It started in 1971, with a handful of people who worked for Socialist Revolution magazine and wanted to sell books that would give the Movement – and back then it had a capital M – some historical and theoretical perspective. The magazine’s editor, Jim Weinstein, provided the rag with a free 900-square-foot space in a building he owned. With $5,000 in raised funds, the idealistic collective opened Modern Times Bookstore in the Mission.

A lot of similar projects were launched in San Francisco during that era – co-operative businesses and ventures founded by activists with a radical social vision – and most of them folded. Modern Times grew. And while independent bookstores around the country are failing by the day, Modern Times is thriving.

"I think it’s because we’ve always had the support of the community," Michael Rosenthal, who started at Modern Times just weeks after it opened and retired this year, told us. "We were always a community bookstore."

And unlike a lot of ’60s-era institutions, Modern Times was open to adapting and changing – while preserving its core beliefs. There have always been books for sale on Marxism and socialist theory, but as Rosenthal points out, "at a certain point, we realized we were just speaking to a coterie."

Taking a broader approach, Modern Times became one of the first bookstores in the country to offer a lesbian-gay section and one on women’s issues. And these days the store has an incredible variety of books from major and small-press houses in all sorts of different genres, including Spanish-language and children’s books, and an extensive rack of zines and cultural periodicals. New College, right down the street, uses Modern Times as its school bookstore, a deal that helps both local institutions.

Modern Times has maintained its worker-ownership structure – and has always been a community resource. Its back room is abuzz with local author book signings and queer experimental poetry readings. Political and community groups use the store for everything from panel discussions on the city’s wi-fi plan to workshops on economics and how-to sessions on bike safety. The site has hosted events featuring the storied radical feminist ’80s performance art and culture-jamming group the Guerrilla Girls, and San Francisco’s innovative Cutting Ball Theater is currently in residence there. Modern Times has become more than just a neighborhood bookstore for the Mission. It’s also a crucial part of San Francisco’s progressive community. And it’s a sign that independent bookstores can withstand gentrification and the assault of the big chains – and make a difference. (Tim Redmond)

Casey Mills, the former managing editor of BeyondChron, has a great piece today that explains how too much of the “new urbanism” fails to consider affordable housing:

A disturbing trend already underway involves sustainability and ‘green’ advocates aligning with developers to promote density above all other considerations. Requiring developers to contribute towards affordable housing, for example, simply represents a roadblock to the more important overall goal – brining more housing downtown. If affordable housing becomes viewed as a necessary component of sustainability, not a roadblock to it, this sort of alliance would be impossible to maintain.

He’s right: as market-rate housing in urban centers drives out poor people (and it does, always), those people have to live further and further from work. Since there will always be a need for less-well-paid service workers (not to mention the likes of bus drivers and teachers, who can’t possibly afford any of the new housing we’re building) in cities, gentrification and displacement are significant causes of sprawl.

And yet San Franicsco continues to build housing for people who don’t live here (or even work here), driving out the people who do work here and promoting exactly the kind of sprawl everyone at City Hall is officially against. Insane.

Oh, how they make those poor, hopeful creatures suffer! First, Felicia had to stand outside Mervyns for two hours in the freezing drizzle with about 200 sticklike beauties, weathering the intrusive queries of passing senior mall walkers. Mervyns! Really. Luckily, she had warm company in adorable fellow aspirants such as Jamilee “Can you see my butt in this dress? Good!” Mills and Tyra look-alike — therefore doomed — Chelsea, a sexual-violence social worker who decried recent Western Addition gentrification as “cultural genocide.” Tell it to Twiggy, sweetie.

After slogging it through the exhausting line and dutifully saying, “Next up on the CW: The King of Queens!” into a waiting camera, the girls were corralled, 50 at a time, into a private office with no windows. No one blinked twice about Felicia. Gotta love the new generation: even the ogling homeboys passing by in their souped-up Sentras offered catcalls of encouragement.

Inside the office the girls were asked to step forward and give their name, age, height, and weight. Sadly, although they knew their weight to the ounce, many couldn’t recall their height — even though this was an early question on the 15-page application. (Other questions: Have you ever had a restraining order issued against you? Have you ever been to a nude beach? How do you deal with anger?) Three slick LA model-picker types — sorry, no Miss Jay, ladies — silently, nerve-wrackingly conferred and asked eight girls to stay for semifinals. The rest were left somewhat wrecked.

“Even though I had no chance in hell, I feel like a sledgehammer hit me,” Felicia sighed. “Fuck modeling. Let’s get McDonald’s.” (Marke B.)

 

Truth about the eastern neighborhoods

EDITORIAL The next battle for San Francisco’s future will be fought in significant part in what the Planning Department calls the eastern neighborhoods — South of Market, the central waterfront, the Mission District, Potrero Hill, and Showplace Square. That’s where planners want to see some 29,000 new housing units built, along with offices and laboratories for the emerging biotech industry that’s projected to grow on the outskirts of the UCSF Mission Bay campus.

On March 28 the Planning Department released the final draft of a socioeconomic impact study of the area, which, with 1,500 acres of potentially developable land, is one of San Francisco’s last frontiers.

For a $50,000 report, the study doesn’t really say much. It puts an overall rosy glow on a zoning plan that will lead to widespread displacement of blue-collar jobs and dramatically increased gentrification. And it fails to answer what ought to be the fundamental questions of anything calling itself a socioeconomic study.

But within the 197-page document are some stunning facts that ought to give neighborhood activists (and the San Francisco supervisors) reason to doubt the entire rezoning package.

On one level it’s hard to blame Linda Hausrath, the Oakland economist who did the study: the premise was flawed from the start. The study considers only two possibilities — either the eastern neighborhoods will be left with no new zoning at all or the Planning Department’s zoning proposal will be implemented. Her conclusion, not surprisingly, is that the official city plan offers a lot of benefits. That’s hard to argue: the current zoning for the area is a mess, and much of the most desirable land is wide open for all sorts of undesirable uses.

But there are many, many ways to look at the future of the eastern neighborhoods beyond what the Planning Department has offered. Neighborhood activists in Potrero Hill have their own alternatives; so do the folks in the Mission and South of Market. There are a lot of ways to conceive of this giant piece of urban land — and many of them start and end with different priorities than those of the Planning Department.

Two key issues dominate the report — housing and employment in what’s known as production, distribution, and repair, or PDR, facilities. PDR jobs are among the final remaining types of employment in San Francisco that pay a decent wage and don’t require a college degree. The city had 95,000 of these as of 2000 (the most recent data that the study looks at), and 32,000 of them were in the eastern neighborhoods.

Almost everyone agrees that PDR jobs are a crucial part of the city’s economic mix and that without them a significant segment of the city’s population will be displaced. "There are two ways to drive people out of San Francisco," housing activist Calvin Welch says. "You can eliminate their housing or eliminate their jobs."

The city’s rezoning plan seeks to protect some PDR uses in a few parts of the eastern neighborhoods. But many of the areas where the warehouses, light industrial outfits, and similar businesses operate will be zoned to allow market-rate housing — and that will be the end of the blue-collar jobs.

When you build market-rate housing in industrial areas, the industry is forced out. That’s already been proved in San Francisco; just remember what happened in South of Market during the dot-com and live-work boom. When wealthy people move into homes near PDR businesses, they immediately start to complain: those businesses are often loud; trucks arrive at all hours of the day and night. City officials get pestered by angry new homeowners — and at the same time, the price of real estate goes up. The PDR businesses are shut down or bought out — and replaced with more luxury condos.

Thousands of PDR jobs have disappeared since the 2000 census, the result of the dot-com boom. And even the Hausrath report acknowledges that 4,000 more PDR jobs will be lost from the eastern neighborhoods under the city’s plan. That’s more than would be lost without any rezoning at all.

The vast majority — more than 70 percent, the report shows — of people who work in PDR jobs in San Francisco also live in San Francisco. Many are immigrants and people of color. A significant percentage live in Bayview–Hunters Point, where the unemployment rate among African Americans is a civic disgrace. What will happen to those workers? What will happen to their families? Where will they go when the jobs disappear? There’s nothing in the report that addresses these questions — although they reflect one of the most important socioeconomic impacts of the looming changes in the region.

Then there’s affordable housing.

According to the city’s reports and projections, two-thirds of all the new housing that is built in the city ought to be available below the market rate. That’s because none of the people who are now being driven from San Francisco by high housing costs — families, small-business people working-class renters, people on fixed incomes — can possibly afford market-rate units. In fact, as we reported last week ("The Big Housing Lie," 3/28/07), the new housing that’s being built in San Francisco does very little to help current residents, which is why more than 65 percent of the people who are buying those units are coming here from out of town.

San Francisco is one of the world’s great cities, but it isn’t very big — 49 square miles — and most of the land is already developed. The 1,500 developable acres in the eastern neighborhoods are among the last bits of land that can be used for affordable housing. And in fact, that’s where 60 percent of the below-market housing built in the city in the past few years has been located.

But every market-rate project that’s built — and there are a lot of them on the drawing board — takes away a potential affordable housing site and thus makes it less possible for the city to come close to meeting its goals. The Hausrath report completely ignores that fact.

Overall, the report — which reflects the sensibilities of the Planning Department — accepts the premise that the best use of much of the eastern neighborhoods is for high-end condos. Building that housing, the report notes, "would provide a relief valve" to offset pressures on the market for existing housing.

But that’s directly at odds with the available facts. The San Francisco housing market has never fit in with a traditional supply-and-demand model, and today it’s totally out of whack. Market-rate housing in this city has come to resemble freeways and prisons: the more you build, the more demand it creates — and the construction boom does nothing to alleviate the original problem.

The new condos in San Francisco are being snapped up by real estate speculators, wealthy empty nesters, very rich people (and companies) who want local pieds-à-terre, and highly paid tech workers who have jobs on the Peninsula. Meanwhile, families are fleeing the city in droves. The African American community is being decimated. Artists, writers, musicians, unconventional thinkers — the people who are the heart of San Francisco life and culture — can’t stay in a town that offers no place for them to live. Is this really how we want to use the 1,500 precious acres of the eastern neighborhoods?

The Hausrath study was largely a waste of money, which is too bad, because the issue facing the planning commissioners, the mayor, and the supervisors is profound. The city planners need to go back to the drawing board and come up with a rezoning plan that makes affordable housing and the retention of PDR jobs a priority, gives million-dollar condos a very limited role, and prevents the power of a truly perverse market from further destroying some of the city’s most vulnerable neighborhoods. *

Let the niners go?

Glenn Dickey has an interesting hit on the 49ers stadium problem: The hell with it, he says; let ’em go.

I still like the idea of a San Francisco football team, but then, I also like Candlestick Park, and I always have. I even liked it when the Giants played there. But I have to say, Dickey’s got the economics right. He’s horribly harsh about the neighborhood (“There’s nothing at Candlestick Park; Hunters Point … is no better.”) That’s not true — and in theory, if the city could find land at the shipyard, the presence of the stadium would spur local restaurants, bars etc. But in practice, it probably won’t: Most football fans don’t contribute much to local business. They pack in food, tailgate and then split.
The downtown Giants stadium did wonders for either economic revitalization or gentrification, depending on how you define it. The niner games at Candlestick have done nothing for Third Street. From that perspective, a new niners stadium would be a waste of public money.

The corporation that ate San Francisco

For the past decade, Florida-based megadeveloper Lennar Corp. has been snatching up the rights to the Bay Area’s former naval bases, those vast stretches of land that once housed the Pacific Fleet but are now home to rats, weeds, and in some places, low-income renters.

When the Navy pulled out of Hunters Point Shipyard in 1974, it left behind a landscape pitted with abandoned barracks, cracked runways, spooky radiation laboratories, antique cranes, rusting docks, and countless toxic spills.

A quarter century later, Lennar came knocking at the shipyard’s door — and those of other military bases abandoned in the waning days of the cold war — recognizing these toxic wastelands as the last frontier of underdeveloped land in urban American and an unparalleled opportunity to make big money.

Lennar had already won its first battle in 1997, seizing control of the Bay Area’s former military pearl in Vallejo when it was named master developer for the old Mare Island Naval Shipyard. Two years later it almost lost its bid for Hunters Point Shipyard when a consultant for the San Francisco Redevelopment Agency recommended giving the development rights to the Ohio-based Forest City.

Lennar fought back, calling on politically connected friends and citing its deep pockets and its track record at Mare Island.

A parade of Lennar supporters, many of them friends of then-mayor Willie Brown and Rep. Nancy Pelosi, told the Redevelopment Agency commissioners that Lennar was the only developer that had bothered to reach out to the Bayview–Hunters Point community. In the end, the commissioners — all of them mayoral appointees — ignored their consultant’s advice and voted for Lennar.

Nobody knows if Forest City would have done a better job. A developer is, after all, a developer. But Lennar’s victory at the shipyard helped it win the rights, four years later, to redevelop Treasure Island — long before it had even broken ground at Hunters Point. And a couple years ago, it parlayed those footholds into an exclusive development agreement for Candlestick Point.

Now the Fortune 500 company, which had revenues of $16.3 billion in 2006, does have a track record at the shipyard. And that performance is raising doubts about whether San Francisco should have entrusted almost its entire undeveloped coastline to a profit-driven corporation that is proving difficult to regulate or hold accountable for its actions.

Sure, Lennar has provided job training for southeast San Francisco residents, set up small-business assistance and community builder programs, and invested $75 million in the first phase of development. That’s the good news.

But on Lennar’s watch, a subcontractor failed to monitor and control dangerous asbestos dust next to a school at the Hunters Point Shipyard, potentially exposing students to a deadly toxin — despite promising to carefully monitor the air and control the construction dust.

And when the homebuilding industry took a nosedive last year, Lennar reneged on its promise to provide needed rental housing on Hunters Point — saying that its profit margins were no longer good enough to make rentals worthwhile. All of which raises questions about whether this company, which is working with Mayor Gavin Newsom to build a stadium at the shipyard to keep the 49ers in town, really has San Francisco’s interests in mind.

Bayview–Hunters Point native Dr. Ahimsa Porter Sumchai, a physician and a Sierra Club member, called the Lennar deal the "dirty transfer of the shipyard." She told us, "There is no reason why I’d trust Lennar more than I would the Navy and the federal regulators who have stringently worked on the cleanup of Hunters Point Shipyard, and yet it still remains toxic."

"This is just a play to get the shipyard," said Porter Sumchai, whose father was a longshore worker at the shipyard and died from asbestosis.

Part of the problem is systemic: the Redevelopment Agency hands over these giant projects to master, for-profit developers — who can then change the plans based on financial considerations, not community needs. And while Lennar likes to tell decision makers of its massive size and resources, the actual work at these bases has been delegated to limited-liability subsidiaries with far fewer available assets.

In this case, Lennar experienced a 3 percent drop in sales last year, a 29 percent increase in cancellation rates on homes, and a 15 percent dip in its fourth quarter profits. The downturn prompted Lennar’s president and CEO, Stuart Miller, to identify ways to improve what he described in the annual report as the company’s "margin of improvement" in 2007. These included "reducing construction costs by negotiating lower prices, redesigning products to meet today’s market demand and building on land at current market prices."

A Lennar spokesperson, Sam Singer, issued a statement to us saying that "Lennar BVHP is committed to operating responsibly, continually incorporating best community and environmental practices into our everyday business decisions."

But for a look at how Lennar’s model clashes with community interests, you need go no further than the edge of the site where Lennar has been digging up asbestos-laden rock.

DUST IN THE WIND


The Muhammed University of Islam is a small private school that occupies a modest flat-roofed hilltop building on Kiska Road with a bird’s-eye view of the abandoned Hunters Point Shipyard. This year-round K–12 school is affiliated with the Nation of Islam and attracts mostly African American students but also brings in Latino, Asian, and Pacific Islander children, many of whom have had problems in the public school system and whose parents can’t cover the cost of a private school.

