After years of letting the free market dictate San Francisco’s housing mix — as a result steadily losing ground on the city’s affordable housing goals — the Board of Supervisors appears primed to place an ambitious bond measure on the fall 2008 ballot to address the housing imbalance.

Winning the necessary support from two-thirds of voters won’t be easy, coming on a ballot with the majority of supervisorial seats up for grabs, the presidential election, and a likely bond measure for rebuilding General Hospital. But Sup. Chris Daly, author of the affordable-housing bond measure, believes it’s a good time to have progressives focus on this most important of problems facing the city.

Last summer affordable-housing funds became a political football in a budget showdown between Daly and Mayor Gavin Newsom, a fight Newsom won, leading to a budget that prioritizes clean streets and a beefed-up Police Department over affordable housing. Newsom’s reelection campaign, which was just gearing up at the time, successfully cast Daly as the villain after the occasionally hotheaded supervisor threatened to bolster housing funds by cutting Newsom’s "pet projects," as Daly called them, which included a community justice center, a Police Academy class, street trees, and the Small Business Assistance Center.

Daly clearly lost that duel when he was savaged by the media and removed from his chair on the Budget Committee by board president Aaron Peskin. But now Daly has bounced back on the issue and secured solid support for his measure, which progressives and affordable-housing activists are already gearing up to fight for next year.

"Just because Newsom had a significant political operation this year does not mean that the affordable-housing issue went away," Daly told the Guardian after securing support for the amendment from six of his colleagues and a broad coalition of housing activists.

The measure would set aside $2.7 billion in city funds for affordable housing over 15 years. It is cosponsored by Sups. Tom Ammiano, Jake McGoldrick, Ross Mirkarimi, Gerardo Sandoval, Sophie Maxwell, Bevan Dufty, and Peskin and backed by Coleman Advocates for Children and Youth (which has made affordable family housing its top priority), the San Francisco Organizing Project, and the Housing Justice Coalition.

The measure would give affordable housing the same baseline of funding that the city already allocates to the Recreation and Park Department fund and the Library Preservation Fund — and less than what it sets aside for the Children, Youth and Families fund, the police fund, and the fire station maintenance fund.

"If we don’t have affordable housing, who is going to use the parks and the libraries?" housing activist Calvin Welch asked.

The amendment would also require the Mayor’s Office of Housing to prepare an affordable-housing plan every three years, present an annual affordable-housing budget, and complete these steps before the rest of the mayor’s budget proposals are finalized.

"I hope these provisions will bring some much-needed transparency and clarity to the affordable-housing process so we can avoid the train wreck of last year," Welch said.

In a June 8 editorial still posted at Newsom’s www.actlocally.org reelection Web site, the San Francisco Chronicle appears to have bought the mayor’s spin that Daly’s request to prioritize housing was all just political theater.

"There was nothing wise or efficient about Supervisor Chris Daly’s bald political ploy to strip $37 million from Mayor Gavin Newsom’s budget priorities and shift most of it into affordable housing," the Chronicle claimed. "Now let’s be clear. We know that San Francisco does need housing. Newsom’s budget also acknowledges the shortage, pumping $217 million into housing programs."

But, according to Welch, "the lie was that Newsom allocated $217 million when he really only allocated $78 million and the board added a further $10 million to the pot…. Newsom was taking credit for more than he was actually allocating and using those other funds to imply that he’d already used a massive amount of the General Fund when he was, in fact, allocating less than the year before. So he was actually talking about a cut."

Newsom press secretary Nathan Ballard told the Guardian that the total affordable-housing budget for fiscal year 2007–08 was $226 million — and of that total budget, "just approximately $90 million is General Fund dollars.

"The balance of funding (the difference between $226 million and $90 million) is a whole variety of other funding sources," he added, listing inclusionary housing in-lieu fees, redevelopment funds, jobs housing linkage fees levied on private development, federal and state sources, and other funds, many of which accumulate over many years, further distorting the budget picture.

But Welch said the housing situation is grim. As he told us, "The truth is that 92 percent of the city’s population can’t afford housing."

Daly’s affordable-housing amendment awaits a Jan. 8 board vote, following a request by Maxwell to allow for affordable housing to be built on sites used under the San Francisco Housing Authority — the so-called Hope SF program — a request Daly supports.

"My issue with Hope SF is [with] any proposal to build a large number of market-rate units on public housing sites," Daly explained, referring to a central tenet of the Newsom-created program.

Meanwhile, a June 2008 ballot measure being pushed by Newsom, Sen. Dianne Feinstein, and a host of other prominent local power brokers threatens to drain what little money the city does have for affordable housing in order to subsidize a massive push by Lennar Corp. to build 8,000 to 10,000 new houses in Candlestick Point, Hunters Point, and the Bayview.

Other than committing to replace low-income Alice Griffith public housing units at a one-to-one ratio, the Bayview Jobs, Parks and Housing Measure does not specify what percentage of the Lennar-built homes will be considered affordable or sold below market rates. Publicly, backers of the measure are presenting the efforts as focused on building a new stadium for the San Francisco 49ers, even though the team has said it would rather move to Santa Clara. Yet the campaign is also keenly aware of the public support for more affordable housing, at least if its ground-level pitches are any indication.

A paid signature gatherer who was recently working the 24th Street BART station (and who also told a Guardian source he was getting the unusually high sum of $2.50 per signature) presented the proposal to passersby as "an affordable housing measure."

