscal management, understands the challenges the district faces, and has the energy to take them on.

Her main opposition is Brian Rogers, a Republican who has the backing of outgoing state senator Don Perata and is a big fan of private charter schools. Tennessee Reed, a young writer and editor, is also in the race, and we’re glad to see her getting active. But on balance, London is the clear choice.

OLUBEMIGA OLUWOLE, SR.


Not a great choice here — we’re not thrilled with either of the two contenders. Jumoke Hinton Hodge, a nonprofit consultant, is too willing to support charter schools. Oluwole, who works with parolees, has limited experience with education. But on the basis of his community background (he’s on the board of the Oakland Community Organization) and our concern about Hodge and charter schools, we’ll go with Oluwole.

Noel Gallo, the incumbent, is running unopposed. He’s been a competent member of the board, and we see no reason not to support his reelection.

ALICE SPEARMAN


Alice Spearman, the incumbent, isn’t the most inspiring member of the board — and she’s known for making some ill-considered and impolitic statements. But her main opponent, Doris Limbrick, is the principal of a Christian school and has no business running for the board of a public school district. So we’ll go with Spearman again.

Alameda County measures

Measure F

Utility users tax

YES


Measure F extends and slightly increases the utility tax on unincorporated areas of the county. It’s not the greatest tax, but it’s not terrible — and it provides essential revenue to pay for services like law enforcement, libraries, and code enforcement. The parts of Alameda County outside any city boundary have been dwindling as cities expand, but the county provides the only local government services in those areas. And, like every other county in California, Alameda is desperately short of cash. So Measure F is crucial. Vote yes.

Oakland Measure J

Telephone-user tax

YES


Measure J would update a 40-year-old tax on phone use that goes for local services. The tax law applies only to old-fashioned land lines, so cell phone users get away without paying. This isn’t the world’s most progressive tax, but Oakland needs the money and Measure J would more fairly share the burden. Vote yes.

The Lennar-financed "Yes on G" fliers jammed into mailboxes all across San Francisco this month depict a dark-skinned family strolling along a shoreline trail against a backdrop of blue sky, grassy parkland, a smattering of low-rise buildings, and the vague hint of a nearly transparent high-rise condo tower in the corner.

"After 34 years of neglect, it’s time to clean up the Shipyard for tomorrow," states one flier, which promises to create up to 10,000 new homes, "with as many as 25 percent being entry-level affordable units"; 300 acres of new parks; and 8,000 permanent jobs in the city’s sun-soaked southeast sector.

Add to that the green tech research park, a new 49ers stadium, a permanent home for shipyard artists, and a total rebuild of the dilapidated Alice Griffith public housing project, and the whole project looks and sounds simply idyllic. But as with many big-money political campaigns, the reality is quite different from the sales pitch.

What Proposition G’s glossy fliers don’t tell you is that this initiative would make it possible for a controversial Florida-based megadeveloper to build luxury condos on a California state park, take over federal responsibility for the cleanup of toxic sites, construct a bridge over a slough restoration project, and build a new road so Candlestick Point residents won’t have to venture into the Bayview District.

Nor do these shiny images reveal that Prop. G is actually vaguely-worded, open-ended legislation whose final terms won’t be driven by the jobs, housing, or open-space needs of the low-income and predominantly African American Bayview-Hunters Point community, but by the bottom line of the financially troubled Lennar.

And nowhere does it mention that Lennar already broke trust with the BVHP, failing to control asbestos at its Parcel A shipyard development and reneging on promises to build needed rental units at its Parcel A 1,500-unit condo complex (see "Question of intent," 11/28/07).

The campaign is supported by Mayor Gavin Newsom, Sen. Dianne Feinstein, and District 10 Sup. Sophie Maxwell, as well as the Republican and the Democratic parties of San Francisco. But it is funded almost exclusively by Lennar Homes, a statewide independent expenditure committee that typically pours cash into conservative causes like fighting tax hikes and environmental regulations.

In the past six months, Lennar Homes has thrown down more than $1 million to hire Newsom’s chief political strategist, Eric Jaye, and a full spectrum of top lawyers and consultants, from generally progressive campaign manager Jim Stearns to high-powered spinmeister Sam Singer, who recently ran the smear campaign blaming the victims of a fatal Christmas Day tiger attack at the San Francisco Zoo.

Together, this political dream team cooked up what it hopes will be an unstoppable campaign full of catchy slogans and irresistible images, distributed by a deep-pocketed corporation that stands to make many millions of dollars off the deal.

But the question for voters is whether this project is good for San Francisco — particularly for residents of the southeast who have been subjected to generations worth of broken promises — or whether it amounts to a risky giveaway of the city’s final frontier for new development.

Standing in front of the Lennar bandwagon is a coalition of community, environmental, and housing activists who this spring launched a last minute, volunteer-based signature-gathering drive that successfully became Proposition F. It would require that 50 percent of the housing built in the BVHP/Candlestick Point project be affordable to those making less than the area median income of $68,000 for a family of four.

Critics such as Lennar executive Kofi Bonner and Michael Cohen of the mayor’s Office of Economic and Workforce Development have called Prop. F a "poison pill" that would doom the Lennar project. But its supporters say the massive scope and vague wording of Prop. G would have exacerbated the city’s affordable housing shortfalls.

Prop. F is endorsed by the Sierra Club, People Organized to Win Employment Rights, the League of Conservation Voters, the Chinese Progressive Association, St. Peter’s Housing Committee, the Harvey Milk LGBT Democratic Club, Coleman Advocates for Children and Youth, the Grace Tabernacle Community Church, Green Action, Nation of Islam Bay Area, the African Orthodox Church, Jim Queen, and Supervisor Chris Daly.

Cohen criticized the coalition for failing to study whether the 50 percent affordability threshold is feasible. But the fact is that neither measure has been exposed to the same rigors that a measure going through the normal city approval process would undergo. Nonetheless, the Guardian unearthed an evaluation on the impact of Prop. F that Lennar consultant CB Richard Ellis prepared for the mayor’s office.

The document, which contains data not included in the Prop. G ballot initiative, helps illuminate the financial assumptions that underpin the public-private partnership the city is contemputf8g with Lennar, ostensibly in an effort to win community benefits for the BVHP.

CBRE’s analysis states that Lennar’s Prop. G calls for "slightly over 9,500 units," with nearly 2,400 affordable units (12 percent at 80 percent of area median income and 8 percent at 50 percent AMI), and with the San Francisco Redevelopment Agency "utilizing additional funding to drive these affordability levels even lower."

Noting that Prop. G. yields a "minimally acceptable return" of 17 to 18 percent in profit, CBRE estimates that Prop. F would means "a loss of $500 million in land sales revenue" thanks to the loss of 2,400 market-rate units from the equation. With subsidies of $125,000 allegedly needed to complete each affordable unit, CBRE predicts there would be a further cost of "$300 million to $400 million" to develop the 2,400 additional units of affordable housing prescribed under Prop. F.

Factoring in an additional $500 million loss in tax increments and Mello-Roos bond financing money, CBRE concludes, "the overall impact from [the Prop. F initiative] is a $1.1 to $1.2 billion loss of project revenues … the very same revenues necessary to fund infrastructure and community improvements."

Yet critics of the Lennar project say that just because it pencils out for the developer doesn’t mean it’s good for the community, which would be fundamentally and permanently changed by a project of this magnitude. Coleman’s Advocates’ organizing director Tom Jackson told us his group decided to oppose Prop. G "because we looked at who is living in Bayview-Hunters Point and their income levels.

"Our primary concern isn’t Lennar’s bottom line," Jackson continued. "Could Prop. F cut into Lennar’s profit margin? Yes, absolutely. But our primary concern is the people who already live in the Bayview."

Data from the 2000 US census shows that BVHP has the highest percentage of African Americans compared to the rest of the city — and that African Americans are three times more likely to leave San Francisco than other ethnic groups, a displacement that critics of the Lennar project say it would exacerbate.

The Bayview also has the third-highest population of children, at a time when San Francisco has the lowest percentage of children of any major US city and is struggling to both maintain enrollment and keep its schools open. Add to that the emergence of Latino and Chinese immigrant populations in the Bayview, and Jackson says its clear that it’s the city’s last affordable frontier for low-income folks.

The problem gets even more pronounced when one delves into the definition of the word "affordable" and applies it to the socioeconomic status of southeast San Francisco.

In white households, the annual median income was $65,000 in 2000, compared to $29,000 in black households — with black per capita income at $15,000 and with 14 percent of BVHP residents earning even less than $15,000.

The average two-bedroom apartment rents in San Francisco for $1,821, meaning households need an annual AMI of $74,000 to stay in the game. The average condo sells for $700,000, which means that households need $143,000 per year to even enter the market.

In other words, there’s a strong case for building higher percentages of affordable housing in BVHP (where 94 percent of residents are minorities and 21 percent experience significant poverty) than in most other parts of San Francisco. Yet the needs of southeastern residents appear to be clashing with the area’s potential to become the city’s epicenter for new construction.

San Francisco Republican Party chair Howard Epstein told the Guardian that his group opposed Prop. F, believing it will kill all BVHP redevelopment, and supported Prop. G, believing that it has been in the making for a decade and to have been "vetted up and down."

While a BVHP redevelopment plan has been in the works for a decade, the vaguely defined conceptual framework that helped give birth to Prop. G this year was first discussed in public only last year. In reality, it was hastily cobbled together in the wake of the 49ers surprise November 2006 news that it was rejecting Lennar’s plan to build a new stadium at Monster Park and considering moving to Santa Clara.

As the door slammed shut on one opportunity, Lennar tried to swing open another. As an embarrassed Newsom joined forces with Feinstein to find a last-ditch solution to keep the 49ers in town, Lennar suggested a new stadium on the Hunters Point Shipyard, surrounded by a dual use parking lot perfect for tailgating and lots of new housing on Candlestick Point to pay for it all.

There was just one problem: part of the land around the stadium at Candlestick is a state park. Hence the need for Prop. G, which seeks to authorize this land swap along with a repeal of bonds authorized in 1997 for a stadium rebuild. As Cohen told the Guardian, "The only legal reason we are going to the voters is Monster Park."

As it happens, voters still won’t know whether the 49ers are staying or leaving when they vote on Props. F and G this June, since the team is waiting until November to find out if Santa Clara County voters will support the financing of a new 49er stadium near Great America.

Either way, Patrick Rump of Literacy for Environmental Justice has serious environmental concerns about Prop. G’s proposed land swap.

"Lennar’s schematic, which builds a bridge over the Yosemite Slough, would destroy a major restoration effort we’re in the process of embarking on with the state Parks [and Recreation Department]," Rump said. "The integrity of the state park would easily be compromised, because of extra people and roads. And a lot of the proposed replacement parks, the pocket parks … don’t provide adequate habitat."

Rump also expressed doubts about the wisdom of trading parcels of state park for land on the shipyard, especially Parcel E-2, which contains the landfill. Overall, Rump said, "We think Lennar and the city need to go back to the drawing board and come up with something more environmentally sound."

John Rizzo of the Sierra Club believes Prop. G does nothing to clean up the shipyard — which city officials are seeking to take over before the federal government finishes its cleanup work — and notes that the initiative is full of vague and noncommittal words like "encourages" that make it unclear what benefits city residents will actually receive.

"Prop. G’s supporters are pushing the misleading notion that if we don’t give away all this landincluding a state park — to Lennar, then we won’t get any money for the cleanup," Rizzo said. "But you don’t build first and then get federal dollars for clean up! That’s a really backwards statement."

The "Yes on G" campaign claims its initiative will create "thousands of construction jobs," "offer a new economic engine for the Bayview," and "provide new momentum to win additional federal help to clean up the toxins on the shipyard."

Michael Theriault, head of the San Francisco Building and Construction Trades, said his union endorsed the measure and has an agreement with Lennar to have "hire goals," with priority given to union contracts in three local zip codes: 94107, 94124, and 94134.

"There will be a great many construction jobs," Theriault said, though he was less sure about Prop. G’s promise of "8,000 permanent jobs following the completion of the project."

"We endorsed primarily from the jobs aspect," Theriault said. The question of whether the project helps the cleanup effort or turns it into a rush job is also an open question. Even the San Francisco Chronicle, in a January editorial, criticized Newsom, Feinstein, and Pelosi for neglecting the cleanup until "when it seemed likely that the city was about to lose the 49ers."

All three denounced the Chronicle‘s claims, but the truth is that the lion’s share of the $82 million federal allocation would be dedicated to cleaning the 27-acre footprint proposed for the stadium. Meanwhile, the US Navy says it needs at least $500 million to clean the entire shipyard.

Sup. Ross Mirkarimi said the city should wait for a full cleanup and criticized the Prop. G plan to simply cap contaminated areas on the shipyard, rather than excavate and remove the toxins from the site.

"That’s like putting a sarcophagus over a toxic wasteland," Mirkarimi told us. "It would be San Francisco’s version of a concrete bunker around Chernobyl."

Cohen of the Mayor’s Office downplays the contamination at the site, telling us that on a scale of one to 10 among the nation’s contaminated Superfund sites, the shipyard "is a three." He said, "the city would assume responsibility for completing the remaining environmental remediation, which would be financed through the Navy."

But those who have watched the city and Lennar bungle development of the asbestos-laden Parcel A (see The corporation that ate San Francisco, 3/14/07) don’t have much confidence in their ability to safely manage a much larger project.

"Who is going to take the liability for any shoddy work and negligence once the project is completed?" Mirkarimi asked.

Lennar has yet to settle with the Bay Area Air Quality Management District over asbestos dust violations at Parcel A, which could add up to $28 million in fines, and investors have been asking questions about the corporation’s mortgage lending operations as the company’s stock value and bond rating have plummeted.

To secure its numerous San Francisco investments, including projects at Hunters and Candlestick points and Treasure Island, Lennar recently got letters of intent from Scala Real Estate Partners, an Irvine-based investment and development group.

Founded by former executives of the Perot Group’s real estate division, Scala plans to invest up to $200 million — and have equal ownership interests — in the projects, which could total at least 17,000 housing units, 700,000 square feet of retail and entertainment, 350 acres of open space, and a new football stadium if the 49ers decide to stay.