"We find a way," the school’s mustachioed and nattily dressed minister, Christopher Muhammed, recently told the Redevelopment Agency in a veiled allusion to the financial nexus between the MUI and the Nation of Islam’s mosque and bakery on Third Street. "Many students aren’t members of our tradition but live across the street, down the street, or come from Oakland and Vallejo."

The minister is asking the Redevelopment Agency, the agency that selected Lennar and oversees the project, to permanently relocate the school. The school’s classrooms and basketball courts sit on the other side of a chain-link fence from Parcel A, which is the first and only plot of land that the Navy has certified at the shipyard as clean and ready for development.

Standing on these courts, the children have been able to watch heavy machinery digging up and moving huge amounts of earth in preparation for the 1,600 condos and town houses that Lennar wants to build on this sunny hillside, which has views of the bay and the rest of the shipyard.

The shipyard’s other five parcels are still part of a federal Superfund site, despite having undergone years of decontamination. Black tarps cover piles of soil that have been tagged as contaminated, and recently, radiological deposits were found in the sewers and soil. The Navy is still cleaning up a long list of nasty toxins, including PCBs and solvents, on Parcels B through F, the land Newsom now wants the city to take over so that it can hastily build a stadium for the 49ers.

But the minister’s request to relocate the MUI isn’t inspired by fear of Navy-related contamination or the impact of a stadium on the neighborhood but rather by the reality that asbestos is naturally present in this hillside and Lennar’s excavation work on the other side of the school’s chain-link fence has been kicking up dust for almost a year.

It’s not that Lennar and the city didn’t know about the asbestos. In April 2000 the environmental impact report for the shipyard reuse noted, "Because asbestos-containing serpentinite rock occurs at Hunters Point Shipyard, construction-related excavation activities could cause chrysotile asbestos associated with serpentinite to become airborne, creating a potentially significant impact to public health and safety."

So when Lennar proposed demolishing abandoned housing and roads and grading and transferring massive amounts of earth on Parcel A, the Bay Area Air Quality Management District demanded an asbestos dust mitigation plan that included sweeping and watering the construction sites and making sure that vehicle tires are washed before drivers exit.

The state Asbestos Air Control Toxic Measure also stipulates that if a school lies within a quarter mile of a construction site, local air districts can require developers to install asbestos dust monitors and shut down their sites whenever asbestos registers 16,000 fibers per cubic meter. The state requires these extra steps because children have higher metabolisms, growing lungs, and longer life expectancy. Plus, they’re lower to the ground and are likely to run, skip, hop, and play ball games that kick up dust.

Although Lennar agreed to abide by the air district’s requirements, the developer failed to properly implement this plan for more than a year.

The air district’s records show that Lennar’s environmental consultant, CH2M Hill, failed to include any air monitoring in its original plan for Parcel A, which is odd because the school is obvious to anyone who visits the site. It was only when the air district pointed out the existence of the Hunters Point Boys and Girls Club, the Milton Meyer Recreation Center, and the MUI, all within the quarter-mile limit, that Lennar agreed, at least on paper, to what the air district describes as "one of the most stringent asbestos dust mitigation plans in the state."

The plan combines the air district’s asbestos requirements with the city’s demands that Lennar limit "ordinary dust" that can cause respiratory irritation and aggravate existing respiratory conditions, such as asthma and bronchitis. Lennar agreed to implement the plan in the summer of 2005 and determine background levels of dust and toxins at the site before work began in the spring of 2006.

But that didn’t happen. For 13 months there is no data to show how much asbestos the MUI students were exposed to, neither for the 10 months before construction started on the cleared site nor for the first three hot and dusty months when Lennar’s subcontractors began massive earth-moving operations next to the school.

You’d think that after these failures became public knowledge, a devastated Lennar would have gotten a black eye and perhaps fired the subcontractors involved. Failing to protect children in a community that’s been the repeat victim of environmental injustice is a public relations nightmare, particularly in a part of town where distrust of redevelopment runs deep, thanks to the travesties in the Fillmore in the 1960s, followed by the city’s recent rejection of a referendum to put the Bayview–Hunters Point Redevelopment Plan to a public vote.

But while Lennar’s executives finally did the right thing last August by alerting the air district and replacing CH2M Hill, they didn’t release their two other subcontractors, Gordon Ball and Luster, nor did they sufficiently rein them in when violations continued, critics have testified at agency meetings.

And instead of apologizing to the air district and the city’s Department of Public Health for making them look like impotent fools, Lennar executives pushed back, contending that asbestos monitoring wasn’t necessary until May 2006 and that they didn’t need to water the tires of private vehicles.

They even listed economic rationalizations for the screwups that did happen. According to a memo marked "confidential" that the Guardian unearthed in the air district’s files, written by the air district’s inspector, Wayne Lee, Lennar stated, "It costs approximately $40,000 a day to stop grading and construction activity" and "Gordon Ball would have to idle about 26 employees on site, and employees tend to look for other work when the work is not consistent."

Meanwhile, the Department of Public Health was left reeling. Environmental health director Dr. Rajiv Bhatia told us, "It was very disappointing. We worked very hard. We wanted this system to be health protective. Whenever things don’t work, it takes time to get back to levels of trust. This hurts trust and credibility."

In September 2006 the air district issued Lennar a notice of violation for the period of July 14, 2005, through Aug. 3, 2006. Lee wrote that vegetation removal on the site "disturbed the soil and in some cases, likely resulted in dust." He also made it clear that "any track onto common roads could be tracked out to public thoroughfares and create asbestos dust plumes."

Lennar’s fines have yet to be determined, but they could reach into millions of dollars. State fines for emitting air contaminants range from $1,000 a day, if the violation wasn’t the result of intentional or negligent conduct, to $75,000 a day, if the conduct was deemed willful and intentional.

But as the air district weighs the evidence, one thing’s for sure: this wasn’t an isolated case of one set of monitors failing or one subcontractor screwing up. This case involves numerous violations and three subcontractors, two of which — Gordon Ball and Luster — are still working next to the MUI (neither company returned our calls).

Records show that once Lennar fired its environmental compliance subcontractor, CH2M Hill, properly installed monitors immediately detected asbestos dust, triggering 15 health-protective shutdowns during the course of the next six months. From these results, is it reasonable to conclude that had Lennar got its monitoring right from the beginning, further shutdowns would have cost Lennar’s construction subcontractors even more truckloads of money, as would have adequate watering of the site, which they didn’t get right for months?

So far, the only explanation for the watering deficiencies has come from Kofi Bonner, president of Lennar Urban for Northern California, who told the Redevelopment Agency, "Given the hilly terrain, it can only be watered enough so as not to create difficult conditions for the workers going up and down the site."

Lennar didn’t finally start to really control its subcontractors until January, when Lennar ordered Gordon Ball and Luster to "replace two site superintendents with new personnel who must demonstrate environmental sensitivity in conducting their work," according to public records.

Headquartered in Miami Beach, Fla., Lennar began in 1954 as a small home builder, but by 1969 it was developing, owning, and managing commercial and residential real estate. Three years later it became a publicly traded company and has been profitable ever since, spinning off new entities.

Lennar Urban is one such venture. Established in 2003 to focus on military-base reuse, Lennar Urban recently produced a glossy brochure in which it proclaimed, "Military base reuse is our business — this is what we do."

Military-base development may be good business — but it isn’t always such a good deal for cities, particularly when communities don’t end up receiving what was promised on the front end.

In November 2006, Lennar announced it wouldn’t build any rental homes in its 1,600-unit development at the Hunters Point Shipyard. The Redevelopment Agency had originally approved a plan for 700 rental units on the 500-acre site, but Lennar said rising construction costs make rentals a losing investment.

Also in November, Arc Ecology economist Eve Bach warned the Board of Supervisors that Lennar’s public-benefits package for Treasure Island could be seriously compromised.

The package includes 1,800 below-market affordable housing units, 300 acres of parks, open space and recreational amenities, thousands of permanent and construction jobs, green building standards, and innovative transportation.

Bach summed up these proposals as "good concepts, uncertain delivery" and noted the discrepancy between Lennar’s stated desire for a 25 percent return and Budget Analyst Harvey Rose’s conservative prediction of an 18.6 percent return.

"Particularly at risk of shortfalls are transit service levels, very-low-income housing, and open-space maintenance," Bach warned.

With community benefits up in the air, high profits expected, and Lennar’s ability to regulate developers uncertain, many community activists question just what San Francisco is getting from the company.

"I can’t say that Lennar is trustworthy, not when they come up with a community benefits package that has no benefit for the community," activist Marie Harrison said. "I’d like to be able to say that the bulk of our community are going to be homeowners, but I resent that Lennar is spoon-feeding that idea to folks in public housing who want a roof over their heads and don’t want to live with mold and mildew but don’t have jobs or good credit or a down payment. I’ve heard seniors say, ‘I can’t even afford to die.’ Lennar is not being realistic, and that hurts my feelings and breaks my heart."

SHOE-IN


The story of Lennar and Muhammed University of Islam underscores the problems with a system that essentially relies on developers to regulate themselves. Bay Area Air Quality Management District records show officials didn’t know monitoring equipment at the site wasn’t working until August 2006, when Lennar discovered and reported the problem.

Lee reported after an Aug. 31, 2006, meeting with CH2M Hill staff, "They were not confident that the air sampling equipment was sampling correctly, due to faulty records and suspect batteries. CH2M Hill staff discovered depleted batteries and could not determine when they drained."

The air district’s air quality program manager, Janet Glasgow, told the Guardian, "The district had never been in this situation before, in which a developer, Lennar, came in and self-reported that they discovered a problem with their monitoring — something the district would never have been able to determine."

Worrisome as Glasgow’s statement is, there’s also the possibility that CH2M Hill’s failures might never have come to light had it not been for the city’s decision to demand another layer of dust controls. As Department of Public Health engineer Amy Brownell said, her inspectors were witnessing trails of dust firsthand, yet CH2M Hill’s monitors kept registering "non-detect" around asbestos.

"Which was suspicious," Brownell told us, "since they were doing massive earthwork."

Saul Bloom, who is executive director for Arc Ecology, a local nonprofit that helps communities plan for base closures and cleanups, told us he recalls "waiting for the first shoe to drop, wondering how there could be no work stoppages when Lennar was digging up a hillside of serpentinite."

The other shoe did drop shortly after the August 2006 meeting. It was black and well polished and attached to the foot of Muhammed, who began questioning whether the dust wasn’t harming his students.

But Muhammed found his questions weren’t easy to answer, given that Lennar had failed to monitor itself and therefore lacked the data that could have proved no harm was done, a scary situation since health problems from asbestos exposure don’t generally manifest themselves until many years later.

Those questions raised others about Lennar and whether it should be trusted to self-regulate.

DÉJÀ VU


In December 2006, Redevelopment Agency Commissioner Francee Covington asked Lennar’s environmental manager, Sheila Roebuck, if the company had any asbestos issues at other projects in the nation. Roebuck replied no, not to her knowledge.

But the Guardian has learned that Lennar already had problems with naturally occurring asbestos in El Dorado. The problems concerned dynamiting in hills that were full of naturally occurring asbestos and resulted in a $350,000 settlement in November 2006. The case involved two El Dorado Hills developers, Angelo K. Tsakopoulos and Larry Gualco, and their earthmoving subcontractor, DeSilva Gates Construction of Dublin.

As part of the terms of the settlement, the county agreed, at the behest of the developers, to make their earthmoving contractor, DeSilva Gates, who provided the dynamite, solely responsible for the settlement. Accused of, but not formally charged with, 47 violations of air- and water-pollution laws is West Valley, a limited liability company composed of Lennar Communities of Roseville, Gualco, and Tsakopoulos’s AKT Investments of Sacramento, with Lennar managing the LLC and AKT acting as the investor.

But as the Sacramento Bee‘s Chris Bowman reported, El Dorado Air Quality Management District head Marcella McTaggart expressed her displeasure directly to Lennar Communities, writing, "We are very disappointed to note that the agreed-upon measures to minimize … dust were completely disregarded by your company."

McTaggart’s words bear an eerie resemblance to Bhatia’s comments about how Lennar’s failure to protect the public heath "hurts trust and credibility."

"Ultimately, I’m very interested in being able to talk to the families and children who believe they have been harmed," Bhatia told us. "I want to help with people’s uncertainties and fears."

LEGAL PROBLEMS


Uncertainty and fear were on display at the Redevelopment Agency’s December 2006 meeting when Muhammed claimed that serpentinite, arsenic, and antimony had been found on his students and staff through "resonance testing."

Lung cancer experts doubt that methodology, telling us the only way to detect serpentinite in bodies is by doing an autopsy.

Following the minister’s claims, a rattled Bonner told the Redevelopment Agency, "Lennar cannot continue to be accused of covering something up or willfully poisoning the community because of profits. Lennar is a national public company, and the accusations and allegations are very serious."

Unfortunately for Lennar and the city, the company’s failures to monitor and control dust have left both entities exposed, since they formed a limited liability company without extensive resources, Lennar BVHP, to conduct the shipyard cleanup.

This exposure became even more evident when Muhammed returned to the Redevelopment Agency Commission in January with 15 MUI students in tow to ask for a temporary shutdown of Lennar’s site until a permanent relocation of the school had been worked out.

"It doesn’t seem proper to have peace discussions while the other side is still shooting," Muhammed said.

His relocation request got Bayview–Hunters Point community activist Espanola Jackson raising more questions: "OK, but where are the other residents going? How can you displace them? Have the residents on Kiska Road been notified? Or on Palou? Nope. You give people dollars to do outreach, but they don’t come to my door. Someone is being paid to not give the truth."

Scott Madison, a member of the Hunters Point Shipyard Citizens Advisory Committee, who’d observed large excavation machines breaking rock but not using water or any other dust controls, said, "I don’t understand how Lennar, who I believe has a sincere interest in doing right, can continue to have a contractor who is out of control."

Bonner explained that Lennar sent notices of default to its subcontractors and hired people from the community to be monitors, plus installed a secondary level of consultants to monitor contractors. But when Redevelopment Agency commissioner London Breed expressed interest in releasing the old contractor and hiring a new one, the agency’s executive director, Marcia Rosen, chimed in.

"Our agreement," Rosen said, "is not with the subcontractor. Our agreement is with Lennar." Her words illustrated the agency’s impotency or unwillingness to crack the whip over Lennar and its subcontractors. But when Lennar Urban vice president Paul Menaker began to explain that its contractors have a 10-day cure period, it was too much for Commissioner Covington.

"We’re way past that," Covington exploded. "We’re not hams!"

EXPLODING HAMS


Perhaps they’re not hams, but the commissioners’ apparent inability to pull the plug on Lennar or its subcontractors leaves observers wondering how best to characterize the relationship between the agency, the city, the community, and Lennar.

Redevelopment Agency commissioners have been appointed either by Mayor Gavin Newsom or his predecessor, the consummate dealmaker Willie Brown. But the incestuous web of political connections goes even further.

Newsom is Speaker of the House Nancy Pelosi’s nephew by marriage. Newsom’s campaign treasurer is another Pelosi nephew, Laurence Pelosi, who used to be vice president of acquisitions for Lennar and now works for Morgan Stanley Real Estate, which holds Lennar stock.

Both Newsom and Laurence Pelosi are connected to lobbyist Darius Anderson, who hosted a fundraiser to pay off Newsom’s campaign debts. Anderson counts Lennar as his client for Treasure Island, Mare Island, the Hunters Point Shipyard, and Candlestick Point, another vast swath of land that Lennar controls.