The mayor of San Francisco stopped by Oct. 1 to tell us why we should endorse his reelection, and I walked away with a lot of information. For starters, the mayor is unhappy about a lot of things: he’s unhappy about the murder rate, he’s unhappy about Muni, he’s unhappy about the Housing Authority … he’s even unhappy about his mayoral ride (the Town Car ought to be running on alternative fuel). In the hour-long interview, he must have said he was "not satisfied" a dozen different times.

Which at least shows that he recognizes that the city has a few problems. And there’s no doubt that Gavin Newsom has come a long way in four years. He’s much more self-assured and confident in his positions.

In fact, he was argumentative a lot of the time; he kept saying he wasn’t going to accept the premises of our questions, most of which had to do with major areas in which he’s falling down on the job — Muni, violent crime, housing, open government, public power, and overall leadership, among other things. You can listen to the entire interview, unedited, here. But let me talk a bit about housing, since that’s the biggest issue in the city — and Newsom’s comments were a perfect explanation of why things are getting worse.

I asked the mayor if we are moving in the right direction on housing, since most of what the city is building is housing for the very rich, the city’s General Plan says that 64 percent of all new housing should be below market rate, and there’s absolutely no city plan to get there.

"I’m not going to accept the frame of your question," Newsom said (although he didn’t explain why).

He talked about the money (much of it federal and state) that he’s spent on affordable housing, then went on to say, "Since I’ve become mayor, we have permitted more housing than we have literally in a generation…. We’ve also been building as a consequence of that more-affordable housing. Is it 67 percent? I’m not sure it is in Chicago, New York, or LA. Maybe it is in Belgrade, [Serbia,] but I’m not sure it is in the United States, and I’m not sure any city can achieve that ambitious goal overall."

Me: "What you’re building is expensive, for-sale condos … virtually no rental, virtually no families with kids…. You’re bragging about building 6,000 new units of market-rate housing [per year], but it’s not doing anything for the city."

Newsom: "I’m not bragging about it. I’m saying we can do better and we can do more…. [But] we are not a socialist society. We cannot come in and say we are just going to build this housing without the ability to fund it."

Allow me to translate: Newsom thinks a large part of the answer to the housing crisis is to build more condos and be happy that the developers give the city a few morsels. In other words, he’s OK with a city where 80 percent of the new housing is only for the rich. And he thinks that in capitalist America, we have no other choice.

But no developer has a divine right to build anything in this town, and there are all sorts of ways to raise money for affordable housing, and blaming it all on capitalism won’t fly. I’m sorry, Mr. Mayor, but I’m just not satisfied.

Newsom’s tin cup

EDITORIAL We’re glad that Mayor Gavin Newsom is angry at the conditions in the city’s public housing projects. Denouncing the head of the Housing Authority as well as the federal Department of Housing and Urban Development made for good press, and it’s possible that Newsom will actually follow up and try to improve some of the third world conditions at places like Sunnyvale and Hunters View.

But his notion that the way to solve the problem is to bring rich people on a tour and hope they will donate money is embarrassingly wrong. It’s the sort of idea that sounds like it came out of the darkest recesses of the Bush White House — the notion that the wealthy will just come to the aid of the poor, volunteering to do what’s right, as soon as they recognize the need.

Let’s us be clear here: public housing has been a horrible mess for years now. If Newsom is suddenly upset about the conditions, it’s only because he hasn’t been paying much attention. As we reported back in October 2005 (see "A Place Called Despair," 10/19/05), the city’s housing projects have been an unimaginable mess: raw sewage flowing through the yards, toilets backing up into kitchen sinks, toxic mold, people living in apartments that are legally and morally uninhabitable, terrifying violence … the list goes on and on. And we haven’t heard a whole lot out of the Mayor’s Office until this sudden burst of righteous anger.

Let us also be clear: a few donations from a few of the many, many multimillionaires in San Francisco aren’t going to solve the problem. It’s pathetic to see the mayor of one of the world’s great cities begging for alms from the same people who have helped create the economic conditions that make it so difficult for the city to provide for its residents’ basic human needs.

There are exceptions, but for the most part, the wealthy and powerful of San Francisco — with the acquiescence of Newsom — have put their considerable resources to bear over the years pushing for low taxes, cuts in city services, and reductions in the money that goes to the poorest residents of this town. Care Not Cash, Newsom’s signature policy measure, was a cruel attack on welfare recipients. His budgets have put hefty raises for police officers above the needs of public housing residents. And now he acts like a little charity, a few crumbs from the swells, will turn things around.

If Newsom really wants to take his rich pals on tours of the city’s public housing wasteland, we can suggest a different educational monologue. Rather than trying to summon up some patrician pity, Newsom ought to say:

This is what the antitax policies that have fattened all your wallets have created. This is what happens when the city lets market-rate developers determine housing policy. This, frankly, is what you get when you rely on the private sector to set public policy.

And if he really wants to address the public housing problem, he should tell the powerful interests who support him that he wants their backing for some serious new revenue measures — say, a hefty increase in the real estate transfer tax — to fund affordable housing in San Francisco.

Fix Newsom’s bad budget

EDITORIAL Annual budgets can seem wonky and impenetrable, but they’re perhaps the most important statements of a city’s values and priorities. That’s why it’s critically important for the Board of Supervisors to make significant changes to Mayor Gavin Newsom’s proposed $6 billion spending plan, which is out of step with what San Francisco should be about.

Ideally, this month’s budget hearings would be informed by an honest and open discussion of what Newsom proposed in his June 1 budget, how it affects residents and Newsom’s political interests, and where the board might want to make some changes.