Bonner said that, if completed, the agreement satisfies a city requirement that Lennar secure a partner with the financial wherewithal to ensure the estimated $1.4 billion Candlestick Point project moves forward even if the company’s current problems worsen.

Meanwhile, Cohen has cast the vagaries of Prop. G as a positive, referring to its spreadsheet as "a living document, a moving target." Cohen pointed out that if Lennar had to buy the BVHP land, they’d get it with only a 15 percent affordable housing requirement.

"Our objective is to drive the land value to zero by imposing upon the developer as great a burden as possible," Cohen said. "This developer had to invest $500 million of cash, plus financing, and is required to pay for affordable housing, parks, jobs, etc. — the core benefits — without any risk to the city."

But Cohen said the Prop. F alternative means "nothing will be built — until F is repealed." He also refutes claims that without the 49ers stadium, 50 percent affordability is doable.

"Prop G makes it easier to make public funds available by repealing the Prop D bond measure," Cohen explained. "But Prop. G also provides that there will be no general fund financial backing for the stadium, and that the tax increments generated by the development will be used for affordable housing, jobs, and parks."

But for Lennar critics like the Rev. Christopher Mohammad, who has battled the company since the Islamic school he runs was subjected to toxic dust, even the most ambitious promises won’t overcome his distrust for the entity at the center of Prop. G: Lennar.

In a fiery recent sermon at the Grace Tabernacle Community Church, Mohammad recalled the political will that enabled the building of BART in the 1970s. "But when it comes to poor people, you can’t build 50 percent affordable. That will kill the deal," Mohammad observed.

"Lennar is getting 700 prime waterfront acres for free, and then there’ll be tax increment dollars they’ll tap into for the rebuild," he continued. "But you mean you can’t take some of those millions, after all the damages you’ve done? It would be a way to correct the wrong."

Newsom’s torch plays SF for fools

First the route for the Beijing Olympic Torch relay was changed, following a brief opening ceremony.
Then, the closing ceremony was shifted to an undisclosed location.

These last minute changes left all the thousands of people who came to support, protest or simply witness the torch’s historic relay thwarted.

And they meant that China has got some relatively upbeat television footage to show back home, featuring an unencumbered torch being run through the protest-free streets of San Francisco! Talk about a far cry from reality.

“Disgraceful and shameful” said Board of Supervisor President Aaron Peskin of the City’s switch and bait.

‘I have every reason to believe this was a well developed plan by Gavin Newsom and his chief of police in conjunction with the government of China and the US State Department,” Peskin continued. “It was designed to please the government of China and give them the TV footage they want to portray to their people. The bottom line is that Newsom has deceitfully and repeatedly misled the public. Frankly, these are the tactics that the Chinese government uses on its people. It’s a move straight from the Richard Nixon playbook.”

Asked if there was evidence to support the City’s decision to redirect the torch relay and relocate the closing ceremony, Peskin said he’d seen and heard none.

“I went down the route at 11 am, the supporters and protesters were all peaceful. This was a large decoy operation. Only Newsom played the people of San Francisco for fools. I don’t care if you were a supporter or an opponent of the torch, people brought their children, families and friends to San Francisco for a once in a lifetime experience. This was the biggest charade perpetuated by any mayor in anyone’s memory and possibly in the history of this town. The only difference between Newsom and President Hu Jintao is none. Both manipulate, are deceitful and do not run transparent governments.”

The torch, which was variously concealed in a waterfront warehouse, shipped to Van Ness with a Quackers bus in tow, and diverted through the Marina to elude protesters, was taken to SFO for a surprise closing ceremony–presumably so it could be shipped out of SF as fast as possible, away from the whiskey and fandangos–and all those people, inconveniently protesting uncomfortable stuff like China’s abysmal track record of human rights abuses and its support of dictatorship in Burma and genocide in Darfur.

ESSAY In a journal entry dated Dec. 27, 1835, from his 1840 book Two Years before the Mast, student-turned-seafarer Richard Henry Dana recorded his first impressions of the area we know as the City, while his ship, The Alert, traveled through the Golden Gate:

We passed directly under the high cliff on which the presidio is built … from whence we could see large and beautifully wooded islands and the mouths of several small rivers … hundreds of red deer, and [a] stag, with his high branching antlers, were bounding about, looking at us for a moment and then starting off …

Dana arrived in the Bay Area after one era had ended and before another began. Until the coming of the Spaniards a generation earlier, some 10,000 people, members of around 40 separate tribes, lived between Big Sur and San Francisco, in the densest Native American population north of Mexico. Despite the existence among them of as many as 12 different languages, the people collectively referred to now as the Ohlone lived in relative peace for some 4,500 years.

On his first visit, Dana predicted that the Bay Area would be at the center of California’s prosperity. When he returned more than 30 years later in 1868, he discovered that his hotel was built on landfill that had been dumped where The Alert first landed.

Then in middle age, Dana wrote, "The past was real. The present all about me was unreal." Making his way through the crowded streets where the new city he’d predicted was being built, he remarked, "[I] seemed to myself like one who moved in ‘worlds not realized.’" Thus Dana became one of the first to articulate the peculiar San Franciscan combination of nostalgia for a lost past and despair over an unrealized future.

The past and future are always alive here. On his first visit, Dana wrote in his notebook about the great city to come. But like many residents of SF today, he slept on the cold, hard ground.

In George Stewart’s 1949 science fiction classic Earth Abides, a mysterious disease has killed 99 percent of the Earth’s population; the main character, Ish, roams the City and East Bay until he finds a wife. Stewart’s book ends in a Twilight Zone scenario, as an old, feeble Ish — now the last living pre-plague American — watches in dismay while his illiterate offspring hunt and frolic like the Ohlone, wearing animal skins and fashioning arrowheads from bottle caps.

After a wildfire, Ish notices that a library has been spared. All the information is still in there, he thinks. "But available to whom?"

Perhaps the knowledge Ish once begged his children to learn can be found in 1970’s The Last Whole Earth Catalog. Its 450-plus yellowing Road Atlas–size pages contain terse recommendations of publications about plant identification, organic gardens, windmills, vegetable dyes, edible mushrooms, goat husbandry, and childbirth, while also sharing the fundamentals of yoga, rock climbing, making music with computers, space colonization, and — of course! — the teachings of Buckminster Fuller.

The initial Whole Earth Catalog sought to reconcile Americans’ love of nature and technology. In Counterculture Green: The Whole Earth Catalog and American Environmentalism (University Press of Kansas, 303 pages, $34.95), author Andrew Kirk credits its creator, Stewart Brand, with bringing a sense of optimism to environmentalism. A character in Tom Wolfe’s 1968 Electric Kool-Aid Acid Test, Brand embodied the cultural intersection of acid and Apple at mid-1960s Stanford University. Kirk examines Brand’s 1965 "America Needs Indians" festival, his three-day Trips Festival in 1966, and his time riding the bus as one of Ken Kesey’s Merry Pranksters.

Counterculture Green correctly suggests that Brand’s utopian lifestyle has a hold on our imagination. But Brand was a leader of the counterculture, not a revolutionary. He believed that the market economy, not political change, would usher in a better world. While today’s market — at the behest of individuals — has started to demand renewable energy or sustainable growth, it also has brought us the SUV, suburban sprawl, and the highest fuel prices in history. Apple may empower the individual — or want consumers to believe it does — but at 29, Silicon Valley has the highest concentration of Superfund sites in the country.

Brand deserves credit for intuiting the peculiar "machine in the garden" Bay Area we live in today, a place perhaps more "California Über Alles" than utopian. It’s far from the postmarket SF envisioned in Ernest Callenbach’s 1975 novel Ecotopia, which is set in 1999, nearly 20 years after Northern California, Oregon, and Washington have seceded from the United States to form the titular nation. A colleague of Brand’s, Callenbach bases his society on ideas from the Whole Earth Catalog, but for one major difference — Ecotopia comes into being not through the free market but through an environmental revolution. (I won’t spoil it, but here’s a hint: it starts in Bolinas!)

While Callenbach’s future sometimes resembles a mixture of the Haight Street Fair and Critical Mass, there are twists. Ancient creeks have been unearthed, and on Market Street there is a "charming series of little falls, with water gurgling and splashing, and channels lined with rocks, trees, bamboos and ferns." Ecotopians have instituted a 20-hour work week that involves dismantling dystopian relics such as gas stations. There is a surplus of food produced close to home. Materials that do not decompose are no longer used. This new world is no wilderness — it reconciles civilization and nature. Yet perhaps its most radical idea is that humans can create a utopia without help from a plague, apocalyptic war, or earthquake.

The 1906 San Francisco earthquake leveled 4.7 square miles — or 508 city blocks. It destroyed 28,188 structures, including City Hall, the Hall of Justice, the Hall of Records, the County Jail, the Main Library, five police stations, and more than 40 schools. Yet strangely, many apocalyptic tomes — including recent ones such as the speculative nonfiction best-seller The World Without Us and the born-again Christian Left Behind series — are reluctant to imagine a totally destroyed San Francisco.

In contrast, Chris Carlsson’s 2004 utopian novel, After the Deluge (Full Enjoyment Books, 288 page, $13.95), suggests the City is at its most charming when at least partially in ruins, like the old cities of Europe. In Carlsson’s post-economic SF of 2157, rising sea levels from global warming submerge much of the Financial District, yet the City adapts by serving old skyscrapers — now converted into housing — with a network of canals.

After the Deluge‘s vision of reduced work, free bikes, and creeks unearthed from beneath streets borrows from Callenbach’s Ecotopia. Yet Carlsson seems to have his most fun imagining a city transformed by ruins: take a subtle comment on the Federal Building at Seventh and Market streets. In Carlsson’s map of SF circa 2157, the monstrosity that some call the Death Star is simply labeled "The Ruins."

Similarly, the photographs in After the Ruins 1906 and 2006: Rephotographing the San Francisco Earthquake and Fire (University of California Press, 134 pages, $24.95) appear to delight in the City’s impermanence. Mark Klett presents famous images of the smoldering city in 1906 alongside carefully shot contemporary photographs from the same vantage points. Cleverly, these images are arranged in a manner that suggests the ruins aren’t just the past but also an inevitable future.

The aftermaths of SF’s earthquakes are often described in utopian terms, as if cracks in the landscape revealed the possibility of a better world. In After the Ruins, a 1906 quake survivor remembers cooperation not seen since the days of the Ohlone:

A spirit of good nature and helpfulness prevailed and cheerfulness was common. The old and feeble were tenderly aided. Food was voluntarily divided. No one richer, none poorer than his fellow man.

In an essay accompanying After the Ruins, Rebecca Solnit recollects the 1989 earthquake similarly:

The night of the quake, the liquor store across the street held a small barbecue … I talked to the neighbors. I walked around and visited people. That night the powerless city lay for the first time in many years under a sky whose stars weren’t drowned out by electric lights.

Greta Snider’s classic early ’90s punk and bike zine Mudflap tells of a utopia for bicyclists created by the 1989 Loma Prieta quake. Until torn down, a closed-off section of damaged Interstate 280 became a bike superhighway where one could ride above the City without fear of cars. Earthquakes are seen to have utopian potential in SF, because, like protests or Critical Mass, they stop traffic. In 1991, Gulf War protestors stormed the Bay Bridge, shutting down traffic on the span for the first time since the 1989 quake. Perhaps in tribute to the utopian possibilities of both events, William Gibson’s 1993 book Virtual Light imagines a postquake-damaged Bay Bridge as a home for squatter shanties and black market stalls.

Carlsson’s new nonfiction book, Nowtopia (AK Press, 288 pages, $18.95), explores new communities springing up in the margins of capitalist society. Subtitled How Pirate Programmers, Outlaw Bicyclists, and Vacant-Lot Gardeners Are Inventing the Future Today, it looks for seeds of post-economic utopia in places such as the SF Bike Kitchen and the Open Source software movement. According to Carlsson, these communities "manifest the efforts of humans to transcend their lives as wage-slaves. They embrace a culture that rejects the market, money, and business. Engaging in technology in creative and experimental ways, the Nowtopians are involved in a guerilla war over the direction of society."

A founder of Critical Mass, Carlsson praises the biofuels movement and bicycle culture for promoting self-sufficiency through tools. With its optimism and endorsement of technology, Nowtopia occasionally evokes the Whole Earth Catalog. Yet unlike Brand’s tome, it focuses on class and how people perform work in today’s society. Carlsson finds that in their yearning for community, people will gladly perform hours of unpaid labor on behalf of something they love that they believe betters the world.

Within today’s SF, Carlsson cites Alemany Farm as an example of nowtopia. Volunteers took over an abandoned SF League of Urban Gardeners (SLUG) farm next to the Alemany Projects, farming it for several years before the City gave them official permission. "Instead of traditional political forms like unions or parties, people are coming together in practical projects," Carlsson writes. "They aren’t waiting for an institutional change from on-high, but are getting on with building the new world in the shell of the old."

Ironically, the only literature that truly envisions the complete destruction of large areas of the City are the postwar plans of the San Francisco Redevelopment Agency. In 1956, it began the first of two projects in the Fillmore, slashing the neighborhood in two with a widened Geary Boulevard and demolishing over 60 square blocks of housing. Some 17,500 African American and Japanese American people saw their homes bulldozed.

With their dreams of "urban renewal," the heads of SF-based corporate giants such as Standard Oil, Bechtel, Del Monte, Southern Pacific, Wells Fargo, and Bank of America reimagined the City as a utopia for big business. The language of a Wells Fargo report from the ’60s evokes the notebooks of Dana: "Geographically, San Francisco is a natural gateway for this country’s ocean-going and airborne commerce with the Pacific area nations." Likewise, Prologue for Action, a 1966 report from the San Francisco Planning and Urban Renewal Association, might have been written by dystopian visionary Philip K. Dick:

If SF decides to compete effectively with other cities for new "clean" industries and new corporate power, its population will move closer to "standard White Anglo-Saxon Protestant" characteristics. As automation increases the need for unskilled labor will decrease…. The population will tend to range from lower middle-class through upper-class…. Selection of a population’s composition might be undemocratic. Influence on it, however, is legal and desirable.