Brown’s ties to the agency and Lennar run equally deep, thanks in part to Lennar’s Bonner, who was Brown’s former head of economic development and before that worked for the Redevelopment Agency, where he recommended hiring KPMG Peat Marwick to choose between Catellus, Lennar, and Forest City for the Hunters Point project.

KPMG acknowledged all three were capable master developers, but the commission decided to go with the most deep-pocketed entity.

Clearly, Lennar plays both sides of the political fence, a reality that suggests it would be wiser for cities to give elected officials such as the Board of Supervisors, not mayoral appointees, the job of controlling developers.

DAMAGE CONTROL


Under the current system, in which Lennar seems accountable to no one except an apparently toothless Redevelopment Agency, you can’t trust Lennar to answer tough questions once it’s already won your military base.

Asked about asbestos at the Hunters Point Shipyard, Bonner directed the Guardian‘s questions to veteran flack Sam Singer, who also handles PR for Ruby Rippey-Tourk. Singer tried to dodge the issue by cherry-picking quotes, beginning with a Dec. 1, 2006, letter that the city’s health director, Dr. Mitch Katz, sent to Redevelopment’s Rosen.

Katz wrote, "I believe that regulatory mechanisms currently in place for Shipyard Redevelopment are appropriate and adequate to protect the public from potential environmental hazards."

The assessment would seem to be at odds with that of Katz’s environmental health director Bhatia, who has been on the frontline of the asbestos fallout and wrote in a Jan. 25 letter, "The failure to secure timely compliance with the regulations by the developer and the repeated violations has also challenged our credibility as a public health agency able and committed to securing the regulatory compliance necessary to protect public health."

Singer also quoted from a Feb. 20 Arc Ecology report on asbestos and dust control for Parcel A, which stated, "Lennar’s responses have been consistently cooperative." But he failed to include Arc’s criticisms of Lennar, namely that its "subcontractors have consistently undermined its compliance requirements," that it has "not exercised sufficient contractual control over its subcontractors so as to ensure compliance," and that it was "overly slow" in implementing an enhanced community air-monitoring system.

Singer focused instead on Arc’s observation that "there is currently no evidence that asbestos from the grading operation on Parcel A poses an endangerment to human health and the environment."

Lack of evidence is not the same as proof, and while Arc’s Saul Bloom doesn’t believe that "asbestos dust is the issue," he does believe that not moving the school, at least temporarily, leaves Lennar and the city liable.

"They formed a partnership, protective measures didn’t happen, the subcontractors continue to be unreliable, and dust in general continues to be a problem," Bloom told us.

Bloom also recommends the Redevelopment Agency have an independent consultant on-site each day and bar contractors who screw up. "Without these teeth, the Redevelopment Agency’s claims that they have enforcement capabilities are like arguments for the existence of God."

Raymond Tompkins, an associate researcher in the Chemistry Department at San Francisco State University and a member of the Remediation Advisory Board to the Navy who has family in Bayview–Hunters Point, says what’s missing from the city’s relationship with Lennar is accountability, independence, and citizen oversight.

"If you can’t put water on dirt so dust doesn’t come up, you can’t deal with the processes at the rest of the shipyard, which are far more complicated," says Tompkins, who doesn’t want the Navy to walk away and believes an industrial hygienist is needed.

"The cavalier attitude around asbestos dust and Lennar at the shipyard fosters the concerns of the African American community that gentrification is taking place — and that, next stop, they are going to be sacrificed for a stadium." *

The next mad rush to the sky

EDITORIAL For much of the history of this newspaper, the battle to keep San Francisco from turning into another Manhattan was a defining element in local politics. It had all the makings of urban drama: shifty-eyed developers looking to make a fast buck, sleazy politicians willing to bend over in any direction for campaign cash, a corporate power structure devoted to greasing the path for unlimited growth, citizen activists revolting over the block-by-block destruction of their neighborhoods … all played out on the stage of one of the world’s greatest cities.

We watched while Joe Alioto moved forward with redevelopment south of Market and office buildings downtown in the early 1970s. We joined anti-high-rise activists twice in ballot measure campaigns to slow the building boom, without success. We saw Dianne Feinstein push through in just a few short years more new office space than in all of downtown Boston, an entire new city of glass and steel towers — and we helped promote the campaign to slow down with Proposition M in 1986.

We exposed the fundamental lies behind the developers’ arguments by demonstrating that intensive office development cost the city more in services than it provided in revenue, reporting on how the boom would drive up rents, choke the streets with traffic, overwhelm Muni, and create ugly canyons where there were once human-scale business districts.

Then we showed that all those new buildings weren’t even creating jobs.

In the 1990s we spoke out against the economic cleansing that came with the dot-com boom.

But of late, the development battles have shifted a bit. Progressives, who were once united against downtown growth, are a bit more slippery around the latest construction boom, because this time the massive skyscrapers are set to be filled not with corporate offices but with housing. And in San Francisco today, it seems difficult for almost anyone to be against new housing.

But it’s time to take a hard look at the new rush to the sky.

When the folks at the Planning Department talk about the new urban area that’s being discussed for South of Market, they use words such as "slender, graceful towers." The idea: high-rises aren’t that bad if they’re less bulky; that way, they don’t interfere with view corridors and don’t block out the sun. In fact, the way some planners are talking about these new buildings is almost rapturous — tall condo complexes, they say, will stop suburban sprawl, prevent global warming, create exciting new neighborhoods and public spaces, and give new definition to the city skyline.

But let’s look at what they’re really talking about here.

There are, at the moment, at least 11 new buildings either proposed, under construction, or in the planning pipeline in South of Market that would bust the city’s current height limits. (And those limits are hardly skimpy — in most areas they range from about 350 to 500 feet.) And that’s just the start: the Planning Department is moving quietly to substantially raise height limits in a broad swath of San Francisco, making way for the biggest high-rise rush since the 1980s.

If the move succeeds, the skyline will develop what the Planning Department calls a new "mound" south of downtown, anchored by at least one building 1,000 feet high (almost a third taller than the Transamerica Pyramid). A single slender tower is one thing; when you put more than a dozen (and they aren’t all slender) in a cluster, you get a wall — a wall that cuts the city off from the bay, shatters the natural topography of the area, and frankly, makes the city feel less like a community and more like a concrete jungle.

Just look at the picture on this page, part of a graphic presentation the city planning staff has put together. That hardly appears to be a few shapely structures. It’s a huge new conglomeration of New York–style high-rises, and they don’t fit in San Francisco.

And what’s the point of all this? The way the developers and their allies would have us think, this is all about solving the city’s housing crisis and creating vibrant new neighborhoods. But take a look at what sort of housing is being proposed here.

All the new high-rises the Planning Department is reviewing will contain what’s known as market-rate housing. That translates to condos selling for prices far beyond the reach of most San Franciscans. So far, not one developer has agreed to put a single unit of affordable housing in the new towers; all of them plan to meet the city’s demands for below-market units by building cheaper apartments somewhere else. The new neighborhoods are going to be nothing but very wealthy enclaves, the equivalent of vertical gated communities. Families who are being driven out of San Francisco by high housing costs won’t find refuge here; the housing is designed for singles, childless couples, retired people — and world travelers who want a nice San Francisco pied-à-terre.

Is this really the kind of new neighborhood the city ought to be creating?

Then there are the economics of this madness. Providing the infrastructure for all these new residents (and we’re talking more than 10,000 new residents in this one part of town alone) will be expensive — and if anyone really thinks that development fees will cover those costs, they haven’t paid attention to four decades of San Francisco budgets.

Environmentalists and urban planners these days love to talk about density, about building more residential spaces in urban cores. That’s the best alternative to suburban sprawl: Dense neighborhoods encourage transit use and walking. Housing near workplaces translates to less driving, less pollution, less congestion.

All of which is fine and actually makes sense. But density doesn’t have to mean 80-story buildings. North Beach, for example, is a very dense neighborhood, one of the densest urban areas in the United States. It’s also a wonderful neighborhood, with open space, friendly streets, and a human-scale feel.

And it’s a diverse neighborhood: everyone in North Beach isn’t young, single, and rich. There’s a mix of rental and owner-occupied housing and, despite years of brutal gentrification, still something of a demographic mix. It’s a place that feels like a neighborhood. This new conglomeration of high-rises won’t be.

If, indeed, San Francisco wants to add 10,000 or 20,000 or 30,000 new residents, they don’t have to live 1,000 feet above the ground. There are ways to do density — on perhaps a slightly less massive scale — that don’t impact on the views, skyline, and economics of the rest of the city.

But city officials need to ask some tough questions first. Why are we doing this? Are we rezoning South of Market to meet the needs of developers and high-profile architects, or is there a real urban plan here?

The answer seems alarmingly simple right now. Dean Macris, who led the Planning Department in those awful high-rise boom years under Feinstein, is at the helm again, and although he’s supposed to be an acting director, he shows no sign of leaving. The department is in full developer-support mode — and that has to end. The Planning Commission needs to hire a new director soon, someone who understands what a neighborhood-based planning vision is about.

Meanwhile, most of this new rezoning will have to come before the supervisors, and they need to start holding hearings now. This is a transformation that will be felt for decades; it’s sliding forward way too fast, with way too little oversight. And it needs to stop. *

The straight story on the armory

The sale of the former National Guard armory on Mission Street has caused a flurry of concern about the plans for the site of the new owner and developer, Kink.com. Most of the columns and editorials in the San Francisco Chronicle, Examiner, and BeyondChron.com have been reactionary and politically opportunistic. It has given the cheerleaders of runaway market-rate development a new reason to knock affordable housing advocates in general and the Mission Anti-Displacement Coalition in particular.

For the past six years, MAC, with the participation of hundreds of Mission District residents, has been developing a vision for the neighborhood, called the People’s Plan, which confronts the gentrification pressures of new development and sets out policies for a healthy, sustainable community. Our approach is not that of knee-jerk NIMBYs mindlessly opposing any proposed change in our community. We are in favor of affordable housing, good-paying jobs for immigrants and working-class families, and sustainable economic development.

However, immediately after the Kink.com story broke, writers such as Ken Garcia blamed MAC for directly causing the sale to what other papers are calling a “porn production company.” It’s true that MAC has opposed the previous three development proposals, but the developers themselves, responding to the ups and downs of the market, ultimately dropped the projects for financial reasons. Here’s a brief review:

In 2000 a multimedia office complex proposal was approved by the Planning Department and later dropped. The armory was then going to be a server farm. The server farm was approved by the Planning Department again (contrary to what Garcia has written), but the company went under. A local financier retained control and proposed an outlandish and financially risky housing proposal.

The luxury housing proposal went into the planning process, and an environmental review had begun, but instead, the owner sold the site to Kink.com

MAC didn’t know the owner was secretly negotiating the sale of the armory. Had the financiers been honest with the community, perhaps the city or some other entity could have come forward and put the armory to better use. But at this point, the sale of the armory is complete, and there’s no further process necessary for the new owners to set up shop. That means it’s difficult for the community or city to stop the proposed use.

Now the community finds itself responding to this purchase and to opportunists who are taking advantage of this situation to use the current plan as a wedge issue to attack MAC and other affordable housing activists who have had concerns about high-end market-rate housing development in the Mission. The Mission is both the heart of the Latino community in San Francisco and home to other communities. For a healthy and sustainable community, a measuring stick for a development project is whether it will lead to displacement of residents and community-serving businesses and contribute to gentrification.

MAC will continue to fight for equitable development through the People’s Plan and the Mission rezoning process and will continue to challenge all projects that have the potential to negatively impact our community. *

Flowers unempowered

It’s been quite a year for local florist Guy Clark. His dad passed away about a year ago, and Clark suffered a heart attack shortly afterward. Two weeks later, the building at 15th and Noe where he rents garage space to sell flowers caught on fire. The good news was that his space was not damaged. The bad news was that his landlord, Triterra Realty, didn’t immediately renovate the destroyed apartments and let most of the tenants move out, telling the two who remained, Clark and Irene Newmark, that they would have to move soon, too: once the renovations were completed, the building would be put on the market and possibly sold as Tenancy-in-Common (TIC) apartments.

Some more bad news came the other day, on the morning of Jan. 22 when Clark discovered his space had been vandalized in an apparent hate crime.

“KKK” was scrawled across the garage door in blue paint. “Fuck you” with an arrow pointing to the door was written in off-white paint on the sidewalk. Additional garnishes of white and blue were splashed and smeared throughout the area.

“They totally trashed the place,” Clark told the Guardian. “I imagine that it’s geared toward me because I’m an African American.”

Clark said he notified the San Francisco Police Department, and an officer came by to file a report and take some pictures. The case will be referred to the Hate Crimes unit.

“I can’t really think of anybody who would do something like this,” said Clark, adding that he recently had a minor altercation with a neighbor up the street but no other suspects immediately came to mind. “Ninety-nine percent of the people who come by are a blessing.”

Clark has been living and selling flowers in the neighborhood for 25 years, and renting this particular space for five. The Guardian awarded his shop a Best of the Bay in 2005.

“This is more than tragic. Guy is very loved by this neighborhood,” said Irene Newmark, who lives in the building where Guy’s Flowers is housed. Newmark thinks increased gentrification, while not directly related to the hate crime, is changing the place where she’s lived for many years. Newmark listed off several nearby properties that have been sold recently or are on the market, including one that sits vacant across the street.

“They offered to buy me out for $10,000, but that’s not a financial incentive to move,” she said, adding that by the time she paid taxes on the money and found a new place to live most of the money would be gone. She said the owners of the building told her their intent was to sell the building on TIC speculation and “the day it sells you’ll receive your Ellis Act notice.”

Riyad Salma, a spokesperson from Triterra Realty, based on nearby Sanchez Street, said the company has joint ownership of a few other properties in the neighborhood and would be putting a different TIC on the market shortly. He didn’t want to comment on the TIC prospects for the building where Guy’s Flowers is housed, saying it was too market dependent and difficult to say at this point what they will do. He did confirm that the building would be put up for sale soon, “marketed as a whole building or TICs. Whoever will take it,” he said.

Salma also expressed dismay about the crime. “The vandalism seemed to be hate-motivated and race-motivated and it’s not something we’ve ever seen in the neighborhood,” he said.

Sitting on a bench among pots of flowers that decorate the sidewalk in front of her building, Newmark said, “It’s so ironic that those that are beautifying the neighborhood are being forced out.”

Nearby a Department of Public Works employee wielded a hose like a magic wand, trying to make the hateful slurs disappear.

Clark said he plans to keep doing what he does for as long as he can, whether it’s in this building or the one where he lives, four doors down the street.

“I’m usually closed on Mondays and Tuesdays,” said Clark. “But I was thinking about just going and selling whatever I had left. The idea of selling flowers makes me feel better.”

Where are the chicks?

It’s a warm, blue-sky day in late November, and about 35 people are gathered outside one of the National Park Service buildings in the Presidio, trading tales of where and when they last saw California quail. Point Reyes is named most frequently. The Marin Headlands get a few nods from the bird enthusiasts. Strybing Arboretum in Golden Gate Park raises a minor cheer. Someone mentions "Quail Commons" in the Presidio, and an "Ooh" ripples around the circle, but it turns out the sighting was a while ago.

The enthusiastic volunteers, mostly bird lovers and Presidio neighbors, have turned out for today’s annual Quail Habitat Restore-a-Thon, an event aimed at transforming Quail Commons, the quarter-acre sliver of property located behind the Public Health Service Hospital on the western edge of the Presidio, into the national park’s premier quail habitat.

And the handful of quail that still live in the Presidio will surely appreciate it — although they might have a better time if only there were some ladies around.