Unfortunately, both the San Francisco Chronicle and the Examiner have failed to offer a substantial analysis of the budget; instead, they’ve focused on sensational headlines about whether the mayor has used cocaine, personality conflicts between Newsom and Sup. Chris Daly (including a pair of over-the-top hit pieces on Daly in the June 23 Chron), and misleading spin coming from Newsom’s office and reelection campaign.

But there’s plenty of good budget analysis out there, thanks to the work of city agencies such as the Controller’s Office and the Board of Supervisors’ Budget Analyst Office, nonprofits like the People’s Budget Coalition, smart citizens like Marc Salomon, and reporting by the Guardian‘s Sarah Phelan ("The Budget’s Opening Battle," 6/20/07) and Chris Albon ("Newsom Cuts Poverty Programs," 6/20/07).

What that analysis shows is that the mayor’s much-ballyhooed "back-to-basics" budget — which prioritizes public safety, cityscape improvements, home ownership programs, and pet projects such as Project Homeless Connect — would make unconscionable cuts to essential social services and affordable housing programs, rely way too much on gimmicks and private capital to address public needs, and offer almost nothing that is innovative or befitting a progressive city at a crucial point in history.

Some specific examples and recommendations:

Newsom’s 4 percent cut in the Department of Public Health budget — which his appointed Health Commission took the unusual step of refusing to implement because the fat has already been trimmed away in previous budgets — is unacceptable. It would slash substance abuse treatment, homeless and HIV/AIDs services, and other programs that would simply be unavailable if the city didn’t fund them. The board should fully restore that funding and even consider providing seed money for innovative new programs that would help lift people out of poverty. Only after the city fully meets the needs of its most vulnerable citizens should it consider cosmetic fixes like expanded street cleaning.

• The budget should strike a balance on cityscape improvements that is lacking now. Contrary to the alternative budget proposed by Daly, which would have cut the $6.6 million that Newsom proposed for street improvements, we agree with the SF Bicycle Coalition that many streets are dangerous and in need of repair. It’s a public health and safety issue when cars and bikes need to swerve around potholes. But the $2.9 million in sidewalk improvements could probably be scaled back to just deal with accessibility issues rather than cosmetic concerns. And we don’t agree with Newsom’s plan to add 100 blocks and $2.1 million to the Corridors street-cleaning program, which already wastes far too much money, water, chemicals, and other resources.

As we mentioned last week ("More Cops Aren’t Enough," 6/20/07), the police budget doesn’t need the extra $33 million that Newsom is proposing, at least not until he’s willing to facilitate a public discussion about the San Francisco Police Department’s mission and lack of accountability. Sup. Ross Mirkarimi (a progressive who is strong on public safety and even clashed with Daly over the issue) was right to recently challenge the terrible contract that Newsom negotiated with the cops, which gives them a 25 percent pay increase and asks almost nothing in return.

Newsom’s housing budget would move about $50 million from renter and affordable-housing programs into initiatives promoting home ownership, which is just not a realistic option for most residents and represents a shift in city priorities that serves developers more than citizens. Some of that change is specific to a couple of big owner-occupied yet fairly affordable projects in the pipeline for next year, but the budget also does little to address the fact that we are steadily losing ground in meeting the goal in the General Plan’s Housing Element of making 62 percent of new housing affordable to most residents, when we should be expanding these programs by at least the $28 million that the board approved but Newsom rejected. Similarly, the board should keep pushing the Housing Authority to apply for federal Hope VI funds to make needed improvements to the public housing projects rather than supporting Newsom’s Hope SF, which purports to magically turn a $5 million expenditure into $700 million in housing — as long as we accept the devil’s bargain of 700 to 900 market-rate condos along with the public housing units.

Finally, there are lots of little items in Newsom’s budget that could be cut to find funding for more important city priorities. Don’t give him $1.1 million to hassle the homeless in Golden Gate Park or $700,000 for his New York–style community court in the Tenderloin.

The bottom line is that a progressive city should not be pandering to the cops, punishing the poor, and polishing up its streets when so many of its citizens are struggling just to find shelter and make it to the next month. Newsom has forgotten about the ideals that the Democratic Party once embraced, but it’s not too late for the Board of Supervisors to correct that mistake. *

The budget’s opening battle

Mayor Gavin Newsom and Sup. Chris Daly have been engaged in a high-profile clash over city budget priorities in recent weeks. Newsom appeared to win the latest battle when he galvanized an unlikely coalition and Daly clashed with some of his progressive allies, prompting Board of Supervisors president Aaron Peskin to remove Daly on June 15 as chair of the Budget and Finance Committee.

"This is not about personality, and it shouldn’t be about the mayor’s race. It should be about making sure we have a good budget," Peskin told the Guardian shortly before announcing that he would be taking over as Budget and Finance chair just as the committee was beginning work on approving a budget by July 1.

Yet this latest budget battle was more about personalities and tactical errors than it was about the larger war over the city’s values and spending, areas in which it’s far too early for the Newsom camp to declare victory. The reality is that Newsom’s "back-to-basics budget" — which would increase spending for police and cityscape improvements and cut health services and affordable-housing programs — is still likely to be significantly altered by the progressives-dominated Board of Supervisors.

In fact, while the recent showdown between Newsom and Daly may have been diffused by Daly’s removal as Budget and Finance chair, it’s conceivable that a clash between Newsom and the supervisors is still on the horizon. After all, eight supervisors voted for a $28 million affordable-housing supplemental that Newsom refused to sign, and the mayor could yet be forced to decide whether to sign a budget that lies somewhere between his vision and Daly’s.