This dream of turning San Francisco into a perfect world for business required that much of the existing city be destroyed. First, the colorful Produce District along the waterfront was removed in 1959, its warmth and human buzz replaced by the four identical modern hulks of the Embarcadero Center. Beginning in 1966, some 87 acres of land south of Market — including 4,000 housing units — were bulldozed to make way for office blocks, luxury hotels, and the Moscone Center.

The dark logic of the Redevelopment Agency’s plans are projected into the future in the profoundly bleak science fiction of Richard Paul Russo’s Carlucci series from the ’90s. Russo’s books are set in a 21st-century SF entirely segregated by class and health. The Tenderloin is walled off into an area where drug-addicted and diseased residents kill each other or await death from AIDS or worse. Access to all neighborhoods is restricted and even the series’ hero, stereotypical good cop Frank Carlucci, submits to a full body search in order to enter the Financial District because he lacks the necessary chip implant to be waved through checkpoints.

Russo’s nightmares have their real side today, and many dreams found in Ecotopia and the Whole Earth Catalog — composting, recycling, widespread bicycling, urban gardening, free access to information via the Internet, Green building design — have also come to pass. (There is even a growing movement to unearth creeks like the Hayes River, which runs under City Hall.) Pat Murphy’s 1989 novel, The City Not Long After, imagines these opposing visions of the city will continue even after a plague wipes out all but one-thousandth of SF’s population. In Murphy’s book, those still alive turn the City into a backdrop for elaborate art projects, weaving ribbon and lace from Macy’s across downtown streets and painting the Golden Gate Bridge blue. This artists’ utopia is threatened when an army of survivors from Sacramento marches into SF. But the last forces of America, unlike the dot-com invaders of the ’90s, prove no match for the artists, who use direct action tactics and magic to rout Sacramento in an epic showdown at Civic Center Plaza.

In Carlsson’s After the Deluge, several people enter a bar called New Spec’s on Fulton Street. The walls are covered with old SF ephemera. One character explains to Eric, a newcomer, "Its all about nostalgia, a false nostalgia." Was the City a better place before the war, before the earthquakes, or before it was even the City? So many utopian visions of the future evoke a simpler past that one wonders if believing in one is the same as longing for the other. It’s a question that would make sense, once again, to Philip K. Dick.

Perhaps no fiction about a future SF captures utopian yearning as well as Dick’s decidedly dystopian works, because his stories, though full of futuristic gadgets, are really about the ways human characters relate to them. Do Androids Dream of Electric Sheep? (1968) is set in a radically depopulated postwar SF of 2021. The air is filled with radioactive dust and the streets are hauntingly empty as humans race to colonize Mars. Main character Rick Deckard is a bounty hunter assigned to "retire" humanlike androids, yet he’s mostly concerned about his electric sheep. Because there are almost no animals left on Earth, owning a fake one helps a striver like Deckard keep up appearances.

In 1962’s The Man in the High Castle, Dick imagines life in SF after the Nazis and Japanese have won World War II. Nostalgia haunts this story, too. Protagonist R. Childan makes his living selling rare prewar Americana to rich Japanese collectors. Not much has changed in this alternate SF, though. Market Street is still a place of "shooting galleries [and] cheap nightclubs with photos of middle-aged blondes holding their nipples between their wrinkled fingers and leering." While most utopian futures look to the past, Dick’s dystopian futures are all eerily about the present.

So how does Mr. Childan deal with the pain of living in a world where Nazis have won the war? How else? "To inspire himself, he lit up a marijuana cigarette," Dick writes, "excellent Land-O-Smiles brand."

You got torched

Amid a backdrop of increased bloodshed in Tibet, and an early morning March 20 arson attack on the Chinese Consulate in San Francisco, Tibetan supporters gathered last Thursday outside City Hall for a candlelight vigil to protest San Francisco’s April 9 Olympic torch relay.

Inside City Hall, Mayor Gavin Newsom spoke to a semi-circle of news cameras, claiming that hosting the torch brings “pride” to many in the city, including San Francisco’s Chinese community, and stressing that the torch should be seen as a symbol of unity, both for the city and the world.

But during the Olympic Torch’s April 9 relay through San Francisco—its only North American touchdown as it travels from Greece to Beijing—the torch will be run along San Francisco’s waterfront, not through the narrow streets of the city’s Chinatown. And that Tibetan critics of China’s continuing human rights abuses would like to stamp out the torch’s relay through San Francisco entirely, claiming China has stained the flame’s original symbolism

“We, the Tibetans in San Francisco, see the torch as a tainted torch, a Chinese torch tainted in Tibetan blood,” said Tsering Gyurmey, an organizer of the March 20 vigil and an activist with SF TeamTibet, a collection of local organizations.

“The people of San Francisco don’t want the torch,” Gyurmey added. “It’s against the values of the city, against human rights and democracy. This torch comes from the communist Chinese government, where Tibetan people are being killed on their own land.”

A few hours earlier, Gyurmey was one of over a hundred speakers at a Board of Supervisors committee meeting, as Sups. Carmen Chu and Sean Elsbernd, Newsom’s closet allies on the Board, helped strike down a resolution, authored by Sup. Chris Daly, that took a critical stance of China and the Olympic torch.

Public comment lasted over two hours on the item, and was largely in favor of the resolution introduced by Supervisor Chris Daly. Calling for a solemn acceptance of the torch, the resolution asked for the city to receive it with “alarm and protest.”

Supervisor Daly also decried the city’s consideration of “free speech zones,” or special areas where anti-Chinese demonstrations would be limited to during the torch run.

“When our administration was asked to set up these zones, they should have said no,” Daly said during the meeting. “We can not be told to compromise our democracy as we ask others to expand theirs.”

Daly has pledged to try and reinsert his criticisms, when the resolution comes before the full Board on April 2, the week before the Olympic Torch relay is scheduled.

Meanwhile, China has lashed out at US House Speaker Nancy Pelosi, calling her a “defender of arsonists, looters and killers” according to international news reports, after she visited the Dalai Lama and criticized Chinese oppression in Tibet.

“If freedom-loving people throughout the world do not speak out against China’s oppression in Tibet, we have lost our moral authority to speak on behalf of human rights anywhere in the world,” said Pelosi. who came out punching when evidence of China’s pre-Olympic crackdown on religious leaders, journalists and lawyers first emerged.

“The Olympic Games in Beijing this summer should provide an opportunity for more free expression, not less,” Pelosi said. MArch 12.

But now US Senator Dianne Feinstein is weighing in on the side of caution, telling the Board of Supervisors not to use the Olympic torch relay to condemn China, claiming that doing so, will make it harder to resolve the Tibet issue.

As for San Francisco’s plan to try to contain protesters in “free speech zones” – located at the start and end of the torch run – Feinstein reportedly doesn’t have a problem with it. That’s the way she handled demonstrations at Democratic National Convention in San Francisco back in 1984 when she was mayor.

On the waterfront: an epic

The city of night on a night of rain still offers its spectacles, and one of them must be the Bay Bridge as viewed from Epic Roasthouse, the brand-new restaurant (starring Pat Kuleto and Jan Birnbaum) that, with its sibling, Waterbar, sits on the narrow strip of land between the Embarcadero and the water. The bridge soars through the mists overhead, like the arc of a rainbow, and one has the sense of inspecting it — peeking at its underbelly, as if at a used car that might or might not be leaking coolant.

Not even a generation ago this neighborhood was entombed by an overhead freeway, and when Boulevard opened in the Audiffred Building just a few blocks away in 1993, the Embarcadero consisted mostly of granulated, ghost-town asphalt. But the visionaries could see what was bound to happen — what indeed was already happening, slowly but inexorably, because of the 1989 earthquake — and in that crumbled pavement a farmers market took root. Eventually it found a home in the resurrected Ferry Building, while on other plots of land liberated from elevated-freeway strangulation, hotels and parks and housing developments sprouted; restaurants too. What was an urban wilderland is now a glossy district both commercial and residential, a crown for the city, with a couple of gaudy new jewels.

Like all view restaurants, Epic Roasthouse is bound to attract tourists, both out-of-towners and suburbanites, but it also stands to develop a city constituency. Although parking in the area is hellish, Muni’s T line stops just steps away, and meanwhile, the blocks immediately behind the waterfront are filling up with residential towers, which will soon fill up with people of means who will be able to walk over to the Embarcadero for dinner.

With all due respect to the bicycle lobbies, the great city pleasure is walking — and the great luxury of our time is also walking, since it frees us from the tyranny of machines, at least if we’re not listening to an iPod or yakking into a cell phone as we stroll. Walking to or from work? Priceless! Walking to or from Epic Roasthouse? Also priceless, with appetite kindled on the inbound leg and calories usefully spent on the other.

President, Democrat

BARACK OBAMA


This is now essentially a two-person race for the Democratic nomination, and no matter how it comes down, it’s a historic moment: neither of the front-runners for the White House (and by any standard, the Democratic nominee starts off as the front-runner) is a white man. And frankly, the nation could do a lot worse than either President Hillary Clinton or President Barack Obama.

But on the issues, and because he’s a force for a new generation of political activism, our choice is Obama.

Obama’s life story is inspirational, and his speeches are the stuff of political legend. He can rouse a crowd and generate excitement like no presidential candidate has in many, many years. He has, almost single-handedly, caused thousands of young people to get involved for the first time in a major political campaign.

The cost of his soaring rhetoric is a disappointing lack of specific plans. It can be hard at times to tell exactly what Obama stands for, exactly how he plans to carry out his ambitious goals. His stump speeches are riddled with words like change and exhortations to a new approach to politics, but he doesn’t talk much, for example, about how to address the gap between the rich and the poor, or how to tackle urban crime and poverty, or whether Israel should stop building settlements in the occupied territories.

In fact, our biggest problem with Obama is that he talks as if all the nation needs to do is come together in some sort of grand coalition of Democrats and Republicans, of "blue states and red states." But some of us have no interest in making common cause with the religious right or Dick Cheney or Halliburton or Don Fisher. There are forces and interests in the United States that need to be opposed, defeated, consigned to the dustbin of history, and for all of Obama’s talk of unity, we worry that he lacks the interest in or ability to take on a tough, bloody fight against an entrenched political foe.

Still, when you look at his positions, he’s on the right track. He wants to raise the cap on earnings subject to Social Security payments (right now high earners don’t pay Social Security taxes on income over $97,000 a year). He wants to cut taxes for working-class families and pay for it by letting the George W. Bush tax cuts on the rich expire (that’s not enough, but it’s a start). He wants to double fuel-economy standards. His health care plan isn’t perfect, but it’s about the same as all the Democrats offer.

And he’s always been against the war.

It’s hard to overstate the importance of that. Obama spoke out against the invasion when even most Democrats were afraid to, so he has some credibility when he says he’s going to withdraw all troops within 16 months and establish no permanent US bases in Iraq.

Hillary Clinton has far more extensive experience than Obama (and people who say her years in the White House don’t count have no concept of the role she played in Bill Clinton’s administration). We are convinced that deep down she has liberal instincts. But that’s what’s so infuriating: since the day she won election to the US Senate, Clinton has been trianguutf8g, shaping her positions, especially on foreign policy, in an effort to put her close to the political center. At a time when she could have shown real courage — during the early votes on funding and authorizing the invasion of Iraq — she took the easy way out, siding with President Bush and refusing to be counted with the antiwar movement. She has refused to distance herself from such terrible Bill Clinton–era policies as welfare reform, the North American Free Trade Agreement, and don’t ask, don’t tell. We just can’t see her as the progressive choice.

We like John Edwards. We like his populist approach, his recognition that there are powerful interests running this country that won’t give up power without a fight, and his talk about poverty. In some ways (certainly in terms of campaign rhetoric) he’s the most progressive of the major candidates. It is, of course, a bit of a political act — he was, at best, a moderate Southern Democrat when he served in the Senate. But at least he’s raising issues nobody else is talking about, and we give him immense credit for that. And we’ve always liked Dennis Kucinich, who is the only person taking the right positions on almost all of the key issues.

But Edwards has slid pretty far out of the running at this point, and Kucinich is an afterthought. The choice Californians face is between Hillary Clinton and Barack Obama. And Obama, for all of his flaws, has fired up a real grassroots movement, has energized the electorate, and is offering the hope of a politics that looks forward, not back. On Feb. 5, vote for Barack Obama.

President, Republican

RON PAUL


We have a lot of disagreements with Ron Paul and his libertarian worldview. He opposes the taxes that we need to make civil society function and the government regulations that are essential to protecting the most powerless members of society. From its roots in the Magna Carta and Adam Smith’s economic theories to the Bill of Rights, it’s clear the United States was founded on a social compact that libertarians too often seem to deny. And Paul compounds these ills in the one area in which he departs from the libertarians: he doesn’t support federal abortion rights. He’s been associated with some statements that are racially insensitive (to say the least). He clearly shouldn’t be president.

But he won’t — Paul isn’t going to win the nomination. So it’s worthwhile endorsing him as a protest vote for two reasons. His presence on the ballot serves to show up some of the hypocrisies of the rest of the GOP field — and he is absolutely correct and insightful on one of the most important issues of the day: the war.

Paul is alone among the Republican candidates for president in sounding the alarm that our country is pursuing a dangerous, shortsighted, hypocritical, expensive, and ultimately doomed strategy of trying to dominate the world militarily. He opposed the invasion of Iraq and thinks the US should pull out immediately. It’s immensely valuable to have someone like that in the GOP debates, speaking to the conservative half of our country about why this policy violates the principles they claim to hold dear.

Paul is absolutely correct that if we stopped trying to police the world, ended the war on drugs, and quit negotiating trade deals that favor multinational corporations over American families and workers, we would be a far more free and prosperous nation.

President, Green

CYNTHIA MCKINNEY


We endorsed Ralph Nader for president in 2000, in large part as a protest vote against the neoconservative politics of the Bill Clinton administration (the North American Free Trade Agreement, the General Agreement on Tariffs and Trade, welfare "reform," etc.). And Nader’s Green Party campaign had a place (particularly in a state the Democrats were going to win anyway). We’ve never been among those who blame Nader for Al Gore’s loss — Gore earned plenty of blame himself. But four years later we, like a lot of Nader’s allies and supporters, urged him not to run — and he ignored those pleas. Now he may be seeking the Green Party nomination again. Nader hasn’t formally announced yet, but he’s talking about it — which means he still shows no interest in being accountable to anyone. It’s too bad he has to end his political life this way.