Unfortunately, there aren’t. After a long morning of trimming back trees and planting sprouts of native coffee berry and coyote bush, Damien Raffa, a natural resources educator for the Presidio, confirms all the rumors that have been raked up with the weeds: the quail population has reached a new low. There are just six remaining in the Presidio. And yes, they’re all male.

The demise of the local quail population sounds like something only bird nerds would be fluffing their feathers over, but the strange thing is that the birds didn’t just fly away while the binoculars were trained elsewhere. A concerted effort to save the city’s quail population was made by multiple parties, costing thousands of dollars and using hundreds of work hours.

In 2000 the Board of Supervisors named the sociable fowl with the cunning head plumage the official bird of San Francisco. Since the informal inception of the Habitat Restore-a-Thon in the late ’90s, the number of volunteers has increased more than fivefold, and hundreds of park staff hours have been spent restoring habitats to the quail’s particular standards.

The Golden Gate Audubon Society dropped $15,000 on a Quail Restoration Plan and budgets $6,000 a year for the project. In the Presidio education has included a Web site, bright yellow "Quail Area" bumper stickers, and road signs in sensitive areas warning drivers to watch out for the little ground-loving birds. For the past two years biological monitors have been hired by the Presidio Trust to study the precious few remaining quail, with the hopes of pinpointing why they’re disappearing.

So why are the plump little fowl more commonly found trussed in gravy on sterling platters in some of the Embarcadero’s finer eating establishments than nesting under scrubby bushes among the windswept dunes on the western side of the city?

What went wrong? And what does it say about how the Presidio and other natural areas in the city are being managed?

PRESIDIO PRIORITIES


A mere 20 years ago, the state bird of California, Callipepla californica, was so bountiful in the Presidio that the average bike ride down Battery Caulfield or along Land’s End yielded at least one sighting.

"Brush rabbits, wrentits, Western screech owls, and the California quail" are the common wildlife listed off by Josiah Clark, a San Francisco native who spent his childhood scrambling around the Presidio with his binoculars. He’s now a wildlife ecologist and runs an environmental consulting company called Habitat Potential. "Those were once ‘can’t-miss’ species when I was a kid. Now I’m more likely to find a vagrant bird from the East Coast than a wrentit or a screech owl in the Presidio."

Since the former US Army base was decommissioned and opened to the public, the wrentit and screech owl have disappeared, and the quail are flying the coop too, despite the protective national-park status of the city’s largest natural area.

"Sometimes I think about the irony of it," says Dominik Mosur, a former biological monitor for the Presidio Trust who still birds in the national park once or twice a week. "The Presidio Trust was founded in 1998, at the same time habitat restoration for the quail really started happening. The more people got involved in somewhat of a misguided manner, the less successful it’s become."

Having a species of animal disappear from a national park is very unusual, according to Peter Dratch, who oversees the Endangered Species Program for the National Park Service. "It’s a rare event for a species in a national park to become locally extirpated," he says. Just three national parks have lost an animal out of the thousand endangered and threatened species he tracks.

Mosur is concerned that economic interests are trumping ecological needs in the Presidio. "I’m not saying that ecologists who work for the trust want to see the quail extinct," Mosur says. "But I think their bosses wouldn’t mind. Preserving nature and making money are really conflicting things. You can’t make any money off of an open lot of sagebrush with some quail in it, but you can make quite a bit of money converting Letterman hospital into a lot of apartments."

And making money is the bottom line for this national park. The Presidio, unlike any other national park in the country, is forced to fully fund itself, according to a mandate proposed by Rep. Nancy Pelosi in the mid-’90s. Guardian investigations and editorials over the years have raised questions about the viability of this arrangement. The cash cow is supposed to be the abundance of housing and development opportunities made possible by the abandoned army barracks and buildings, which means this national park is in the business of real estate, not natural resources.

While an annual $20 million federal allocation has been meted to the park during its teething stages, the Presidio Trust is tasked with weaning itself off that funding by 2013. Halfway through the 15-year deadline, the 2006 annual report for the trust shows that revenue is up just 4.5 percent while overhead costs have jumped 22 percent from last year’s numbers.

So making money is more important than ever. The doubtful are invited to trawl the Presidio’s Web site, where it’s easy to find information about housing rentals and development opportunities, the new restaurants that have opened, and the free coffee now available at transit hubs, but only a deep search will reveal anything about birds, trees, and flowers. A click on the "Nature in the City" link scores you a picture of the very common and abundant great horned owl. If you want to "read more," you get a blurb about mushrooms. The "Save the Quail" link, which was up as recently as this fall, has disappeared, just like the bird itself.

At press time, spokespeople for the Presidio Trust had not answered our questions about quail habitats or future restoration plans, despite repeated inquiries.

To be fair, the decimation of local quail is a phenomenon not exclusive to the Presidio. The population in Golden Gate Park has also dropped to a dangerous low. Annual citywide "Christmas Bird Counts," conducted by the Golden Gate Audubon Society, show more than 100 quail 10 years ago but as few as 40 just 5 years ago. Last year there were 27. This year promises to have even fewer.

"When a population gets low, it’s easier for it to get really low really fast," Clark says.

Most local bird-watchers and ecologists agree that it’s been a collision of conditions such as increased predation, decimated habitats, and unsavory, incestuous mating stock that has meant the gallows for the quail. But poor management decisions on behalf of the people in power have been the tightened noose.

SAVE THE QUAIL


Mention quail to anyone in management at Golden Gate Audubon, the Presidio Trust, or the city’s Recreation and Park Department, and you’ll be directed to Alan Hopkins, who has lived and watched birds in the city since 1972 and is the most widely regarded local expert on quail.

Initially, it wasn’t one of his favorite species. "They were a little too cute," Hopkins says. "But the more I started to study them, I saw how social they were. They’re fascinating, and they were here way before we were."

It wasn’t until the mid-1980s that he really started making a special effort to look for them during his daily bird-watching. Within a few years he began to worry about the health of the local population as he saw an increase in predators like raptors and feral cats.

At the same time, habitats were decimated by an aggressive campaign to purge the parks of homeless people. This involved cutting back the deep underbrush where quail like to hide out. In addition, the preservation of tall, stoic trees such as cypress, pine, and eucalyptus has meant an increase in habitats for quail predators like hawks and ravens, which prefer to spot prey from a heightened roost. As these factors conspired, numbers continued to drop, and the breeding stock became more and more narrow, until the coveys were rife with incest.

While predation is always a possibility, it doesn’t start having a big effect until the quail take to the streets, driven by disrupted habitats and dismal mating prospects. Though not generally migratory birds, when a spot becomes inhabitable, quail have been known to move around the city using wild property edges for succor until they find another covey or place to roost. And in San Francisco, they really are in the streets. Quail can’t fly long distances, and they travel mostly on foot.

Two birds wearing leg bands left the unpalatable conditions of the Presidio and resurfaced in Golden Gate Park, which means the unappealing mating scenario and disrupted habitat drove them to negotiate several city blocks in search of greener pastures. "They probably went through people’s backyards," Hopkins says. "That’s one of the reasons we think people need to preserve their backyards."

But increased gentrification has destroyed these wild, backyard corridors, which have been the secret highways for wildlife through the city.

Hopkins started an education-and-restoration campaign called "Save the Quail" in the ’90s. His hope was that the more people were aware of the quail and the small things they could do to save them, like preserving certain plants in their yards and keeping their cats indoors, the more it would benefit the birds and the parks.

"If we can restore the quail, it’s a good harbinger of health in the city," says Peter Brastow, director of Nature in the City, a nonprofit group that works to restore biodiversity in San Francisco by encouraging citizens to work and play in natural areas. "If we have great success with them, then we’re probably doing a lot for many other species too."

And that, Brastow argues, is important for the health of the people who live here. "Connecting to nature should be a bona fide recreational activity. Going bird-watching, walking your dog on a leash, [and] doing stewardship are all ways for urbanites to reconnect with these threatened natural areas that need people to sustain them. People need nature. It’s a feedback loop."

But, as is so often the case in San Francisco, for every pro, there’s a con.

LOCAL KNOWLEDGE


As the quail preservationists beseeched the city’s Rec and Park Department and the Presidio Trust for places to restore habitats, efforts were waylaid by the competing interests of feral cat fans and off-leash dog lovers.

"It really became a polarized issue," says Samantha Murray, Golden Gate Audubon’s conservation director. "Unfortunately, quail have had a lot working against them for the last 20 years, and none of that helped."

As arguments played out in public meetings, time ticked away for the birds, and the population continued to plummet. Eventually, a strip of unused land between Harding Park Golf Club and Lake Merced was granted as a new place for a quail habitat, even though it’s not an area where quail have ever been seen.

"It was a compromise," Hopkins says.

In addition, a quail niche was carved out of a quarter-acre plot in the Presidio where a covey still existed. Dubbed Quail Commons, it became the locus of restoration efforts, with regular work parties weeding out nonnative invasive species and sowing new shoots of quail-approved plants.

It wasn’t long, however, before the plot became more of a poster child for the trust and less a place where effective restoration occurred. Hopkins and other local birders and ecologists proffered regular advice on what might work, but they say the trust depended too heavily on outside studies by experts and seized on a rigid formula rather than a fluctuating plan that responded to unexpected changes in the local ecology.

"Quail are dependent on a lot of nonnative species for food source and cover," Hopkins says. In a burst of antipathy toward nonnative species, much of the Himalayan blackberry and wild radish, two of the quail’s favorite plants, were scourged from the parks. The native plants that replaced them provide a very limited diet for the birds.

"One bad year for those plants," Hopkins says, "and the ability to eat is gone."

He points out that providing water or food where necessary and introducing more birds when the population became so inbred could have been very effective.

"I think it’s naive to think if you simply restore habitat, it’s going to be enough," he says. He admits that contradicts statements he’s made in the past, but that’s the nature of the beast when it comes to ecology. No specific formula is guaranteed to work in every situation, which is what, some scientists say, makes local knowledge so valuable.

"Local knowledge is huge," says Karen Purcell, leader of the Urban Bird Studies project at Cornell University’s Lab of Ornithology, which uses "citizen scientists" from around the country to supplement its bird research. "People who know their birds and what’s going on in their areas contribute information that many times we could never get."

To maintain reliability, the lab gathers as much data as possible from as many sources as are available, so that rogue or ill-informed data is diluted.

"There are so many people like myself who’ve spent so much time watching this place and the animals that live in it. People from as close as Marin couldn’t even say the things that we know," says Hopkins, who’s been hired by the trust to consult for a few projects but not granted any regular position or much compensation for his expertise.

"The people I’ve had to deal with through the Presidio Trust and Golden Gate National Parks Conservancy try to do their best, but I always get the feeling there are conflicting interests," he says. "There’s always the budget. There are always aesthetic issues."

When it comes to action, things drag at the federal level much like they do when negotiating with competing interests around the city. "As far as the National Park Service goes, they’ve got to have a study," Clark says. "And the study has to be done by qualified academics. That’s the way the system works."

This past year’s Presidio biological monitor, Chris Perry, describes himself as "not really a birder," even though "99.5 percent of my job was monitoring quail." Perry has a master’s degree, and the bulk of his career has been spent doing a variety of environmental work. "It doesn’t require someone to be a birder to be a good ecologist."

Perry agrees with the locals on one contentious issue: efforts to reintroduce quail into the Presidio are long overdue. Hopkins says he hoped for reintroduction years ago, but politics invaded.

"They hemmed and hawed about it. It costs money," he says. One of the problems with reintroduction, he adds, is that you can’t just "open the cage and let them loose." Quail are social birds, and like any new kid in town, the birds are more likely to succeed if there are some old-timers around who know the local ropes.

That may be a problem for the other primary habitat-restoration area in the city, Harding Park, where no quail have been spotted.

"We’d like to do reintroduction a few years from now," says Murray of Golden Gate Audubon, which for the past three years has been working to establish a habitat there. "If we do it — invest the resources and time — we want it to work."

In the past year the group has decided to ramp up the effort, hiring a part-time volunteer coordinator, Bill Murphy, to oversee the planting of lupine and coffee berry and the weeding out of English ivy and ice plant.

The hope is that "if you build it, they will come," Murphy says of the site. But it doesn’t take an expert to realize that Harding Park is far from being a perfect place for quail. Tall cypresses dominate, and the ground is thick with heavy wood chips and duff, rather than the sand quail prefer.

Brush piles have been another issue, falling into the aesthetics category. Quail experts have long advocated them as an easy way to naturally house species. If done properly, the small mountains of sticks, logs, and branches — resembling something you’d take a match to for a first-class bonfire — can have a screening effect, with openings large enough for a quail to squeeze in and take cover but too small for a pursuing cat or dog.

"At Land’s End I suggested they put up brush piles, which are very beneficial, and they agreed to do it," Hopkins says. "But the landscape architect they hired is complaining because they think these brush piles are unsightly."

In addition to being unsightly, the ones that have been built are too uniform, resembling the neatly laid bare poles of a teepee. According to Clark, they are essentially ineffective.

"The brush piles in the Presidio are like skeletons," he says. "It looks like a brush pile, but it’s not actually serving any purpose. They’re almost analogous to the whole structure of the restoration program."

ISLANDS AMONG ISLANDS


Consider the boundaries of the city: water laps the edges on three sides. San Francisco not only thinks and acts like an island — it practically is one. The parks and natural areas, separated by streets and concrete and scattered throughout one of the most densely populated cities in the country, are oases for humans as they shed the stresses of busy workdays. They’re also habitats for wildlife who began life on this peninsula and have no way to really leave it.

Those interests are sometimes in concert, sometimes in competition.

The Presidio is the largest of the islands, and the fact that the 1,400 acres were once an army base with stringent rules about access, populated by a military with a predictable routine, worked to the advantage of local wildlife for many years.

"There weren’t as many cats, no off-leash dogs, not as much street traffic." Hopkins says. "Army bases across the country are a lot of our best habitats because of benign neglect."

"Military activities are actually easier for many of these species to deal with than an area with wide public access," says John Anderson, a professor of ornithology at College of the Atlantic who specializes in island avian populations. "It serves as a ‘habitat island.’ This is why you have nesting birds at the end of the runways at JFK. As long as you get a jet taking off every 30 seconds, it doesn’t have much impact. On the other hand, if you have a jet making a low pass over a nesting colony once a summer, it is likely to cause a lot of disturbance."

If there’s the equivalent of a jet flying low over the Presidio, it would be the increase of hikers, bikers, park staff, and volunteers regularly traipsing through areas that until recently never saw much action.

And one place that’s stood empty and secluded for years is about to see an enormous influx of people.

The Public Health Service Hospital is slated to become condominiums with 250 to 400 market-rate units. It’s the largest housing development in the park, and the Presidio Trust is relying on at least $1 million in net revenue from the project: it’s a keystone in the overall plan for financial sustainability.

However, the decrepit building is located next to the oldest relic scrub oak habitat in Presidio Hills. "This area has been here since time began," Clark says on a recent tour through that tucked-away corner of the park.

Indeed, the overgrown dunes have an ancient, haunted feel. Listening to the unique song of the white-crowned sparrow, standing among the small scrub oaks and some of the rarest plants in the Presidio, it’s possible to forget the nearby high-rises, highways, and houses and imagine a time when the whole western edge of the city was little more than acres and acres of windswept sand and scrubby brush.

"This is the first place I had interactions with park stewards and saw them doing something that worked," Clark says. "They took down a couple of trees, and people complained, but so much diversity popped up where those trees were. Pines can be great and support a lot of birds, but in an intact, native ecosystem they aren’t very helpful. This area is a relic, and quail are a part of that relic."

It’s clear that this original setting would be perfect for quail and anything else is just a compromise. The soil is loose and sandy, perfect for the dirt baths that clean their feathers. The ground cover is negotiable for their small stature, but there’s good shelter and ample food and water.