Stepping back from recent events and the supercharged rhetoric behind them, a Guardian analysis of the coming budget fight shows that there are difficult and highly political choices to be made that could have profound effects on what kind of city San Francisco becomes.

If Daly wanted to spark a productive dialogue on whether the mayor’s budget priorities are in the best interests of the city, he probably didn’t go about it in the right way. But the approach seemed to be born of frustration that the mayor was refusing to implement a duly approved program for an important public need.

Daly has argued that when he introduced his $28 million affordable-housing supplemental in March, he thought it would be "noncontroversial." Last year the board approved and Newsom signed a $54 million supplemental budget, including $20 million in affordable-housing funds. Daly wrote on his blog that he hoped his latest $28 million request would help "stem the tide of families leaving San Francisco, decrease the number of people forced to live on the streets, and help elders live out their days with some dignity."

But Newsom objected, first criticizing Daly in the media for submitting it too late, then refusing to spend money that had been approved by a veto-proof majority, with only his supervisorial allies Sean Elsbernd, Michela Alioto-Pier, and Ed Jew opposed. Daly pushed back against what he loudly labeled the mayor’s "backdoor veto," which he considered illegal.

"You may not believe the question of affordable housing and affordability is more important than redesigning the city’s Web site or perhaps installing cameras in police cars or fixing a pothole, but to say that the money does not exist is a lie," Daly said at a board meeting.

So when Newsom submitted his final budget June 1, Daly proposed restoring the funding and taking away $37 million from what he called the mayor’s "pet projects." His suggestion triggered a political firestorm, since his targets included a wide array of programs, including $700,000 for a Community Justice Center, $3 million for one police academy class, $10.6 million for street repairs and street trees, $2.1 million to expand the Corridors street cleaning program, and $500,000 for a small-business-assistance center. In their place, Daly argued, the city would be able to restore funds cut from affordable housing, inpatient psychiatric beds, and services for people with AIDS.

In addition to uniting against him those constituencies whose funding he targeted, Daly’s proposed cuts in law enforcement — and his brash, unilateral approach to the issue — threatened to cost him the support of Sup. Ross Mirkarimi, a progressive with public safety credentials who represents the crime-plagued Western Addition. So it was a precarious situation that became a full-blown meltdown once the Newsom reelection campaign started phone banks and e-mail blasts accusing Daly of endangering public safety and subverting the normal budget process.

Pretty soon, with Daly’s enemies smelling blood in the water, it became a sort of feeding frenzy, and various groups urged their members to mobilize for a noon rally before the June 13 Budget and Finance Committee meeting. "We are a sleeping giant that has awakened," small-business advocate Scott Hauge claimed as he e-mailed other concerned stakeholders, who happened to include Friends of the Urban Forest and public housing activists, thanks to Daly’s call for a $5 million cut in Newsom’s Hope SF plan, which would rebuild public housing projects by allowing developers to also build market-rate condos at the sites.

"Mirkarimi seems to feel strongly about having cops and infrastructure, which are typically the priorities of conservatives," Daly told the Guardian as he announced plans to cancel the June 13 budget hearing, which he did after accusing Newsom of engaging in illegal electioneering.

Daly also accused Newsom of abusing his power by securing the City Hall steps for a budget rally at the same time, date, and place that Daly believed his team had secured — a mess-up city administrator Rohan Lane explained to us as "an unfortunate procedural thing."

But while Daly told us he "needed to hear from progressives who enjoy diversity, because if we don’t get more affordable housing dollars, San Francisco is going to become increasingly white, wealthy, and more conservative," all anyone could hear the next day was a pro-Newsom crowd chanting, "No, Supervisor Daly, no!" outside City Hall.

Newsom spoke at the rally and claimed that Daly’s proposal to cut $5 million from Hope SF would eliminate "$95 million in local money to help rebuild San Francisco’s most distressed public housing," a figure that includes the bond issue Newsom is proposing. With the 700 to 900 market-rate units included in the program, Newsom claims the cuts will cost the city $700 million in housing.

"Stop the balkanization of San Francisco!" Rev. Al Townsend roared, while Housing Authority Commissioner Millard Larkin said, "People are living in housing not fit for animals. Protect policies that give people a decent place to live."

"This is about your priorities," Newsom said as he made the case that fixing potholes, sweeping streets, and putting more cops on the beat are now San Francisco’s top concerns.

"I’ve never seen this type of disrespect to the public process," Newsom said, addressing a crowd that included a couple of Daly supporters holding "Homelessness is not a crime" signs alongside people dressed as trees, a dozen people in orange "Newsom ’07" shirts, Newsom campaign operative Peter Ragone, and former Newsom-backed supervisor candidates Doug Chan and Rob Black (the latter of whom who lost to Daly and now works for the San Francisco Chamber of Commerce).

"Gavin Newsom’s budget reflects that he has been listening to you. It’s not something he has dreamed up is his ivory tower," Townsend said, while Kelly Quirke, executive director of Friends of the Urban Forest, pointed out that Daly’s proposal would mean the 1,500 trees that the Department of Public Works planted this year "would not be watered," and Police Commissioner Yvonne Lee said the proposal would "eliminate 50 new officers that could be on streets, plus a $400,000 system to identify the source of gunfire."