Fortunately, there are several other credible Green Party candidates. The best is Cynthia McKinney, the former Georgia congressional representative, who has switched from the Democratic to the Green Party and is seeking a spot on the top of the ticket. McKinney has her drawbacks, but we’ll endorse her.

The real question here is not who would make a better president (that’s not in the cards, of course) but who would do more to build the Green Party and promote the best course for a promising third party that still hasn’t developed much traction as a national force. We’ve been clear for years that the Greens should be working from the grass roots up: the party’s first priority should be electing school board members, community college board members, members of boards of supervisors and city councils. Over time, leaders like Mark Sanchez, Jane Kim, Matt Gonzalez, and Ross Mirkarimi can start competing for mayor’s offices and posts in the State Legislature and Congress. Running a presidential candidate only makes sense as part of a party-building operation. (That’s what Nader did in 2000, and for all the obvious reasons he’s incapable of doing it today.)

But the Greens insist on running candidates for president, so we might as well pick the best one.

McKinney has a lot to offer the Greens. She’s an experienced legislator who has won several tough elections and taken on a lot of tough issues. As an African American woman from the South, she can also broaden the party’s base. She was a solid progressive in Congress, where she was willing to speak out on issues that many of her colleagues ducked (she was, for example, one of the few members to push for an impeachment resolution).

McKinney has her downside — in recent years she’s been flirting with the loony side of the left, getting a bit close to some Sept. 11 conspiracy theories that hurt her credibility (although she’s also made some very good points about the attacks and the lack of a serious investigation into what happened). And some of her supporters have made alarmingly anti-Semitic statements (from which, to her credit, she has attempted to distance herself). But she has to come out now, strongly, to denounce those sorts of comments and show that she can build a real coalition.

With those (serious) reservations, we’ll give her the nod.

Proposition 91 (use of gas tax)

NO


Prop. 91 is essentially an effort to ensure that revenue from the state’s gas tax goes only to roads and highways. It’s a moot point anyway: Proposition 1A, which passed last year, did the same thing, and now even proponents of 91 are urging a No vote.

But we’re going to take this opportunity to reiterate our opposition to Prop. 1A, Prop. 91, and any other ridiculous effort to restrict the use of gasoline tax revenues.

It should be clear to everyone at this point that the widespread overuse of automobiles is having far bigger impacts on California than just wear and tear on the roads. Cars are the biggest single cause of global warming, and they kill and injure more Californians than guns do, causing enormous costs that are borne by all of us. Driving a car is expensive for society, and drivers ought to be paying some of those costs. That should mean extra gas taxes and a reinstatement of the vehicle license fee to previous levels (and extra surcharges for those who drive Hummers and other especially wasteful, dangerous vehicles). That money ought to go to the state General Fund so California doesn’t have to close state parks and slash spending on schools and social services, as Gov. Arnold Schwarzenegger is proposing.

Proposition 92 (community college funding)

YES


Prop. 92 is another example of how desperate California educators are and how utterly dysfunctional the state’s budget process has become.

The measure is complicated, but it amounts to a plan to guarantee community colleges more money — a total of about $300 million a year — and includes provisions to cut the cost of attending the two-year schools. Those are good things: community colleges serve a huge number of students — about 10 times as many as the University of California system — many of whom come from lower-income families who can’t afford even a small fee increase. And, of course, as the state budget has gotten tighter, community college fees have gone up in the past few years — and as a result, attendance has dropped.

Part of the way Prop. 92 cuts fees is by divorcing community college funding from K–12 funding — and that’s created some controversy among teachers. Current state law requires a set percentage of California spending (about 40 percent) to go to K–12 and community college education, but there’s no provision to give more money to the community colleges when enrollment at those institutions grows faster than K–12 enrollment.

Some teachers fear that Prop. 92 could lead to decreased funds for K–12, and that’s a real concern. In essence, this measure would add $300 million to the state budget, and it includes no specific funding source. This worries us. In theory, the legislature and the governor ought to agree that education funding matters and find the money by raising taxes; in practice, this could set up more competition for money between different (and entirely worthy) branches of the state’s public education system — not to mention other critical social services.

But many of the same concerns were voiced when Prop. 98 was on the ballot, and that measure probably saved public education in California. The progressives on the San Francisco Board of Education all support Prop. 92, and so do we. Vote yes.

Proposition 93 (term limits)

YES


This is pathetic, really. The term-limits law that voters passed in 1990 has been bad news, shifting more power to the governor and ensuring that the State Assembly and the State Senate will be filled with people who lack the experience and institutional history to fight the Sacramento lobbyists (who, of course, have no term limits). But the legislature isn’t a terribly popular institution, and the polls all show that it would be almost impossible to simply repeal term limits. So the legislature — led by State Assembly speaker Fabian Núñez, who really, really wants to keep his job — has proposed a modification instead.

Under the current law, a politician can serve six years — three terms — in the assembly and eight years — two terms — in the senate. Since most senators are former assembly members, that’s a total of 14 years any one person can serve in the legislature.

Prop. 93 would cut that to 12 years — but allow members to serve them in either house. So Núñez, who will be termed out this year, could serve six more years in the assembly (but would then be barred from running for the senate). Senators who never served in the assembly could stick around for three terms.

That’s fine. It’s a bit better than what we have now — it might bring more long-term focus to the legislature and eliminate some of the musical-chairs mess that’s brought us the Mark Leno versus Carole Migden bloodbath.

But it’s sad that the California State Legislature, once a model for the nation, has been so stymied by corruption that the voters don’t trust it and the best we can hope for is a modest improvement in a bad law. Vote yes.

Propositions 94, 95, 96, and 97 (Indian gambling compacts)

NO


We supported the original law that allowed Indian tribes to set up casinos, and we have no regrets: that was an issue of tribal sovereignty, and after all the United States has done to the tribes, it seemed unconscionable to deny one of the most impoverished populations in the state the right to make some money. Besides, we’re not opposed in principle to gambling.

But this is a shady deal, and voters should reject it.

Props. 94–97 would allow four tribes — all of which have become very, very wealthy through gambling — to dramatically expand the size of their casinos. The Pechanga, Morongo, Sycuan, and Agua Caliente tribes operate lucrative casinos in Southern California, spend a small fortune on lobbying, and convinced Gov. Arnold Schwarzenegger to give them permission to create some of the largest casinos in the nation. Opponents of this agreement have forced the issue onto the ballot.

The tribes say the deals will bring big money into the state coffers, and it’s true that more gambling equals more state revenue. But the effective tax rate on the slot machines (and this is all about slot machines, the cash engines of casinos) would be as little as 15 percent — chump change for a gambling operation. And none of the other tribes in the state, some of which are still desperate for money, would share in the bounty.

The big four tribes refuse to allow their workers to unionize. While we respect tribal sovereignty, the state still has the right to limit the size of casinos, and if the tribes want the right to make a lot more money, they ought to be willing to let their workers, not all of them Indians, share in some of the rewards. We’re talking billions of dollars a year in revenue here; paying a decent salary is hardly beyond the financial ability of these massive operations.

The governor cut this deal too fast and gave away too much. If the tribes want to expand their casinos, we’re open to allowing it — but the state, the workers, and the other tribes deserve a bigger share of the revenue. Vote no on 94-97.

Proposition A (neighborhood parks bond)

YES


This $185 million bond has the support of a broad coalition of local politicians and activists, Mayor Gavin Newsom, and every member of the Board of Supervisors. It would put a dent in the city’s serious backlog of deferred maintenance in the park system.

The measure would allocate $117.4 million for repairs and renovations of 12 neighborhood parks, selected according to their seismic and safety needs as well as their usage levels. It would also earmark $11.4 million to replace and repair freestanding restrooms, which, the Recreation and Park Department assures us, will be kept open seven days a week.

The bond also contains $33.5 million for projects on Port of San Francisco land, including a continuous walkway from Herons Head Park to Pier 43 and new open spaces at regular intervals along the eastern waterfront. While some argue that the Port should take care of its own property, it’s pretty broke — and there’s a growing recognition that the city’s waterfront is a treasure, that open space should be a key component of its future, and that it doesn’t really matter which city agency pays for it. In fact, this bond act would provide money to reclaim closed sections of the waterfront and create a Blue Greenway trail along seven miles of bay front.

One of the more questionable elements in this bond is the $8 million earmarked for construction and reconstruction of city playfields — which includes a partnership with a private foundation that wants to install artificial turf. There’s no question that the current fields are in bad repair and that users of artificial turf appreciate its all-weather durability. But some people worry about the environmental impact of the stuff, which is made from recycled tires, while others wonder if this bond will end up giving control of 7 percent of our parkland to the sons of Gap founder Don Fisher (their City Fields Foundation is the entity contributing matching funds for city-led turf conversions). Although the Rec and Park Department has identified 24 sites for such conversions, none can take place without the Board of Supervisors’ approval — and the supervisors and the Rec and Park Commission needs to make it clear that if neighbors don’t want the artificial turf, it won’t be forced on them.

Prop. A also earmarks $5 million for trail restoration and $5 million for an Opportunity Fund, from which all neighborhoods can leverage money for benches and toilets through in-kind contributions, sweat equity, and noncity funds.

And it includes $4 million for park forestry and $185,000 for audits.

With a 2007 independent analysis identifying $1.7 billion in maintenance requirements, this is little more than a start, and park advocates need to be looking for other, ongoing revenue sources. But we’ll happily endorse Prop. A.

Proposition B (deferred retirement for police officers)

YES


We’ve always taken the position that relying exclusively on police officers to improve public safety is as useless as simply throwing criminals behind bars — it’s only part of the solution and will never work as an answer all on its own.

But we’re also aware that the city is suffering a dramatic shortage of police officers; hundreds are expected to retire within a few short years, and those figures aren’t being met by an equal number of enrollees at the academy.

So we’re supporting Prop. B, even if it’s yet another mere stopgap measure the police union has dragged before voters, and even though the San Francisco Police Officers Association is often hostile to attempted law enforcement reforms and is never around when progressives need support for new revenue measures.

Prop. B would allow police officers who are at least 50 years of age and who have served for at least 25 years to continue working for three additional years with their regular pay and benefits while the pension checks they’d have otherwise received collect in a special account with an assured annual 4 percent interest rate.

The POA promises Prop. B will be cost neutral to taxpayers, and the city controller will review the program in three years to ensure that remains the case. Also at the end of three years, the Board of Supervisors, with a simple majority vote, could choose to end or extend it.

POA president Gary Delagnes added during an endorsement interview that department staffers in San Francisco who reach retirement age simply continue working in other police jurisdictions. If that’s the case, we might as well keep them here.

No other city employees are eligible for such a scheme, which strikes us as unfair. And frankly, one of the main reasons the city can’t hire police officers is the high cost of living in San Francisco — so if the POA is worried about recruitment, the group needs to support Sup. Chris Daly’s affordable-housing measure in November.

But we’ll endorse Prop. B.

Proposition C (Alcatraz Conversion Project)

NO


We understand why some people question why a decaying old prison continues to be a centerpiece of Bay Area tourism. A monument to a system that imprisoned people in cold, inhumane conditions doesn’t exactly mesh with San Francisco values.

But the Alcatraz Conversion Project, which proposes placing a half–golf ball–like Global Peace Center atop the Rock, is a wacky idea that looks and sounds like a yuppie tourist retreat and does little to address the island’s tortured past. People don’t have to support everything with peace in the title.

The proposal includes a white domed conference center for nonviolent conflict resolution, a statue of St. Francis, a labyrinth, a medicine wheel, and an array of what proponents call "architecturally advanced domed Artainment multimedia centers."

We agree with the ideal of dedicating the island to the Native Americans who fished and collected birds’ eggs from this once guano-covered rock for thousands of years and whose descendants carried out a bold occupation at the end of the 1960s. But this proposal seems based on wishful thinking, not fiscal or environmental realities.

The plan is backed by the Global Peace Foundation, which is a branch of the San Francisco Medical Research Foundation, a Mill Valley nonprofit founded by Marin resident and Light Party founder Da Vid. It’s just goofy. Vote no.

Money for parks

GREEN CITY A broad coalition of politicians and activists is supporting Proposition A, the $185 million parks bond on the February ballot, with the rare unanimous support of the Board of Supervisors and Mayor Gavin Newsom.

But just how big an impact can this bond, which requires 66 percent voter approval, make? The city has spent the $110 million bond that voters approved in 2000 to repair parks and recreation centers, and an independent 2007 analysis identified $1.7 billion in backlogged park needs.

"This is one of an ongoing series of measures that we need to do every five or so years," board president Aaron Peskin told the Guardian.

The bond allocates $117.4 million for repairs and renovations of 12 neighborhood parks that were selected, Recreation and Park Department director Yomi Agunbiade told us, according to seismic and physical safety needs and usage levels.

The bond also earmarks $11.4 million to replace and repair freestanding restrooms. Noting that his department added 35 custodians in the last budget cycle, Agunbiade said, "So when we fix a bathroom, we’ll have staff to keep it open from 6 a.m. to 11 p.m. seven days a week."

Some aren’t keen on the bond’s inclusion of $33.5 million for Port of San Francisco land projects, including the Blue Greenway, a continuous walkway from Heron’s Head Park to Pier 43. San Francisco Community College trustee and Sierra Club member John Rizzo supports the measure but raised concerns about projects on Port land, particularly improvements at Fisherman’s Wharf.

But Peskin sees the Port lands inclusion as overdue: "For the first time there’s the recognition that the Port should not be treated as a stand-alone enterprise that has to do everything itself." As for the improvements around Pier 43, which is in his district, Peskin said, "Fisherman’s Wharf, like Union Square, is one of those geese that lay the golden egg" in terms of revenue from tourism.

The bond also earmarks $8 million for improvements to playing fields. Agunbiade said many fields are in terrible shape and in desperate need of work, "but this bond only affects about 7 percent of the city’s park land."

Some Potrero Hill neighbors are sounding environmental alarms about plans to install artificial turf at their local recreation center, but Agunbiade said there are also environmental benefits to turf, including decreased water and pesticide use.