We’re just down the hill from Quail Commons, where the last six Presidio quail live, but there’s a lot of unfriendly activity between here and there — a road, a fence, a parking lot, and a dump where construction debris is regularly tossed.

"These two areas would be so much more valuable if they were connected," Clark says.

Through the trees that line the hills, it’s possible to see the back of the old abandoned hospital. It remains to be seen if more quail will be able to live here among more people and all the things that come with them — dogs and cats, trash and cars. Will the new inhabitants take quail education to heart?

As if they’re harbingers of what’s to come, two joggers with a baby stroller and a dog cruise by. As the dog leaps through the scrub, the couple pass by without a glance at the Quail Habitat sign. *

49ers aren’t worth public money

EDITORIAL The prospect of the San Francisco 49ers moving to Santa Clara — and taking with them any hope of a 2016 Olympic bid for San Francisco — caught the Newsom administration off guard and has much of City Hall scrambling to figure out a way to keep the fabled sports franchise in San Francisco. It’s not a futile effort by any means: the deal to build a new stadium in Santa Clara still has a long way to go, and there are some very real issues (including the phenomenal parking and traffic problems and the utter lack of accessible transit).
But city officials need to keep a sense of perspective here: the loss of the Olympics was almost certainly a good thing, and the loss of the 49ers wouldn’t be the end of the world. So there’s no reason to even start to talk about handing out promises of more public money, tax breaks, or favorable land deals to keep the Niners in town.
We’ve never been terribly hot on the idea of hosting the Olympics. The last time the issue came up, with a possible bid for the 2012 games, we noted that cities hosting the Olympics tend to wind up with huge public debt and that the costs (typically including gentrification and displacement) aren’t worth the gains. Our articles infuriated local sports leaders, but we’re not the only ones raising questions these days. San Francisco Chronicle columnist Gwen Knapp, in an insightful Nov. 16 piece, suggested that the city might want to thank 49ers owner John York: “He might have saved San Francisco from a vanity project that often leaves ugly blemishes on a community’s bottom line.”
San Francisco is one of the world’s great cities, an international tourist destination, a place that’s already on everyone’s map. We don’t need the Olympics.
We may not need the 49ers either. That’s what Glenn Dickey, Examiner sports columnist, argued Nov. 14. Football teams, with a limited number of home games, bring very little to a local economy — and this is hardly a city that needs the name recognition of a National Football League franchise. “Mayor Gavin Newsom should spend his time on more critical priorities,” Dickey noted.
Of course, if the 49ers leave, something has to be done with the park formerly known as Candlestick — a white elephant that cost the city tens of millions of dollars in bonds. But almost any sort of new development there would do more for the neighborhood than a stadium filled by people who drive in, bring their own food, drive away, and spend almost no money at local businesses.
The San Francisco Giants managed to build a new stadium almost entirely with private money, and it’s been a huge financial success. The city shouldn’t be tempted to throw big chunks of public money at keeping the 49ers from moving. SFBG

Messy Marv, “True to the Game”
I meet Big Rich on the corner of Laguna and Grove streets, near the heart of the Fillmore District according to its traditional boundaries of Van Ness and Fillmore, although the hood actually extends as far west as Divisadero. “Me personally,” the 24-year-old rapper and lifelong ’Moe resident confesses, “I don’t be sticking my head out too much. But I make sure I bring every photo session or interview right here.”
At the moment he’s taping a segment for an upcoming DVD by the Demolition Men, who released his mixtape Block Tested Hood Approved in April. Since then, the former member of the San Quinn–affiliated group Fully Loaded has created a major buzz thanks in part to the snazzy video for “That’s the Business,” his E-A-Ski- and CMT-produced single, which was the Jam of the Week in August on MTV2 and added to straight-up MTV in time for the Oct. 3 release of the Koch full-length Block Tested Hood Approved. (Originally titled Fillmore Rich, the album was renamed to capitalize on the mixtape-generated hype.)
Presented by E-40 and featuring Rich’s dope in-house producer Mal Amazin in addition to heavyweights such as Sean-T, Rick Rock, and Droop-E, BTHA is a deep contribution to the rising tide of Bay Area hip-hop. While Big Rich’s gruff baritone delivery and gritty street tales make his music more mobster than hyphy, the album is not unaffected by the latter style’s up-tempo bounce, helping the movement hold national attention during this season of anticipation before Mistah FAB’s major-label debut on Atlantic. “I don’t necessarily make hyphy music,” Rich says. “But I definitely condone it. As long as the spotlight is on the Bay, I’m cool with it.” Coming near the end of a year that has seen landmark albums from San Quinn, Messy Marv, Will Hen, and fellow Fully Loaded member Bailey — not to mention JT the Bigga Figga’s high-profile tour with Snoop Dogg, which has taken hyphy all the way to Africa — Rich’s solo debut is one more indication of the historic district’s importance to the vitality of local hip-hop and Bay Area culture in general.
THE EDGE OF PAC HEIGHTS
The Fillmore is a community under siege, facing external and internal pressures. On the one hand, gentrification — in the form of high-end shops and restaurants serving tourists, Pacific Heights residents, and an increasingly affluent demographic creeping into the area — continues to erode the neighborhood’s edges. “If you grew up in the Fillmore, you can see Pacific Heights has crept down the hill, closer to the ghetto,” says Hen, who as a member of multiregional group the Product (assembled by Houston legend Scarface) moved more than 60,000 copies of its recent “thug conscious” debut, One Hunid (Koch). “Ten years ago there were more boundaries. But the Fillmore’s prime location, and I’m not asleep to this fact. We’re five minutes away from everything in the city. That has to play a role in the way the district is represented in a city that makes so much off tourism. You might not want your city portrayed as gangsta, even though it is.”
Hen has a point. The notion of San Francisco as gangsta is somewhat at odds with the way the city perceives itself. As an Oakland writer, I can attest to this, for even in San Francisco’s progressive artistic and intellectual circles, Oakland is usually understood to be beyond the pale in terms of danger and violence. Yet none of the Oakland rappers I’ve met talk about their hoods in quite the same way Fillmore rappers do, at least when it comes to their personal safety. As Big Rich films his section of the DVD, for example, he remarks on the continual stream of police cruisers circling the block.
“They slowed it down,” he says. “Now they only come every 90 seconds. Right around here is murder central — people be shooting each other every night. By 7 o’clock, we all gotta disperse, unless you want to get caught in the cross fire.” He waves his hands in mock terror. “I ain’t trying to die tonight!”
“BUSTING HEADS”
Though Rich is clowning, his statement is perfectly serious — indiscriminate gunfire among gang members, often in their early teens, makes nocturnal loitering a risky proposition at best. As of September, according to the San Francisco Police Department’s Web site, the Northern Police District, which includes the Fillmore, had the city’s second highest number of murders this year, 11, ceding first place only to the much larger Bayview’s 22. For overall criminal incidents, the Northern District led the city, at more than 10,000 so far.
Though Fillmore rappers might be given to stressing the danger of their hood, insofar as such themes constitute much of hip-hop’s subject matter and they feel the need to refute the city’s nongangsta image, no one I spoke to seemed to be boasting. They sounded sad. Hen, for example, reported that he’d been to three funerals in October, saying, “You hardly have time to mourn for one person before you have to mourn for the next person.” While the SFPD’s Public Affairs Office didn’t return phone calls seeking corroboration, both Rich and Hen indicate the neighborhood is suffering from an alarming amount of black-on-black violence.
“Basically, it’s genocide. We’re going to destroy each other,” Hen says. “It used to be crosstown rivalries rather than in your backyard. Now there’s more of that going on. If you get into it at age 15, the funk is already there. Whoever your crew is funking with, you’re in on it.” The ongoing cycle of drug-related violence — the Fillmore’s chief internal pressure — has only ramped up under the Bush administration’s regressive economic policies. It’s a fact not lost on these rappers: as Rich puts it succinctly on BTHA, “Bush don’t give a fuck about a nigga from the hood.”
“Everybody’s broke. That’s why everybody’s busting each other’s heads,” explains Rich, who lost his older brother to gun violence several years ago. “If you don’t know where your next dollar’s coming from …”
To be sure, the rappers give back to the Fillmore. They support large crews of often otherwise unemployable youth, and Messy Marv, for example, has been known to hand out turkeys for Thanksgiving and bikes for Christmas. But Bay Area rap is only just getting back on its feet, and while the rappers can ameliorate life in the Fillmore’s housing projects, they don’t have the means to dispel the climate of desperation in a hood surrounded by one of the most expensive cities on earth. Moreover, they are acutely aware of the disconnect between their community and the rest of the city, which trades on its cultural cachet.
“It’s like two different worlds,” Hen muses. “You have people sitting outside drinking coffee right in the middle of the killing fields. They’re totally safe, but if I walk over there, I might get shot at. But the neighborhood is too proud for us to be dying at the hands of each other.”
HOOD PRIDE
The neighborhood pride Will Hen invokes is palpable among Fillmore rappers. “I get a warm feeling when I’m here,” Messy Marv says. “The killing, you can’t just say that’s Fillmore. That’s everywhere. When you talk about Fillmore, you got to go back to the roots. Fillmore was a warm, jazzy African American place where you could come and dance, drink, have fun, and be you.”
Mess is right on all counts. Lest anyone think I misrepresent Oaktown: the citywide number of murders in Oakland has already topped 120 this year. But my concern here is with the perceived lack of continuity Mess suggests between the culture of the Fillmore then and now. By the early 1940s, the Fillmore had developed into a multicultural neighborhood including the then-largest Japanese population in the United States. In 1942, when FDR sent West Coast citizens of Japanese origin to internment camps, their vacated homes were largely filled by African Americans from the South, attracted by work in the shipyards. While the district had its first black nightclub by 1933, the wartime boom transformed the Fillmore into a major music center.
“In less than a decade, San Francisco’s African American population went from under 5,000 to almost 50,000,” according to Elizabeth Pepin, coauthor of the recent history of Fillmore jazz Harlem of the West (Chronicle). “The sheer increase in number of African Americans in the neighborhood made the music scene explode.”
Though known as a black neighborhood, Pepin says, the Fillmore “was still pretty diverse” and even now retains vestiges of its multicultural history. Japantown persists, though much diminished, and Big Rich himself is half Chinese, making him the second Chinese American rapper of note. “My mother’s parents couldn’t speak a lick of English,” he says. “But she was real urban, real street. I wasn’t brought up in a traditional Chinese family, but I embrace it and I get along with my other side.” Nonetheless, Pepin notes, the massive urban renewal project that destroyed the Fillmore’s iconic jazz scene by the late ’60s effectively curtailed its diversity, as did the introduction of barrackslike public housing projects.
The postwar jazz scene, of course, is the main source of nostalgia tapped by the Fillmore Merchants Association (FMA). Talk of a musical revival refers solely to the establishment of upscale clubs — Yoshi’s, for example, is scheduled to open next year at Fillmore and Eddy — offering music that arguably is no longer organically connected to the neighborhood. In a brief phone interview, Gus Harput, president of the FMA’s Jazz Preservation District, insisted the organization would “love” to open a hip-hop venue, although he sidestepped further inquiries. (Known for its hip-hop shows, Justice League at 628 Divisadero closed around 2003 following a 2001 shooting death at a San Quinn performance and was later replaced by the Independent, which occasionally books rap.) The hood’s hip-hop activity might be too recent and fall outside the bounds of jazz, yet nowhere in the organization’s online Fillmore history (fillmorestreetsf.com) is there an acknowledgement of the MTV-level rap scene down the street.
Yet the raucous 1949 Fillmore that Jack Kerouac depicts in his 1957 book, On the Road — replete with protohyphy blues shouters like Lampshade bellowing such advice as “Don’t die to go to heaven, start in on Doctor Pepper and end up on whisky!” — sounds less like the area’s simulated jazz revival and more like the community’s present-day hip-hop descendants.
How could it be otherwise? The aesthetics have changed, but the Fillmore’s musical genius has clearly resided in rap since Rappin’ 4Tay debuted on Too $hort’s Life Is … Too $hort (Jive, 1989), producer-MC JT the Bigga Figga brought out the Get Low Playaz, and a teenage San Quinn dropped his classic debut, Don’t Cross Me (Get Low, 1993). While there may not be one definitive Fillmore hip-hop style, given that successful rappers tend to work with successful producers across the Bay regardless of hood, Messy Marv asserts the ’Moe was crucial to the development of the hyphy movement: “JT the Bigga Figga was the first dude who came with the high-energy sound. He was ahead of his time. I’m not taking nothing away from Oakland, Vallejo, or Richmond. I’m just letting you know what I know.”
In many ways the don of the ’Moe, San Quinn — reaffirming his status earlier this year with The Rock (SMC), featuring his own Ski- and CMT-produced smash, “Hell Ya” — could be said to typify a specifically Fillmore rap style, in which the flow is disguised as a strident holler reminiscent of blues shouting. While both Messy Marv and Big Rich share affinities with this delivery, Will Hen, for instance, and Quinn’s brother Bailey — whose Champ Bailey (City Boyz, 2006) yielded the MTV and radio success “U C It” — favor a smoother, more rapid-fire patter.
What is most striking here is that, with the exception of fellow traveler Messy Marv (see sidebar), all of these artists, as well as recent signee to the Game’s Black Wall Street label, Ya Boy, came up in the ’90s on San Quinn’s influential Done Deal Entertainment. Until roughly two years ago, they were all one crew. While working on his upcoming eighth solo album, From a Boy to a Man, for his revamped imprint, Deal Done, Quinn paused for a moment to take justifiable pride in his protégés, who now constitute the Fillmore’s hottest acts.
“I create monsters, know what I’m saying?” Quinn says. “Done Deal feeds off each other; that’s why I’m so proud of Bailey and Rich. We all come out the same house. There’s a real level of excellence, and the world has yet to see it. Right now it seems like we’re separate, but we’re not. We’re just pulling from different angles for the same common goal.”
“We all one,” Quinn concludes, in a statement that could serve as a motto for neighborhood unity. “Fillmoe business is Fillmoe business.” SFBG

Incumbent Roland Smith has to go. He’s been accused of harassing and verbally abusing his staff and using audits as a political weapon against his enemies. The county supervisors have had to reassign his staff to keep him from making further trouble. And yet somehow he survived the primary with 32 percent of the vote, putting him in a November runoff against Courtney Ruby, who led the field with 37 percent. Ruby, an experienced financial analyst, would bring some credibility back to the office.
Peralta Community College Board, District 7
ABEL GUILLEN
Challenger Abel Guillen has extensive knowledge of public school financing and a proven commitment to consensus building and government accountability. In the last six years Guillen, who was raised in a working-class community and was the first in his family to go to college, has raised $2.2 billion in bond money to construct and repair facilities in school districts and at community colleges. Incumbent Alona Clifton has been accused of not being responsive to teachers’ concerns about the board’s spending priorities and openness.

This race has progressives tearing at each other’s throats, particularly since they spent a ton of cash last time around to oust former mayor Shirley Dean and replace her with Tom Bates, who used to be known as a reliable progressive voice.
Bates’s reputation has shifted since he became mayor, and his record is a mixed bag. This time around, he stands accused of setting up a shadow government (via task forces that duplicate existing commissions but don’t include enough community representatives), of giving developers too many special favors instead of fighting for more community benefits, and of increasingly siding with conservative and pro-landlord city council member Gordon Wozniak.
The problem is that none of Bates’s opponents look like they would be effective as mayor. So lacking any credible alternative, we’ll go with Bates.

LINDA MAIO
Incumbent Linda Maio’s voting record has been wimpy at times, but she is a strong proponent of affordable housing, and her sole challenger, Merrilie Mitchell, isn’t a terribly serious candidate. Vote for Maio.