What Newsom’s supporters didn’t mention was that his proposed budget, which would add $33 million for the Police Department to help get more officers on the streets and pay existing officers more, also would drastically shift the city’s housing policies by transferring about $50 million from existing affordable-housing and rental-support programs into spending on home ownership and development of market-rate units. And that comes as the city is losing ground on meeting a goal in the General Plan’s Housing Element of making more than 60 percent of new housing affordable for low-income residents.

Daly doesn’t think people fully understand the implications of Hope SF and said public hearings are needed so they "can understand it better." Yet the Newsom rally still touted the mayor’s concern for those in public housing projects.

"We’re not interested in rebuilding unless the tenants are supportive," Doug Shoemaker of the Mayor’s Office of Housing told the Guardian, promising that existing public housing units will be replaced "on a one-to-one basis" and noting that 85 affordable rentals, along with 40 to 50 units for first-time home buyers at a below-market rate (for a household of two with an income of about $58,000 annually) and hundreds of market-rate condos, will be built.

"The market-rate condos will cross-subsidize the rebuilding of public housing," said Shoemaker, who claims that the "lumpiness of the mayor’s budget" — in which home-ownership funding increases by $51 million, while programs benefiting the homeless and senior and families renters appear to have been cut by $48 million — "is best understood over the long term" and is related to the redevelopment projects in Bayview–Hunters Point and Mission Bay.

"The hardest thing about explaining these figures is that it sounds like a game of three-card rummy, but we need to fuel whatever is coming down the pipeline," he said.

The confusing fight over affordable housing has even split its advocates. Coleman Advocates for Children and Their Families publicly urged Daly not to hold Hope SF funds hostage to his housing supplemental, while the Family Budget Coalition urged Newsom and the supervisors to "work together to find at least $60 million during the add-back process to prioritize affordable housing."

But with Daly gone from the Budget and Finance Committee, how will his proposals and priorities fare? Sources say Peskin was irritated with Daly’s budget fight and his recent Progressive Convention — both actions not made in consultation with colleagues — as well as his increasingly public spat with Mirkarimi. Yet Peskin publicly has nothing but praise for Daly and supports many of his priorities.

"We are working with the same schedule that Daly’s office laid out," Peskin said, noting that a lot of the decisions about funding will depend on "what ends up coming from the state." San Francisco could still lose money from the state or federal budget. During a June 18 budget hearing, Sup. Bevan Dufty introduced a motion to amend the mayor’s interim budget by appropriating $4 million for HIV/AIDS services, to be funded by General Fund reserves, for use by the Department of Public Health.

This was one of Daly’s top priorities, and as the hearing proceeded, it became clear that there was a method in the former chair’s apparent budget-dance madness. Newsom’s budget would restore $3.8 million of the $9 million in AIDS grants lost from federal sources, with Newsom asking Congress to backfill the remaining reductions to the Ryan White Care grant. Sup. Sean Elsbernd questioned the wisdom of appropriating $4 million now, when the feds may yet cough up, and Mirkarimi questioned whether doing so would send Washington the message that it doesn’t need to help us.

"It’s a discussion we have every year," Controller Ed Harrington said. He recommended appropriating $4 million now and sending the following message: "Yes, we think this is important, we’ll try and figure out how to fix it, but this shows it isn’t easy. It’s a political call rather than a technical one."

In the end, the Budget and Finance Committee voted 3–1, with Sup. Tom Ammiano (the only supervisor to publicly support Daly’s alternative budget) absent and Elsbernd dissenting, to appropriate $4 million, on the condition that if additional federal and state funds are granted to backfill the Ryan White Care grant, the controller will transfer the $4 million augmentation back to the General Fund.

The same kind of balancing act is expected on Daly’s other suggestions to restore funding for affordable housing and public health departments, so it’s still too early to tell whether his priorities might ultimately win the war after losing the battle.*

In a recent “Update on District Affairs” column for the neighborhood paper, Jew writes about why he and Sups. Michela Alioto Pier, Sean Elsbernd and Geraldo Sandoval, opposed Sup. Chris Daly’s $28 million supplemental appropriation for a variety of affordable housing programs.
Since we were kinda wondering about that vote (unlike Jew we don’t own 13 properties in and around San Francisco and therefore we could seriously use some more affordable housing), we read on.
“Some supervisors [that would be seven out of eleven supervisors, Ed] believe this money needs to go to affordable housing because the taxpayers have twice, in recent years, turned down the opportunity to pay more property taxes intended for housing.”
“Of course we need affordable housing, but a last-minute budget raid is not the way to get it, “continues Jew, who claims he was “particularly puzzled” that the $28 million request contained $5 million for the Housing Authority, “an agency,” writes Jew that spends money so badly that former Mayor Art Agnos has just been named it court-appointed receiver for the purpose of forcing the agency to pay its bills. There are no strings attached to the $5 million–it is basically a blank check. I don’t spend my money this way and I’ll bet you don’t either.”

Home invasion

Don Barsuglia worried security was deteriorating at the SoMa public housing complex where he’s lived for about eight years after he watched a body drop past his ninth-floor balcony window late one evening.

A would-be thief had climbed over the 10th-floor balcony during an escape attempt after stealing a few thousand dollars from another resident in Clementina Towers, located close to Sixth Street between Howard and Folsom. The man misjudged his footing and dropped to his death below before police could arrive.

"He probably thought my balcony was open," Barsuglia told the Guardian. "However, I have a bird net on my balcony. So when he went to go down, he hit my net, and good-bye, Mr. Spider-Man. Splat. That’s it, man."