Arthur Feinstein of the Sierra Club and San Francisco Tomorrow told us he strongly supports Prop. A, largely because it earmarks $5 million for trail restoration.

"The evidence is not in on the ill effects of artificial turf," Feinstein said, "but its ability to be in constant use frees up land for other uses, such as trail reconstruction, which makes a huge difference not just for native species and plants but people too, who need nature, especially in densely urban areas."

Isabel Wade, executive director of the Neighborhood Parks Council, says her nonprofit supports Prop. A, and she cited its inclusion of $5 million for an Opportunity Fund from which all neighborhoods can apply for matching funds for small park projects.

"A lot of little parks are not on the list because the capital costs of seismic repairs are so great, so how do you even get a bench or a toilet? Why not leverage money?" Wade said, observing that in-kind contributions, sweat equity, and noncity funds can be matched by the Opportunity Fund.

The bond includes $4 million for park forestry, along with $185,000 to do bond audits. This last item didn’t quell the objections of the San Francisco Taxpayers Union, a small group of conservative real estate interests that filed the sole opposition argument to Prop. A, courtesy of Barbara Meskunas, former legislative aide of suspended supervisor Ed Jew.

"Prop. A is a jobs program disguised as a parks bond," Meskunas wrote, also arguing the 2000 park bond money wasn’t properly spent. "The Parks Dept. needs new management, not new tax money."

But Peskin said this opposition from conservatives is unsurprising: "The Taxpayers Union opposes every tax and bond. They have never wanted to pay their fair share."

Housing reform, now

OPINION The Board of Supervisors is poised to vote on a crucial charter amendment to set aside more than $30 million per year for new housing. Since the mayor is talking about a huge budget crisis and a lot of people may complain that more funding for affordable housing will make the flow of red ink worse, it’s important to understand what this issue is all about.

While many of us are aware of the exodus of working-class people, most San Franciscans are unaware that the city is in the final stages of the largest rezoning effort of the past 50 years. The Eastern Neighborhoods plans will set new land-use rules for the Mission District, eastern SoMa, Potrero, the Central Waterfront, and parts of Bayview.

Those areas are going to be opened up to vast new developments, including as many as 20,000 new housing units and tens of thousands of square feet of new commercial development. I can think of no greater opportunity — nor any greater potential disaster — than the Eastern Neighborhoods rezoning effort.

Opening up the Eastern Neighborhoods for new housing without a commitment from the city to provide more resources for affordable units will guarantee that the new neighborhoods will exclude working-class residents and exacerbate the affordable-housing crisis in San Francisco for years to come.

In the Mission and many other districts, despite the cry for more affordable housing, the city has not prioritized housing for working-class San Franciscans. We hear a lot of talk from city hall, but in reality most of the new housing that gets built is far too expensive for most residents. This is a huge crisis — and the charter amendment will finally give affordable housing its rightful attention from the city.

We can’t accept a plan that relies only on the market to produce and fund some affordable housing. We’ve seen what that means: for more than seven years, while the community has waited for the Eastern Neighborhoods plans to be completed, housing for the wealthy has been built and housing for everyone else has been an afterthought. The Board of Supervisors has set an ambitious goal — 60 percent of all new housing should be below market rate — but the Planning Department and the Mayor’s Office of Housing have failed to produce a comprehensive strategy to meet that target.

So despite the budget crisis, the timing of the Affordable Housing Charter Amendment could not be any better. A measure that designates a significant amount of money every year for housing for working-class San Franciscans can finally bring accountability and a commitment from the city to build and retain affordable housing and plan for inclusive new neighborhoods.

We can’t sit idly by while the disparities widen between rich and poor, whites and people of color — or we will wake up 15 years from now and see the result, the continued exodus of working-class families and other lower-income communities. San Francisco is the only city I know of whose Latino population is stagnant and whose African American population is declining. The time to act is now. The Board of Supervisors should approve the Affordable Housing Charter Amendment, making it one of the key issues in 2008 for San Franciscan progressives.

Where’s Michela?

Michela Alioto-Pier, carpetbagger.

That’s what her Democratic primary challenger called her in 1996, when Alioto-Pier ran for the House of Representatives from the 1st congressional district, which hugs the California coastline from the town of Napa to the Oregon border.

Alioto-Pier, a San Francisco native, had spent the previous two and a half years at the White House advising Al Gore on telecommunications issues. After returning to the West Coast, the ambitious 26-year-old packed up her belongings and moved to St. Helena in Napa County, buying a home there in November 1995 and registering to vote the following month.

Her opponent, Monica Marvin, promptly attacked with a commercial showing a moving van heading across the Golden Gate Bridge alongside a photo of Alioto-Pier and a voice-over condemning outside candidates.

"I think the perception was that someone who’d lived most of her life in the district had a more comprehensive grasp of the issues and the culture reflected by those constituents," Marvin told the Guardian recently.

Alioto-Pier nonetheless won the primary, but she narrowly lost the general election to a Republican incumbent named Frank Riggs. He too assailed her for moving to the district just before the race.

More than a decade later, District 2 supervisor Alioto-Pier hasn’t managed to escape accusations that she’s detached from her constituents, nor has she succeeded in clearly reestablishing residency here since beginning a new political career at San Francisco’s City Hall.

THE SECOND-HOME STORY


Alioto-Pier is registered to vote at a Vallejo Street condo that she bought in 2005 for $1.9 million, and she told us that she, husband Thomas Paul Pier, and their three children make it their primary residence.

"Depending on the time of year, we spend some weekends at our St. Helena house, which is on the same street as Congresswoman [Nancy] Pelosi’s St. Helena house," she said in a written response to our questions.

An Alioto-Pier office assistant, Gene Eplett, left a voice message with the Guardian insisting that second homes are commonplace. "You probably have one as well," Eplett said.

Not exactly. Particularly not one with a taxable value of $774,793.

And in some legal documents, Alioto-Pier lists the Napa County house as her residence.

In August the supervisor formed a limited liability company for the purpose of "wine production" with Pier, called Alioto-Pier Vineyards, according to state business registration records. Both listed their home address as the three-bedroom, two-bath St. Helena home on Zinfandel Lane. Alioto-Pier paid $590,000 for the place, which sits on 2.6 acres of world-famous Napa County soil.

Within days of Mayor Gavin Newsom’s appointing her to the Board of Supervisors in January 2004, she signed a deed of trust for a $100,000 equity line of credit, again listing the Zinfandel Lane property as her home address, according to Napa County records.

In early May 2003, not long before she joined the board, former mayor Willie Brown tapped her to sit on the powerful San Francisco Port Commission. That same week she reregistered another wine-making business in Napa County she’d founded years before called Alioto Cellars, a.k.a. Alioto Winery. In the area of the original form asking for a residence, she began to list the St. Helena property but thought better of it, crossing it out and replacing it with a San Francisco address on Jackson Street that she appears to have used for at least two years, according to Napa County records.

In response to questions regarding the business registration records for Alioto-Pier Vineyards, the supervisor said neither she nor her husband signed the form and that it was filled out by their attorney.

"Alioto-Pier Vineyards LLC is a small wine producing business (approximately 250 cases per year) whose business address is more suitable to where our vineyard (approximately one acre) is located — at our St. Helena property," she wrote.

The form asks for the addresses of the company’s managers separate from the location of the principal executive office. For both Alioto-Pier and her husband, Zinfandel Lane is given as the home address.

DISTRICT ISSUES


As a supervisor, Alioto-Pier has exhibited savvy on emergency preparedness, mothers in the workplace, energy use, and the threatened demise of St. Luke’s Hospital in the Mission, which treats primarily low-income patients.

Mick Suverkrubbe, president of the Marina Merchants Association, said the supervisor always has a presence at the group’s meetings.

"If she doesn’t show up, one of her aides shows up," Suverkrubbe said. "She’s always been real responsive when we’ve had questions."

But some critics say Alioto-Pier appears all too willing to take direction from the Mayor’s Office, well-financed business interests, and Democratic party functionaries rather than independently arriving at positions.

"She’s like the windup doll," said one City Hall insider who asked not to be named. "It’s fair to say every time I see Sean Elsbernd [her board ally] make a decision, I know that it’s coming from a policy perspective, not someone yanking his chain. It’s the exception, not the rule, that she comes up with her own policy perspective."

"She has three more years, and hopefully they’ll be better," Bill Barnes, an aide to Assemblymember Fiona Ma who formerly worked for Sup. Chris Daly, said of Alioto-Pier’s current board term. "The point of district elections is that supervisors respond to their neighborhood. The values and concerns in District 2 are going to be more moderate and conservative than some other areas, but you still have to provide that basic level of service."

ATTENDANCE PROBLEMS


Alioto-Pier’s attendance record has also caused her trouble and made her an easy target for political adversaries.

"I see her here on Tuesday afternoons," when the board meets, one City Hall staffer said. "She probably spends a full day here when she has a committee hearing with an item. Beyond that, her office is routinely shut on Fridays."

Alioto-Pier missed 17 of 160 board and committee meetings in 2004 and 2005 — that’s only about 10 percent. But throughout her tenure as a supervisor, she’s attended barely half of the meetings of the San Francisco County Transportation Authority, where each of the supervisors automatically serves as a director, according to an analysis of the $100 payments the members receive for attending meetings.

"I missed Transportation Authority meetings related to the birth of my third child and the complications of that pregnancy," Alioto-Pier told us.

Alioto-Pier noted, as did others at City Hall, that she had health problems in 2006. She was pregnant with her third child, and there were complications. Further, she said, supervisors don’t get time off for maternity.

"All city employees with the exception of members of the Board of Supervisors are allowed to take a four-month maternity leave. I was the first member of the board in the history of San Francisco to give birth while in office. As such, there were no guidelines in place, and I had to place the health and safety of my newborn first," she said.

But for many months in 2004 and 2005, before that pregnancy, she missed all or almost all of the Transportation Authority meetings.

She also missed 16 of 20 scheduled meetings, including three public hearings, during the short time in 2004 that she spent as a director for the Golden Gate Bridge Highway and Transportation District.

Alioto-Pier left the district before her term was set to expire after serving only six months, complaining that she didn’t have enough time for the position. In her resignation letter, she acknowledged that the bridge was adjacent to her district and "given my ongoing commitment to improving waterfront security in San Francisco, I hope in the future I will once again be able to work with you and serve as a director." She never has, but four other supervisors have served on the district’s board for years.

And she’s apparently not too busy to be running a winery in St. Helena. It’s a modest operation, but it has to take some of her time.

WHERE DOES SHE VOTE?


Alioto-Pier’s voter registration history is confusing.

She doesn’t appear to have voted at all in the November 1999 election — at least not in Napa or San Francisco counties — but, curiously, she did vote in that year’s December runoff, when Willie Brown won a second term over Sup. Tom Ammiano.

She cast a ballot as an absentee in Napa County one year later, even though she was registered at that time to vote in San Francisco under the name Michela Angelina Alioto-Pier, public records show. She voted here in November 1998 with the last name Alioto-Pier, but she didn’t marry her lawyer husband until May 2000, county records show.

In 2002 she voted in San Francisco during the primary and general elections under the name Michela Angelina Driscol Alioto, yet she was still registered concurrently under the name Michela Angelina Alioto-Pier.

Alioto-Pier said that she and her husband returned to St. Helena in July 2000 but moved back here in early 2001, reregistering in both places. She added that San Francisco and Napa counties were at that time slow to remove "deadwood" registrations from their rolls.

"Clearly, once one reregisters, the county has the obligation to cancel all previous registrations for that person," she said. Alioto-Pier insisted that she voted in San Francisco’s November 1999 election, but an office attendant at the Department of Elections asserted that the system "says she was eligible but she did not vote."

Her 1996 Republican opponent, Riggs, also castigated her for failing to vote in 1994 and 1995. Alioto-Pier’s explanation, according to press accounts? Her permanent residency wasn’t clear.

"As best as I can recall from the events of a decade ago, I responded to Republican Frank Riggs by saying there was a mix-up with my absentee ballots," Alioto-Pier told us.

She’s listed a string of San Francisco addresses in public records over the past two decades in addition to her St. Helena dwelling. But in 2005 she finally bought the condo on Vallejo Street in San Francisco. She didn’t file for a homeowner’s exemption on the condo in 2006, but neither has she taken advantage of the tax break on her Zinfandel Lane home during any year since 1997, according to property records.

Alioto-Pier said she was unaware of qualifying for the homeowner’s tax exemption. "However, we declare as a deduction the mortgage interest from our Vallejo Street home on our federal tax returns," she said. Taxpayers are permitted to benefit from the deduction on a second residence.

Whispers at City Hall surrounding the time Alioto-Pier spends in St. Helena and away from her District 2 constituents have dogged her increasingly since she replaced Newsom.

But she’s never faced the punishing regimen of banner headlines endured by District 4’s onetime supervisor Ed Jew. He’s also been suspended by the mayor and faces civil charges that he lied to voters about living permanently in the district he was elected to represent.

Alioto-Pier offered a few telling words in a recent robocall to San Francisco voters opposing mandated appearances by the mayor before the Board of Supervisors: "We need to get our house in order before we invite any guests."

Bop City. The Blackhawk. The Jazz Workshop. The Both/And. Keystone Korner. Kimball’s.

San Francisco’s world-renowned jazz club heritage has always been a part of the city’s matchless cultural identity. But the je ne sais quoi’s been missing for decades, because there hasn’t been a jazz club regularly booking national and international touring musicians into the city for more than 20 years.

That all changes this month with the Nov. 28 opening of Yoshi’s San Francisco. There’s been a Yoshi’s in Jack London Square for 10 years, the descendant of a North Berkeley sushi bar that morphed into a restaurant and music venue on Claremont Avenue in Oakland. Down by the waterfront, Yoshi’s became synonymous with jazz and was revered as both an artist- and an audience-friendly venue.

The brand-new club and restaurant at 1330 Fillmore holds down the ground floor of the freshly minted Fillmore Heritage Center, a 13-story mixed-use development that hopes to jump-start a renaissance in the scuffling Western Addition historic area. "Truthfully, I really don’t know why there hasn’t been another jazz club in San Francisco," says Yoshi’s artistic director, Peter Williams, the man charged with making sure the music part of the business stays in business. He’s been booking the artists at Yoshi’s for the past eight years. "Jazz is very risky," he continues, "and maybe people were feeling like they didn’t want to take the chance. These owners felt there was an opportunity."