A valiant champion of every progressive cause, incumbent Dona Spring is one of the unsung heroes of Berkeley. Using a wheelchair, she puts in the energy equivalent of two or three council members and always remains on the visionary cutting edge. If that weren’t enough, her sole challenger, Latino businessman and zoning commissioner Raudel Wilson, has the endorsement of the Berkeley Chamber of Commerce. Vote for Spring.

KRISS WORTHINGTON
Incumbent Kriss Worthington is an undisputed champion of progressive causes and a courageous voice who isn’t afraid to take criticism in an age of duck and run, including the fallout he’s been experiencing following the closure of Cody’s on Telegraph Avenue, something conservatives have tried to link to his support for the homeless. His sole challenger is the evidently deep-pocketed George Beier, who describes himself as a community volunteer but has the support of landlords and the Berkeley Chamber of Commerce and has managed to blanket District 7 with signage and literature, possibly making his one of the most tree-unfriendly campaigns in Berkeley’s electoral history. Keep Berkeley progressive and vote for Worthington.

Incumbent Gordon Wozniak postures as if he is going to be mayor one day, and he’s definitely the most conservative member of the council. During his tenure, Wozniak has come up with seven different ways to raise rents on tenants in Berkeley, and he didn’t even vote against Gov. Arnold Schwarzenegger’s special election last year. Challenger Jason Overman may be only 20 years old, but he’s already a seasoned political veteran, having been elected to the Rent Stabilization Board two years ago. Vote for Overman.

Ann-Marie Hogan is running unopposed for this nonpartisan post, which is hardly surprising since she’s done a great job so far and has widespread support.

With five candidates in the running and only three seats open, some are suggesting progressives cast only one vote — for Karen Hemphill — to ensure she becomes board president in two years, since the job goes to the person with the most votes in the previous election.
Hemphill has done a great job and has the support of Latino and African American parent groups, so a vote for her is a no-brainer.
So is any vote that helps make sure that incumbents Shirley Issel and David Baggins don’t get reelected.
Nancy Riddle isn’t a hardcore liberal, but she’s a certified public accountant, so she has number-crunching skills in her favor. Our third pick is Norma Harrison, although her superradical talk about capitalism being horrible and schools being like prisons needs to be matched with some concrete and doable suggestions.
Rent Stabilization Board

If it weren’t for the nine-member elected Rent Stabilization Board, Berkeley would have long since been taken over by the landlords and the wealthy. This powerful agency has been controlled by progressives most of the time, and this year there are five strong progressives running unopposed for five seats on the board. We recommend voting for all of them.

AIMEE ALLISON
When we endorsed Aimee Allison in the primary in June, we pointed out that this was a crucial race: incumbent Patrician Kernighan has been a staunch ally of outgoing mayor Jerry Brown and Councilmember Ignacio de La Fuente — and now that Ron Dellums is taking over the Mayor’s Office and a new political era could be dawning in Oakland, it’s crucial that the old prodevelopment types don’t control the council.
Kernighan’s vision of Oakland has always included extensive new commercial and luxury housing development, and like De La Fuente, she’s shown little concern for gentrification and displacement. Allison, a Green Party member, is the kind of progressive who could make a huge difference in Oakland, and she’s our clear and unequivocal choice for this seat.
From crime to city finance, Allison is well-informed and has cogent, practical proposals. She favors community policing and programs to help the 10,000 parolees in Oakland. She wants the city to collect an annual fee from the port, which brings in huge amounts of money and puts very little into the General Fund. She wants to promote environmentally sound development, eviction protections, and a stronger sunshine ordinance. Vote for Allison.

Environmental planner Andy Katz is running unopposed. Despite his relative youth, he’s been an energetic and committed board member and deserves another term.

RENT STABILIZATION BOARD VACANCY

Measure E seeks to eliminate the need to have a citywide special election every time a vacancy occurs on the Rent Stabilization Board, a process that currently costs about $400,000 and consumes huge amounts of time and energy. The proposal would require that vacancies be filled at November general elections instead, since that ballot attracts a wider and more representative group of voters. In the interim, the board would fill its own vacancies.

GILMAN STREET PLAYING FIELDS

Measure F follows the council’s October 2005 adoption of amendments that establish the proper use for public and commercial recreation sports facilities, thereby allowing development of the proposed Gilman Street fields. Vote yes.

Measure G is a nice, feel-good advisory measure that expresses Berkeley’s opinion about the dangers of greenhouse gas emissions to the global climate and advises the mayor to work with the community to come up with a plan that would significantly reduce such emissions, with a target of an 80 percent reduction by 2050. Vote yes.

IMPEACHMENT OF PRESIDENT GEORGE BUSH AND VICE-PRESIDENT DICK CHENEY

In left-leaning Berkeley this is probably the least controversial measure on the ballot. Do we really need to spell out all over again the many reasons why you should vote yes on this issue?
If this measure passes, both Berkeley and San Francisco will have taken public stands in favor of impeachment, which won’t by itself do much to force Congress to act but will start the national ball rolling. Vote yes.
Measure I
AMENDING CONDO CONVERSION ORDINANCE
NO, NO, NO
Measure I is a really bad idea, one that links the creation of home ownership opportunities to the eviction of families from their homes. It was clearly cooked up by landlord groups that are unhappy with Berkeley’s current condo conversion ordinance, which allows for 100 conversions a year. Measure I proposes increasing that limit to 500 conversions a year, which could translate into more than 1,000 people facing evictions. Those evictions will hit hardest on the most financially vulnerable — seniors, the disabled, low- and moderate-income families, and children. With less than 15 percent of current Berkeley tenants earning enough to purchase their units, this measure decreases the overall supply of rentals, eliminates requirements to disclose seismic conditions to prospective buyers, and violates the city’s stated commitment to fairness, compassion, and economic diversity. Vote no.
Measure J
AMENDING LANDMARK PRESERVATION ORDINANCES
YES
A well-meaning measure that’s opposed by developers, Measure J earns a lukewarm yes. It establishes a nine-member Landmarks Preservation Commission; designates landmarks, structures of merit, and historic districts; and may approve or deny alteration of such historic resources but may not deny their demolition. It’s worth noting that if Proposition 90 passes, the city could face liability for damages if Measure J is found to result in substantial economic loss to property — all of which gives us yet another reason to say “vote no” on the horribly flawed Prop. 90 while you’re voting yes on Measure J.

Measure M
POLICE AND FIRE RETIREMENT BOARD INVESTMENTS
YES
Measure M would amend the City Charter to allow the board that oversees the Oakland Police and Fire Retirement System (PFRS) slightly more leeway in making investment decisions. The board claims that its current requirements — which bar investment in stocks that don’t pay dividends — are hampering returns. That’s an issue: between July 2002 and July 2005, the unfunded liability of the PFRS grew from $200 million to $268 million — a liability for which the city of Oakland is responsible. We’re always nervous about giving investment managers the ability to use public money without close oversight, but the new rules would be the same as ones currently in place in San Francisco and Los Angeles.

LIBRARY IMPROVEMENT AND EXPANSION BONDS
YES
Oakland wants to improve and expand all library branch facilities, construct a new main library at the Henry J. Kaiser Convention Center, and buy land for and construct two new library facilities in the Laurel and 81st Avenue communities. The upgrades and construction plans come in response to residents’ insistence that they need more space for studying and meeting, increased library programs and services, tutoring and homework assistance for children, increased literacy programs, and greater access to current technology and locations that offer wi-fi.
This $148 million bond would cost only $40 a year for every $100,000 of assessed property. Vote yes.
Measure O
INSTANT RUNOFF VOTING
Ranked-choice voting, or instant runoff voting, is a great concept. The city of Oakland is using it to elect officials in the November election without holding a prior June election. There’s only one problem: so far, Alameda County hasn’t invested in voting equipment that could make implementing this measure possible. Voting yes is a first step in forcing the county’s hand in the right direction. SFBG

Brooklyn, like Oakland and the Mission District, has swelled in the last decade with postadolescents: beards and black hoodies wandering streets on the verge of gentrification. This intermediary space is the setting and premise for indie filmmaker Andrew Bujalski’s latest, Mutual Appreciation. Bujalski first made a splash with Boston-based Funny Ha Ha (2002), an unassuming feature made in the tradition of talky indie forbearers John Cassavetes, Eric Rohmer, and Richard Linklater. Mutual Appreciation again collects a group of guarded postgraduates for its cast, but the film is no angsty trifle. Bujalski pulls off that impossible trick — always surprising no matter the influences — of affecting a naturalistic, improvisational flow while maintaining a clear authorial voice. It’s a dynamic that picks up steam with each exquisitely staged scene, making Mutual Appreciation as absorbing as anything you’re likely to see at the movies this year.
How then do we account for this guided freewheel? Cinematography is, as always, at least part of the answer. The grainy 16mm black-and-white film stock isn’t mere affectation but rather a functional stylistic element, underscoring the drab reality of the movie’s unsettled spaces: apartments with everything secondhand and mismatched, unmade beds on nicked hardwood floors, and rooms that are either too big (making one fret over the lack of proper furniture) or too small (making one crouch). Bujalski and cinematographer Matthias Grunsky court these challenging spaces, always coming up with a revealing composition that frames characters in depth — splayed against walls or hunched in makeshift chairs.
While Bujalski has clearly done his homework on no-budget cinematography, his narration style seems more instinctual and basic to the film’s shape. Like exemplar François Truffaut’s Jules and Jim, Mutual Appreciation pivots on a youthful, untested ménage à trois: boyfriend-girlfriend Lawrence (Bujalski) and Ellie (Rachel Clift) have lived in Brooklyn for some time, while Lawrence’s old friend Alan (Justin Rice) is new in town, lost in an existential quandary over his life and music (“It’s like pop”). Like so many of his progenitors, Bujalski has an innate sense for particular rhythms of talk. This isn’t just a matter of dialogue (“If you kiss me now, my breath’s going to be all beery and burrito-y”) but also of editing — knowing, for example, how to exit a scene, convey a relationship with an unevenly paced phone conversation, and let the camera run on a given close-up to register a character’s unguarded reactions.
More impressive is the way Bujalski subtly orchestrates little one-acts to achieve genuine drama. The principle instance of such narrative structuring is in the many scenes between Lawrence and Ellie, and Alan and Ellie, but none between the old friends in question (until the closing minutes anyhow). If Mutual Appreciation’s narrative seems accidental, it’s a testament to Bujalski’s understated technique. There is certainly method here, from repetitions of dialogue (“That’s flattering”) and theme (gender confusion) to the patient unveiling of character, the apotheosis of which is a sequence of scenes tracing Alan from one Warholian party to another, no better for the omnipresent tallboys of beer.
What begins as nonchalant talk blooms into compelling drama by movie’s end. It seems no coincidence that one of Mutual Appreciation’s three main characters is an indie rocker. Bujalski, after all, registers the fear and trembling that twentysomethings expect from music (middlebrow Indiewood being as unlikely to produce something relatable as the French “cinema of quality” from which the New Wave broke away). But Mutual Appreciation is more than an outlet; in its illuminating narration, many will see a mirror, an ode to these transitional places in which one blusters toward adulthood, talking all the way. The sweet 16 has nothing on your average quinceañera, a celebration of reaching womanhood at age 15 that has roots in ancient Aztec civilization and is a tradition still very much alive throughout the Americas. Not unlike the bank-breaking theatrics of debutante balls, weddings, and bar mitzvahs in other communities, there’s often a keeping-up-with-the-Joneses extravagance to them that celebrates prosperity and community as much as youth and the coming-of-age.
Two such blowouts bookend Quinceañera, which won both the Grand Jury and Audience awards for Best Dramatic Feature at Sundance this year. Dazzled by her cousin Eileen’s bash — complete with DJ, live band, and Hummer limo with lighted stripper pole in the back — 14-year-old Magdalena (Emily Rios) begins stoking her own delusions of imminent coming-out grandeur. This dismays her less-than-prosperous priest-by-day, security-guard-by-night dad (Jesus Castaños), who likes to think of his little girl as pure, simple, and devout. That image takes a worse beating when he finds out Magdalena is in, you know, “trouble” — something that freakishly came about despite her not having gone all the way with on-off boyfriend Herman (Ramiro Iniguez).
When the physical evidence can no longer be hidden, the domestic consequences are predictably dire, and Magdalena ends up another black sheep taken in by Tío Tomas (Chalo Gonzalez), the great-uncle who “loves everyone and judges no one.” Already in residence is Magdalena’s cousin and Eileen’s tattooed, muscle-bound, cholo sibling Carlos (Jesse Garcia), thrown out by his parents for being a “liar and a thief and a pothead and a gay.” He sure acts the part of bad news, though like Magdalena may well be more sinned against than sinner.
Both ashamed of past deeds and uncertain what their futures hold, the cousins cohabit uneasily, the household barely kept afloat by Tomas’s earnings as the neighborhood champurrado vendor and Carlos’s at the local car wash. At least the latter is getting some action — when a yuppie gay couple (David W. Ross and Jason L. Wood) buys the Echo Park property encompassing the front house and Tomas’s longtime rear garden rental, Carlos becomes the nightly “peanut butter in their sandwich,” as Magdalena snorts. But this too turns problematic, raising issues of gentrification, fidelity, and economic power, which the movie is careful not to hammer too heavily.
A gay couple who themselves live in Echo Park — the idea for this movie arose when they were asked to photograph the quinceañera of their neighbors’ daughter — cowriters-codirectors Richard Glatzer and Wash Westmoreland risk overstacking the deck with a heavy-handed screenplay. But Quinceañera takes the mantle from 2006’s Junebug as the hugely satisfying little late-summer movie amid so many bigger ones worth skipping. Its pet project genuineness is especially heartening given that Glatzer and Westmoreland (who previously codirected 2000’s idiosyncratic The Fluffer) are longtime toilers in the Hollywood trenches where not much art is made, let alone for art’s sake: one has done a whole lotta reality TV (including conceiving America’s Next Top Model), while the other’s résumé includes such one-handed wonders as Dr. Jackoff and Mr. Hard. The Mission has become a battleground between those trying to stop war and those trying to combat blight — a clash of values that is headed for a court battle that will determine whether San Francisco has gone too far in its campaign against the posting of handbills.
On one side are the Act Now to Stop War and End Racism (ANSWER) Coalition, World Can’t Wait, and other groups that stage the city’s biggest rallies against war and injustice. They’ve been hit by the city with tens of thousands of dollars in fines for their notices getting posted in violation of a city law cracking down on blight, and ANSWER has responded with a lawsuit.
On the other side is a 56-year-old activist named Gideon Kramer, who led the campaigns against graffiti and illegal signs and eventually became the eyes and ears of the city’s Department of Public Works and the Clean City Coalition. That nonprofit antiblight group gets hundreds of thousands of dollars in city money annually and in turn gave Kramer a full-time job pursuing his zealous fight against blight.
Kramer’s job is to cruise around in a city-provided motorized cart to document and remove illegal signs and submit that information to the DPW, which then issues citations and levies fines. Although Kramer maintains he doesn’t single out antiwar groups, he does admit that it was the blanketing of the Mission with ANSWER flyers and posters during the buildup to the invasion of Iraq that animated his animus toward sign posting.
“They hide behind the First Amendment, but this is not a free speech issue,” Kramer told the Guardian. “They completely obliterated this neighborhood for two years until I got them to stop…. This place looked like a war zone five years ago, when I finally took this area over.”
To Kramer, his efforts are simply about beautifying the Mission, which to him entails removing graffiti and flyers, particularly the ones affixed to any of the 88 historic lampposts along Mission Street, violations that draw a fine of $300 per notice rather than the $150 fine for most poles.
But to ANSWER’s West Coast coordinator Richard Becker, the city and Kramer are chipping away at fundamental rights of speech, assembly, and due process in their myopic effort to gentrify the Mission and other still-affordable neighborhoods.
“It is connected to a drive in San Francisco against working-class communities. This is being done in the name of fighting blight,” Becker said, “but it’s part of the transformation of San Francisco to a city that caters only to the middle class and above.”
The antihandbill measure — passed by the Board of Supervisors in 1999 — is part of a clean-city campaign that includes aggressive new measures aimed at removing graffiti and punishing those responsible, increased spending on street and sidewalk cleaning, crackdowns on the homeless, and most recently, the prohibition of campaign and other signs on utility poles.
State law already prohibits all handbills and signs from being on traffic poles. The local law extends that absolute prohibition to “historic or decorative streetlight poles,” such as those along Mission from 16th to 24th streets, along Market Street, around Union Square and Fisherman’s Wharf, and on a half dozen other strips around the city.
In addition, the measure sets strict guidelines for all other postings. Unless those posting handbills want to register with the DPW and pay permit fees, their signs must be no larger than 11 inches, “affixed with nonadhesive materials such as string or other nonmetal binding material (plastic wrapped around pole is OK),” and with a posting date in the lower right corner. Signs must be removed within 10 days if they’re for an event, otherwise within 70 days.
Any deviations from these conditions will trigger a fine of $150, payable by whatever entity is identifiable from the content of the handbill, regardless of whether the group actually did the posting or knew about it. That standard of guilt, known legally as the “rebuttable presumption” — wherein someone is considered guilty unless they request an administrative hearing and can prove otherwise — is one of the targets of the ANSWER lawsuit, which is scheduled for its first pretrial hearing next month.
“In San Francisco, the distribution of handbills and other such literature is a quintessentially protected First Amendment activity, as it is everywhere. But the moment someone posts a group’s literature on city property, the DPW is entitled to presume, under the rebuttable presumption, that the group itself is responsible — absent any evidence of a connection between the group and the person who did the posting,” wrote attorney Ben Rosenfeld, who is representing ANSWER and two other accused violators, in a brief to San Francisco Superior Court.
Furthermore, he argues that there are no evidence standards for contesting the fines, which themselves have a chilling effect on free speech, particularly for poorly funded social and political activists. And, as he told the Guardian, “most people believe that posting flyers, because it’s such a time-honored way of communicating, is legal.”
Yet the City Attorney’s Office argues that city law is defensible and that rebuttable presumption — which is a similar legal precept to how parking tickets are handled — has been validated by the courts.
“We are going to argue that it’s reasonable and fair and it mirrors a state law that has withstood challenges,” said city attorney spokesperson Matt Dorsey. “As a matter of principle, we don’t think the right of free speech allows defacing public property.”
It is that argument — that illegally posting signs is akin to vandalism or littering — that seems to be driving city policy.
“It happens very frequently, and the concern for the city is it costs a lot of money to remove,” the DPW’s Mohammed Nuru told the Guardian. “It adds to urban blight and makes the neighborhood look ugly.”
The view that handbills are blight has gotten a big boost from city hall in recent years — and so have those who advocate that point of view most fervently.
The nonprofit group San Francisco Clean City Coalition — whose board members include city director of protocol Charlotte Schultz and NorCal Waste executive John Legnitto — identifies its mission as keeping “San Francisco clean and green by building bridges between resources and the neighborhood groups, merchant associations, and residents that need them.”
A review of its federal nonprofit financial disclosure forms shows the organization has steadily received more public funds from at least three different city departments in recent years, totaling almost $300,000 in 2004, the last year for which the forms are available, plus another $170,000 in “direct public support.”
“Our organization has grown substantially,” said Clean City executive director Gia Grant, who is paid almost $70,000 per year and has been with the group for five years. “It has increased every year for the last five years.”
Most recently, the group won the $140,000 annual contract to manage the Tenderloin Community Benefit District, bringing to that low-income neighborhood the same kinds of blight abatement work they’ve been doing in the Mission, mostly through their contract with Kramer and his alter ego: SF Green Patrol.
“I believe all San Francisco residents have the right to live in a beautiful neighborhood, no matter where they live,” Grant told us.
Kramer has been applying that mantra to the Mission for several years now: tearing down signs, removing graffiti, painting and repainting the lampposts, and tending to the landscaping at Mission High and other spots. Kramer told us he volunteered his days to the cause even before he was paid for his efforts.
“Basically, the Green Team deals with the restoration of public property,” Kramer said. “I’m doing a lot of things in the community on behalf of the Mission District.”
Yet Kramer is hostile to the view that maybe the Mission was fine just the way it was, a point made by many residents interviewed by the Guardian — particularly activists with the Mission Anti-Displacement Coalition (MAC) — who are more concerned with gentrification than the proliferation of signs for war protests.
“Because their causes are so lofty, they feel like they’re above the law…. They think that because their cause is so important, the end justifies the means,” Kramer said of the many groups with which he’s battled, from ANSWER and MAC to New College and the Socialist Action and Anarchist bookstores. “Free speech is not unlimited and the war in Iraq has nothing to do with clean streets. They’re just lazy and would rather just wheat-paste posters everywhere.”
Kramer said he’s been paid a full-time salary for his efforts for the last year, although neither he nor Clean City — which contracts with him — would say how much he makes. But whatever it is, Grant said Kramer’s days as a fully funded antisign enforcer might be coming to an end.
“The Green Patrol is not being funded by DPW anymore,” Grant said, noting that the contract expires at the end of August. “At this time, there’s no plan to carry it past August.”
ANSWER’s Becker has had several confrontations with Kramer, although both men insist that their actions aren’t personally directed at the other. Kramer is just trying to remove what he sees as blight and Becker is just trying to keep the public aware that the United States is waging an illegal war on Iraq and supporting Israel’s aggressive militarism.
“The war, from our perspective, is really growing,” said Becker. “A considerable number of people are becoming more alarmed by what’s happening. The war has intensified and it’s a complete disaster.”
Set against that global imperative — and the role of US citizens in allowing it to continue — Kramer’s “sacred lampposts” are a little silly to Becker. “He’s got this attitude that ‘I’m preserving your community for you,’” Becker said. “It’s a crazy thing and it’s gotten completely out of control.”
But facing fines that could total $28,000 with penalties, ANSWER has been forced to take the sign laws seriously, pursue legal action for what it believes is an important constitutional right, and instruct volunteers on the rules (with only limited effectiveness, considering some unaffiliated antiwar activists simply print flyers from ANSWER’s Web site and post them).
“The most important issue to us and to other political organizations with limited income is being able to communicate with the public,” Becker said.
And the sign ordinance has made that more difficult. Nonetheless, ANSWER has remained aggressive in calling and publicizing its protests, including the antiwar rally Aug. 12, starting at 11 a.m. in Civic Center Plaza.
As Becker said, “Despite the threat of these massive fines, we’re going to keep moving forward.” SFBG