That was enough for Barsuglia, who joined dozens of angry public housing residents last week at City Hall for a special hearing on safety and living conditions, which was organized by Sup. Chris Daly, whose District 6 includes Clementina’s neighborhood.

The 74-year-old Barsuglia recounts with verve the building’s recent run-ins with dope dealers, prostitutes, and knife-wielding teenage stickup artists. Several years ago his building and a neighboring tower had two 24-hour security guards, he said, but they’re now down to one. And just a few weeks ago, when daytime watches were trimmed back to save money, Barsuglia and other residents say they noticed a marked difference.

"It’s neglect by management and administration," he said of the San Francisco Housing Authority. "They pay no attention to us … totally ignored. They don’t even return calls."

Daly’s office has been inundated with grievances from people frightened by an uptick in crime at public housing, including the Ping Yuen complex on Pacific Avenue in Chinatown and Sala Burton on Turk Street in the Tenderloin.

Clementina, built in the early ’70s, houses low-income elderly and disabled residents in 275 studios and one-bedroom apartments. The building is supervised by the trouble-plagued Housing Authority, which faced a litany of questions at the meeting about a diminished security presence at several of its 52 developments across the city.

In November 2006 housing officials sent an abrupt memo to residents notifying them that the authority would have to "explore other methods" for policing its senior and disabled housing sites due to cash shortages.

Progressives on the Board of Supervisors have set their sights on the authority’s seven-member commission, composed of mayoral appointees, demanding at the hearing that Mayor Gavin Newsom consider a shake-up of its membership. No one from the Housing Authority Commission attended the meeting.

"Where are they?" Sup. Tom Ammiano asked after hearing a steady stream of emotional public comments. "I find it criminal, and I challenge the mayor to look at his appointments. Are they the right people for the commission?"

A 51-year-old heart patient who’s lived at Clementina for nine years told the Guardian she positions her motorized wheelchair against the door each night for additional safety. The headboard of her bed seals off one of the windows. Full-time security returned to the building recently, but the woman, who asked not to be named, fearing an assault, said that when the single guard checks each of the 26 floors, nonresidents manage to sneak in. She said that just last week a duo armed with a hammer and a knife robbed an older man living in the building.

"It used to be nice and quiet," she said. "Our front doors we could leave open with just the chain on…. [Now] I’m not sleeping in my bedroom. I’m sleeping on my couch facing the door."

The authority’s embattled executive director, Gregg Fortner, blames it on the White House and congressional cuts to the federal Department of Housing and Urban Development (HUD), the bureaucracy that controls his bank account. The money available for armed and unarmed patrols at public housing in San Francisco has dropped by half in the last six years, according to figures Fortner furnished at our request.

A contingent of San Francisco Police Department officers is hired for $83,000 a month to patrol the "Big Four" public housing projects — Sunnydale, Alice Griffith, Hunters View, and Potrero — where many of the city’s headline-grabbing violent crimes occur. That approach was recently expanded to the Western Addition.

Fortner was already struggling to stay out of the papers without the most recent security headaches. In a series of stories published in 2005, the Guardian exposed dangerous and unhealthy conditions at the city’s public housing projects, sparking promises by city officials to fix the problems. And Fortner has also been threatened with jail time by a judge for refusing to pay out millions of dollars the agency owes on verdicts in civil lawsuits.

In addition, last week the Guardian obtained more than 100 forms filled out by public housing residents detailing chronically deplorable living conditions that apparently continue unabated citywide. Compiled by local organizers of the Association of Community Organizations for Reform Now (known nationally as ACORN), the reports of maintenance failure betray stubborn structural decay that persists despite frequent promises of reform from City Hall.

"Bathroom tub leaks through ceiling," one of them reads, closely echoing many of the other complaints. "Stove is broken. Roaches. Holes in my walls; some as big as a square foot."

"My kitchen window has been broken for eight months (due to burglary) and it keeps my house cold," another reads. Most of the maintenance failures have persisted for months, even years. Other complaints depict half-assed repairs that did little or nothing to fix the problem.

In response, Fortner told us tenants are charged for repairs if the authority determines they’re at fault, which leads some to avoid lodging complaints. He maintains that emergency work orders are handled within 24 hours and all others before 30 to 45 days are up.

"We did 63,000 work orders from Oct. 1, 2005, to Sept. 30, 2006," Fortner said. "That’s like 10 work orders per unit, per year. I don’t know where you live, but do you have a repairman in your unit once a month to fix something? We have an old stock that’s falling apart."

But beyond the indignant outcry and public hearings, no one at City Hall except the mayor is in a position to do anything about public housing unless San Francisco decides to take over the authority completely, which some supervisors have discussed informally. The authority answers mostly to the feds.

Fortner warned that when local governments attempt to babysit their housing authorities, they inevitably get into trouble with HUD. In fact, the Berkeley City Council fired itself last week as the charge of its housing authority because of pressure from HUD.

And the burglar who fell to his death at Clementina Towers? SFPD spokesperson Sgt. Neville Gittens told us he was 19 years old and had been working as a caretaker for his victim. The two quarreled over the money, and a neighbor eventually made a noise complaint to the guard downstairs. When the guard arrived, he managed to block the alleged perp from leaving through the front door but couldn’t keep him from making a gruesome exit out the back.