The owners are Kaz Kajimura, one of Yoshi’s founders, and developer Michael Johnson. Their opportunity is costing $10 million, with the San Francisco Redevelopment Agency kicking in a $4.4 million loan as part of the total $75 million redevelopment project helmed by Em Johnson Interest, Johnson’s company.

Their idea of a new jazz club in the Fillmore District took shape four years ago, after a series of false starts with other developers and other discussed flagship venues, such as the Blue Note. Johnson sent out requests for proposals to jazz clubs around the country; Kajimura received one, and when he met with Johnson, the two hit it off. "Michael could see Kaz’s vision, and vice versa. That made it happen," Williams says. The building, designed by Morimoto, Matano, and Kang Architects, has a performance venue of 417 seats, 317 on the ground level and 100 more on a mezzanine. The restaurant, serving a modern Japanese cuisine created by executive chef Shotaro "Sho" Kamio, seats 370 in its combined dining and lounge areas. Success on the food side is a likely slam dunk — it’s in jazz presenting, much like three-point shooting, that percentages decline.

Williams is counting on Yoshi’s reputation among jazz professionals — musicians, managers, and agents — as a starting point. "We’ve put a lot of care into presenting the music in as respectful a setting as possible," he says. "I think that’s paid off for us."

CLUB DECLINE?


But jazz club culture has receded in the past 20 years, with the music finding support from institutions like SFJAZZ, which stepped into the developing void in the city 25 years ago. SFJAZZ executive director Randall Kline has always looked to organizational models like the San Francisco Symphony in terms of sustaining and growing the jazz art form. "What has happened is jazz has moved more into the concert hall and into more of a special-events format than a club format," Kline says. "There hasn’t been a great growth of jazz clubs in the country. But there’s a proliferation of festivals."

There are jazz clubs — Jazz at Pearl’s, under the strong stewardship of Kim Nalley and Steve Sheraton, is certainly a necessary element of North Beach, and farther north on Fillmore is Rasselas — but Kline believes there just aren’t as many live music clubs as there once were.

Still, despite the fierce competition for eyes, ears, and dollars, the fact remains that musicians need to play. Performance has always been one of the most effective ways for jazz artists to sustain themselves and build their audience. Not only is there no substitute for hearing the music live, but venue sales have also become a larger part of the overall sales picture, observes Cem Kurosman, director of publicity for Blue Note Records.

"Now, with fewer and fewer TV, radio, and mainstream press outlets covering new jazz artists, touring has become more important than ever," Kurosman says, "although there are fewer jazz clubs on the national circuit than ever before."

The Bay Area is one of the top four jazz markets in the country, and it behooves artists to gain exposure here. That wasn’t really a problem while the region was consistently supporting the music, when the music was here in the clubs and jazz seemed to swing up from the streets.

But times have changed, and no one recognizes that better than Todd Barkan, who ran Keystone Korner in North Beach. When Keystone closed in 1983, it was one of the last San Francisco clubs to regularly book national and international touring jazz groups. Barkan is now the artistic director of Dizzy’s Club Coca-Cola, the jazz club operated by Jazz at Lincoln Center in New York, and he’s also a highly regarded producer who works with numerous domestic and European jazz labels.

"The reason there hasn’t been anything in San Francisco proper for some 20 years is that it’s a new era," Barkan says. "San Francisco is not the bohemian place that it was when I started the Keystone in the early ’70s, which itself was a holdover from the psychedelic era."

While Barkan’s place could not rightly be called a dive, it was a funky little crowded club. From the stage to the bar, the setup at Keystone was significantly removed from the state-of-the-art amenities at Yoshi’s. In some ways, Yoshi’s splits the difference between the club and the concert experience, the hope being that the artists and the audience get the best of both worlds.

Barkan says the primary jazz audience now has different expectations than it used to. "It took a number of years to get the business set up to have the right kind of a club that could really be competitive and cater to a much more upscale audience, which is where the real jazz audience is now overall," he says. "For better or worse that’s where it’s at."

That audience is also spread throughout the Bay Area, which is important for a San Francisco–situated club to keep in mind. "San Francisco’s a little town," Barkan says. "With all due respect, ‘the city’ is only about 800,000. The Bay Area is 4.5 to 5 million people, but it’s very spread out." His North Beach club got a tremendous benefit from the freeway off-ramp at Broadway, which made getting into that part of the city from the Bay Bridge simpler.

But Yoshi’s San Francisco won’t survive on jazz alone, as Barkan and Williams acknowledge. "To do the kind of numbers and volume Yoshi’s needs, you have to have a diversified musical program," Barkan says.

Williams spins the challenge of putting butts in the seats as an opportunity to be creative. "I’ll have to branch out a little bit in what we do," he agrees. "I don’t think we’ll be able to do just jazz all the time." At Yoshi’s Oakland, Williams has added salsa dance nights on Mondays, and he consistently books fusion and smooth jazz performers like Keiko Matsui and neosoul acts like Rashaan Patterson.

The San Francisco spot will likely see a similar mix, though the inaugural performers are a mainstream ensemble called the Yoshi’s Birds of a Feather Super Band, which includes vibraphonist Gary Burton, saxophonists Ravi Coltrane and Kenny Garrett, trumpeter Nicholas Payton, and bassist John Patitucci. Veteran drummer Roy Haynes leads the band, which Williams created specially for the club’s opening.

Taj Mahal and the Phantom Blues Band follow, and later in December, Chick Corea, Charlie Hunter, and Rebeca Mauleón will perform. Next year will see guitarist Pat Metheny, pianist Gonzalo Rubalcaba, vocalist Cassandra Wilson, and guitarist Bill Frisell in multinight runs at the club. Williams will try various things, particularly in the early months. "December is mostly artists coming to San Francisco with one band and then going to Oakland with another," he says. Corea, Hunter, and Taj Mahal will all pull double Yoshi’s duty.

"It’s gonna be a learning experience to find out what works and what doesn’t and how the two clubs can work together," Williams says. He will also have bands play the first part of the week in San Francisco and then Thursday through Sunday in Oakland, reasoning that San Franciscans are looking for more things to do early in the week. And he wants the club to be a platform for local artists — probably early in the week as well — but says Yoshi’s will have to focus on national touring acts simply to get people into the club.

Local saxophonist Howard Wiley is bullish on the new club, hoping that, if nothing else, it brings some notice to jazz instead of more exploitative forms of expression. "I’m so tired of hearing about Britney [Spears] and strippers and all that stuff," he says. "I’m hoping and praying the pendulum will swing back and people will cherish things of value again. I always love it when more attention can be brought to the music."

Currently Intersection for the Arts’ composer in residence, Wiley put out the self-released Angola Project earlier this year. The music is based on African American prison spirituals with roots primarily in songs and stories from the Louisiana State Penitentiary in Angola, La. While Wiley hopes Yoshi’s can bring in artists like Billy Harper and David Murray, not necessarily household names even in mainstream jazz homes, he recognizes the reality of booking the club. "I’m not so into Rick Braun, but I understand," he says with a laugh, referencing the smooth jazz trumpet icon. "I just hope the club represents the music to its fullest, because it’s the only American contribution to global art."

ACCESSIBLE AVENUES


Former club owner Barkan hopes the new Yoshi’s anchors a reinvigorated jazz scene in San Francisco, one that can support another, smaller club as well, something with around 150 seats and less of an overhead, which a savvy veteran promoter like, say, himself might book. A smaller room certainly would make music more accessible to audiences. It might also underscore the notion that there just aren’t the headliners in jazz that there once were — the names needed to fill a room the size of the new Yoshi’s. "When the Keystone was up and running, we had Dexter Gordon, Elvin Jones, Gene Ammons, Art Blakey, Cannonball Adderly, Rashaan Roland Kirk, Freddie Hubbard," Barkan says. "The list was pretty inexhaustible.

"More than anything, jazz needs committed, dedicated presenters," he continues. "Yoshi’s is to be commended for what it does. They’re unsung heroes of this whole scenario."

The long-ago memories from San Francisco’s jazz club past sound like misty urban legends. Bop City, for instance, was the spot where Billie Holiday and Charlie Parker played. Saxophonist John Handy was just 18 when he joined John Coltrane onstage. Across town in North Beach, Miles Davis recorded his first live album at the Blackhawk. Charles Mingus recorded one of his best live LPs at the Jazz Workshop, and Adderly got famous from the one he recorded there. Do you remember Sun Ra’s expansive band flowing off the tiny stage at Keystone Korner? Jazz fans may have to resign themselves to the fact that it may never be like that again.

But there’s a San Francisco jazz continuum that includes those clubs, writers like the late Phil Elwood, producers such as Orrin Keepnews, and musicians including Joe Henderson, to name just a few. There have been many other forgotten heroes and great moments. And even though CD sales have slumped in recent years, reflecting the faltering music industry as a whole, there are as many good musicians around as ever, and most observers think an audience is there as well. For any live music scene to work, there have to be the players, the audience, and the venue to bring them together, and Yoshi’s hopes to do that for the Fillmore. "I just hope the Bay Area jazz community will band together, check this out, and make it work," Williams says. "It’s a huge undertaking. It’s going to be a beautiful room, there’ll be beautiful music, and if people come, it’ll be a success."

Water trumps Bush

What does it take to override a wartime Republican president’s veto? Water, apparently.

Thirty five years ago, facing a rising tide of discontent over polluted water, Congress overrode d Nixon’s veto of the October 15, 1972 Clean Water Act. As a result, municipalities were able to apply for federal funds to help build and improve their local sewage treatment plants, and water got cleaner, as a result.

Yesterday, facing a mounting tide of discontent over global warming and rising sea level are real, Congress (unable to end the war or provide health care for kids,) united to reject Bush’s veto of the Water Resources Development Act.

As a result, 900 water projects will receive federal funds, including restoration in the Florida Everglades and the replacement on the Upper Mississippi and Illinois rivers of locks that farm groups say are crucial for shipping grain.

Here in California, the Act authorizes $1.3 billion for 54 projects, including $106 million to strengthen the Sacramento-San Joaquin Delta levees—a shoring-up project that has profound implications for San Francisco Bay.

As Will Travis of the San Francisco Bay Conservation and Development Commission told me this week, one of the central questions now facing this region is, ‘How do we build around a Bay that we know is going to get bigger, but we don’t yet know by how much?

“It’s a bit like seismic safety,” Travis said, noted that the 8-year plan that BCDC is proposing is just a proposal.

“It’s the beginning of a long conversation,” Travis explained. ” What’s not in that proposal yet is how the federal agencies and the business sector and the research facilities and laboratories fit in.”

Travis also admitted that this conversation could be “a struggle.”

“The first reaction of most people when they realize that sea level is rising and that we have a lot of extensive development on low lying areas around the Bay is, ‘Run for the hills!’”

“And that’s a reasonable course, until you realize the implications in an estuary that is the most urbanized in the United States,” added Travis, who believes that what’s needed is “a more nuanced approach.”

Part of that approach, suggests Travis, may involve some counter intuitive steps.

“In some places, we may see the encouragement of more development along the waterfront so we can use the economic engine to protect that development—and the low-lying areas behind it. That’s where it’s going to get interesting.”

As a harbinger of what’s to come, consider the battle that is breaking out over 1,400 acres that Cargill owns in Redwood City. Save the Bay and other environmental groups are urging Cargill to abandon plan to build homes on those acres, while Cargill is committed to developing those lands, and Redwood City is trying to decide what to do.

From our Bay to Norway

I hear a new world calling me. It’s beeping transmissions from some faraway place in the future and the past where a mysterious craft hovers near calypso rock and choruses of friendly voices — some human, some not — echo or call to each other. It’s a free-floating territory charted by someone obsessed with creating and sharing sounds that would otherwise go unheard. Only those with a similar obsession seem to respond to its clarion call.

I hear a new world, so strange and so real. Something tells me this world has ties to Norway and the Bay Area, that it streams from Oslo to San Francisco and back. Along the way it opens doors — some familiar, some not — to unheard-of zones. In Norway it can’t help isoutf8g and celebrating a conga rhythm from a vintage Michael Jackson track. It also combines the famous chords of Richard Strauss’s Thus Spake Zarathustra and the roller coaster sensuality of Donna Summer’s Giorgio Moroder–produced "I Feel Love" in order to fill and feel space with as much pleasure as possible. In San Francisco it forms warm electronic waves, uses white magic to surf those waves’ white diamond tips at midnight, and then wakes up the next morning with a heartbreaking conversational hymn.

I hear a new world, haunting me from beyond the known realms of space disco, the shorthand term writers have applied to the music of Norway’s Lindstrøm (who has combined Strauss with Summer), Prins Thomas, and Todd Terje (the aforementioned Jackson mix master). It asks me to explore the songs of San Francisco musicians who offer clues to — and share — those Norwegians’ vast and prodigious love of sound and song. It suggests I contact Sorcerer (a.k.a. Daniel Judd) and Hatchback (a.k.a. Sam Grawe), brothers in oceanic melody and rhythm, who have both been remixed by Thomas. It tells me to talk with Dominique Leone, whose gorgeous and deranged pop will soon be released by Lindstrøm on his Feedelity label. It implores that I reach across this small town of super sounds to speak with Arp’s Alexis Georgopoulos, who has forged a cluster of electro-Nordic projects in which beauty emerges — with a sunlike glow — from intensity.

I hear a new world, calling me to chart links between musicians in San Francisco and in Norway, to discover that neighboring, unacquainted San Francisco sound makers can share friendships with the same Norwegian musicians. Perhaps this musical passage from Norway to our Bay is pure folly. Perhaps the seaside Northern European kingdom recently voted the most peaceful country in the world by the Global Peace Index doesn’t share the same spirit as coastal Northern California. Perhaps the country that remained neutral in World War I and rebelled against insurgent World War II Nazism doesn’t have much in common with Bay Area resistance. Perhaps Oslo and San Francisco only share a pocket-size but ferocious love of black metal. I still hear a new world — how can I tell what’s in store for me?