Newsom loses control

In the early days, the mayor tried to sound like a practical, hands-on executive who was ready to run San Francisco.

Mayor Gavin Newsom used his inaugural address on Jan. 8, 2004, to emphasize that he was a uniter, not a divider and that he wanted to get things done.

"I say it’s time to start working together to find common purpose and common ground," he proclaimed. "Because I want to make this administration about solutions."

It’s a mantra he’s returned to again and again in his rhetoric on a wide range of issues, claiming a "commonsense" approach while casting "ideology" as an evil to be overcome and as the main motive driving the left-leaning majority of the San Francisco Board of Supervisors.

"Because it’s easy to be against something," Newsom said on that sunny winter day. "It’s easy to blame. It’s easy to stop…. What’s hard is to hear that maybe to come together, we need to leave behind old ideas and long-held grudges. But that’s exactly what we need to do."

But if that’s the standard, Newsom has spent the past 17 months taking the easy way.

It’s been a marked change from his first-year lovefest, when he tried to legalize same-sex marriage, reach out to BayviewHunters Point residents, and force big hotels to end their lockout of workers.

A Guardian review of the most significant City Hall initiatives during 2005 and 2006 as well as interviews with more than a dozen policy experts and public interest advocates shows that Newsom has been an obstructionist who has proposed few "solutions" to the city’s problems, and followed through on even fewer.

The Board of Supervisors, in sharp contrast, has been taking the policy lead. The majority on the district-elected board in the past year has moved a generally progressive agenda designed to preserve rental units, prevent evictions, strengthen development standards, promote car-free spaces, increase affordable housing, maintain social services, and protect city workers.

Yet many of those efforts have been blocked or significantly weakened by Newsom and his closest allies on the board: Fiona Ma, Sean Elsbernd, Michela Alioto-Pier, and Bevan Dufty. And on efforts to get tough with big business or prevent Muni service cuts and fare hikes, Newsom was able to peel off enough moderate supervisors to stop the progressives led by Chris Daly, Tom Ammiano, and Ross Mirkarimi at the board level.

But one thing that Newsom has proved himself unable to do in the past year is prevent progressive leaders particularly Daly, against whom Newsom has a "long-held grudge" that has on a few recent occasions led to unsavory political tactics and alliances from setting the public agenda for the city.

Balance of power

The Mayor’s Office and the Board of Supervisors are the two poles of power at City Hall and generally the system gives a strong advantage to the mayor, who has far more resources at his disposal, a higher media profile, and the ability to act swiftly and decisively.

Yet over the past year, the three most progressive supervisors along with their liberal-to-moderate colleagues Gerardo Sandoval, Jake McGoldrick, Aaron Peskin, and Sophie Maxwell have initiated the most significant new city policies, dealing with housing, poverty, health care, alternative transportation, violence prevention, and campaign finance reform.

Most political observers and City Hall insiders mark the moment when the board majority took control of the city agenda as last summer, a point when Newsom’s honeymoon ended, progressives filled the leadership void on growth issues, problems like tenants evictions and the murder rate peaked, and Newsom was increasingly giving signs that he wasn’t focused on running the city.

"Gay marriage gave the mayor his edge and gave him cover for a long time," said Tommi Avicolli Mecca, a queer and tenants rights activist. "About a year ago that started to wear off, and his armor started to be shed."

Daly was the one supervisor who had been aggressively criticizing Newsom during that honeymoon period. To some, Daly seemed isolated and easy to dismiss at least until August 2005, when Daly negotiated a high-profile deal with the developers of the Rincon Hill towers that extracted more low-income housing and community-benefits money than the city had ever seen from a commercial project.

The Newsom administration watched the negotiations from the sidelines. The mayor signed off on the deal, but within a couple months turned into a critic and said he regretted supporting it. Even downtown stalwarts like the public policy think tank San Francisco Planning and Urban Research Association noted the shift in power.

"I think we saw a different cut on the issue than we’ve seen before," SPUR executive director Gabriel Metcalf told us. "Chris Daly is not a NIMBY. I see Chris Daly as one of the supervisors most able to deal with physical change, and he’s not afraid of urbanism…. And he’s been granted by the rest of the board a lot of leadership in the area of land use."

SPUR and Metcalf were critical of aspects of the Daly deal, such as where the money would go. But after the deal, Newsom and his minions, like press secretary Peter Ragone, had a harder time demonizing Daly and the board (although they never stopped trying).

Around that same time, hundreds of evictions were galvanizing the community of renters which makes up around two-thirds of city residents. Newsom tried to find some compromise on the issue, joining Peskin to convene a task force composed of tenants activists, developers, and real estate professionals, hoping that the group could find a way to prevent evictions while expanding home ownership opportunities.

"The mayor views the striking of balance between competing interests as an important approach to governing," Ragone told the Guardian after we explained the array of policy disputes this story would cover.

The task force predictably fell apart after six meetings. "The mayor was trying to find a comfortable way to get out of the issue," said Mecca, a member of the task force. But with some issues, there simply is no comfortable solution; someone’s going to be unhappy with the outcome. "When that failed," Mecca said, "there was nowhere for him to go anymore."

The San Francisco Tenants Union and its allies decided it was time to push legislation that would protect tenants, organizing an effective campaign that finally forced Newsom into a reactionary mode. The mayor wound up siding overtly with downtown interests for the first time in his mayoral tenure and in the process, he solidified the progressive board majority.

Housing quickly became the issue that defines differences between Newsom and the board.

Free-market policy

"The Newsom agenda has been one of gentrification," said San Francisco Tenants Union director Ted Gullicksen. The mayor and his board allies have actively opposed placing limitations on the high number of evictions (at least until the most recent condo conversion measure, which Dufty and Newsom supported, a victory tenants activists attribute to their organizing efforts), while at the same time encouraging development patterns that "bring in more high-end condominiums and saturate the market with that," Gullicksen explained.

He pointed out that those two approaches coalesce into a doubly damaging policy on the issue of converting apartments into condominiums, which usually displace low-income San Franciscans, turn an affordable rental unit into an expensive condominium, and fill the spot with a higher-income owner.

"So you really get a two-on-one transformation of the city," Gullicksen said.

Newsom’s allies don’t agree, noting that in a city where renters outnumber homeowners two to one, some loss of rental housing is acceptable. "Rather than achieve their stated goals of protecting tenants, the real result is a barrier to home ownership," Elsbernd told us, explaining his vote against all four recent tenant-protection measures.

On the development front, Gullicksen said Newsom has actively pushed policies to develop housing that’s unaffordable to most San Franciscans as he did with his failed Workforce Housing Initiative and some of his area plans while maintaining an overabundance of faith in free-market forces.

"He’s very much let the market have what the market wants, which is high-end luxury housing," Gullicksen said.

As a result, Mecca said, "I think we in the tenant movement have been effective at making TICs a class issue."

Affordable housing activists say there is a marked difference between Newsom and the board majority on housing.

"The Board of Supervisors is engaged in an active pursuit of land-use policy that attempts to preserve as much affordable housing, as much rental housing, as much neighborhood-serving businesses as possible," longtime housing activist Calvin Welch told us. "And the mayor is totally and completely lining up with downtown business interests."

Welch said Newsom has shown where he stands in the appointments he makes such as that of Republican planning commissioner Michael Antonini, and his nomination of Ted Dienstfrey to run Treasure Island, which the Rules Committee recently rejected and by the policies he supports.

Welch called Daly’s Rincon deal "precedent setting and significant." It was so significant that downtown noticed and started pushing back.

Backlash

Board power really coalesced last fall. In addition to the housing and tenant issues, Ammiano brought forward a plan that would force businesses to pay for health insurance plans for their employees. That galvanized downtown and forced Newsom to finally make good on his promise to offer his own plan to deal with the uninsured but the mayor offered only broad policy goals, and the plan itself is still being developed.

It was in this climate that many of Newsom’s big-business supporters, including Don Fisher the Republican founder of the Gap who regularly bankrolls conservative political causes in San Francisco demanded and received a meeting with Newsom. The December sit-down was attended by a who’s who of downtown developers and power brokers.

"That was a result of them losing their ass on Rincon Hill," Welch said of the meeting.

The upshot according to public records and Guardian interviews with attendees was that Newsom agreed to oppose an ordinance designed to limit how much parking could be built along with the 10,000 housing units slated for downtown. The mayor instead would support a developer-written alternative carried by Alioto-Pier.

The measure downtown opposed was originally sponsored by Daly before being taken over by Peskin. It had the strong support of Newsom’s own planning director, Dean Macris, and was approved by the Planning Commission on a 61 vote (only Newsom’s Republican appointee, Antonini, was opposed).

The process that led to the board’s 74 approval of the measure was politically crass and embarrassing for the Mayor’s Office (see “Joining the Battle,” 2/8/06), but he kept his promise and vetoed the measure. The votes of his four allies were enough to sustain the veto.