Other residents told the committee shady figures scaled the exteriors of the towers all the time and were doing so with more frequency. Fortner told the committee it was the first he’d heard of the problem. Maybe his promise of a new tip line for residents will prevent ignorance as an excuse in the future. Or maybe not. *

Whatever the reason for the chickens chickening out, their absence didn’t spare Gavin from folks protesting what he’s not doing for the Bayview, or housing advocates yelling, “We will not be moved!” just before they left the room, or a bunch of ACORN activists decrying his plans to demolish ’ the Alice Griffith Housing Project> .

Newsom didn’t have any answer for why AG residents hadn’t been consulted about this latter plan, which was kinda odd since it was part of his own last-ditch attempt to stop the 49ers from dumping San Francisco. But he was quick to point out that Board of Supervisors Chair Aaron Peskin and Sup. Sophie Maxwell have already added language to the proposal so current AG residents are guaranteed one-for-one replacement housing at their current low-income levels—housing they’ve also been promised will be built before AG is torn down. (Thanks Aaron and Sophie, and let’s just make sure there’s no last minute bait and switches this time around.)

By the end of the two hours, Gavin had also got beaten up for, among other things, holding the meeting at the top of a hill, referring to the community center as the Whitney Young Child Care center, never visiting the Bayview except for once when he was first elected, and not having translators and sign language interpreters.
Also beaten up was the SF Housing Authority’s Gregg Fortner, who gave out his phone number, only to have an audience members shout, “You never answer! Where ya been?”
And then there was the fact that Newsom introduced Miguel Bustos as his new appointments secretary. (Uh oh)
But no one mentioned the AFFAIR, in part because Gavin’s new flame Jennifer Siebel was very much in tow, and even offered up her chair so seniors and kids could be seated. Still, by the end of the meeting, Gavin must have beenwondering whether Question Time before the Board could have been any worse, and why he’d ever volunteered to give up Saturday mornings to get heckled and pecked, chickens not withstanding.

Make housing, not war!

OPINION As President George W. Bush requests more money to fight the war overseas, a stealth war is being fought here on domestic soil: the war on housing for the poor. Since the Bush administration took power, the public housing program has suffered $1 billion in cutbacks.

As a result, conditions have rapidly deteriorated in public housing developments throughout the country. Maintenance, security, and services have been slashed annually as budgets are drained with each appropriations bill. A climate of violence, fear, and despair has taken hold in the projects, where years of deferred maintenance, toxic and unsanitary conditions, and government neglect are simmering to a boiling point.

As we fought terror abroad, the Republican-led Congress created a breeding ground for terror here at home. Just ask the desperate, homeless families who refuse offers to move to the city’s public housing developments for fear of their lives. Or ask the mothers of children who have been shot at in their front yards while attempting to escape the leaking sewage and toxic mold in their homes.

Yet rather than fight this terror in our own backyards, lawmakers have attacked the very programs that can provide a solution. Job training, education programs, and social services have all been casualties of the war on public housing. Agencies have been forced to make cuts in security and maintenance staff every year. In the past five years alone, the San Francisco Housing Authority has lost 250 employees, a 50 percent cut.

While military spending has continued to rise, the offensive against housing has also escalated. A full $600 million was cut from the 2006 public housing budget, funding housing authorities at only 85 percent of overall need. Layoffs and cutbacks occurred throughout the country as cities began planning for desperate measures such as disposing of properties, raising tenant fees, and increasing response time for repairs. In San Francisco, 26 housing authority staff lost their union jobs last year. As a result, vulnerable senior and disabled residents in high-crime neighborhoods saw their security services eliminated.

Last year was devastating for public housing residents, and the battle is far from over. The generals of the war on housing are out for blood, and it appears that they will not stop until the last vestiges of federally funded, low-income housing are destroyed. This was made abundantly clear recently when the Department of Housing and Urban Development announced that in 2007 housing authorities will be funded at only 76 percent of the actual need. By proposing a budget that is $1 billion short, President Bush has raised the stakes in the fight to preserve our precious remaining federal housing for the poor.

Congress has a chance to increase funding when it passes a spending bill next month. Without an increase, San Francisco will face a $3.5 million shortfall. Our powerful new leadership must take a stand against these unconscionable cuts, which could starve local housing agencies to death.

The only way to avoid increased homelessness; displacement of poor families; loss of union jobs; heightened violence; and turn-of-the-century, tenementlike living conditions for San Francisco’s poorest residents is for our representatives to insist on an increase in funding. Bayview’s perspective