THE BEACHSIDE BRAIN WAVES OF SORCERER


Donna Summer has already come and gone on the jukebox of the Van Ness corner bar with the bright yellow sign as Sorcerer’s Daniel Judd looks at the cover art for Prins Thomas’s Cosmo Galactic Prism (Eskimo). Thomas’s epic, oft-resplendent two-CD mix opens with "I Hear a New World," the title track of producer Joe Meek’s innovative 1960 exploration of the outer spaces of stereo and studio sound. It then segues into the country twang and power-chord dub of "Devil Weed and Me," by the late-’70s Nashville, Tenn., session-player supergroup Area Code 615. "It’s funny that the CD starts that way," Judd says with characteristic almost-sly-or-shy understatement. "My friend Sam [Grawe, of Hatchback,] is a big fan of Area Code 615, and I love "I Hear a New World." The fact [Thomas] put those two songs together is weird, like he was reading our minds."

Encyclopedic musical passions bring serendipity. But Thomas and Judd’s bond dives deeper: Thomas has remixed "Surfing at Midnight," the slow-blooming single from White Magic (Tirk), the first album Judd has recorded as Sorcerer. White Magic is a casual labor of love (all too rare in these studied-yet-throwaway days) that’s easy to fall for on the first listen. Judd — who sometimes writes about music for the Web site Dream Chimney — is still capable of the Johnny Marr–like rush, push, and spangled jangle he brought to the band Call and Response, but freed from group strictures he lands on a relaxed approach to writing and recording that allows for gorgeous chord changes, compositions that morph, and keyboards and guitars that shimmer.

White Magic’s track listing primarily consists of two-word titles — "Airbrush Dragon," "Egyptian Sunset," "Bamboo Brainwave" — that inspire visualization, and on MySpace, Judd invents a variety of apt and funny pseudogenres, such as "’80s montage music," to describe the Sorcerer sound. "So many friends, when I played [Sorcerer’s] music for them, would say, ‘This would be great for an ’80s movie scene or a montage,’" he explains when asked about the various substyle terms he coined on a lark. "I definitely grew up during that period and watched the movies, so it’s ingrained. I thought I might as well just go for it. I like having some humor and playfulness, like Thomas Fehlmann, the Kompakt [label] guy who was in the Orb…. At some point [more recently] electronic music got caught up in always trying to do something new. That’s fun for the musician but not always for the listener. In my stuff the beat isn’t what’s making you go, ‘Oh wow.’ If it’s happening, it’s from the chords."

Judd and his girlfriend recently moved from Oakland — where he’d also spent much of his early childhood with a mom who loves Prince — into the Mission. Sorcerer, however, can usually be found loitering on either side of a magic door where kitsch transforms into loveliness. One side of that door definitely opens onto the beach. White Magic‘s "Blind Yachtsman" is a love child born from Takeshi Kitano’s Zatoichi: The Blind Swordsman and yacht rock. Judd often draws on whatever he’s listening to or watching, but other seafaring Sorcerer songs, such as "Surfing at Midnight" and "Hawaiian Island," flow directly from his experiences while surfing and scuba diving.

"Maybe the beach represents this free place, away from computers and technology," Judd posits when I mention that Norwegian counterparts such as Terje (whose MySpace interests are "Coconuts, Hawaiian sunsets, moose/dolphins/unicorn/practically everything in a sunset") share his fondness for littoral motifs. Whether discussing his girlfriend’s most recent Midnites for Maniacs–ready movie rental (Side Out, a beach volleyball drama starring C. Thomas Howell) or a weekend visit to Nippon Goldfish Co. on Geary ("You’re so close to the animals, and they look kind of crazy"), Judd keeps returning to the waterfront. "In the ocean," he notes, "you feel like there’s almost no rules. You’re having fun, and it’s almost dangerous fun — a kind that you don’t find in the city."

THE RISING AND SETTING SUNS OF ARP


A setting sun, bisected by clouds, hovers over darkening ocean waves on the cover of In Light, the first album by San Francisco’s Arp; the title, drawn in slim neon-tube cursive by San Francisco artist Tauba Auerbach, is suspended from the upper left-hand corner of a tangerine and gold sky. The summer sun happens to be setting outside the upper Guerrero living room window of Arp’s Alexis Georgopoulos as he talks about this image (partly inspired by the melancholic found-film cosmograms of visual artist Tacita Dean) and how it relates to the music on the album, which will be released by the Oslo label Smalltown Supersound next month.

"An overwhelming number of people still tend to think of electronic music as being cold," Georgopoulos says while sitar notes from an LP quietly resonate through his and roommate Kathryn Anne Davis’s blue-walled apartment, where a large chunk of coral rests on a clear Plexiglas coffee table. "I wanted to make something that was warm, that had human qualities, that was a little worn, and that — along with the imagery of the record — dealt with memory, the degradation of memory, and revisionist memory. I also wanted to make something that referenced landscape and light and natural things in a way that wasn’t new age." I point to a fat tome about the proto–new age label ECM on a nearby bookcase, which Georgopoulos built. "Proto–new age music, if you select carefully, can be amazing," he responds. "Even the kernels of early sequencing in Ash Ra Tempel sound really radiant."

If a new age of electronic music spanning from San Francisco to Oslo is dawning (or setting), then Georgopoulos — a chief member of Tussle until just after the group recorded last year’s Telescope Mind (Smalltown Supersound) — has taken it to the bridge and maybe even been the bridge. In 2002, after writing about the graphic design of Smalltown Supersound’s Kim Hiorthøy for Tokion, Georgopoulos — who edits the music section of SOMA magazine and sometimes contributes to the Guardian — offered to put together a Bay Area showcase at Club Six for the label. "I don’t think he had done anything like that before; he just wanted to have us over, which was very generous," label owner Joakim Hoaglund recalls via e-mail before turning to a discussion of his and Georgopoulos’s latest collaboration. With Arp, "it’s a relief [for me] to do a small personal project. Maybe it’s just me, but I feel [In Light] has this great and unique mix of US West Coast art and culture with European avant-gardism and kraut rock. It’s a very special album."

Clutter and clusters are on Georgopoulos’s mind as we discuss music and its surroundings. "I was a huge stacker [of books and records]," he says when I mention his well-ordered home studio. "But I take after my mother — she’s very neat and feels like she can’t do the work she needs to do unless things are organized." The first-generation American child of parents from France and Greece, Georgopoulos has chosen the dreamy, maternal lull of a track titled "St. Tropez" to open In Light before "Potentialities" surges out of speakers (or from headphones) with a subtly rising force that’s ultimately awesome to behold. Most of In Light‘s seven meditative tracks were first showcased in a 2006 group exhibition at New Langton Arts, where up to two listeners could climb into a feather bed enclosed in a small podlike space. "It wasn’t cerebral. It wasn’t about dissecting a suspended space," Georgopoulos says. "Though with a lot of [Arp]’s music, suspension is one of the effects I’m trying to create."

For Georgopoulos, Arp’s state of suspension runs counter to different kinds of tension. While discussing his love for the analog organ-drum machine sounds employed by groups such as Cluster (a few of whose albums have just been reissued by Oakland label Water), Suicide, and Spacemen 3, he notes that "too much electronic [today] sounds like coke-related music." In contrast, Arp’s electronic music is humane — a rarity not just in electronic music but also on the streets of San Francisco during the Gavin Newsom era, when homelessness has become more difficult and abject and attitudes toward it more hostile. "I can’t remember the last time I left the house and didn’t have a confrontation with a very disturbing sight, and after a long time that really starts to chip away at you," Georgopoulos says. "I drove a cab for four years, until 2004, and when I think about it I can’t believe that I did. It suited my life at the time, but you’re interacting with [people on] PCP, meth, and all kinds of shit — you just never know. Now that I don’t drive a cab I’m hardly ever in the Tenderloin."

PRINS THOMAS, LINDSTRØM, AND THE INTERNATIONAL UNDERGROUND


Wearing a pair of shades, Prins Thomas is chatting with the doorman of his hotel in the Tenderloin when I stumble out of a taxi to interview him. It’s a sunny, hot late afternoon, but Thomas — who has just woken up — isn’t exactly on Norway time or California time. Later in the evening he’ll be DJing Gun Club’s night at Temple Nightclub. Right now, though it’s too late for lunch and too early for dinner, the moment calls for a meal, so we settle into a restaurant on Polk Street. "I used to play in Oslo for the same people again and again," he says after we order food. "Now I can travel and meet like minds. It’s inspiring to meet people who can help you out and who you can help out."

In San Francisco two such people are Sorcerer’s Judd and Hatchback’s Grawe. Only after remixing tracks by Judd’s and Grawe’s solo projects did Thomas discover (by following Web links) that they also record together as Windsurf. Next year he plans to release some Windsurf recordings on a new label, Internasjonal, that will step outside the Norwegian and dance music confines of his established label, Full Pupp. This season, though, he and Lindstrøm have released — in addition to a variety of vinyl projects — a full-length collaboration (Reinterpretations, the beat-driven follow-up compilation to their 2006 debut on Eskimo) and individual mix CDs. Lindstrøm has contributed a chapter to the mix series Late Night Tales (released by the label of the same name), while Thomas has unleashed Cosmo Galactic Prism (Eskimo), a two-and-a-half-hour CD cornucopia that moves from strange and delightful multigenre tracks by Glissandro 70 (the bizarrely beautiful "Bolan Muppets") and Metalchicks (the awesome "Tears for Fears/Conspiracy") through Hawkwind into the classic disco of "Get Down Boy" by Paper Dolls.

"I thought it fit the whole collection as an introduction," Thomas says when I ask him about Cosmo Galactic Prism‘s opener, "I Hear a New World," which Arp’s Georgopoulos also says he’s included in mixes. "It kind of sets the tone — it’s so freaky that anything that comes after it is going to sound pretty normal. When I first heard it I couldn’t tell if it was new or old. There’s a similar quality to a track by Art Blakey called "Oscalypso" [from the 1956–57 album Drum Suite, now on Dusty Groove]. The drums are so distorted that it sounds relevant next to new, compressed dance music, even though it’s 50 years old."

It isn’t surprising that Thomas’s expansive love for and knowledge of music stems from his family. "My stepfather has been as obsessed with music [as I am]," he explains while charting Lindstrøm’s background in country and gospel bands and his own early days DJing hip-hop records at youth clubs. Thomas’s stepfather "would play Ry Cooder and the Sex Pistols for me. He had the Robert Christgau Consumer Guide books, which are great. I think it’s funny how [Christgau] can write similarly about an Eric Clapton album and a Chic album. For me, it really isn’t about bad music or good music, but about music that excites you and music that doesn’t."

It also probably isn’t surprising that one genre Thomas’s stepfather didn’t like — prog rock — figures heavily in his and Lindstrøm’s music. As for newer terms or styles, like Lindstrøm (who good-naturedly told me, "I guess the good thing is that some people are telling me I invented a genre"), Thomas has a sense of humor about the phrase space disco. "It could have been a lot worse," he says. "It could have been called crunk or syrup [Houston’s cough syrup–influenced hip-hop sound]. In my hometown, at underage school dances 15-year-old girls used to soak their tampons in moonshine. I guess that’s the Norwegian version of syrup."

UP, UP, AND AWAY WITH DOMINIQUE LEONE


When I meet Dominique Leone, he’s sitting in a San Francisco café that might have the highest number of laptops per square foot. Leone has one too, but instead of staring into its screen he’s feverishly using a pencil to draw on a page in a sky blue Strathmore sketchbook. I’m not surprised, because scribbler nonpareil Sol LeWitt caps a list of audio and visual influences on Leone’s MySpace page. That site also offers an opportunity to hear the gorgeous song "Conversational," on which Leone’s spare keyboard arrangement and ascendant choirboy-gone-slightly-cuckoo voice update the plaintive yet celestial highlights ("I’ll Be Home," "Living Without You") of Harry Nilsson’s classic 1970 cover collection Nilsson Sings Newman (Buddha).

Leone’s MySpace page contains audio treats, but what about his sketchbook page? It turns out he’s drawing, in his words, "a giant skyscraper-sized robot that streams music and scents into the air and every 10 minutes or so spews out free kittens." Indeed, Leone’s sketch does look a bit like that, so when he says he’ll try his hand at an idea I have — a constellation that playfully demonstrates links between San Francisco and Norway musicians — I take him up on the offer.

Though Leone doesn’t include himself in the finished rendering ("More an exploding molecule than a constellation," he says), which accompanies this article, he belongs in a nearby orbit, thanks to his collaborations with Lindstrøm. In addition to providing the quiet heart of that artist’s Late Night Tales mix, "Conversational" is also featured on an EP, simply titled Dominique Leone, that Lindstrøm is releasing next month on Feedelity (with art by Hiorthøy) as a precursor to Leone’s album. The gonzo centerpiece of the EP is "Clairevoyage — a Medley Performed by the 16th Rebels of Mung," on which Lindstrøm and Oslo Bee Gees maniacs Mungolian Jet Set, responding to Leone’s song "Claire" (on the EP’s B-side), construct a 12-minutes-plus propulsive fantasia that builds to a helium-voiced climax not far from the munchkin antics of Meek’s "I Hear a New World." Leone is no slouch at reaching countertenor octaves naturally or through tape manipulation. But since the EP also credits Mungolian figures named Katzenjammer and Izzy Tizzy as vocalists, it’s anyone’s guess as to who has inhaled a few balloons before singing.

Leone says he grew up listening to the Beatles and the Beach Boys, and the latter’s influence is especially apparent in the semielated, semiagitated high harmonies that fly through intricately braided compositions like his "Nous Tombons dans Elle." A self-described "band nerd" in high school and music major at Texas Tech University, he feels a kinship with the more overtly postmodern academic songwriting approaches of friends such as Matmos and Kevin Blechdom. To Lindstrøm, though, he’s a 21st-century answer to the progressive pop of Todd Rundgren (who happens to be a favorite of Sorcerer as well). "I remember the first time Lindstrøm wrote to me [about my music]. He was talking about Paul McCartney, but his big thing was Rundgren," Leone says with a laugh. "I wasn’t a big Rundgren fan, but [Lindstrøm] wasn’t the first person to listen to my music and mention Rundgren.