Newsom tried to save face in the ugly saga by pledging to support a nearly identical version of the measure, but with just a couple more giveaways to developers: allowing them to build more parking garages and permitting more driveways with their projects.

Political observers say the incident weakened Newsom instead of strengthening him.

"They can’t orchestrate a move. They are only acting by vetoes, and you can’t run the city by vetoes," Welch said. "He never puts anything on the line, and that’s why the board has become so emboldened."

Rippling out

The Newsom administration doesn’t seem to grasp how housing issues or symbolic issues like creating car-free spaces or being wary of land schemes like the BayviewHunters Point redevelopment plan shape perceptions of other issues. As Welch said, "All politics in San Francisco center around land use."

N’Tanya Lee, executive director of Coleman Advocates for Children and Youth, said the Newsom administration has done a very good job of maintaining budgetary support for programs dealing with children, youth, and their families. But advocates have relied on the leadership of progressive supervisors like Daly to push affordable housing initiatives like the $20 million budget supplemental the board initiated and approved in April.

"Our primary concern is that low- and moderate-income families are being pushed out of San Francisco," Lee told us. "We’re redefining what it means to be pro-kid and pro-family in San Francisco."

Indeed, that’s a very different approach from the so-called pro-family agenda being pushed by SFSOS and some of Newsom’s other conservative allies, who argue that keeping taxes low while keeping the streets and parks safe and clean is what families really want. But Lee worries more about ensuring that families have reasonably priced shelter.

So she and other affordable housing advocates will be watching closely this summer as the board and Newsom deal with Daly’s proposal to substantially increase the percentage of affordable housing developers must build under the city’s inclusionary-housing policy. Newsom’s downtown allies are expected to strongly oppose the plan.

Even on Newsom’s signature issue, the board has made inroads.

"In general, on the homeless issue, the supervisor who has shown the most strong and consistent leadership has been Chris Daly," said Coalition on Homelessness director Juan Prada.

Prada credits the mayor with focusing attention on the homeless issue, although he is critical of the ongoing harassment of the homeless by the Police Department and the so-called Homeward Bound program that gives homeless people one-way bus tickets out of town.

"This administration has a genuine interest in homeless issues, which the previous one didn’t have, but they’re banking too much on the Care Not Cash approach," Prada said.

Other Newsom initiatives to satisfy his downtown base of support have also fallen flat.

Robert Haaland of the city employee labor union SEIU Local 790 said Newsom has tried to reform the civil service system and privatize some city services, but has been stopped by labor and the board.

"They were trying to push a privatization agenda, and we pushed back," Haaland said, noting that Supervisor Ma’s alliance with Newsom on that issue was the reason SEIU 790 endorsed Janet Reilly over Ma in the District 12 Assembly race.

The turning point on the issue came last year, when the Newsom administration sought to privatize the security guards at the Asian Art Museum as a cost-saving measure. The effort was soundly defeated in the board’s Budget Committee.

"That was a key vote, and they lost, so I don’t think they’ll be coming back with that again," Haaland said, noting that labor has managed to win over Dufty, giving the board a veto-proof majority on privatization issues.

Who’s in charge?

Even many Newsom allies will privately grumble that Newsom isn’t engaged enough with the day-to-day politics of the city. Again and again, Newsom has seemed content to watch from the sidelines, as he did with Supervisor Mirkarimi’s proposal to create a public financing program for mayoral candidates.

"The board was out front on that, while the mayor stayed out of it until the very end," said Steven Hill, of the Center for Voting and Democracy, who was involved with the measure. And when the administration finally did weigh in, after the board had approved the plan on a veto-proof 92 vote, Newsom said the measure didn’t go far enough. He called for public financing for all citywide offices but never followed up with an actual proposal.

The same has been true on police reform and violence prevention measures. Newsom promised to create a task force to look into police misconduct, to hold a blue-ribbon summit on violence prevention, and to implement a community policing system with grassroots input and none of that has come to pass.

Then, when Daly took the lead in creating a community-based task force to develop violence prevention programs with an allocation of $10 million a year for three years Measure A on the June ballot Newsom and his board allies opposed the effort, arguing the money would be better spent on more cops (see “Ballot-Box Alliance,” page 19).

"He’s had bad counsel on this issue of violence all the way through," said Sharen Hewitt, who runs the Community Leadership Academy Emergency Response project. "He has not done damn near enough from his position, and neither has the board."

Hewitt worries that current city policies, particularly on housing, are leading to class polarization that could make the problems of violence worse. And while Newsom’s political allies tend to widen the class divide, she can’t bring herself to condemn the mayor: "I think he’s a nice guy and a lot smarter than people have given him credit for."

Tom Radulovich, who sits on the BART board and serves as executive director of Transportation for a Livable City (which is in the process of changing its name to Livable City), said Newsom generally hasn’t put much action behind his rhetorical support for the environment and transit-first policies.

"Everyone says they’re pro-environment," he said.

In particular, Radulovich was frustrated by Newsom’s vetoes of the downtown parking and Healthy Saturdays measures and two renter-protection measures. The four measures indicated very different agendas pursued by Newsom and the board majority.

In general, Radulovich often finds his smart-growth priorities opposed by Newsom’s allies. "The moneyed interests usually line up against livable city, good planning policies," he said. On the board, Radulovich said it’s no surprise that the three supervisors from the wealthiest parts of town Ma, Elsbernd, and Alioto-Pier generally vote against initiatives he supports.

"Dufty is the oddity because he represents a pretty progressive, urbane district," Radulovich said, "but he tends to vote like he’s from a more conservative district."

What’s next?

The recent lawsuit by the San Francisco Chamber of Commerce and the Committee of Jobs urging more aggressive use of a voter-approved requirement that board legislation undergo a detailed economic analysis shows that downtown is spoiling for a fight (see “Downtown’s ‘Hail Mary’ Lawsuit,” page 9). So politics in City Hall is likely to heat up.

"There is a real absence of vision and leadership in the city right now, particularly on the question of who will be able to afford to live in San Francisco 20 years from now," Mirkarimi said. "There is a disparity between Newsom hitting the right notes in what the press and public want to hear and between the policy considerations that will put those positions into effect."

But Newsom’s allies say they plan to stand firm against the ongoing effort by progressives to set the agenda.

"I think I am voting my constituency," Elsbernd said. "I’m voting District Seven and voicing a perspective of a large part of the city that the progressive majority doesn’t represent."

Newsom flack Ragone doesn’t accept most of the narratives that are laid out by activists, from last year’s flip in the balance of power to the influence of downtown and Newsom’s wealthy benefactors on his decision to veto four measures this year.

"Governing a city like San Francisco is complex. There are many areas of nuance in governing this city," Ragone said. "Everyone knows Gavin Newsom defies traditional labels. That’s not part of a broad political strategy, but just how he governs."

Yet the majority of the board seems unafraid to declare where they stand on the most divisive issues facing the city.

"The board has really, since the 2000 election has been pushing a progressive set of policies as it related to housing, just-taxation policies, and an array of social service provisions," Peskin said. "All come with some level of controversy, because none are free." SFBG

Paying for renewal

BayviewHunters Point residents have cause to be concerned about any redevelopment plan that would dramatically alter the face of their neighborhoods, particularly given the displacement and corporate subsidies that have resulted from past redevelopment schemes in San Francisco.

So when housing activist Randy Shaw reported on his Beyondchron.org Web site April 10 that "hundreds of millions of taxpayer dollars" in revenue from the BayviewHunters Point Redevelopment Plan could go toward rebuilding Candlestick Park for the 49ers, his claim created a firestorm. The rumor quickly circulated among community groups and lefty media outlets already fearful of what SF officials had in store for the southeast section of the city.

But Marcia Rosen, executive director of the San Francisco Redevelopment Agency, says Shaw got it wrong: The tax increment financing (TIF) the main source of redevelopment money from BayviewHunters Point was never intended for Candlestick Park. Sup. Sophie Maxwell, whose district includes the project area, also told the Guardian last week that there hasn’t been any talk of subsidizing the stadium project or its surrounding housing.

Nonetheless, Maxwell has spent weeks trying to respond to community concerns about the stadium funding, as well as a host of other concerns raised by a portion of the community that has been galvanized by the redevelopment issue. On April 20 she added an amendment to the plan that explicitly restricts any TIF money from outside the Candlestick Point Special Use District from going anywhere near the stadium.

But that’s unlikely to end the controversy over a plan that Maxwell has been working on for six years and that has been in the pipeline for nearly four decades.

"This plan didn’t just happen out of thin air," Maxwell said at the May 9 Board of Supervisors meeting. "It came from many different plans in the Bayview. It was an accumulation of many outreach efforts. The plan has been thoroughly vetted. The scrutiny and disagreements have only made it stronger."

The legislation before the board for consideration now contains two parts: a 136-acre area that includes the Hunters Point Hill residential neighborhood, and a much larger area, added in the ’90s, that would expand the Redevelopment Agency’s jurisdiction by 1,361 acres.

Inside the enormous widened area is the Candlestick Point Special Use District, which was created by voters in 1997 as part of a narrowly passed legislative package infused with $100 million in bond money for the construction of a new Candlestick stadium and shopping mall. The plan was stalled until last month, when public mutterings about an alternative plan with more housing units began to circulate.

The propositions (there were two in 1997) allocating $100 million for Candlestick are still technically in effect. The money was never spent, and the football club’s ownership has since indicated it may build the project without that bond money in order to focus on housing. A feasibility study is currently under way, and no plans have yet been made public.

According to a report released by the Budget Analyst’s Office in late April, the Redevelopment Agency is expecting to generate almost $300 million in TIF money from new property taxes over the next 45 or so years to pay for the redevelopment plan. Approximately $30 million of the money available for infrastructure improvements and low-income housing would be contingent on business activity inspired by a new stadium, meaning the agency could end up with much less if the stadium area remains in its current state.

TIF money generated inside Candlestick Point can still flow outward, new stadium or not. But Rosen clarified for us that TIF money could also go toward infrastructure improvements associated with the Candlestick project, such as roads, streetlights, green spaces, and housing at least 50 percent of which is required to be affordable to those with low incomes, a far higher rate than citywide requirements. None of this could happen, however, without board approval and considerable public oversight.

"There is the possibility that the board could allocate tax-increment financing to a park or other public space," Rosen said.

Other concerns residents had over the redevelopment plan have cooled somewhat as Maxwell has introduced a series of amendments, including a call for regular management audits during the plan’s implementation and increased public participation in approving "significant land use proposals," an amendment she introduced last week.

But some skeptics have continued to express concern about gentrification of the area and the displacement of its predominantly minority residents.

Shaw, who opposes the plan, told us his greatest concern now is no longer the 49ers but turnout at public meetings.

"The proponents have outnumbered the opponents," he said. "I haven’t seen the kind of turnout we would have expected." SFBG

After the Murmur

One could be forgiven for staring. Oakland’s lower Telegraph Avenue on a wet, cold, windy Friday night is not a location renowned for its street parties, particularly those involving dozens of young, white hipsters happily mingling with an equal number of young African Americans, both watching an impromptu rap show.

But a street party is precisely what was happening outside the Rock Paper Scissors (RPS) Gallery, at Telegraph and 23rd Street, that night. Welcome to Art Murmur, Oakland’s very own art walk on the first Friday of every month. What started in January as an eight-gallery venture has, in a mere four months, blossomed. A dozen Oakland galleries now participate, exhibiting everything from installations featuring massively oversized pill bottles and pillboxes to traditional oil portraitures and, in the case of the Boontling Gallery, unnerving little sculptures that co-owner Mike Simpson described as "whimsical takes on decapitation."

"We want to improve the art scene in the East Bay so that people will call Oakland an artistic force to be reckoned with," the lanky Simpson told the Guardian. "Oakland has a lot of potential, and I have a lot of pride in the city…. A lot of artists who show in San Francisco are from Oakland. Why not represent where they are from?"

But jump-starting an artist-driven revival of lower Telegraph also has its potential hazards, prime among them gentrification. As San Franciscans know all too well, such revitalization carries the danger that the community will be made safe for real estate agents, developers, and urban professionals who quickly eliminate less desirable residents, i.e., the folks who were there first and the new artists’ community.

When asked about the issue, Sydney Silverstein of the RPS Collective knowingly said, "Oh, you mean artists laying the groundwork for gentrification?"

Setting the gentrification question aside for a moment, something new and very exciting is happening along Telegraph Avenue, come rain or shine.

"We want to get people to buy art that have never bought art before," nattily attired Art Murmur cofounder Theo Auer said as he sipped free wine. It is not just the young and trendy who show up more than one gray-haired art aficionado was spotted making purchases at Boontling.

How did it all start? According to Auer, the midwife was beer. "It was after a show, and we asked each other, ‘Why doesn’t Oakland have an art walk?’ ‘How hard can it be?’" The result was a meeting last year at which RPS, Mama Buzz Café, Ego Park, 21 Grand, 33 Grand, Auto Gallery, Boontling, and the Front Gallery all chipped in money for logistics, postcards, an www.oaklandartmurmur.com Web site, and a newspaper ad.

"It’s a tight community," said Tracy Timmins, the pale-blue-eyed and enthusiastic co-owner of Auto Gallery. "We are all very supportive of each other." And that support also comes from her landlord, who is only too happy to have a group of impoverished students who want to improve the neighborhood with art.

This, of course, is what raises the specter of gentrification. History shows that the shock troops of gentrification a Starbucks on every corner, a yuppie in every Beamer are the artists, freaks, punks, and queers who move into marginal areas. They happily pay low rent and live in iffy areas so they can create alternative communities. But that success can sow the seeds of a community’s destruction.

What makes the Art Murmurers different from alternative communities of the past is they are well aware of how they can be a mixed blessing for neighborhoods. The night before the April Art Murmur, Murmurers held a five-hour meeting to revisit their founding principles, which include a commitment to a sustainable neighborhood as a way to prevent yuppification.

"We are trying not to alienate the current residents," Silverstein said, while noting the harsh reality of gentrification. "If this neighborhood goes to hell and becomes another Emeryville, I don’t think you can do anything about it."

Silverstein said RPS is proactively linking to, and becoming part of, the community by offering sewing classes, art classes, a community space for events, and by forging a partnership with a local high school so the collective is not just an invasive bohemian Borg.

Silverstein told us she sees more new faces at classes offered by the gallery, a statement backed by the youths of color running in and out of the gallery space. Timmins too sees a role for the galleries to provide a place for art and education for local kids, because they "are not getting it in school."

Other galleries are less clear on the concept of community and gentrification. Esteban Sabar, owner of the upscale Esteban Sabar Gallery, moved from the Castro to affordable Oakland with a grant from the city of Oakland.

"This is affordable for me," Sabar said. "It will take awhile for gentrification to happen. By putting a gallery here I will help artists and the community. I will not let anyone kick me out." But he failed to address what might happen to the poorer local residents already living there if gentrification heats up.

Perhaps Jen Loy, co-owner of Mama Buzz Café, has the most realistic take on the issue. Lower Telegraph isn’t like areas that used to have vibrant communities until they were decimated by dot-commers. She said there were few people living in the area.

"The more people, the better," Loy said. "People [who have been] living here 10 or 15 years are saying, ‘Thank you, it is great to have you here.’" Loy says businesses like a local market, a pizzeria, and the bar Cabel’s Reef all benefit from an influx of capital.

So the question is, as always, who benefits? If an area is revitalized, tax revenues go up, more people move in, and a more vibrant area ensues, but where do the artists and people who were there first go? Will they be able to create a community strong enough to resist displacement?

Or will they do what Tracy Timmins of Auto Gallery has already had to do: "As far as being pushed out, it happens," she says. "If that happens, I start again somewhere else." SFBG