Consider the perspective of Marie Harrison and her political allies in Bayview — including the owners and writers at the San Francisco Bay View newspaper — whose support for Proposition 90 has put them at odds with the progressive political community.
Harrison, who is running for supervisor against incumbent Sophie Maxwell, lives on Quesada Avenue just off Third Street, in a diverse neighborhood bustling with vitality. Residents have transformed the wide median on her street into a gorgeous community garden. Almost all the houses are owner-occupied and well maintained.
“Blight” is not a word that most people would use to describe this neighborhood. Yet that is the word city officials have used to justify their decision earlier this year to turn this neighborhood and the rest of Bayview–Hunters Point into the biggest redevelopment area in city history over the strident objections of Harrison and others.
Redevelopment is a process that collects annual property tax increases into a fund that the San Francisco Redevelopment Agency uses to subsidize favored development projects, usually working with big developers and often bundling properties together for them to use, seizing the land by eminent domain if need be.
“The Redevelopment Agency is like a monster,” Dr. Ahimsa Porter Sumchai, a physician who covers the environment for the Bay View, told the Guardian while sitting in Harrison’s house.
For Harrison and others who moved to this neighborhood after being forced out of the Fillmore by another redevelopment effort that began in the ’60s, redevelopment means one thing: displacement of existing residents, or “repeopling,” a disturbing term that Harrison said she found in some Redevelopment Agency literature. They see it as simply a land grab by greedy developers working in cahoots with Mayor Gavin Newsom and the political establishment.
“Yeah, we’d like to see our community built up and look nice. But does that mean I don’t get to live here?” said Harrison, who, like many Bayview residents, owns her home but struggles to get by: she works, and her husband has two jobs, but they still live month to month.
It is that fear that caused Harrison to support Prop. 90 even after editors at the Guardian and other progressive voices tried to convince her that the state measure’s damaging aspects far outweigh its protections against eminent domain.
While Harrison admitted, “I see some things in Prop. 90 that scare the shit out of me,” she said, “desperation has set in.
“They’ve taken all hope. I see that I have to protect my community. Somebody has to remove the fear…. In this community, [Prop. 90 is] a hope and a chance.”
Where Maxwell and city leaders who favor redevelopment see progress, Harrison and others see an insidious conspiracy to take control of Bayview away from the people who live there.
And the narrative that city government is out to get Bayview has recently been reinforced by other actions: Newsom’s announcement that he wants to use Bayview–Hunters Point as a staging ground for the 2016 Olympics; expanded plans for upscale housing development around Candlestick Park; City Attorney Dennis Herrera’s rejection of a seemingly successful referendum drive challenging the Bayview Hunters Point Redevelopment Plan and the refusal of the Board of Supervisors to allow a vote on the matter; city staffers issuing regular citations to Bayview property owners to make improvements or risk fines; the Housing Authority’s failure to properly maintain the projects it manages; Herrera’s decision this month to seek civil injunctions preventing the free association of purported members of the Oakdale Mob; and the Redevelopment Agency’s Oct. 17 decision to let Lennar Corp. out of its pledge to build rental units on Parcel A of the former Hunters Point Naval Shipyard.
Add it all up, and it becomes understandable why many Bayview residents buy into the vision that Bay View publisher Willie Ratcliff has repeatedly put on the front page of his newspaper: “the bulldozers are at our borders,” just waiting to turn Bayview into one more white yuppie enclave and make a handful of politically connected developers rich in the process.
Officials strenuously deny this is true, arguing that this redevelopment project is all about helping the area by building more affordable housing, infrastructure, and open space and noting how the plan strictly forbids the seizure of residential property by eminent domain.
“The agency has that historical baggage, but we haven’t done anything like that in many years,” Marcia Rosen, director of the Redevelopment Agency, told us.
That hasn’t allayed fears in Bayview or among its allies outside the community, most notably Brian Murphy O’Flynn, whose North Beach property was seized by the city in 2003 to be turned into a park.
“I thought, ‘These people are getting steamrolled,’” O’Flynn told us. “The people there are going to be displaced…. It comes down to money. [Powerful people] want that neighborhood. It’s right on the water, and it’s going to make some people rich.”
Nonetheless, O’Flynn has concerns about the other impacts of Prop. 90, so much so that he has parted ways with his Bayview allies on the measure and refused requests by Prop. 90 advocates to join the campaign.
“I have no position on 90,” O’Flynn said. “But I understand how it came about.” SFBG

The attack on public housing

OPINION If the Bush administration has its way, conditions for San Francisco’s public housing residents are about to get much worse.
The San Francisco Housing Authority, which operates 6,000 units of public housing, is facing a $7 million shortfall this year due to Republican-led cuts to the Department of Housing and Urban Development (HUD) budget. Congress has already cut the public housing budget by $1 billion since 2001 and has now created a $300 million shortfall in operating funds for already cash-strapped public housing agencies. As a result, agencies will receive 85.5 percent of what they need. But that’s not all. The president’s proposed budget for 2007 guarantees that funding will drop again to (at most) 80 percent of the need.
San Francisco will be one of the hardest-hit housing authorities. That’s because HUD uses a nonsensical funding formula that unfairly cuts funds to some agencies while providing increased funding for others.
The impact of these budget cuts is alarming, as agencies try to do more with less. Housing authorities across the nation are being forced to cut back vital tenant services such as security and maintenance.
The impact on San Francisco’s public housing residents will be nothing short of disastrous. The housing authority will now have to operate with only $342 per unit (down from $454).
Since Bush took office, per unit funding has declined sharply, from $585 in 1999; combine that with rising housing costs and other expenditures and you’ll see that San Francisco’s poorest have been hit hard. Residents are plagued with deferred maintenance and growing repair needs. Units sit empty because there are no funds for rehab. Shootings continue on many public housing sites while cutbacks in security are made. There’s a backlog of $245 million in immediate capital improvements needs and no plans for new development, despite the 30,000 families who have been languishing for years on the waiting list.
A loss of $7 million will mean dire consequences: longer turnaround on repairs, less secure buildings, and a further halt to modernization and new construction — this at a time when the agency has already failed its tenants and when housing costs continue to climb out of reach of San Francisco’s homeless and low-income families. Congress must take a stand now and stop the Bush administration and its unconscionable attempts to dismantle low-income housing programs. Democrats in Congress should take the lead and demand that a $300 million budget supplemental for public housing be passed to stop the losses for this year. It will also take strong leadership to ensure that public housing is fully funded for 2007. If the Republicans succeed once again in ridding cities of housing for the poor, it would be, as Erni Young of the Philadelphia Daily News wrote, nothing short of “an act of domestic terrorism perpetrated by our own government.” SFBG