"The first track [‘Forelopic Bit’] on Lindstrøm and Prins Thomas is, to me, the best example of how to make a dance track from prog and fusion influences," Leone notes before adding some observations that probably stem from his experience as a freelance music writer for Pitchfork more than from his far-flung everyday listening tastes, which have ranged from salsa to bluegrass over the past few months. "A lot of people are trying to [bring prog and fusion to dance floors] right now. You can go out [to a club] and hear these Balearic and beardo DJs just playing tracks. Sometimes that works, and sometimes it doesn’t. But Lindstrøm is one of the few guys who are actually trying to make original songs incorporating those influences."

A HATCHBACK DRIVE TO WINDSURF


Sam Grawe of Hatchback and Windsurf sings the praises of his Sony tape recorder as I place my old, cheap, and wonderful Panasonic next to some glasses of wine on a table in his home recording studio. Plastic owl wall fixtures and a rug with shaded steps of color that resemble the volume bars of a digital stereo rest above and below the assortment of keyboards (including that prized prog possession, the Rhodes) in the room. "You can listen to instrumentals as background music, but I’ve always been into [moments] when music connects you with what’s happening or what you’re doing," Grawe says. "So much of my [youth] was spent driving around the rural countryside and finding the perfect song. Sound can fulfill an opening or void in your emotional experience. Images can be part of it, smell can be part of it, but sound can take it to another level."

Grawe’s sympathy for trusty old tape recorders, his playfully decorated recording space, and the attentiveness to setting in his reminiscence all make sense — by day he is the editor in chief of the modern architecture and design magazine Dwell. By night and whenever else he can find the time, he listens to and makes music. It’s an enduring passion that goes back to high school years spent using MIDI to put music theory into practice and compose fugues in the manner of Rick Wakeman and Emerson, Lake and Palmer. "The guy who stocked the import section [at a nearby record store] was some crazy prog freak," Grawe remembers. "A friend of mine had The Gibraltar Encyclopedia of Progressive Rock, so I could read about some crazy Italian or German band and then go to the mall and buy the CD."

"White Diamond," the 21st-century prog rock of Gibraltar that Hatchback has just made public (on the UK label This Is Not an Exit), showcases the fuguelike interplay between simplicity and complexity in Grawe’s compositions. While a 17-minute remix by Prins Thomas adds club elements, the original version, with its hallucinatory, starlit varieties of arpeggio, makes for an ideal personal soundtrack. Hatchback’s next 12-inch release on This Is Not an Exit, a track called "Jet Lag," is funkier yet similarly majestic, layered, and emotive. In both cases vocals would be a pointless distraction — synthesizers seem to sing to one another, becoming increasingly, endearingly creaturelike by song’s end. "Friends chide me for not knowing the words to songs I’ve heard a thousand times," Grawe says after testifying to his love for the film scores of Vangelis, Piero Umiliani, and Francis Lai. "But often a little synth part [in a song] is more interesting to me."

Grawe sings on some of the Windsurf songs that he and Judd have recorded for Prins Thomas to release on Internasjonal. Windsurf allows him to tap into a longtime interest in duos and groups ranging from the many projects of Yellow Magic Orchestra’s Haruomi Hosono and Neu!’s Michael Rother (Grawe recently contributed liner notes to an upcoming reissue of Rother’s first solo album, 1977’s Flammende Herzen, by Oakland’s Water) to … Steely Dan. "To a lot of people they embody what’s wrong with music," Grawe says of the last. "But to me they embody everything that’s right. Not only is their music well crafted, but some of their lyrics, to me, are on a par with [Bob] Dylan."

As for Oslo and San Francisco, Grawe — who recently created a Venn diagram for Mike Bee of Amoeba Music that illustrates the fusion of influences within Sorcerer, Hatchback, and Windsurf — welcomes the growing, glowing galactic prism formed by artists from both areas who have an affinity for one another’s music. "I think it’s interesting that all these records happened without [the people involved] ever meeting in person or sometimes even talking on the phone," Grawe says. "It’s all been through the Internet. It was great to finally see [Thomas] when he came to town and hang out, have dinner, and play records. We connected instantly."

I HEAR A NEW WORLD


To trace musical connections between a pair of geographical areas is reductive. The artists I’ve written about love music from a number of other countries (Germany and Brazil, to name just two) and cumulatively have friendships with contemporary musicians from all over the globe. But in focusing on sonic signals being sent forth between Norway and our Bay, signals that have yielded some of my favorite recordings of the past year, I also discovered unexpected commonalities that open into new words about — and worlds of — sound. Almost all of the San Francisco musicians I spoke with also write about music, and three of them are journalists, for example. It seems the divisions between writers and musicians continue to blur, leading to the formation of a new music of the spheres.

When Joe Meek composed and recorded I Hear a New World: An Outer Space Music Fantasy (RPM) in England in 1960, his intense, obsessive love of music and sound resulted in the audio equivalent of what is called visionary. But he remained isolated. Today it’s great to see — and hear — figures such as Meek and disco innovator Arthur Russell living on, their spirits floating through many people’s songs and being revived in upcoming documentaries. Meek heard a new world of sound, calling him and haunting him. He couldn’t tell what was in store for him, but his new world of sound has arrived. It spans from Norway and our Bay to the farthest reaches of inner and outer space.

Well, ain’t this special!
A Special Report from the Controller and the Legislative Analyst is recommending the establishment of an Office of Special Events.
The impetus for this special study came, says the report, from Sup. Bevan Dufty in the wake of Mayor Gavin Newsom’s decision to cancel a City-sponsored Halloween this year.
The report is already getting activists nervous.
That’s because one of its main thrusts is reviewing “whether the Entertainment Commission’s unfulfilled responsibility to attract and support special events (including those without sponsors) should officially be transferred to some other unit.”
That unit would most likely be contained within the Mayor’s Office.
Now, Piss-poor communication between the Mayor’s Office and the Entertainment Commission over Halloween 2007 became an open secret this year, after a public records request unearthed emails in which commissioners complained that the Mayor’s Office has been trying to avoid meeting with them to discuss plans to shift the event to the waterfront.
This may be why the Special Report recommends that the two be required to communicate in future, or it could be because, as the Special Report notes, a recent Civil Grand Jury found that “communication between the Entertainment Commission and the Mayor’s Office has not been sufficiently good to allow such efforts [promoting the development of a vibrant entertainment and late-night entertainment industry] to move forward.
Either way, it’s an interesting development ten days before this year’s non-event looms, and a tacit admission that no one in Room 200 is expecting to be able to kill Halloween 2008, which occurs on a Friday.
The report, which reviews the role of all the City’s major special events, not just Halloween, finds that San Francisco could benefit economically and culturally from additional special events, but that no city agency is currently focused on “attracting, creating and promoting” such events.
It suggests that the Convention and Visitors Bureau, which receives 56 percent of its $14 million budget from the City’s hotel tax to promote SF as a tourist destination, or another non-profit such as SF’s Grants For Arts, could play a larger role.
It also recommends that “ unsponsored events like Halloween are likely best managed by the Mayor’s Office in cooperation with a Private event producer.”

You rescued my “Battleship”!

Sergey Eisenstein’s legendary 1925 film Battleship Potemkin was declared a masterpiece from the moment it premiered, and it has placed near the top of greatest-film polls for as long as such polls have existed. According to legend, Douglas Fairbanks imported his own copy and showed it to the Hollywood elite in private screening rooms; no one was converted by its politics, but everyone was euphoric over its pure technical prowess. Apparently, the film’s potential rabble-rousing capacity frightened only authority figures, who banned Battleship Potemkin in countries all over the world.

It’s easy to see why Battleship Potemkin still feels so revolutionary. It shatters any kind of traditional character identification: it has no single protagonist, no constant common face to gaze on. It’s not exactly what you’d call a tone poem (Eisenstein’s countryman Alexander Dovzhenko staked out that category), and it’s not particularly experimental or nonlinear. Moreover, it’s a poor example of cinematic storytelling, especially when compared with works by contemporaries such as D.W. Griffith, Eric von Stroheim, and Louis Feuillade. Rather, Battleship Potemkin is a collective experience in which the film’s raging mob becomes its main character. (Paul Greengrass’s United 93 is certainly a modern successor.) The resulting emotions — beginning with the mutiny aboard the battleship — ripple like a wave from ship to shore, across hordes of people, and, finally, down the Odessa steps.

Any film student could explain that Eisenstein’s energetic montage injects the film with its dynamic, pumping rhythms. Another look at the film, however, reveals that cinematographer Eduard Tisse deserves half the credit. Each individual shot, regardless of what comes before or after it, makes a striking photograph in itself. In the early moments before the mutiny, the sailors hang listlessly in a bizarre maze of hammocks, arranged like cocoons. Slatted, slanted beams of light slash through the artfully cluttered shots. The film undeniably has erotic and homoerotic images as well, most obviously the giant, greased pokers that slide into waiting cannon barrels. When the moment of mutiny occurs, the action turns more streamlined, with sailors racing around the ship like blood cells shooting through veins.

Eisenstein stressed speed, coordination, and clarity over the shaky jumbles that pass for action today. The celebrated editing doesn’t function like normal cutting, merely changing viewpoints — it’s rhythmic, driving one shot forward by using the momentum of the previous one. Like a song reaching a bridge, the film gives us a break during the midsection, when the murdered inciting sailor is laid to rest in a tent on the Odessa waterfront. The people assemble to pay him homage, first glimpsed in large masses of moving bodies, then in close-ups of faces (some of which recur and some of which do not). In showing these faces, Eisenstein gives his mob a soul and a personality.

If Battleship Potemkin has any failing, it’s that Eisenstein’s soapbox message is stampeded by the sheer potent velocity of the film itself. When a group of officers prepares to gun down the mutineers, one sailor speaks up: "Brothers! Who are you shooting at?" It’s a great question, but not one posed by a revolutionary. It’s one asked by a visionary.

Dressed to kill in a firehouse-red pantsuit and matching stilettos, drag queen Donna Sachet stood in the Eureka Valley Recreation Center on Sept. 22 and fondly recalled how four years ago she lauded Sup. Bevan Dufty when he announced that he wanted to make Halloween in the Castro a safer, more enjoyable event.

"Bevan said, ‘Come and celebrate, but no bad behavior,’" Sachet purred.

But things have changed — dramatically — and this year Sachet was helping moderate a heated meeting of a group called Citizens for Halloween, at which residents raised myriad concerns about Dufty and Mayor Gavin Newsom’s secretive plans for Halloween.

Dufty and Newsom’s plans have morphed from a failed and furtive attempt to move this fall’s event to the waterfront to an ongoing PR campaign that asks businesses to close early on what traditionally has been their busiest night of the year and implores the public to stay away from the famously flamboyant Castro on Halloween night.

There will be no city-sponsored porta-potties and no street closures.

But locals are haunted by a belief that it’s about as easy to kill Halloween in the Castro as it is to kill a bloodthirsty vampire on a rampage and a fear that the city’s current plan could leave the Castro less safe than ever.

Sachet, who has lived in the Castro for 13 years, recalled that since the city’s gay population migrated from Polk Street to the Castro, the numbers attending the annual Halloween in the Castro party have steadily swollen, to 100,000 in 2006.

"There have been many concerns over the size of it," Sachet said, recalling how, after four people were stabbed in 2002, increased community involvement and police presence and the creation of emergency lanes made Halloween 2005 one of the most peaceful in years.

"Then in 2006 we got word from the city to hem in the event and end it sooner," Sachet said, reminding the crowd that Newsom promised to convene a task force two days after nine people were shot and one woman was trampled on Halloween 2006 — an incident that was triggered by someone throwing a bottle into a crowd of young people, one of whom pulled out a gun and fired nine shots in retaliation.

The bottle incident occurred shortly after the city pulled the plug on the music and began chasing away the costumed crowds with water trucks in an effort to break up the party early.

But despite Newsom’s promise of a task force, no public presentation was ever made, and longtime Castro resident Gary Virginia, who applied to be on the panel, said he "never got any communication back."

Public records show that Newsom and Dufty held closed-door meetings with city department heads and members of the Entertainment Commission last winter in an effort to shift Halloween from the Castro into the backyard of Mission Bay residents. Those plans fell through, thanks to the objections of neighborhood associations that were left out of the planning loop and the financial concerns of event promoters who allegedly got spooked by all of the negative publicity that has been given to Halloween in the Castro.

Rich Dyer of the Sheriff’s Department confirmed to the audience at the meeting that city department heads have been holding secret sessions for months.

With Newsom recently admitting that the city can’t prevent people from showing up, Sachet said the members of Citizens for Halloween "aren’t placing blame but want accountability."

SF Party Party founder Ted Strawser said he’s worried that the only party happening on Halloween will take place at San Francisco General Hospital and the County Jails unless the city provides answers to the community’s questions about public safety and health, medical emergencies, and transportation.

CFH cofounder Alix Rosenthal, who challenged Dufty in last year’s District 8 supervisorial race, joined Virginia, Strawser, and LGBT community activist Hank Wilson in sending the city an extensive list of questions, which also includes concerns about the impact of the current plan on businesses, the lack of community partnership and involvement, and hopes for a post-Halloween evaluation.

"We think we deserve to know as stakeholders," Virginia said.

The Sheriff’s Department, at least, was willing to talk a bit about what’s going on. "The plans have changed radically over the last three or four months, as have the roles of the departments, but the police have finally settled on a response kind of plan," Dyer said. "And as far as I know, there are no plans for checkpoints this year."

Asked by mayoral candidate Chicken John Rinaldi whether he thought that frisking members of the crowd, as was done last year, helped contain the situation, Dyer nodded.

"A tremendous amount of alcohol was intercepted, along with knives and other weapons," Dyer said.

But this time around there won’t be the normal safety precautions; for example, cars will be able to drive along Castro between 18th Street and Market. If the mayor’s polite requests fail and large crowds show up anyway, the place could be a mess — and without toilets available, people may simply use the street.

Two Castro businesses, Ritual Coffee Roasters and one that asked to remain anonymous, will provide porta-potties to any residence or business that requests help. But with the witching hour just five weeks away, the prospects for peace and harmony aren’t looking good.
